Staff Review of the Nomination
Of the Sons of Israel Synagogue
To the National Register of Historic Places
Historic Name of Property: Sons of Israel Synagogue
District Boundaries: 420 South William Street
Beginning at the east edge of the sidewalk, approximately five feet south of
the building, face north and continue in a line north WitTi'the east edge of the
sidewalk fourty-four feet. Turn east and continue in a line east one hundred
and fifteen feet. Turn south and continue in:a line south behind.the building
fourty-four feet. Turn west and continue in a line west on hundred and
fifteen feet to the east edge of the front "sidewalk, ot'the place of beginning.

Case History
The Historic Preservation Commission of South Bend. and St. Joseph County
retained Partners in Preservation, Kurt West' C'arrie'r of Plymouth Indiana to
prepare the nationallegister Nomination for the'Sons of Israel Synagogue
based on its historic. and architectural significance. It has now been reviewed
and processed by`the:Staff of.the Historic Preservation Commission and is
now formally submitted-:for'action:by theMistoric Preservation Commission
of South Bend and.St. Joseph County:'
Criteria for Evaluation:
In order to be considered 'eligible for inclusion in the National Register, an
historic property should be at least 50 years old and must be a possess local,
state, or national significance in relation to at least one of these following
criteria.
Criteria A is associated with the events that have made a significant
contribution to the broad patterns of our history; or
Criteria B is associated with the lives of persons significant in our past; or
Criteria C embodies the distinctive characteristics of a type, period, or
method of construction or represents the work of a master, or
possesses high artistic values, or represents a significant and

distinguishable entity whose components lack individual
distinction; or
Criteria D has yielded, or is likely to yield, information important in
prehistory or history.
Ordinarily, cemeteries, birthplaces, graves of historical figures, properties
owned by religious institutions or used for religious purposes, structures
which have been moved from their original locations, reconstructed historic
buildings, properties commemorative in nature, and properties which have
received significance within the last 50 years, shall not be considered eliaible
for the National Register. However, such properties will pualifv if they are
integral parts of historic districts which meet the criteria or if they fall within
the categories established by the National Park Service as Criteria
Consideration/Exemptions.
Evaluation of the Nomination
The Sons of Israel Synagogue meets two of the four possible criteria. As cited
in the nomination the property meets Criterion A due to the building's use as
an early house of worship for an orthodox congregation composed of a number
of Jewish immigrants from Eastern Europe and Russia to the area. It also
meets Criterion C due to the building's unique Romanesque Revival
architecture with its congregants' ethnic roots reflected in its details and
styling. It was designed by local South Bend architects Freyermuth and
Maurer and constructed by the Indiana Lumber and Manufacturing Builders
of South Bend.
Staff Comments
Staff has evaluated the submitted nomination according to procedures,
policies, standards, and criteria established by the National Park Service and
the Division of Historic Preservation & Archaeology pursuant to Certified
Local Government and applicable federal regulations. Staff visited the site
and toured the interior and exterior of Sons of Israel Synagogue at various
times between 2005 and 2011. The contextual development, format,
supplementary documentation and information presented are considered

accurate and appropriately executed. Staff has also determined that the
Sons of Israel Synagogue meets the applicable criteria as defined in this
review and considers the area, as delineated by the justified boundaries, to be
eligible for inclusion in the National Register of Historic Places. As set forth
in 36 CFR, Part 60; Staff has notified the property owner of the nomination
via a notice published in The South Bend Tribune on December 18, 2011
and personal contact. Public officials and interested parties have been
notified by letter of the pending nomination. All have been given the
opportunity to provide the Commission written comments or objections. To
date, no submissions have been presented. .
Staff Recommendations
It is recommended that the State Historic Review Board concur with Staff
that the subject property meets the criteria for inclusion in the National
Register of Historic Places. In addition, StAff requests that thb'Commission
direct Staff to submit the appropriate report ,to PetetButtigieg, Mayor of the
City of South Bend for his concurrence, in compliance with Indiana's
Certified Local Government regulations.

