DESCRIPTION OF STRUCTURE/ SITE: This is a large solid stone Queen Anne that has two storeys and an attic with
turrets and gables and dormers. The roof is asphalt. It has a solid stone foundation. There is an open front porch with stone steps
and a port cochere`on the"rear east side with stone steps leading up to the house. The windows are 1/1 double hung set within
stone frames, Heavy sione lintels and stone sills. The house has two stone chimneys. There is a stone carriage house in the rear.
The two sttu"ctures are set on a comet; lot with minimal landscaping and surrounded by concrete parking areas.
ALTERATIONS: The tile roof was replaced with asphalt shingles after the 1987 fire. The rear porch was enclosed. There is an
additional stricture enclosing anotlier,entrance at the rear. The house was converted into four family units in 1945, with further
subdivisions°after 1945.
APPLICATION ITEMS: Remove scrub brush and associated stumps along east property line, remove chain link fence along
east property line, install dirt and grass! Remove non-contributing windows installed in carriage house door openings and
associated rough sawn siding. Install finish grade exterior plywood in openings as temporary cover. Paint Brown to match trim.
Permanent opening treatmentswill be determined and submitted at a later time. Remove later enclosure of rear porch and
associated doors and windows. All per attached listing and photographs.
DESCRIPTION OF PROPOSED PROJECTS: Indiana Landmarks proposes to remove the white metal enclosures on and off
the rear porch. This would return the porch to its original open air form. Indiana Landmarks also proposes to remove the non -
original windows and wood in the carriage house door openings and replace it temporarily with exterior grade plywood painted
brown to match the trim. This would suggest the look of the original carriage house doors. Indiana Landmarks proposes to
remove the current landscaping items, re -grade the site as needed plant grass; replace the arbor vitae shrubs with mulch.
STANDARDS AND GUIDELINES:

2. No extension of existing buildings or improvements, and no additional buildings or improvements, and no future development
of any kind whatsoever shall be permitted on the Property, unless the plans and exterior designs of such proposed future
development have first been approved in writing by the Grantee, and only if such proposed future development shall conform
with applicable local, state or Federal standards for construction or rehabilitation with the district wherein the Property is situate.

STAFF RECOMMENDATION: Staff recommends approval of the proposed work on the main house to remove non -original
materials in the rear as well as the work on the carriage house. Since landscaping is not specifically addressed in the easement
document it can be done without written permission from the Grantee.
On a motion by Dave Steinhauer with a second by Jerry Niezgodski to approve application as
submitted.
Vote: 5-0-1 abstention.
COA#2012-0213 Approved.
Chair originally announced the vote tally as 6-0 unanimous. Later, under New Business, Lynn
Patrick called for a Point of Order and clarified that she had in fact abstained and did not vote in
favor of the application, reasoning that the project specified the removal of a young maple tree
without the possibility of transplanting. Chair ordered the correction and added that there is
general consensus to seek new locations for healthy (and manageable) trees whenever relocation
becomes necessary.

