DESCRIPTION OF STRUCTURE/ SITE: - The house is a two storey square structure with a concrete
block foundation . The house has vinyl siding with decorative vinyl fish scales in the front gables vinyl
shutters around the windows which are 1/1 vinyl double hung. Asphalt singles are on the roof There '
is a
steel front entry door with fan light
ALTERATIONS: All of the exterior fabric of the home has been covered in vinyl. The rear addition
was added in 1948. The three stall garage was most likely constructed later. -
APPLICATION ITEMS-. Construction of Privacy Fence at the back of alley.
DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to install a Vinyl six foot solid
--privacy fence from the rear set back at the left side of his home to the alley and then remove a wood
—privacy fence -and replace it with the six foot vinyl solid privacy fence along the alleyway. There will be a
gate in the fence on the left side to allow access to the garage. There will be a gate installed at the right
rear set back to the home to the neighbor's chain link fence to allow access to the backyard.

B. BUILDING SITE, LANDSCAPING & ACCESSORIES
This section focuses on individual properties and amenities" Building sites tend to be irregularly shaped,
of varying topography and with different setbacks with regard to plots. Alleys are generally behind
houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a
unique situation within the district. Applications from properties that have property lines on Chapin Place
will be considered on a case-by-case basis.
Required
Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible
from the street) as well as trees located in a yard or tree lawn which reflect the property's history and
development shall be retained. A tree located in such areas shallonlybe removed if the removal is
required due to storm damage, disease, threatened damage to a structure or for such other reason
acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be
replaced with an approved species at the same or approximate location wherever possible, .
Fencing visible from the street in front of the structure shall be open (meaning spaces between the
pickets) and consistent with the historic character of a structure enclosed.
Recommended
New site work should be based upon actual knowledge of the, past appearance of the property found in
photographs, drawings and newspapers. New site work should also be appropriate to existing
surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See
above for information regarding- fences.) Trees in close proximity to a building may cause
e structural
damage. Owners are encouraged to remove these trees and replace (or replant) them at a more
appropriate location as soon as planting season permits and upon approval of a C of A.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways,
outbuildings or other elements before evaluating their importance to the property's history and
development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped,
nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of
unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be
permitted in areas where they detract from the architecture of a building, are intrusive to the public view
of the building or are highly visibly from a public street, or ruled inappropriate after Commission review.
Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a
street. The Commission will evaluate all installations as well as any potential exceptions resulting from
special circumstances, before granting a C of A.
STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to tile
standards and guidelines for Chapin Park.

CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: 717 Lincoln Way East is a two storey rectangular brick
structure set on a brick foundation. It has an enclosed porch in the front with single pane windows. It has
two entrances and wood double hung 1/1 windows. It has a hipped roof with asphalt shingles.
ALTER,iiTIONS: The front porch was enclosed. There are aluminum storm windows and some
aluminum storm doors. In 2003 landscaping projects were approved to remove invasive trees. New eaves
and downspouts were installed in 2003. Foundation landscaping was planted along with an elm in the tree
lawn in 2008. A new sign was installed to the front yard with COA 2009-0615.
APLICATION ITEMS: - Install new cast iron or metal handrail at side steps at 717 LWE.
DESCRIPTION OF PROPOSED PROJECT: The owner wishes to install on the west side stoop and
stairs on both of its sides a hand rail system. The posts will be installed in holes drilled into the concrete
stoop and steps and then filled with epoxy. The railing will be soldered to the posts. Please see
illustration.
STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES9 AND STEPS
The majority of the houses in the district have either an open or a enclosed porch across the front or on the side.
Most porches have either gabled or hipped roofs or are covered by the main roof of the house. A brick base Nvith
wood columns is common.
Required
Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations
shall be retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches
and additions reflecting later architectural styles and which are important to the building's historical integrity Shall
be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter
the architectural or historical character of the building.
Prohibited
Porches and steps that are important to the building's style and development may not be altered or removed.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style
from the original.
STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Edgewater
Standards.

