CONCERNING APPLICATION FOR A

DESCRIPTION OF STRUCTURE/ SITE: The former South Fiend Central High school is a large .four storey red
brick building with limestone capitals on brick pilasters. The limestone lined crenellations and a cut stone cornice
line surrounding a flat roof. There are framed brick areas on the side walls with colored glass and tile decorations.
The windows are tri part double hung 2/4, four part transom with vent in the middle with stone spandrels between
second and third floors. The side doors have cut stone surrounds and lintels and stone stairs. The front entrance is
crowned by a parapet and a large stained glass window. Concrete steps lead up to the doors.
ALTERATIONS: The boiler house and smoke stack were demolished. All of the doors appear to be
replacements.
APPLICATION ITEMS: Add 16" x 57" lighted (non - flashing) sign under the Central High
Apartments sign. This sigh can be changed via Office computer to display various messages and can be
turned on and off at designated intervals. It will be secured to the building with screws into the mortar -
not brick.
DESCRIPTION OF PROPOSED PROJECT: The owners wish to install an illuminated sign under the Central
Iligh Apartment sign to advertise rental opportunities and rates. The Sign will be installed by .Ed's Sign World into
the mortar of the building and will not comprise the brick walls. It will be situated equidistant between the current
sign and the limestone base.
STANDARDS AND GUIDELINES:
F. Signs
No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics
will also be disallowed. Only one appropriate identifying sign will be permitted per business.
STAFF RECOMMENDATION: Staff recommends approval. There is one rather small sign on the
Colfax side of this large building. The addition of this proposed sign will provide more information to
prospects other than the Office phone number.

CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: The house at 1733 E. Wayne is a 2 storey frame
construction with a large front shed dormer set on a rectangular floor plan situated on a corner lot. It has a
gambrel roof with asphalt shingles and has molded trim on the rake board. The windows are 6/6 double
hung. The entry is a single gable canopy with open arch under, entablature and cornice details, supported
by square box columns with lattice work and a brick stoop.
ALTERATIONS: The garage 18 x 20 was built in 1949. The replacement siding (aluminum) was noted
on the 1987 survey card has been removed. The house was also noted as Altered, Major. The open porch
on the north east corner of the house was enclosed in 1995 (COA #1995 - 1130); a 700 square foot addition
was added to the north side of the house in 2000 (COA# 2000 - 0821). The two center windows on the
second storey above the entry's gable are replacement windows. There are aluminum storm windows on
the front windows. The front door is not original to the house. The louvered shutters noted on the 1987
survey card are no longer there. A privacy Fence with gate was installed on the south side, new sidewalk
and patio were installed on the west side and stepping stones were installed in the front yard leading to the
gate with COA #2010 -1004
APPLICATION ITEMS: Replace front door with new 6 panel door in black (same color as current)
with 2 small lights (glass) instead of top 2 small square panels [no lights in current door].
DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to install a 6 panel, the two
upper panels as lights, Oak grain fiberglass Pella door painted either black or red with aged/antiqued
bronze hardware. The homeowners are contacting Hinges and Handles to see if the box lock can be
repaired and installed successfully in the fiberglass door. The door knocker will be re -used and the brass
kick plate will be replaced with bronze kick plate.
STANDARDS AND GUIDELINES: East Wavne Street:
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures, "stone sills and
brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of
wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the
original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing
frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used.
When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New
window and door openings which would alter the scale and proportion of the building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that require removal
of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from
the existing character or appearance of the building.

STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the
guidelines for East Wayne Street. The color of the door is the owner's choice. The locking
mechanism hardware will be re- installed if it can be made to function.