1922 Portage Avenue for Landmark status with a second by Kevin Buccellato.
Vote: 6-0 Unanimous.

24 January Prepared information on the Norfolk and Southern Landmarked Bridge
for Chad Slider at the Indy DNR. Photographed bridge to send to Indy. On site
inspection of East Wayne Street for damaged street light near Jacob Street that
Commissioner Buccellato reported.
25 January Attended the Convention and Visitors Bureau luncheon at Legends with
Elicia and Steve. Networked with CVB Staff and DTSB Staff discussed tours and potential
district tours. 106 Review at 935 West LaSalle for Habitat project. Located damaged light
post on EWS-lantern was missing. On site visit and photographs of doors at local
landmark Emmaus Church on 929 Milton. Doors appear to have been altered with the
addition of wood paneling. Noted that there was some badly re -pointed bricks on the south
side and that a metal awning had been installed improperly causing the lintel to crack. Sent
information to The Tiffany Group on local landmark 1601 Kemble. On sight visit with
Steve to 1601 Kemble met with potential buyer Matt, owner Bruce and vinyl replacement
window sales person. Advised them to restore the wood windows and use storm windows.
26 January Sent e-mail to Brian Haygood and Catherine Toppel about the burnouts
and abandoned houses along LWE which boarder the Edgewater LHD. Also bcc'd Henry
Davis and Cyd Maravolo. Mailed out the Sons Of Israel Synagogue National Register
Nomination to Holly Tate at the DHPA. Provided contact information for James Cronk
232 7140 for the Studebaker Administration Building. Provided Matt Gingerich at 5 Star
574 825 4100,(matt@5starhouses.com) with website, Contractor listing and meeting/Coa
dates for 1601 Kemble proposed work. Don and Darcy Troyer stopped in to make
arrangements with Steve Szaday to tour the interior of Local Landmark 60649 Hickory
Road. Brent Gregory called for information on 1304 S. Ironwood -Mishawaka; referred
him to Ken Prince and the Genealogy Room.
27 January Attended Energy Sustainability Workshop at Logan Center for the morning
with Elicia and Steve. Joint Presentation between IUSB, City of South Bend Department
of Energy, I&M and Nipsco. Worked on Lynn Patrick's Common Council re-
appointment to Commission. Met with Kathy Sobecki to clean up discrepancies in year
end Location Report.
30 January Interviewed two intern candidates from Notre Dame School of Architecture
with Elicia. Sent Bill Sniadecki the information on School Assessment from the Energy
Workshop. E-mailed Ryan Dvorak and encouraged him to vote on HB 1111. Worked
with Mark Lyons on the requirements for blade sign for Navarre Cafe on American Trust
Building. Spoke with Sidney Blancett owner of 1922 Portage which is up for landmarking
about obtaining her information for our files.
31 January Read the new report by the National Trust:
The Greenest Building: The Research to Back it Up
On Tuesday the National Trust for Historic Preservation's Preservation Green Lab
released The Greenest .Building: Ouantifvinz the Environmental Value of.Buildin¢ Reuse,
the most comprehensive research to date showing that preservation is good for the
environment. Using life cycle assessment this study compares the reuse of existing
buildings to demolition and new construction, revealing that building reuse typically
yields fewer environmental impacts than new construction when comparing buildings of
similar size, functionality, and energy efficiency. This is just one of the findings in this
report that supports the critical link between preservation and sustainability. Sent link to
all applicable elected officials and new interns. Interviewed a third Intern Candidate
from Notre Dame.
Spoke with Jackie Beals from Custom Awning about their proposed project on the
American Trust Place. Sent information to Donna Whipple about landmarked farm
house on Hickory.
1 February Discussion with Shane Fimbel, COO of Global Access at Union Station
about their plans and goals for 2012. Also requested use of the Union Station for the 4
May Southhold/Pride of Place Awards. Set up appointment on 10 February for him to
review our files and to share information on the 5 May tour group of 1300 from the New
York Central Historical Society. Rotary guest speaker was SBCSC Superintendent,
Carole Schmidt. Introduced myself to her as Director of the Rotary Charitable
Foundation that funds the Phoenix Scholarships and the3R's projects with school
buildings and as Director of HPC with the landmarked School Buildings. Marquette was
positioned by me as an Intermediate Montessori, which she then indicated that there was
parental support for that to happen -but the building needs work. I responded with a
Building trades class doing the window restorations and then leaving with a marketable
skill. She wasn't really interested and mentioned that it needed new heating and cooling
systems (like a new building wouldn't need those). She seemed rather distant and rather
cold.
Responded to Donna Whippo's phone inquiry on the Hickory Road Landmark; and that
vinyl siding and windows would not be an option. Read Krupali's article on the Taj
Mahal.
2 February Meeting with Tom and Alice of the Oliver Inn with Elicia about the
exterior of the House. After about two hours of discussion exploring the options
concerning grants, tax credits, etc. it was decided to have Tom conduct a paint work shop
at the Inn "a la Bob Yapp" on 14 April. Worked with Sue Solmos on an advertising
piece. Investigated 125 N. Lafayette (1907 Neoclassic 20th Century Motor Car Company)
for Building/Engineering inquiry. Spoke with Matt Gingerich about the landmark at
1603 Kemble. All the work he is now proposing will be restoration and repair -including
the windows. There will be re -pointing and some additional maintenance work. All
could be staff approved. Requested a meeting with our attorney to discuss landmarked
properties that are in disrepair.

