St. Joseph Architectural Style/Date/Architect or Builder: 1900/Free Classic Property Owner: Sheila McCarthy Landmark or District Designation: Taylor's Field Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey plus attic Free Classic has an irregular plan and is situated on a rough cut stone foundation. The exterior walls are clapboard siding with Corner boards on the first floor only and bell cast shape to second floor wall. The pyramidal roof is covered with asphalt shingles and has large intersecting gable facades on the south and east (front) sides. There is a full width porch across front with wood flooring and balustrade, paired ionic wood columns, concrete steps and lattice work at base. The windows are wood 1/1 double hung though out; there is a multi paned fixed side lights around the Palladian window in the upper storey south gable... ALTERATIONS: The house was restored in 1981 by Historic Landmarks of Indiana and Southhold Heritage Foundation. The iron railings could have been added then to bring it up to Code. The roof is new. The rear addition has a concrete block foundation and probably was added later. The exterior surface of the house is failing; the interior is in very poor condition. . APPLICATION ITEMS: Remove addition in rear, which has deteriorated beyond repair and is crumbling; replace any missing clapboards, restore rear fagade. DESCRIPTION OF PROPOSED PROJECT: The owner proposes to have the deteriorating rear addition to the house completely removed and then restore the rear facades clapboard and openings. .STANDARDS AND GUIDELINES: V GENERAL: --A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. This house has been on Code's list of violations for at least a decade. The current homeowner is attempting to restore the original 1900 house. The rear addition has deteriorated to the point of being a hazzard and should be removed. Catherine D. SSR It STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: November 5, 2012 Application Number: 2012-1105 Property Location: 14912 Brick Road, Granger Architectural Style/Date/Architect or Builder: T-Plan/Italianate/1892/D. Werst & Sons Builder Property Owner: David and Bobbie Seng Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: Harris Township District No. 1 School is a two storey T - plan Italianate on a cut stone foundation. The cross gabled roof has a high pitch with boxed cornice, wide plain frieze and is shingled with asphalt. Walls are redbrick. 1 -over -1 double hung windows with . transom replaced the 4 -over -4 wood double hungs retaining the brick arch lintels. Front entry door is solid with six panels with transom. A -modern garage exists at south end of lot. - - - -- ALTERATIONS: The rear of the structure was burned to the ground, causing the roof to collapse in 1988. The structure began its transformation from a school house into a single family home with COA issued October 6, 1989. Windows and front door are replacements. Composite material deck has been installed in the rear with a vinyl spindle stair rail. Rear fagade has a window wall in center. APPLICATION ITEMS: Fencing in back yard with French Gothic style wood fence. DESCRIPTION OF PROPOSED PROJECT: The owners have selected four fence styles intended to collectively work together to fully enclose the rear yard to contain a curious dog. As identified on the key provided by the owner, (A) is a 3' Colonial spindle white vinyl porch railing that will be installed only on the rear composite deck, to connect the existing stair rail of the same style. Beginning at the bottom of the stair is (B) a 4' French Gothic spaced wood picket fence installed to connect with the garage. A gate of the same style will be installed. At the garage rear will be (D) a 4' green vinyl coated chain link fence that will extend across the back of the property against a field, turning to wrap the side of the rear yard. Two gates of the same style will be installed near the garage. Where (D) terminates at the side of the rear yard, (C) 6' French Gothic good neighbor style semi -privacy fence begins and will complete the side of the rear yard and turn to connect with the rear corner of the house. A 10' double drive gate of the same style,'will be installed on the street facing fence, which is the terminus for the driveway. STANDARDS AND GUIDELINES: GROUP B STANDARDS G. Buildine Site and Landscaping 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the, buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. STAFF RECOMMENDATION: Staff recommends approval as the fence selections will creatively adapt to the character of the property on each side, conforming to the guidelines. Elicia D. The walls are covered with.wide aluminum siding. The Gambrel roof has a frill shed dormer across the front both with asphalt shingles. There is a full length wood front porch with wood posts, railings and balustrades. The windows are 6/1 double hung. four front windows have shutters, and two center windows of small 6 panes each in the second storey. The storm door is metal with 12 liter. There is a one stall wood garage with clipped gable and swinging double leaf wood doors and a side wood service door with single glass upper pane. ALTERATIONS: The Aluminum siding covers the original wood shingles. The concrete steps were replaced in August 1985, the storm door in October, 1945 Nine windows were replaced writh COA 1990-0613. The porch was restored with COA 2004-06048. The roof is a replacement. APPLICATION ITEMS: Frame in for new overhead door 8' wide by 7' tall. Install new sercnce door. DESCRIPTION OF PROJECT: The Krugs have just finished liaving the garage straightened and resting on its fbit idation. They propose to replace the original deteriorating swing doors with a single metal garage door with windows. This door will have raised panels with the windows at the top. This door will have an automatic door opener feature.:Please see Lowes sheet. 