Edgewater Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: The home is a two storey house set upon a rectangular plan that includes an enclosed porch and an attached garage. The exterior walls are covered with asbestos shin -les. The cross hip roof has asphalt shingles and a wide over hang with aluminum soffit. The enclosed porch has end piers that extend above its roof. The windows are double hung 511 vertical sash. A1,TERATIONS: Sonic of the windows have aluminum storms. The asbestos shingle siding was installed prior to *1949 and the aluminum soffit was added. The -roof appears to be a replacement. The side steps and landing were replaced with COA 2008-0328. APPLICATION ITEMS: Replacing existing shingled roof with new shingles. DESCRIPTION OF PROPOSED PROJECT: This project is a complete tear off of the 3 tab asphalt shingles and re -roofing with architectural shingles. STANDARDS AND GUIDELINES: EDGEWATER B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. STAFF RECOMNIMENDATION: Staff recommends approval as the project conforms to the Edgewater Standards and Guidelines. 559 River, September 9, 2010 STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Number: 2010-0907 Property Location: 1231 East Wayne Street South Architectural Style/Date/Architect or Builder: Colonial Revival/1929 Property Owner: Neovi Karakatsanis and Jonathan Swarts Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey frame construction with a rectangular plan and a five bay fagade covered with wood shingles. The gable roof has simple moulded raking trim and asphalt shingles. The windows are 6/1 double hung windows with moulded cornice trim. There is a central entry with a pediment supported by decorative brackets with dentil details along with pilasters and a fanlight over the door. There is a one storey flat roof wing topped by a wood balcony that has been enclosed with jalousie windows. ALTERATIONS: Open Porch enclosed with jalousie windows and matching siding. The wood balcony railing system had a diamond pattern element in 1986. It is now uniform 1x1 balusters. The glass block window is not original to the home. APPLICATION ITEMS: 1. Remove glass block on east side. 2. Replace windows and close door in three season room per attached description. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to remove the non -original glass block windows on the eastside of the house and to restore the exterior siding to match the body of the house. The homeowners are re -modeling the interior of the three season room to be more energy efficient. They will replace the non -original jalousie windows with Marvin 6/1 double hung wood windows that will match the original windows of the body of the house. There will be two windows installed on the south, five on the east and two on the north. The two windows on the north are replacing a window and a door. All per product information and submitted project description from Peacock. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the proposed changes. The homeowners are restoring the siding on the east side of the house by removing the glass block windows. The proposed wood double hung window replacements are more appropriate to the style of the house than the current jalousie windows. The removal of the non —original door on the north side is at the rear of the house and its replacement with a window will contribute to the rhythm of the windows in enclosed porch. September 9, 2010 East side w North side Certificate of Appropriateness Application 1231 E Wayne St S Karakatsanis/Swarts' We are requesting a Certificate of Appropriateness for two proposed changes: 1)- To remove two rectangular glass block windows on the east side of the house. These windows are not original to the house, but appear to have been added during a kitchen renovation in the 1950s. We propose to close these windows as part of interior kitchen work. The spaces will be framed in and insulated, with cedar shakes added to match the existing siding. Seepage six of Peacock and Co. estimate and photos of the east side of the house. 2) To replace windows in the three -season room, close door space and insert window. This three -season room is on the west side of the house and was originally an open porch. It was closed in and windows added, presumably in the 1950s or 1960s. We propose to replace the existing aluminum jalousie windows with double hung wood windows. With double hung wood construction and grilles in the upper panes, these windows will closely match the original double hung windows in the rest of the house. We also propose to remove the existing aluminum door on the north side of the room, replacing it with the window as elsewhere in the room. There is a full width open front porch. Roof is asphalt shingles. This house is built on a bluff. ALTERATIONS: House has vinyl replacement siding. Most windows on the house have been replaced and aluminum storms have been added. Porch columns are replaced with metal; porch floor, stairs and rails are replacement. Shutters have been applied to front windows. Front door is a replacement. There are two small additions to the rear. APPLICATION