DESCRIPTION OF STRUCTURE/ SITE: 1 % storey rectangular plan plus full length porch
on a brick foundation. The walls are wood shingles. Roof is a side gambrel with a shed dormer
along front, all covered in asphalt shingles. Porch features 4 square wood columns supporting a
simple eave of low slope porch roof. Front door is a wood panel door with storm door. Windows
are 8/1 wood double hung.
ALTERATIONS: Aluminum storm windows and door. Porch was rebuilt in 2008. The rear
door is not original to the house. The roof has been replaced.
APPLICATION ITEMS: Install wrought iron handrails on the front steps and install a wrought
iron handrail on the rear entry steps. The hand rails will be installed into the concrete of the
porches and walkways.
DESCRIPTION OF PROPOSED PROJECT: Re- install missing handrail with wrought -iron
handrails on both sides of the front steps and re install one wrought iron handrail on the rear entry
steps.
EDGEWATER STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES, AND STEPS
The majority of the houses in the district have either an open or a enclosed porch across the front
or on the side. Most porches have either gabled or hipped roofs or are covered by the main roof of
the house. A brick base with wood columns is common.
Required
Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and
roof decorations shall be retained or replace with replicas of the same design and materials when
deteriorated beyond repair. Porches and additions reflecting later architectural styles and which
are important to the building's historical integrity shall be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner
that does not alter the architectural or historical character of the building.
Prohibited
Porches and steps that are important to the building's style and development may not be altered or
removed.
Not Recommended
Original porch details should not be replaced with materials representing a different period or
style from the original.
STAFF RECOMMENDATION: The 1977 survey card notes wrought iron hand railing and
columns. The hand railings were not in a 1996 file photograph. The porch was restored in 2008
to its original state in wood but without hand railings. There are wrought iron hand railings
throughout this district. Staff recommends approval.

Sec. 19-19. Removal of hazardous trees by property owner; order, notice; emergency removal.
(a) Every owner of real estate within the City shall remove or trim any tree or shrub or any part thereof located on
such real estate or in the tree and lawn area in front of such real estate which may be dead, diseased, unsightly, in a
condition which is igjurious or detrimental to the public health and safety or the growth of adjacent trees or which may
project over the public street on which such real estate abuts in such manner as to obstruct the free passage of
pedestrians and vehicular traffic on such public streets.
(b) The Board of Park Commissioners shall have the power and the authority to order and require such owner to
remove any such tree or shrub by first causing notice to be served on such owner in the manner provided in section 19-
21 not less than ten (10) days prior to the time designated in such notice for the removal or trimming of such tree or
shrub.
(c) In case of an immediate necessity for any such removal or trimming by reason of storm or other emergency, such
removal or trimming may be done by the Board of Park Commissioners or its Superintendent of Parks, and no notice
whatever need be given thereof.
Sec 19.15. The Board of Park Commissioners shall have the right, power and authority to:
(1) require the owners of parcels of land bordering on any public street of the City to grade, sod, plant and
maintain in proper condition the tree lawn area and the street centers in front of the parcels of land and
(2) Require such owners to plant and maintain shad* or ornamental trees in such areas.

