28 January Prepared for meeting; Preservation Specialist Contract, Director's Report.
Worked on learning Excel for Location Report and BSSB. Discussion with Elicia
concerning State Bill #4 creating a state-wide procedure for delisting a landmark or district.
It appeared the bill would allow for "spot zoning" or individual sites to opt out of a district.
PALS drama with Mik and Frank. Monthly HPC meeting.
29 January Spoke with James Tamke and attorney who owns 922 E. Jefferson and is
using it as his residence and Office. Provided Contractor Listing and link to tax credits.
Sent out copies of the survey cards and assessor's card. Met with Ming from the Micro
Venture Consulting group from NDU's Mendoza School of Business. Discussed our ideas
for a future Preservation trades, salvage program and revolving loan program using some of
die funds from our non -reverting gifts account. The Preservation Trades Program would
be an expanded Restore Michiana with the Contractor's trained first. Homeowners and
interested parties would follow with the idea that there could be an apprentice program
under the trained contractors. Salvage might be an issue because of OSHA requirements.
The revolving Loan program would be funded from tour proceeds, workshop fees among
other income generating activities and would target homeowners in LHD and owners of
LL. Ming came up with an idea on how to link the two programs; in that the workshops
would train the homeowner who in turn could then apply for the revolving loan funds.
Prepared approved COAs for mailing and pick up. Elicia and I met with Todd concerning
the language in SB#4 that Landmarks had crafted for this legislation. The hope was to get
this passed and in place with as little fanfare as possible which is why none of the various
Preservation Groups had been asked to weigh in on it. The State would have the
procedure in place which would prevent local council persons from introducing "opt out"
ordinances that could lead to disastrous consequences. None of this applies to South Bend
or St. Joseph County as the HPC is grandfathered from 1973 along with Fort Wayne and
Indy. Meeting with Interns and Tim on scanning projects and other Office projects.
30 January SICK DAY
31 January SICK DAY in morning. Interns in the afternoon. Met with Tracy Doyle
on her property on 225 Williams which is in the West Washington NR District. Worked
on learning the Excel Spread sheet. Kurt Bullard (574 298 9059)contacted the Office.
Has a Burr Oak grown from Council Oak acorns. His area is being developed and he
would like someone to remove it and save it. Sent Brent Thompson an e-mail and called
him on his cell phone.
1 February Contacted Bloom's and kept Brent Thompson in the conversation. PALS
drama. Collected end of month data for reconciliation of January 2013. Rebecca Rouch
called about landmarking the round barn and the farm house at 69490 Juniper Road. She
had inquired about this several years ago, but was not the owner of the property. She is the
current sole owner and is initiating the process. She will send a letter.
4 IF, General Office work and reorganization of the Marquette School file. Met
with Kevin Buccellato about the strategic plan for the Commission going forward and what
should and could be emphasized.
5 February Contacted Scott Ford at his Office. DCI is in negations with Chris of
Bridge Academy in Benton Harbor to set up a deconstruction and warehouse program to
restore older homes. No other details were forthcoming as Chris had not given notice to
Bridges but had accepted a position in South Bend. Met with Tom Anderson of Public
Works and the NNN about the role of NNN its strengths, weaknesses, opportunities, etc.
Attended the 3 Degrees of Separation 6:00 meeting at the Music Village at the invitation of
Andrew Elegante. Spoke with Jim Bloom and he estimated that it would cost
between$1,200-1,500.00 to move the Burr Oak. He also wanted to discuss this and other
issues with Brent Thompson.
6 February Gave the three Micro entrepreneurial students an informal tour of the
Local Districts. It took about an hour and a half and they were impressed with what was in
South Bend. Networked Andrew Elegante into the South Bend Rotary for the luncheon
meeting. General Office work and checking into additional information for Kurt Garner
on Sons Of Israel NR nomination.
7 February Attended Lucian's class at his invitation with Steve on the Decline and
Renaissance of South Bend at his request since William Guy was the guest lecturer.
Encouraged the students to contact the office for information, research and tours. Phone
call from Jerry Kline about his homeowners insurance dropping his coverage because of
some remodeling misunderstanding. The Erie company would not even consider their
home because it was in a district and on the national register. Recommended Farm
Bureau and Chubb. This is the second time in three months that we have had insurance
issues. Also suggested that he contact Todd Zeiger. Researched the information for Kurt
West Garner and sent him the e-mail.
8 February Spent the morning with Ann Montgomery providing her with information
about the North Triangle and specifically Marquette Avenue. Since this was a proposed
district there was more research in the files. She was very interested in the resources of the
Office. General Office work and payroll. Began research on the Round Barn
landmarking at 69490 Juniper.
11 February Northern Indiana Center for History Finance Committee Meeting.
Contacted by Professor Karen Richman, Director of Academic Programs in the Institute
for Latino Studies at Notre Dame about supplementing her tour of Mexican South Bend
in the old Polish and Hungarian neighborhood around Studebaker and Singer factories. I
was recommended by Gil Cardenas. Researched information for Professor Richman and
returned her call.
12 February Routine Office Work and Research. Owner Consent letter for
landmarking and Group B Standards sent to Rebecca Rousch for the round barn and farm
house. Also included a request for family information.

