ADJOURNMENT PE STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 28 April 2011 Application Number: 2011-0412 Property Location: 53190 Juniper Road Architectural Style/Date/Architect or Builder: Italianate Cube/1856 Property Owner: Joan and Kevin O'Connor Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Alfred Maurice Talley house is a red brick two storey Italianate with side wing additions and an addition at the rear. The hipped roof is covered with asphalt shingles. The windows are double hung 6/6 with brick segmental arch. The front entrance has a panel door with sidelights and transom. ALTERATIONS: The 1875 Atlas illustration shows a cupola, side chimneys in the roof and a porch all of which have been removed. The north wing and the south greenhouse are later additions. The 1975 survey card indicated that the front door with sidelights was probably not original. The rear addition was added in 2007. The entire house was re -pointed in 2005. APPLICATION ITEMS: Rebuild existing sunroom area using existing brick knee wall as foundation. Replace glass/metal frame structure with flat top hip roof and casement windows similar to north side addition. DESCRIPTION OF PROPOSED PROJECT. Please see attached documentation and drawings. This project will remove an outdated and deteriorating south side one'storey "sunroom/greenhouse" superstructure leaving the brick foundation and knee wall. It will shorten the enclosed room and reveal_an original window obscured by the sunroom. It will be replaced by a wood frame with a flat top hip roof with asphalt dimensional shingles to match north addition and Pella Architect Series casement wood windows with simulated divided lights. The bricks will be re -used to create the planters beneath the northwest windows. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not requirea Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines. It is replacing an awkward addition with one that is more appropriate to the scale and materials of the house. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper levels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the back gable. ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA#1997-0825. APPLICATION ITEMS: Remove existing deteriorated slate tile roof, water damaged sub straight and install high quality GAF Grand Slate fiberglass asphalt Look -a -like. DESCRIPTION OF PROPOSED PROJECT: Remove the original, but failing slate roofing material. Repair decking as needed, install ice and water shield and install GAF Grand Slate Fiberglass Asphalt roofing material. Haul away all debris. STANDARDS AND GUIDELINES: East Wavne Street: B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered ith a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in ost cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are overed with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION:. Staff recommends approval of the new roof as it conforms to the East Wayne Street Guidelines. This is the first phase of a multi -phase trail project. Phase 1A involves the construction of approximately. 0.8 miles pathway along the North Side of Adams Road from Elm Road to Cherry Road. The planned Granger Path system includes 21 miles of pathway. The trail will pass through a property on which a Local Landmark is located -13271 Adams Road (northeast corner of Adams and Cherry). The property is owned by Michael Wheeler, and it includes a c.1871 Italianate house (3 -bay I -floor plan), and a c. 1847 barn with cupola.. The front of the house faces Adams Road, which is separated by a distance of 55 feet. To provide a barrier between vehicular traffic and trail users, a 6" curb, and a 2' gutter will be installed between the road and path. The path will remain within the existing right-of-way and will be located 42' from the front of the house. (See attached supplemental figures) Supplemental Figure 1 shows the path overtop an aerial photograph. Five trees near the west property line must be removed to accommodate the path. However, they are in poor condition due to numerous trimmings to remain clear of the overhead power lines. Four small landscape areas must be removed to accommodate the path and landscape improvements. However, per Mr. Wheeler's request, the lilacs from landscape area C will be transplanted. (the attached photos illustrate which trees and landscape areas are remain or be removed) In an effort to mitigate the impacts to Mr. Wheeler's property, landscape improvements will be installed at the time of the path construction (contractor is TBD). These landscape improvements will be arranged along a c.1900 wrought iron fence to be installed by Mr. Wheeler. Some sections of the fence are currently installed approximately 10 feet in front of the house, but these sections will be moved (see attached photo #7 for example fence sections). The fence will be installed