DESCRIPTION OF PROPOSED PROJECT; Install 2 signs per selection: Cripe Witter Cemetery, Established 1836, Hours gam -4pm the 3'x5' sign will face Cleveland and the 4x 2 Y2.' will face the parking lot. STANDARDS AND GUIDELINES; F. SiM No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super- graphics will also be disallowed. STAFF RECOMMENDATION: Staff recommends approval of both signs on the north and south edges of this Cemetery so that it can be identified from Cleveland and the parking lot with the hours clearly defined on both. There is a prominent front gable with deep return and shed roof side extensions. There is a porch across the front of the house with double fluted columns and a mosaic floor and a front entry vestibule with pilasters and narrow diamond pane side lights. There is a three sided bay projection on the west side. Some of the window feature. diamond panes in the transoms with one over one double hung windows. ALTERATIONS: The original shingles in the second storey had been removed and replaced with clapboard vinyl siding. This feature has been restored using modern materials. The diamond parted windows in the transoms are original but the double hung windows appear to be replacement windows. The porch details have been restored but the balustrades have been removed and the owner had located replacements. The rear of the house appears to has be been altered to accommodated multi family use and has been modified to eliminated a back entrance. The tear parking lot has been removed and a lawn planted. APPIACATION ITEMS: Remove pine — root base is too close to house and water lines from the street — replace with a smaller decorative tree with a smaller root base — was recommended to remove tile tree when.] bought the house because it could potentially damage water lines. DESCRIPTION OF PROPOSED PROJECT: ' The homeowner is applying to remove a pine tree in tile front yard of the home to prevent damage to buried water supply lilies with the intention of planting a smaller, decorative tree in its place. STANDARDS AND GUIDELINES: Preservation Standards for Historic Landmarks in South Bend and St..Joseph County Group 13 G. Building Site and Landscaping (These standards apply to both A and 13) 1. Required Major landscaping items, trees, fencing, walk ways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic cliaracter of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Jefferson Brent, Serena Howley wanted to remove the large pine tree (which is actually two trees growing together) in her front yard and replace it with an ornamental tree-like a dogwood. The Commission would not approve this because they felt that the tree was healthy and would only approve its removal if you said that it was decaying or posed a threat to the house. 1013 E. Young Property Owner: Cole Hay Landmark or District Desi-nation: Chapin Park Rating: Outstanding DESCRIPTION OF STRIT MJRE/ SITE: ' The 2 storey frame house with a south bay has an irregular pla set upon a brick foundation. It has a cross gable roof with moulded rake and 3-tab asphalt shingles. There is a small shed dormer on the central gable. The windows are nine-light casements in the front with 3 light transoms. The bay has 9/1 double hung windows. The front door is a wood panel door from the 1916 re-model with round light and arched lintel and decorative metalwork and hinges. 'Mere are some original wood storm windows and aluminum storm windows. ALTERATIONS The fiagade of the house was remodeled into a cottage style from a T plan with curved side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The metal awing over the front entrance noted in the 1987 survey card has been removed. The aluminum storm windows are modem additions. The roof was replaced with COA 2010 -1001A APPLICATION ITEN1S: Add a 7'xT porch over front entry with pitch on roof to match that of bay window. The owner is proposing to construct a 7 foot by 7 foot front porch to correct an earlier mis-design of the front entry that allows water run-off from two roofs to severely damage the structure and create a dangerous "slip & Fall" risk in the winter. A temporary frame of the porch roof has been erected for visual inspection. A Completed porch would match the framing and trim of the existing structure, so that its addition would not be discernable. DESCRIPTION OF PROPOSE 1) PRO-1 ECT: The homeowner is proposing to restore the deteriorated brick stoop and steps that were removed in 2010. The porch roof has already been installed. The 4"x4" post will be replaced with a brick pier with a stone cap and a 10" diameter composite Doric column to support to roof. Per drawing submitted. The trim work will match that of the house. STANDARDS AND GUIDELINES:, D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. The foundation is raised brick; the siding is asphalt shingle, possibly over brick. There is a flared string course. The roof is a hip with an asymmetrical gabled roof dormer and is covered with asphalt shingles. The windows are 1/1 and 3/1 double hung with aluminum some storms. A front porch has a hipped roof, square wood supports, and concrete decking and wing walls. There is a wood second storey deck in the rear with a small shed roofed addition underneath. ALTERATIONS: The asphalt siding is not original to the house. A complete tear-off and re-roof with asphalt shingles, ice shield, and gutters and downspouts with COA#2008- 0115. Front entry storm door is smaller than the original opening; modification has been made with plywood to account for the smaller storm door. The second storey wood deck structure and stairs in the rear was added to accommodate an upstairs rental unit. A small addition in the rear is closed with plywood. DESCRIPTION OF PROPOSED PROJECT: At a July 16, 2013 South Bend Code .Enforcement hearing, owner was directed to make repairs to the house by November. 