'They also propose to replace the deteriorated service wood door with a window with a steel covered wood door with nine lite§. C. «'INDOSVS AND DOORS Edgewater Place Laurl Historic District Guidebook Window and door frames arc in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.: In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. _ Required Original windows and doors including sash, lintels; sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended - Wood frame storm windows and doors, painted to match the existing or original, should tic used blit should riot_ ry damage existing frames and should be removable in the future. If new sash and doors -are used, the existing or original materials. design, acid hardware sliould be used. When metal storm doors arc used, they should be painted _ anodized or coated to match the existing. When awnings are used they should be of canvas material. = _ - - -, Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used iii _ - place. -New window and -door openings which would alter the scale and proportion of the building should not be - introduced. inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. 7Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. r STAFF RECOINUMENDATION: The garage is not shown on the 1932 Assessor's Card, so it may not be original to the house. Preservation Specialist, Steve Szaday has inspected these doors and said that they are very heavy because they have been repaired/reinforced with 2x4s so many times that it has become difficult for the owners who are in their 70s -80s to operate them. Staff has also not been able to identify a garage door manufacturer that can match the existing doors* configuration. Replicas of the doors would have to be custom built. Staff recommends that if the Commission approves the replacement doors that these front garage doors be stored in the rafters of the garage or basement of the house. It is the Preservation Specialist's opinion that if the doors stored.ill the garage that the rafters would need to be reinforced. Callierine D. LLC Staff Review of the Nomination Of the North Liberty Historic Commercial District To the National Register of Historic Places Historic Name of Property: North Liberty Historic Commercial District District Boundaries: Beginning at the curb of the southwest corner of the intersection of North Main Street and West Harrison Street, face west and continue in a line west to the alley at the rear of the blocks front North Main Street. Turn south and continue south with the east side of the alley to the north curb of West Center Street. Turn east and continue in a line east to a line parallel with North Main Street at the rear of the buildings that front North Main Street on its east side. Date of Review: 21 September 2012 Case Historv: The North Liberty Main Street merchants approved pursuing National Register Nomination of their commercial district at their March 2012 quarterly meeting. This action was also unanimously approved by the North Liberty Town Board. Todd Zeiger, Director of the Northern Regional Office of Indiana Landmarks referred the North Liberty Main Street merchants to Partners In Preservation and retained Kurt West Garner of Plymouth, Indiana to evaluate and prepare the National Register Nomination for their Commercial District. The nomination was prepared based on the representation of late 19th to mid 20th commercial architectural styles chronicling the development of the North Liberty Commercial Corridor. Criteria for Evaluation In order to be considered eligible for inclusion in the National Register, an historic property, should be at least 50 years old and must be a possess local, state, or national significance in relation to at least one of these following criteria: Criteria A is associated with the events that have made a significant contribution to the broad patterns of our history; or Criteria B is associated with the lives of persons significant in our past; or Criteria C embodies the distinctive characteristics of a type, period, or method of construction or represents the work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components lack individual distinction; or Criteria D has yielded, or is likely to yield, information important in prehistory or history. Ordinarily, cemeteries, birthplaces, graves of historical figures, properties owned by religious institutions or used for religious purposes, structures which have been moved from their original locations, reconstructed historic buildings, properties commemorative in nature, and properties which have received significance within the last 50 years, shall not be considered eligible for the National Register. However, such properties will aualifv if they are integral parts of historic districts which meet the criteria or if they fall within the categories established by the National Park Service as Criteria Consideration/Exemptions. Evaluation of the Nomination: The North Liberty Historic Commercial District comprises the historic commercial area of North Liberty, which is one block in length on each side of Main Street. The North Liberty Commercial District is eligible for the National Register of Historic Places under Criteria A and C. The district demonstrates the development of commerce in small Midwestern towns during the last part of the 19th century into the middle of the 20th century. The district's architecture can be categorized into three basic periods: pre 1900, 1911-1925 and 1930s -1960s with half of the district's buildings being constructed prior to 1900. The North Liberty Historic Commercial District was the hub of commerce not only for the village of North Liberty, but also for Liberty Township in southwestern St. Joseph County. This township was one of