DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey frame
construction with an L plan that is aluminum sided. It has a three bay fagade with 6/6 upper level and 9/9
lower level double hung windows and louvered shutters. The front entrance is recessed with pilasters and
broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the west side
with board and batten siding and 9/9 double hung windows.
'ALTERATIONS: All of the windows are replacement windows.
APPLICATION ITEMS: 2 white double hung windows vinyl in dining room.-
DESCRIPTION

DESCRIPTION OF PROPOSED PROJECT: The homeowners have been working to replace all the
previously replaced windows in the house, which were warped and manipulated to hold them together.
At this time, two previously replaced windows in the dining room will be replaced with new matching 6/6
double hung vinyl windows from Champion Windows.

Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass,
_ pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and = _
trim resembling'the original.

STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: John Mohler Studebaker built this eight storey classical
revival style office structure in 1910. The fagade is comprised of six bays to the west and three to the
south and is cohered with white terra cotta classical detailing. It is also clearly divided into three registers
that are separated by strong projecting and intervening cornices. The bottom of each cornice is
punctuated by volutes and honeysuckle designs, which where placed between each bay.
The middle of the structure is articulated with a three bay system, which continues to the second
intervening cornice, once again embellished with classical detailing. The top floor is further distinguished
by the use of arched bays, which are topped by elaborate egg and dart molding. The overall decorative
detail of the structure tends to reflect the impact of the Colombian Exposition of which the architect,
Solon S. Beman, was a major participant. However, the frank expression of the steel frame links the
building to the Chicago School of skyscraper construction.
The building has a flat roof with robust projecting cornices that have egg and dart molding and decorated
voluted console brackets. The windows are 1/1 double hung with simple decorated spandrels, except for
the eighth floor, which has round even spans and cartouche keystones.
ALTERATIONS: The structure has a modem aluminum stone front entrance and further modern black
stone fronts a long the street. Aluminum has been added to the arches on the top storey windows.
Concrete has been applied over the north side bricks.
APPLICATION ITEMS: Hanging a 4' x 8' metal sign.
DESCRIPTION OF PROPOSED PROJECT: The Music Village, non-profit music school is located
in the basement of the JMS building and this signage will help market their existence. A rendering of the
proposed sign is included as well as a photograph of the actual sign. The sign conforms to Building
Department's signage requirements and conforms to downtown design guidelines. Once the existing
Pedro's signage is removed, The Music Village sign will be directly attached to the concrete on the north
side of the building.-

super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per
business.

SLGN AFFIDAVIT
DATE: December 24, 2012
1; John Freidline have legal holdings at The JMS building, 108 N Main St., South Bend, IN
46601, on which the proposed sign is to be erected; and have read
and agree -to the following:
1. St. Joseph County and City of South Bend shall be held harmless from any
claims, damages, liabilities, losses, actions, suits, or judgments which may
be brought, presented, sustained, or obtained against the County or City or
its officials because of negligence of the sign hanger, contractor, or his agents,
or by reasons of defects in the construction, or damages resulting from the
collapse or failure of any sign.
2. The owner will guarantee removal of the sign when the use which it identifies,
instructs, attracts, guides, or advertises is terminated at that particular location;
however, this will not apply to periodic changing of the sign faces for present
or future tenants or owners.
3. The owner shall maintain the sign by repainting peeled surfaces and replacing
inoperative components. Should the owner fail to maintain the sign as outlined
herein within forty-five (45) days after written notice, the County or City shall
remove the sign after first giving the owner of the' sign 30 days written notice
of its intent to do so.