January, 2012
20 December Prepared COA Permit for the Kline's and dropped it off at their
home. Drove through West North Shore, Riverside and Chapin Park LHD. Reviewed the
proposal for 735 LWE for Prairie Salvage architects ADG.
21 December Magnet Mailing and Newsletter project to 896 residences in
districts and landmarks.
22 December Continued to stuff envelops and take to mail room. Received the 106
Preliminary proposal for the work on the Leeper Park Bridge. Meeting with Greg Kil and
BSSB board members about the proposed new flooring in the Conservatories. Arranged
with Heidi to meet with Evie Kirkwood to view the Ethan Allen Reynolds memorial and
its possible relocation at the Conservatories or the Park.
23-26 December Office Closed for Christmas Holiday
27 December Reviewed the Leeper Bridge repair proposal. Went to Beildix
Woods to view the Reynolds monument with Heidi Gray. It is a massive solid granite
horse trough with a separate and equally massive, solid granite monolith marker. It was
located at the side of the Studebaker Club House and no one knows why it was there or if
the Reynolds family had any connection to the Studebakers or the Company. It was
moved to the site in the woods so that the Club House could be re -pointed. I will research
if there was a relationship to Studebaker and check with Travis Childs if the Reynolds'
are buried in City Cemetery. Steve Szaday was added to the insurance for the car as of I
January 2012 and Wayne Doolittle was removed from the policy.
28 December Worked with Steve Szaday on 5 106 Reviews for grants. Wrote the
letter to Staffan Peterson at INDOT on the Leeper Park Bridge proposal reminding them
also that Leeper Park is a landmark and will need to be restored if they use it as a staging
area and that COAs will be need for the Bridge work. Received information that Valerie
Schey, newly elected Common Council member and resident of E. Wayne Street LHD,
has set a goal of de -listing East Wayne Street as a District.
29 December Organizing paperwork and process to have Steve registered as a
Vendor so that he can begin to draw a paycheck. Paperwork for network access for Steve.
Compiled year end statistics and turned in COA fees for December.
30 December Completed letter to INDOT on Leeper Bridge and it will be mailed
out at the beginning of the new year. E-mailed Luella Beth Hillen of ASC our approval
of the work proposed for New Carlisle. Turned in funds for HPC Nuts and Survey Books.
RME for 609 N. Lafayette re -roof. Russ Luchies called and told me that the old South'
Bend Toy Building's brick fagade was falling off. Contacted Code Inspector, Brian
Haygood with the information and Russ' contact information. Russ would like to
palletize the bricks for future use in restoration projects. Also gave Russ Gary Gilot's
contact information to get information on the clean up of that site. Russ thought that it
would make nice loft apartments if it could be stabilized

16 January Martin Luther King Day
17 January Reviewed accumulated information on my desk. Returned City Engineer
Rob Nichols call on the Leeper Bridge and INDOT's concerns about the COA process
delaying the project. Since it's an in-kind repair and maintenance issue that will not
affect the appearance of the bridge, I opined that there shouldn't be any delays with the
project. Reviewed year end location report for accuracy and found two areas for
correction.
18 January Continued to address the year end location report and met with Kathy
Sobecki to make the necessary corrections. Composed and submitted the carry forward
amounts in the Special Gifts Account which now total $13,778.75. Worked with
Auditor's Office and Pam Meyer of Community and Economic Development to have the
HPC's $25,000.00 check for 2011 sent to the Auditor's Department. Pam thought that
the change in administration and personnel allowed it to fall through the cracks.
Followed up on Local Landmark Fire Station #4 for Eric Boyd with Catherine Topple;
demolition order is still in place but she will work with him so can secure the necessary
permits from the Building Department. She will keep HPC advised. Participated in the
BSSB meeting at 5:30 and presented Treasurer's Report.
19 January Compiled 2011 statistics and sent to Commissioners. Finished draft of the
Sons of Israel Staff Report for Monday's meeting. Sent out email to HPC
Commissioners to verify quorum for 23 January. Returned Frank Hurdis' phone call
concerning a phone call conversation that he had with John Strauss about Marquette.
John was on a fact finding mission, said they had asbestos abatement money and once the
asbestos was out the school would be demolished. What about the Cassaday collection?
Marquette is 35 in line at the DHPA and won't be reviewed until October. Interim
Protection runs out in early April.
20 January Meeting with Greg Kil with Elicia about the Notre Dame Institute for
Latino Studies plans for the adaptive reuse of the Hansel Center which is a National
Register site but not a local landmark. The exterior will not change except for the
removal of the awning which will reveal the della Robia "Bambino" over the entrance
and the re -pointing brick work and painting of the fence. The outdated handicap
accessible ramp on the west will be brought up to current standards and an east side
entrance will be enhanced. Most of the work will be reconfiguring the interior for
conference rooms, galleries and the print shop. Brought Marcia Qualls up to speed on
what the Staff had determined with the East Wayne Street Entrance lights. Marcia said

that the neighborhood would need to purchase the light to match the new one; but the
City would be willing to install it. Left message with Linda Riley on that update. Phone
conversation with Charlie Horner a trustee of local landmark Emmaus Evangelical
Lutheran Church at 929 Milton. The doors, which he thinks are original, need to be
either replaced or repaired. I e-mailed (hornerbunch r@gmail.com) him our Contractors
list, COA deadlines and Meeting dates along with a link to our site. Offered to meet with
him at the Church with Elicia and Steve to determine if repairs were worthwhile and
suggested that he contact Paul Hayden at Relics or John Oxian for replacement doors.
23 January Spoke with Tony from Ancon and advised him on what Ancon needed to
do to document with HPC the re -painting of the wood windows at the Morris. On sight
review of deterioration of South wall of Dean Building and the boarded up local
landmark at 319 N. Williams. Need letters from legal to owners about repairs and
maintenance issues with possible follow up with Code hearings. Prepared for HPC
meeting.

