The enclosed wrap around porch is also aluminum sided and has aluminum storm windows. The windows are double hung, some are replacements and some have fixed aluminum awnings. There are wood steps leading to the front door with wood railings and decking. ALTERATIONS: The aluminum siding, awnings, storm windows fascia and soffit are replacements. The enclosure on the wrap around porch and the rear shed roofed deck are additions. The windows do not appear to be original. The front steps and lauding are not original. APPLICATION ITEMS: Change Bad Windows DESCRIPTION OF PROPOSED PROJECT: The owner has removed three wood double hung windows without a COA from 3 locations on this non-contributing house Although the wood windows appear to be in decent shape their sash system is the Tape Sash Balance system. This system was produced in the late 1930s and used sporadically in our area. It's production was discontinued at the beginning of WWII when the metal (bronze or brass) was required for the war effort STANDARDS AND GUIDELINES: Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Although the sashes appear to be in good condition, the Staff has no first hand knowledge of what condition the frames were in before the replacement windows were installed. Since this house was built in 1894 and this sash system was introduced in the late 1930s, these windows are replacement windows along with just about everything else on the exterior of this house. Staff recommends the approval of the replacement of the replacement windows on this non-contributing structure. Staff also requests that the owner give the sashes to HPC for demonstration purposes. CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 3 July 2012 Application Number: 2012-0703 Property Location: 971-973 Riverside Drive Architectural Style/Date/Architect or Builder: American Foursquare/1911/Autin and Shambleu Property Owner: William Fewell Landmark or District Designation: Riverside Drive LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a large two storey, plus attic, American Foursquare. It has stucco walls with wood string course and water table; the central dormer has wood shingles. The low hip with central hip roof dormer are covered with asphalt shingles, the two windows are wood 8/1. The windows are 1/1 double hung with wide wood surrounds and aluminum storms. There is a full length open front porch with brick piers, wood Doric columns and balustrade. The handrails are temporary. ALTERATIONS: The aluminum storm windows and doors are additions to the house The roof was replaced with architectural shingles with COA# 1999-0928. The handrails were in-kind replacements with COA#1996-1115; but are missing or have been taken down. APPLICATION ITEMS: Replace concrete with brick of stone; the walkway between the sidewalk and front porch steps. Repair front concrete steps. DISCRIPTION OF PROPOSED PROJECT: The owner has removed the deteriorated concrete walkway and proposes to replace it with either a stamped concrete pad or brick or stone pavers. Staff would recommend the reinstallation of the hand railings. STANDARDS AND GUIDELINES: B. BUILDING SITES LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be 0, appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval as any of the proposed materials would conform with the guidelines of the Riverside Drive District. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This Free Classic is a two storey frame house with wood clapboard siding with an irregular plan set upon a brick foundation. The roof is a cross gable that is covered with asphalt shingles. The windows are all vinyl replacement double hung windows. There is a full length front porch with wood floor, wood Doric columns, wood railings balustrades and lattice apron. ALTERATIONS: All of the windows were replaced with New Sunrise vinyl windows with COA #1999-0924-3 APPLICATION ITEMS: Constructing a steel shed in back of property. Shed to be removed when I would move. Please see attached documentation. DISCRIPTION OF PROPOSED PROJECT: The renter of the house, Adam Ewing, has obtained the permission of the owner to construct a 20' x20' temporary shed. The walls and roof will be constructed of steel panels that will be bolted together for construction and de -construction when Adam moves. The doors will also be steel. The structure will be located at the rear of the property. It will house and protect a vintage car and lawn care equipment. STANDARDS AND GUIDELINES: C. SHEDS AND ACCESSORY BUILDINGS Accessory buildings are those structures that serve a specific subordinate function to the residence. These include garages and storage sheds and carriage houses. All of the accessory buildings are located in the rear yard. The carriage houses were designed in an architectural style related to the residence and were constructed at the same time as the residence. Required Accessory structures (gazebos, decks, playhouses, children's play equipment, etc.) shall be Located at the rear of the property and as unobtrusively as possible while preserving historic, relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other standards. It is built in panels and bolted together for easy assembly and disassembly. Three sides consist of 2 — 8x1.0 feet panels each.. The fourth side consists of 1 — 10' panel framed for a double door . (9' wide) and 1 — 10' panel framed - for a 4' door. The roof consists of 4 panels and a 4/12 pitch. All panels are 2x4 framed with structural steel siding except the roof is 2X6 framed. N N 1 1* STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS —Date: 5 July 2012 Application Number: 2012-0705 Property Location: 515 S. St. Joseph Architectural Style/Date/Architect or Builder: 1894/Queen Anne Property Owner: Michael Baxter Landmark or District Designation: Taylor's Field Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey plus attic Queen Anne has an irregular plan and is situated on a rough stone foundation. The exterior walls are clad in asphalt shingle siding while the attic storey is wood shingle siding. There is a rounded front comer on the first level that is rough stone. The roof is a side gable with front cross gable cover with asphalt shingles. There is a flat roofed front porch over the entry that is supported by spindle wood columns with a wood deck supported by concrete block. The windows are 1/1 double hung sashes in aluminum in the second level and wood 1/1 on the first. There is an arched window on the north side of the attic storey and also 12/1 Double hung wood sashes in the projection bay. ALTERATIONS: The asphalt shingle siding is a replacement. The roof is not original to the house. The aluminum windows are later additions. The glass blocks in the front basement foundation are not original to the house. APPLICATION ITEMS: The addition of a 6 foot tall spruce fence around the perimeter of the backyard, including along the north side of the house. 4"x4" treated posts every 8 feet, concrete base. Two gates, located on the east and west sides. Clear wood sealant. Please see diagram and product descriptions. DESCRIPTION OF PROPOSED PROJECT: The owner proposes to enclose the back yard with a spruce stockade wood fence. It will be installed around the perimeter of the yard at the set back of the house on the south side and attach to the current fence on the north side per diagram submitted. STANDARDS AND GUIDELINES: Taylor's Field Local Historic District Guidebook B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot with a small to medium lawn in front and little to no lawn at the rear of the property. Often the back yard is used as a parking lot for tenants. About half of the properties include a garage which is either located at the rear of the property and accessed from unpaved alleys running behind the property or located directly next to the structure and accessed by small drives. Nearly all of the garage structures are out of date, single -stall frame buildings. One large carriage house still stands in the district. Most properties have trees, shrubbery and/or hedges. Most houses conform to the uniform set -back within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced or fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television satellite dishes, solar panels and skylights shall not be permitted in areas where they can be viewed from the public thoroughfare. Historic Preservation Commission Meeting 7:00-8:30. 19 June Attended 7:30 am Rotary Board meeting at the LaSalle Grill. Presentation by Hugh Johnson for the Rotary Club's 2014 Centennial Project at Howard Park which is in the Howard Park national Register District. Prepared and mailed the 5 approved COAs from Monday's meeting. Endorsed six 106 reviews for grants. E-mailed Mayor's assistants to set up meeting concerning the Avon Theatre facade. Spoke at length with Aaron Perri of DTSB concerning the salvaging/saving of the Avon fagade; he liked my idea of using the facade as an entrance to patio dining for Ciao's and using the rest for parking. The facade could be supported by the side walls, with the south being gradually lowered as a buttress and bringing the rear wall in further if needed.. Began listing of Code issues in historic districts and sent to Steve and Elicia for discussion on Friday at 11:00. Briefly attended the Pitch Your Plan at the State Theatre. Followed up with Liz Maradik on the inquiry from HPC Commissioners about South Bend being in the top 10 for delinquencies in sub prime mortgages. She will e-mail me the source and parameters. Scott Ford introduced the new configuration proposed for the Department of Community Investment FNA Community and Economic Development. 22 June Attended Ground Breaking for the River Race Town Houses. Met architect Velvet Canada; these town houses are being geared for individuals with incomes ranging between 36,000.00-42,000.00 to encourage people who work downtown to live downtown. Spoke with Joe Kernan and congratulated him on being one of the first owners to move in this year. Met with intern Michelle Russoneillo; possible post card project in County gave her a brief tour of Downtown South Bend. 25 June Read national Register Nomination for Farm at St. Pat's Park. Arranged to tour both barns and settings with Sarah and Shelley of Parks along with Elicia and Michelle. The second level of the red barn was still filthy with bat guano and inhabited. Participated in Common Council Committee meetings. During the Public Works and Property Vacation Committee Valerie Schey commented that she has a neighborhood problem because she lives in an historic district and many neighbors want the vacant and deteriorating 1105 E. Wayne / 230 S. Eddy demolished. (The owner of record is still Arnett Echo and the taxes are current.) Kathy Cekanski-Farrand directed her to address her questions to me. I explained that a COA would need to be approved for demolition by the Commission and that over the years, deteriorated and neglected houses have been demolished in historic districts. I also spoke against a variance on Parry Street to allow for an auto repair business of be allowed behind a home within a block of 415 Parry, a landmarked home, at the Zoning and Annexation Committee. The Committee was amenable to the spot zoning for this repair shop apparently because the owner lived there over 30 years and his son wants the shop (if it didn't succeed, his mother may use it to make tamales and tacos) and the 2008 East Bank Village Plan has not been adopted by the Council. The issues was continued and a meeting on Friday, 29 June at 1:00 was scheduled to discuss this matter with all parties concerned. 