CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: This is a 1 %2 storey square building with a concrete
foundation. The walls are covered with aluminum siding.. The Roof is a cross gable with returns and is
covered with asphalt shingles. There is a full length front porch with a brick foundation, half walls and
tapered piers and brick wing walls. The porch roof is hipped and covered with asphalt shingles. The
windows are 1/1 double hung without storms. The attached carport was enclosed and is now failing.
There is a one storey addition with a shed roof in the rear. All of the doors appear to be replacements.
ALTERATIONS: Broken windows were replaced with COA 2002 -0311. The rear one storey addition
with aluminum siding is not original to the house. The attached car port was not original to the 1903
structure; it was enclosed and the aluminum garage door was added. The aluminum siding is not original.
All of the doors are replacements. The detached garage in the rear collapsed in the winter of 1993
APPLICATION -ITEMS: Replace front door with steel door. Take down side garage (car port), move
electric meter from garage,to house, 3 feet.
DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace the deteriorated
wood front door with a new steel door in a new frame to prevent further break -ins. Also proposed is to
remove the failing flat roofed enclosed car port that is falling down and to replace any siding on the house
with siding from the enclosure or with siding to match. All debris will be hauled away for disposal. The
homeowner also will be removing the electric meter from its current location at the "garage" to the house.
STANDARDS AND GUIDELINES;
V. GENERAL '
A. Buildings in the district should not be demolished except where a building poses a threat to the public safety,
and demolition is the only alternative. Documentation of interior and exterior features of the original buildings,
especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be
submitted to the Historic Preservation Commission for safekeeping and future reference.
C. WINDOWS AND DOORS
Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases
where synthetic siding has been applied, window trim has been covered. Many structures in the district have
aluminum storm windows. Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware
shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors, painted to match the original, should be used but should not damage
existing frames. If new sash and doors are user, the existing or original materials, design, and hardware should be
used. When metal storm doors are used, they should be painted, anodized_ or coated to match the existing. When
awnings are used-they should be of canvas material. _
Prohibited
Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New
window and door openings which would alteethe scale and proportion of the building should not be introduced.

Inappropriate new window and door features, such as aluminum and insulating glass combinations that require
removal of the original windows and doors, shall not be installed.
Not Recommended
Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from

foundation. Tlie walls are clapboard on the first storey and wood shinty -tics on the second storey. The roof
is steeply pitched with gabled dormers covered with asphalt shingles; the dormers and roof have exposed
rafter tails. '['here; is a bull lenoth front porch 'with square wood supports and Rill length balustrade; tlae
porch roof is slightly pitched. The - windows are WI double hung. with irioulded entablatures. There arc
two front doors, one solid and the other is wood panel with light and .3,e length sidelights.
AI..,TERATIONS: The house was moved to this location. Tlic house was turned into a two apartments
in the t980s and the second front door was added. The storm doors are new. The front porch was
contl)lctely rcconstrticted iii 2OOS. A privacy fence was .added in the rear in 2002. "Pile back. porch has

the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the

The district has a t:omp.act. layout. T..arge homes are constructed on small lots -while smaller homes, such as those on
Hammond Place, are constricted on narrow, deep lots..[_ittle of the backyard areas or rear first stories of these
homes is visible from the thoroughfare. In recognition of this, greater latitude: -will be allowed in the application of
the adopted Standards in tine rear of tfae properties, in order to accommodate the individual preferences of the
properly owners in (lie treatment of'these backyard areas, No :app roval -will be necessary for changes ill lawn,
shrubs, ;walk -says or semi- permanctit surface changes in the rear of houses. Staff approval would be regtiii for

properties' history and development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs,
dr.a -vings and newspapers. New site -work should be appropriate to existing surrounding site elements in scale, type

DESCRIPTION OF STRUCTURE/ SITE This two storey plus attic Free Classic has an irregular plan and is
situated on a brick foundation. The exterior walls are clad in vinyl siding with a second floor bell projection. "I1ze

small drives. Nearly all of the garage structures are out of date, single -stall frame buildings. One large carriage
house still stands in the district. 1Iost properties have trees, shrubbery and/or hedges. Most houses conform to the
uniform set -back within each block.

Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the
property's history and development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in
photographs, drawings and newspapers. New site work should be appropriate to existing surrounding
site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or Small

open porch across the west third of the front faqade and a sun room
ALTEIUMONS: The survey card notes that the solid wood door was replaced and that the aluminum storm door

DESCRIPTION OF STRUCTURE/ SITE,: 1 )48 East Wayne is a 2 storey Colonial with aluminum
siding. The gabled slate roof has two cross front gables. The windows are I/I and 4/1 double hung

sashes with trim wrapped with siding material. There is an offiet gable entry with moulded trim gable
returns, plain entablature with Doric columns. There is leaded glass in the fanlight and a concrete front
stoop. There is a glass enclosed side porch.
ALTERATIONS: The aluminum siding and storm windows and doors are not original to the house.
The side porch was enclosed around 1955.
APPLICATION ITEMS: Remove flat scam copper roof over back porch. Repair rotten deck, replace
with V?" hard board base and single —ply white fleece back vinyl T.P.O. with new shop- fabricated copper
edge flashing. Roof size is I O'x 15'.
DESCRIPTION OF PROPOSED PROJECT: Sla Tile proposes to remove the compromised flat
copper roof and flashing. The copper roof has been leaking. The previous attempts to stop the leaking
have improperly used a roofing cement over all of the scams creating more of a problem and not being
able to pinpoint exactly where the leak(s) was occurring.. Please refer to photograph. Once the copper roof
is removed and the decking replaced, the 50 mil. Duro-last Duro fleece membrane will be applied. Please
refer to specification sheets. New copper flashing will be reinstalled and any damaged or missing slates
will be replaced in-kind.

B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered
with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in
most cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are
covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its
essential character shall be retained, including dormer windows, 'cupolas, cornices, brackets, chimneys, cresting and
weather vanes.
Recommended eff ort should be made
Whenever possible, the original shape and materials of the roof shall be restored. Particular
to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof
covering which is deteriorated beyond repair should be replaced with new material that matches as closely as
possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary
adj unct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.

Nothing shall be done to change the essential character of the roof as viewed-f
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The
roof shall not be stripped of architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed uben adding metal or vinyl
siding to a building.
STAFF RECOMMENDATION: Staff recommends approval of the replacement roofing. The roof is
located on the back porch and is not visible from the street or the back yard area.

DESCRIPTION OF STRUCTURE / SITE: Hodson's Castle is an elaborate 2'l2 storey
Queen Anne with an irregular floor plan set on a foundation built from "Notre Dame"
yellow brick. The first storey if finished with narrow wood clapboards while the second
storey has rounded and diamond shaped shingles. The two storeys are divided by a belt
course of vertical siding and elaborately trimmed. The hip roof has gable dormers along
with tower and bays with mansard wrapping around the rear corner. There are detailed
carvings at roof edges and dormers. There is a comer tower with overhanging chamfered
conger supported by two spindle columns. The window openings are simple double hung
sashes with pilaster trim and carved corner blocks. The front door way are panel wood
double leaf doors with single light and multi -pane over and below with a stained glass
transom
ALTERATIONS: The tower has been shortened. The verandah was been removed and
replaced with two porches leading to the main entrance and the cast side entrance. Roof
has been replaced. New K -style gutter were installed and the foundation repaired and
reinforced (COA #2009- 0406C) Rear attic venting skylights were added with COA #2010-
0406).

DISCRIPTION OF PROPOSED PROJECT:, The homeowner proposes the following:
Demolish existing driveway apron in between street and existing sidewalk (note no
driveway exists). Repair existing concrete curb and install new concrete cur where
driveway apron was located. Install sod where driveway apron was located.
Replacelrepair existing crumbling concrete step in front of house (second step up from
ground level). Demolish and replace existing cracked sidewalk section (approx. 3'x3'
section) and add new sidewalk section installed between the street and the existing
sidewalk to correspond to walk -up sidewalk to front steps (see attached pictures).
Remove all debris from the site.

Description of Proposed Work:
This work consists of the repair and removal of specific concrete steps and /or sections of sidewalk ;,
curb, and driveway apron to the east (front) of the house located at 723 Park Avenue in South Bend
in the Chapin Park Historic District. The work contemplated shall improve the safety of tile
entrance to the house (replacing cracked, sunken section of sidewalk and crumbling front step) as
well as enhance the overall sidewalk circulation to and from the house. The house, built ill 1888,
known as "Hodson's Castle" has been undergoing extensive interior and exterior repair and
restoration to combat years of neglect and to preserve this historic gem for the next 120 years.
All concrete work will meet or exceed specifications as described in local building codes to include
the Portland cement, joint filler, and admixtures.
'File following work will be completed:
• Demolish existing driveway apron in between street and existing Sidewalk (note: no
driveway exists)
• Repair existing concrete curb and install new concrete curb where driveway apron was
located
• Install sod where driveway apron was located
• Replace /repair existing crumbling concrete step in front of house (second step up from
ground level)
• Demolish and replace existing cracked sidewalk section (approx. TO section)
• Add new sidewalk section installed between the street and the existing sidewalk to
correspond to walk -up sidewalk to front steps (see attached pictures)
• Remove all debris from site
Location: This work will be located east of the house located at 723 Park Avenue, South Bend. The
east side of the house is the front, street - facing facade.