Opera LaSalle, and Tamara of DTSB. Working out details with Neal Vogel. Make copies from the file
for Neal. Discussing lunch details with Steve. Scheduling a student tour of the Morris. Prepare a Press
Release and email to press and select city officials. Meeting at the State to assist with the class.
Provided interview to WNDU Mark Peterson. Prepare thank you cards to Neal Vogel & students,
Bruno's downtown, Jimmy John's downtown, H & G, DTSB, Banko Capital, Paul & Pete, Doug Turnock
and Ezra.
18. Trying to identify an orphanage at Lincoln Way East and Logan in South Bend for a lady who

19. Received phone call from Richard Streeter regarding a vacated railway line planned for a Rail -
to -Trails project. Reviewed emails from Richard and forward to Catherine for response.
20. Respond to a Habitat For Humanity masonry contractor inquiry for their office building in Taylor's
Field.
21. Correspondence with Greg Kil of Kil Architecture on 1 /the Hansel Building on West Washington
2/103 West Wayne/Michigan. Emailing Greg with details of a meeting with Staff to review the plans
for the Hansel building. Researching HPC files and forwarding to Greg for the Wayne St. building.
Meeting with Greg Kil, Catherine, and Steve at HPC Office to go over plans for Hansel Center for Art
and Culture. Gave Greg contact info for Accurate Construction (window restoration on Central High
Apts).

PRESERVATION SPECIALIST REPORT
January 23, 2012
Before I begin my report, I would like to say "Thank you" to Catherine, Elicia,
and the Commission for granting me this opportunity to take this position. I look forward
to a great year of working together to preserve, protect, and educate. I would also like to
mention Wayne Doolittle, who continues to be a wealth of knowledge and support.
Rather than merely providing a time sheet, I would like to approach my report.--
with
eportswith information on what I have been working on since the last meeting. I would also like
to mention some of the projects I plan on working on before the commission meets again.
Of course there are the neighborhood inspections, not much work being done in
winter however. There was also an increased number of Environmental Reviews (106s).
I have also been working on reorganizing our photo files so that they are categorized by
addresses rather than date or Certificate of Appropriateness. We are hoping this provides
a visual history of work being performed.
I am very excited to have had the chance to spend several days working with Neil
Vogel and his class from the Illinois Institute of Art. Neil and his class are working on a
class project to derive uses for the newly purchased State Theatre. Since we were unable
to find a complete set of drawings, we spent a great deal of time measuring the space and
differentiating between the original structure and those added during the many
renovations. It was very satisfying to work with Elicia organizing the efforts of the
media, DTSB, Hayden House, Bruno's Downtown, Jimmy John's Downtown, Herman
and Goetz, Doug Turnock, and all those people who fed, housed, and provided supplies
for this group. The buzz created by the evening news story as well as the newspaper
article around downtown was wonderful. Dozens of people stopped in to see what was
going on and so many more slowed down to look as the marquee was once again lit up.
Prior to the next commission meeting, I would like to have made further progress
on the reorganization of the photo files. I would also like to have the details on our next
Restore Michiana workshop as well as all the surplus (old and obsolete) office equipment
removed from the storage room and back at county storage. Neil Vogel and his class
may be coming back through for a one day visit to address any missing information they
may need.

On a motion by Mike Voll with a second by Lynn Patrick to forward the nomination to
the Mayor of South Bend and other agencies including the State Historic Preservation
Office.

2. West LaSalle Street NR District -Update.

1. 1922 Portage Avenue -Update. Per Larry, the Ordinance will be circulated for
signature at the February meeting.

Nine Nueeets for Commission Members was presented by former Commissioner, Todd Zeiger of
Indiana Landmarks.

3. Director's Report —Distributed. Discussion of Conservatories. Discussion on
Leeper Bridge regarding the rehabilitation proposed as mostly in-kind. Catherine
advised the contractor that if Leeper Park is used as a staging area, they must protect
the landscape. Also, there is no active weight limit enforcement after 6pm.
Discussion of the relics at Bendix woods -Commissioner Voll suggested that the name
Reynolds may have been associated with a donation of Alexis Coquillard's walking
stick to the Center for History.
4. Assistant Director Report —Distributed. Discussion of State Theatre.
5. Preservation Specialist Report —Distributed. Discussion on the format of the
report.
6. Legal Counsel None.

V. OLD BUSINESS
A. East Wayne Street lanterns -Discussion. Catherine reported that the City of South Bend is
willing to install a new fixture if it is purchased. The Preservation Specialists report was
forwarded to Linda Riley on behalf of the neighborhood group and Panzica for review.
B. CO2 demonstration—Discussion. Bremen location could work for a spring demonstration.
Commissioners will otherwise be thinking of a relevant local demonstration site.
VI. NEW BUSINESS
A. 2012 HPC Planning-Elicia distributed a calendar of events/timeline.
B. East Wayne Street -Discussion of a potential push to de -list the Local Historic District.
C. East Wayne Street -Commissioner Buccellato reported a street lamp and post west of Jacob
Street had been knocked down.