29, 2013. Most of the repairs needed are routine maintenance, in which a Routine Maintenance Exclusion will be issued. In addition to the RIME, contractor proposes to remove the deteriorated non-original asphalt siding and install vinyl siding to match as closely to original siding, if it exists underneath. In an IIPC Inspection Report July 18, 2001, brick is noted as being present under the front (cast) siding, however, in recent photographs taken, wood clapboard appears to be underneath. The attached photos show the "original' door -- i.e. the one that was on the front when we bought the house -- plus two areas of damage to that door. There is a repair to the frame and there is a large crack in the bottom panel. Not shown is that the door itself is somewhat warped, which caused the storm window insert to fall out and some of its glass to break. We talked to a contractor, Scot Hires, about repairing the door and storm, but his advice was to replace it, given that it has already been repaired at least once. We plan to purchase a replacement door with storm /screen inserts from this company: http : / /www.coppawoodworking.com /, model 3610. We will paint it to match the current trim. The windows workshop had 14 attendees including an assist from Wayne Doolittle who stated it was the best one we have ever put on! BOO -YAH! I was videotaped earlier today at WNIT on Experience Michiana and will air tonight at 6:30pm. The show can be viewed by Wednesday via their website. I was on to promote the Studebaker National Museum walking tour which is next Thursday, August 29 at 6:30 and will encompass Leeper Park West, Riverside Drive, West Northshore, and Leeper Park East. That's Good Stuff! For those of you who were wondering about HPC's involvement with the 933 Bridge Project, we sponsored three days and actually painted for two (rain). The project hit a few snags with Home Depot running out of paint to donate, (I'm being serious) and the inability to reach certain heights. I was able to acquire through my contacts at Pittsburgh Paints the remaining 15 gallons of primer and 35 gallons of paint. I was also able to obtain a 60ft boom lift from Majority Builders. HPCs logo better get done soon there is a large spot on the donor wall that's just waiting for it! Now back to business. 116 houses are on this current bid list for demolition due August 20'. The city's mode of destruction is unparalleled in our history. A great portion of these are being subsidized with grants and are therefore subject to 106 reviews. In addition we have had an additional 30 106 reviews that have been submitted for rehabilitations, abatements, and ADA accesses. We have had a number of houses in Chapin Park that have been vacated or abandoned on Leland, Rex, and Ashland. All of these houses are currently experiencing code issues and will be monitored for future actions. Our local landmark on Sherman Ave won the WNDU landscaping makeover contest! The owners were also able to score new front steps through my efforts with one of our contractors THE CONCRETE GUY and Kuert Concrete. (No one can say no to me these days) This unique and beautiful landmark will receive of its fancy new work very quickly so please keep an eye on it. Steve Szaday Preservation Specialist The Micro Venture Consulting Project A Review and a Step Farther By Steve Szaday I felt that all the work that was put into this project needed to be appreciated and used. Even if I myself did not agree with everything stated it is a fantastic building block for HPC to build upon. The following in outline form are my thoughts for a future HPC and our place in the community beyond all the great work that we engage in on a daily basis. Education /Training/Certification - Workshops The continuation of the Restore Michiana Series with the ambitious schedule we employed in 2013. The development of Restore Michiana as its own non for profit to allow the proceeds from the workshops to become a source of self sustainability for the non for profit and allow the staff not to cut into the set budget for the office to be affected by the series. -IVY Tech Collaboration Partnership with IVY Tech in education, certification, and legitimization of the program would benefit both entities as community -based education program and a positive spin on the housing issue in South Bend - Public Awareness A way to increase awareness, appreciation, and practical skills in the care and maintenance of classic housing stock To establish recognition outside of the misconception that we are a group bent on the memories of past achievements, better times, or lost opportunities. We are active preservationists educating the public and promoting the idea of appreciating the meaningful and unique built environment that has significant cultural and historical value. Community and Municipal Involvement -Vacant and Abandoned Housing Task Force We were left out of the game, but could still be part of the team. Although we were not part of the decision making part of this report we find ourselves part of the process as 106 reviews for demolition subsidies that come into this office and have to be reviewed in order to be approved. This office does not currently have access to the files, nor the interiors of these properties, yet are asked to sign off on their demolition. This is a waste of way too much time and money for everyone! The mayor's current plan to combine department makes sense as this should streamline this process, yet we