The walls a running bond brick with double soldier course fascia with dentil treatment. The roof is a copper-cladded material. The windows have simple square openings, brick dentilled flat arch linter, wing windows have chevron motif brick spandrels. There are round arch clerestory windows on the east and west. Doors are simple rectangular pedestrian doors. The doorways on the north and eat side have cantilevered sky lighted steel marquis over them. The building is situated close to South Street on the north and the railroad bed on the south with a large parking lot to the east of the building. ALTERATIONS: The original copper roof, windows and doors have been replaced and a chimney was scaled down near the southwest rear portion of the roof per a restoration plan approved with COA issued on 8 August 1985. The EPDM rubber roof was replaced on the east side canopy with COA# 2004-1004, APPLICATION ITEMS: Ornamental fencing along South Street and Lafayette Blvd. Per drawings and letter submitted. DESCRIPTION OF PROPOSED PROJECT: Union Station Properties has engaged DHA to design a fence and gate system to enclose and secure the parking lot on the east side of the Union Station. The black metal fence is to be 8 feet high with flat caps on the fencing and acorn finials on the posts. DHA also proposes to retain the existing trees on the north and south side of the exterior of the enclosure as well as the landscaping on the east per plans submitted. DHA received the necessary variances from the Area Board of Zoning Appeals and approval from Design Review. The parking lot and pedestrian gates will match the style of the fence. The fence will be separated from the south entrance to the building by the existing concrete sidewalk. The sidewalk pedestrian gate with security access/egress apparatus will be attached to posts and not to the Station. STANDARDS AND GUIDELINES: B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, in and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 14 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. Lafayette Blvd. South Bend, Indiana 46601 RE: Request for approval of a Certificate of Appropriateness for Ornamental Fencing at Union Station building 320 South Street, South Bend, IN: Dear Ms. Hostetler: On behalf of our client, Union Station Properties, we are asking for approval of a Certificate of Appropriateness for the installation of a proposed black colored, 8 -foot high ornamental metal fence along the North and East boundary of their parking lot located at the Southwest corner of South Street and Lafayette Boulevard. As stated in the Board of Zoning Appeals Petition and in the Design Review appeals request Petition, the owner of has three clients desiring to contract for computer services at the Union Street facility. These new clients are asking the owners 'of the Union Station facility to provide a secure building and a secure site. This security is being requested for the tenants employees and computer servers. The owner has the necessary security within the building, but needs to bring the parking lot up to the clients' security standards. The fencing proposed would be similar to the fencing used at the Coveleski Regional Stadium site located across the street from the Union Station building. Shown on the site plan is a typical proposed fence section. We are asking for the Historic Preservation Commission to approve a - Certificate of Appropriateness for the proposed ornamental fencing that would be located along the streetscape of South Street and Lafayette Boulevard. Our client would hope the Board believes the fencing type chosen works with the architecture of the Union Station building and the materials, size, color and style are visually compatible with the other land uses in the area. Hayden and Abigail L. Palko Landmark or District Designation: Chapin Park LHD Rating: Omitted in 2005 Survey DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick foundation. The walls are wood clapboard on the first storey with wood shingle on the second storey and in the gable. The roof is cross gable with cornice returns and a dormer which breaks the roof line on wing. The roof is covered with dimensional asphalt shingles. The windows are 1 /1 double hung with moulded entablatures. There is a corner porch between the central gable and wing with square wood supports on brick piers with a simple balustrade and moulded cornice. ALTERATIONS: The home was restored to a single family residence from three apartments; and completely rehabbed inside and outside with the removal of all non-contributing additions and alterations. There was 4x8 2008 addition to create a new rear entry and a redesign of the back hip roof to accommodate the addition. The east side windows were reconfigured to two shorter double windows, the bathroom window was removed and replaced with a higher window. Three square windows were installed in the north wall of the dining room and the kitchen window on the north wall was shortened. Glass bock was installed in the basement windows. APPLICATION ITEMS: Fence in the back of the property. DESCRIPTION OF PROPOSED PROJECT: Owner proposes a Freedom brand Concord style black aluminum fence 4'-6" high to be installed in the rear of the property along three sides of the house, attached to posts. Two 48" walk gates to be installed, one in the rear and one on the alley side. The space between pickets is open, including the view from the front. The fourth side of house shares the chain link fence of the neighboring property. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING L ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high- intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. There is a screen -in brick porch on the west side of the house. ALTERATIONS: The cloth awnings and screened -in side porch were noted as alterations on the 1986 Survey Card. All of the second storey windows, except the street fagade, were replaced with Eagle brand windows and two rear first storey windows in the northwest corner per COA#1998-0305. Turn west and continue in a line west approximately 500 feet with the edge of the driveway. Follow the inside edge of the driveway as it turns north approximately 100 feet, then west 150 feet, then north 100 feet, then east 150 feet (around the rear wing of the building). Turn east and continue in a line east to the west edge of Chicago Trail or the point of beginning. - Date of Review: July 13, 2011 Case History Indiana Landmarks retained Partners in Preservation, Kurt W. Garner of Plymouth, Indiana to prepare the National Register Nomination for the Haven Hubbard Home District based on its historic and architectural significance. The nomination was initially submitted to the DHPA for review and comment. Upon realization that as a CLG the Historic Preservation Commission of South Bend and St. Joseph County should first review the nomination before further action by the DHPA, it was forwarded to the Historic Preservation Commission for action. It has now been reviewed and processed by the Staff of the Historic Preservation Commission and is now formally submitted for action by the Historic Preservation Commission of South Bend and St. Joseph County. Criteria for Evaluation In order to be considered eligible for inclusion in the National Register, an historic property should be at least 50 years old and must be a possess local, state, or national significance in relation to at least one of these following criteria: Criteria A is associated with the events that have made a significant contribution to the broad patterns of our history; or &Ahh, Criteria B is associated with the lives of persons significant in our past; or Criteria C embodies the distinctive characteristics of a type, period, or method of construction or represents the work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components lack individual distinction; or Criteria D has yielded, or is likely to yield, information important in prehistory or history. Ordinarily, cemeteries, birthplaces, graves of historical figures, properties owned by religious institutions or used for religious purposes, structures which have been moved from their original locations, reconstructed historic buildings, properties commemorative in nature, and properties which have received significance within the last 50 years, shall not be considered eligible for the National Register. However, such properties will oualifv if they are integral parts of historic districts which meet the criteria or if they fall within the categories established by the National Park Service as Criteria Consideration/Exemptions. Evaluation of the Nomination The Haven Hubbard Home District meets two of the four possible criteria. As cited in the nominations the property meets Criterion A for it represents a group of buildings set aside for the continued care of residents who could not wholly support themselves. The district is an example of a facility much like early county homes, created out of society's desire to care for the aged in a residential setting, therefore Social History is one area of significance under which the Haven Hubbard Home is eligible to be listed on the National Register. It also meets Criterion C because the main building, Epp Hall, the Hubbard Homestead House and Pump House also represent excellent architectural examples of their style and type. Epp Hall initially constructed in 1922 of the Colonial Revival style with Collegiate Gothic influences, the Hubbard Homestead of the Queen Anne style of the 1890s and the Pump House of the Second Empire style of the 1850s This makes the Haven Hubbard home eligible for the National Register under the area of significance for Architecture. Staff Comments V Staff has evaluated the submitted nomination according to procedures, policies, standards, and criteria established by the National Park Service and the Division of Historic Preservation & Archaeology pursuant to Certified Local Government and applicable federal regulations. Staff visited the site and toured the interior and exterior of Hubbard Homestead and the exteriors of the Pump House and Epp Hall on 13 July 2011. The contextual development, format, supplementary documentation and information presented are considered accurate and appropriately executed. Staff has also determined that the Haven Hubbard Home District meets the applicable criteria as defined in this review and considers the area, as delineated by the justified boundaries, to be eligible for inclusion in the National Register of Historic Places. As set forth in 36 CFR, Part 60; Staff has notified the property