There are many intersecting gables of the roofline and although each survey card, including the 1932/49 Assessor's card notes asphalt shingles, the gabled roof material is actually asbestos tile. The roofline employs a rake decorated fanciful non-structural barge board with pendills, the wide plain frieze, and brackets. A low hip roof entry porch on the east side has a dentilled frieze board and square fluted supports. There are 1/1 wood double hung windows with wood sill. A gable garage with vertical plank siding is accessible from Manitou. ALTERATIONS: No previous COAs were recorded in the file. Although the existing roof is asbestos tile, asphalt roof ,vas named on the 1977 and 1987 survey cards and on the 19332/49 Assessor's card. APPLICATION ITEMS: Tear off and re -roof home with asphalt shingles. DESCRIPTION OF PROPOSED PROJECT: Owner has applied to replace the asbestos sections of the roof with new asphalt architectural shingles. Work would include removing all layers and other roof material, re -decking, installing drip edge, re -flash chimney, install ice and water shield, felt paper, architectural shingles ridge cap shingles, can and ridge vent, and plumbing boots. A contractor has not been selected at time of Staff Report and we do not have information as to disposing of asbestos. From viewing photographs taken of the roof, the asbestos material seems to be in rough shape, including build up of organic material, chipping/brittle shingles, shingles replaced with another roofing material (possibly slate), missing vent caps and deteriorating or insufficient flashing. Wood rot is also a problem on some of the comer trim. Extracted from a Roof Report by Slatile: I. Existing Conditions of Sloped Roof Areas: 1. The roof consists of multiple sections of 12/12 pitch gable roofs. Decking is -wood, open slat design. Base roofing material is cedar shake. Second layer material is asbestos tile. a. The asbestos tiles are past the serviceable life of the material. The tile are severely pitted and worn. There is a buildup of moss and algae on the slates, further depredating the integrity of the slates. The current roof is far past its life and requires replacement. Replacement must include removing the cedar shakes under the current slates. The serviceable life of the over-all roofing on this house is less than 7 years before significant water infiltration is noticed. ROOFS AND ROOFING Reef shapes in the district encompass all the various designs found in residential structures: hipped, gabled, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos. wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of'some vinyl -and aluminum -sided houses are covered with the same materials. Retluiretl The existing shape and type of materials of the roof shall be retained. All architectural features. which give the roof its essential character, shell be retained, including donner windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Rect niniended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, the and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches its closely as possible the original in composition, size:, shape, color and texture. Clutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible; or replaced with it style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential cliaracter of the roofas viekved from a street by adding architccttiral features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall net be stripped of architectural features important to its character. There is no step flashing at any of the wall terminations. Some terminations have been caulked in the past; the caulking is cracked and delaminating. c. Some of the pipe penetrations are missing proper flashings. 2. The front porch roof consists of an older 3 -tab asphalt shingle over a wood deck. a. There are a few missing shingles. Misc. cracks and nail pops are noticeable. 3. The bay windows have asphalt roll roofing that appears to be in good condition. 4. The rear low slope roof consists of granulated modified bitumen roll roofing with exposed roofing nail fasteners. The exposed nails are swing to rust and loosen. 5. The garage roof is installed with 3 )-tab asphalt shingles. This roof appears to be in good condition. 6. The sheet metal valleys are in serviceable condition. 7. The gutters and downspouts appear to be in serviceable condition. However, the mounting brackets are fastened on the outside of the roofing. This is an incorrect method of attaching gutters, due to likely leaking at the nail fasteners. U ESTABLISHED 1924 ROOFING — MASONRY RESTORATION — SHEFT METAL I L Existing Conditions of Other Low -Slope Areas. 1. The extreme top of the house appears to be an E1PDM membrane. I was not able to access this roof area without special rigging, so I am not sure of its condition. Ilowever, I examined this roof area from the attic and could see no signs of leaking in the recent past. 2. The low -slope roof at the one story section at the south-east comer of the house is a fully adhered ENYM membrane. a. The membrane itself appears in serviceable condition. However, there are inadequate mechanical ffisteners securing the insulation board under the membrane. This makes the roof susceptible to wind -lift. b. The counter -flashing at the wall termination is incorrectly installed. 11I.Summary of Existing Conditions and Recommendations: Although the current home owner states there are no leaks in the house, I cannot guarantee' there will be no leaking, including water infiltration that is un -noticed, in the future. The current roof is far past its life and requires replacement. Replacement must include removing the cedar shakes under the current slates. The roof new roof will require new 1/2 inch CDX or plywood decking over the existing open slat decking. Because the -utters were incorrectly installed with straps over the existing rooting; material, the tl> 0 gutters will also need replaced with new when the house is re -roofed. 