13 February Updated Karen Richman on the track that I am following for her fall tour.
Sent Marcia Qualls some additional suggestions for the Urban Adventure in June.
Worked with Alison Stankrauff and Elicia to resolve some lingering PALsjc issues.
Followed up with Scott Ford on the impending announcement of Chris Fielding.
14 February Followed upon an e-mail from Ed Talley about the proposed changes to
the Riverside/California intersection. Reassured him that this was a very preliminary, fact
finding mission and funding has not been approved. Meeting with Notre Dame's Micro
Venture Group on their thoughts for an expanded tour. Requested 10 maps for that
project from Visit South BeND Mishawaka.
15 February Met with John Fyrqvist of 510 S. St. Joseph Street concerning COAs for
future work and also his group's vision for Taylor's Field. There seems to be a number of
young families that have an interest in revitalizing that area that are connected with the
Catholic Worker Program and are currently living in Taylor's Field. Met with Scott Sneff
about the HPC icon for the tax system and he said that it should be completed shortly.
18 February PRE,ESIDENTS' DAY OFFICE CLOSED
19 February Met with representative from Ortiz Construction about driveway work
proposed at 528 River. Completed the HPC Office's 2012 Accomplishments for the
County Commissioners due on 27 February and e-mailed the pdf file. Completed two 106
Reviews. Canvassed Commissioners for after meeting get together. Arranged for Gayan
Hettipola, Notre Dame Architecture Student, to review our files on the Oliver Hotel on
Thursday. General Office work.
20 February Elicia and I met with Ming and Luke from the ND Micro Venture
Consulting Class in the Mendoza School of Business, Notre Dame with Sue Solmos from
Community Investment to discuss our tour proposals. I suggested an additional tour be
created that would highlight Notre Dame in the City of South Bend—such as where the
various coaches and athletic director's lived and houses and buildings made from Notre
Dame Brick—like St. Patrick's. Met with Marcia Qualls in the Engineering Department
about their draft proposal/concept for reconfiguring the intersection at Riverside and
California that Ed Talley was in an up -roar about. Spoke with Larry Garratoni, Founder of
South Bend Career Academy and Mike Parsons about starting a Preservation Trades
program; they seemed very interested in the concept for next fall. Will make arrangements
for Staff to tour facility.
21 February General Office work and research on the N.D. foot ball and basketball
coaches. Posted Strategic Planning Committee notice and e-mailed Erica Warren at the
Tribune. She called to verify receipt.
22 February Payroll and General Office work. Research at NICH Archives in City
Directories for ND coaches addresses as possible tour candidates.