ITEMS: Prepare land for new construction. See attached. DESCRIPTION OF PROPOSED PROJECT: The Schohl's are proposing to demolish the house that their family has owned for more than 50 years. The property is currently a multi -family unit that they rent out. The attached note from the owner states that "over the last 40 years there has been constant water problems causing the foundation to settle, mold, mildew, and rusting of metal support beams." Included in the note is a list of what owners have done to try to remedy the ongoing water issue; current quotes from various contractors to remediate the issue along with a quote from a demolition contractor. The owner reported that all three houses to the North of this property have water problems in the basement as well. The owner would like to remove the house from the site so that the vacant property could be developed, During the site visit, staff observed that in the front, the house is settling in both directions, causing the windows to'slope in either direction. There is evidence of the porch settling as well. Staff observed the obvious settling in the basement. The owner showed us the cistern that was installed in the side yard to the North of the house that collects water piped from the rear yard and travels to the street to be released into the City sewer. This was part of the owner's previous efforts to remedy the water problems. Maintenance of the cistern requires periodic climbing down into the cavernous manhole to clean the "pudding -like gunk" out so that the water can proceed to the City sewer. Staff observed the flow of water into the cistern was a fairly good amount, considering there had been no rainfall in nearly one week. The walls in the cistern have a deep red, iron -like build up on them. Upon staff investigation for this report, it was discovered that this property sits on the exact location of where the Kankakee Mill Race, a man-made canal dug in the 1830s, was terminated at the St. Joseph River. A four storey grist mill stood from 1837 until the Race failed in the 1850s. After 1885 the land was the site of the Christian Soen's Brick and Drying Yards. Staff spoke with Carl Littrell, City Engineer to get his perspective on the location of the property in relation to the past use of the site. Carl reported that the soil is clay and was mined for bricks: The brickyard had built a series of canals flowing throughout the yard. In a past job testing soils, Mr. Littrell dug under several basements in this block of -Riverside Drive and discovered trash, debris and water, -all creating differential movements of the houses. In addition to the brickyard, the nearby location of the Water Works in Leeper Park because of the 100 or .0 so artesian springs that have surfaced there, additional springs could be surfacing along Riverside Drive. Mr. Littrell concluded that the water problems at 503 Riverside could be explained by the past uses of site and/or due to the eternal springs in the area. In addition, the City would like to get the cistern disconnected from the City sewers and channeled into a location that would be more efficient for carrying water away from the property. Staff asked Mr. Littrcll his opinion as to if the proposed vacant site would be buildable, in which he concluded that it would more than likely be buildable but that a geotechnical engineer should be consulted and knowledge about the site should be disclosed to prospective buyers. This property begins the district on the South side of Riverside Drive; although it is considered a contributing property to the district, the integrity has been altered by the addition of numerous replacement features. STANDARDS AND GUIDELINES: V* GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Even though this building does not appear to pose a threat to public safety as the standards and guidelines state for demolition, it is evident that the property the house is situated on has been compromised by water issues since the 1830s. There is currently evidence of mold but no testing has been done. Staff recommends that the owner be in contact with City Engineer, Carl Littrell regarding a disconnect from City sewers and possibly removing water more efficiently from the property. Based on owners discussion with Carl, if this cannot be done, with the ongoing water issues that may not be able to be resolved, staff would be inclined to recommend approval of the proposed project because the structure has been so compromised and its integrity will continue to deteriorate. The gabled roof has asphalt shingles. There is an enclosed entry porch. The windows are 3 vertical sash/1 double hung with moulded crown trim. There is an attached garage and wood deck at the rear of the house. ALTERATIONS: The Assessor's Card states the date of this house as 1885, so there have been both modifications and additions to the original structure. The addition of the two bays were noted in the 1949 assessment. There is aluminum siding on the porch at the rear side of the house. The garage and the porch were noted in the 1932 assessment. The wood deck noted on the 2005 survey is a modem