December 2012
20 November Attended 7:30 am Rotary Board Meeting to give the Foundation
Report and to be updated on the Howard Park Centennial Project. Prepared and Mailed
approved COAs. Discussion with Teresa Shuter concerning end of year funding issues
and contradictory information in memos. Completed the National Register Nomination
paperwork for North Liberty and mailed it to Holly Tate in Indy. Resolved an insurance
issue with Huntington for Cyd diNardi Maravolo in Edgewater; new company's
underwriters had reservations about "historic homes". Spoke with representative and sent
link to website explaining about historic districts. 5:30 BSSB Events Committee meeting.
6:30 Green Drinks networking.
21 November General Office Work. Arranged a 4 December 10 am meeting with
Mike Morin at BIS Digital. Pete Mullin suggested that he contact HPC about going into the
Cloud with our meeting files. Completed three 106 Reviews. Ordered new digital camera,
case and memory for Office. Inquiry for supplies not in County Catalogue.
22-25 November OFFICE CLOSED FOR THANKSGIVING HOLIDAY
26 November Arranged a 3 December meeting at 1:30 with Mayor Pete, Scott
Ford and Katherine Roos to involve/integrate HPC in the development planning and
projects of South Bend. Arranged meeting with Laura Moran Walton of the Community
Foundation for 4 December. Toured the Birdsell Mansion, Local Landmark, with Steve
M. of Mag Mile; a restaurant is currently looking at it as a venue. Discussed French Doors
and Elevator placement.
27 November Attended County Commissioners' meeting for approval of year end
in-line transfers. Attended the St. Joseph County Data Board meeting and commented on
the need for creating an identifying icon for the Lows Tax System. John Carlson of GIS
said that he had all of the data on GIS and would up -load it to Low's Property Tax System
once the icon was created, so the costs will be limited to the icon's creation. Stall Meeting
on the material to be covered and highlighted at the Mayor's meeting on Monday.
28 November Designed Icon for tax system and the information for the tab and gave
to Steve Sneff. Marquette School National Register Nomination quandary about the age
of the photographs from Holly Tate at DNR; Kurt had already resolved her other issues.
Attended Visitor Bureau Partnership luncheon networked with Anna Thompson and Paul
Van Ness from DeBartolo and distributed Historic Districts Brochure. Paul is from
Chicago and looking for a home, so I suggested that he look at our LHDs. Attended the
Michael Graves lecture at Bond Hall, the reception and was invited to the Banquet held in
Mr. Graves honor. Mayor Pete, Scot Ford and Katherine Roos were also in attendance.
Arranged to meeting with Lucian Stiles before 15 December to discuss Preservation
Trades Program.
29 November Turned in letter requesting funding from the County Commissioners for
the addition of an icon on the tax system for historic properties. Turned in payroll. Spoke
with Chris Waidner of the Troyer group about a proposed project along the river bank at
Riverside LHD. Set up a meeting for Monday at 3:30. Elicia and I reviewed the proposed
site of the Troyer project and dropped off 5 City surveys to Circa Arts to be sold there.
30 November Worked on presentation points to Mayor. Registration forRusliton tours
3-5:00.
3 December Meeting with Mayor Pete and his staff: Mike Schmuhl, Katherine Roos
and Scott Ford, Director of Community Investment. Please see attached handout. They
are interested in a Preservation Trades Program, if HPC can implement and not cost the
City any money. Agreed that we needed to work more closely on planning and vision.
Met with Christopher Waidner from the Troyer Group about a preliminary proposal for
CSO plan that would impact Riverside Drive. Agreed that the linear storage along the St.
Joseph River with a trail on top would solve the erosion problem that has been plaguing the
neighborhood and be a better solution than tearing up the tennis courts at Leeper Park
and the newly restored Brownfield Park. Pathway would connect with the northern path
on Riverside and reflect its design. Project is scheduled to begin in 2033.
4 December Demonstration by Mike Morin from BIS Digital for Commission
meetings. The system would cost $3,200.00 and replace the tape recordings. In future
versions Dragon would be incorporated. Luncheon with Laura Moran Walton from the
Community Foundation. She indicated that the Community Foundation has a Special
Projects Grant that would work with the Preservation Trades Program. Attended a meeting
at the Hansel Center that is being repurposed for Notre Dame Latino studies. Given brief
tour by Greg Kil. Met with Francis Oseai new owner of 826 Leland about his projects
proposal for fencing, driveway reconfiguring. John Freidline stopped by with "Fabian" his
artist that will be painting murals in the JMS Building that will reflect the history of
Studebaker. Used out information and copies of pictures.
5 December On site visit to 826 Leland with Steve Szaday. Worked on letter supporting
Troyer's proposal for 2033 Riverside Drive project. Completed 6 106 Reviews and turned
in to Code 2 problem properties that Steve identified.
6 December Elicia and I met with Ryan Duddleson from J.F. New, for some ideas and
direction for HPC and becoming more integrated into the City and more visible by
identifying previously unknown spaces that people are attached to. JX New is also a
partner with Troyer on this Riverside Drive Project which we didn't know until today. Last
day for 2012 Accounts Payable Vouchers to Auditor's Office. Received Location Report
and made a last minute transfer to cover an overdraft.
7 December Created Agenda and emailed to Commissioners. Met with Mr. Osei and
accepted his Coa application for the Fence. Created Staff Report for 826 Leland and e-
mailed to Commissioners. General Office work. After hours networking with Community
Investment and Mayor's Office personnel.
11 December Interest in the Burke Building by Rabbit Moons Oneironautical
Headquaters.; notified Chris Dressel In Community Investment. North Liberty Historic
Commercial National Register District passed technical review. Updated on Elicia's
meeting with Faith Slaughter for Women in Trades
12-14 December General Office Work. Met with Russ Luchies about work proposed at
North Pumping Station. Midwest Masonry requested information on vacant, historic
commercial Office space with parking for trucks Met with John Wiltrout about North
Pumping Station work and the landscaping of the new lift station and control panel. Met
with Professor Lucien Stiles at Bond Hall about the preservation trades program. He
suggested expanding the Restore Michiana to ten months of programs/workshops/training
sessions in conjunction with building tradesmen and craftsmen IVYTech and Notre Dame
students and local interested general public. Also included would be Faith Slaughter's
Women in Trades. Helped Catherine Toppel and Katherine Roos with historic images
needed for a Christmas gift for the Mayor. Resolved year end financial issues with new
rules at Auditor's Office. Resolved supply orders issues with Archival Gold CDs needed
for National Register nomination for City Cemetery.

