ADJOURNMENT STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 24 January 2011 Application Number: 2011-0124 Property Location: 537 Edgewater Drive Architectural Style/Date/Architect or Builder: Colonial Revival/1921/ Whitcomb & Keller Property Owner: Joseph and Judith Pietrzak Landmark or District Designation: Edgewater Place Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 1 l2 storey rectangular plan plus appendages on a brick over concrete. foundation. Roof is a side gambrel with major dormer along front, all covered in asphalt shingles. Porch features 4 heavy scaled Doric columns supporting a simple eave of low slope porch roof. Front door is'a single leaf glazed wood panel door with multi light side lights. Windows are 6/6 double hung. There is a semicircular headed fan opening in attic gables. Basement windows are glass block. ALTERATIONS: Aluminum storm windows and door. Aluminum siding. Some replacement windows. Replaced 2 rear (South) and 1 rear (East) windows with double hung white windows 6/6 Marvin wood with exterior aluminum clad with COA 2010- 1206. APPLICATION ITEMS: Replace all windows (not previously replaced) with same, double hung wood with removable mutton strips. Thermal pane, high "E", Inserts. DESCRIPTION OF PROPOSED PROJECT: The locations of proposed windows are 4 original front 6/6 double hung windows; the three original 6/6 windows on each side of the house and the 2 6/6 windows on the second floor of the rear. The existing windows have been restored 4 times within the last 40 years, are letting in cold air, and are not capable of another restoration, as stated by homeowner. This was verified by Preservation Specialist, Wayne Doolittle in his report and also by Charlie Kirkpatrick, Carpenter in his letter. Homeowner proposes to install Kolbe Traditional window inserts that are wood with aluminum exterior cladding. The insert windows will have same muntin (grille) pattern as existing windows. Grilles are snap in from the interior and are removable. No wrap will be used on exterior. Existing storm windows will remain on. Light visibility will decrease by approximately 1 inch on each side. EDGEWATER STANDARDS AND GUIDELINES:, II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends replacement of the 12 windows with the 6/6 aluminum clad wood Kolbe Traditional inserts. Both Wayne Doolittle and Charlie Kirkpatrick concur that these windows can neither be economically nor successfully repaired. This window has been repaired. process' g d stale Of beind t6ri thein, 7,his Pped. WINDOW INSPECTION REPORT 537 Edgewater I met with home owner Joseph Pietrzak on January 24, 2011. According to Mr. Pietrzak he has repaired all of his windows three times over the 40 years that he has lived in the home. In the process of removing the glazing on the exterior he would sand the muntins in preparation for the new application of glazing. The windows are original and installed in 1921. The muntins started out being very thin, probably to allow more light inside. After sanding three times the muntins , already thin , became even thinner. I looked at every window in the home. In each case the current glazing can be seen from the inside. As a rule the glazing line should not be above the glazing bed. If Mr. Pietrzak were to do that his glass would not stay in their frames. He has had some problems with that in the past. While the windows, at first glance, look to be in good shape they are failing. I would recommend replacement. Wayne Doolittle Preservation Specialist 2/13/11 Dear Ms: Hostetler, I inspected Joe Pietrzak's windows in late January. I found broken ropes, deteriorating muntins, widespread loss of glazing compound, sash rails that did not meet, and window locks that did not work. Some sashes were stuck or barely movable, due to years of paint build-up, others had been carefully stripped, sanded, and refinished, but had not held a fresh application of glazing compound. (I thought this due to an inadequate depth of the glazing channels.) In addition, I was shown one room that was said to be habitually cold.. I came away from my discussion with Mr. Pietrzak with the impression that he was quite proud of the historical nature of his house and neighborhood, that he had. tried faithfully to maintain his old windows over the years, and had decided to replace them only after some reflection. He clearly wants improved energy efficiency, lower maintenance, and historical integrity. And he seemed well -aware that I could only supply the last-mentioned, and then NOT at a competitive price. I did bring to his attention my chief reservation about replacement windows: namely, that they are not the cure-all some would have them as they too will need repair in ten to twenty years. In response, he showed me two Marvin windows that he had put in a number of years ago whose slide mechanisms had broken and had to be replaced! Mr. Pietrzak told me he is hoping to use a wood sash, metel-cladded product made by Kolbe. This is good for they will far outlast any vinyl product, and in my opinion, will look just like the old ones at twenty feet. Respectfully yours, Charles Kirkpatrick O/l . STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 4 February 2011 Application Number: 20110204 Property Location:" 715 Park Avenue Architectural Style/Date/Architect or Builder: Colonial Revival/1899 Property Owner: Marcy and Dale Kokot Landmark or District Designation: Chapin Park NRD/LHD Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The house is a one and a half stories with a gable front dormer. The dormer has