YOUR PRESENCE CAN BE NOTED FOR OUR Print Name MINUTES Address e7l, f)Nd STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 12 January 2011 Application Number: 2011-0105 Property Location: 216-218 West Washington Architectural Style/Date/Architect or Builder: Late Gothic Revival/1929/Austin&Shambleau Property Owner: Hebard&Uebard District Designation: Local Landmark/DTSB Multiple Resource National Register District Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: South Bend's first "skyscraper" and the only building of its kind in South Bend that also illustrates the influence of the Chicago Tribune Tower competition. The 12 storey Gothic structure is faced with terra cotta and marble on the north and east facades and brick on the west and south. The first two floors of the structure are treated as its base. The main entrance on the Washington street faced, which extends the height of both floors is a round -arched opening. The doorway has a bronze spandrel topped with Gothic motifs and a diamond paned window in the tripartite round arch of the tympanum. The third floor acts as a transitional floor from the base to the Bier -and -spandrel construction of the upper floors with a perpendicular style, false arcaded logia. The 10"' and 11 floors from the capital of the building: gargoyles are located on three comers of the 10' floor, the 11 and 12" floors are setback with chamfered comers; and a crenellat6d roof tops the building. ALTERATIONS: The terra cotta on the east side of the building has been compromised by changes in signage over the years. The Commission has always mandated to previous owners that the signs be attached to the building in the mortar joints. This mandate was not followed in the past. APPLICATION ITEMS: Installation of new single faced 3'X 81 X 4" thick aluminum sign with Push Thru Acrylic copy, internal LED illumination DESCRIPTION OF PROPOSED PROJECT: Hebard & Hebard have engaged Vanadco Signs to'create and install a sign for Hebard and Hebard Architects. It will be an all aluminum cabinet and face panel. The routed aluminum face will have 5/8" thick clear acrylic push through lettering with a white and red 3M translucent 2nd surface applied vinyl. The YX 8" X 4" sign will have interior white LED illumination. The sign will be installed with anchors through grout joints; existing electrical conduit left from previous tenant will be utilized. STANDARDS AND GUIDELINES: F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. STAFF RECOMMENDATION: Staff recommends approval as the proposed sign follows the Group B Standards for signage. APPLICATION ITEMS: Replace existing entry door (hollow core, wooden) with a galvanized steel entry door for safety and security purposes as well as energy/insulation loss. Description attached. DESCRIPTION OF PROPOSED PROJECT:, Homeowner proposes to remove the older wood front entry door that has three horizontal windows, one of which is boarded in, and replace it with a solid six panel steel security door. STANDARDS AND GUIDELINES: C. '4'INDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been'applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Casement windows adapted the English tradition of using wrought iron casements with leaded comes for residential use. Rolled steel casements (either single, as shown, or paired) were popular in the 1920s for Cottage -style residences and Gothic -style campus architecture. More streamlined casements were popular in the 1930s .for institutional and small industrial buildings. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage eXisting frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. NN'hen awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the replacement of the wood door with windows with a solid steel six panel security door. Lafayette Blvd Is a wooden hollow core door with a thin glass window at eye level (See Exhibits A and B). The strength of the door, along with the window placement and locking system would allow for an easy entry Into the home by a burglar or anyone forcing entry Into the home. All someone would have to do would be to break the very thin glass window and put their arm in through that opening to unlock the door from the inside (See Exhibit C). The lack of insulation allows for air to easily pass through the entryway, and I have to close off my entryway foyer from the remaining house in the winter to keep the cool air from entering the living areas (See Exhibits D and E), I would like to replace the door with a simply designed 6 -panel galvanized steel entry door. This door has a one piece Polystyrene core, which provides much needed insulation. The galvanized steel is rust and corrosion resistant and will not rot or become warped as the wood in the existing entry door has begun to do in spots (See Exhibit F). The door comes with weatherstripping and adjustable seal. This door is energy star compliant. The frame of the pre -hung door is wooden.. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 12 January 2011 Application Number: 2011-0105 Property Location: 216-218 West Washington Architectural Style/Date/Architect or Builder: Late Gothic Revival/1929/Austin&Shambleau Property Owner: Hebard&Hebard District Designation: Local Landmark/DTSB Multiple Resource National Register District Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: South Bend's first "skyscraper' and the only building of its kind in South Bend that also illustrates the influence of the Chicago Tribune Tower competition. The 12 storey Gothic structure is faced with tensa cotta and marble on the north and east facades and brick on the west and south. The first two floors of the structure are treated as its base. The main entrance on the Washington street faced, which extends the height of both floors is a round -arched opening. The doorway has a bronze spandrel topped with Gothic motifs and a diamond paned window in the tripartite round arch of the tympanum. The third floor acts as a transitional floor from the base to the pier -and -spandrel construction of the upper floors with a perpendicular style, false arcaded loggia. The I Uh and 11`h floors from the capital of the building: gargoyles are located on three comers of the 10h floor, the 1 I and 12`h floors are set back with chamfered comers; and a crenellated roof tops the building. ALTERATIONS: The terra cotta on the east side of the building has been compromised by changes in signage over the years. The Commission has always mandated to previous owners that the signs be attached to the building in the mortar joints. This mandate was not followed in the past. APPLICATION ITEMS: Installation of new single faced 3' X 8'X 4" thick aluminum sign with Push Thru Acrylic copy, internal LED illumination DESCRIPTION OF PROPOSED PROJECT: Hebard & Hebard have engaged Vanadco Signs to create and install a sign for Hebard and Hebard Architects. It will be an all aluminum cabinet and face panel. The routed aluminum face will have 5/8" thick clear acrylic push through lettering with a white and red 3M translucent 2nd surface applied vinyl. The 3'X 8" X 4" sign will have interior white LED illumination. The sign will be installed with anchors through grout joints; existing electrical conduit left from previous tenant will be utilized. STANDARDS AND GUIDELINES: F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. STAFF RECOMMENDATION: Staff recommends approval as the proposed sign follows the Group B Standards for signage. On a motion by Lynn Patrick with a second by Linda Riley to accept application as submitted with a modification that contractor will use the existing holes to mount sign as well as patch the additional holes with patch to be as closely matching as possible. ALTERATIONS: Vinyl siding. Replacement 6/6 double hung windows. Glass block windows on South side. Shutters added to windows. Metal awning over entry doors. Concrete stairs leading into front entry door. The front entry door and storm door do not appear to be original to the house. Tree removal in rear and changes to front landscaping approved with COA 2010-0401. APPLICATION ITEMS: Replace existing entry door (hollow core, wooden) with a galvanized steel entry door for safety and security purposes as well as energy/insulation loss. Description attached. DESCRIPTION OF PROPOSED PROJECT: Homeowner proposes to remove the older wood front entry door that has three horizontal windows, one of which is boarded in, and replace it with a solid six panel steel security door. STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Casement windows adapted the English tradition of using wrought iron casements with leaded cames for residential use. Rolled steel casements (either single, as shown, or paired) were popular in the 1920s for Cottage -style residences and Gothic -style campus architecture. More streamlined casements were popular in the 1930s for institutional and small industrial buildings. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the replacement of the wood door with windows with a solid steel six panel security door. The current door is probably not original to the house because it is a hollow core door.