addition. The roof on the house is an architectural asphalt shingle replacement of asphalt shingles. APPLICATION ITEMS: Tree fell on the house/garage. Work is to demolish/rebuild garage. Repair exterior. Remove aluminum siding on porch and replace with cedar to match. DESCRIPTION OF PROPOSED PROJECT: The applicants propose to rebuild the attached garage and rear deck. With the siding materials salvaged from the demolished garage they propose to replace the aluminum siding on the porch and use the remainder to do repairs on the body of the house. They have discussed the change in the dimensions with Mark Lyons, Building Department and it meets City Code. They propose to construct an Ultra Deck Fusion wood free standing 11x14 rear deck. The enlarged garage will tie into the original house. It will be a wood frame construction on a new concrete pad with a gable roof re -roofed in asphalt shingles to match the architectural shingles on the main body of the house. The wood siding will also match the siding on the main body of the house. The porch door will be replaced with a steel security door and the garage door will be a solid raised panel overhead door. BUILDING MATERIALS Wall materials in the district range from brick, stucco and wood clapboard and shingles, to aluminum, vinyl and fiberboard/composite siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color (as pertains to masonry) with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. Also, as much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Alternative or composite siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than the foundations. STAFF RECOMMENDATION: Staff recommends approval. The owners' proposal will restore what was lost in the wind storm and up grade the rear elevation considerably. The materials chosen will replicate those on the main body of the house. The re -roofing of the garage with asphalt shingles to match the house will extend across the rear of the house. We would like to increase the size of the car to accommodate a mid-size car. The new dimensions would be 13'x 18'. The Setback on the South side (side) of the house is 4. Arrangements for Special Meeting. Lengthy conversation with Eric of Champion windows and Mrs. Gaul of 1204 E. Wayne concerning the installation of additional vinyl windows and including the COA dated June 15 at the Special Meeting the following week. Also 530 Riverside and 415 LaMonte for the 20 September meeting and an on -sight visit to 801 Forest where conditions have deteriorated and the new owners have applied for an RMF,/COA. Spoke with Ted Foti of Memorial Hospital about the Singer South Bend Lathe N.R. District; prepared research for him to be hand delivered on Monday. 21 August Posted Agenda for Special Meeting. Special Meeting follow up with Brandon Bartow on the light fixtures. 23 August Vacation Day. Dropped off information to Ted Foti. 24 August Met with Tom Anderson and Nick Rchas on the way to work concerning the removal of Lafayette Blvd. brick street and the asphalting after the sewer work is done. Met with Carl Litterll concerning Lafayette Blvd. Met with Mark Lyons on the GIS system with historic boundries missing and now the issues with Lafayette re -paving with asphalt. Spoke with Champion windows about the COA for 1204 E. Wayne, not necessary that they come since the Commission already approved previous windows at the house. 25 August Special Commission meeting at noon to entertain four COAs. Sent out COAs to homeowners and contractors. Researched a comment by former Director and Commissioner Ed Talley and John Oxian of the existence of an agreement between Public Works and HPC to retain and maintain all brick streets in the City regardless of location. Issued RME for 202 East Navarre column repair/in-kind replacement. 26 August Meeting with Gary Gilot and Carl Littrell along with Larry Meteiver and Tim Klusczinski concerning the MOU or letter between Public Works and HPC on brick streets cited by John Oxian and Ed Talley in phone conversations and e-mails about the sewer and street work on Lafayette Blvd between Navarre and Madison. Larry could not locate anything in legal. Staff could not find it in files. Gary and Carl had no recollection of it, but had a staff researching it. Lafayette Blvd. is outside the Chapin Park LHD boundaries, so their standard to preserve and retain brick streets did not apply. Gary Gilot stated that it his goal to salvage and recycle the bricks. They are to be cleaned and palletized and added to the current inventory of 40,000 brick. His goal is to have 120,000 bricks which the number he estimates it would take to resurface two blocks. He would also use those bricks for smaller repair work in historic districts. His assessment of these bricks is that they would be better used in lower traffic residential streets (less than 5,000 cars a day) on east/west streets without bills or inclines. The current project on Lafayette is part of the CSO project combined with Memorial Hospital's TIF priority to resurface Lafayette with asphalt for a smoother ambulance route. September 15 Meeting with Elizabeth and Greg Schoff new owners