20 March Prepared approved COAs and mailed. Sent letter with revised West La
Salle map to Dea Andrews 223 Scott and also the "Official's Letter" to Mayor Pete.
Attended Green Drinks at the Vine at 6:00. May do a program on Historic Districts with
WNIT Brenda Bowyer, Senior Producer for local programming. State Representative,
Ryan Dvorak called the Office about the Leeper Bridge and our thoughts on that. Also
discussed Marquette School and its adaptive re -use and the value of Historic
Districts.Received a response from Larry Szymanski, Senior Industrial Tech teacher at
Adams, on why Preservation Trades would not work within the current SBCSC curriculum
configuration. Send letter to Mr. Francisco Gonzales on Commission's expectations for
612 -614 S. Carroll. Spoke with Bill Sniadecki about adaptive re -uses for Marquette.
21 March Attended CVB Luncheon at South Bend Country Club with Staff and Sue
Solmos. Topic was choosing the correct social network to promote business.. Elicia and I
met with John Hendershot and Ed's Sign World at Central Apartments to review the
proposed illuminated signage that will be attached to the Colfax side of the building.
Attended the Public Hearing on the proposed Leeper Park Bridge Repairs at 5:30 at the
Library. The meeting was well attended, about 30 people, and there were no objections to
the actual work being performed to restore the bridge. Most of the Comments centered on
the truck traffic and the speed of the trucks. Since 933 is a state road, it's a truck route and
trucks cannot be eliminated by state law.
22 March Met with David Kopana who purchased John Friedline's House 410 -412
William that had a fire. Researched 310 W. Washington for Marilyn Thompson.
Provided documentation to Jamie Ruiz at CBDE on the Wells Fargo Building for their tax
credits. Researched to verify the dating on 129 Franklin, 319 William and 720 W.
Washington for "Ed ". Researched possible funding sources for adaptive re -use of
Marquette as a Senior Center.
23 March Payroll and general Office work Interviewed by Mark Peterson of WNDU
on the adaptive re -uses of Marquette School. Prepared for Presentation before the
Common Council on the landmarking of 1922 Portage. Spoke with Bill Sniadecki
concerning Marquette
26 March Worked with Bill Lamie on 1120 E. Jefferson; problematic column bases
and plinth. Reviewed seveil 106 Reviews. Researched information on Stephenson Mills
(NR) for John Hendershot while he dropped off COA for new sign. Todd Zeiger and I
met with Ann Carol Nash to review Receivership of 319 N. Williams. Todd noted that the
property was in foreclosure and that Ocwen of West Palm Beach held the paper; he said
that Paul Hayden had been inside the house and that it had been stripped; then it had been
boarded up and winterized. Todd asserted that since the lot was incredibly small and so
close to Portage that it would need to be either used as business rental if the empty lot to
the North owned by John Friedline could be obtained; of have the structure moved again -it
was moved over on the lot in the 1920s. Made presentation on 1922 Portage for Local
I.andmarking to the Zoning and Annexation Committee. Derek Dieter raised the issue
that the house was for sale. (Sidney wasn't too pleased with that and stated to me that she
still wanted it landmarked because who ever should buy must take care of it.) Sidney was
still the owner and wanted it landmarked. It was sent to the Council with a favorable
recommendation. Attended Common Council meeting and presented Ordinance for
second reading. Did not stay for the entire meeting which ended after 1:00 am.
27 March Contacted Chris Murphy, president of First Source on Southhold
Restoration Clock from American Trust installed in atrium of Double Tree and Bank.
Secretary Jill said that she would have Chris or Doug Way contact me as to ownership and
proposed plan to secure the monument during Double Tree's remodeling projects. Dan
Hay applied for RME for 1323 E. Wayne Street—repairs/replacement in -kind of wood
trims and gables. Photographed site and toured E. Wayne Street, no new activity.
Received a phone call from John (607 7072) concerning the demolition markings on 116
E. South Street (owners Minette and Irvin Brown 1706 Inwood Rd. 46614 2308) in
Taylor's Field. No permits or COAs applied for. A man came in several months ago
asking to demolish the building; gave him the guidelines for Taylor's Field and application
stating that Social Security wanted to demolish the building for parking. Elicia and I
photographed site and stopped by Social Security; but Mona Luna Harter, District Manger
877 330 6524 was rather clueless but we gave her our contact information in case they learn
anything. Requested Building Department to red tag it since no permits were pulled. Drove
out to Riverview Cemetery to view the vandalism to George Cutter Mausoleum reported
by Phil Schrock. Bronze doors were removed. Currently there is a black aluminum gate
installed but not locked. Photographed the interior. Also photographed another that was
vandalized. Received confirmation that 1922 Portage was land marked.
