STANDARDS AND GUIDELINES:
Ill. NEW CONSTRUCTION
Ne'v
w construction includes any new building or structure constructed within the boundaries of the
historic district, or any new addition to an existing building. New construction should be designed
considering the appearance of the other buildings in the neighborhood.
A. IIEIC:I T AND PROPORTION
'Thc majority of structures in the district are two stories high and are square, rectangular. or
irrc!,ular in plan. "There are a few story-and-a-halfres idences. The prCValcnt. iitcade proportions
are between a 1:1 and a 1:2 height -to -width ratio.
Required The height of a new structure and its height -to -width proportions shall be consistent
with adjacent building; in the district. The building height shall be no greater than that of the
tallest existing structure and no less than that of the lowest existing structure of the satne type in
the Name block:. facade proportions shall be established by permitting no structure with a facade
wider or narrower than those existing in the same block. Additions to existing buildings shall be
related in height and proportion to the existing structure.
Recommended
Contemporary designs should be compatible in character and mood to the building or
neighborhood.
Prohibited
Additions may not be constructed that would change the existing facade of a l,uriding, alter it's
scale or architectural character, or add new height.
Not. Recommended
New stories should not be added, nor should existing stories be removed, which would destroy
important architectural details, features or spaces of the building. Any style or period of
architecture that is incompatible with what exists should not be permitted in the new additions.
13. BUILDING MATERIALS
Wall materials in the district include: brick, stucco, half-timbering, stone. clapboard, shingle, and
metal and vinyl siding.
Required
Exterior materials used on a new structure shall be compatible in scale, texture and color with
adjacent structures. Materials used on an addition to an existing structure shall relate to the
existing or original materials of that structure. As much of the original strue;ture as possible shall
be retained so that the addition could be removed without damage to the basic structure and
appearance of the building.
Recommended
rNfetal or vinyl siding may be used when it is the only feasible alternative. This siding should be
compatible wish the original size and style and with the materials of other buildings in the district.
Prohibited
inappropriate materials such as asbestos, asphalt, molded or artificial stone. or artificial brick
shall not be used.
Not Recommended
Glass blocks should not be used. Concrete block should not be used for anything other than
foundations.
STAFF RECOMMENDATION: Staff recommends approval of the in-kind replacement ofthe
concrete driveway and of the asphalt roof with the; 'rinnberline Prestique 30. Although the
proposed addition above the garage will chatnge the look of the house it, will be sympathetic to
the architectural style of tine home and it will be in proportion to the house. The addition will
match the exterior materials of the: house in form and replicate the siding, trim and roofing
treatments of the original house. 'rhe window treatments are in scale with the addition and echo
original features of the house. Staff recommends approval of the addition as subrnittcd as the:
design conforms to tine Standards for East Wayne Street.

GAF Slateline will be hand nailed over the existing roof by "nesting" the new shingles to the existing roof
according to proper re -roof procedures. They also propose a new edge metal and new metal "w" pattern
valley at the new addition tie-in to match -the existing, use factory matched ridge cap, flash and seal all
roof penetrations and wall intersections. Replace pipe boots as needed. Clean up and haul away debris.
STANDARDS AND GUIDELINES: East Wayne Street Local Historic District
B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered
with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in
most cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are
covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its
essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and
%veather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made
to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof
covering which is deteriorated beyond repair should be replaced with new material that matches as closely as
possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary
adjunct in order to prevent deterioration of the, structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by addint,
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The
roof shall not be stripped of architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed. when adding metal or vinyl
L
siding to a building..
STAFF RMOININIENDATION: The current asbestos roof is in good condition and is estimated to not
to be needed to be replaced for another 20 years. The homeowners wish to overlay this 83 year old roof
with an asphalt product with a limited life time warranty for aesthetic reasons to give the house with its
new addition a uniform appearance. Staffreconii-nends approval of the GAF S hitel i tie overlay oft fie
original roof at the owners' option since the replacement product mimics the look of the asbestos tile.