owner of the nomination via a notice published in The South Bend Tribune and The New Carlisle News and personal contact. Public officials and interested parties have been notified by letter of the pending nomination. All have been given the opportunity to provide the Commission written comments or objections. To date, no submissions have been presented. Staff Recommendations It is recommended that the State Historic Review Board concur with Staff that the subject property meets the criteria for inclusion in the National Register of Historic Places. In addition, Staff requests that the Commission direct Staff to submit the appropriate report to Commissioner Robert Kovach, President of St. Joseph County board of Commissioners for his concurrence, in compliance with Indiana's Certified Local Government regulations. Local Landmark Designation Procedure Historic Preservation Commission of South Bend & Saint Joseph County 1) A Local Landmark proposal can be initiated upon the request of. an owner, representative, concerned citizen, concerned group, the Landmarks Committee of the Historic Preservation Commission, or other governmental body. A proposal should include the history of the potential landmark, notable architectural features, and/or other related materials. 2) Upon receiving correspondence to pursue local landmark designation of a particular building, structure, site, or object, the item is placed on the Historic Preservation Commission's monthly meeting agenda under First Reading in Regular Business. At this time, the matter is presented to the Commission and referred to the Landmarks Committee. No major discussion takes place at this time. 3) The Landmarks Committee should set up a meeting as soon as possible to review the proposed landmark(s) and to generate a report based on the following criteria: historic and cultural value, educational value, and suitability for preservation. The report should also include an unfavorable/favorable recommendation. 4) At the next available Historic Preservation Commission meeting, the report from the Landmark Committee should be presented to the Commission under Regular Business. No decision should be made at this time. Proposed landmarks not meeting the rating criteria (11 or greater) should be re-evaluated by the Landmarks Committee prior to the public hearing. Any change to the rating shall be voted upon by, the HPC. 5) A public hearing (Second Reading), should be scheduled at the next available meeting after the report from the Landmark. Committee. The second reading should be listed under Public Hearing. Ample notification will be given to. the property owners and other organizations that would wish to comment regarding this item. During the Public Hearing, the Commission would receive comments from proponents and opponents and make a recommendation to the appropriate council. The proposed ordinance with the proper legal description should be prepared before the Commission's second reading. The proposed ordinance with a cover letter will be sent to the appropriate council. It will then follow the path through the council's readings and public hearings. If designated, the ordinance for the landmark will be filed with the City/County Clerk or the County Recorder, and in the HPC's offices. Turn west and continue in a line west approximately 500 feet with the edge of the driveway. Follow the inside edge of the driveway as it turns north approximately 100 feet, then west 150 feet, then north 100 feet, then east 150 feet (around the rear wing of the building). Turn north and continue in a line north approximately 1,100 feet to a line extended west from the point of beginning on the west edge of Chicago Trail. Turn east and continue in a line east to the west edge of Chicago Trail or the point of beginning. Date of Review: July 13, 2011 Case History Indiana Landmarks retained Partners in Preservation, Kurt W. Garner of Plymouth, Indiana to prepare the National Register Nomination for the Haven Hubbard Home District based on its historic and architectural significance. The nomination was initially submitted to the DHPA for review and comment. Upon realization that as a CLG the Historic Preservation Commission of South Bend and St. Joseph County should first review the nomination before further action by the DHPA, it was forwarded to the Historic Preservation Commission for action. It has now been reviewed and processed by the Staff of the Historic Preservation Commission and is now formally submitted for action by the Historic Preservation Commission of South Bend and St. Joseph County. Criteria for Evaluation In order to be considered eligible for inclusion in the National Register, an historic property should be at least 50 years old and must be a possess local, state, or national significance in relation to at least one of these following criteria: Criteria A is associated with the events that have made a significant contribution to the broad patterns of our history; or Criteria B is associated with the lives of persons significant in our past; or Criteria C embodies the distinctive characteristics of a type, period, or method of construction or represents the work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components lack individual distinction; or Criteria D has yielded, or is likely to