3 February Spoke with Marco Marian, South Bend Heritage, about the possible work
in River Bend LHD from the NNRO and Memorial Hospital and the Rushton
Apartments. On site visit to Oliver Inn with Elicia, Steve and Intern, Hannah. Steve
contacted the SBCSC Building Trades Director about having a field trip to teach the
students about stripping paint, etc. Returned Jeff Dierbeck's phone call about 61369
Miami Highway. The barn is rated notable in the survey and sent to him a link for the
National Trusts "Barn Again" web page. Jeff is considering purchasing the property and
restoring the barn that the previous owner let the roof implode. Responded to Rob
Nichols' e-mail about the language for the COA for the Leeper Bridge repairs.
Responded to Todd Zeiger's e-mail and photographs about the work he proposed for the
Kizer House at 803 W. Washington that HPC has the fagade easement; advised him the
removing non -original additions to the main house and non -original windows in the
Carriage House would require a COA; referred issue to Larry Meteiver as well.
6 February Completed 4 106 Reviews. Sent Contractor listing to Troyers so that they
could get a licensed contractor to give estimates for interior work on Hickory Road
landmark. Contacted Marcia Qualls on the downed light post in the 1200 block of East
Wayne Street; lantern is missing. Responded with window restoration information to
1733 E. Wayne Street for Dan and Christine Hatcher.
7 February Meeting with HPC Attorney about three problem landmarks in downtown
South Bend; 110-112 Franklin, 115 S Lafayette (Dean Building) and 319 N. Williams.
Requested letters to be sent with stern language before turning into Code. Lunch with
Sue Solmos discussions about 2012 Lunch and Learn, Landlord registration issue and
Code. Returned e-mail Matt Sikora, Assistant to Mayor, Terry Bush's contact
information so that Mayor Pete can give an address to Rotary in April. Researched
Historic District Information on revitalization. Spoke with Jackie Beals from Custom
Awning about the proposed awnings along the south facade and entry canopies for the
Navarre Cafe; Brad Toothaker is requesting variances, etc. Setting up meeting with
Patrick Henthorn, Engineering, about proposed sewer work in the brick streets of the E.
Washington National Register District.
8 February The initial review of West La Salle National Register District. General
Office work.
9 February On site visit with Elicia to 1733 E. Wayne to determine if front door was
original to the house. It is not. Also checked up on house on North St. Joseph Street that
has been having interior work done. Photographed E. Washington intersection, subject of
meeting with Engineering. Met with Patrick Henthorn and Brian Arterbery of RW
Armstrong. Currently in the planning stages of the CSO work for E. Washington which
will require excavating down 10 feet after all the bricks are removed. They are
considering options such as narrowing the street, new street light, curbing and guttering,
removing disruptive trees in the tree lawn and handicapped accessible corners. Finished
West LaSalle nomination and began to look up homeowners for notification letters.
Attempted to contact Royce Baier of Royce Restorations who is an expert on Brick
Streets.