the earliest settled areas of the county but remained somewhat separated from the larger markets of South Bend and LaPorte due to wetlands and marshes in the region. North Liberty remained the only village in the township. This added to the importance of the community's commercial center during much of the 19th century. Staff Comments: Staff has evaluated the submitted nomination according to procedures, policies, standards and criteria established by the National Park Service and the Division of Historic Preservation & Archaeology pursuant to Certified Local Government and applicable federal regulations. Staff toured the proposed North Liberty Historic Commercial District on 21 September 2012. The contextual development, format, supplementary documentation and information presented are considered accurate and appropriately executed. Staff has also determined that the North Liberty commercial corridor meets the applicable criteria as defined in this review and considers the area, as delineated by the justified boundaries, to be eligible for inclusion in the National Register of Historic Places. As set forth in 36 CFR, Part 60; Staff has notified the property owners of the nomination via a notice published in The South Bend Tribune, and Tri Countv News. Public Officials and interested parties have been notified by letter of the pending nomination. All have been given the opportunity to provide the Commission written comments or objections. To date,no submissions have been presented. Staff Recommendations It is recommended that the State Historic Review Board concur with Staff that the subject property meets the criteria for inclusion in the National Register of Historic Places. In addition, Staff requests that the Commission direct Staff to submit the appropriate report to Commissioner Andrew Kostielney, President of St. Joseph County Board of Commissioners for his concurrence, in compliance with Indiana's Certified Local Government regulations. We have seen the weather yo-yo as a result of which work on properties has not only been sporadic but also been akin to bandages on open wounds. Needless to say there are many projects in process. It has been a month of multiple visits to keep up on the work and aid in direction when needed. I am very proud and excited to say that my intern and I have finished our surveys of South Bend local landmarks as of today. This survey included photographing each landmark and detail documentation of concerns or outstanding work. Over the next two weeks we will complete the letters and forms and get those mailed to the property owners. We hope that these letters will inspire projects that owners will be able to consider tackling in Spring. We have decided to move the Restore Michiana workshop for wood floors to the first quarter of 2013. Our belief is that this is a nice indoor workshop that will homeowners will feel do -able before the weather breaks and before all the tax refund money is spent. St. Joseph Architectural Style/Date/Architect or Builder: 1900/Free Classic Property Owner: Sheila McCarthy Landmark or District Designation: Taylor's Field Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey plus attic Free Classic has an irregular plan and is situated on a rough cut stone foundation. The exterior walls are clapboard siding with Comer boards on the first floor only and bell cast shape to second floor wall. The pyramidal roof is covered with asphalt shingles and has large intersecting gable facades on the south and east (front) sides. There is a full width porch across front with wood flooring and balustrade, paired ionic wood columns, concrete steps and lattice work at base. The windows are wood 1/1 double hung though out; there is a multi paned fixed side lights around the Palladian window in the upper storey south gable.. ALTERATIONS: The house was restored in 1981 by Historic Landmarks of Indiana and Southhold Heritage Foundation. The iron railings could have been added then to bring it up to Code. The roof is new. The rear addition has a concrete block foundation and probably was added later. The exterior surface of the house is failing; the interior is in very poor condition. APPLICATION ITEMS: Remove addition in rear, which has deteriorated beyond repair and is crumbling; replace any missing clapboards, restore rear fagade. DESCRIPTION OF PROPOSED PROJECT:, The owner proposes to have the deteriorating rear addition to the house completely removed and then restore the rear facades clapboard and openings. STANDARDS AND GUIDELINES: V GENERAL: A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. This house has been on Code's list of violations for at least a decade. The current homeowner is attempting to restore the original 1900 house. The rear addition has deteriorated to the point of being a hazzard and should be removed. Catherine D. Werst & Sons Builder Property Owner: David and Bobbie Seng Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: Harris Township District No. 1 School is a two storey T- plan Italianate on a cut stone foundation. The cross gabled roof has a high pitch with boxed cornice, wide plain frieze and is shingled with asphalt. Walls are red brick. 