28 March Followed up with Cemetery; lock is being installed along with a plexi -glass
panel . Verified with City Clerk's Office that 1922 Portage was landmarked. Doug Way
from First Source returned my call about the Clock in the Double Tree Atrium and that it
will be secured during the remodeling. Received COA application for 415 Parry with a
$40.00 check. Steve will go on Friday to return the check for one for $20.00 and
photograph the house for in -kind roof replacement and clapboard replacement and repair.
29 March Met with Troy Cadotte of Michiana 360 a website promoting South Bend.
Gave him copies of survey books and brochures and an invitation to Rotary luncheon to
net work. Staff Report for South Bend Central Apartments signage and RME for 1323 E.
Wayne Street North. Mark Lyons dropped off the latest variance for Cafe Navarre
requesting outside seating. Three options ranging from seating for 25 to 56. Meeting is on
April 4 1:30 for this and the awnings.
30 March A very rainy and miserable day. Attended the Michiana History Group
meeting and luncheon at Ruthmere in Elkhart. Toured the house. Turned in March's
fees. Prepared Staff Report for Central High Apartments.
2 April COA Deadline. Prepared Staff Report for 1733 E. Wayne. Commissioners
voting on Southhold Awards at noon. Send Mc Kibben the Contractor Listing and the link
to the Chapin Park Guidelines. General Office work and research. Prepared for meeting
with Mayor.
3 April 10:30 meeting with Mayor Pete and Kathryn Roos, Deputy Chief of Staff.
The Mayor will present a letter to be read at Southhold Awards this year because he will be
in the Navy Reserves at that time. I discussed the tax abatements for new housing
published in the Tribune and requested that homeowners in historic districts and
landmarks receive the same consideration for work that they do on the exterior of their
homes. Mayor Pete wants me to identify some model programs for local tax breaks and
bricks and mortar programs. He wants HPC Staff on the Abandoned Housing Task
Force. He liked the concept of a Salvage program and suggested that we compile a list of
great fixer uppers plus ideas for partners since the program won't work in the SBCSC.
Also met later that day with Bob DeCleene from the CVB
4 April Received a phone call from Sue Cholis on West North Shore about a dying
tree. Brent had already documented it and was e- mailing the paper work and pictures.
Steve and I went over to the house and delivered the COA for its removal and toured the
districts and photographed the rear of 710 Park that is eroding after Dr. Enderle had the
barn removed. Met with Mr. Firmer King he purchased 525 Edgewater in a tax sale. Staff
approved the repair work of the garage and had him apply for a COA for the wrought iron
railings. Attended the ABZA meeting for the afternoon Cafe Navarre's variance for
awnings and outdoor seating were tabled until 2 May. Spoke in favor of the variance for
the electronic sign for the Botanical Conservatories. Submitted payroll.
5 April Staff report for 525 Edgewater. Prepared Commissioners packets and
mailed out. Sent Sidney Blancett her copy of 1922 Portage land marking. Received
another letter from Cole Hay concerned about the deterioration of the City's Housing
stock
6 April OFFICE CLOSED FOR GOOD FRIDAY
9 April Dyngus Day. The lantern for the East Wayne Street entrance wall arrived
this morning. Notified Marcia Qualls and Linda Riley by voice mail and e-mail.
Followed up on 739 Leland with daughter Jovia Acuna. I am sending to her a copy of the
Chapin Park Standards, HPC meeting dates and deadlines and COA applications. Sent
Pam Decola of East Wayne Street the link to the website and what we needed for an RME
for a removal of a hazardous tree.
10 April Picked up materials for the Regional Collection Training Conference rather
than attend as planned. Too much to do in Office as Steve and Elicia were doing the tours
of the State Theatre and wrapping up the grant application before leave for the
Preservation Conference near Hammond. Forwarded Harold Mueller's e -mail about
insurance issues to Larry Meteiver for advice. Mr. Mueller stated that two insurance
companies would not insure his house because he doesn't have -or need -a new roof. Sent
letter to Jovina Acuna to Larry Meteiver for his review. Advised Brian Rosendaul of the
Washington Colfax Apartments on grant sources for brick facade repairs
11 April . Office. Sent Erica Warren the legal notice for the West LaSalle Street
Public Hearing. It will be published on 17 April. Mailed Transportation Grant application
for overnight delivery.
12 April Office. Received e -mail from Rev. Williams that his vision for Marquette
School as a Senior Center is off the table because the School Board will not make any
decisions concerning Marquette until later this year. E- mailed Kathryn Roos about the
Abandoned and Vacant Housing Task Force meeting on 18 April in Room 1308 —open to
the Public. Waiting for response on the time. Played referee between Public Works and
the East Wayne Street people. The light will not go up for about a month because of city's