0 The serviceable life of the over-all roofing on this house is less than 7 years before significant water infiltration is noticed. Regular maintenance and repair could, however, extend the life of the roof slightly. An estimated cost of replacement of the asbestos tiled areas of the house including re -decking and new gutters is 540,000 to $70,000. Note that this cost includes asbestos abatement as required by federal law,. There is a prominent front gable with deep return and shed roof side extensions. There is a porch across the front of the house with double fluted columns and a mosaic floor and a front entry vestibule with pilasters and narrow diamond pane side lights. There is a three sided bay projection on the west side. Some of the window feature diamond panes in the transoms with one over one double hung windows. ALTERATIONS: The original shingles in the second storey had been removed and replaced with clapboard vinyl siding. This feature has been restored using modern materials. The diamond paned windows in the transoms are original but the double hung windows appear to be replacement windows. The porch details have been restored but the balustrades have been removed and the owner had located replacements. The rear of the house appears to has be been altered to accommodated multi family use and has been modified to eliminated a back entrance. The rear parking lot has been removed and a lawn planted. APPLICATION ITEMS: Remove 4 trees on the East side of the house and replace with smaller trees 15'-20'. Add hedge to front matching the side hedge. Remove pine in front and replace with a smaller decor tree — flowering pear, hawthome, dogwood. DESCRIPTION OF PROPOSED PROJECT: The homeowner is applying to remove four large trees on the east side of her home two of which have grown very close to the house and the other two have large limbs hanging over the neighboring parking area. Also, she wants to remove a pine tree in the front yard of the home. The smaller flowering replacement trees will be placed in various locations in the front and rear yards. Per diagram. attached. She also wishes to extend the hedges to the rear property line on both sides of the house and along the sidewalk in the front of the house. Per diagram attached. I&M is removing the rear trees on the west side in the utility easement. STANDARDS AND GUIDELINES: Preservation Standards for Historic Landmarks in South Bend and St. Joseph County Group B G. Building Site and Landscaping (These standards apply to both A and B) 1. Required Major landscaping; items, trees, fencing, walk ways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fired garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance -of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style. materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as,rV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares STAFF RECONJIMENDATION: There are no known historic photographs of the house that pre -date the 1988 survey card. Navarre Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1928 Property Owner: Jerid Wireman Landmark or District Designation: River Bend Rating: Omitted in the 2005 Survey DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a rectangular plan set upon a brick foundation. The gambrel roof has almost full length front and back shed dormers that are all covered with asphalt shingles. The windows are 6/1 double hung on the second storey with first storey casements in the cast side, a multi pane fixed window on the east part of the front facade and multi pane quarter round in the attic storey. Some of the windows appear to have storm windows. A number of the windows have been boarded tip. The walls are aluminum sided with corner boards. There is a small front porch with concrete steps with brick that has a gable roof overhang with wood supports. There is a two car jerkin head roof garage that is aluminum sided set on a concrete foundation. The house was recently on the demolition list, but the new owner has until 30 August 2013 to perform the necessary exterior work required by Code. ALTERATIONS: The aluminum siding, storm doors and storm windows are not original to the house. The wood support of the porch roof is temporary solution as are the boarded up windows. There is a wood deck and stairway in the rear that was added. The front porch has been altered in that the brick wing walls noted in the 1995 survey card are missing. APPLICATION ITEMS: Replace porch supports and railings. Replace storm doors. Remove aluminum siding and either paint or replace with vinyl siding. Storm windows will be replaced with either wood or vinyl to match house siding. Replace leaking metal casement windows in addition with wood or vinyl double hung 6/6 to match the body of the house. Replace garage doors with either wood or vinyl to match the house. Remove rear deck and restore rear fagade and door. Remove dead tree on property line and also tree stump in front of house. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to rebuild the front porch to resemble the picture of a colonial porch. He will use treated lumber, treated posts, handrails and the lumber will be painted. He also proposes to add treated lumber railings and square spindles on the roof of the sunroom on the east side of the house. The lumber will also be painted. He will also be adding new storm doors. The front storm door and the balcony storm, door will be full view per attached Andersen image. The rear will be a divided self storing storm door per attached Andersen brochure image. He also wishes to remove the aluminum siding and if the wood siding underneath can be restored, he will restore it and paint. If it can not be restored then lie would like to apply vinyl siding to match the original reveal and features. He wishes to remove the leaking metal casement windows in the sunroom and replace with 6/6 double hung Jeld Wen windows in either wood or vinyl depending upon the treatment of the body of the house. He also wished to replace the garage doors with Clopay Gallery Colonial style doors in the Gallery collection per brochure image. He also wants to remove dead tree stumps on property lines and in the front yard. STANDARDS AND GUIDELINES: 11. EXISTING STRUCTURES A. BuILDING MATERIALS Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and masonry block. In some instances, vinyl or aluminum siding, has been applied over the original material. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. 