Application Number: ' 2011 -0401 Property Location: 211 North Michigan Architectural Style/Date /Architect or Builder: Spanish Colonial Revival/1921 /J.S.Aroner Property Owner: City of South Bend Landmark or District Designation: Local Landmark and National Register Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Morris Performing Arts Center is a Spanish Colonial Revival structure. It has an ivory terra -cotta block base on the first floor and ivory colored, granite textured terra cotta brick on the upper floors of the four and five storey building. The building is embellished with terra cotta ornaments with a lively Churrigueresque quality that are richly colored in deep brownish red, yellow, light blue and light green. There are five entrances on the main fagade each surmounted with a multi -pane transom and surrounded by foliated multi- colored terra cotta. There are modern wood doors in the entrances. A modern marquee is placed above the first floor. The end bays have round - arched windows with transoms surrounded by terra -cotta columns and entablature on the second floor. On the fourth floor level at the end bays is a terra cotta cartouche containing the letter "P" surrounded by terra -cotta that forms a blind window. The center three bays are lighted by round arched windows extending three stories high. The windows are divided into 18 multi -paned sections and flanked by tinted terra -cotta pilasters. The center three bays of the building extend into a fifth floor that contains three round - arched casement windows with transoms and terra -cotta surrounds. ALTERATIONS: The Marquee was approved (COA #2005 -0331) and installed in 2006; it replaced the modern Morris signage after the Palace sign was removed in 1960 when the E.M. Morris Foundation purchased the theatre. The original wood doors have been replaced over the years with aluminum doors and again with wood doors, some as recently as1998. The original stage house was removed and the modern stage house was constructed to the rear of the building with COA# 1998 -0129. APPLICATION ITEMS: Replacement of existing entry doors, restoration and in -kind replacement of windows. DESCRIPTION OF PROPOSED PROJECT. Doors: Restore the woodwork around the door frames and install custom CROSS aluminum doors and frames to replicate current door style. All per drawings and project description submitted. Restore wood transoms above entry doors and replace glass with insulated glass panes. Windows: Restore and refurbish existing wood window frames and install wood sashes with insulated glass to replicate what is there. All per drawings and project descriptions submitted. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original for. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure — Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material— Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the replacement doors and the replacement windows as the proposals conform to the Group B Standards for Local Landmarks. The present doors are no longer repairable nor are they reliable in inclement weather. The replacement doors will replicate what is currently in place and provide for better weather tightness and climate control while the historic woodwork elements are to be restored. The proposed replacement wood window sashes and the restoration of the window frames for the Morris Performing Arts Center will mirror what the Commission approved for the window treatment in the Palais Royale. 'Y: PROJECT DESCRIPTION fflol Jam sCW& r �hi�ts MORRIS PERFORMING ARTS CENTER DATE: April 4, 2011 ENTRY DOOR AND WINDOW REPLACEMENT 211 North Michigan Street South Bend, Indiana 46601 The Morris Performing Arts Center (PAC) is seeking approval for a Certificate of Appropriateness, in order to proceed with much needed work on the entry doors and windows located on the east facade of the building. Entry Doors The Morris PAC would like to replace the existing wood entry doors as these doors require continual maintenance just to remain functional and secure. Through this continual maintenance, it has been discovered that the doors are warping, sagging and shrinking, frames are deteriorating, fasteners are have stripped the wood within the doors and frames, and weatherstripping is no longer closing the gaps. It also should be noted that several ofthese doors were replaced approximately 10 years ago, during the renovations to the Palais Royale. The Morris PAC recognizes that the existing entry doors are no longer reliable in being functional, secure and weather- tight. The Moms PAC and James Childs Architects propose the installation of aluminum doors and frames, along with restoration of the existing painted woodwork. We propose that the existing woodwork be removed, inventoried and restored. Restoration of this woodwork would include removing old paint, repairing or replicating damaged wood, priming and finish painting. The new aluminum doors and frames would be installed into the existing openings, and the restored woodwork would be re- installed in the appropriate locations. The work at the transoms will be treated as part of the window work, listed below. Aluminum doors and frames were chosen for their proven durability in exterior environments, cost effectiveness, and wide variety of finish options. In a great civic space such as the Morris PAC, an ideal material would be bronze or brass, but at 4 times the price of aluminum, it was felt that it was not cost effective. Wood was not considered as a viable option due to the current problems being encountered. Windows The Morris PAC would