The hip roof has asphalt shingles and a wide over hang with aluminum soffit. The full length front porch has brick piers and knee wall that support square wood columns which in turn support the porch roof. The foundation is brick. The windows are double hung 4/1 vertical sash.. ALTERATIONS: The aluminum siding, storm windows and doors are additions. The dormer windows have either been covered up or replaced with the aluminum vent. The roof is a 1998 replacement approved May 28, 1998. APPLICATION ITEMS: This is a request to install a fence on the west property line of 547 River Avenue in the Edgewater Historic District Neighborhood, South Bend, The installation details are as follows: Type: Security/Privacy; Properties: Reused Wood Picket Fence; Height 6 feet from the ground; Location/Length: From the back property line to the back, west corner of the house, at approximately 597'. Installation: Posted cemented and fence attached to posts by nails. I will be installing the fence with the assistance of my family. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to erect a privacy fence along the west side of her property per the diagram of the site plan submitted. The photograph that she submitted shows a wood dog eared style privacy fence. The photograph taken by Staff shows the location of the fence as staked out and matching up with the dog eared privacy fence along the alley by the garage in the back yard.. STANDARDS AND GUIDELINES: EDGEWATER: B. BUILDING SITE, LANDSCAPING, AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Uncolnway, which may be fenced, but not with enclosed stockade-type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Uncolnway. STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Edgewater Standards and Guidelines. Emee and Robert Miller Landmark or District Designation: East Wayne Street Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival house is situated on a corner lot. There is a second two storey addition to the south and a one storey addition that remodeled the garage area to create additional living space. The gabled roofs are covered in asphalt shingles and the windows are 8/8 double hung on the original house and 6/6 double hung on the additions double hung. There is wood siding on the house and wood and synthetic siding on the additions. There is a porch at the main entrance with an architectural pediment and pilasters the front door entrance has side lights and a central fan light. ALTERATIONS: The original 2 storey Colonial Revival house was built in 1948 with a breezeway connecting the house to the garage. The exterior walls had wood siding and the gabled roof had asphalt shingles. The foundation is concrete. The two storey addition that enclosed the breezeway was built prior to 1986, The 2007 one storey 1600 foot addition to the south and east of the house along with the reorienting of the driveway was approved with COA 2007-0214. The front entrances architectural enhancements were approved with same COA. The roof is a replacement and the storm windows and doors as well. APPLICATION ITEMS: Replacing existing stone patio with brick; adding a pergola over the patio as well as over the gate entrance on Sunnyside adding a raised bed on the east side of patio DESCRIPTION OF PROPOSED PROJECT: The homeowners are going to replace the concrete patio with brick pavers. There will be a flat topped pergola covering the patio with a raised brick bed to the east for plantings. There will also be a flat topped pergola over the side entrance. The rest of the items in the renderings are not going to be done at this time. STANDARDS AND GUIDELINES: East Wavne Street: B. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor biacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Staff recommends approval of the landscaping project as it conforms to the East Wayne Street guidelines and standards. With the exception of the gateway pergola, the project is in the rear of the home and behind the addition and not visible from the streets. The walls are wood clapboard and the low hipped roof has asphalt shingles. The windows are wood 6/1 double hung with aluminum storms. There is a stoop with brick steps and wrought iron railings to the front door with a hood set upon knee braces above the wood front door. There is an aluminum storm door. There is a detached garage at the rear of the property along the alley that was constructed in 2001 to replace one that collapsed. The garage has vinyl siding to match the reveal of the clapboards on the house and asphalt shingles on the roof that match those of the house. ALTERATIONS: The roof is a replacement (2009-0831). The garage is newly constructed in 2001 (2001-0427-2). A full open front porch was removed in 1937. The storm windows and doors are replacements. APPLICATION ITEMS: The homeowners write: "Currently we have a chain link fence on the west side of our property, in the back yard only. We would like to replace this die with a 6' privacy fence 42' length Buff tech Lexington style, Almond color poly vinyl. Also considering replacement of 26' of fencing in the south east comer of the property next to the garage with same style of fence." Per photographs and site plan submitted. DISCRIPTION OF PROPOSED PROJECT: The homeowners wish to install a solid ,vinyl fence along 42 feet of their side yard to replace a chain link fence and to install the same style of fence along 8.5' the alley beginning at the garage going eastward and replace the chain link fence along the east side going 17.5' north to complete the enclosure of the back yard. The remaining property line along the east is enclosed with heavy shrubbery. All of the =fencing will match the color of the house and garage, will be 6' in height and the posts will be set into concrete. STANDARDS AND GUIDELINES: B. BUILDING SITES LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be,permitted in areas where they can be viewed from the public thoroughfare. Director's Report June 2012 21 May Participated in the N.I.C.H. Finance Committee meeting at the Center for History. On site meeting with Steve Szaday with Mr. Rosario Mittiga who has taken over two properties from James McCormick( bankruptcy issue) one on River and the other at 722 Arch. We have been getting phone calls that Vinyl siding was being applied to the house and turning it into the building department to red tag since there were no COA or permits pulled. The siding and windows on the house can be repaired and repainted. There was an attempt to remove the paint at the rear of the house by power washing -which shredded the siding. Discussed various ways of removing paint and restoring siding and windows. Gave Mr. Mittiga the Edgewater Standards and COA applications and sent him the Contractor Listing. Met with Mr. and Mrs. Gordon about the public hearing for the West LaSalle Avenue National Register District and addressed their concerns. Attending a Howard Park Neighborhood meeting that addressed plans for improvements to Howard Park; the plans for the demolished Sollitt and Transpo sites and the CSO work on East Washington and the highly publicized/emotional tree issue. At this mecting Jitin Kain, South Bend Community and Economic Development, stated that the development of the Sollitt and Transpo sites is for entrepreneurs and private developers to work on within the East Bank Plan—and not the City. The City will provide infra structure. This position is a 180 from the previous administration and a welcome one at that. Presented at the monthly HPC meeting. Informal conversation about the Avon Theater with Mayor Pete after the meeting along with Commissioner Patrick. 