Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Samuel Leeper, Jr. home is a two storey painted brick home set upon a rectangular brick foundation with rear additions. The gable roof is pitched and shingled. The South & East continuous porch with wood dentils, bead board ceiling and nine wooden round Doric columns may be an addition. The windows are 1/1 double hung with brick arch and fancy wood infill panel at head and, cut stone sills. The single simple entrance is in an opening that matches the window rhythm and shutters., There is an ornate wooden gable fan with fancy scribing. ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various COAs. The house was re -roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal chimney were removed and replaced with three pod vents on the west side. The porch floor was replaced in-kind with COA 2007-0605A. A privacy fence was install along the west side with COA 2009-0521 APPLICATION ITEMS: We plan to replace a porch that contains the only basement entrance -under a —trap door! The new porch will be consistent with the design and spirit of the house. DESCRIPTION OF PROPOSED PROJECT. Please see attached documentation and drawings. The small frame unheated, enclosed rear porch is to be demolished and replaced with a new all season room with poured concrete footings and foundation walls faced in historic brick provided by the Klines. It will have new doors and windows on the north side per drawings and smooth cement board siding on the west side with two false windows with pairs of wood shutters to match what is currently on the house. STANDARDS AND GUIDELINES: WEST NORTH SHORE STANDARDS: West North Shore Drive Local Historic District Guidebook IV. NEW CONSTRUCTION OR ADDITIONS TO EXISTING STRUCTURES Preferred: Consider the size, scale, roof lines, etc., in the design of a new structure, so that it will be compatible with its adjacent buildings in particular and will blend with the neighborhood in general. New additions to existing structures must be compatible in scale, building materials and texture to the building to which the addition is made. Retain as much of the original structure as possible, so that the addition could be removed without damage to the basic structure and appearance of the building. Prohibited: Do not use asbestos or asphalt siding. Do not use artificial brick or cast stone siding. Do not use glass brick. Structural concrete block may be used only on foundations for new construction or additions. LANDMARK GUIDELINES. The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the West North Shore Standards and Guidelines as well as the Group B Standards for Landmarks. The design is sympathetic to the scale and architecture of the home and will not be visible from the main thoroughfare. W. Garner Consulting & Design — 574-936-0613 General Proiect Renuirements The brick home has a small, enclosed frame porch on a concrete block foundation on the northwest corner of the house. The porch is not heated. It has a hatch in the floor and a stairwell with staircase to a basement under the house. The porch is to be demolished; the remaining house can easily be sealed off from any demolition or new construction. There is a brick patio on the north side of the porch. It is loosely laid and is to be dismantled and reinstalled according to the drawings. Access to the site can be made by an alley at the rear of the house; however, the foundations will need to be hand -dug. The foundation shall have poured concrete footings and foundation walls; contractor option is to have block walls. The walls shall have a brick ledge with historic brick provided by the owner covering the exposed area of wall. The existing stairwell may remain intact; a new stairwell shall be constructed in the location shown on the drawings. The remaining space beneath the new porch shall be a crawl space. Floor framing shall be 2 x 12s; wall flaming shall be 2 x 6s; roof framing shall.be 2 x 10s. The roof shall be vaulted with the slope of the roof. Note the false rafters; they shall be 2 x 6s below the ceiling finish. Install all appropriate flashing and insulation. Exterior siding and trim shall be cedar, primed and painted. Note the 1 x 6 pine interior finish on the walls and the plywood ceiling scored to resemble beadboard. No drywall shall be used in the project. The floor shall have a wood subfloor and shall have a rustic, wide -plank salvage wood finish. Carlisle Flooring is a source; owner approval of material is required. Windows A t shall be insulated clad casement windows (approx. 2' x 5') with transoms; Pella and Marvin are acceptable mam,kcturers. . The entry door (3' x 6'-8") shall be a patio door with equal -sized inactive leaves, and transoms above. Pella and Marvin are acceptable manufacturers. The owners shall provide automatic blinds; the contractor shall install and provide necessary wiring for the blinds. Interior wall and ceiling surfaces shall be painted. The existing brick walls shall remain exposed and be painted. The contractor shall install ductwork according to the plang; a connection may be made to the existing house system through an existing opening into the foundation east of the existing basement door. The existing electric meter to the house is to be relocated according to the plans. The contractor can assume the existing house panel has capacity for the project. Provide all electrical