also like to renovate the existing wood windows on the upper floors. The existing wood windows are in poor condition at the exterior, with patches of deteriorated wood and paint failure at nearly every location. Additionally, the sashes contain single pane glass which puts a strain on the Morris' operation budget through increased heating/cooling costs and fading of the historic curtains. PROJECT DESCRIPTION -2- April 4, 2011 The Morris PAC and James Childs Architects propose two types of work to be performed to renovate the windows. First, the sashes will be removed and the frames and woodwork will be restored. Again, restoration will include removing old paint, repairing or replicating damaged wood, priming and finish painting. Second, new wood sashes will be constructed to fit within the existing, restored frames. These new sashes will have insulated glass, capable of providing greater energy efficiency along with blocking much ofthe harmful UV radiation from entering the building. These new sashes would be factory painted at the exterior, offering a durable, high quality finish. Currently, several ofthe sashes are operable, either as casements or as awnings. Practically, however, the sashes are kept closed (some even painted closed) to better control the indoor environment. The proposed design will show fixed sashes at all locations, except at three locations (to service the top of the marquee). From the exterior, the change from operable to fixed sashes will not be visible. New wood sashes were chosen because it was thought that the existing sashes would not have enough "bite" to hold thicker, insulated glass units in place. The new sashes will be specified to match the profiles and dimensions ofthe existing sashes to the greatest degree possible. Additionally, this approach was taken because it was previously approved by the Historic Preservation Commission in the renovation of the Palais Royal in 2001. Attached are meeting notes from an August 20,20 10 meeting, where representatives from the Morris PAC, James Childs Architects and the Historic Preservation Commission met to review and discuss the options available to the renovation project. Comments were made as follows: Hartz and Andres introduced the project, which will consist of addressing the eight (8) windows and five (5) sets of doors at the east facade of the Morris Performing Arts Center (PAC). Hartz explained that there are no proposals or recommendations yet, but that information regarding what materials should or should not be used is being reviewed. Hartz further noted that as an authority having jurisdiction, input from the Historic Preservation Commission (HPC) is an important step in the process. 2. Hartz indicated that the Morris PAC would like to do something with the doors and windows, in order to provide better energy efficiency, increased UV protection, better acoustical separation from the outside and less maintenance. Hostetler stated that if funding for the project includes any federal or state money, the guidelines published by the US Secretary of the Interior would need to be followed and approved. Hostetler also indicated that if the funding did not have federal or state money, only approval from the local HPC would needed. Andres indicated that he is hoping to have local funding for this project, and that he will be determining this soon. Hostetler indicated that the HPC will issue a Certificate of Appropriateness (C of A) if the proposed changes are acceptable. 4. Attendees examined existing conditions at the doors. Andres and Monroe pointed to locations where the wood doors and/or frames have deteriorated. Andres noted that about 40 hours were needed to repair a single existing door and frame just to make it fiznction properly. Andres also noted that the southem -most set of doors were replaced when the interior renovations took place in 2000. The lower, center sash of the middle window has been retrofit as an operable window (to access the marquee), badly damaging the frame and trim around it in the process. Andres expressed an interest in having an operable, accessible sash at each of the three large center windows. Andres noted that operable sashes are located about 10' above the floor, but are kept closed. He would prefer that these become fixed windows in the replacement. 7. Attendees were invited to look at the windows of the Palais Royale. The windows in this building were renovated byrestoring the existingwindow framing and installing new sashes. The new sashes are painted wood and hold 1" insulated glass units. Monroe provided Hartz with a sample of the insulated glass for reference. 8. Hostetler noted that the original C of A for the renovation of the Palais Royale also included the east windows of the Morris PAC. - While this C of A is no longer valid, she felt that the Commission members would not have any issues if the same type of renovation were to take place (restoration of the fiaming and new wood sashes). 