Lafayette Architectural Style/Date /Architect or Builder: 1892/Free Classic Property Owner: Pat McCoy -- Landmark or District Designation: Chapin - Park LHD - Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick foundation. The walls have deteriorating insul -brick siding with second storey bays on south and front facades. The hip roof with gables and wall dormers that are gabled in the front. The gables have box cornice returns with random rubble between decorative half timbering and asphalt shingle roofing. There is a full width front porch with wood Doric columns supporting a shed roof with dentils at cornice. There was a wood balustrade and flooring. The windows are 1/1 double hung with moulded entablatures; diamond pane wood casements in front gable. There is an exterior brick chimney on the south side. ALTERATIONS: There was a roof repair in March, 2011. The concrete steps are not original. The aluminum storm doors and windows are not original. The green insul -brick siding is not original to the house. APPLICATION ITEMS: If original siding can be salvaged then we'll restore it, if not then replace it with a similar product. DISCRIPTION OF PROPOSED PROJECT: The green insul -brick siding will be removed. If the wood clapboards are salvageable and able to be repaired then they will be. If they can not then a similar product, like the cement board used on the NNN houses on Lindsey and Leland will be applied to resemble the look and reveal of the original clapboards. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low - pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. Prohibited Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick. Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from masonry surfaces by any means that damage the surface. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints, which do not need repointing, should not be repointed. Wood siding should not be power- washed. STAFF RECOMMENDATION: Staff recommends approval and will work with Jason, Pat McCoy's contractor, to determine the best method to economically employ after the insul -brick siding is removed. It has wood clapboard on the first storey, decorative shingles at the second and decorative half- timbering in the gables. It has 1/1 double hung windows with simple lintels. The roof is steeply pitched with a shed front dormer with decorative shingles. The porch roof is an extension of the main roof. The 1 /4 width porch has a concrete floor with Nwought iron railing's and posts. There is 1955 13'x16' one storey addition to the rear of the house with casement windows. 'I'licre is a deck also in the rear of the house across the back. ALTERATIONS: `Fhe roof, concrete porch and wrought iron railings are not original to the home. The addition was added in 1955 and the deck is also a recent addition. The windows and doors have aluminum stories. APPLICATION ITEINIS- Replace standard window with bay window. DESCRIPTION OF PROPOSED PROJECT: The home owner wished to remove the casement windows in the 1955 addition and replace it with a salvaged bay window that will be about 12 inches long than the current opening. STANDARDS AND GUIDELINES: Window and door frames are in most cases wood and vary depending upon the style of the home. Many are doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place: New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended - Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMINIENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park District. The exterior walls are covered with asphalt shingles the gabled is covered with asphalt shingles. There is a bay oil the west side with wood pilasters and decorative mouldings and pendills. The windows are 1/1 double hung with moulded entablatures. There is a small corner porch oil the west side of the central gable with stone .floor laid over concrete block foundation. There is a central chimney. AILTERATIONS: The siding and roofing are not original to the house. The concrete and stone porch materials are later additions. The landscaping is recent. APPLICATION ITEMS; Fence back side and .front yard with 4' French Gothic picket and two (2) S' privacy sections (in back) DESCRIPTION OF PROPOSED PROJECT: The homeowner proposed to enclose her yard with a four foot French Gothic fence to match the fencing that is already installed. She also proposes to install 16 feet of dog car privacy fence between her back yard and 420 Lalvlonte to match the current privacy fence. Per diagram and photographs provided. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain opens (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. The foundation is brick. There are metal awnings, aluminum storm windows. and doors. The windows are 111 double hung. Asphalt singles are on the roof. Noted that it was part of the Chapin/Fassnaclit Estate, perhaps part of the estate's Agricultural Buildings. There is a long, narrow brick pathway to the front door. AI,TERATjONS: Possibly repurposed as a residence. May have been moved to current location in 1907. All exterior treatments are not original. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to install a four foot French Gothic fence in front of his home. This will replace a decorative metal garden fence at that location. STANDARDS AND GUIDELINES: ;CIIAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. The walls are wood clapboard with corner - boards, base trim and moulded cornice. There is a full -width front porch with wood Doric columns. The porch has a wooden porch floor and ceiling. The windows are 1/1 double hung on the first floor; small 4/1 casement windows on the southwest corner and 16/1 on the second floor. The windows have aluminum storms. ALTERATIONS: The aluminum storm windows and the asphalt roof are not original to the house. New Roof was approved with COA 2010 -0929. APPLICATION ITEMS: Remove and replace porch flooring. Install 2 "x8" floor joist. Add joist hangers as needed. Replace Apron. DESCRIPTION OF PROPOSED PROJECT: Home Service proposes to remove porch flooring from the entire porch. Support beam to ground with temporary 4 "x4' posts. Install new 2 "x8" floor joist on southwest corner. Install 2"x8" joist hangers to existing floor joists. Remove and replace 7' apron on end and 8' apron on front. Provide new % tongue and groove fir porch flooring, pre- stained on all sides. Install, prime and paint surface. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the repairs to the porch deck and replacement of the wood floor boards with tongue and groove fir. The deteriorating floor boards have been nailed to the joists and the nail heads are popping up; there have been repairs with patches of wolmanized wood nailed to the joists. The southwest corner is deteriorated to the point that it is no longer weight bearing. Conor did the work on the Indiana Landmarks Building and the US Court House. 20 July Spoke with Susan Toumey (235 9396) of Teen Shelter, Sale Station located at 1322 Lincolnway East. Emailed her die link for the Lincolnway Standards ( susaiitouriiev @sl)c- ) because the State has money for the Shelter to repair a flat roof and wants to side the house. Will arnuige an on site inspection with Preservation Specialists and Assistant Director at her convenience. Her contact person in Indy for this project is Eric Curtis (317 234 7559). 21 July Contacted Barbara Brook (232 8334 BZBrook @valioo.com) about the in- kind patio work she is proposing. Spoke with Bob Geans, Jr. and he did verify that it was in kind. Trying to arrange backyard photos for RME. Met with Davc Mesecar, 834 Park concerning his Coa application. Staff will need to go out and document house and proposed bay window. Followed up with Susan Tourney left message to make sure she received my e mail. No follow up. Submitted 2012 Budget to Teresa Shuter. E mailed Glory June Greif about upcoming 106 Review for Northside Trail in River Park with SHPO on Tuesday for Carl Littrell. 22 July Met with John Charles at Office, he is concerned about the state of City Cemetery and wanted to know if HPC could contact the Boy Scouts about keeping the Cemetery neat and tidy as a Service Project. Gave him Pat Bridges' contact information at the LaSalle Council and sent Pat and c -mail. On sight visit to 1402 E. Wayne for COA in- kind replacement of concrete patio. Drove to 1605 E. Wayne and observed that die new roof was in place and looked good. Drove by 304 Twyckenham to see if work had started on the two approved projects, but it had not. E- mailed responses to Glory June Greif and sent tier information to Carl wide more information to come after she visits the area this weekend. 25 July Personal Day. Presented BSSB's support for the $1.2 million project at the Potawatomi Conservatories. Also provided financial and grant information for Council members for questions to Mayor and Phil St. Clairc. The Ordinance passed unanimously! 26 July Took HPC vehicle in for repairs. On site visits with Steve Szaday to 1322 LWE and 824 Forest. 1322 LWE is going to replace a flat roof; repair soffits and replace gutters. They are not going to side the house, but replace rotting material, remove peeling paint and re -paint as needed to match. Needs Lead Abatement procedures and practises sent to her. 824 Forest met with Richard Guntel about the scope of work for the porch deck replacement. Wants to replace original wood porch with tongue and grove pine and - - - rebuild the support. We suggested weep holes for the bases of the columns. Meeting and - - on site inspection of the WPA wall for the proposed Nordiside Boulevard trail completion with James Glass SHPO, Chris Jeter, Lawson Fisher et al. Gary Gilot and Rob Nelson MOU forthcoming. HPC will help with WPA brochure and historic signage information. Met with Steve Kollar about the Dean Building south wall. Thanked me for helping with the graffiti removal from his building. Hopefully lie will get die south wall repaired. 27 July Sent out legal notices for the public hearing in September for Hebard Haven House District and also the letters to the public Officials, County Commissioners, and the owners. Received Ismail follow up from Toni Gifin with examples of interpretative signage for the WPA projects. The gables have box cornice returns with random rubble between decorative half timbering and asphalt shingle roofing. There is a full width front porch with wood Doric columns supporting a shed roof with dentils at cornice. There was a wood balustrade and flooring. The windows are 1/1 double hung with moulded entablatures; diamond pane wood casements in front gable, There is an exterior brick chimney on the south side. ALTERATIONS: There was a roof repair in March, 2011. The concrete steps are not original. The aluminum storm doors and windows are not original. The green insul -brick siding is not original to the house. APPLICATION ITEMS: If original siding can be salvaged then we'll restore it, if not then replace it with a similar product. DESCRIPTION OF PROPOSED PROJECT: The green insul -brick siding will be removed. If the wood clapboards are salvageable and able to be repaired then they will be. If they can not then a similar product, like the cement board used on the NNN houses on Lindsey and Leland will be applied to resemble the look and reveal of the original clapboards. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook H. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low- pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic - _Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable -- source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. Prohibited Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick. Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from masonry surfaces by any means that damage the surface. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints, which do not need repointing, should not be repointed. Wood siding should not be power- washed. STAFF RECOMMENDATION: Staff recommends approval and will work with Jason, Pat McCoy's contractor, to determine the best method to economically employ after the insul -brick siding is removed. Also any architectural features that are uncovered must be replicated. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 29 July 2011 Application Number: 20110715 Property Location: 834 Park Avenue Architectural Style/Date /Architect or Builder: Front dormer Bungalow /1895 Property Owner: David Mesecar Landmark or District Designation: Chapin Park Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey frame set upon a rectangular birck foundation. It has wood clapboard on the first storey, decorative shingles at the second and decorative half - timbering in the gables. It has 1/1 double hung windows with simple lintels. The roof is steeply pitched with a shed front dormer with decorative shingles. The porch roof is an extension of the main roof. The 3 /, width porch has a concrete floor with wrought iron railings and posts. There is a 1955 13'x16' one storey addition to the rear of the house with casement windows. There is a deck also in the rear of the house across the back. ALTERATIONS: The roof, concrete porch and wrought iron railings are not original to the home. The addition was added in 1955 and the deck is also a recent addition. The windows and doors have aluminum storms. APPLICATION ITEMS: Replace standard window with bay window. DESCRIPTION OF PROPOSED PROJECT: The home owner wished to remove the casement windows in the 1955 addition and replace it with a salvaged bay window that will be about 12 inches long than the current opening. STANDARDS AND GUIDELINES: Window and door frames are in most cases wood and vary depending upon the style of the home. Many are doublehung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park District. The exterior walls are covered with asphalt shingles the gabled is covered with asphalt shingles. There is a bay on the west side with wood pilasters and decorative mouldings and pendills. The windows are 1/1 double hung with moulded entablatures. There is a small corner porch on the west side of the central gable with stone floor laid over concrete block foundation. There is a central chimney. ALTERATIONS: The siding and roofing are not original to the house. The concrete and stone porch materials are later additions. The landscaping is recent. APPLICATION ITEMS: Fence back side and front yard with 4' French Gothic picket and two (2) 8' privacy sections (in back) DESCRIPTION OF PROPOSED PROJECT: The homeowner proposed to enclose her yard with a four foot French Gothic fence to match the fencing that is already installed. She also proposes to install 16 feet of dog ear privacy fence between her back yard and 420 LaMonte to match the current privacy fence. Per diagram and photographs provided. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The foundation is brick. There are metal awnings, aluminum storm windows and doors. The windows are 1/1 double hung. Asphalt singles are on the roof. Noted that it was part of the Chapin/Fassnacht Estate, perhaps part of the estate's Agricultural Buildings. There is a long, narrow brick pathway to the front door. ALTERATIONS: Possibly repurposed as a residence. May have been moved to current location in 1907. All exterior treatments are not original. APPLICATION ITEMS: Two decorative sections of French Gothic Picket fence 4' high in front of property. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to install a four foot French Gothic fence in front of his home. This will replace a decorative metal garden fence at that location. It has wood shingle siding with an intermediate belt course with wall flare. The roof is a bell cast gable with art lock asphalt shingles that flares over the porch. There are two large hip dormers in the front with 1/3/ -2/3 window and multi pane sidelights. There is a full length front porch with shingled pier supports and arched openings. There are 1/1 double hung windows on the body of the front with multi -pane side lights. There are tall multi -pane fixed sashes in the gable ends near the peaks. 