outside of the existing right-of-way, approximately 26 feet in front of the house. Mr. Wheeler plans to install the fence yet this summer, while the path and landscape improvements are planned to be installed in spring of 2012. The landscape improvements will be installed immediately south of the fence. Plant materials include 10' (mature height) Junipers spaced 20' apart, pink and red flowering shrubs, day lilies, ornamental grasses, and the transplanted lilacs. The Friends of Granger Paths, in cooperation with St. Joseph County, is constructing Phase IA of the Adams Road trail project. This is the first phase of a multi -phase trails project. Phase IA involves the construction of approximately 0.8 miles pathway from Elm Road to Cherry Road. The planned Granger Path system includes 21 miles of pathway. 2. The preliminary Route Study was introduced to explain why Phase IA is being located on the North Side of Adams Road. a. Phase IA (Elm to Cherry) and subsequent phases along Adams Road were evaluated as part of the Route Study b. It was revealed that the preferred side of Adams Road was the north side due to: C Safety considerations ❑ Cost estimates of resolving design conflicts c. Cultural resources, including a cemetery, would be impacted in future phases with a route on the south side of Adams Road. 3. The original proposed design was discussed. The design standards for multi -use trails were introduced. Unlike a sidewalk, multi -use trails are intended for multi -directional bicycle use; therefore safety considerations require that they be a minimum of 8 feet in width, but 10 -foot wide paths are preferred. 4. The 10 -foot path is too wide. 5'-6' wide would be preferable and more congruent to other sidewalks in the area. b: The path is too close to his front door. (The north side of the path is 32' feet from the south side of Mr. Wheeler's house. The edge of Adams Road is currently 53' from the house). c. Ms. Clark reiterated the design guidelines. Mr. Wheeler stated that if the path were to remain 10 feet wide, then he preferred that it be located closer to Adams road. 5. There was discussion regarding the project's impacts to the characteristics of the property contributing to its eligibility to the National Register of the Historic Places. Mr. Glass asked if any of the trees were identified as character defining features in the Historic Properties Report. No specific trees were identified; however the report does reference a "well -shaded" yard. 6. Ms. Hostetler explained that the Historic Preservation Commission would have to approve any changes to the site through the review of a "Certificate of Appropriateness." The next meeting this project could be placed on the agenda is May 16'', and materials must be submitted by May 2nd Ms. Hostetler's primary concern with the project as initially presented is that there is too much pavement too close to the house. 7. At this time, the meeting relocated to Mr. Wheeler's property, where realignment options were discussed further. 8. Through discussion of the project and a visit to the historic property, the following revisions to the project design were finalized. Please refer to the attached exhibit, which includes notes and dimension describing these changes. a. The path will be realigning immediately adjacent to Adams Road b. Under this alignment: a. The path would be 10 feet wide. Although design guidelines allow an 8 -foot path, the alignment nearer Adams Road forces trail users nearer vehicular travel lanes, and they tend to prefer the center of the path, essentially narrowing the path. 8 feet wide would not be preferable when aligned so close to Adams Road. b. A curb and gutter (2 foot gutter with 6 inch reveal) would be constructed as a barrier between vehicular traffic and trail users. c. Upon performing detail design of this alignment after the meeting, the north side of the path is now 42.4 feet from the south side of the house and 15.4 feet south of the right-of-way line (compared 32 feet from house to path under the original design). c. The utility poles on the southeast comer of the property would need to be relocated to the north. This could impact the mature tree on the corner of the property (tree #7 as identified in prior Section 106 Coordination). It appears as though the tree already has a 15'-20' clear zone from the overhead wires. The redesign shows that utility poles on the southeast corner will have to be moved a minimum of 3 feet. Conditional upon AEP's approval, this shift will not result in the loss of the mature tree nearest the southeast corner of the property. d. The first mature tree to west of the house (Tree #6 as identified in prior Section 106 documentation) can remain. The path will be adjacent to Adams Road until it would curve around the tree and hug the right-of-way line. - Mr. Wheeler stated that he would not oppose the removal of this tree. The curb would continue west along Adam Road and terminate where curb and gutte currently exist east of Cherry Farm Trail. f. Mr. Wheeler has acquired approximately 200 linear feet of c.1900 wrought iron fence from the Niles Cemetery. He is planning to install this on his property along the right- of-way line. In addition to installing this, he asked if it would be possible to salvage the lilacs to be removed from the southeast corner of the property and relocate them between the fence and path. The project plans will call out the relocation of the lilacs along the south edge of the right-of-way line. Other screening plants will also be introduced. Arbor Vitaes were suggested. 