Schneider Property Owner: Olaf Wiest Landmark or District Designation: Chapin Park LHD/NR Rating: O DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey with an irregular plan on a brick foundation. The roof is an intersecting gambrel form with dormers. The siding is wood clapboard on the first storey with cedar shingles in the second storey. A friezeboard continues around the house with egg and dart molds. The front porch wraps east and north with a distinctive round comer. A pedimented entry is supported by ionic columns on brick piers. Window openings are 1/1 double hung on first storey and 4 pane divided lite/1 on the second storey. The entry door is a glazed single leaf wood panel door with cut glass glazed sidelites. ALTERATIONS: none on record. APPLICATION ITEMS: Broadening of existing brick path, connection to brick path on adjacent property, building of carport on back side of the house. 'DESCRIPTION OF PROPOSED PROJECT: With the neighboring property owner, Kevin Hughes, consent, the owner proposed to broaden the existing brick path at the rear of the house, connecting seamlessly to the brick drive at 406 Manitou Place. To allow access, a portion of the existing chain link fence will be removed. See RME#2011-1101. In addition, owner proposes installing a carport in the rear over the newly expanded brick parking pad. An elevation has been included with the application to further detail this proposal. A clear corrugated roof is proposed to minimize the solidity of the roof and to allow sunlight to continue to penetrate the existing stained glass window. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES III. NEW CONSTRUCTION New construction includes any new building or structure built within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance, scale, styles and setbacks of the other buildings in the neighborhood. New work may be contemporary or may suggest motifs from historic buildings in the district. A. HEIGHT AND PROPORTION The majority of the structures in the district are two stories in height and have square or rectangular plans. There are several houses that have L- or T-shaped or rambling ground plans. There are a few single -story cottages and one- and one -and -a -half -story bungalows. The most prevalent fagade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Fagade proportion shall be established by permitting no structure with a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. v e........,,.,,, %A a.V 1111L�.11V VLL - Design of new construction should be compatible in character and mood to the building or neighborhood. Prohibited Additions that would add new height or change the existing fagade of a building, and change its scale and architectural character shall not be constructed. Not Recommended New stories should not be added nor existing stories be removed which would destroy important architectural details, features and spaces of the building. Any style or period of architecture that is incompatible with the existing should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco and wood clapboard and shingles, to aluminum, vinyl and fiberboard/composite siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color (as pertains to masonry) with adjacent structures. Materials used on an addition to an existing structure shall relate. to the existing or original materials of that structure. Also, as much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Alternative or composite siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than the foundations. C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guidelines and standards. STAFF RECOMMENDATION: Staff recommends approval of the proposed project. Considered an accessory structure, the carport conforms to the standards and guidelines as it is located at the rear of the property and is as unobtrusive as possible. The contemporary design and material choices of the accessory structure is sensitively designed to consider the adjacent historic structure. It has a hip roof with gables featuring box returns and is covered in asphalt shingles. The walls are aluminum sided. According the 2005 survey, windows are original wood 1/1 double hung with wood surrounds. The front first storey window has leaded glass in the top. The side bay window is original wood 1/1 double hung. Most windows have aluminum storms installed. There is a concrete stoop with a metal awning overhead, supported by metal supports. ALTERATIONS: The house is aluminum sided. The roof was replaced in 2008 with COA 2008-0618. The storm door is not original and the front porch is a replacement. At the time of the current Application, most of the original windows had been removed and vinyl replacement installed without a COA. APPLICATION ITEMS: Replace with Jeld-Wen vinyl windows to match original windows. DESCRIPTION OF PROPOSED PROJECT: The owner removed original windows and installed vinyl replacement windows without a COA. HPC Preservation Specialist made a site visit after being alerted of the unapproved project and the photographs provided reflect the project status at the time of inspection. Staff was not able to make a determination as to if the original windows were deteriorated beyond repair as they had already been discarded. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double -hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half has wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canyas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Vinyl replacement windows have already been installed in this house and the original windows have been discarded. Staff recommends that the original front first storey windows remain in place as they are a distinct original feature of the otherwise altered structure. Leeper Park East is bordered by Riverside Drive along the St. Joseph River, the River Bartlett Street to the South and Michigan Street to the West. It is part of the 1911-1915 Parks and Boulevard system designed for South Bend by George Kessler. Its function as a recreational Park is secondary to its practical function as a drinking water well field dominated by the North Pumping Station which is a local landmark, the Reservoir and numerous wells located through out the area. The sunken garden at the northern end of the Park was rehabilitated in 2009 with new rose plants and gravel walkways. The recreational area of the Park behind the North Pumping Station include the Zeigler performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, Swing set and slide. ALTERATIONS: The water feature, fountain and statuary of the Sunken Garden were removed in the 1960s. The wading pool has been filled in and the pergola removed around the 1970s. The more formal ardens of lilies, roses, gladiolas and peony beds no longer exist. The Garden of Fragrance (originated n1954 and expanded over the years) that meandered from Michigan Street to the Herb Garden by the Navarre Cabin no longer exists, only the signage remains. APPLICATION ITEMS: Replace the existing lift station on the south side of the North Pumping Station driveway and relocate it to the north side of the driveway. Screen the new location with landscaping and plantings. Rehabilitate the Garden of Fragrance Braille marker and boulder monument and install new sidewalks and decorative paving. DESCRIPTION OF PROPOSED PROJECT: Please see project narrative, diagrams and landscape plan. STANDARDS AND GUIDELINES: Leeper Park Standards and Criteria 9.4 Vegetation: 4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, color form and texture. 5. - When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. 6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. 9.5 Circulation 8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic concept of the historic landscape design. 9.7 Furnishings and Obiects 1. All items listed herein shall be preserved s. All Plaques, Monuments, Sculptures, Memorials, Planters, Urns, Curbing, Roadways, Marker Stones, Sundials, Well -Head Covers, Fences, Trellises, Pergolas, Pathways and Trees. - STAFF RECOMMENDATION: Staff recommends approval of the project as it is in keeping with the Landscape Guidelines for Leeper Park. Staff researched this area of Leeper Park and there is no existing documentation in the Parks Department Archives for the design, the flora and the trees planted in Garden of Fragrance. What DLZ is proposing will convey the same intention as the 1954 Garden while preserving its markers and monuments and utilizing the wrought iron fencing fragments as objects of interest in the landscaping scheme. There was no formal pathway though the Garden of Fragrance and the addition of a permanent, paved path from the sidewalk along Michigan to the monument and markers will not detract from the overall landscaping plan of the Park. The curvilinear design of the sidewalk echoes the 1915 Kessler design.These improvements will effectively screen the relocated lift station from the Park and the proposed perennials will add variety and color. ,/ PROJECT NARRATIVE Michigan Street Lift Station Replacement City of South Bend, Indiana City Project No.: 111-008 DLZ Project No.: 1161-5064-50 The Michigan Street Lift Station Replacement project will include the construction of a new combined sewer pumping station to replace the existing station currently located in front of the North Water Treatment Plant, along Michigan Street in South Bend, Indiana. The new pumping station will be located approximately 85 feet north of its current location, within Leeper Park. The new pumping station will be installed as a below grade structure and will include a concrete drive to allow access to the station by City maintenance crews. The only element to the pumping station that will be above grade is the control panel, which will be approximately 4 feet wide,1 foot deep and approximately_ 5 feet high. The location of the new pumping station currently consists of an ornamental fence that is in a state of significant