Happy February! Since my last report, we have made great strides in both the
content and finishing details of the Restore Michiana workshop series for 2013. Elicia
and her intern Bethany have created a wonderful poster that should be out to print soon
providing details of the series. In the last few days I have secured Love & Sons for the
wood floor workshop and have a meeting set to work out the details. We are also pleased
that Russ Luchie of Slatile fame will be our guest lecturer at our masonry lecture in July.
Mitch from Unity Gardens has also been added to our Landscaping event to discuss
composting and even better Greg Layes the master gardener from Ginger Valley will be
our expert lecturer/ demonstrator. I cannot emphasize enough how wonderful it feels to
have some of the top names in their trades to be a part of this series. The additional use of
their websites, social networks, store fronts, and customer contacts should help fill these
events and expand our base of homeowners as well. I attended the NNN meeting this
weekend and am pleased to announce that not only will NNN display our posters, but will
advertise the series via of their emails as well as hopefully a link off their website as well.
Now back to business. I recently found yet another vacant house in Taylor's field
that was being occupied illegally. 213 South Street had the city/police "No Trespassing"
sign on the front door, but the sign was removed. I called the police, walked through with
them, and reposted the sign. This is yet another example of a wonderful house with great
details and potential that is a victim of the element that is trying to ruin that
neighborhood.
My intern from fall, Fabian has returned to rework and finalize the minimum
maintenance surveys for the city landmarks. I expect those to be finished and ready for
the director's review very soon. One additional update, the Avon Theater's ticket booth
is going to be rebuilt and the fagade material reused. The framework was simply too
damaged to use safely and its awkward shape and size made it too difficult to use
effectively at the State Theater. We are going to rebuild it so that it is mobile to be used
for special events and as an advertisement tool.

1. Presidents Report — Verbal report. On Feb. 6th general meeting with staff and a
diamagnetic properties demonstration (using a neodymium magnet and copper pipe),
arranged a volunteer service hours opportunity for daughter Feb. 12, and relayed that the
replacement of asphalt patch with brick pavers on Lower Lamonte Terrace (Chapin Park
Historic District) is now complete. Street repair prompted by Tim Klusczinski and
coordinated by Tim Scott, First District Council Representative.
2. Strategic Planning — Update by Commissioner Buccellato. History of HPC by
Catherine.
Commissioner Steinhauer left the meeting at 7:30 p.m.

HISTORIC PRESERVATION COMMISSION 2012
The Historic Preservation Commission was awarded the 2012 National Alliance of
Preservation Commissions "Commission Excellence Award" for Best Practices -Public
Outreach/Advocacy. This award was accepted by the Staff at Forum 2012 in Norfolk,
Virginia in August.
HPC developed the 2012 Then & Now: A `Downtown South Bend Walking Tour"
brochure and conducted the tours, often customizing them to suit different tour group's
focus. HPC developed with funding partners: South Bend, Neighborhood Resources . .
Corporation,- DTSB, Visited South bend Mishawaka, WNIT and Center for History the
Local Historic Districts of South Bend, Indiana Heritage Tour and brochure. There is
also a power point presentation of this Tour. Elicia Feasel, Assistant Director, directed
more than 1000 volunteer hours for the digitization documentation project of City
Cemetery at the Parks Department and also developed its preservation plan.
HPC developed and hosted Restore Michiana, a conference, workshop and lecture
series, with the hands on work shop in New Carlisle in May of how to repair and Paint
exterior wood siding. HPC also sponsored the debut of its Preservation and Maintenance
of Wood Windows package of 2 DVDs and Manual that was created with recognized
experts Richard Speigelmyer and John Partee. This is also available on You -Tube at the
Restore Michiana website
HPC held the presentation of the bi annual Southhold Preservation Awards in
Spring 2012 along with DTSB's Pride of Place Awards.
- HPC participated in Advocacy Campaigns such as the development of a
Studebaker/Bendix Heritage Trail, the development of a post card series highlighting St. .
Joseph County Landmarks and Scenes due to be published in 2013.
HPC provided additional efforts on behalf of local historic preservation by
coordinating the effort to digitize the endangered records of the Historic South Bend City
Cemetery, continuing to shepherd the Hubbard Haven National Register Nomination
through the review process in Indianapolis and wrote the Staff Reports and
Recommendations for the National Register Nominations of St. Patrick's Park and North
Liberty's Historic Commercial District. HPC also wrote letters of support for North
Liberty's Main Street application and for the grant to restore the PWA stonework in North
Liberty Park. Both were approved. HPC also supported the National Register
Nominations of the West LaSalle District and Sons of Israel Synagogue for South Bend.
HPC Preservation Specialist, Steve Szaday, along with Notre Dame Intern, Phillip
Dudeckcompleted a comprehensive survey of all 74 of the St Joseph County Landmarks
for compliance with the Minimum Maintenance Standards. They also created a form with
a diagrams and a letter to send to the owners.
HPC continued to reach out and partner with members and staff of Historic New
Carlisle; Main Street North Liberty and Walkerton Historical Society as well as DTSB
and Sell South Bend. Fostered closer relationships with Notre Dame, St. Mary's, IUSB
and IVYTech with HPC's Intern Programs.
HPC conducted 209 106 Reviews and acted on 94 Certificates of Appropriateness.