9. When asked if the realignment proposed by The Troyer Group would avoid a finding of "Adverse Effect," Mr. Glass stated that the further away from the that the path could be, the more likely it would avoid such a finding. 10. Mrs. Hostetler stated that she would contact AEP (electric provider) to discuss moving the utility poles on the southeast corner of the property, such that it does not necessitate the removal of tree V. We believe these minutes reflect the intent of the events, discussions and decisions made during the meeting. Neises Landmark or District Designation: Riverside Drive LHD Rating: Notable DESCRIPTION OF STRUCTURE/ SITE:, The property at 1043 Riverside Drive consists of a 2%s storey frame home set upon a square floor plan with a two stall garage situated at the rear of the property along a north/south alleyway and bounded on the south by an east/west alleyway. The house is set upon a concrete block foundation. The walls of the house are wood shingle with board trim. The roof is a high hip with a right gable projection with gable returns. The roof is covered with asphalt shingles. There is a full width front porch with shingled posts and walls. The windows are 1/1 double hung. There is a nine pane attic window in the gable. The two stall garage has wood flush siding and a low hipped roof, there are 2/2 windows on both the east and west side; a pair of restored original sliding doors on the east stall and an overhead door on the west stall opening. ALTERATIONS: Aluminum storm windows have been added on the house. In 2003, the entire garage was repaired and restored (COA 2003-0515-2). The overhead door on the garage is a replacement. A new roof was installed (COA 2005-0623-04). The fencing is not original to the house. APPLICATION ITEMS: 1. Replace existing perimeter fencing (some wood and chain link) with new 6' privacy wood fencing on three sides of the property. 2. Replace existing storm windows on second floor. DESCRIPTION OF PROPOSED PROJECT: 1. Applicant proposes to change the fence from the current mismatched fencing materials to a shadowbox style wood fence on three sides of the property in the same footprint as what currently exists. 2. Applicant proposes to replace existing silver storm windows on second floor with in-kind aluminum triple track storms in a white finish, which will make all storm windows on the house unified in color. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more . building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with_circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required - - - Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. N Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the fence as it will unify the fence from several styles and materials to just wood and conforms to the Standards and Guidelines. The exterior walls are stucco with a wood course band between the storeys and a frieze board at the eave. The Gable roof has asphalt shingles, there are two dormers both with pediments and wood shingles on the dormer walls with wide eaves. There is a frill %Adth font porch with square brick piers with fascia board and a small pediment above the entrance. The windows arc wood double hung with aluminum storms. The front windows have muntins in the form of geometric squares. The.garage is attached to the rear of the house and has a wood shed dormer above and an attached back porch with pergola. ALTERATIONS: Aluminum storm windows and doors. The garage was constructed before 1932, the shed dormer and back porch are more recent additions. The roof is not original to the house. APPIACATION ITEMS: Replacement of deteriorating wood privacy fence with wood shadow box style fence -that will closely resemble the newer fence not being replaced), and replacement of (long gone) gate over driveway off of alley. (Fence is behind house, off alley). DESCRIPTION OF PROPOSED PROJECT:. The homeowners wish to replace a dilapidated stockade fence with a wood fence resembling the shadow box style fence. The fence will be in the same location as the old along the side and enclosing the rear yard of the house. There will be a three foot wood swing gate at the side of the