'Ilse existing architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry includinL, brick and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done With a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to maintaining or replacing the original surface material wher) it resembles the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when aluminum or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence Of Moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where synthetic siding has been applied. window trim has been covered. Many structures in the district have aluminum storm windows. Some houses retain wood framed storm windows, lZequired Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If clew sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Probibited Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the original windows arid doors, shall not be installed. Not Recommended Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used If they would detract from the existing character or appearance of the building, STAFF RECON111NIENDATION: Staffrecommends approval of the porch project and the installation of' the railing system on the sunroom roof. The home at one time was inade into apartments and that is why the deck was placed on the back so the upstairs renters could enter from there. As you see the boarded tip door only gives access to the lower level and basement. This is the original back entry. I havealso selected new garage doors. They will be either wood or vinyl depending oil the house being painted or vinyl sided. The doors I believe will tic the house in more with the garage as at the top of the two doors is pane glass windows. The storm windows too will either be vinyl"o;'r wood depending on the house being painted or vinyl sided. I believe I gave Becky the brochure for the garage doors. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper Ievels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the back gable. ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA#1997-0825. The house slate roof was replaced Grand Manor CertainTeed with COA#2011-0404 APPLICATION ITEMS: We would like to fence in our yard for our two dogs and four year old son. We want a privacy fence in the front. This will improve the view_ of our house from the street, since the back porch isn't that attractive. We want to maintain our interactions with our neighbors, so we would like to have the black vinyl chain link fence surrounding the yard on the other sides. Along the side of our house, we have two trees (apparently they are elm trecs0 that the landscaping company suggests should be removed. The leaves are all chewed up, and the trees are very close to our house, making a potential fire hazard with the roof line. If we remove these trees, then we will be able to set the fence back farther from our neighbors' driveway. In the fence design, we have included a gate between us and our neighbors, a gate in the back near al.l of the utility poles, and a gate near our back door. Catherine Hostetler from the Historic Preservation Commission has visited our property, taken pictures and discussed the project with me. DESCRIPTION OF PROPOSED PROJECT: The homeowners are proposing to erect a 6' Western Picket wooden privacy fence at the set back of the house to extend toward the west property line to obscure a screened in porch towards the side rear yard. They would like to remove two deteriorating trees that are close to the house and erect a 5' black vinyl coated chain link fence around the perimeter of the back yard to join up with existing fencing. There will be a gate at the northwest corner. An additional chain link fence with a gate will be added behind the rear set back of house and extend to the corner of the garage. Posts will be set in concrete. All per diagram and materials submitted. STANDARDS AND GUIDELINES: East Wavne Street: Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public vmlkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All highintensity security lights should be approved by the historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, _ walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare, A. DISTRICT ENVIORNMENT Reconiniended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. 'Frees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear roperty lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new• streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walk -ways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. STAFF RECOMMENDATION: Staff recommends approval as the fencing project conforms to the standards for the East Wayne District. Staff recommends removal of the trees as they are distressed and probably volunteer trees plus this species is not recommended in the City's Tree listing. Exterior walls are redbrown brick. There is a front gabled dormer centered in the roof. Windows are 0/1 wood double hung throughout with simple wood casings and brick sills. The main entry porch is a continuous verandah along cast f front) fagade with brick railings and stucco corner piers. ALTERATIONS: According to documentation in the file, the Assessor card notes that as of 1940 the front porch had been enclosed and the exterior walls, which had originally been stucco, had been covered with brick veneer. APPLICATION ITEMS: Remove non -original porch enclosure. DESCRIPTION OF PROPOSED PROJECT: A circa 1920s photograph shows the property prior to the porch enclosure. Owners would like to return the original open porch, including: removing windows, two layers of tile an the floor, and the lowered ceiling. They will install pine tongue and groove floor boards and install stained beadboard on the ceiling. Though center supports for the house roof were not original, a structural element may need to be added when the addition walls are removed. EDGEWATER STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be pre- vented through repair., cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and mate- rials when deteriorated beyond repair. Masonry structures shall he maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soil natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. when repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the orifi inal building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding; should be the satne size and style as the original wood. Iiowever it trust be notal that such material can contribute to the deterioration of the structure from moisture and im.'ects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial stone, brick veneer, asbestos or asplialt shingles, which is inappropriate or was unavailable; when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface miaterial and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. 