26 June Finally completed the coordination with DTSB, HPC, Katherine Roos, and the Library for a meeting on Wednesday at 10:00 to discuss the Avon Theatre. Complied and turned in fee and revenue estimates for balance to 2012 and 2013 to the Auditor's Office. Elicia would like to set up a meeting with Scott Ford with this article as a springboard to integrate the HPC in the boarder sphere of local government. Met with Catherine Topple about neighborhood raccoon problem in River Bend after turning in a dozen Code violations to Code with pictures and descriptions that Steve and intern, Phillip Dudeck compiled; also turned in two building code violations to Mark Lyons. Met with Pam Florey at 1336 E. Wayne S. concerning her dying tree that is too close to the house; brought her the Contractor's List and COA forms. Attended the Vacant and Abandoned Housing meeting at Kennedy School between 5:30 and 7:30. The emphasis was on Code enforcement and actually suggested follow up reports on completed work and productive uses for demo sites; Data -how it is used to feed Code; Land Banking and Resources/Support for Rehab and Reuse of Vacant and Abandoned Housing or sites. Need to improve acquisition process of vacant neighborhood properties; suggested involving local Churches and Neighborhood groups and once an area was rehabbed to get bus lines to it. 27 June Meeting with Debra Futa, Bruce Burnett, David Woodcox of the SJC Library; Tamara Nichols -Smith and Aaron Perri of DTSB; Katherine Roos of the Mayor's Office and Tim Klusczinski at the Library concerning saving the Avon Theatre facade that they Library would like to have demolished before Ciao's opens up in August with a seven year lease from the Library. Katherine discussed the economics of $4,000.00 per space for surface parking versus a pocket park for less money for the area behind the Avon faced. Tamara wanted to know the cost difference between mothballing and demolition; perhaps the City would look at possibly funding the difference. Aaron suggested using parking structures to which Debra said that employees are afraid of them and their amenities leave 2 a lot to be desired. Aaron suggested working out something with inexpensive day time parking behind the Bankruptcy Court. Meeting at the Avon Theatre with Fritz Herget of Arsee Engineering, Brad Dennis of Ziolkowski and the crew from the Library. Theatre Interior is basically a concrete box and used for storage. Exterior Terra Cotta can be restored, upper level in better shape than lower level. Followed up with reports to DTSB and Mayor's Office. 29 June Attended meeting at Indiana Landmarks concerning the Fredrickson Candy Store that the First Presbyterian Church wants to disown and move, but doesn't want to pay for it. Also discussed was moving the landmark at 319 William Street. Todd thought that they could both be moved and set upon new foundations and utilities hooked up for between $40,000.00 and $50,000.00 each. Liz Maradik from S.B. Economic Development was also there along with David Hurley. Also attended a meeting with Councilman Oliver Davis about the spot zoning on Parry Street with Christa Nayder (Area Plan) and Scott Ford ( new Director for Comm. &Econ. Devel.). Suggested to Mr. Davis that length of residence not be used as a criteria for all the Council to allow spot zoning as it would cause future problems for the Council. Suggested that the rationale be that the Robert Henry Company already has zoning for light industrial which is right behind the proposed garage site. 2 July Worked on the Avon Theatre communications. The enclosed wrap around porch is also aluminum sided and has aluminum storm windows. The windows are double hung, some are replacements and some have fixed aluminum awnings. There are wood steps leading to the front door with wood railings and decking. ALTERATIONS: The aluminum siding, awnings, storm windows fascia and soffit are replacements. The enclosure on the wrap around porch and the rear shed roofed deck are additions. The windows do not appear to be original. The front steps and landing are not original. APPLICATION ITEMS: Change Bad Windows DESCRIPTION OF PROPOSED PROJECT: The owner has removed three wood double hung windows without a COA from 3 locations on this non-contributing house Although the wood windows appear to be in decent shape their sash system is the Tape Sash Balance system. This system was produced in the late 1930s and used sporadically in our area. It's production was discontinued at the beginning of WWII when the metal (bronze or brass) was required for the war effort STANDARDS AND GUIDELINES: Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Although the sashes appear to be in good condition, the Staff has no first hand knowledge of what condition the frames were in before the replacement windows were installed. Since this house was built in 1894 and this sash system was introduced in the late 1930s, these windows are replacement windows along with just about everything else on the exterior of this house. Staff recommends the