house. Also, there will be a 10 foot wood swing gate along the alley that will be installed between the brick pillars and additional fencing. The roof is hip with asphalt shingles. Foundation is brick. There is an enclosed porch. Windows are 1/1 double hung. A garage sits behind the house on the property. ALTERATIONS: none. APPLICATION ITEMS:. See attached. DESCRIPTION OF PROPOSED PROJECT; Homeowner proposed to install two separate fences in the backyard of the property. The first fence, nearest to the house will be a 42" tall wood gothic picket fence with two egress points. Gates to be simply constructed as a cut away from the fence and will offer a smooth transition. The picket fence will be mostly shielded by neighboring bushes with only a 6 foot section visible from street. The second, a 6 foot stockade privacy fence is in the rear of the lot along the alley way and west property line. Fence is currently in progress. The west of fence will be completely shielded by 8 foot neighboring bushes and the alley side is visible and ends adjoining the garage. The gate will likely be on the north facing the back of house. A patio floor of square one foot tiles will be installed inside privacy fence footprint and a fire ring grill set in retaining wall stones will be centered in the enclosure. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences -are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There arc also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Staff recommends approval of the picket fence, the privacy fence, and the stonescaping within the privacy fence as it conforms to the Standards and Guidelines for Riverside Drive and is also not very noticeable to the public right of way. Seite 1 The fence project for the rear yard at 1081 Riverside Drive, located in the Riverside Local Historic District is intended to accomplish two objectives. First, it will provide an area for the dog to run. This area is enclosed by 42 -inch tall, by 8 -foot panels of French Gothic Pickets. Two gates, one located at the west side of the house one foot forward from the rear of the house. The second gate is two feet west of the rear cast corner of the house. This fence begins where the stockade privacy fence ends and continues north approximately 24 -feet, set 6 -inches east of the west property line, then turns east for approximately 6 -feet, where it meets the house. This 6 -foot section is the only section of the fence visible from the street. On the eastern side of the enclosure, the fence line runs north and outlines a parking area for the Grand Marquis automobile which is one foot longer than the garage., making it unable to fit into the enclosed garage. The second area is intended as an entertainment and relaxation area with a 12 by 12 -foot one foot square tile surface set on a gravel and sand base at ground level. In the center of this patio area is an in ground 27 -inch circular fire ring with barbeque grill cover.. rising 18 -inches from below the surface of the patio and enclosed with RiverToNNn-- retaining wall stones. This area is enclosed by 6 -foot tall by 8 -foot long stockade panels. — A single gate is located on the north side of the enclosure and faces the rear of the house. The fence then runs north along the west side of Lot 35, and is set 6 -inches east of the western property line. A Burning Bush hedge of over 8 -feet in height owned by the owner of Lot 34, shields this fence from that neighbor. A photograph, circa 1965, of the former Mr. Melander, of 1064 Wood,,Nrard Avenue, sets directly across the alleyway from the rear of Lot 35, which is 1081 Riverside Drive. This fence has not existed for over forty years. The privacy fence replaces the pictured picket fence. The owner of 1081 Riverside Drive began construction of the rear of the privacy fence under the impression that no permits, including a CoA was necessary since the fence project was in the rear yard and not visible from the street. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above the side door and the chimney on the west side of the house is brick with a stone cap. Attended Rotary International District Dinner (6:30-9:30) and emailed report to Rotary Office for Bulletin. 