DESCRIPTION OF STRUCTURE/ SITE 608 Park is a two storey American
foursquare set upon a brick foundation. The exterior walls of the house are wood
shingles witli a bell flare at the lower course. The low pitch hip roof has wide soffit
overhang and moulded cornice and is covered with asphalt shingles. There is a full width
front porch with shed roof. The porch has square supports with capitals, wood shingle
solid railing, brackets at the eaves and moulded fascia. The windows a wood double hung
9/1 on the second and first floors; a fixed triple panel window at the front. Most of the
windows on the first floor. have original wood storms. There are aluminum storms on
some of the second floor windows. There are 3/3 double hung at the basement level a
fixed 6 light in the basement and several fixed 3 light in the foundation Ievel.
ALTERATIONS: The storm door is not original to the house. The window shutters
were added before 1987. The aluminum storm windows and the asplialt roof material are
replacements.
APPLICATION ITEmS: Replacement high efficiency windows, vinyl, will be
visually the same as current windows from the exterior of the house. Three considerations
for new windows: 1. increase energy efficiency,2. decrease airborne lead in the
household, 3. increase the value of the house and subsequently the neighborhood.
DISCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace a
bathroom window on the rear first floor, and all second floor bedroom windows with 9/1
Thenna Star by fella vinyl window sashes. The windows will also have full unit
fiberglass screens.

Window and door frames are in most cases wood and vary depending upon the style of the home.
Many are double hunt; windows with wood trim and sills. Brick structures have stone sills and
brick lintels. In some cases where aluminum siding has been applied, the window and door trim
has been covered. About half of the structures in the district have aluminum storm windows; the
other half have wood storm windows.

Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative
glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced

10 July Photographed the areas of the porch that need to be shored up and reconstructed.
Brain hasn't determined if the footing is missing under the far west porch post —but it is
definitely sinking and taking the section of the porch floor. Came back to the Office and
issued COA for the repairs and in -kind replacement.

THAT SHE WASN'T EXAGGERATING WHEN SHE SAID THAT SHE HAD
PROBLEMS WITH RACCOONS. I CALLED TIM TO SEE IF STAFF COULD
APPROVE UNDER THESE CIRCUMSTANCES. HE SAID NO.
WHEN I WENT HOME THAT EVENING I WALKED OVER TO HER HOUSE AND
NOTICED THAT SHE HAD DETERIORATING THREE TAB ASPHALT
SHINGLES, ALONG WITH A TARP ON THE ROOF.
2 AUGUST I CONTACTED HEIDI AND HER FATHER THAT I COULD STAFF
APPROVE THE RE -ROOF AND THE REPLACEMENT GUTTERS BECAUSE THE
ACCURATE ROOFING MATERIALS ALLOWED FOR A STAFF APPROVAL.. I
TOOK THE APPROVED COA TO THE BUILDING DEPARTMENT AND
DROPPED THE BLUE COPY OFF AT THE HOUSE WHEN I TOOK THE
PHOTOGRAPHS. THE COA APPLICATION WAS THEN DIVIDED INTO 2012-