yield, information important in prehistory or history. Ordinarily, cemeteries, birthplaces, graves of historical figures, properties owned by religious institutions or used for religious purposes, structures which have been moved from their original locations, reconstructed historic buildings, properties commemorative in nature, and properties which have received significance within the last 50 years, shall not be considered eligible for the National Register. However, such properties will aualifv if they are integral parts of historic districts which meet the criteria or if they fall within the categories established by the National Park Service as Criteria Consideration/Exemptions. Evaluation of the Nomination The Haven Hubbard Home District meets two of the four possible criteria. As cited in the nominations the property meets Criterion A for it represents a group of buildings set aside for the continued care of residents who could not wholly support themselves. The district is an example of a facility much like early county homes, created out of society's desire to care for the aged in a residential setting, therefore Social History is one area of significance under which the Haven Hubbard Home is eligible to be listed on the National Register. It also meets Criterion C because the main building, Epp Hall, the Hubbard Homestead House and Pump House also represent excellent architectural examples of their style and type. Epp Hall initially constructed in 1922 of the Colonial Revival style with Collegiate Gothic influences, the Hubbard Homestead of the Queen Anne style of the 1890s and the Pump House of the Second Empire style of the 1850s This makes the Haven Hubbard home eligible for the National Register under the area of significance for Architecture. Staff Comments Staff has evaluated the submitted nomination according to procedures, policies, standards, and criteria established by the National Park Service and the Division of Historic Preservation & Archaeology pursuant to Certified Local Government and applicable federal regulations. Staff visited the site and toured the interior and exterior of Hubbard Homestead and the exteriors of the Pump House and Epp Hall on 13 July 2011. The contextual development, format, supplementary documentation and information presented are considered accurate and appropriately executed. Staff has also determined that the Haven Hubbard Home District meets the applicable criteria as defined in this review and considers the area, as delineated by the justified boundaries, to be eligible for inclusion in the National Register of Historic Places. As set forth in 36 CFR, Part 60; Staff has notified the property owner of the nomination via a notice published in The South Bend Tribune and The New Carlisle News and personal contact. Public officials and interested parties have been notified by letter of the pending nomination. All have been given the opportunity to provide the Commission written comments or objections. To date, no submissions have been presented. Staff Recommendations It is recommended that the State Historic Review Board concur with Staff that the subject property meets the criteria for inclusion in the National Register of Historic Places. In addition, Staff requests that the Commission direct Staff to submit the appropriate report to Commissioner Robert Kovach, President of St. Joseph County board of Commissioners for his concurrence, in compliance with Indiana's Certified Local Government regulations. Meeting with Jeremy Roschyk and Sara Rhodes, Landscape Architecture, of DLZ; Ken Smith Director of Maintenace for Bureau of Waste Water and Rob Nichols of Engineering about the proposed Lift Station that will be installed on the. north side of the driveway. Sara presented her landscape proposal that will shield the apparatus from the road and park along with suggested improvements to the entry area of the Garden of Fragrance. After the meeting Staff visited Leeper Park. The Garden of Fragrance meandered though Leeper Park at various points in time and was maintained by the Garden Club of South Bend for the enjoyment of the Blind. At one point it extended from the Northside of the drive to the North pumping Station to the herb garden area at the Navarre Cabin. The walls a running bond brick with double soldier course fascia with dentil treatment. The roof is a copper-cladded material. The windows have simple square openings, brick dentilled flat arch linter, wing windows have chevron motif brick spandrels. There are round arch clerestory windows on the east and west. Doors are simple rectangular pedestrian doors. The doorways on the north and eat side have cantilevered sky lighted steel marquis over them. The building is situated close to South Street on the north and the railroad bed on the south with a large parking lot to the east of the building. ALTERATIONS: The original copper roof, windows and doors have been replaced and a chimney was scaled down near the southwest rear portion of the roof per a restoration plan approved with COA issued on 8 August 1985. The EPDM rubber roof was replaced on the east side canopy with COA# 2004-1004, APPLICATION ITEMS: Ornamental fencing along South Street and Lafayette Blvd. Per drawings and letter submitted. DESCRIPTION OF PROPOSED PROJECT: Union Station Properties