28 April Met with Jeremy Roschyk of DLZ on another proposed location for the lift station. This station will be about 8 feet in diameter and the new proposed location was in the vicinity of the entrance to the Garden of Fragrance created in 1955 by the Garden Club for the enjoyment of the Blind. This lift station could work there if the wrought iron entrance to the Garden was restored and then the path reconfigured as a curvilinear to meet up with the old path and replanted with fragrant bushes and flowers. The lift station would be screened as well. Met with John Wiltrout and Paul Schmidt of'JC Lauber for an on site inspection of die North Pumping Station Roof and South Cupola copper and copper drainage area. Paul made some illustrations and suggestions on how to combat laic ice dam issues and drainage by either removing the copper and /or covering the copper drainage area with a rubber membrane; securing the rubber membrane under the neck of the cupola and the adding new copper pieces to secure the seams. Original workshop in 2010 (612 Portage Avenue) did not produce blower test data due to excessively high leaks in the building envelope. Today's test was challenged by occasional, strong wind gust. But with delicate compensation, data points were finally recorded and will be available for review. Findings reinforce the theory that excessive energy loss (heat) does not occur through window and door openings, drafts enter the structure from the lowest level of windows (basement) and what might typically feel like drafts around upper story windows is actually air evacuation. The hipped roof is covered with asphalt shingles. The windows are double hung 6/6 with brick segmental arch. The front entrance has a panel door with sidelights and transom. ALTERATIONS: The 1875 Atlas illustration shows a cupola, side chimneys in the roof and a porch all of which have been removed. The north wing and the south greenhouse are later additions. The 1975 survey card indicated that the front door with sidelights was probably not original. The rear addition was added in 2007. The entire house was re - pointed in 2005. APPLICATION ITEMS: Rebuild existing sunroom area using existing brick knee wall as foundation. Replace glasstmetal frame structure with flat top hip roof and casement windows similar to north side addition. DESCRIPTION OF PROPOSED PROJECT. Please see attached documentation and drawings. This project will remove an outdated and deteriorating south side one storey "sunmom/greenhouse" superstructure leaving the brick foundation and knee wall. It will shorten the enclosed room and reveal an original window obscured by the sunroom. It will be replaced by a wood frame with a flat top hip roof with asphalt dimensional shingles to match north addition and Pella Architect Series casement wood windows with simulated divided lights. The bricks will be re -used to create the planters beneath the northwest windows. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carred through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines. It is replacing an awkward addition with one that is more appropriate to the scale and materials of the house. It will give the house a more balanced appearance from the street by matching more closely with the north wing. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper levels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the back gable. ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA# 1997-0825. APPLICATION ITEMS: Remove existing deteriorated slate the roof, water damaged sub straight and install high quality GAF Grand Slate fiberglass asphalt Look -a -like. DESCRIPTION OF PROPOSED PROJECT: Remove the original, but failing slate roofing material. Repair decking as needed, install ice and water shield and install GAF Grand Slate Fiberglass Asphalt roofing material. Haul away all debris. STANDARDS AND GUIDELINES: East Wavne Street: B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the new roof as it conforms to the East Wayne Street Guidelines. The slate roof has deteriorated considerably and continues to flake and chip off the roof giving it the "rusticated" look it currently has. The GAF product will restore the original look of the slate roof. On a motion by Todd Zeiger with a second by Jerry Niezgodski to continue application for further investigation to look at alternative materials. Vote: 6-0 COA 2011-0421 was continued with conditions. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 28 April 2011 Application Number: 2011-0428 Property Location: 557 Edgewater Architectural Style/Date/Architect or Builder: Prairie/1920/Whitcomb&Keller Property Owner: Tina Assimos Landmark or District Designation: Local Landmark/Edgewater Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The house was landmarked in 2000. This is a two storey stucco home with intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffited overhangs. There is an enclosed front porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper light. There is a pone cochere at the west side main entrance. There is a detached 2 car garage with two sets of double leaf wood doors with 8 light windows. ALTERATIONS: Aluminum storms were added (COA1981-0414). Rear and side foundation windows replaced with vinyl windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and vinyl beaded soffit was installed (COA 1989-0110). The roof material is not original to the house (COA 1998-0617) or the garage(COA 1999-1130). APPLICATION ITEMS: Replace 90 year old garage door that falls off track when