9. Hartz asked what latitude the HPC would allow with regards to changes in materials. a. Hartz noted that the original wood doors, and even the replacement wood doors, are failing and are a continual maintenance issue for the Morris PAC: Hartz noted that the door and frame detailing are simple and could easily be replicated in a material such as aluminum. Hostetler indicated that the HPC members would probably be open to considering a change in material, as long as it is similar in appearance to the existing and reduces maintenance. b. Hartz asked about the materials of new windows and/or sashes. All agreed that the decorative columns applied to the frames be restored or replicated In Doolittle's opinion, aluminum storefront, aluminum -clad wood and vinyl would not be acceptable with the HPC. Doolittle indicated that the HPC was not familiar with fiberglass, but would consider it if a sample and more information could be reviewed. Wood, either new or restored, would likely be approved since it was approved previously. C. With regards to glazing types, the HPC would be concerned with coatings which might be reflective. APPLICATION ITEMS: replace upper /lower sashes of 14 double hung windows and replace with architecturally correct Marvin simulated true divided light aluminum clad windows. 14 windows were already replaced years ago during the kitchen/bathroom /attic renovation. 5 of windows being replaced don't match the rest of the house (lack of muntin bars on one sash). DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 3 first floor 8/8 windows in the front and 2 second floor 6/6 windows; on the East side 2 8/8 windows on the first floor and 2 6/6 second floor; on the west side 18/8 on the first floor and 16/6 on the second floor; on the south 18/8 window on the first floor and 2 6/6 on the second floor. The replacement option is a full window replacement with Marvin Clad Ultimate Double Hung. The installation will be via the exterior of the home by removing the present sashes , peeling away the aluminum siding, inserting the new window, shim and caulk, return the siding and add trim to simulate what was there -flat casing to butt to the siding. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame stone windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal stone doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: No one is quite sure if the current windows are original to the house. The survey card indicates a 6/6 double hung pattern, while what is currently on the house is a mix of 6/6 on the second floor and 8/8 on the first floor in addition to other muntin patterns. Staff was unable to do an interior inspection of the windows; however what staff could observe from the exterior was that cosmetically the front first floor windows appeared to be OK. The 1987 survey card picture shows front and side yard lawns for this address rather than the gardens. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways streets alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Light sources must have spectral distribution in all color ranges. Sources and light posts should be uniform throughout the District: Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix) or a suitable replacement which closely duplicates the standard in size, shape, style and appearance; i.e., Herwig Lighting Company standard or similar. Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Tree and landscaping elements that must be removed for one reason or another shall be immediately replaced by suitable flora. The river front. neighborhood character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. If erosion control efforts become necessary to preserve the riverbank, they should involve processes and materials consistent with the natural beauty of the banks. Large, deep - rooted trees and shrubs as well as fast spreading ground cover should be used when planting for erosion control. As much natural vegetation as possible should be preserved. If large shrubs become unsightly, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and leave soil more susceptible to erosion. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high- intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Pending assessment by Brent Thompson, City Forester, Staff recommends the Park Avenue tree can be removed. Staff recommends approval of additional application items as they conform to the district guidelines; the grass lawn is shown in the 1987 survey picture so the gardens are not original. We intend on removing garden beds in the front yard (which wraps from Riverside to Park) and replacing with sod, leaving trees in tact; this will from the picture in the Historic Preservation Commission's publication, take the exterior of the house back to its original (or at least `earlier') character. Our hope, too, is to remove railroad ties that have been added to the Riverside tree lawn to embellish the height of the curb. Since the repaving of Riverside, this is no longer necessary and, again, is not original to the house. 2. We'd like to refurb the fence that is at the north edge of the house, continuing along the property line west into the back yard. Our hope was to replace the picket fence extant (it's in poor shape) with a privacy fence to match the once � A ' that was added by previous owners on the south, west and east of the back of the jr.ed` house. The fence will be wood. It also will help, considering our significant foot 6 traffic, to keep our dogs from a view of passersby as they've taken up a penchant for barking. We realize this is an ancillary concern, but figured it was neighborly. 