degradation and has been overtaken by vegetative overgrowth. It is understood that the ornamental fence used to be an entry way to a historical "fragrance garden" located within Leeper Park. Confirmation of this is an existing monument near the area of the fence and the proposed new pumping station. To revive this portion of Leeper Park and screen the new pumping station, the project will. include the construction of a landscaped area around the new pumping station that will be populated by a variety of plantings (shrubs, perennials, bulbs and ground cover). In addition to the new landscaping, the project will also include the construction of a new concrete and paver walkway to the restored fragrance garden monument. Wayne North is a two storey frame home with a brick fagade and an irregular floor plan set on a matching brick foundation. There is a gable roof with gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have brick soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif. The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric columns. ALTERATIONS: There appears to be some window openings that were re -configured and bricked in. The survey card noted aluminum storm windows and some replacement windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair work to porch, in-kind window replacement, garage roof and rear fencing. Removal of 1955 addition and replaced with new one storey addition 12'8"x 30'8" in materials to match the original house. Replaced replacement casement windows from 1955 re -model to match windows in the addition per COA 2009-0601D. Replacement and restoration of the doors leading to the side porch from the living room; replacement of second floor door leading to porch with COA #2010-0301 APPLICATION ITEMS: Replacement of Windows: Dining Room window is missing and has been bricked over, return to original style -stationary six light windows; replace eleven windows that have combo aluminum storms with double hung 6/1 or 8/1 divided light; replace one replacement window with more historically correct window. All windows will match rear window that was installed during addition in 2009. Marvin brand windows will be used and the entire house will have the same windows. The current combination storms were installed in the 1950s and are in horrible shape. The windows will return the house to a closer approximation of the house as it was built. Photos included. DESCRIPTION OF PROPOSED PROJECT: Restore bricked opening of dining room window with side by side (2) fixed 6 pane windows. Replace 11 windows that are over painted, over caulked some with broken storm windows: 3 windows located in the front upstairs 2 8/1 and 16/1; 4 downstairs front windows replace 2 double sets 6/1; West upper floor 16/1; rear 2 upper floor 6/1 and upper East 1 original window 6/1; and replace one replacement window 6/1. All windows are Marvin Ultimate Double Hung wood windows with true divided lights and replicate what is there. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and prick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of _Vood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. The building meets the criteria in at least three areas: 1. Its embodiment of elements of architectural design, detail, materials or craftsmanship which represent an architectural characteristic or innovation. 2. Its suitability for preservation. 3. Its identification with the life of a person or persons of historical significance. The building. fulfills criteria #1 as an excellent example of an unusual blend of architectural elements from the English Arts and Craft movement and the Tudor Revival style interpreted in the American Craftsman/Bungalow style. The house is rated Notable in the 2005 Survey as an English Cottage built in 1928 and is unique in South Bend. The building fulfills criteria #2 by the integrity of its original construction with only minor alterations. Alterations are limited to the addition of terraces flanking the modified entry and the removal or enclosure of the south bay window. The building fulfills criteria #3 by its association with George E. and Ruby J. Keogan and Aaron Huguenard. George Keogan was named Notre Dames basketball and baseball coach and assistant football coach in 1923. In 20 seasons as the basket ball coach he won 327 games, the second most in Irish History, a.771 winning percentage. He never had a losing season at Notre Dame. He was succeeded by his protege, Edward "Moose" Krause after his death at age 53. Mrs. Keogan inherited the house and later married Aaron Huguenard in 1950. Mr. Huguenard was the Secretary of the South Bend Tribune and the former President of the Indiana Bar Association. He was active in civic, legal, social, political and business circles: in 1951 he founded the United Fund of St. Joseph County, in 1952 St. Joseph County Hospital Development, Inc. It has a hip roof with gables featuring box returns and is covered in asphalt shingles. The walls are aluminum