22 May Posted Memorial Day closing notice. Prepared and mailed all approved COAs. Met with three young men from the Civil Rights Heritage Center led by Mohammed Shabazz who were researching the African American Business District. Assisted them with providing useful resources and Elicia showed them the Sanborn Books. Explained the COA for a fence process to Bonnie Sima of 1019 Riverside and sent her our link. Worked on registration and hotel reservations for the National Alliance of Preservation Commissions for July 18-21 in Norfolk Virginia, Staff has applied for State CLG Scholarships to cover expenses. Drafted Support Letter for Morris Performing Arts Center seeking an award as an Outstanding Historic Theatre from the League of Historic American Theatres. 24 May Sent draft to Morris for corrections. Spoke with Larry Schohl of the River Bend district about Code concerns and recent experiences; reported he was feeling frustrated that Code is only concerned with trash and grass until a house becomes a public nuisance or a threat to safety. Worked on Director's Report for the week. Delivered support letter to Mary Ellen Smith at the Morris. Met with Bill Coleman, Architect on the project at 145 N. The focus is on the census tracts west of Portage that have experienced a population decline of over 50% and the loss of Industrial jobs (still mentioned Studebaker—after 50 years? I think the Community is over that) also South Bend was in the top 10 for sub -prime mortgages and has 6700 foreclosures. There is a landlord registration ordinance in process at the Common Council;. The City is working on State Legislation to have Land Banks. There is a Good Samaritan Law in South Bend that will allow concerned citizens to mow lawns on vacant properties and not be prosecuted for trespassing. The tax sale system/cycle was discussed at length and an Ombudsman was suggested to mediate both sides of the transaction to prevent confusion and delay title. N Receivership was mentioned briefly for vacant buildings. Shane also mentioned that Cisco Systems is coming out with an "e -book" in July and that Cisco is going to name South Bend as one of the Ton 9 connected cities in the world. Shane and Nick are also teaming up with Notre Dame to create a NPO "Infocus" for 7 ND graduates from the Esteem Masters Program to focus (709x) on 5 core disciplines: City Government, Information Technology, Transportation, Life Sciences and Health Care with the other 3096 devoted to creating a culture of entrepreneurialism geared to 18-40 year olds. Correspondence with Mark Shurr, ND Antro professor about ground scanning the area. 2 HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT June 18, 2012 Since our last meeting, I have taken on a new intern, Philip Dudeck. Philip is a junior at Notre Dame in the school of architecture. We started visiting county local landmarks, photographing them and writing reports documenting areas of concern and making suggestions on how to complete repairs. We have found some properties that definitely are in need of repair, as well as those that have been wonderfully maintained and preserved. Unfortunately some have been altered to a point that will question their listing in the survey. We were also surprised to find some properties that were not in the inventory at all. We are updating our files to reflect our findings on a property to property basis as we tour each township individually. With the break in weather we have notice an alarming trend with painters hired to paint houses in our districts. The use of power washers to remove paint is not only detrimental to the wood siding, but also has a slew of environmental issues associated with the practice of releasing lead into the environment in the form of particulates. The health department's environmental division deals with those cases and issues fines when those contractors are caught in the act. Any one with lead certification is well informed on how to deal with lead paint and knows not to use a power washer. Both Catherine and I attended the Vacant and Abandoned Housing Task Force public meeting. There are some of these properties in our districts. Taylor's Field in particular has more than its fair share. Next week the task force will convene again to announce possible solutions after hearing citizen concerns from last meeting. I will share those announcements next report. There is wood siding on the house and wood and synthetic siding on the additions. There is a porch at the main entrance with an architectural pediment and pilasters the front door entrance has side lights and a central fan light. ALTERATIONS: The original 2 storey Colonial Revival house was built in 1948 with a breezeway connecting the house to the garage. The exterior walls had wood siding and the gabled roof had asphalt shingles. The foundation is concrete. The two storey addition that enclosed the breezeway was built prior to 1986, The 2007 one storey 1600 foot addition to the south and east of the house along with the expansion of the driveway was approved with COA 2007-0214. The front entrances architectural enhancements were approved with same COA. The roof is a replacement and the storm windows and doors as well. APPLICATION ITEMS: Replacing existing stone patio with brick; adding a pergola over the patio as well as over the gate entrance on Sunnyside adding a raised bed on the east side of patio DESCRIPTION OF PROPOSED PROJECT: The homeowners are going to replace the concrete patio with brick pavers. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. There is an enclosed brick front porch with large double hung windows and front door. ALTERATIONS: A rear one storey enclosed entry was noted in the 1998 survey card. The roof is not original.
