The walls are clapboard with shingled peaks. The cross gable roof is covered with asphalt shingles. There is a full width front porch with wood ionic columns, balustrade deck and dentilled frieze line. The windows are double hung sash with multi panes over one; some are 4/4 double hung. ALTERATIONS: The capitals on the porch columns are not original to the house. The rear flat roof, wood storm door on second floor and 7 first floor wood rear porch storm windows have been replaced in!" kind(COA2006-0830); in-kind lx6 cedar siding replacement throughout exterior as needed (COA2007- 0725) APPLICATION ITEMS: Reinstall iron railings from 1978. DESCRIPTION OF PROPOSED PROJECT: . The homeowner er wishes to re -install the wrought iron hand railings on the front porch. These railings were discovered in the basement and are being refurbished. STANDARDS AND GUIDELINES: D. ENTRAINCESs PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are, covered by the main roof of the house. Required When deteriorated beyond repair-, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building, Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. The walls are the original clapboard and features narrower clapboard oil the second storey above the molded string course. There are corner boards on all sides of the first storey. There is a hipped roof with hip roof dormers covered with asphalt shingles. The 4/4 windows in the dormers appear to be original. The wood windows on the body of the house are original and are 8/1 on the first storey and 6/1 on the second. There is a full length front porch set upon brick with tall, large brick square columns that extend above tile. porch roof line and are out either side of the front porch. The porch has wooden railings and balustrades. AL'T'ERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. A 6 foot privacy fence between 553 and 549 River at the alley was erected in 1990. The two car frame garage appears to have been constructed after 1932. The aluminum stonn windows were added in 2010. APPLICATIOI`ti' ITEMS: Remove vertical support, replace new solid header, install one 16'x7' door to replace the 2.detenorated sling doors. Install new wood trim work around doorway as necessary. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the deteriorating sliding doors out the 1932 garage located at the rear of the backyard along the alley. They propose to replace the doors with one Ideal Door M5LT Long Panel Design metal garage door. Tile owners will have installed a new header to accommodate the wider opening and replace any necessary trim work in-kind. The two current garage doors have a center support and open directly onto a narrow alley in front of a telephone pole and a light pole making it difficult for one car to use the garage as it exists. The wider single opening will. alleviate this problem and allow for both.cars to be in the garage. STANDARDS AND GUIDEI.JINES: Edgewater Place; B. BUILDING Slft, LANDSCAPING, AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway oflen has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees .in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade - type fencing. It has a hipped roof with asphalt shingles. The walls are clapboard siding. There is a length front porch with wood decking and turned columns; there is a full length rear porch with the same details. The windows and front door have arched openings that splay out at the top and bottom. The windows are 4/4 double hung. There is a double bracketed cornice line with dentils ALTERATIONS: This entire structure has been extensively restored since 2002. The roof is a replacement as are some of the windows. The porches are restorations. Siding has been replaced in-kind. APPLICATION ITEMS: 6' privacy fence in back yard (stockade with dog ear top cut.) Posts will be PT 4x4 set 2 ft. deep in ground with concrete footings. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose the back yard of his house beginning at the rear set backs of the house and terminating at the sides of the garage. He will be installing a 6' hood privacy fence with 4x4 posts set in concrete. STANDARDS AND GUIDELINES: B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing white and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt die visible unity ofoverall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter. the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to the Group B standards for Landmarks and will not impact the architectural integrity of the house. Catherine D. This is a rico storey stucco home with intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffitcd overhangs. There is an enclosed front porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper light. There is a porte cochere at the west side main entrance. There is a detached 2 car garage with two sets of double leaf wood doors with 8 light windows. ALTERATIONS: Aluminum storms were added (COA 1981-0414). Rear and side foundation windows replaced with vinyl windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and vinyl beaded soffit was installed (COA1989-0110). The roof material is not original to the house (COA 1998- 0617) or the garage(COA 1999-1130). Replaced 90 year old garage door and garage floor. Straightened driveway and with concrete. Built/Constructed roof over .rear entry door in style of rear bay window roof, proportional to doorway size, approximately 4'x4'. Constructed wood steps with landing and banister at 45 degree angle to rear floor so that steps face the driveway. (CO.A20.11-0428). New architectural asphalt roof with COA 2012-0518. APPLICATION ITEMS; Remove existing overhang with built in gutter system. Build new overhang with standard box soffit and fascia (install new fascia at angle if need be). Install new 5" seamless gutters flat mounted against fascia. All painted to match. Install bead board soffit to match. DESCRIPTIO' OF PROPOSED PROJECT: Vinyl was previously installed over failing original stucco soffit, which masked the issue, enabling the stucco underneath to further deteriorate. This situation was discovered when Freund Roofing was completing previously approved COA#2012-0518 for roof replacement. Internal gutters are deteriorated and cannot be repaired. STANDARDS AND GUIDELINES: Groun B The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark.. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially' enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of.Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification ofa structure, which docs not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of part of the landmark, should be considered under demolition (sec demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials rind ratio:: of the existing structures should be carried through in the additions. Care should be taken not to change or alter the fallowing: 1. Structure--Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original, It should be the same sire and texture. An alternative material may be allowed if it duplicates the original. a. wood--all wood trim should conform with existing trim in shape and sire. 13. ROOFS ANI) ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential charactcr, such as downer windows, cornices, brackets and weather vanes, shall be retained. 12ecommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tilt and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as passible the existing or original in composition, size, shape, color, and texture. i'robibited Nothing shall be done to change the essential character of the roof by adding architectural .features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recozumended If aluminum or vinyl siding is added to a building, overhanging caves and gables should not be covered or enclosed. Preparing presentation for Thursday. 2 HISTORIC PRESERVATION CONIlVIISSION PRESERVATION SPECIALIST REPORT October 15, 2012 It is a busy meeting so I will keep it short. Since our last meeting, I have been working on city landmark visits and letters. These letters are similar to the ones we had previously done for the county landmarks. We have some great visits as well as some - that are currently involving code and the building departments. Details shall follow as they develop. Our intern Fabian has been a great aid in helping to organize pictures and details of these letters. It has also been a very busy month for 106 reviews as we have had 24 in the past month. Elicia was able to discover a mistake on an application that changed the eligibility of the 106. We have also done visits to North Liberty in regards to two grant applications. This meeting was deemed an - - - - -- - --educational event. Todd Zeiger. - Dir.- N. Regional Office Indiana Landmarks; delivered his award-winning "Nine Nuggets for Commission Members" as a CLG training session. General discussion after Regular Business about an upcoming event, planned for the "American Towns and Cities" series, orchestrated by Professor Lucien Steil of the University of Notre Dame School of Architecture. Downtown Mishawaka will be the subject of this new case study. The final presentation anticipated for February 2013, will mirror this year's presentation in South Bend. I was asked to make a brief presentation about the HPC of South Bend & St. Joseph County, its construct, history and authority. I stressed that regardless of our unique governmental boundaries all local Commissions share the duties and rationale for preserving this shared local identity. We are all affected by the loss or celebration of these familiar historic places. It is in our interests that we find ways to collaborate and promote our common goal to preserve and promote the continued use of these places. I suggested merging our contacts for sponsored events as well as joint sponsorship activities to alleviate budgetary strain. Mr. Zenor mentioned that HPC Deputy Director Elicia Feasel has encouraged and provided for those opportunities on a number of occasions. I fielded many questions about the current effort to save the Avon Theater. Discussion ensued. I wish to thank Mr. Zenor and the other Commission members of the Mishawaka HPC for their warm reception and hospitality. I extended an invitation to attend our meetings, anytime. ALTERATIONS: The capitals on the porch columns are not original to the house. The rear flat roof, wood storm door on second floor and 7 first floor wood rear porch storm windows have been replaced in-kind(COA2006-0830); in-kind 1x6 cedar siding replacement throughout exterior as needed (COA2007-0725) APPLICATION ITEMS: Reinstall iron railings from 1978. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to re -install the wrought iron hand railings on the front porch. These railings were discovered in the basement and are being refurbished. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. The walls are the original clapboard and features narrower clapboard on the second storey above the molded string course. There are comer boards on all sides of the first storey. There is a hipped roof with hip roof dormers covered with asphalt shingles. The 4/4 windows in the dormers appear to be original. The wood windows on the body of the house are original and are 8/1 on the first storey and 6/1 on the second. There is a full length front porch set upon brick with tall, large brick square columns that extend above the porch roof line and are on either side of the front porch. The porch has wooden railings and balustrades. ALTERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. A 6 foot privacy fence between 553 and 549 River at the alley was erected in 1990. The two car frame garage appears to have been constructed after 1932. The aluminum storm windows were added in 2010. APPLICATION ITEMS: Remove vertical support, replace new solid header, install one 16'xT door to replace the 2 deteriorated sling doors. Install new wood trim work around doorway as necessary. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the deteriorating sliding doors on the 1932 garage located at the rear of the backyard along the alley. They propose to replace the doors with one Ideal Door M5LT Long Panel Design metal garage door. The owners will have installed a new header to accommodate the wider opening and replace any necessary trim work in-kind. The two current garage doors have a center support and open directly onto a narrow alley in front of a telephone pole and a light pole making it difficult for one car to use the garage as it exists. The wider single opening will alleviate this problem and allow for both cars to be in the garage. STANDARDS AND GUIDELINES: Edgewater Place: B. BUILDING SITE, LANDSCAPING, AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway. The windows and front door have arched openings that splay out at the top and bottom. The windows are 4/4 double hung. There is a double bracketed cornice line with dentils ALTERATIONS: This entire structure has been extensively restored since 2002. The roof is a replacement as are some of the windows. The porches are restorations. Siding has been replaced in-kind. APPLICATION ITEMS: 6' privacy fence in back yard (stockade with dog ear top cut.) Posts will be PT 4x4 set 2 ft. deep in ground with concrete footings. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose the backyard of his house beginning at the rear set backs of the house and terminating at the sides of the garage. He will be installing a 6' wood privacy fence with 4x4 posts set in concrete. STANDARDS AND GUIDELINES: B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re-roofmg, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. This is a two storey stucco home with intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffited overhangs. There is an enclosed front porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper light. There is a porte cochere at the west side main entrance. There is a detached 2 car garage with two sets of double leaf wood doors with B light --- --- --windows. -- -_ _ -- _ - -- -- - - ic— ALTERATIONS: Aluminum storms were added (COA1981-0414). Rear and side foundation windows replaced with vinyl windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and vinyl beaded soffit was installed (COA1989-0110). The roof material is not original to the house (COA 1998-0617) or the garage(COA 1999-1130). Replaced 90 year old garage door and garage floor. Straightened driveway and with concrete. Built/Constructed roof over rear entry door in style of rear bay window roof, proportional to doorway size, approximately 4'x4'. Constructed wood steps with landing and banister at 45 degree angle to rear door so that steps face the driveway. (COA2011-0428). New architectural asphalt roof with COA 2012-0518. APPLICATION ITEMS: Remove existing overhang with built in gutter system. Build new overhang with standard box soffit and fascia (install new fascia at angle if need be). Install new 5" seamless gutters flat mounted against fascia. All painted to match. Install bead board soffit to match. DESCRIPTION OF PROPOSED PROJECT: Vinyl was previously installed over failing original stucco soffit, which masked the issue, enabling the stucco underneath to further deteriorate. This situation was discovered when Freund Roofing was completing previously approved COA#2012-0518 for roof replacement. Internal gutters are deteriorated and cannot be repaired. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. COA#2012-0831 Avon Theatre demolition (tabled from September 17, 2012, meeting) and Memorandum of Understanding Report by Larry Meteiver, Legal Counsel The Memorandum of Understanding sets forth the following terms and conditions: 1. Mr. Napoli will recommend the terms and agreements set forth in this Memorandum of Understanding to the Library Board for approval at its October 22, 2012 meeting. 2. Ms. Hostetler will recommend the terms and agreements set forth in this Memorandum of Understanding to the Historic Preservation Commission for approval at its October 15, 2012 meeting. 3. The Library will agree to remove the terra cotta facade of the Avon Theater Building for preservation and the Historic Preservation Commission will agree that the Library may demolish the Avon Theater Building after the terra cotta facade is removed. 4. The Library will pay to have the terra cotta facade of the Avon Theater removed by a contractor - that specializes in building restoration and delivered to storage site in the city limits of South Bend selected by the Historic Preservation Commission. A contract for removal of the terra cotta will be submitted to the Library Board for approval at its October 22, 2012 public meeting. 5. The terra cotta will be photo -documented, inventoried and put on pallets. The Library will give the terra cotta to the Historic Preservation Commission as its property for storage or to do with it whatever it wants. 6. After the terra cotta facade is remove from the Avon Theater Building, the Avon Theater Building will be demolished and the site will be used by the Library for surface parking temporarily until the New Main Library is constructed, consistent with the agreement between the Library and Downtown South Bend, Inc. when the building was purchased in 2007 and the June 18, 2012 reaffirmation of the agreement between DTSB and the Library to allow use of the land for surface parking after demolition of the Avon Theater Building until construction begins on the new Main Library. That agreement was recorded on June 19, 2012 (Instrument No. 1218662). 7. The Historic Preservation Commission will approve the Library's application for a Certificate of Appropriateness to demolish the Avon Theater Building at its October 15, 2012, conditionally, subject to the Library Board approval of terms and agreements set forth in this Memorandum of Understanding at its October 22, 2012 meeting. 8. The Library and the Historic Preservation Commission will request the South Bend Common Council to table action on Bill No. 35-12 from its October 8, 2012 meeting to the Common Council's October 22, 2012 meeting to allow Library and the Historic Preservation Commission sufficient time to approve terms and agreements set forth in this Memorandum of Understanding. After approval of this Memorandum of Understanding by both the Historic Preservation Commission and the Library Board, the Historic Preservation Commission will withdraw Bill No. 35-12 from consideration by the Common Council. 