wiring for devices shown on the drawing. The contractor shall provide all devices and light fixtures shown except for fixture C; the owner shall furnish the fixture and the contractor shall install it. Fixture R is a recessed can light with an adjustable lens for down -lighting or wall - washing. The contractor shall acquire all local permits; the permit fees shall be reimbursed to the contractor by the owner. All work shall comply with state and local building codes and be completed in standard construction practices unless noted otherwise. Project start is assumed after January 1 and completion is anticipated within 120 days. The contractor is invited to contact the owners at 574-234-0518 to review the site.. JOSEPH COUNTY DECEMBER 2011 - 1922 Portage Avenue Based on the HPC's Local Landmarks Criteria as adopted by the Common Council, the, site at 1922 Portage Avenue can be recommended to the Common Council for designation as a Local Historic Landmark by the Historic Preservation Commission. The building meets the criteria in at least three areas: 1. Its embodiment of elements of architectural design, detail, materials or craftsmanship which represent an architectural characteristic or innovation. 2. Its suitability for preservation. 3. Its identification with the life of a person or persons of historical significance. The building fulfills criteria #1 as an excellent example of an unusual blend of architectural elements from the English Arts and Craft movement and the Tudor Revival Craftsman/Bungalow interpreted in the American Craftsmanungalow style. The house is rated Notable in the 2005 Survey as an English Cottage built in 1928 and is unique in South Bend. It was constructed by the local General Contractor R. L. Culp and all of its materials and appointments were originally from local vendors and merchants. The building fulfills criteria #2 by the integrity of its original construction with only minor alterations. Alterations are limited to the addition of terraces flanking the modified entry and the removal or enclosure of the south bay window. The building fulfills criteria #3 by its association with George E. and Ruby J. Keogan and Aaron Huguenard. George Keogan was named Notre Dames basketball and baseball coach and assistant football coach in 1923. In 20 seasons as the basket ball coach he won 327 games, the second most in Irish History, a .771 winning percentage. He never had_ a losing season at Notre Dame. He was succeeded by his protege, Edward "Moose" Krause after his death at age 53. Mrs. Keogan inherited the house and later married Aaron Huguenard in 1950. Mr. Huguenard was the Secretary of the South Bend Tribune and the former President of the Indiana Bar Association. He was active in civic, legal, social, political and business circles: in 1951 he founded the United Fund of St. Joseph County, in 1952 St. Joseph County Hospital Development, Inc. He was appointed in -1,,955 as a Charter member of the University of Notre Dame Law School Advisory Council. Woodlawn-Kessler Historic District (201-598-24001-251) BERGM J IANIRTON ST 0 -a FN IK WN ST a The proposed Woodlawn-Kessler Historic District is located along Portage Avenue in the northwest section of town. The 1875 Atlas of St. Joseph County shows only two houses in the area. In later years Samuel Good began developing the land, which was eventually subdivided into Portage Heights, Marquette Park, Woodlawn, and Jackson's Addition. The oldest remaining home in the area is an 1865 Greek Revival -style house (24163). Additional early homes in the area include a 1908 Free Classic -style house (24153), and an 1890 T plan house (24218). The area contains many Prairie style structures including the Metzler House (24159) and the Francis House (24158). Both resources date to 1912. Much of the district is made up of various revival styles. The Colonial Revival -style Busse House (24148) was also the residence of N. Roy Shambleau. Examples of the Tudor Revival style include the Kaniewski House (24028). In addition, the Sanner House (24034) and Jackson House (23011) exemplify the English cottage type, a close relative to the Tudor Revival style. Modern architecture also prevails in the Woodlawn- Kessler Historic Dstrict. Several International style houses of note include the Garnitz House (24186) and the Batch -Fisher House (24229). ESTIMATED COSTS OF WORK TO BE PERFORMED 1. Neighbor's river birch out front need lightly limbed for clearance over sidewalk, not taking any branches off the main trunks, just elevating for several feet for cleaner appearance and safety over sidewalk = $70.00 2. As you go up the sidewalk, the first tree in front of the home is a very overgrown yew. This could probably be made into an ornamental tree. We need to get about a 6' clearance over the walkway for safety; limb it up lightly all around so it looks somewhat even; lightly thin; deadwood removal (1/2" and larger); remove stubs from past poor quality pruning= $170.00 3. Between the yew and the SE corner of home is a large low -growing yew that needs lightly pruned back so it is more within its boundaries; remove stubs from past poor quality pruning; prune for 6" clearance off home = $70.00 4. Going across front and just west of the tall yew are six to seven G to 8' junipers which are at maturity and starting to decline health wise. There are numerous splits where they have grown too large to