16/1.20/1 double hung sashes with multi pane casements paired and in series; some lead camel, some wood. There is a flush brick chimney at the east side with decorative brickwork. ALTERATIONS: The porch steps were replaced in 1985. Some storm windows may not be original. APPLICATION ITEMS: Replace roof with either common shingle which matches current roof or metal roof (old fashioned metal roof similar to what was common in the period the home was built) See Attachments. Please. DESCRIPTION OF PROPOSED PROJECT: The Owners proposed work indicates an either /or description. At the time of the Staff Report completion, proposal has been narrowed to common shingle, specifically, an architectural shingle, brand TBD. Roof work will be a two layer tear off. Gutters will be replaced in -kind. STANDARDS AND GUIDELINES: Lincolnway East B. ROOFS AND ROOFING Roof shapes in the district include hip and gable types. All are covered with asphalt shingles. Eaves, in most cases, have wood fascias with gutters and downspouts. Some aluminum sided Houses have aluminum covered fascias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the proposed work as it is in agreement with the Standards and Guidelines for Lincolnway East. It has a gable roof with dormers covered with three tab asphalt shingles. The dormers have wood shingles in the gables. The walls are wood clapboard with corner - boards, base trim and moulded cornice. There is a full -width front porch with wood Doric columns. The porch has a wooden porch floor and ceiling. The windows are 1/1 double hung on the first floor; small 4/1 casement windows on the southwest comer and 16/1 on the second floor. The windows have aluminum storms. ALTERATIONS: The aluminum storm windows and the asphalt roof are not original to the house. New Roof was approved with COA 2010 -0929. APPLICATION ITEMS: Remove and replace porch flooring. Install 2 "x8" floor joist. Add joist hangers as needed. Replace Apron. DESCRIPTION OF PROPOSED PROJECT: Home Service proposes to remove porch flooring from the entire porch. Support beam to ground with temporary 4 "x4' posts. Install new 2 "x8" floor joist on southwest comer. Install 2 "x8" joist hangers to existing floor joists. Remove and replace 7' apron on end and 8' apron on front. Provide new' /a tongue and groove fir porch flooring, pre - stained on all sides. Install, prime and paint surface. Build and install 6 pillar wood bases with weep holes, matching existing bases. Bases will be pre - stained, installed primed and painted. Re- install pillars, caulk and paint. STANDARDS AND GUIDELINES: D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the repairs to the porch deck and replacement of the wood floorboards with tongue and groove fir. The deteriorating floorboards have been nailed to the joists and the nail heads are popping up; there have been repairs with patches of wolmanized wood nailed to the joists. The southwest comer is deteriorated to the point that it is no longer weight bearing. The replacement of the deteriorated column bases with wood is in -kind but Staff recommends that the bases have weep holes to prevent wood rot. The hip roof has a wide overhang, supported by large brackets and is covered in asbestos shingles. The first storey has grouped casement windows with concrete sills. The second storey has 6/1 double hung windows with brick header course sills and soldier brick. The entryway is a central brick arch with stone keystones and irregularly located quoins. ALTERATIONS: None recorded. APPLICATION ITEMS: Tear off and re -roof. Going from asbestos shingle to 25 year 3 -tab. Maple red. DESCRIPTION OF PROPOSED PROJECT: The roof appears to be the original asbestos shingles and is currently covered in a green moss. The owner reports that the roof is leaking. Contractor for the owner has proposed a tear off and re -roof from the existing asbestos to 3 -tab asphalt of a similar reddish color. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District II. EXISTING STRUCTURES B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or metal sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. STAFF RECOMMENDATION: Staff recommends approval of the proposed project to replace the roof as to prevent further water damage to the interior of the structure. In addition, it will match as closely as possible the color of the existing asbestos roof. The low gable roof with a triangular eyebrow dormer is covered with three tab asphalt shingles. There are purlin brackets at the eave. The porch is screened with square wood support with capitals and purlin at the eaves. The windows are 4/1 and 6/1 double hung. ALTERATIONS: The asphalt roof is not original to the house. There are aluminum storm windows and doors. The porch was probably screened in at a later date. APPLICATION ITEMS: Tear off existing shingles. Install new shingles -art lock. DESCRIPTION OF PROPOSED PROJECT: Sherriff- Goslin proposes to remove the 3 tab asphalt shingles and re- roof with the art lock shingle of their product line. STANDARDS AND GUIDELINES: B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gabled, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl- and aluminum -sided houses are covered with the same materials. Required The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffit, brackets and gables should not be covered or enclosed when adding siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the complete tear off and re -roof with the Sherriff Goslin art lock shingles as the project follows the Chapin Park guidelines and the new roofing will compliment the design of the house.