Director's Report
July 2011
21 June Prepared approved COAs for homeowners. On-site 106 Review for City
Grant. General Office. Elicia with John Partee and Richard Speiglmyer for seven hours
on script for window workshop.
22 June General Office. Called Orkin on ant/flying ant infestation in office. E-
mailed Randy Ray about the broken windows in the Navarre Cabin in the photographs
from Tribune's article on Cabin Days. David Bainbridge still had not addressed the issue
from a month ago and people were calling Office because of Cabin Days. Reviewed Then
and Now Brochure. Met with homeowners of local landmark 1007 Riverside Drive about
painting their home. Given the rain, I recommended that I come out with a moisture meter
before any more work was done. Agreed to meet the next day at 10:00.
23 June On site 106 Reviews on west side for Grants. Reviewed Then and Now
Brochure. Met with homeowner of 1007 Riverside with Steve Szaday and determined
house too wet to paint readings well over 18-20%. Advised homeowner to require his
painters to acquire a moisture meter and not to paint unless it read at 15%. Received
request from Carl Littrell to review the deputy SHPO's comments on the proposed
Northside Trail in River Park. The SHPO was requiring that River Park begin the process
to become a National Register District.
24 June General Office work and organized newspaper clipping and filing. Finalized
Then and Now Brochure. E-mailed Chris Dressel about die south side windows of the
Burke Building. INDOT called about original plans for Leeper Park Bridge. Spoke with
Daniel Corbin (219 325 7584;cell 219 851 1077) about the valuation process for the bridge
designed by Charles Cole, Sr. There are no internal trusses as the bridge is not a melan
arch. INDOT does not want to replace the bridge. Gave him some family member's
contact information.
27 June Meeting with Sue Solmos in Community and Economic Development
about the recent negative press the City had been receiving, her proposed Ambassador
Program to mitigate the negative and the anticipated regime change with a new Mayor.
Reviewed the latest Eat.Drink South Bend promo. Studied the letter sent by Dr. Glass
with his requirements for the North Side Trail. E-mailed the recommended contact as to
who was responsible for coordinating and paying for this National Register Nomination of
250 sites.
28 June Meeting with Don Horning from East Wayne Street about the repair of tie
wall. Called Marcia Qualls and she said that McLaughlin Masonry won the bid for die
repair. Total cost including the new light fixture, wiring and conduit installation is $7,
163.00 and work is scheduled to start after 4 July. Also, the new heights on Stop Signs is
Federal mandate that the bottom edge of the Stop Sign must be seven feet off the ground.
Reported south east corner of Navarre and St. Joseph (N. St. Joseph LHD) stop sign is
now obscured by a tree and cannot be seen by drivers—who are driving though it. Met with
Jack Smith in Office, co-founder of Southhold and HPC, to help him get the history of his
building at 220 William Street. Scheduled a tour of the building for next Friday. On site
photographic visit to problem house 614 S. St. Joseph and turned it into Joe at Code. He
will make sure the window is boarded up. Said that police found six people sleeping there
and told them "to keep it down". House is in foreclosure so no owner and No Trespassing
Signs. Toured though the River Park proposed NR District Boundaries: the vast majority
of the houses have artificial siding and only a handful are architecturally interesting; about a
dozen have original siding materials. Drove by Navarre Cabin and documented the
shutters on the second floor. David Bainbridge finally left a message stating that the
shutters had not been a priority with the carpenter but now they were installed and work
would begin to repair the broken panes of glass.
29 June Meeting in Office with Daniel Corbin of INDOT about the Leeper Park
Bridge. He was able to connect with the Cole family via the information that I gave him
and the family is checking to see if they have the original plans. INDOT will begin testing
in July to see if the bridge is structurally sound. According to Daniel the bridge was built to
last 75 years and was not designed for four lanes of auto and truck traffic on a major artery.