sided. According the 2005 survey, windows are original wood 1/1 double hung with wood surrounds. The front first storey window has leaded glass in the top. The side bay window is original wood 1/1 double hung. Most windows have aluminum storms installed. There is a concrete stoop with a metal awning overhead, supported by metal supports. ALTERATIONS: The house is aluminum sided. The roof was replaced in 2008 with COA 2008-0618. The storm door is not original and the front porch is a replacement. At the time of the current Application, most of the original windows had been removed and vinyl replacement installed without a COA. APPLICATION ITEMS: Replace with Jeld-Wen vinyl windows to match original windows. DESCRIPTION OF PROPOSED PROJECT: The owner removed original windows and installed vinyl replacement windows without a COA. HPC Preservation Specialist made a site visit after being alerted of the unapproved project and the photographs provided reflect the project status at the time of inspection. Staff was not able to make a determination as to if the original windows were deteriorated beyond repair as they had already been discarded. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double -hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half has wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Vinyl replacement windows have already been installed in this house and the original windows have been discarded. Staff recommends that the original front first storey windows remain in place as they are a distinct original feature of the otherwise altered structure. No representation for application. On a motion by Jerry Niezgodski with a second by Dave Steinhauer to deny application as presented on the grounds that the COA was not submitted prior to the work being completed and to make the homeowner aware that further alterations cannot be done without a COA. Vote: Mike Voll -aye, the applicant derailed the proper procedure; Dave Steinhauer -aye, sets a poor precedent for allowing people to do work without the opportunity for HPC to review it first and if the windows originally had 1/1, the materials and style differ; Tim Klusczinski-aye, the work was not approved by the HPC prior to the installation and there was no way to investigate the original windows to determine if they were deteriorated beyond repair which is a Standards and Guidelines item and the windows that were chosen are not a match to what may have been there before; Jerry Niezgodski-aye, the applicant did not seek a COA prior to starting work and concerned whether the windows are suitable architecturally for the structure; Kevin Buccellato- aye, no COA was granted or applied for and the architectural details do not match what was existing. Vote: 5-0. COA 2011-1013 motion to deny application was approved unanimously. _i Per Counselor, the HPC recommendation to deny is a recommendation to the Building Department to apply a monetary fine; Larry will follow up with Building Department. 2. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 9 November 2011 Application Number: 2011-1103A Property Location: Leeper Park East Architectural Style/Date/Architect or Builder: Property Owner: City of South Bend Landmark or District Designation: National Register Historic Designed Landscape Landmark Rating: Local Landmark DESCRIPTION OF STRUCTURE/ SITE: Leeper Park is a designed landscape located north of the commercial and medical district of South Bend and divided by Michigan Street (US 33). Leeper Park East is bordered by Riverside Drive along the St. Joseph River, the River Bartlett Street to the South and Michigan Street to the West. It is part of the 1911-1915 Parks and Boulevard system designed for South Bend by George Kessler. Its function as a recreational Park is secondary to its practical function as a drinking water well field dominated by the North Pumping Station which is a local landmark, the Reservoir and numerous wells located through out the area. The sunken garden at the northern end of the Park was rehabilitated in 2009 with new rose plants and gravel walkways. The recreational area of the Park behind the North Pumping Station include the Zeigler performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, Swing set and slide. ALTERATIONS: The water feature, fountain and statuary of the Sunken Garden were removed in the 1960s. The wading pool has been filled in and the pergola removed around the 1970s. The more formal gardens of lilies, roses, gladiolas and peony beds no longer exist. The Garden of Fragrance (originated inl954 and expanded over the years) that meandered from Michigan Street to the Herb Garden by the Navarre Cabin no longer exists, only the signage remains. APPLICATION ITEMS: Replace the existing lift station on the south side of the North Pumping Station driveway and relocate it to the north side of the driveway. Screen the new location with landscaping and plantings. Rehabilitate the Garden of Fragrance Braille marker and boulder monument and install new sidewalks and decorative paving. DESCRIPTION OF PROPOSED PROJECT: Please see project narrative, diagrams and landscape plan. STANDARDS AND GUIDELINES: Leeper Park Standards and Criteria 9.4 Vetretation: 4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, color form and texture. 