approval of the replacement of the replacement windows on this non- contributing structure. Staff also requests that the owner give the sashes to HPC for demonstration purposes. It has stucco walls with wood string course and water table; the central dormer has wood shingles. The low hip with central hip roof dormer are covered with asphalt shingles, the two windows are wood 8/1. The windows are 1/1 double hung with wide wood surrounds and aluminum storms. There is a full length open front porch with brick piers, wood Doric columns and balustrade. The handrails are temporary. ALTERATIONS: The aluminum storm windows and doors are additions to the house The roof was replaced with architectural shingles with COA# 1999-0928. The handrails were in-kind replacements with COA#1996-1115; but are missing or have been taken down. APPLICATION ITEMS: Replace concrete with brick of stone; the walkway between the sidewalk and front porch steps. Repair front concrete steps. DISCRIPTION OF PROPOSED PROJECT: The owner has removed the deteriorated concrete walkway and proposes to replace it with either a stamped concrete pad or brick or stone pavers. Staff would recommend the reinstallation of the hand railings. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval as any of the proposed materials would conform with the guidelines of the Riverside Drive District. ALTERATIONS: All of the windows were replaced with New Sunrise vinyl windows with COA #1999-0924-3 APPLICATION ITEMS: Constructing a steel shed in back of property. DISCRIPTION OF PROPOSED PROJECT: The renter of the house, Adam Ewing, has obtained the permission of the owner to construct a 20' x20' temporary shed. The walls and roof will be constructed of steel panels that will be bolted together for construction and de -construction when Adam moves. The doors will also be steel. The structure will be located at the rear of the property. It will house and protect a vintage car and lawn care equipment. STANDARDS AND GUIDELINES: C. SHEDS AND ACCESSORY BUILDINGS Accessory buildings are those structures that serve a specific subordinate function to the residence. These include garages and storage sheds and carriage houses. All of the accessory buildings are located in the rear yard. The carnage houses were designed in an architectural style related to the residence and were constructed at the same time as the residence. Required Accessory structures (gazebos, decks, playhouses, children's play equipment, etc.) shall be Located at the rear of the property and as unobtrusively as possible while preserving historic relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other standards. STAFF RECOMMENDATION: Staff recommends approval of the free standing metal shed located at the rear of the property as it conforms to the guidelines of the district. The exterior walls are clad in asphalt shingle siding while the attic storey is wood shingle siding. There is a rounded front comer on the first level that is rough stone. The roof is a side gable with front cross gable cover with asphalt shingles. There is a flat roofed front porch over the entry that is supported by spindle wood columns with a wood deck supported by concrete block. The windows are 1/1 double hung sashes in aluminum in the second level and wood 1/1 on the first. There is an arched window on the north side of the attic storey and also 12/1 Double hung wood sashes in the projection bay. ALTERATIONS: The asphalt shingle siding is a replacement. The roof is not original to the house. The aluminum windows are later additions. The glass blocks in the front basement foundation are not original to the house. APPLICATION ITEMS: The addition of a 6 foot tall spruce fence around the perimeter of the backyard, including along the north side of the house. 4"x4" treated posts every 8 feet, concrete base. Two gates, located on the east and west sides. Clear wood sealant. Please see diagram and product descriptions. DESCRIPTION OF PROPOSED PROJECT: The owner proposes to enclose the back yard with a spruce stockade wood fence. It will be installed around the perimeter of the yard at the set back of the house on the south side and attach to the current fence on the north side per diagram submitted. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. The hip roof is covered in asphalt shingles and there is a front dormer. A full width open front porch has square posts. Walls are sided with asbestos. Windows are 1/1 wood double hung. A garage sits on the site. ALTERATIONS: Asbestos siding has been added. Aluminum storm windows have been added. APPLICATION ITEMS: Replace soffit, fascia and gutter. Replace front screen doors. DESCRIPTION OF PROPOSED PROJECT: Existing tongue and groove soffits are deteriorated beyond repair and currently allow animals to enter the house and eat the electrical and insulation. The deteriorated wood will be removed, new insulation added, electrical upgraded and soffit replaced with new plywood. New soffit with be covered with vinyl (or aluminum if the Commission prefers). Fascia will be replaced with new aluminum. Owner proposes to replace the failing plastic gutters with seamless metal gutters. All of the roof improvements will be uniform with the materials used on the garage. Front storm door will be replaced with a new full view storm door. STANDARDS AND GUIDELINES: Edgewater Place II. Existing Structures A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair., cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately. B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored.