10 February Elicia and I met with Shane Fimbel and Kevin Smith of Global Access
and Union Station about their vision and future plans centering around Union Station. E-
mailed Bob Yapp for leads on Brick Street experts. Finished looking up the homeowners
for West LaSalle. Drafted a letter for sending to the homeowners. Requested that Steve
Szaday follow up on a report of a hole in the roof at 417 E. Navarre in Chapin Park. The
roof isn't the problem and Steve sent over pictures to Code showing broken windows in
the rear and tarps on the rear fagade.
13 February Responded to Linda Martin on the Board of Public Works request for HPC
to give opinion on the awnings and canopy on the All American Trust Building. Brad
Toothaker is requesting height variances for the awnings and the canopies. This is a
National Register Property, so our permission or approval isn't even necessary.
However, I responded: The entrance canopies look appropriate to the building and its
use as a restaurant. I think that the window awnings detract from the windows and the
neo classical style of the building. But if the owners feel that these are their only
practical option, it won't be the end of the world since they can be safely removed since
they will be installed in the mortar joints. I attended and participated the Finance
Committee meeting of the Northern Indiana Center for History, went over December and
January numbers, 2012budget and upcoming audit. Proof read HPC Newsletter. Acted
upon a letter from Thomas Keller, President of the East Wayne Street Neighborhood
Association requesting action on the mismatched entry gate light. Marcia Qualls,
Engineering and I worked out that HPC will order the lantern, take delivery of the
lantern, EWSNS will be billed for the cost and Engineering will see that it is installed.
Met with Linda Riley again on this issue. Followed up with IVYTech student on
marketing internship.
14 February Spoke with Royce Baier of Royce Restorations about the East Washington
Brick Street project that Patrick Henthorn approached me on last week. Explained the
project to Royce and he did seem to have an interest and followed up with Patrick and
gave him Royce's contact information. Followed up in e-mail with Rob Nichols on the
Leeper Bridge in-kind COA repairs since HPC hadn't heard from INDOT. Travis Mast
of MOT then contacted me for that information. Followed up in e-mail with Shane
Fimbel about using Union Station for the Pride of Place/ Southhold Awards on May 4.
Responded to Linda Riley on the replacement lantern, reiterated procedure and said that
we would verify all specs with Steve Szaday and place the order and have it billed to her
address as treasurer. Prepared Staff Report for 803 W. Washington. It's a fagade
easement and the work requires a COA. Spoke with Joan Downs Krostenko concerning
739 Leland, Ramiro and Amporo Acuna—all work performed without COA or building
permits ---removed front windows, reduced openings installed vinyl, removed chimney
top above roofline and replaced with pipe. Also behind on property taxes. 801 Forest
has a COA and building permit for in-kind replacement of porch and deck above entry.
They have installed vinyl instead. Also the windows may have been changed to vinyl.

15 February Turned in 801 Forest and 739 Leland to Building Department. Sent
Councilman Oliver and e-mail requesting up to 15 minutes before the Zoning and
Annexation Committee about the HPC. Attended a Parks Foundation Meeting on lunch
hour with Heidi Gray and Andrew Schnabel. The Parks Foundation wants to make the
Conservatories part of their mission. Spoke with Rev. Williams at WUBS who is
interested in Marquette School as a Senior Driven Initiative—like Mishawaka's Battell
Center. Researched 1621 Eldora Ct. for Building Department. Continued to research
Ethan Allen Reynolds and family for St. Joseph County Parks. Finished arranging the
EWS gateway replacement light with Marcia Qualls and Linda Riley. Attended the
BSSB Board meeting at 5:30.
16 February Received an e-mailed invitation to tour Marquette School with Rev.
Williams and Health professionals, community leaders and stakeholders at 11:00 on 23
February. Received notification from Shane at Global Access that Union Station would
be the venue for Pride of Place and Southhold Awards. Notified Randy Kelly of DTSB.
Completed the research for the owners of record for the West La. Salle National Register
letters to go out before week's end. Spoke at length with Julie Johnson of 801 Forest after
house was red tagged by Gary Goddard. Explaining again the procedures and encouraged
her to call with any questions. Received $550.00 check from EWS that will go to Spring
City Electrical for replacement luminaire. Advised John Marintez, on appropriate
activities/projects for a Notre Dame student volunteer day at Leeper Park.
17 February Prepared Commissioners packets for mailing. Letter and check mailed to
Spring City for EWS Luminaire. Prepared letter and enclosure to all homeowners of
record in West La Salle National Register District and mailed out. Continued research on
Reynolds family and the horse trough. Edward Reynolds has a memorial one in Leeper
Park West that was relocated from the City Hall or Court House. Turned in 1118 E.