5. When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. 6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. 9.5 Circulation 8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic concept of the historic landscape design. 9.7 Furnishings and Obiects 1. All items listed herein shall be preserved s. All Plaques, Monuments, Sculptures, Memorials, Planters, Urns, Curbing, Roadways, Marker Stones, Sundials, Well -Head Covers, Fences, Trellises, Pergolas, Pathways and Trees. STAFF RECOMMENDATION: Staff recommends approval of the project as it is in keeping with the Landscape Guidelines for Leeper Park. Staff researched this area of Leeper Park and there is no existing documentation in the Parks Department Archives for the design, the flora and the trees planted in Garden of Fragrance. What DLZ is proposing will convey the same intention as the 1954 Garden while preserving its markers and monuments and utilizing the wrought iron fencing fragments as objects of interest in the landscaping scheme. There was no formal pathway though the Garden of Fragrance and the addition of a permanent, paved path from the sidewalk along Michigan to the monument and markers will not detract from the overall landscaping plan of the Park. The curvilinear design of the sidewalk echoes the 1915 Kessler design.These improvements will effectively screen the relocated lift station from the Park and the proposed perennials will add variety and color. Project represented by Mark Nie and Sara Rhodes of DLZ. On a motion by Dave Steinhauer with a second by Mike Voll to approve application as submitted. Vote: 5-0. COA 2011-1103A was approved unanimously. 3. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 9 November 2011 Application Number: 2011-1107A Property Location: 1216 East Wayne Street North Architectural Style/Date/Architect or Builder: Colonial Revival/1925/H.R. Stapp for Whitcomb and Keller Property Owner: Elizabeth and Mark Adey Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 1216 E. Wayne North is a two storey frame home with a brick fagade and an irregular floor plan set on a matching brick foundation. There is a gable roof with gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have brick soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif. The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric columns. ALTERATIONS: There appears to be some window openings that were re -configured and bricked in. The survey card noted aluminum storm windows and some replacement windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair work to porch, in-kind window replacement, garage roof and rear fencing. Removal of 1955 addition and replaced with new one storey addition 12'8"x 30'8" in materials to match the original house. Replaced replacement casement windows from 1955 re- model to match windows in the addition per COA 2009-0601D. Replacement and restoration of the doors leading to the side porch from the living room; replacement of second floor door leading to porch with COA #2010-0301. APPLICATION ITEMS: Replacement of Windows: Dining Room window is missing and has been bricked over, return to original style -stationary six light windows; replace eleven windows that have combo aluminum storms with double hung 611 or 8/1 divided light; replace one replacement window with more historically correct window. All windows will match rear window that was installed during addition in 2009. Marvin brand windows will be used and the entire house will have the same windows. The current combination storms were installed in the 1950s and are in horrible shape. The windows will return the house to a closer approximation of the house as it was built. Photos included. DESCRIPTION OF PROPOSED PROJECT: Restore bricked opening of dining room window with side by side (2) fixed 6 pane windows. Replace 11 windows that are over painted, over caulked some with broken storm windows: 3 windows located in the front upstairs 2 8/1 and 16/1; 4 downstairs front windows replace 2 double sets 6/1; West upper floor 16/1; rear 2 upper floor 6/1 and upper East 1 original window 6/1; and replace one replacement window 6/1. All windows are Marvin Ultimate Double Hung wood windows with true divided lights and replicate what is there. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Wayne Doolittle, Preservation Specialist and Steve Szaday, Intern visited the site on 9 November and are of the opinion that from the exterior the windows appear to be able to be repaired. They will perform an interior inspection with the homeowner prior to the 21 November meeting and report their findings. This house has had extensive repair, replacement and remodeling documented since 2004; and all of it has been quality work with quality materials. The Staff makes no recommendation at this time pending the Preservation Specialist report. Project represented by applicant, Elizabeth Adey. Wayne Doolittle, Preservation Specialist provided his assessment from the on site investigation that the windows are not deteriorated beyond repair. Member of the public, Joan Downs-Krostenko offered her perspective to the applicant, speaking against the application. Chair clarified that rehabilitation for the existing windows may be done with an administrative approval, not requiring another Board meeting but the applicant chooses to have the disposition for the project as submitted for the replacement option. . On a motion by Jerry Niezgodski with a second by Tim Klusczinski to deny application as submitted. Vote: Mike Voll -aye, this is an opportunity to preserve what we can, when we can; Dave Steinhauer -nay; Tim Klusczinski-aye, I do not believe that a reasonable quotation to assess the differences between rehabilitation has been provided. We are lacking in sufficient documentation of the replacement options to be able to make a decision. I applaud homeowner for trying to do the very best possible but given the parameters and the small window of decision that we have to make tonight based strictly on this application as it was presented. I cannot in good conscience vote in favor of replacements before I have been assured that rehabilitation is not feasible in this case which also is more in keeping with the Standards and Guidelines for the East Wayne district and for all of our historic districts; Jerry Niezgodski-aye, primarily lack of information to move forward and if we are looking specifically at what is proposed here we would prefer to see included with this some kind of information about costs in rehabbing of this windows. You have been a great steward of this property and have done some great work and moving forward to do something top notch; Kevin Buccellato-nay. Vote: 3-2. COA 2011-1107A motion to deny application was approved. 11 4. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 16 November 2011 Application Number: 2011-1116 Property Location: 710 Park Avenue Architectural Style/Date/Architect or Builder: Second Empire/1875 Property Owner: Georges Enderle Landmark or District Designation: Local Landmark &Chapin Park LHD/NR Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Mary Chapin Anderson and Andrew Anderson house is a three storey Second Empire home with an irregular plan. It has a stone foundation with walls of shiplap clapboard siding with corner boards; the entablature has paired brackets. The house has an asphalt shingle hip roof with gable dormers while the tower in front has a mansard roof with wood shingles. There is a full width wrap around front porch with pared Doric columns on stone piers supporting an entablature with dentils and balustrade. The porch has a flat rood. The windows are 1/1 double hung and most have segmental arch molded entablatures. The front door is wood with a single leaded light' sidelights are leaded and there is a stained glass transom. (See photo #1) ALTERATIONS: The porch was added in 1901 to reflect the classical revival style in vogue after the Colombian Exposition in Chicago. The metal finials at the corners of the tower have been removed. APPLICATION ITEMS: Demolition -see letter. DESCRIPTION OF PROPOSED PROJECT: Brian Haygood, Chief Inspector, Department of Code Enforcement applied for the COA on behalf of Dr. Enderle with the following letter on Official Stationary: After receiving information and personally inspecting the property along with our licensed framing inspector we have determined that the free standing garage (carriage house) must be demolished. It is in imminent condition of collapse and due to the proximity of numerous utilities the likelihood of disruption is very high. Therefore, I ask that the Historic Preservation Commission give it permission for the owner to demolish the structure. The owner has been apprised of the condition of the structure and wishes to correct it by demolition. Thank you in advance for your timely response in this matter. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. Staff has been concerned about the deteriorating condition of this structure and have discussed remediation with Dr. Enderle for several years. This summer Dr. Enderle engaged Jeff Dierbeck to perform an assessment of the Carriage House. Jeff reported informally to the Staff that the Carriage House was in very bad shape, had experienced a fire that further weakened the structure and that it would be very costly to fix, much less rehabilitate. Demolition, because of its location and proximity to utility lines, would also be expensive. I spoke with Dr. Enderle and informed him of what he would need to present to the Commission and urged him to apply for a COA at the December meeting after Dr. Enderle said that he could not prepare the