'Whiting; he is a preservationist in my opinion.

Happy April! As we approach the busier time for construction and home improvement, I
am pleased that so many homeowners have contacted HPC for recommendations and
advice. As always, this office has taken the stance to be a resource for the community and
we are so very glad to receive those calls for help and direction.
First of all, as many of you may be aware, this office has been very involved with the
State Theatre project. This is an exciting project that we can all hope leads to more jobs,
interest, and revenue to downtown. I was able to personally guide both the 12:15 and
5:15 tours as Elicia was able to host the 3:15 tour. 109 attendees accompanied us
throughout the day. I have been asked by DTSB to host two more additional tours on
Saturday, April 21 as the demand for more opportunities to see the site has become too
great to ignore. The tours will be at 11 am and 1 pm.
I would also like to mention the great success that we experienced at April's First Friday
celebration. Elicia was able to put together a Mystery Hunt using facades of businesses
downtown including many of our treasured historical buildings. Hundreds of people
attended the event despite the holiday (Good Friday), as I was interviewed and identified
as being from HPC.
Last week, Elicia Feasel and I were able to attend the Indiana Historical Preservation
Conference in Whiting, IN. The variety of seminars ranged from legal basis in
preservation to a guide to collections and archives located in the state. We were able to
attend on scholarships and I am so very grateful for that opportunity. There was so much
information given and contacts made (for networking) that it will take a few days to sort
it all out.

04/02/2012 12N: Southhold Nominating Committee. Members Present: Kevin
Buccellato, Timothy Klusczinski, Lynn Patrick, Sandra Rossow and Elicia Feasel
— Asst. Director. Watched a PowerPoint presentation and participated in the
discussion of the candidates /criteria for this year's awards celebration.
Commissioner Buccellato offered category revisions to breakout dissimilar
attributes from the competition (i.e. commercial v. residential). All had consensus.
Elicia volunteered to make the appropriate revisions and resend the presentation
to committee members (by final selection deadline on 4/3/2012). Commissioners
Patrick and Klusczinski voluntee t o donate high -grade paper and cardstock for
-- - use in printing certificates for all candidates.
Met with staff following Southhold business.
04/03/2012 10:00A: Delivered cardstock paper as promised. Inquired about
revised presentation not yet received. Elicia mentioned that it had been sent prior
to my arrival.

DESCRIPTION OF STRUCTURE/ SITE: The former South Bend Central High school is a large four storey red brick
building with limestone capitals on brick pilasters. The limestone lined crenellations and a cut stone cornice line surrounding a
flat roof. There are framed brick areas on the side walls with colored glass and tile decorations. The windows are tri part double
hung 2/4, four part transom with vent in the middle with stone spandrels between second and third floors. The side doors have
cut stone surrounds and lintels and stone stairs. The front entrance is crowned by a parapet and a large stained glass window.
Concrete steps lead up to the doors.
ALTERATIONS: The boiler house and smoke stack were demolished. All of the doors appear to be replacements.
APPLICATION ITEMS: Add 16" x 57" lighted (non- flashing) sign under the Central High Apartments sign. This sign can be
changed via Office computer to display various messages and can be turned on and off at designated intervals. It will be secured
to the building with screws into the mortar -not brick.
DESCRIPTION OF PROPOSED PROJECT: The owners wish to install an illuminated sign under the Central High
Apartment sign to advertise rental opportunities and rates. The Sign will be installed by Ed's Sign World into the mortar of the
building and will not comprise the brick walls. It will be situated equidistant between the current sign and the limestone base.
STANDARDS AND GUIDELINES:
F. Signs
No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics will also be
disallowed. Only one appropriate identifying sign will be permitted per business.
STAFF RECOMMENDATION: Staff recommends approval. There is one rather small sign on the Colfax side of this large
building. The addition of this proposed sign will provide more information to prospects other than the Office phone number.
On a motion by Lynn Patrick with a second by Dave Steinhauer to approve application as
submitted.