18 February Attended NNN Annual Meeting and breakfast with Mayor Pete at Holy
Cross School gym. Spoke with Derek Dieter about a proposal for Central High School
installation on the roof for security and communication systems. Participated in Events
Committee meeting at the Conservatories for a black tie fall gala fundraiser for BSSB and
ribbon cutting for 18 May.
20 February Presidents' Day. Office Closed.
21 February 7:30 Rotary Board Meeting, gave Foundation Report and update of
Potawatomi Park from Rotary's involvement with Kids Kingdom, Chris Wilson Bad
Shell and the Botanical Conservatories. Contacted Connie Tooley about the pending NR
nomination for West La Salle. The apartment building at 601 she claims is filled with
prostitutes and drug dealers. Advised her to contact Code and Police as a nuisance ,

property. She will write in favor of the nomination. Received follow up information on
the Reynolds Family from Dana Groves in New Carlisle. Received and reconciled
January's Location Report from the Auditor's Office, reported discrepancy for correction.
Jitin Kane from Community and Economic Development called about joining and
participating in the Events Committee at the Conservatories. Answered two inquiries on
Local Landmark 60649 Hickory. Attended Green Drinks at 5:30 at the Oliver Inn
22 February Attended Webinar on Green Preservation and Transit Stations. Staff met
with South Bend Heritage Marco Mariani, Patrick Lynch and Jessica Kitchens about
partnering with HPC for grant funding for workshops: Marco suggested that we target
Neighbor Works Week -a HUD national event in June. Also addressed National Register
Nomination on West LaSalle, South Bend Heritage owns two homes; they are in favor of
the designation. Met with Tom Gordon owner of 629 West LaSalle at Office. He is not
in favor for the nomination, claims it will raise his home insurance and that the
replacement value of his home is over $600,000.00 as it is and he can only afford
$200,000.00 of insurance. Refused to give Insurance company's information, but it is not
true. Explained how the NR process worked. He also complained about crime in the
area and the lack of response from police and code.
23 February Met with Rev. Sylvester Williams, WUBS and his group and John
Strauss, South Bend School Corp. Building Superintendent, at local landmarked
Marquette School. Rev. Williams wishes to begin to place a Senior Center with emphasis
on respite care for caregivers in the daytime as well as evenings, plus offer programs and
events for Seniors like the Battell Center. Wants to start small in the old auditorium and
build the program to encompass the whole school. Strauss says the SBCSC has
$450,000.00 set aside to demo the building, wouldn't consider taking down just part of it
or using the funds to upgrade the facility.. The issue is funding. Sent Myra Butts and
Janice Owens links to National Charitable Foundations Statistics data base. Next meeting
will be at WUBS on 2 March at noon. Attended Green Ribbon cutting with Elicia at the
Martin Luther King Center. Long discussion with Gary Gilot about the work proposed
by John Martinez at Leeper Park with the students and assured him that the Commission
approved the changing of the Lift Station and proposed garden work. at Leeper East.
Spoke with Councilman Henry Davis about training youth to do salvage work and
window restoration as a means of neighborhood revitalization. Spoke with Jonathan
Burke about his concerns with funding for work in the City with the Hydraulics
proposed. Sent him the link to Private Foundations in St. Joseph County. Also had
another opportunity to be with Mayor Pete.