'Mortar joints which do not need repointing should not be. Repointing should not be done with mottar of high Portland cement content, which can often create a bund that is stronger than the building; materials. In terms of the specifies, our desire is to return to the original porch as much as possible. From what we can tell, this will at least include removing the windows, the two layers of tile on the floor, and the lowered ceiling. We anticipate replacing the pine TG floor boards and putting a stained bead board oil the ceiling.'I'lic interior of the enclosed porch is entirely stucco, but we don't know how much ofthat is original, ie was any of it brick, given the rest of the exterior. The enclosed porch also includes painted trim and outlets, which need to be dealt with. A potential problem is the fact that though the center supports for the house roof were riot there originally (on either side of the stone door), they may have become structural over time and will need something to be there, part of the new porch. We don't anything structural in the middle, but it may be required. A more formal plan would need to be delayed until a later meeting wlien we will have a chance to do niore investigation about Nvliat the original porch looked like. There are only 4 items that historic districts are exempt from in Revision 2 to the 2009 National Manual on Uniform Traffic Control Devices: the size of the lettering on the signs, retro -reflective, pictographs are allowed and so are different colors except red. So many things going on in the past 30 days. Let us start with the warm and fuzzies. 58 people attended the East Wayne Historic Walking Tour put on by the Studebaker National Museum. This was a great tour and despite the rain, a lot of fun. I appeared on Experience Michiana with Gordy Young on WNIT (PBS) to promote the Restore Michiana Homeowner Series. We held our Restore Michiana Homeowner's Workshop on Masonry this past Wednesday to a full house of 22 attendees. This was a great turn out for a lecture and even ran over 45 minutes due to all the great questions and discussion. We have decided to move the next workshop in August (the windows workshop) to the former Salvation Army building on Carroll St in Taylor's Field. The new owner of the property is looking at developing businesses and a community center at the location. The windows there definitely need work and should provide enough to allow two person teams to properly glaze a window during the allotted time. Speaking of Taylor's Field, I am so very pleased to announce that the church on the corner of S St Joseph and South Sts has been sold! The new owners are currently trying to rectify the smoke damage from a minor winter -time fire and remediate the mold. It is their intention to be able to have services in the church by the end of August! Over the last two weeks this office has been handed over eighty 106 reviews. These included subsidies for mortgages, lead paint, improvements, and of course, demolitions. I have photographed and walked around each one of those houses. In my opinion based upon an external inspection, there are houses that do not require demolition at this time. More information will follow as it becomes available. As we look toward the next month, I will be running the Windows Workshop, a bus tour for Holy Cross Village, the Historic Districts Bus Tour, and a Downtown South Bend Architectural tour for Studebaker National Museum in August as well. While in the search for missing pieces of the Studebaker fountain, Steve Nemeth informed me of some statues that were in storage in a garage located south of the North Pumping Station at Leeper Park. There is a prominent front gable with deep return and shed roof side extensions. There is a porch across the front of the house with double fluted columns and a mosaic floor and a front entry vestibule with pilasters and narrow diamond pane side lights. There is a three sided bay projection on the west side. Some of the window feature diamond panes in the transoms with one over one double hung windows. ALTERATIONS: The original shingles in the second storey had been removed and replaced with clapboard vinyl siding. This feature has been restored using modern materials. The diamond paned windows in the transoms are original but the double hung windows appear to be replacement windows. The porch details have been restored but the balustrades have been removed and the owner had located replacements. The rear of the house appears to has be been altered to accommodated multi family use and has been modified to eliminated a back entrance. The rear parking lot has been removed and a lawn planted. APPLICATION ITEMS: Remove 4 trees on the East side of the house and replace with smaller trees 15'-20'. Add hedge to front matching the side hedge. Remove pine in front and replace with a smaller decor tree — flowering pear, hawthome, dogwood. DESCRIPTION OF PROPOSED PROJECT: The homeowner is applying to remove four large trees on the east side of her home two of which have grown very close to the house and the other two have large limbs hanging over the neighboring parking area. Also, she wants to remove a pine tree in the front yard of the home. The smaller flowering replacement trees will be placed in various locations in the front and rear yards. Per diagram attached. She also wishes to extend the hedges to the rear property line on both sides of the house and along the sidewalk in the front of the house. Per diagram attached. I&M is removing the rear trees on the west side in the utility easement. STANDARDS AND GUIDELINES: Preservation Standards for Historic Landmarks in South Bend and St. Joseph County Group B G. Building Site and Landscaping (These standards apply to both A and B) 1. Required Major landscaping items, trees, fencing, walk ways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The windows are 6/1 double hung on the second storey with