Director's Report
January 2013
18 December 7:30 am Rotary Board meeting that concentrated on Centennial
Project in Howard Park. Decided not to go forward and concentrate on building up the
endowment in the local foundation. Prepared and mailed approved COAs. Began Office
clean out. After hours networking at Green Drinks at the Conservatories in Potawatomi
Park.
19 December Massive clean out of out of date material in the files. Todd Zeiger
came over to copy some material on the Rushton Apartments. Prepared the RME-COA
for the in-kind chimney work on the Kizer House for Indiana Landmarks. Contacted Kim
Bowman concerning vacant building on Hill and LaSalle and put interested parties in
contact with John Hoban (338-7730).
20 December Staff met with Melissa Paulson from the Mendoza School of
Business at Notre Dame to inquire about her course in entrepreneurship and to see if out
Preservation Trades initiative would be a suitable candidate for her students to create a
business plan. She will e-mail the paperwork to the Office. Staff Christmas luncheon at the
LaSalle Grill. Continued with file clean out and reorganization.
21 December We all survived the Mayan meltdown! General Office work. Spoke
with former South Bend resident and Studebaker Car Club member, Keith Wilson. He
saw Elicia's post on Facebook about the survey books for sale. Interested in purchasing
one of each and having them shipped to Georgia. While he was up for the Studebaker
meet he did say he spoke with Don Napoli about the Avon! And asked him to at least save
the terra cotta. Also shared a website for historic photographs and prints called
www.Shorpy.com
24-25 December OFFICE CLOSED FOR CHRISTMAS
26 December Continued with file clean out and Office reorganization. Luncheon
Meeting with Kim Bowman on East Bank and Hoban House and other Hoban properties.
27 December Continued with clean out of files.
28 December Arranged meeting with Charlie Horner at Local Landmark Emmaus
Church for 31 December about the doors. Met with Francisco Gonzales and arranged a
meeting for 2 January for Staff to evaluate the condition of his wood siding that he would
like to side over. Contacted Larry Meteiver to prepare 2013 Contract for Steve Szaday.
Received word that the Commissioners will fund the HPC icon for the L.L. Low's tax
system.
30 December Conversation with Michael Lykoudis, Dean of the Architecture
School at Notre Dame after Church about the concept of a Preservation Trades Program.
He is open to the idea and said that they were considering a Master's Degree in
Preservation.
31 December On site meeting with Steve Szaday and Charles Horner concerning
the replacement of the deteriorating exterior wood doors of the Emmaus Lutheran
Church. He has met with Donat and selected a wood door style that closely matches the
original doors. Emphasized that the original hardware and lead glass windows be re -used
in the replacements. Met year end deadlines. Responded to Clarice Davis' phone call
about the possibility of landmarking the family home at 135 Birdsell Street which was also
the second location of the first black funeral home.
2013
1 January OFFICE CLOSED FOR NEW YEAR'S DAY
2 January Meeting with Steve at 612-614 Carroll concerning the moisture issues on
the clapboards. Mr. Gonzales proposed vinyl siding; which is totally inappropriate. Steve
provided the owners with 84 Lumber as a source for stock to match reveal on house. Steve
and I photographed 135 Birdsell Street. Composed Local Landmark letter and packet for
135 Birdsell and sent draft to Larry for any corrections or clarifications. Sent the letter out
to Mrs. Clarice Davis.
3 January General Office. File clean out. Organize Budget sheets for 2013 Location
Report.
4 January Responded with information to inquiry from Rolanda Hughes concerning
property taxes on the two houses owned in Edgewater and Riverside Drive. Worked with
purchasing on delayed delivery of Camera ordered in November 2012. Picked up small
box of photographs from Mr. Robert Victor, 1705 LaSalle 232 9618. Composed a draft
letter outlining the Preservation Trades Program concept to NDU: John Stamper, Krupah
Uplekar and Alan de Freese. Reviewed the paperwork for Melissa Paulsen's class for a
business plan for our Preservation Trades Program.
5 January Finished Draft to NDU. General Office Work. Turned in vagrant sleeping
on Ambassadors for Christ's Lafayette porch to Derek Dieter. E-mailed Teresa Shuter,
Deputy Auditor, about the possibility of departments accepting debit or credit cards.
7 January E-mailed NDU Preservation oriented professors with Preservation Trades
Proposal. Researched 405 W. Wayne -National Register and Local Landmark for general
public inquiry. Responded to several e-mails from Charley Horner of Emmaus Lutheran
Church, Local Landmark, on solutions for the doors. Reiterated that the original hardware
and small stained glass windows would need to be re -installed into the new wood ones.
8 January Meeting with Sue Solmos and Elicia about the Preservation Trades
Program and Revolving Loan'Program funded by the Historic District Bus Tours. Sue
suggested partnering with the Myron Larimer, Realtor Association; Rich Oswald of
Builders Association and SBCSC Laura Marzotto for the Trades Program. She also agreed
that Local Banks and Credit Unions would be the place to start for the revolving loan

11 January Payroll. RME COA for 723 Park Avenue. This had been an on-going
discussion between the Lydens, HPC and AJ Construction as to what type of shingle would
be used for the re -roof. Patrick eventually decided on replacing with the same style of
asphalt shingle from the CertainTeed Landmark collection. Another meeting with Mik on
the PALS website/Facebook page. Turned in two 106 Reviews to Community Investment.

14 January COA deadline for 28 January meeting. Met with Kathleen Sobecki on the
4103 account and turned in required paperwork to carry forward $2,837.34. Meeting with

on transfer from Hoosier Start program. Drafted Letter of Support for Hotel Motel Tax
Grant for Northern Indiana Center for History central clearing house for the tours.
15 January Researched 106 Review of Verizon cell tower off of Breman Highway and
New Road. Researched W-9 need for projects. Researched Smokes Tavern for Andy
Beckman from Studebaker Museum which was located at 434 Chapin and then at 513 N.
Hill. This was for a black history project. Networked at Green Drinks.
16 January On-site to Woodland and 63907 SR331 which is a local landmark.
Determined that the tower will not have an adverse impact on the landmark. Also
evaluated landmarked school house on Ironwood with photographs and the Country Bake
Shop. Followed up with NDU about the Preservation Trades Program. Worked out some
Location Report issues with Kathleen Sobecki in the Auditor's Office.