needed information in time for the November meeting. On 9 November, 710 Park appeared on the Code Department's Tentative Hearing Docket for 1 December for the repair of the bam. On 16 November, Mr. Brian Haygood came to the HPC Office requesting HPC to address this as soon as possible because of the precarious condition of this building. I spoke with HPC legal counsel, Lawrence Meteiver, and he advised that the Chief Inspector could apply for the COA on behalf of the homeowner so that the Commission could take action. Wayne Doolittle then photographed the Carriage House in detail. Project represented by Brian Haygood of City of South Bend Code Enforcement. On a motion by Dave Steinhauer with a second by Mike Voll to approve application as submitted. Vote: 5-0. COA 2011-1116 was approved unanimously. 5. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 18 November 2011 Application Number: 2011-1118 Property Location: 728 Leland Architectural Style/Date/Architect or Builder: Gabled ell/1899 Property Owner: Gary Schoff Landmark or District Designation: Chapin Park NRD/LHD 5 Rating: Non Contributing DESCRIPTION OF STRUCTURE/ SITE: The two storey gabled ell is situated on an open site on a busy urban comer. It has asphalt shingles on the cross gable roof and narrow aluminum or vinyl siding on the walls. There is a central brick chimney and 2 small comer porches on both side of the central gable with turned wood columns. There is one entrance on the south porch and one entrance and one boarded up entrance on the north porch. The windows are 1/1 vinyl replacement windows; the doors are replacement doors. ALTERATIONS: The original rear porch was removed and a 12 x 24 addition was built in 1940. The house originally may have been a duplex, became a tri-plex and is now being converted to a single family. The only original fabric remaining of the house is the foundation, chimney and the turned wood porch columns. The two car wood garage noted on the assessor card was demolished sometime after 1949. APPLICATION ITEMS: Replacement of two rear doors. DESCRIPTION OF PROPOSED PROJECT: Homeowner proposes to remove the two older rear entrance doors to the former apartments (refer to photograph 1) and replace in that opening a unit that is composed one fixed and one functioning door. The proposed unit is wood with full view glass panels (refer to photograph 2). STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home: Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Casement windows adapted the English tradition of using wrought iron casements with leaded cames for residential use. Rolled steel casements (either single, as shown, or paired) were popular in the 1920s for Cottage -style residences and Gothic -style campus architecture. More streamlined casements were popular in the 1930s for institutional and small industrial buildings. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the two non -original replacement doors in the 1940 addition with the unit proposed by the owner. Project represented by applicant, Greg Schoff. Susan Youens 850 Forest Avenue and Joan Downs-Krostenko 849 Forest Avenue - Chapin Park property owners spoke in regards to safety concerns, code violations, and enforcement procedure for the property at 846 Forest. Specific issues relate to deteriorating roof, gutters and downspouts, brick foundation, exterior paint failure, front porch floor unevenness, and stair railing. The property is in violation of the Minimum Maintenance Standards. Counselor suggests that best course of action will be working with the Building Department or Code Enforcement; Counselor will follow up with Code. Meeting to resume as scheduled. 0 II. Approved unanimously. Update on 803 West Washington Kiser House. Redevelopment Commission has purchased the property and transferred to Board of Public Works to be transferred to HLFI (Indiana Landmarks). Edgewater request: on 509 and 557 Edgewater Drive. Review of records indicated a COA granted for 557 Edgewater for a COA applied for in April, which was granted in May by a 6-0 vote. It concerned an extension of the driveway allowing it to be enlarged up to the edge of the sidewalk. Neighboring owner has a problem with the car parked in the location. There is no other interpretation of the decision according to the COA and that has been upheld by Code and the Building Department. Did not find a COA for the other address at 509 Edgewater because it was an in-kind repair of a roof. Working on access language to the COA application to adequately assess windows from the interior because we have the obligation to either grant or deny a COA based upon the condition of the material. It is necessary for us to go inside the house to make that assessment. If we do not have that information, we cannot grant a COA. We do have the 7 option of denying a COA because we do not have enough information to perform our duty, if interior access is not allowed. D. COMMITTEE REPORTS 1. Presidents Report -No report. V.