9. The terms and agreements set forth in this Memorandum of Understanding will become binding only upon approval by both the Historic Preservation Commission and the Library Board at their respective public meetings in accordance with law. The Resolution presented to the Commission provided as follows: 1. The MOU, executed by the Director of the Commission is hereby approved in the form of the attached Exhibit. This approval shall be subject to the Library Board also approving the MOU and if the Library Board should fail to approve the MOU, then the Commission's approval shall be rescinded and of no further effect. 2. The Commission conditionally approves and modifies the COA for demolition of the Avon Theater Building only after the terra cotta fagade has been removed in accordance with the MOU. The conditional approval of the COA shall be subject to the Library Board approving the MOU and if the Library Board should fail to approve the MOU, then the COA shall be deemed denied. 3. This Resolution shall take effect immediately upon its adoption by the Commission. Lynn Patrick moved to approve the MOU as presented. The President called for a second to the motion. Tim Klusczinski: For all the reasons previously stated in missive (see attached) and a reasonable rehabilitation option/effort was not proposed to address the public's sentiment to save the building so I believe this issue to be in the hands of other authorities. Kevin Buccellato: It is our charter here to save buildings and to govern over that, not to demolish. Memorandum of Understanding Rejected. We must never forget that even for bitter disagreements the greater virtues of peaceful, public discourse may be celebrated. I wish to thank Mayor Pete Buttigieg and his staff for their diligent efforts in looking for solutions with shared benefit. The Avon Theater Building has certainly attracted its share of public support and attention. And from the beginning, I can say that the Historic Preservation Commission has given this case its undivided attention. I have no response for why the Avon didn't already have the honor of local landmark designation. Nevertheless, it is our agency's duty to seek that status for structures that are worthy of the title — buildings that are indeed part of our local identity. But I will proudly say, that after a thorough, objective investigation by our staff, this board concluded that a formal recognition of the Avon was warranted. I am proud of my personal decision to make that recommendation to the Common Council. It was easy. I would do it again. Not everyone is touched or impacted by architectural style. Not everyone likes historic buildings. I get that. I accept it. But what bothers me is that there seems to be a careless regard or disdain, for some things with great community value. The same individuals that are so quick to criticize South Bend's lack of downtown infrastructure are often the same folks who cheer on the next wrecking ball. Not every promising business or art venue has the capital to invest in a brand new building. Yet, we keep leveling our incubators and coaxing new prospects toward other places - one building at a time. Some are even fooled into thinking that PROGRESS is the thoughtless destruction of workable structures and the re -building of what we already had. Of all the lectures, presentations, workshops, advice and strategy sessions, that I've had the pleasure to attend — not one has ever concluded that modern planning should mirror the demolition process of urban renewal enthusiasts from the 1960s. We've learned that was a bad idea. We know that `You can't demolish your way to prosperity.' But for some ridiculous reason, we keep trying. Costs favor saving. This proposal intends to use $70K to catalogue the facade elements asks for our blessing to spend $100K and bury the rest of the building in the landfill. I'm having a difficult time with that. Why does spending $170K to get rid of the building make more sense than spending that same money to repair its terra cotta? With the building's acquisition cost of $135K some eagerly lobby to burn $305K for 17 spaces of temporary parking, another $43-63 million for a rebuilt library. Is maintaining the Avon really such a big financial problem? Is it really better to use $235K in tax funding to vaporize a building worth considerably more and leave nothing to show for it? Other communities pursue sustainable solutions, feature their history and architecture, preserve and develop these assets for common interest and public appeal. Those communities enjoy the rewards of diversity, economic vitality and perpetuity. I want that for South Bend. In matters of historic preservation, this Commission must always defend its opinion on the merits of technology, historic integrity, reasonable expectations, and longevity. The HPC promotes and advocates the preservation of our unique built environment through continued or adaptive reuse. The HPC is not a museum. Accepting a "compromise" to save building relics in -- - —exchange of the premature demolition of that same building is indeed a compromise. of - - - our very mission. Our downtown is chock-full of asphalt compromises like that. I've seen__ many buildings resurrected from a lesser state than to rejoice over preserving Avon rubble. I cannot bring myself to accept any proposal that forces this choice. There is no gain for the HPC in the loss of a building that could have served this community and future generations. If the Avon is to be lost, then, I'm afraid that politics trumped opportunity. I must again ask the Library to reconsider its plan to demolish the Avon and instead, utilize it as a standalone building or integrate it into the new library design. Please. I recommend that the Certificate of Demolition, now under continuance; be denied. The loss of Avon facade is truly an unfortunate prospect. Sometimes the impact of preserving our greater principles outweighs the tragic loss of bricks and mortar. If that means our beloved Avon must perish, then, so be it.