first storey casements in the east side , a multi pane fixed window on the east part of the front fagade and multi pane quarter round in the attic storey. Some of the windows appear to have storm windows. A number of the windows have been boarded up. The walls are aluminum sided with corner boards. There is a small front porch with concrete steps with brick that has a gable roof overhang with wood supports. There is a two car jerkin head roof garage that is aluminum sided set on a concrete foundation. The house was recently on the demolition list, but the new owner has until 30 August 2013 to perform the necessary exterior work required by Code. ALTERATIONS: The aluminum siding, storm doors and storm windows are not original to the house. The wood support of the porch roof is temporary solution as are the boarded up windows. There is a wood deck and stairway in the rear that was added. The front porch has been altered in that the brick wing walls noted in the 1995 survey card are missing. APPLICATION ITEMS: Replace porch supports and railings. Replace storm doors. Remove aluminum siding and either paint or replace with vinyl siding. Storm windows will be replaced with either wood or vinyl to match house siding. Replace leaking metal casement windows in addition with wood or vinyl double hung 6/6 to match the body of the house. Replace garage doors with either wood or vinyl to match the house. Remove rear deck and restore rear fagade and door. Remove dead tree on property line and also tree stump in front of house. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to rebuild the front porch to resemble the picture of a colonial porch. He will use treated lumber, treated posts, handrails and the lumber will be painted. He also proposes to add treated lumber railings and square spindles on the roof of the sunroom on the east side of the house. The lumber will also be painted. He will also be adding new storm doors. The front storm door and the balcony storm door will be full view per attached Andersen image. The rear will be a divided self storing storm door per attached Andersen brochure image. He also wishes to remove the aluminum siding and if the wood siding underneath can be restored, he will restore it and paint. If it can not be restored then he would like to apply vinyl siding to match the original reveal and features. He wishes to remove the leaking metal casement windows in the sunroom and replace with 6/6 double hung Jeld Wen windows in either wood or vinyl depending upon the treatment of the body of the house. He also wished to replace the garage doors with Clopay Gallery Colonial style doors in the Gallery collection per brochure image. He also wants to remove dead tree stumps on property lines and in the front yard. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and masonry block. In some instances, vinyl or aluminum siding has been applied over the original material. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to maintaining or replacing the original surface material when it resembles the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when aluminum or vinyl is to be installed in order to prevent increased " deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows. Some houses retain wood framed storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows, and hardware shall not be discarded when they can be restored and re-used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the porch project and the installation of the railing system on the sunroom roof. Staff recommends approval of the installation of the storm doors, garage doors and windows. Staff recommends approval of the removal of the aluminum siding to determine the condition of the original siding; and its subsequent treatment to be determined by Preservation Specialist. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper levels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the back gable. ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA#1997-0825. The house slate roof was replaced Grand Manor CertainTeed with COA#2011-0404 APPLICATION ITEMS: We would like to fence in our yard for our two dogs and four year old son. We want a privacy fence in the front. This will improve the view of our house from the street, since the back porch isn't that attractive. We want to maintain our interactions with our neighbors, so we would like to have the black vinyl chain link fence surrounding the yard on the other sides. Along the side of our house, we have two trees (apparently they are elm trees0 that the landscaping company suggests should be removed. The leaves are all chewed up, and the trees are very close to our house, making a potential fire hazard with the roof line. If we remove these trees, then we will be able to set the fence back farther from our neighbors' driveway. In the fence design, we have included a gate between us and our neighbors, a gate in the back near all of the utility poles, and a gate near our back door. Catherine Hostetler from the Historic Preservation Commission has visited our property, taken pictures and discussed the project with me. DESCRIPTION OF PROPOSED PROJECT: The homeowners are proposing to erect a 6' Western Picket wooden privacy fence at the set back of the house to extend toward the west property line to obscure a screened in porch towards the side rear yard. They would like to remove two deteriorating trees that are close to the house and erect a 5' black vinyl coated chain link fence around the perimeter of the back yard to join up with existing fencing. There will be a gate at the northwest corner. An additional chain link fence with a gate will be added behind the rear set back of house and extend.to the corner of the garage. Posts will be set in concrete. All per diagram and materials submitted. STANDARDS AND GUIDELINES: East Wavne Street: Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All highintensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended n Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. A. DISTRICT ENVIORNMENT Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear roperty lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. STAFF RECOMMENDATION: Staff recommends approval as the fencing project conforms to the standards for the East Wayne District.