DESCRIPTION OF STRUCTURE/ SITE: The house at 1733 E. Wayne is a 2 storey frame construction with a large front
shed dormer set on a rectangular floor plan situated on a comer lot. It has a gambrel roof with asphalt shingles and has molded
trim on the rake board. The windows are 6/6 double hung. The entry is a single gable canopy with open arch under, entablature
and cornice details, supported by square box columns with lattice work and a brick stoop.
ALTERATIONS: The garage 18 x 20 was built in 1949. The replacement siding (aluminum) was noted on the 1987 survey card
has been removed. The house was also noted as Altered, Major. The open porch on the north east comer of the house was
enclosed in 1995 (COA #1995- 1130); a 700 square foot addition was added to the north side of the house in 2000 (COA# 2000-
0821). The two center windows on the second storey above the entry's gable are replacement windows. There are aluminum
storm windows on the front windows. The front door is not original to the house. The louvered shutters noted on the 1987 survey
card are no longer there. A privacy Fence with gate was installed on the south side, new sidewalk and patio were installed on the
west side and stepping stones were installed in the front yard leading to the gate with COA #2010 -1004
APPLICATION ITEMS: Replace front door with new 6 panel door in black (same color as current) with 2 small lights (glass)
instead of top 2 small square panels [no lights in current door].
DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to install a 6 panel, the two upper panels as lights, Oak
grain fiberglass Pella door painted either black or red with aged/antiqued bronze hardware. The homeowners are contacting
Hinges and Handles to see if the box lock can be repaired and installed successfully in the fiberglass door. The door knocker will
be re -used and the brass kick plate will be replaced with bronze kick plate.
STANDARDS AND GUIDELINES: East Wavne Street:
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels.
Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If
new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm
doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and
door openings which would alter the scale and proportion of the building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original
windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing
character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines for East Wayne
Street. The color of the door is the owner's choice. The locking mechanism hardware will be re- installed if it can be made to
function.
Architectural Historian Dave Steinhauer concurs that the proposed door is appropriate to that
residential type.
On a motion by Lynn Patrick with a second by Sandy Rossow to approve application as
submitted.

are wood shingles. Roof is a side gambrel with a shed dormer along front, all covered in asphalt shingles. Porch features 4 square
wood columns supporting a simple eave of low slope porch roof. Front door is a wood panel door with storm door. Windows are
8/1 wood double hung.
ALTERATIONS: Aluminum storm windows and door. Porch was rebuilt in 2008. The rear door is not original to the house.
The roof has been replaced.
APPLICATION ITEMS: Install wrought iron handrails on the front steps and install a wrought iron handrail on the rear entry
steps. The hand rails will be installed into the concrete of the porches and walkways.
DESCRIPTION OF PROPOSED PROJECT: Re- install missing handrail with wrought -iron handrails on both sides of the
front steps and re install one wrought iron handrail on the rear entry steps.
EDGEWATER STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES, AND STEPS
The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. Most porches
have either gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common.
Required
Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall be
retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches and additions
reflecting later architectural styles and which are important to the building's historical integrity shall be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the
architectural or historical character of the building.
Prohibited
Porches and steps that are important to the building's style and development may not be altered or removed.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style from the original.
STAFF RECOMMENDATION: The 1977 survey card notes wrought iron hand railing and columns. The hand railings were
not in a 1996 file photograph. The porch was restored in 2008 to its original state in wood but without hand railings. There are
wrought iron hand railings throughout this district. Staff recommends approval.
On a motion by Dave Steinhauer with a second by Lynn Patrick to approve application as
submitted.