The worst case scenario will be that the inner steel rings have deteriorated and the bridge
will have to come down and be replaced. The design of the bridge could be similar to the
Wabash Bridge near the George Rogers Clark Park in Vincennes, IN., which is an arched
bridge, and the lights on the current bridge would be re -used. This isn't going to happen
quickly as the SHPO would have to sign off on it as well as the HPC. Daniel and I also
discussed the Nortliside trail extension and the SHPO's directive to prepare a National
Register nomination for River Park. I have not received any communication from Dr.
Glass and it is Daniel's opinion that Dr. Glass doesn't have the authority to require it.
Attended a Departinent Head meeting in the Council Chambers. Topics discussed were
the new security laws allowing for firearms( conceal and carry with permits) in public
buildings , the 2012 Budgets (Same as last year) with a request to maximize fccs; the
County Employee Clinic mud HR issues.
30 June PERSONAL DAY
1 July General Office and Payroll. Follow up with Tom Price and Sue Solmos on
South Bend issues. On site visits for photographs of 1246 E. Jefferson and 1402 East
Wayne Street. Issued two RME-COA for a re -roof and a removal of a dogwood tree.
Spoke with Carl Littrell about the River Park National Register proposal requested by the
SHPO and e-iiiailed a response to Toni Giffin at the DNR.
4 July NATIONAL HOLIDAY
5 July On site visit and photographs with Steve Szaday at 304 S. Twyckenham for
COA and 614 South St. Joseph. Turned in 614 South St. Joseph into Code again as the
window is still open allowing access by vagrants to house. Prepared Staff Report for 304 S.
Twyckenhani. Arranged to meet Dave Mesecar at 834 Park to review project proposal at
10:00 on 6 July.
6 July On site visit and photographs at 834 Park with Steve Szaday. Homeowner
proposes to replace casement windows with a bow window on the side of the 1950s
addition to the house. Mailed COA application and Contractors Listing. Referred Susan
Mazurkiewicz to several contractors about removing an applied surface to the copper roof
and flashing of a bow window at 1724 E. Wayne. 1130 E. Wayne may wish to remove the
asbestos tile from the roof and replace with architectural shingles by South Bend Roofing.
Turned in three sites to John Martinez for graffiti removal: 3,15 LWW, 115 S. Lafayette
and St. James Cathedral's Office annex. Filed Jerry Niezgodski's re -appointment to the
Commission with the County Council. Received a response to my concerns about the
proposed NR nomination for River Park.
7 July Chris Jeter of Kugal Lawton called concerning the Northside/26 pathway and
setting up a meeting with SHPO, Toni Gifin, Mary Kennedy and FHWA in South Bend
to view project with reference to letter just received from Dr. Glass. Met with Carl Littrell
and he requested information about repair techniques for the WPA wall in this project.
GloryJune Greiff WPA work to research for info. Attended Convention and Visitors
Bureau's Industry Partnership luncheon at Notre Dame to meet and network with Mayoral
Candidates. On site visit to 944 Riverside Drive with Elicia to meet David Benison and
check on his project to restore the facade of his house and paint it. Met with John Lock
about awning for 106 N. Main. Spoke with John Wiltrout about removing trees in Leeper
Park near North Pumping Station per Brent Thompson and replanting with something
other than a maple species. Met with Barry of South Bend Roofing and put COA for 1130
L. Wayne on Agenda.
8 July Sue Solmos and I judged the gardens in North Liberty for their contest. Completed
Commissioners' packets for mailing. Met with Jason Pfledderer who is performing the
work on 501 N. Lafayette for Patrick Mc Coy. Applied for a COA to remove siding and
replace. Set up for 15 August meeting. He also purchased LL 815 Arch; provided him
with copy of guidelines and copies of information in our files on the boathouse. Toured
220 William Street with Elicia. Met with Benson family at Office to look though our
library for color schemes for 944 Riverside. Conducted "Now and Then" tour at 7:00 and
met with reporter Kevin Allen afterward.