16 July Prepared for HPC monthly meeting and the Avon theatre was the main
thrust of the days work and preparations. Participated in the HPC regular meeting.
17 July Prepared and Mailed out all COAs approved at meeting. Organized Office
for attendance at the National Alliance of Preservation Commissions in Norfolk, VA. Met
with Bill Schalliol, Todd Zeiger and Jitin Kain and Tamara concerning availability of city
owned vacant lots to move the landmarked Frederickson Candy Store and Fuerbringer
House if buyers could be found. Re- capped Avon Theatre with Kathryn Roos and sent
relevant materials in Inter Office Mail. Presented Treasurer's Report for BSSB meeting at
5:30.
18 -22 July Attended NAPC Forum 2012 in Norfolk, VA.
23 July Called Kathryn Roos per her request. Left voice message, but received no
reply. Returned Bruce Bondurant's phone call (255 8612) concerning the results of the
meeting on Frederickson's Candy Store. Worked with Larry Meteiver and Kathy
Cekanski IF errand on the first reading of the Avon Land marking Ordinance. Responded
to Bill Sniadecki's e-mail inquiry on the Avon. Responded to Tim Janowiak's (271 7568)
invitation to tour #84 and provide him with information on the building for the Studebaker
Drivers Club meeting in South Bend later this month. Drafted response to SHPO, Robert
Carter's letter about the demolition of the Roma that was in the National Register multiple
resource district.
24 July Dealt with aftermath of Common Council meeting and Kathy Cekanski
Ferrand's perception that procedures weren't followed on the Avon. Responded to Angela
Gambill (850 7245) inquiry on how to fix her porch on the landmark at 5450 Miami. Sent
information via e -mail.
25 July Met with Deputy Auditor on procedure issues with funding/disbursements
for districts tour. Corresponded with Kimberly Bahnsen, an Architect that has relocated
from California to South Bend that I met at the Forum. Sent her resume to Greg Kil and
Bill Lamie; gave a copy to Bill Coleman at Rotary. Rory Hoikemier dropped off COA
application for the re- opening of the porch at 549 Edgewater. David is supposed to e -mail
with details and materials. Completed letter to SHPO on 221 N. Michigan Street.
26 July Elicia and I met with Bill Lamie at ADG. ADG did the proposal at the
Avon site for South Bend Civic Theatre. The Avon itself was not proposed for re -use as a
theatre —but a bar and or dance /rehearsal studio. The venue was too narrow for their
needs. Met with Commissioner Lynn Patrick and Susan Peet who owns the former Social
Security Office near Edgewater LHD. She is trying to sell the property but has concerns
about the deteriorating structures along LWE. Provided her with Shawn Peterson's contact
information and tax information for 759 -763 LMT Owner is walking away from property
because of "high taxes " — actually the taxes are under $1000.00 annually.
27 July Spoke with Matt Sikora in the Mayor's Office about the Avon. Informed
him that the Library Board had voted down Don's proposal to mothball the facade's terra
cotta and that HPC was proceeding with landmarking. HPC could have a Special Meeting
before the 20 August one for a public hearing. Also told him that HPC has not had any
Communication from DTSB or Kathryn Roos on the subject. Reviewed the National
Register Nomination for North Liberty (2 hours).
30 July Attended Ribbon cutting for Studebakers' Drivers Club kick off. Spoke
with Mark Tamer about creating a confection for the Lincoln Highway Centennial in 2013.
Spoke with Debbie Berry of the E. Wayne Street District about her concerns that Kramer
Properties LLC purchased 1615 E. Wayne. Kramer usually rents to students. Sent him a
letter notifying him of the COA process along with Standards book and SF1 zoning. Began
researching owners for the North Liberty National Register letters. Could not access on-
line information via web site. Sue Solmos said that she would provide that. (1.5 hours)
31 July Turned in fees for July and Steve's time sheet. Attended SJC Health Fair.
2013 Budget meeting. Bob Kovach wants Office hours spent on work in County tracked.
Compiled numbers of designated properties in the city (867) and county (74) and emailed
to Pete Mullins, Auditor and Bob. HPC will also compile an inventory of vacant landmarks
in the City for Pete. Asked for additional 400.00 for gas line item in 2013 budget bringing
that up to $1,200.00 otherwise everything else remains the same. Research time, cmails to
Bob and Pete, staff meeting and e -mails concerning these requests took approximately 1
hour.) Brainstorming Nvith Elicia and Michelle on St. Joseph County Post Card Project
1 August Responded to Heather Guzman of Holy Cross Village about a special Then
and Now tour for the fall. Reviewed the 2012 Contract with the City and brought signed
copies back to Pam Myer. This will include 2 check one for the usual $25,000.00 for HPC
work for the City and $2,000.00 for the Historic Districts Tour. Checked into grant
funding for Brick Streets for Mike Mecham, the new City Engineer. Steve Kennedy
responded that the Historic Preservation Funding grants doesn't rank brick street or street
lights as a priority. Received link to tax credits from David Duvall:

2 August Issued a RME_COA for roof at 215 Hammond since it was a three tab
asphalt and not a Sherif Goslin as Heidi stated yesterday. Notified her and her father that
they could proceed and the COA was in the building department The Lincoln Highway
meeting was cancelled at the SJCPL. Attended ribbon cutting at the Music Village in the
JMS Building. Attended Code hearing for 620 Carroll and met Michael Auriemma
afterwards. He has 120 days to get the house up to Code. Made sure he understood that
vinyl windows were not an option unless the windows were deteriorated beyond repair.
Sent him the link to our web page for the guidelines and other information. 213 E. South
Street was continued. Issued an RME -COA for a wood fence for 537 River. Bob Kovach
called and said that HPC 2013 budget was submitted with an additional $400.00 for
gasoline as requested.
3 August Steve Szaday and I visited with Joanne Boyd and Abe Foster at the Miracle
Temple COGIC which is located in the ]First Swedish Baptist Church on Napier and
Laurel. Toured the building and gave them information on landmarking which they had
requested. Also, gave them some advice on correcting some of the issues with their
building. Sent them the Contractors List via e -mail. Worked on RME -COA reports and
the Staff Reports for the August meeting.
Met with two members of the Studebaker Drivers Club and provided them with
information on the various walking tours and suggested a drive through Chapin Park
Historic District.
6 August COA deadline day and they came in at the last minute. Lunch with Kim
Bahnsen who has located to South Bend and is looking for work as an architect and is
interested in adaptive re -use. Suggested Bauer - Latoza near Gary. Had given her resume to
ADG and Kil. Began Staff Reports.
7 August Elicia and I met with Jonathan Geels of the Municipal Energy Department
about presenting at the September Energy Week 24 -29. Also on calendar is ribbon cutting
at Seitz Park for hydro - electric generator installation to meet the needs of Howard Park
Needs historic information. Took additional COA applications for August meeting.
Worked on Staff Reports. 6:00 BSSB Events Committee meeting for October Fund raiser.
8 August Day devoted to preparing Staff Reports. Began preparing Commissioners'
packets Mark Lyons came in with the Morris' request to add a sign to the rear of their
building. Prepared three 106 Reviews for rehab and senior living. Met Matt Leming at
608 Park at 5:30 to photograph interior windows. Also sent him link to HPC window
videos on You Tube.
9 August Elicia and I met with Todd Zeiger and Paul Hayden at Kizer House for
tour as location for 13 September debut of the Window Video. City Cemetery with Mark
Schurr of Notre Dame and his ground sonar to look for the slot machines rumored to be
buried there. Continued to prepare Commissioners' packets. Responded to Mark Lyons
that the Morris would need to apply for a COA.
10 August Commissioners' packets mailed and homeowner staff reports mailed out.
RME-COA for North Pumping Station for in kind repair work from John Wiltrout that
DLZ wanted to charge $2,000.00 to prepare and submit. On site 106 Reviews for NNN
revitalization projects on Cottage Grove and Lindsey. Attended 4:15 Library Board
meeting with Elicia, Tim and Michael Divita from Community and Economic
Development as we had been told that Don Napoli's proposal for the Avon was going to
be reconsidered. It wasn't on the Agenda.
13 August Follow up meeting ( from 17 July 2012) with Todd Zeiger and Bruce
Bondurant and Judy of the First Presbyterian Church concerning the Frederickson Candy
Store a deteriorating local landmark. Todd presented three possible City locations
suggested by Jitin Kain of Community and Economic Development. Todd reiterated the
cost of $50,000.00 to move the building, set it on a new foundation and hook up utilities -all
things Indiana Landmarks would finance if an end buyer would then reimburse Landmarks
their expenses. Todd also has meetings with interested parties in the East Bank on 21
August about the building being located at the corner of Colfax and Hill. Arranged to meet
at the Candy Store on 14 August at 10:00.
14 August Met with Paul Hayden at the Candy Store with Elicia. Toured the building.
There is water damage under the windows and below the parapet. The porch is
deteriorated. Paul thought a day long clean out would be in order prior to a move.
Building's wood work is in fine shape. Spoke with Jonathan Burke about padative re -sue of
buildings and the need for more joint work. Arranged to drop off information on Hydro
electric power to South Bend Municipal Energy at Central Services when I take the car in
again to be checked - Engine light keeps coming on. New phone is also going to be fixed.
Sent Stephanie Yager of Indiana Association of County Commissioners information of the
1855 and 1897 Court Houses.
15 August Routine Office work, supply orders, accounts payable. Phone finally fixed.
Sent copies of Avon materials to Amy and Kevin Buccellato. RME -COA for 5450 Miami
for porch repairs.
16 August On site visit with Christa Nayder to 621 LWE for re- zoning to MU mixed
use district from MF! Multi Family Urban Corridor to allow for a sewing machine repair
business and upstairs rental. Issued RME -COA for 620 Carroll for roof repair. Met with
Sean Coleman about having an ICON designating a property as historic on the tax system
because of all of the tax sales, etc. Approached this situation in 2005 but was rejected
because of Lowes contract usage only for taxes. Suggested that the Historic Icon could be
used to notify owners/buyers that Federal and State tax credits could be available.
17 August Met with Mike Wheeler concerning his letter from Steve on the condition
of his landmarked home at 13271 Adams. He will make the minor repairs before winter.
Spoke with John Martinez from Parks about the HPC approved landscaping scheme for
the North Pumping Station Lift station in Leeper Park East. Holding a copy of the plans
for him to pick up next week. Received The Morris Performing Arts Center COA for
sign. Prepared Staff report and emailed to Commissioners and Dennis.