3. We would like to remove the front concrete sidewalk leading to our stoop and replace it with brick pavers, redirecting it to Park. The intention is to shift the `entry' to the house from Riverside to Park, as parking on Riverside is a) according to neighbors, dangerous due to traffic that comes up the hill from Leeper Park (apparently there have been numerous parked cars hit in front of our house specifically) and b) inconvenient as the sewer is uphill from the street and whenever there is rain, a significant swath of water pools directly in front of the walkway. The pavers we've chosen match the brick of Park and the new walkway would then, we hope, flow naturally from the street to the house. We feel this would be more in character with the neighborhood than the current walkway, which is also oddly wide (5 feet or so). We also had a question regarding a tree on the parkway /tree lawn in front of the house on Park. As you'll note from pictures, it's on its last legs (sadly, as it is a regal old tree) and lost a giant limb in June of last year. We wondered if we're responsible for having that tree attended to or if that parkway /tree lawn is city property and thus under the purview of South Bend. At that time we noticed a roof being removed from a house on Edgewater. We stopped because we did not remember a COA being issued or see a building permit posted. Wayne spoke with them and learned that the Company was from Michigan and did not realize a permit was needed. The product was on -site along with a dumpster. Left message with Doug Tumock (250 -4805) Meeting with Tim Klusczinski concerning 850 Forest and Michael Voll as a Mayoral Appointee. Sent letter to Mayor requesting appointment with Mr. Voll's letter and credentials. Met with Susan Youens and issued an RME for in -kind roof repair, replacement of metal flat roof; also arranged with Tim to have her meet with David Steinhaurer and himself concerning her ventilation issues. It has thick slate and would need to be replaced with a product that could recreate the look since the roof is twice the size of the facade. Wayne and I drove around and reviewed other roof replacements in the area. On site visit to 1130 E Wayne with realtor Diana Bennett and Wayne Doolittle concerning the steel casement windows that she felt needed to be replaced. Wayne thought they could be repaired and suggested Mike Weides could give her an assessment. Staff attended Lunch and Learn for an excerpt of the Roger Chrastil play "The Immigrant ". Contacted Crews Perkey (277 -7110) about the use of Type N mortar on First United Methodist Church versus lime putty with proper aggregate. Did not recommend the use of Type N because of the Portland cement content. Researched the N. Roy Shambleau project from 1979, called Jeanne Denham, HPC Researcher in 1979, and Don Sporledcr NDU Arch. Prof. to determine if the book was ever published or if the research notes were still around. Perhaps Office could pick up the project and complete it. 25 March Submitted Payroll. Researched Milburn Chapel for Ran(]) Ray. The First Swedish Baptist Church on Napier Street is not the Milburn Chapel. It has an ivory terra -cotta block base on the first floor and ivory colored, granite textured terra cotta brick on the upper floors of the four and five storey building. The building is embellished with terra cotta ornaments with a lively Churrigueresque quality that are richly colored in deep brownish red, yellow, light blue and light green. There are five entrances on the main fagade each surmounted with a multi -pane transom and surrounded by foliated multi- colored terra cotta There are modern wood doors in the entrances. A modem marquee is placed above the first floor. The end bays have round - arched windows with transoms surrounded by terra -cotta columns and entablature on the second floor. On the fourth floor level at the end bays is a terra cotta cartouche containing the letter "P" surrounded by terra -cotta that forms a blind window. The center three bays are lighted by round arched windows extending three stories high. The windows are divided into 18 multi -paned sections and flanked by tinted terra -cotta pilasters. The center three bays of the building extend into a fifth floor that contains three round - arched casement windows with transoms and terra -cotta surrounds. . ALTERATIONS: The Marquee was approved (COA#2005 -0331) and installed in 2006; it replaced the modern Moms signage after the Palace sign was removed in 1960 when the E.M. Morris Foundation purchased the theatre. The original wood doors have been replaced over the years with aluminum doors and again with wood doors, some as recently as1998. The original stage house was removed and the modern stage house was constructed to the rear of the building with COA# 1998 -0129. APPLICATION ITEMS: Replacement of existing entry doors, restoration and in -kind replacement of windows. DESCRIPTION OF PROPOSED PROJECT. Doors: Restore the woodwork around the door frames and install custom CROSS aluminum doors and frames to replicate current door style. All per drawings and project description submitted. Restore wood transoms above entry doors and replace glass with insulated glass panes. Windows: Restore and refurbish existing wood window frames and install wood sashes with insulated glass to replicate what is there. All per drawings and project descriptions submitted. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure — Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material — Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the replacement doors and the replacement windows as the proposals conform to the Group B Standards for Local Landmarks. The present doors are no longer repairable nor are they reliable in inclement weather. The replacement doors will replicate what is currently in place and provide for better weather tightness and climate control while the historic woodwork elements are to be restored. The proposed replacement wood window sashes and the restoration of the window frames for the Moms Performing Arts Center will mirror what the Commission approved for the window treatment in the Palais Royale. Commissioner Steinhauer recused himself. On a motion by Linda Riley with a second by Lynn Patrick to accept application as submitted. Vote: 5 -0 -1 COA 2011 -0401 was approved as submitted. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Number: 2011 -0404 Property Location: 1414 East Wayne Street Architectural Style/Date /Architect or Builder: Colonial Revival/1925/H.R. Stapp/Whitcomb and Keller Property Owner: Jennifer and Drew Chuppe Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey frame designed in the Colonial Revival style reminiscent of French dwellings in the Mississippi Valley. It has a gable roof with a large shed roof front dormer. The porch extends across the entire front of the house supported by large Doric columns over brick porch floor. The porch wraps around to a side gabled roof patio. The roof is asphalt shingles. The windows are double hung, 8/8 on the first floor and 6/6 on the second floor some are also 6/1. ALTERATIONS: The original wood siding was covered with aluminum siding prior to 1986 along with aluminum storm windows and doors. The 1986 survey card notes that the windows were 6/6 double hung. The roof has been replaced. There are replacement windows in the rear of the house. APPLICATION ITEMS: replace upper/lower sashes of 14 double hung windows and replace with architecturally correct Marvin simulated true divided light aluminum clad windows. 14 windows were already replaced years ago during the kitchen/bathroom /attic renovation. 5 of windows being replaced don't match the rest of the house (lack of muntin bars on one sash). DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 3 first floor 8/8 windows in the front and 2 second floor 6/6 windows; on the East side 2 8/8 windows on the first floor and 2 6/6 second floor; on the west side 18/8 on the first floor and 16/6 on the second floor, on the south 18/8 window on the first floor and 2 6/6 on the second floor. The replacement option is a full window replacement with Marvin Clad Ultimate Double Hung. The installation will be via the exterior of the home by removing the present sashes, peeling away the aluminum siding, inserting the new window, shim and caulk, return the siding and add trim to simulate what was there -flat casing to butt to the siding. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Stone windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: No one is quite sure if the current windows are original to the house. The survey card indicates a 6/6 double hung pattern, while what is currently on the house is a mix of 6/6 on the second floor and 8/8 on the first floor in addition to other muntin patterns. Staff was unable to do an interior inspection of the windows; however what staff could observe from the exterior was that cosmetically the front first floor windows appeared to be OK. However, Bob Grant of Bob Grant Construction, Inc. performed an interior inspection and concluded that the windows require extensive repairs and that five of the fourteen are of an inferior quality. Staff recommends approval of the replacement windows. On a motion by Linda Riley with a second by Jerry Niezgodski to continue application pending closer inspection of windows by staff. Roof is cross gable with flat roof dormers. Siding is clapboard. There is a small open porch with clapboard covered piers and walls. Windows are 6/1 double hung. ALTERATIONS: Wood fence replaced in same location in 2004. Re -roof with asphalt in 2009. APPLICATION ITEMS: Return front and rear lawns to original character with removal of multiple flower beds. Complete north portion of rear yard with 8 ft. wood privacy fence to match south, west and east portions. Convert front sidewalk to brick pavers to match Park Avenue. Move main entry sidewalk from Riverside Drive to Park for safety reasons. Remove dying tree in Park Avenue tree lawn. DESCRIPTION OF PROPOSED PROJECT: See attached. The 1987 survey card picture shows front and side yard lawns for this address rather than the gardens. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways streets alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Light sources must have spectral distribution in all color ranges. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix) or a suitable replacement which closely duplicates the standard in size, shape, style and appearance, i.e., Herwig Lighting Company standard or similar. Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Tree and landscaping elements that must be removed for one reason or another shall be immediately replaced by suitable flora. The river front neighborhood character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. If erosion control efforts become necessary to preserve the riverbank, they should involve processes and materials consistent with the natural beauty of the banks. Large, deep - rooted trees and shrubs as well as fast spreading ground cover should be used when planting for erosion control. As much natural vegetation as possible should be preserved. If large shrubs become unsightly, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and leave soil more susceptible to erosion. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high - intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high- intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Pending assessment by Brent Thompson, City Forester, Staff recommends the Park Avenue tree can be removed. Staff recommends approval of additional application items as they conform to the district guidelines; the grass lawn is shown in the 1987 survey picture so the gardens are not original.
