It is a two storey frame construction with a flat rusticated stone fagade on an irregular plan with a low gable roof covered with asphalt shingles. There is a flat rusticated stone chimney. A one storey front flat roof section extends out to cover open porch supported by simple wood box columns over a concrete slab. The windows are large single pane. There is a two car garage with board and batten siding and asphalt shingled roof attached to the rear of house by a one storey gable roof connector. ALTERATIONS: The gable connector to the garage was noted.as an addition on the 1986 survey card. The roof on the house and garage was replaced in 2006 (COA#20061214A); the storm doors on the front of the house are replacements COA #2007 -0517; the roof on the porch and breeze way were replaced along with repairs to the moulding, soffit, gutters and fascia board COA# 2008 -0917. The side entry door was replaced with a metal clad 6 panel solid door along with the storm door with a self - storing Courtyard aluminum storm door. There was also the installation of the aluminum soffit vents and the capping of the porch beam (COA #2009 - 0618). APPLICATION ITEMS: On the east side of the house there is an area -open on three sides - between the dining room (to south) and garage (to north); we plan to screen and roof this area. DESCRIPTION OF PROPOSED PROJECT: The homeowners have engaged Ashton Construction to create a 10'x16' an enclosed porch in the patio area located between the dining room and the garage. The enclosure will have cedar 6" cove siding on the exterior wall, three 32 "x48" triple track double hung storm windows (see brochure) and a storm door (see brochure). The Roof will be framed to match existing flat roof and a 3'x3' skylight will be installed in the center of the roof. All per proposal , diagrams and brochures submitted. STANDARDS AND GUIDELINES: East Wavne Street: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the, other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story- and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half - timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. The exterior walls are wide wood clapboard and the gambrel roof with full shed dormer is covered with asphalt shingles. There is side brick chimney. The front porch is open with square posts. The windows are double hung 6/1. The front door and storm door are modern replacements. ALTERATIONS: Several basement windows have been replaced. The Aluminum storm windows and the roof are replacements. There have been replacements of the sidewalks around the house. Wood decking has been added to the rear yard (COA 2001- 0510) APPLICATION ITEMS: Add 6' "Dog -Ear" fence on deck; southwest side with gate from house to just shy of tree. Add wood railing to front porch eventually with a wooden handrail along new front steps (see 605 Edgewater). Replace basement window with vinyl replacement window to match other basement windows. DISCRIPTION OF PROPOSED PROJECT: The owner wishes to place a privacy fence along the deck at the rear side of the house; it would also have a gate. The style of fence was previously approved by the Commission'in 2001 for the previous owners (COA #2001 -0510) but it was not installed. The current applicant changed his mind on the wooden steps on 1 April since the sidewalk was in such bad repair he is now proposing an in -kind replacement on the concrete walkway and steps rather than the = wood covering for the steps. The wood railing and balustrade system would resemble the one he installed at 605 Edgewater but without the two side steps and railings. The owner also wishes to replace the inoperable and deteriorated basement window with a sliding vinyl window which will match the replacement basement windows. STANDARDS AND GUIDELINES: B. BUILDING SITE. LANDSCAPING, AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway. II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal,.vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the fence and the proposed railing system as they conform to the guidelines for Edgewater Place. It is a two storey frame construction with a flat rusticated stone fagade on an irregular plan with a low gable roof covered with asphalt shingles. There is a flat rusticated stone chimney. A one storey front flat roof section extends out to cover open porch supported by simple wood box columns over a concrete slab. The windows are large single pane. There is a two car garage with board and batten siding and asphalt shingled roof attached to the rear of house by a one storey gable roof connector. ALTERATIONS: The gable connector to the garage was noted as an addition on the 1986 survey card. The roof on the house and garage was replaced in 2006 (COA #2006 1214A); the storm doors on the front of the house are replacements COA #2007- 0517; the roof on the porch and breeze way were replaced along with repairs to the moulding, soffit, gutters and fascia board - -COA# 2008 -0917. The side entry door was replaced with a metal clad 6 panel solid door along with the storm door -with a -self- -- -- storing Courtyard aluminum storm door. There was also the installation of the aluminum soffit vents and the capping of the porch beam (COA #2009 - 0618). APPLICATION ITEMS: On the east side of the house there is an area -open on three sides - between the dining room (to south) and garage (to north); we plan to screen and roof this area. DESCRIPTION OF PROPOSED PROJECT: The homeowners have engaged Ashton Construction to create a 10'x16' an enclosed porch in the patio area located between the dining room and the garage. The enclosure will have cedar 6" cove siding on the exterior wall, three 32 "x48" triple track double hung storm windows (see brochure) and a storm door (see brochure). The Roof will be framed to match existing flat roof and a 3'x3' skylight will be installed in the center of the roof. All per proposal, diagrams and brochures submitted. STANDARDS AND GUIDELINES: East Wavne Street: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story- and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half - timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations STAFF RECOMMENDATION: Staff recommends approval of the enclosed porch as it conforms to the guidelines for the East Wayne