HPC 40th Anniversary Strategic Planning
After the February 2013 monthly meeting of the Historic Preservation Commission, commissioners and staff re -convened
site, downtown South Bend, @ CJ's pub. Commissioners were there by 8:00 PM. No members of the public were
sent. Meeting began @ 8:15 PM.

winter storm, LP thinks it would be better if comments were added, and just sent to all- like some sort of 'chain minutes.7
- Meeting began with discussion on Commission history, funding [SB grant, attorney, car]
- EF - a list of what is palletized and for sale at the Ivy Tower
- City has control - items could be used or resold for funding
- Green drinks, sustainability
- 3 points for a bike rack and a shower / 3 points for an entire "green building" [uneven rewards]
- However, re -use of an existing building is the greenest building of all

Taylor's Field,

Last year, we did "Eco Fest," sustainability emphasis, blower door tests, etc.
Next year could focus on districts or landmarks
KB - I think that is a good idea, residents take their neighborhoods and homes for granted, sometimes

Sorry for the late email, but I hope as many of you as possible are able to extend die evening a bit longer tonight
and join us for a casual gathering at CJ's following the meeting. The "agenda" for this casual gathering is really just
to gather as a group outside of the monthly meeting setting to learn a bit more about the history of the commission
._ and it's daily -operations. _With a clearer understanding of where we came from I think we'll be better prepared
to set a plan for celebrating our birthday as well as plan for the future.
Hopefully this isn't a violation, but I have attached (below) a wrap-up email I wrote to Catherine following a
meeting she and I had earlier this month to discuss strategic planning.

Elicia, Catherine and Steve,
Despite mother nature's best efforts, Catherine and I were able to meet yesterday which turned out to be a
great education for me. Catherine gave me a copy of the 2013 HPC Planning Chart and we discussed a
number of items, coming away with the following thoughts:
• We both agreed that the current commissioners aren't as in -tune with the day-to-day activities of the staff as we
(commissioners) could be. A stronger relationship would be beneficial to the NPC and Commissioners on many levels.
• In an effort to promote collegiality and a closer bond between the commissioners and the NPC we thought it might be a
good idea to organize some informal social events in which we can start to foster a deeper knowledge of the HPC and
begin strategic planning discussions for both the 401h anniversary and the next 40 years. Perhaps the first such
informal meeting could be proposed following the upcoming HPC meeting and the topics for discussion could include
the history of the commission and an overview of the current activities of the staff.
• The outcome of these informal social events could be the formation of a few committees to support the strategic
planning efforts. Perhaps we organize these committees in the following way:
1. P.R. & Marketing Committee: Committee to discuss all initiative (current, past and future) for P.R. and Marketing
including branding and how we might be proactive in controlling this (How do we deal with PALS?)
2. 401h Anniversan/ Committee: Committee to discuss how best to commemorate and celebrate 40 years of NPC.
3. Impact and Collaborations Committee: Committee to focus on how the HPC can best collaborate with other entities
(enter for History, DTSB, Economic Development, etc.) to promote mutually beneficial relationships and
ovate HPCs status and impact.
Please note that the above committee groupings are by no means comprehensive, but are proposed rather
as way to start dividing up areas of focus for smaller groups of commissioners and staff to focus on. Any and
all of the activities listed on the 2013 Planning chart can be included tasks of the different committees.
It sounds as though these proposed informal gatherings are "legal" so long as they are announced. Please
let me know your thoughts on the above and how best you'd like for me to proceed.