PRESERVATION SPECIALIST REPORT
February 27, 2012
February has seen a few agreeable days of weather, and therefore a few homeowners
looking ahead toward spring and summer projects. We have had several calls in regards
to guidance about future projects. I did visit 60649 Hickory Road, 509 Edgewater, 929
Milton, and 605 Edgewater and looked over projects in hope of providing some direction.
We also experienced a great deal of activity in regards to 106s and demolitions. Fourteen
houses were considered for 106 grants and seven houses considered by the city for
demolition. None of which were significantly historic.
On January 25th, we were able to attend an event hosted by the Convention and Visitors
Bureau, as we awaited news of the grant the HPC applied for. We were also able to
attend a sustainability class hosted by the NSB Center for Sustainability Studies on
January 27th. Preservation and sustainability have common threads and will definitely
grow together as public awareness develops. We had the pleasure of spending some time
at the Oliver Inn trying to understand their restorations needs and where we could help.
We were able to confirm Craig Barber as our expert/instructor for the May 19th, exterior
paint removal workshop in New Carlisle. We have also lined up Love & Sons to be the
experts/instructors for the November wood floor workshop in South Bend. Tim from
NNN is coordinating schedules with us and will let us know which address we will be
holding the workshop at.
I was also able to do a walkthrough on 709-711 Linclon Way East with the realtor that
was awarded the listing through a third party. The apartments are a mess with some areas
burned out by way of squatters and vagrants. The structure itself seems sound and is dry
inside even though it was raining outside that day that I visited. The building is being
listed at $13,900..
We were also able to stop and find a lack of permit for 1118 East Wayne S for re -roofing

DESCRIPTION OF STRUCTURE/ SITE: This is a large solid stone Queen Anne that has two storeys and an attic with turrets and gables and
dormers. The roof is asphalt. It has a solid stone foundation. There is an open front porch with stone steps and a port cochere on the rear east side
with stone steps leading up to the house. The windows are 1/1 double hung set within stone frames, heavy stone lintels and stone sills. The
house has two stone chimneys. There is a stone carriage house in the rear. The two structures are set on a corner lot with minimal landscaping
and surrounded by concrete parking areas.
ALTERATIONS: The tile roof was replaced with asphalt shingles after the 1987 fire. The rear porch was enclosed. There is an additional
structure enclosing another entrance at the rear. The house was converted into four family units in 1945, with further subdivisions after 1945.
APPLICATION ITEMS: Remove scrub brush and associated stumps along east property line, remove chain link fence along east property line,
install dirt and grass. Remove non-contributing windows installed in carriage house door openings and associated rough sawn siding. Install
finish grade exterior plywood in openings as temporary cover. Paint Brown to match trim. Permanent opening treatments will be determined and
submitted at a later time. Remove later enclosure of rear porch and associated doors and windows. All per attached listing and photographs.
DESCRIPTION OF PROPOSED PROJECTS: Indiana Landmarks proposes to remove the white metal enclosures on and off the rear porch.
This would return the porch to its original open air form. Indiana Landmarks also proposes to remove the non -original windows and wood in the
carriage house door openings and replace it temporarily with exterior grade plywood painted brown to match the trim. This would suggest the
look of the original carriage house doors. Indiana Landmarks proposes to remove the current landscaping items, re -grade the site as needed plant
grass; replace the arbor vitae shrubs with mulch.
STANDARDS AND GUIDELINES:

2. No extension of existing buildings or improvements, and no additional buildings or improvements, and no future development of any kind
whatsoever shall be permitted on the Property, unless the plans and exterior designs of such proposed future development have first been
approved in writing by the Grantee, and only if such proposed future development shall conform with applicable local, state or Federal standards
for construction or rehabilitation with the district wherein the Property is situate.
STAFF RECOMMENDATION: Staff recommends approval of the proposed work on the main house to remove non -original materials in the
rear as well as the work on the carriage house. Since landscaping is not specifically addressed in the easement document it can be done without
written permission from the Grantee.
On a motion by Dave Steinhauer with a second by Jerry Niezgodski to approve application as
submitted.
Vote: 5-0-1 abstention.
COA#2012-0213 Approved.
Chair originally announced the vote tally as 6-0 unanimous. Later, under New Business, Lynn
Patrick called for a Point of Order and clarified that she had in fact abstained and did not vote in
favor of the application, reasoning that the project specified the removal of a young maple tree
without the possibility of transplanting. Chair ordered the correction and added that there is
general consensus to seek new locations for healthy (and manageable) trees whenever relocation
becomes necessary.