1 -over -1 double hung windows with transom replaced the 4 -over -4 wood double hungs retaining the brick arch lintels. Front entry door is solid with six panels with transom. A modern garage exists at south end of lot. ALTERATIONS: The rear of the structure was burned to the ground, causing the roof to collapse in 1988. The structure began its transformation from a school house into a single family home with COA issued October 6, 1989. Windows and front door are replacements. Composite material deck has been installed in the rear with a vinyl spindle stair rail. Rear fagade has a window wall in center. APPLICATION ITEMS: Fencing in back yard with French Gothic style wood fence. DESCRIPTION OF PROPOSED PROJECT: The owners have selected four fence styles intended to collectively work together to fully enclose the rear yard to contain a curious dog.. As identified on the key provided by the owner, (A) is a 3' Colonial spindle white vinyl porch railing that will be installed only on the rear composite deck, to connect the existing stair rail of the same style. Beginning at the bottom of the stair is (B) a 4' French Gothic spaced wood picket fence installed to connect with the garage. A gate of the same style will be installed. At the garage rear will be (D) a 4' green vinyl coated chain link fence that will extend across the back of the property against a field, turning to wrap the side of the rear yard. Two gates of the same style will be installed near the garage. Where (D) terminates at the side of the rear yard, (C) 6' French Gothic good neighbor style semi -privacy fence begins and will complete the side of the rear yard and turn to connect with the rear corner of the house. A 10' double drive gate of the same style, will be installed on the street facing fence, which is the terminus for the driveway. STANDARDS AND GUIDELINES: GROUP B STANDARDS G. Buildine Site and Landscaping 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. STAFF RECOMMENDATION: Staff recommends approval as the fence selections will creatively adapt to the character of the property on each side, conforming to the guidelines. -Elicia D. COA#2012-1105 Approved. 3.605 Edgewater COA#2012-1105A Edgewater Place No applicant in attendance STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 5 November 2012 Application Number: 2012-1105A Property Location: 605 Edgewater Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1920/Whitcomb&Keller Property Owner: Penny and Charles Krug Landmark or District Designation: Edgewater Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This two storey Dutch Colonial has a regular plan and is set upon a brick foundation. The walls are covered with wide aluminum siding. The Gambrel roof has a full shed dormer across the front both with asphalt shingles. There is a full length wood front porch with wood posts, railings and balustrades. The windows are 6/1 double hung, four front windows have shutters, and two center windows of small 6 panes each in the second storey. The storm door is metal with 12 lites. There is a one stall wood garage with clipped gable and swinging double leaf wood doors and a side wood service door with single glass upper pane. ALTERATIONS: The Aluminum siding covers the original wood shingles. The concrete steps were replaced in August 1985, the storm door in October, 1985 Nine windows were replaced with COA 1990-0613. The porch was restored with COA 2004- 0604B. The roof is a replacement. APPLICATION ITEMS: Frame in for new overhead door 8' wide by 7' tall. Install new service door. DESCRIPTION OF PROJECT: The Krugs have just finished having the garage straightened and resting on its foundation. They propose to replace the original deteriorating swing doors with a single metal garage door with windows. This door will have raised panels with the windows at the top. This door will have an automatic door opener feature. Please see Lowes sheet. They also propose to replace the deteriorated service wood door with a window with a steel covered wood door with nine lites. C. WINDOWS AND DOORS Edgewater Place Local Historic District Guidebook Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials , design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: The garage is not shown on the 1932 Assessor's Card, so it may not be original to the house. Preservation Specialist, Steve Szaday has inspected these doors and said that they are very heavy because they have been repaired/reinforced with 2x4s so many times that it has become difficult for the owners who are in their 70s -80s to operate them. Staff has also not been able to identify a garage door manufacturer that can match the existing doors' configuration. Replicas of the doors would have to be custom built. Staff recommends that if the Commission approves the replacement doors that these front garage doors be stored in the rafters of the garage or basement of the house. It is the Preservation Specialist's opinion that if the doors stored in the garage that the rafters would need to be reinforced. Catherine D. Hostetler, Director Prior to the meeting, the applicant submitted additional documentation (proposing the "ReliaBilt 8 -ft x 7 -ft Traditional Series Garage Door with Windows") as a preferred replacement option. This was reported by Preservation Specialist, Steve Szaday. Mr. Szaday also relayed that the rafters were reinforced during the structural repair work and conveyed that the applicant was amenable to storing the existing doors there, upon removal. Following the Public Hearing, Chair solicited opinions from the Commission membership. There were no objections. In response, the Chair offered the following language for Motion: "In accordance with the opinion of HPC staff, the Chair will entertain a favorable recommendation that the North Liberty Historic Commercial District meets the qualifications set forth by the United States Department of the Interior - National Parks Service, to be considered among those listed in the National Register of Historic Places. And that this body, possessing the powers and duties of a Certified Local Government Agency, hereby endorses this designation and directs its staff to seek the approval of the St. Joseph County [Indiana] Board of Commissioners and to fulfill any obligations realized from this pursuit." Lynn Patrick moved to adopt the motion proposed by the Chair and approve the nomination with favorable recommendation with a second by Mike Voll. Vote: 5 — 0 Unanimous. III. HEARING OF VISITORS A.