has engaged DHA to design a fence and gate system to enclose and secure the parking lot on the east side of the Union Station. The black metal fence is to be 8 feet high with flat caps on the fencing and acorn finials on the posts. DHA also proposes to retain the existing trees on the north and south side of the exterior of the enclosure as well as the landscaping on the east per plans submitted. DHA received the necessary variances from the Area Board of Zoning Appeals and approval from Design Review. The parking lot and pedestrian gates will match the style of the fence. The fence will be separated from the south entrance to the building by the existing concrete sidewalk. The sidewalk pedestrian gate with security access/egress apparatus will be attached to posts and not to the Station. STANDARDS AND GUIDELINES: B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to the Group B standards for Landmarks and will not detract from the site or infringe on the Station. Hayden and Abigail L. Palko Landmark or District Designation: Chapin Park LHD Rating: Omitted in 2005 Survey DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick foundation. The walls are wood clapboard on the first storey with wood shingle on the second storey and in the gable. The roof is cross gable with cornice returns and a dormer which breaks the roof line on wing. The roof is covered with dimensional asphalt shingles. The windows are 1/1 double hung with moulded entablatures. There is a corner porch between the central gable and wing with square wood supports on brick piers with a simple balustrade and moulded cornice. ALTERATIONS: The home was restored to a single family residence from three apartments; and completely rehabbed inside and outside with the removal of all non-contributing additions and alterations. There was 4x8 2008 addition to create a new rear entry and a redesign of the back hip roof to accommodate the addition. The east side windows were reconfigured to two shorter double windows, the bathroom window was removed and replaced with a higher window. Three square windows were installed in the north wall of the dining room and the kitchen window on the north wall was shortened. Glass bock was installed in the basement windows. APPLICATION ITEMS: Fence in the back of the property. DESCRIPTION OF PROPOSED PROJECT: Owner proposes a Freedom brand Concord style black aluminum fence 4'-6" high to be installed in the rear of the property along three sides of the house, attached to posts. Two 48" walk gates to be installed, one in the rear and one on the alley side. The space between pickets is open, including the view from the front. The fourth side of house shares the chain link fence of the neighboring property. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval of the fence as it conforms to the guidelines for the district. McCormick Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The two storey Tudor of brick with field stone scattered throughout the body of the house along with half timber and stucco wall features and a steep slate gable roof with a slight flair at the eaves. There are leaded and plain glass casement windows throughout the house with stone header course sills on the brick facades. The arched doorway is surrounded with irregular field stone. There is a screen -in brick porch on the west side of the house. ALTERATIONS: The cloth awnings and screened -in side porch were noted as alterations on the 1986 Survey Card. All of the second storey windows, except the street fapade, were replaced with Eagle brand windows and two rear -first storey windows in the northwest comer per COA# 1998-0305. Three second storey windows were repaired and re -set in new Eagle Brand metal clad wood frames per COA#1999-0907. The white rear porch door is a replacement. APPLICATION ITEMS: Replace current porch screen with aluminum bronze 4 -season screens with sliding door/windows. Aluminum bronze frame are consistent with other windows on home already. Swing door on porch will be changed to a sliding door and a stationary window. See Attached. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace the old, deteriorating wood screens in the brick side porch with Patio Enclosures sliding metal screen and glass window system in the openings. The arch of the openings will have a fixed glass transom in a metal frame while the sliding glass door/window system will be installed below the transom. The metal frames are to be bronze to match the trim of the body of the house. The non - original rear door will be replaced along with the two narrow screened windows with one sliding door and a fixed window. None of the original openings, walls or footprint will be changed by this project. STANDARDS AND GUIDELINES: East Wavne Street: Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. Of those porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. Columned porticos, porches with broken pediments or turrets, and other porch forms characteristic of the Period Revival styles are also found in the district. Required Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed. Not Recommended Original porch details should not be replaced with materials representing an earlier period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines of the East Wayne Street District.