trying to operate -tried repairing 2 years ago at cost of $250.00 but door remains inoperable. Have replaced garage floor. Remove about 5" of sod to straighten driveway and replace with concrete. Build/Construct roof over rear entry door in style of rear bay window roof, proportional to doorway size, approximately 4'x4'. Construct wood steps with landing and banister at 45 degree angle to rear door so that steps face the driveway. DESCRIPTION OF PROPOSED PROJECT. Replace the garage doors with custom made 13'x7'.9" hemlock wood doors resembling the original using Model 7412 "Derby". Remove the 5-6" of sod bordering tapered driveway and pour concrete to achieve a rectangular, straight drive. At the rear of the house on the 1989 addition: replace demolished concrete steps that deteriorated with wood stairs and landing and railings. Construct a 4'X4"roof over the doorway and new steps that will resemble the roof over the bump -out to prevent deterioration from rain. Construct cedar steps with landing and banister in Prairie style with Prairie style caps on the post at the rear door so that steps face the driveway. Cedar will be stained to match the house. WINDOWS AND DOORS Edgewater Place Local Historic District Guidebook Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials , design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. The gable roof has asphalt shingles deep cornices with brackets and dentil moulding. The front porch is open with turned posts and a concrete stoop. The Cherry Road porch has square posts with brackets and a wide dentil frieze with brackets. There is a westside rear one storey ell with French Doors. ALTERATIONS: The roofing materials are not original to the house (COA 2009-0821). The French doors, new siding on the ell were approved with COA#2001-0713-1.5 Pine trees and 2 Walnut trees were removed in the right of way for a utility upgrade with COA 2007-0501. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff has been working with Granger Paths and Mr. Wheeler since 2005 concerning the mixed use trail system and with the Troyer Group for the past two years concerning the location of the trail and its impact on this landmarked home. Mr. Glass, acting SHPO, was at the most recent on-site meeting on April 14 and agreed that the mixed use trail needed to be moved as far away as possible from the house. At his recommendation curbing will be installed along Adams to allow for the path's location closer to the road and the furthest from the house. This will necessitate removal of trees and changes in the non -original landscaping features in front of the house. However, the Troyer Group proposed a landscape screening plan that will buffer the house from the trail while still remaining visible from the trail and road. The homeowner will install the fence. The two stall garage has wood flush siding and a low hipped roof, there are 2/2 windows on both the east and west side; a pair of restored original sliding doors on the east stall and an overhead door on the west stall opening. ALTERATIONS: Aluminum storm windows have been added on the house. In 2003, the entire garage was repaired and restored (COA 2003-0515-2). The overhead door on the garage is a replacement. There is a full width font porch with square brick piers with fascia board and a small pediment above the entrance. The windows are wood double hung with aluminum storms. The front windows have muntins in the form of geometric squares. The garage is attached to the rear of the house and has a wood shed dormer above and an attached back porch with pergola. ALTERATIONS: Aluminum storm windows and doors. The garage was constructed before 1932, the shed dormer and back porch are more recent additions. The roof is not original to the house. APPLICATION ITEMS: Replacement of deteriorating wood privacy fence with wood shadow box style fence (that will closely resemble the newer fence not being replaced), and replacement of (long gone) gate over driveway off of alley. The windows have brick header course sills and brick soldier course lintels. There is a round arch entry in the front gable with a brick corbelled door surround. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above the side door and the chimney on the west side of the house is brick with a stone cap. There is a one storey enclosed rear porch ALTERATIONS: The enclosed back porch was a noted later addition to the house in the 1986 survey card. APPLICATION ITEMS: Demolish attached porch. Construct 2 -story addition in rear of home per attached drawings. DESCRIPTION OF PROPOSED PROJECT: This project will remove the rear enclosed porch that is not original to the house. A 2 storey addition will be constructed per drawings. The windows will be Anderson 400 Series Casement windows to match original window configuration. The GAF Slateline roofing material will compliment the current roofing material on the main house. The masonry materials will match the brick and mortar of the original house; the window sills will be brick. All exterior trims will match existing. A gabled rear entry in the new addition will match the style of the side entry. Please refer to attached product information and drawings. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. ALTERATIONS: The original wood siding was covered with aluminum siding prior to 1986 along with aluminum storm windows and doors. The 1986 survey card notes that the windows were 6/6 double hung. The roof has been replaced. There are replacement windows in the rear of the house. APPLICATION ITEMS: replace upper/lower sashes of 14 double hung windows and replace with architecturally correct Marvin simulated true divided light aluminum clad windows. 14 windows were already replaced years ago during the kitchen/bathroom/attic renovation. 5 of windows being replaced don't match the rest of the house (lack of muntin bars on one sash). DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 3 first floor 8/8 windows in the front and 2 second floor 6/6 windows; on the East side 2 8/8 windows on the first floor and 2 6/6 second floor; on the west side 18/8 on the first floor and 16/6 on the second floor; on the south 18/8 window on the first floor and 2 6/6 on the second floor. The replacement option is a full window replacement with Marvin Clad Ultimate Double Hung. The installation will be via the exterior of the home by removing the present sashes, peeling away the aluminum siding, inserting the new window, shim and caulk, return the siding and add trim to simulate what was there -flat casing to butt to the siding. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended 11 Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: No one is quite sure if the current windows are original to the house. The survey card indicates a 6/6 double hung pattern, while what is currently on the house is a mix of 6/6 on the second floor and 8/8 on the first floor in addition to other muntin patterns. Staff was unable to do an interior inspection of the windows; however what staff could observe from the exterior was that cosmetically the front first floor windows appeared to be OK. However, Bob Grant of Bob Grant Construction, Inc. performed an interior inspection and concluded that the windows require extensive repairs and that five of the fourteen are of an inferior quality. Staff recommends approval of the replacement windows. On a motion by Dave Steinhauer with a second by Linda Riley to approve application as amended by applicant for the complete removal of 14 windows and exterior sills from the exterior along with storm windows, Install 14 full frame replacement Marvin wood double hung windows with aluminum exterior cladding: "Marvin Clad Ultimate Double Hung" with muntins. Stapp for Whitcomb and Keller Property Owner: J.C. and Julie Ducom Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The brick house is a 2 %s storeys with a rectangular plan and steep gable roof with thin wood rake trim. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead glass windows across the front. There are 8 light casement windows in the lower and upper levels. There are brick chimneys at each end and half-timbering and stucco on the west side toward the rear and the back gable. ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA# 1997-0825. APPLICATION ITEMS: Remove existing deteriorated slate tile roof, water damaged sub straight and install high quality GAF Grand Slate fiberglass asphalt Look -a -like. DESCRIPTION OF PROPOSED PROJECT: Remove the original, but failing slate roofing material. Repair decking as needed, install ice and water shield and install GAF Grand Slate Fiberglass Asphalt roofing material. Haul away all debris. STANDARDS AND GUIDELINES: East Wavne Street: B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are covered with the same material. 2 Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the new roof as it conforms to the East Wayne Street Guidelines. The slate roof has deteriorated considerably and continues to flake and chip off the roof giving it the "rusticated" look it currently has. The GAF product will restore the original look of the slate roof. On a motion by Todd Zeiger with a second by Linda Riley for the conditional approval of Grand Manor from CertainTeed, on the main house, and garage, with an opportunity for the homeowner to substitute a standard dimensional asphalt shingle similar to Grand Manor CertainTeed, for installation on the garage. A second option for the homeowner would be that they could repair the existing garage slate roof utilizing salvaged slate from the main house. The original slate on the front main gable of the house should be retained and repaired in kind Vote: 7-0 COA 2011-0421 was approved with conditions. II.