District. The exterior walls are wide wood clapboard and the gambrel roof with full shed dormer is covered with asphalt shingles. There is side brick chimney. The front porch is open with square posts. The windows are double hung 6/1. The front door and storm door are modern replacements. ALTERATIONS: Several basement windows have been replaced. The Aluminum storm windows and the roof are replacements. There have been replacements of the sidewalks around the house. Wood decking has been added to the rear yard (COA 2001- 0510) APPLICATION ITEMS: Add 6' "Dog -Ear" fence on deck; southwest side with gate from house to just shy of tree. Add wood railing to front porch eventually with a wooden handrail along new front steps (see 605 Edgewater). Replace basement window with vinyl replacement window to match other basement windows. DISCRIPTION OF PROPOSED PROJECT: The owner wishes to place a privacy fence along the deck at the rear side of the house; it would also have a gate. The style of fence was previously approved by the Commission in 2001 for the previous owners (COA#200 1 -05 10) but it was not installed. The current applicant changed his mind on the wooden steps on 1 April since the sidewalk was in such bad repair he is now proposing an in -kind replacement on the concrete walkway and steps rather than the wood covering for the steps. The wood railing and balustrade system would resemble the one he installed at 605 Edgewater but without the two side steps and railings. The owner also wishes to replace the inoperable and deteriorated basement window with a sliding vinyl window which will match the replacement basement windows. STANDARDS AND GUIDELINES: B. BUILDING SITE. LANDSCAPING. AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway. II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and do s hall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the fence and the proposed railing system as they conform to the guidelines for Edgewater Place. The proposed vinyl window will match what has been currently installed and will not alter the size of the opening. The gable roof is pitched and shingled. The South & East continuous porch with wood dentils, bead board ceiling and nine wooden round Doric columns may be an addition. The windows are 1/1 double hung with brick arch and fancy wood infill panel at head and cut stone sills. The single simple entrance is in an opening that matches the window rhythm and shutters. There is an ornate wooden gable fan with fancy scribing. ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various COAs. The house was re- roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal chimney were removed and replaced with three pod vents on the west side. The porch floor was replaced in -kind with COA 2007- 0605A. A privacy fence was installed along the west side with COA 2009 -0521. The rear porch was replaced with COA#2011 -1201. APPLICATION ITEMS: Remove rear brick wall; remove concrete block footing down to last course; attach new wood double dog -eared fence. New fencing will match current wood fencing in side yard. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to remove a failing brick wall with concrete block foundation system that is currently being kept from falling into the alley by three anchors on the wall which terminate around two trees and at a stake in the middle of the back yard. The wall was erected fourty years ago. Please see assessment from J &J Masonry and Stall' photographs. The proposal is to completely remove the brick wall. The concrete foundation/retaining wall will also be removed down to the first course and then rebuilt and re- enforced with metal rods. The homeowner has decided not to replace the brick but have Schuell Fence install a dog eared privacy fence along the alley on top of the re- installed concrete block foundation/retaining wall to match and meet up with current side yard fence. WEST NORTH SHORE STANDARDS: Are silent on modifications at the back of the house and at the rear of the property. STAFF RECOMMENDATION: Staff recommends approval of the project. The removal of the deteriorating non original brick wall along the alley and the erection of a wood fence will conform with the other fences along the alleyway in the West North Shore District and will not be visible from the public way. North Shore Drive. It is one storey wood frame with regular bond brick veneer alternating with vertical wood siding. The roof has extended gables with hip attachment and is covered with asphalt shingles. The front entrance doors are double leaf with decorative wood panels. The windows are tri partite synthetic composite casements aside a center fixed glass. ALTERATIONS: The roof was re- roofed with Sherriff Goslin Interlocking shingles with COA #2006 - 0501 -1. APPLICATION ITEMS: Replace windows with vinyl windows and rear patio doors with vinyl patio doors. All per brochure and specifications submitted. DESCRIPTION OF PROPOSED PROJECT: The homeowner has purchased vinyl replacement casement windows and patio doors from Lowe's to replace all of the casement windows in the house and the rear patio doors. The replacement casement windows replicate the current windows and the patio doors. There are two sets of three of these windows that are visible from the street; the rest of the windows and the patio doors are not visible from the street as they are located in the rear and at the side of the house. STANDARDS AND GUIDELINES: WEST NORTH SHORE STANDARDS: B. Windows and Doors Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash. As to Lot 12 metal storm windows and doors which have been coated to match trim and which are architecturally in good taste with the structure are preferred. Permitted: Replace deteriorated doors, windows, sills, shutters, etc with materials which match the original as closely as possible. A special effort should be made to match the size and style of the window and door openings, so that the overall appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized or coated to match the trim. Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. Do not attach exterior shutters to a house that did not have shutters originally unless approved in wiring by the Historic Preservation Commission. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage.