December 17, 2012
So far, December has been as busy as last month but with a focus on more visible
projects. We had a wonderful part in the tours for the Rushton building on the 1St and 2nd
These tours had a greater than expected turnout of over 150 people. We were then able to
sell some books and talk with an even larger turnout of almost 700 for the West
Washington Historic Holiday Tours on the 8th and 9th. It is always rewarding to get some
good press in the news for positive participation by the HPC.
Progress continues on the letters for city landmarks and are still in line to be done
near the first of the year. Focus for the next few weeks will be directed toward plans and
goals for 2013. Including but not limited to workshops, educational seminars, and tours.

DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey square structure with a concrete block foundation. The
house has vinyl siding with decorative vinyl fish scales in the front gables vinyl shutters around the windows which are 1/1
vinyl double hung. Asphalt singles are on the roof. There is a steel front entry door with fan light
ALTERATIONS: All of the exterior fabric of the home has been covered in vinyl. The rear addition was added in 1948. The
three stall garage was most likely constructed later.
APPLICATION ITEMS: Construction of Privacy Fence at the back of alley.
DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to install a vinyl six foot solid privacy fence from the
rear set back at the left side of his home to the alley and then remove a wood privacy fence and replace it with the six foot vinyl
solid privacy fence along the alleyway. There will be a gate in the fence on the left side to allow access to the garage. There will
be a gate installed at the right rear set back to the home to the neighbor's chain link fence to allow access to the backyard.
STANDARDS AND GUIDELINES:
CHAPIN PARK
B. BUILDING SITE, LANDSCAPING & ACCESSORIES
This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography
and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique
to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property
lines on Chapin Place will be considered on a case-by-case basis.
Required
Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as
trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such
areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such
other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with
an approved species at the same or approximate location wherever possible.
Fencing visible from the street in front of the structure shall be open (meaning spaces between the
pickets) and consistent with the historic character of a structure enclosed.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings
and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance.
Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may
cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate
location as soon as planting season permits and upon approval of a C of A.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements
before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into
parking lots nor paved nor blacktopped,
nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such
as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a
building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after
Commission review.
Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission
will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A.
STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to the standards and guidelines for
Chapin Park.
On a motion by Jerry Niezgodski with a second by Dave Steinhauer to approve application as
submitted.

DESCRIPTION OF STRUCTURE/ SITE: 717 Lincoln Way East is a two storey rectangular brick structure set on a brick
foundation. It has an enclosed porch in the front with single pane windows. It has two entrances and wood double hung 1/1
windows. It has a hipped roof with asphalt shingles.
ALTERATIONS: The front porch was enclosed. There are aluminum storm windows and some aluminum storm doors. In
2003 landscaping projects were approved to remove invasive trees. New eaves and downspouts were installed in 2003.
Foundation landscaping was planted in 2008. A new sign was installed to the front yard with COA 2009-0615.
APLICATION ITEMS: Install new cast iron or metal handrail at side steps at 717 LWE.
DESCRIPTION OF PROPOSED PROJECT: The owner wishes to install on the west side stoop and stairs a hand rail
system. The stiles will be installed in holes drilled in the concrete stoop and steps and then filled with epoxy. The railing will be
soldered to the stiles. Please see illustration.
STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES, AND STEPS
The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. Most porches
have either gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common.
Required
Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall be
retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches and additions
reflecting later architectural styles and which are important to the building's historical integrity shall be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the
architectural or historical character of the building.
Prohibited
Porches and steps that are important to the building's style and development may not be altered or removed.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style
from the original.
STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Edgewater Standards.
One correction by owner that an elm tree was not planted in the tree lawn as the Staff Report
notes.
On a motion by Dave Steinhauer with a second by Mike Voll to approve application as presented.
Vote: 5 — 0 —1 abstention by Commissioner Patrick as the applicant who did not vote.

regularly scheduled meeting and also to direct legal to draft that before the next meeting January