11 July General Office work. Massive electrical storm with high winds. Completed
copying 815 Arch file and mailed to Jason Pfledderer. Reviewed Hubbard Haven National
Register nomination from Kurt Garner.
12 July Continued review of National Register Nomination. Organized driving route for
106 Reviews for grants and loans.
13 July Toured new gallery photographic exhibit at NIGH: "Your photographs, Our
History" (?) There were several questionable pieces of information and errors on buildings.
Elicia and I drove to Hamilton to view Hubbard Haven structures in National Register
nomination; were able to tour die inside of the Hubbard Mansion.
14 July General Office work and inquiries. Attempted to reach Gross and Cohen Notre
Dame II, LLC, mailed information on East Washington N.R. District to their local Office.
Spoke at length with Martha and Jerry Kline addressing their concerns about the Leeper
Park Bridge and the condition of Leeper Park East -especially the dilapidated entrance to
the Garden of Fragrance. She also suggested getting permission from Parks to have Mastrer
Gardeners train volunteers to maintain the parks landscaping. Meeting with Jerry Kline
who brought in their notebook on Leeper Park and the Leeper Bridge. E-mailed Carl
Littrell and Gary Gilot with their concerns for the bridge and the river bank erosion.
15 July General Office work and payroll. Began working on 2012 Budget. Elicia and I
performed 18 on site 106 Reviews for Loans and Grants in the South Bend area.

CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: July 5, 2011
Application Number: 2011-0701C
Property Location: 304 Twyckenham
Architectural Style/Date/Architect or Builder: Colonial Revival/1929/ H.R. Stapp/ Whitcomb & Keller
Property Owner: Aimee and Kevin Buccellato
Landmark or District Designation: E. Wayne Street LHD
Rating: Contributing
DESCRIPTION OF STRUCTURE/ SITE: This is a two storey frame Colonial Revival home with a rectangular
plan, flared gable asphalt shingle roof with three gable inset dormers at the front. The porch roof extended from the
main roof supported by square box columns with mold trim as capital. There is a central entry with sidelights. There is
a two car garage wing with molded trim cornice, wood balustrade on the flat roof.
ALTERATIONS: Enclosed arched area at rear garage was noted on survey card. Raised deck added in rear of house
off of rear arched porch. Removal of 4 non -conforming pine trees in front of house and 1 deciduous tree in tree lawn
approved by Commission September, 15, 2008. Addition of rear bay area on second storey approved by Commission
in November 17, 2008. The rear entry porch was removed during kitchen renovation and replaced with a dining area
and mud room approved with COA 2009-0505. Three new fences were installed along the rear and side yards of the
property along with a round window in the north addition with COA 2011-0606
APPLICATION ITEMS: Second floor home office. Addition above existing attached 2 car garage. Replace
existing concrete driveway with new concrete driveway in same configuration. Pending pricing, replace existing
asphalt shingles of entire roof with Timberline Prestique 30
DESCRIPTION OF PROPOSED PROJECT: In-kind replacement of the deteriorated concrete driveway with new
concrete driveway. In kind replacement of roof asphalt shingles with Timberline Presique 30 dimensional asphalt
shingles.
The homeowners wish to construct a home office space by adding a storey to the flat roofed attached garage. See
drawings #1-2. The additions roof line will mirror that of the main house except it will utilize brackets rather than
columns for support. The brackets will reflect the design of those used in the rear second storey bay area. The siding,
trim, shutters and window features will match those existing on the main house. There will also be a shed dormer with
three nine light casement windows in the rear of the proposed addition. See product information. They also propose to
add a railing system above the rear addition to the main house. See A1.1 elevations for all details.
STANDARDS AND GUIDELINES:
III. NEW CONSTRUCTION
New construction includes any new building or structure constructed within the boundaries of the historic district, or
any new addition to an existing building. New construction should be designed considering the appearance of the other
buildings in the neighborhood.