are still out of the loop and left to find out greater details at the public code hearings for these properties, if we are able to attend. - Cultural Touri sm and Economic Development Members of this office have guided tours of 275 people already this year. We have 100+ in the next two weeks alone, and even more scheduled during the First Fridays events and private tours that are scheduled through the remainder of the year. The department heads of the local government and those involved with ED should be mandated to attend one of our tours so they know what it is they are promoting! We are contributors to the Then and Now Architectural Tours, The Heritage Tour, the West Washington Tour, the Local Historic Districts Tours, the Studebaker Bendix Trail, and the Studebaker Walking Tours. If we had a tourism board, we would be on it. Revolving Loan/Property Enrichment - Creation of a revolving loan program specifically designed to aid those property owners who live in Local Historic Districts or Local Landmarks. This loan would be designated to help with those that would those that need structural repairs (roofs) or beautification (painting) in order to maintain property values and overall appeal of the neighborhoods. This grant could be through donations, and managed pro bono by one the local financial institutions. -A majority of grant (CDBG) money (70 %) is set aside for low- income housing, but the remainder is not other than it has to be housing. Why are we not a part of this ?! Why isn't HPC part of the distribution of these funds, since we already sign off on the 106s? - Partnering with the city's energy /sustainability office develop language to convey the environmental impact of restoration and rehabilitation versus demolition and new construction. The current plan of 1000 demolitions in 1000 days is not an environmentally responsible course of action. Deconstruction and Architectural Salvage -We are all fully aware that the those 1000 houses create a massive amount of tonnage to the landfills using even more energy to carry them out and hauling the debris away. -There is value beyond the pipes and copper wire! The city has already been in talks with persons to take over a salvage operation and have even offered them one of the buildings that the city owns to house a storefront in. - Although n one o us w ants to se e_ alm any ho to de we understand that some of these are unavoidable. However we cannot ignore the fact that so many of these items are irreplaceable. The closest architectural salvage companies are in Marshall, MI and the suburbs south of Chicago. The Restore does not accept many of the items that are still valuable which leaves many items victims of bum piles and dumpsters. Who knows better the value of these items? APPLICATION ITEMS: Remove non - original porch enclosure. DESCRIPTION OF PROPOSED PROJECT: A circa 1920s photograph shows the property prior to the porch enclosure. Owners would like to return the original open porch, including: removing windows, two layers of tile on the floor, and the lowered ceiling. They will install pine tongue and groove floor boards and install stained beadboard on the ceiling. Though center supports for the house roof were not original, a structural element may need to be added when the addition walls are removed. EDGEWATER STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be pre- vented through repair., cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and mate- rials when deteriorated beyond repair. Masonry structures shall be maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial-stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. There is a three sided bay projection on the west side. Some of the window feature diamond panes in the transoms with one over one double hung windows. ALTERATIONS: The original shingles in the second storey had been removed and replaced with clapboard vinyl siding. This feature has been restored using modern materials. The diamond paned windows in the transoms are original but the double hung windows appear to be replacement windows. The porch details have been restored but the balustrades have been removed and the owner had located replacements. The rear of the house appears to has be been altered to accommodated multi family use and has been modified to eliminated a back entrance. The rear parking lot has been removed and a lawn planted. APPLICATION ITEMS: Remove pine — root base is too close to house and water lines from the street — replace with a smaller decorative tree with a smaller root base — was recommended to remove the tree when I bought the house because it could potentially damage water lines. DESCRIPTION OF PROPOSED PROJECT: The homeowner is applying to remove a pine tree in the front yard of the home to prevent damage to buried water supply lines with the intention of planting a smaller, decorative tree in its place. STANDARDS AND GUIDELINES: Preservation Standards for Historic Landmarks in South Bend and St. Joseph County Group B G. Building Site and Landscaping (These standards apply to both A and B) 1. Required Major landscaping items, trees, fencing, walk ways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. There is a small shed dormer on the central gable. The windows are nine -light casements in the front with 3 light transoms. The bay has 9/1 double hung windows. The front door is a wood panel door from the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are some original wood storm windows and aluminum storm windows. ALTERATIONS: The fa gade of the house was re i a cottage sty from a T plan s wrap around porch and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 611 in the