hold themselves together, there is also quite a bit of pest damage and disease where you can see the bark has come off on the lower trunks, the westernmost one is dead. They should be removed, cutting them low so you can replant = $240.00 5. Large yew at the west end of the junipers as it has quite a bit of vine growing through it and as a result, the crown is pretty haphazard and it is growing into the Japanese maple which is a nicer tree. It should be removed, cutting stump low = $120.00 5a. OPTION: If you want us to clean it up by removing deadwood (1/2" and larger); remove stubs from past poor quality pruning; lightly prune for shape; remove vines = $140.00 een above yew and the SW corner of home is a large arborvitae tree that needs lightly compacted; prune for 1' Iftinimum clearance off home and roof; deadwood removal (1/2" and larger) throughout; remove mulberry starts growing at base = $140.00 Note: The mulberry starts may come back 6a. Semi-annual (every fall and spring) deep -root fertilization = $76.00 per treatment 7. Japanese maple in front needs limbed up lightly for 3' minimum clearance over turf in back, slightly higher in front so as to even the tree out; deadwood removal (1/2" and larger) = $90.00 7a. The tree is declining, especially in the NE portion of the crown, mainly from severe girdling roots that have wrapped around almost the entire trunk. It needs a root crown excavation (every fall/winter for three years), doing a small amount of root pruning to relieve pressure from the main trunk in hopes of saving the tree = $88.00 per treatment 7b. Aggressive semi-annual (every fall and spring) deep -root fertilization to attempt to reinvigorate the tree = $136.00 per treatment 7c. Treat with systemic pesticide in springs 2012 and 2013 for borer infestation = $90.00 per treatment 8. Large evergreen in back at the SW corner of garage needs lightly pruned off roof and garage for 1' minimum clearance; limbed up lightly for 7' to 8' clearance over turf and neighbor's property; remove vines throughout; deadwood removal (1/2" and larger) = $280.00 9. American holly east of garage needs deadwood removal (1/2" and larger) throughout = $110.00 10. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 6 December 2011 Application Number: 2011-1201 Property Location: 113 West North Shore Drive Architectural Style/Date/ Gabled Front/1888 Property Owner: Martha and Gerald Kline Landmark or District Designation: Local Landmark/National Register/West North Shore LHD Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Samuel Leeper, Jr. home is a two storey painted brick home set upon a rectangular brick foundation with rear additions. The gable roof is pitched and shingled. The South & East continuous porch with wood dentils, bead board ceiling and nine wooden round Doric columns maybe an addition. The windows are 1/1 double hung with brick arch and fancy wood infill panel at head and cut stone sills. The single simple entrance is in an opening that matches the window rhythm and shutters. There is an ornate wooden gable fan with fancy scribing. ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various COAs. The house was re -roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal chimney were removed and replaced with three pod vents on the west side. The porch floor was replaced in-kind with COA 2007-0605A. A privacy fence was install along the west side with COA 2009-0521 APPLICATION ITEMS: We plan to replace a porch that contains the only basement entrance -under a trap door! The new porch will be consistent with the design and spirit of the house. DESCRIPTION OF PROPOSED PROJECT: Please see attached documentation and drawings. The small frame unheated, enclosed rear porch is to be demolished and replaced with a new all season room with poured concrete footings and foundation walls faced in historic brick provided by the Mines. It will have new doors and windows on the north side per drawings and smooth cement board siding on the west side with two false windows with pairs of wood shutters to match what is currently on the house. NEW CONSTRUCTION OR ADDITIONS TO EXISTING STRUCTURES Preferred: Consider the size, scale, roof lines, etc., in the design of a new structure, so that it will be compatible with its adjacent buildings in particular and will blend with the neighborhood in general. New additions to existing structures must be compatible in scale, building materials and texture to the building to which the addition is made. Retain as much of the original structure as possible, so that the addition could be removed without damage to the basic structure and appearance of the building. Prohibited: Do not use asbestos or asphalt siding. Do not use artificial brick or cast stone siding. Do not use glass brick. Structural concrete block may be used only on foundations for new construction or additions. LANDMARK GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the West North Shore Standards and Guidelines as well as the Group B Standards for Landmarks. The design is sympathetic to the scale and architecture of the home and will not be visible from the main thoroughfare. Owners Jerry and Martha Kline in attendance to represent the application. On a motion by Mike Voll with a second by Lynn Patrick to advance the proposal of the Landmark application of 1922 Portage Avenue to the South Bend Common Council. Vote: 5-0 Unanimous. III.