A. HEIGHT AND PROPORTION
The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are
a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio.
Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings
in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of
the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting
no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall
be related in height and proportion to the existing structure.
Recommended
Contemporary designs should be compatible in character and mood to the building or neighborhood.
Prohibited
Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural
character, or add new height.
Not Recommended
New stories should not be added, nor should existing stories be removed, which would destroy
important architectural details, features or spaces of the building. Any style or period of architecture that is
incompatible with what exists should not be permitted in the new additions.
B. BUILDING MATERIALS
Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and
metal and vinyl siding.
Required
Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures.
Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure.
As much of the original structure as possible shall be retained so that the addition could be removed without damage to
the basic structure and appearance of the building.
Recommended
Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the
original size and style and with the materials of other buildings in the district.
Prohibited
Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used.
Not Recommended
Glass blocks should not be used. Concrete block should not be used for anything other than
foundations.
STAFF RECOMMENDATION: Staff recommends approval of the in-kind replacement of the concrete driveway
and of the asphalt roof with the Timberline Prestique 30. Although the proposed addition above the garage will change
the look of the house it, will be sympathetic to the architectural style of the home and it will be in proportion to the
house. The addition will match the exterior materials of the house in form and replicate the siding, trim and roofing
treatments of the original house. The window treatments are in scale with the addition and echo original features of the
house. Staff recommends approval of the addition as submitted as the design conforms to the Standards for East Wayne
Street.
On a motion by Linda Riley with a second by Dave Steinhauer to approve application as
submitted. Vote: 7-0
COA 2011-0701C was approved unanimously.
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: 7 July 2011
Application Number: 2011-0707
Property Location: 1130 E. Wayne Street
Architectural Style/Date/Architect or Builder: Tudor Revival/1928/Whitcomb&Keller
Property Owner: Kimberly and Matthew Bloom
Landmark or District Designation: East Wayne Street
Rating: Notable
DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original asbestos tile
on the steep gable roof and steel casement windows with six lights and stationary transoms. The windows have brick
header course sills and brick soldier course lintels. There is a round arch entry in the front gable with a brick corbelled
door surround. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above
the side door and the chimney on the west side of the house is brick with a stone cap. There is a one storey enclosed
rear porch
ALTERATIONS: The enclosed back porch was a noted later addition to the house in the 1986 survey card. A two
storey addition replaced the non -original porch with COA 2011-0502C
APPLICATION ITEMS: Apply GAF Slateline shingles over original 1928 asbestos shingle roof per attached
specifications.
DESCRIPTION OF PROPOSED PROJECT: South Bend Roofing, Siding & Window Company is being
contracted to do the roof on the rear addition approved with COA 2011-0502C. The homeowner would like to re -roof
the main house with the GAF Slateline so that all the roofing materials match. The GAF Slateline will be hand nailed
over the existing roof by "nesting" the new shingles to the existing roof according to proper re -roof procedures. They
also propose a new edge metal and new metal "w" pattern valley at the new addition tie-in to match the existing, use
factory matched ridge cap, flash and seal all roof penetrations and wall intersections.
Residences in most
cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with
the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential
character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather
vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to
retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering
which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the
original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to
prevent deterioration of the structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof
shall not be stripped of architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to
a building.
STAFF RECOMMENDATION: The current asbestos roof is in good condition and is estimated to not to be needed
to be replaced for another 20 years. The homeowners wish to overlay this 83 year old roof with an asphalt product with
a limited life time warranty for aesthetic reasons to give the house with its new addition a uniform appearance. Staff
recommends approval of the GAF Slateline overlay of the original roof at the owners' option since the replacement
product mimics the look of the asbestos tile.
On a motion by Dave Steinhauer with a second by Linda Riley to approve application as
submitted. Vote: 7-0
COA 2011-0707 was approved unanimously.