August 20, 2012
Since our last meeting, we have completed the mailing of the survey letters to the
county portion of local landmarks. We have already received some feedback and have
been invited to come out and discuss issues with the property owners. Many of those that
contacted us were unaware that their property was even a landmark
There has been a serious increase in properties turned in to Code Enforcement.
Most of the ones involved with either yard or trash issues. There has also been an
increase in the amount of vacant houses in Taylor's field that have been broken into after
they have been boarded up or have simply been left unlocked and have become houses
for vagrants. 522, 523, 614, 616 all on S St Joseph Street. The commercial buildings
along 700 -800 block of Lincoln Way East have also been turned over to code for
vegetation and trash issues.

MINIMUM MAINTENANCE STANDARDS
All Landmarks and all contributing structures located in an historic district shall be preserved from decay and deterioration,
and shall be maintained in good repair and kept structurally sound: The owner or other person having charge or control of
Landmarks and property in an historic district shall not allow or permit deterioration from defects or conditions which, in the
judgment of the commission, produce a detrimental effect on the character of the district as a whole or the life and
character of the Landmark, structure or property in question, including but not limited to:
A. Deterioration of exterior walls or other vertical supports causing conditions such as splitting, leaning, buckling, crumbling,
visible cracking or similar conditions;
B. Deterioration of roofs and other horizontal members causing conditions such as sagging, splitting, buckling, crumbling,
holes, missing shingles or similar conditions;
� of external chimneys causing such conditions as listing, settling, bulging, crumbling, holes, loose or missing
1!laterials or similar conditions;
D. The deterioration or crumbling of exterior plasters or mortar,
E. The ineffective waterproofing of exterior walls, roofs and foundations, including broken windows and doors;
F. The peeling of paint, rotting, holes and other forms of decay;
G The lack of maintenance of surrounding environments such as fences, gates, sidewalks, steps, signs, accessory structures
and landscaping,
H. The deterioration of any feature so as to create, or permit the creation of, any hazardous or unsafe condition or conditions.
The commission shall give notice to the owner or person in charge of the structure, by certified or registered mail, of each spe-
cific instance of failure to maintain or repair. A copy of such notice shall be sent to the Code Enforcement Department. The
owner or person in charge of such structure shall have twenty (20) days to respond in writing by identifying specifically the
corrective or remedial steps to be taken. A Certificate of Appropriateness shall not be required for such repair unless such
repair results in a change in the design, form, proportion, mass, configuration, building material, texture, color, location or ex-
ternal appearance of any structure or part thereof. In the latter circumstance, a Certificate of Appropriateness shall be required
(HPC Policy; adopted 12- 16 -91).

DESCRIPTION OF STRUCTURE/ SITE: This is a 1 'h storey square building with a concrete foundation. The walls are
covered with aluminum siding. The Roof is a cross gable with returns and is covered with asphalt shingles. There is a full length
front porch with a brick foundation, half walls and tapered piers and brick wing walls. The porch roof is hipped and covered with
asphalt shingles. The windows are 1/1 double hung without storms. The attached carport was enclosed and is now failing. There
is a one storey addition with a shed roof in the rear. All of the doors appear to be replacements.
ALTERATIONS: Broken windows were replaced with COA 2002 -0311. The rear one storey addition with aluminum siding is
not original to the house. The attached car port was not original to the 1903 structure; it was enclosed and the aluminum garage
door was added. The aluminum siding is not original. All of the doors are replacements. The detached garage in the rear
collapsed in the winter of 1993
APPLICATION ITEMS: Replace front door with steel door. Take down side garage (car port), move electric meter from
garage to house, 3 feet.
DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace the deteriorated wood front door with a new
steel door in a new frame to prevent further break -ins. Also proposed is to remove the failing flat roofed enclosed car port that is
falling down and to replace any siding on the house with siding from the enclosure or with siding to match. All debris will be
hauled away for disposal. The homeowner also will be removing the electric meter from its current location at the "garage" to the
house.
STANDARDS AND GUIDELINES:
V. GENERAL
A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is
the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as
historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation
Commission for safekeeping and future reference.
C. WINDOWS AND DOORS
Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where
synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows.
Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be
retained or when deteriorated beyond repair, replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If
new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material.
Prohibited
Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and
door openings which would alter the scale and proportion of the building should not be introduced.
Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the
original windows and doors, shall not be installed.

Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing

STAFF RECOMMENDATION: Staff recommends approval of the proposal to remove the enclosed non - original car port as it
will not infringe on the fabric of the 1903 structure. The proposed steel door replacement will be replacing a non original wood
replacement door. The Standards and Guidelines are silent on the electric meter.

DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey building with a cast concrete block foundation. The walls are
clapboard on the first storey and wood shingles on the second storey. The roof is steeply pitched with gabled dormers covered
with asphalt shingles; the dormers and roof have exposed rafter tails. There is a full length front porch with square wood
supports and full length balustrade; the porch roof is slightly pitched. The windows are 1/1 double hung with moulded
entablatures. There are two front doors, one solid and the other is wood panel with light and 3 /, length sidelights.
ALTERATIONS: The house was moved to this location. The house was turned into a two apartments in the 1980s and the
second front door was added. The storm doors are new. The front porch was completely reconstructed in 2008. A privacy fence
was added in the rear in 2002. The back porch has been altered.
APPLICATION ITEMS: Remove back porch and replace with proposed deck.
DESCRIPTION OF PROPOSED PROJECT. Remove the current deteriorated back porch that is supported on vertical
concrete block. Construct a deck with stairs using stock joists, beams, decking and railings per attached materials and diagrams.

Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a
larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns
and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located
at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery
and/or hedges. All houses conform to the uniform set -back within each block.
The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond
Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the
thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the
properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas.
No approval will be necessary for changes in lawn, shrubs, walkways or semi - permanent surface changes in the rear of houses.
Staff approval would be required for semi - permanent structures such as gazebos, but not for play equipment such as swing sets,
sand- boxes, etc.
Required:
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and
development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings

exterior walls of the house are wood shingles with a bell flare at the lower course. The low pitch hip roof has wide soffit
overhang and moulded cornice and is covered with asphalt shingles. There is a full width front porch with shed roof. The porch
has square supports with capitals, wood shingle solid railing, brackets at the eaves and moulded fascia. The windows a wood
double hung 9/1 on the second and first floors; a fixed triple panel window at the front. Most of the windows on the first floor
have original wood storms. There are aluminum storms on some of the second floor windows. There are 3/3 double hung at the
basement level a fixed 6 light in the basement and several fixed 3 light in the foundation level.
ALTERATIONS: The storm door is not original to the house. The window shutters were added before 1987. The aluminum
storm windows and the asphalt roof material are replacements.
APPLICATION ITEMS: Replacement high efficiency windows, vinyl, will be visually the same as current windows from the
exterior of the house. Three considerations for new windows: 1. increase energy efficiency,2. decrease airborne lead in the
household, 3. increase the value of the house and subsequently the neighborhood.

front with wood balustrade, tapered wood posts, wood steps and lattice work at base. There is a fixed aluminum picture window

ALTERATIONS: There is a shed roof addition on the back of the house. The aluminum frame windows and doors are not
original; the vinyl siding is not original.

roof has two cross front gables. The windows are 1/1 and 4/1 double hung sashes with trim wrapped with siding material. There
is an offset gable entry with moulded trim gable returns, plain entablature with Doric columns. There is leaded glass in the
fanlight and a concrete front stoop. There is a glass enclosed side porch.
ALTERATIONS: The aluminum siding and storm windows and doors are not original to the house. The side porch was
enclosed around 1955.
APPLICATION ITEMS: Remove flat seam copper roof over back porch. Repair rotten deck, replace with'' /z" hard board
base and single —ply white fleece back vinyl T.P.O. with new shop- fabricated copper edge flashing. Roof size is 10'x15'.
DESCRIPTION OF PROPOSED PROJECT: Sla Tile proposes to remove the compromised flat copper roof and flashing.
The copper roof has been leaking. The previous attempts to stop the leaking have improperly used a roofing cement over all of
the seams creating more of a problem and not being able to pinpoint exactly where the leak(s) was occurring. Please refer to
photograph. Once the copper roof is removed and the decking replaced, the 50 mil. Duro -last Duro fleece membrane will be
applied. Please refer to specification sheets. New copper flashing will be reinstalled and any damaged or missing slates will be
replaced in -kind.
STANDARDS AND GUIDELINES: East Wayne Street Local Historic District
B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety
of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias
with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character
shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain
materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is
deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition,
size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the
structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural
features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of
architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a
building.