rest of the house. The bay area was added in 1916 with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The metal awing over the front entrance noted in the 1987 survey card has been removed. The aluminum storm windows are modem additions. The roof was replaced with COA 2010 -1001A APPLICATION ITEMS: Add a 7'x7' porch over front entry with pitch on roof to match that of bay window. The owner is proposing to construct a 7 foot by 7 foot front porch to correct an earlier mis- design of the front entry that allows water run -off from two roofs to severely damage the structure and create a dangerous "slip & Fall" risk in the winter. A temporary frame of the porch roof has been erected for visual inspection. A Completed porch would match the framing and trim of the existing structure, so that its addition would not be discernable. DESCRIPTION OF PROPOSED PROJECT: The homeowner is proposing to restore the deteriorated brick stoop and steps that were removed in 2010. The porch roof has already been installed. The 4 "x4" post will be replaced with a brick pier with a stone cap and a 10" diameter composite Doric column to support to roof. Per drawing submitted. The trim work will match that of the house. STANDARDS AND GUIDELINES: D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 7 August 2013 Application Number: 2013 -0805A Property Location: 539 Riverside Drive Architectural Style/Date/Architect or Builder: Free Classic/1903 /Hammond & Whitcomb Property Owner: 1" Source Bank Landmark or District Designation: River Bend LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a Free Classic, four - square plan, two stories built in 1903 by real estate developers Hammond and Whitcomb that is situated raised above street level. The foundation is raised brick; the siding is asphalt shingle, possibly over brick. There is a flared string course. The roof is a hip with an asymmetrical gabled roof dormer and is covered with asphalt shingles. The windows are 1/1 and 3/1 double hung with aluminum some storms. A front porch has a hipped roof, square wood supports, and concrete decking and wing walls. There is a wood second storey deck in the rear with a small shed roofed addition underneath. ALTERATIONS: The asphalt siding is not original to the house. A complete tear -off and re -roof with asphalt shingles, ice shield, and gutters and downspouts with COA #2008 -0115. Front entry storm door is smaller than the original opening; modification has-been made with plywood to account for the smaller storm door. The second storey wood deck structure and stairs in the rear was added to accommodate an upstairs rental unit. A small addition in the rear is closed with plywood. APPLICATION ITEMS: Remove existing siding. Install vinyl siding. Install 6 panel entry door. DESCRIPTION OF PROPOSED PROJECT: At a July 16, 2013 South Bend Code Enforcement hearing, owner was directed to make repairs to the house by November 29, 2013. Most of the repairs needed are routine maintenance, in which a Routine Maintenance Exclusion will be issued. In addition to the RME, contractor proposes to remove the deteriorated non - original asphalt siding and install vinyl siding to match as closely to original siding, if it exists underneath. In an HPC Inspection Report July 18, 2001, brick is noted as being present under the front (east) siding, however, in recent photographs taken, wood clapboard appears to be underneath. Contractor also proposes to remove full light door inside front entry vestibule and install new solid 6 panel steel entry door. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and masonry block. In some instances, vinyl or aluminum siding has been applied over the original material. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to maintaining or replacing the original surface material when it resembles the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when aluminum or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. Prohibited Wood siding shall not be resurfaced with material such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of the differing porosity of the material and the mortar — the end result being serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately. C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows. Some houses retain wood framed storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited 5 Original doors, windows, and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods or fake shutters made of metal, vinyl or fiber glass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval to allow the artificial siding to be removed. From the Standards and Gu "Whenever_ possible, the original building materials should be restored. Metal or vinyl may be used as an - - alternative to maintaining or replacing the original surface material when it resembles the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood." Depending on condition of the original siding, to be determined by HPC Preservation Specialist, Staff recommends rehabilitation of the original siding, if possible. If rehabilitation of original is not possible, Staff recommends approval of the proposed vinyl siding. While it is not known whether or not if the front entry door is original, Staff does not recommend replacement of the full light door with a solid style door; recommendation is to make necessary repairs to the existing door, if possible, or to replace with a new full light door, to be approved by Staff. - Prepared by Elicia Feasel, Assistant Director Applicant amended application to repair the front door, if possible; in the event that it cannot be repaired, front main door will be repaired in -like kind and materials.