Church and Cemetery. Interviewed two Interns with Elicia for the Spring Semester

18 January Tracked down W-9 forms for Elicia's presentations in order to sell the
survey books to retirements homes. It is also needed for Catherine's tour groups in some

January 28, 2013
Happy New Year HPC! This has been a surprisingly busy year already, we have
seen the weather roller -coaster, the local team fall a little short, and unfortunately we
have seen a rash of vacant and abandoned properties damaged and even burned. Last year
we saw the Taylor's Field historical district vandalized and properties left in ruin and one
even burned by half. Two weekends ago we saw the church in the corner of South and S
St Joseph Streets had a fire in the mechanical room as someone broke in and started a
campfire. This was four days after the boarding crew boarded the doors and several of the
windows. Luckily, the fire was limited to the brick lined room and did more smoke
damage than anything else. This weekend I saw a light on in the vacant house at 417
Navarre. I walked around the house, followed the footprints, and saw where someone got
into the window. This house was just finally boarded up two weeks ago. I called the
police, they came out looked around and couldn't find anything so they left. I have tried
on numerous occasions to turn the above properties into code enforcement. The problem
is simple, without the owner's permission we cannot put up a NO TRESPASSING sign
and without that sign, the police cannot arrest someone unless they catch them actually
breaking in. The vacant and abandoned task force is trying to either create a land bank or
simply make those properties available for non for profits like NNN or South Bend
Heritage Foundation. The church that just had a fire is owned by River of Life church a
non for profit that well... simply does not have the time or desire to take care of this
property. There are four other vacant houses in Taylor's Field that are under the scrutiny
of Code, those are owned by Renew, Inc. another church.
On a more pleasant note, the workshop schedule moves along with great progress!
We have secured some sponsors, still working on others. Please see the attached Restore
Michiana flyer. This is just still in draft form and we hope to have even more of the
details solidified. Hill's True Value has agreed to provide the products we need that they
carry and Ginger Valley should be able to send a representative with the items they are
donating as well.
We were able to save the ticket booth from the Avon Theater and it is currently in
the State Theater's lobby awaiting some redesign and rebuilding. That is most welcome
news and will at least keep the name of the Avon alive.

aluminum sided. It has a three bay fagade with 6/6 upper level and 9/9 lower level double hung windows and louvered shutters. The front
entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the
west side with board and batten siding and 9/9 double hung windows.
ALTERATIONS: All of the windows are replacement windows.
APPLICATION ITEMS: 2 white double hung windows vinyl in dining room.
DESCRIPTION OF PROPOSED PROJECT: The homeowners have been working to replace all the previously replaced windows in
the house, which were warped and manipulated to hold them together. At this time, two previously replaced windows in the dining room
will be replaced with new matching 6/6 double hung vinyl windows from Champion Windows.
STANDARDS AND GUIDELINES: East Wayne Street

Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where
metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum.

Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware.
When deteriorated beyond repair, they shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new
sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used,
they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door
openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features
such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character
or appearance of the building.

DESCRIPTION OF STRUCTURE/ SITE: John Mohler Studebaker built this eight storey classical revival style office structure in
1910. The fagade is comprised of six bays to the west and three to the south and is covered with white terra cotta classical detailing. Itis
also clearly divided into three registers that are separated by strong projecting and intervening cornices. The bottom of each cornice is
punctuated by volutes and honeysuckle designs, which where placed between each bay.
The middle of the structure is articulated with a three bay system, which continues to the second intervening cornice, once again
embellished with classical detailing. The top floor is further distinguished by the use of arched bays, which are topped by elaborate egg
and dart molding. The overall decorative detail of the structure tends to reflect the impact of the Colombian Exposition of which the
architect, Solon S. Beman, was a major participant. However, the frank expression of the steel frame links the building to the Chicago
School of skyscraper construction.
The building has a flat roof with robust projecting cornices that have egg and dart molding and decorated voluted console brackets. The
windows are 1/1 double hung with simple decorated spandrels, except for the eighth floor, which has round even spans and cartouche
keystones.
ALTERATIONS: The structure has a modern aluminum stone front entrance and further modern black stone fronts a long the street.
Aluminum has been added to the arches on the top storey windows. Concrete has been applied over the north side bricks.
APPLICATION ITEMS: Hanging a 4' x 8' metal sign.
DESCRIPTION OF PROPOSED PROJECT: The Music Village, non-profit music school is located in the basement of the JMS
building and this signage will help market their existence. A rendering of the proposed sign is included as well as a photograph of the
actual sign. The sign conforms to Building Department's signage requirements and conforms to downtown design guidelines. Once the
existing Pedro's signage is removed, The Music Village sign will be directly attached to the concrete on the north side of the building.
STANDARDS AND GUIDELINES: Preservation Standards

No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be
disallowed. Only one appropriate identifying sign will be permitted per business.