a small balcony with railing setting over a full width front porch. The roof of the porch is an extension of the gambrel roof and both have asphalt shingles. The house has wood clapboards with comer boards; there are wood shingles in the gables and it is set upon a brick foundation. The windows are simple 1/1 double hung windows. The door is a wood panel with a single light and may be original. ALTERATIONS: The aluminum storm windows and storm doors are not original to the structure. The original roof had been replaced prior to 1949: (Assessor Card has the home constructed in 1907) APPLICATION ITEMS:Replacement of Entry Door. DESCRIPTION OF PROPOSED PROJECT: Homeowner proposes to remove the older wood horizontal paneled front entry door with a window, and replace it with a solid steel security door with viewing hole custom made to fit the original 33 V X 83 %Z " opening. At first Staff thought that the original door could be restored but it was Preservation Specialist, Wayne Doolittle's assessment that the door was warped and that it could not be repaired. Please refer to his report. STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Casement windows adapted the English tradition of using wrought iron casements with leaded carnes for residential use. Rolled steel casements (either single, as shown, or paired) were popular in the 1920s for Cottage -style residences and Gothic -style campus architecture. More streamlined casements were popular in the 1930s for institutional and small industrial buildings. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. Since the current door may be original the owners will store that door in the basement. After Jessica meets with Chris from Troyer's I will contact homeowner, Mike Wheeler. Prepared for meeting with Jeremy Roschyk of DLZ about proposed lift station re- location at the North Pumping Station site (Local Landmark) and then met with him at 2:00 on site. The project is currently in the planning stage and entails moving the Lift Station from the northwest front corner of the building to the south towards Bartlett the two smaller of the three sewer lines so alleviate the flooding in front of the North Pumping Station through the manholes when there is a downpour. Roof is a side gambrel with major dormer along front, all covered in asphalt shingles. Porch features 4 heavy scaled Doric columns supporting a simple eave of low slope porch roof. Front door is a single leaf glazed wood panel door with multi light side lights. Windows are 6/6 double hung. There is a semicircular headed fan opening in attic gables. Basement windows are glass block. ALTERATIONS: Aluminum storm windows and door. Aluminum siding. Some replacement windows. Replaced 2 rear (South) and 1 rear (East) windows with double hung white windows 6/6 Marvin wood with exterior aluminum clad with COA 2010-1206. APPLICATION ITEMS: Replace all windows (not previously replaced) with same, double hung wood with removable mutton strips. Thermal pane, high "E", Inserts. DESCRIPTION OF PROPOSED PROJECT: The locations of proposed windows are 4 original front 6/6 double hung windows; the three original 6/6 windows on each side of the house and the 2 6/6 windows on the second floor of the rear. The existing windows have been restored 4 times within the last 40 years, are letting in cold air, and are not capable of another restoration, as stated by homeowner. This was verified by Preservation Specialist, Wayne Doolittle in his report and also by Charlie Kirkpatrick, Carpenter in his letter. Homeowner proposes to install Kolbe Traditional window inserts that are wood with aluminum exterior cladding. The insert windows will have same muntin (grille) pattern as existing windows. Grilles are snap in from the interior and arc removable. No wrap will be used on exterior. Existing storm windows will remain on. Light visibility will decrease by approximately I inch on each side. EDGEWATER STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors arc used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends replacement of the 12 windows with the 6/6 aluminum clad wood Kolbe Traditional inserts. Both Wayne Doolittle and Charlie Kirkpatrick concur that these windows can neither be economically nor successfully repaired. On a motion by Linda Riley with a second by Lynn Patrick to amend application to consider Kolbe &Kolbe Traditional or Sterling window inserts. The dormer has a small balcony with railing setting over a full width front porch. The roof of the porch is an extension of the gambrel roof and both have asphalt shingles. The house has wood clapboards with comer boards; there are wood shingles in the gables and it is set upon a brick foundation. The windows are simple 1/1 double hung windows. The door is a wood panel with a single light and may be original. ALTERATIONS: The aluminum storm windows and storm doors are not original to the structure. The original roof had been replaced prior to 1949. (Assessor Card has the home constructed in 1907) APPLICATION ITEMS: Replacement of Entry Door. DESCRIPTION OF PROPOSED PROJECT: Homeowner proposes to remove the older wood horizontal paneled front entry door with a window, and replace it with a solid steel security door with viewing hole custom made to fit the original 33 3/4' X 83 %z " opening. At first Staff thought that the original door could be restored but it was Preservation Specialist, Wayne Doolittle's assessment that the door was warped and that it could not be repaired. Please refer to his report. STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home.