DESCRIPTION OF STRUCTURE/ SITE: Hodson's Castle is an elaborate 2' /s storey Queen Anne with an irregular floor
plan set on a foundation built from "Notre Dame" yellow brick. The first storey if finished with narrow wood clapboards while
the second storey has rounded and diamond shaped shingles. The two storeys are divided by a belt course of vertical siding and
elaborately trimmed. The hip roof has gable dormers along with tower and bays with mansard wrapping around the rear corner.
There are detailed carvings at roof edges and dormers. There is a corner tower with overhanging chamfered corner supported by
two spindle columns. The window openings are simple double hung sashes with pilaster trim and carved corner blocks. The
front door way are panel wood double leaf doors with single light and multi -pane over and below with a stained glass transom
ALTERATIONS: The tower has been shortened. The verandah was been removed and replaced with two porches leading to
the main entrance and the east side entrance. Roof has been replaced. New K -style gutter were installed and the foundation
repaired and reinforced (COA #2009- 0406C) Rear attic venting skylights were added with COA #2010 - 0406).
APPLICATION ITEMS: Please refer to attached description.
DISCRIPTION OF PROPOSED PROJECT: The homeowner proposes the following: Demolish existing driveway apron in
between street and existing sidewalk (note no driveway exists). Repair existing concrete curb and install new concrete cur where
driveway apron was located. Install sod where driveway apron was located. Replace /repair existing crumbling concrete step in
front of house (second step up from ground level). Demolish and replace existing cracked sidewalk section (approx. 3'x3'
section) and add new sidewalk section installed between the street and the existing sidewalk to correspond to walk -up sidewalk to

shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape
accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications
from properties that have property lines on Chapin Place will be considered on a case -by -case basis.
Required
Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as
trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such
areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such
other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with
an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the
structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property
found in photographs, drawings and newspapers. New site work should also be appropriate to
existing surrounding site elements in scale, type and appearance. Front yard areas should remain
open. (See above for information regarding fences.) Trees in close proximity to a building may
cause structural damage. Owners are encouraged to remove these trees and replace (or replant)
them at a more appropriate location as soon as planting season permits and upon approval of a
C of A.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements
before evaluating their importance to the property's history and development Front yard areas shall not be transformed into
parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences.
The installation of unsightly large devices, such as television satellite dishes, skylights or solar
panels, shall not be permitted in areas where they detract from the architecture of a building, are
intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission
review.
Utility poles with high- intensity overhead lights should be installed so that they cannot be seen
from a street. The Commission will evaluate all installations as well as any potential exceptions
resulting from special circumstances, before granting a C of A.
STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Chapin Park Guidelines.

DESCRIPTION OF STRUCTURE/ SITE: The Morris Performing Arts Center is a Spanish Colonial Revival structure. It has
an ivory terra -cotta block base on the first floor and ivory colored, granite textured terra cotta brick on the upper floors of the four
and five storey building. The building is embellished with terra cotta ornaments with a lively Churrigueresque quality that are
richly colored in deep brownish red, yellow, light blue and light green. There are five entrances on the main fagade each
surmounted with a multi -pane transom and surrounded by foliated multi - colored terra cotta. There are modern wood doors in the
entrances. A modern marquee is placed above the first floor. The end bays have round - arched windows with transoms
surrounded by terra -cotta columns and entablature on the second floor. On the fourth floor level at the end bays is a terra cotta
cartouche containing the letter "P" surrounded by terra -cotta that forms a blind window. The center three bays are lighted by
round arched windows extending three stories high. The windows are divided into 18 multi -paned sections and flanked by tinted
terra -cotta pilasters. The center three bays of the building extend into a fifth floor that contains three round - arched casement
windows with transoms and terra -cotta surrounds.
ALTERATIONS: The Marquee was approved (COA #2005 -0331) and installed in 2006; it replaced the modern Morris signage
after the Palace sign was removed in 1960 when the E.M. Morris Foundation purchased the theatre. The original wood doors
have been replaced over the years with aluminum doors and again with wood doors, some as recently asl998. The original stage
house was removed and the modern stage house was constructed to the rear of the building with COA# 1998 -0129. The entry
doors were replaced and the windows restored with COA #2011 -0401
APPLICATION ITEMS: To install a 36 square foot temporary replaceable sign on the rear of the facility above the stage
loading dock doors. Allowing these identification signs will not be injurious to the public health, safety, morals and general
welfare of the community. Placement of this sign is for promotional purposes. The facility sets far enough off Main Street to
constitute a sizeable presentation. The sign will also help identify access to the back side of facility off Main Street, helping
patrons identify with events.
DESCRIPTION OF PROPOSED PROJECT. The Management of the Moms Performing Arts Center proposes to install
advertising signage in a 10'x30' display area above the rear loading dock entrances. The sign will change with the events.

STANDARDS AND GUIDELINES:
The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or
addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate.

No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be
disallowed. Only one appropriate identifying sign will be permitted per business.
STAFF RECOMMENDATION: Staff recommends approval as the sign will be located at the rear of the Center and on a
fagade that is not considered architecturally historical.