of 728 Leland who are currently returning the house to single family usage and planning on living there once the renovation is completed. He is a contractor and wants to remove the aluminum siding and aluminum storms and restore clapboards and whatever else he finds underneath as well as build wood storms and restore the wood windows. Gave him the information on Spigelmyer's workshop. The would also like to create a wraparound porch in the front connecting the two side porches and entrances as well as fence the yard in the rear for privacy. Obviously the many entrances to the house will be changed or modified suitable to a single family residence. Met with Chuck Bulot about 720 W. I had not seen that information put together previously. It appears that the Commission staff had gone to some trouble in 1996 to prepare a case for preservation of brick street surfaces. As I remember, it elicited a promise from the then Public Works Director that brick street surfaces would be preserved on local and neighborhood collector streets. • I believe that the City has kept that promise. Brick surfaces have been preserved in the historic districts and in the neighborhoods, except for brick -paved arterials. Bricks have been restored and re-laid on portions of Madison Street and Washington Street. Curbs and brick gutters have been reset on part of Franklin Street. The remainder of the block will be reset soon. Excavations in brick surfaces whether in local historic districts, or elsewhere in the City, are restored with brick. . The City has stockpiled brick pavers to replace units broken or damaged. A large stockpile is being collected to be able to renew streets in preservation districts. As the excerpts from the South Bend Municipal Code and Prevailing Specifications for Public Works included in the landmarking documents require, all pavement repairs in brick require re -setting the bricks. The exterior walls are covered with asbestos shingles. The cross hip roof has asphalt shingles and a wide over hang with aluminum soffit. The enclosed porch has end piers that extend above its roof. The windows are double hung 5/1 vertical sash. ALTERATIONS: Some of the windows have aluminum storms. The asbestos shingle siding was installed prior to 1949 and the aluminum soffit was added. The roof appears to be a replacement. The side steps and landing were replaced with COA 2008-0328. U APPLICATION ITEMS: Replacing existing shingled roof with new shingles. DESCRIPTION OF PROPOSED PROJECT: This project is a complete tear off of the 3 tab asphalt shingles and re -roofing with architectural shingles. STANDARDS AND GUIDELINES: EDGEWATER B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases have wood fascias with gutters and downspouts. Some aluminum sided houses have aluminum covered fascias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Edgewater Standards and Guidelines. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Number: 2010-0907 Property Location: 1231 East Wayne Street South Architectural Style/Date/Architect or Builder: Colonial Revival/1929 Property Owner: Neovi Karakatsanis and Jonathan Swarts Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey frame construction with a rectangular plan and a five bay fagade covered with wood shingles. The gable roof has simple moulded raking trim and asphalt shingles. The 2 windows are 6/1 double hung windows with moulded cornice trim. There is a central entry with a pediment supported by decorative brackets with dentil details along with pilasters and a fanlight over the door. There is a one storey flat roof wing topped by a wood balcony that has been enclosed with jalousie windows. ALTERATIONS: Open Porch enclosed with jalousie windows and matching siding. The wood balcony railing system had a diamond pattern element in 1986. It is now uniform lxl balusters. The glass block window is not original to the home. APPLICATION ITEMS: 1. Remove glass block on east side. 2. Replace windows and close door in three season room per attached description. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to remove the non -original glass block windows on the east side of the house and to restore the exterior siding to match the body of the house. The homeowners are re -modeling the interior of the three season room to be more energy efficient. They will replace the non -original jalousie windows with Marvin 6/1 double hung wood windows that will match the original windows of the body of the house. There will be two windows installed on the south, five on the east and two on the north. The two windows on the north are replacing a window and a door. All per product information and submitted project description from Peacock. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the proposed changes. The homeowners are restoring the siding on the east side of the house by removing the glass block windows. The proposed wood double hung window replacements are more appropriate to the style of the house than the current jalousie windows. The removal of the non —original door on the north side is at the rear of the house and its replacement with a window will contribute to the rhythm of the windows in enclosed porch. On a motion by David Steinhauer with a second by Linda Riley COA #2010-0907 was amended to include a complete tear off of the 3 tab asphalt shingles on the roof and the installation of architectural asphalt shingles with a unanimous vote 7-0. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 09.07.2010 Application Number: 2010-0907A Property Location: 503 Riverside Drive Architectural Style/Date/Architect or Builder: Four Square/1907 Property Owner: Dorothy Schohl-Larry Schohl, Power of Attorney Landmark or District Designation: River Bend Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: Two storey house with square plan on block foundation. There is a full width open front porch. Roof is asphalt shingles. This house is built on a bluff. ALTERATIONS: House has vinyl replacement siding. Most windows on the house have been replaced and aluminum storms have been added. Porch columns are replaced with metal; porch floor, stairs and rails are replacement. Shutters have been applied to front windows. Front door is a replacement. There are two small additions to the rear. APPLICATION ITEMS: Prepare land for new construction. See attached. DESCRIPTION OF PROPOSED PROJECT: The Schohl's are proposing to demolish the house that their family has owned for more than 50 years. The property is currently a multi -family unit that they rent out. The attached note from the owner states that "over the last 40 years there has been constant water problems causing the foundation to settle, mold, mildew, and rusting of metal support beams." Included in the note is a list of what owners have done to try to remedy the ongoing waterissue; current quotes from various contractors to remediate the issue along with a quote from a demolition contractor. The 4 owner reported that all three houses to the North of this property have water problems in the basement as well. The owner would like to remove the house from the site so that the vacant property could be developed. During the site visit, staff observed that in the front, the house is settling in both directions, causing the windows to slope in either direction. There is evidence of the porch settling as well. Staff observed the obvious settling in the basement. The owner showed us the cistern that was installed in the side yard to the North of the house that collects water piped from the rear yard and travels to the street to be released into the City sewer. This was part of the owner's previous efforts to remedy the water problems. Maintenance of the cistern requires periodic climbing down into the cavernous manhole to clean the "pudding -like gunk" out so that the water can proceed to the City sewer. Staff observed the flow of water into the cistern was a fairly good amount, considering there had been no rainfall in nearly one week. The walls in the cistern have a deep red, iron -like build up on them. Upon staff investigation for this report, it was discovered that this property sits on the exact location of where the Kankakee Mill Race, a man-made canal dug in the 1830s, was terminated at the St. Joseph River. A four storey grist mill stood from 1837 until the Race failed in the 1850s. After 1885 the land was the site of the Christian Soen's Brick and Drying Yards. Staff spoke with Carl Littrell, City Engineer to get his perspective on the location of the property in relation to the past use of the site. Carl reported that the soil is clay and was mined for bricks. The brickyard had built a series of canals flowing throughout the yard. In a past job testing soils, Mr. Littrell dug under several basements in this block of Riverside Drive and discovered trash, debris and water, all creating differential movements of the houses. In addition to the brickyard, the nearby location of the Water Works in Leeper Park because of the 100 or so artesian springs that have surfaced there, additional springs could be surfacing along Riverside Drive. Mr. Littrell concluded that the water problems at 503 Riverside could be explained by the past uses of site and/or due to the eternal springs in the area. In addition, the City would like to get the cistern disconnected from the City sewers and channeled into a location that would be more efficient for carrying water away from the property. Staff asked Mr. Littrell his opinion as to if the proposed vacant site would be buildable, in which he concluded that it would more than likely be buildable but that a geotechnical engineer should be consulted and knowledge about the site should be disclosed to prospective buyers. This property begins the district on the South side of Riverside Drive; although it is considered a contributing property to the district, the integrity has been altered by the addition of numerous replacement features. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as 5 historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Even though this building does not appear to pose a threat to public safety as the standards and guidelines state for demolition, it is evident that the property the house is situated on has been compromised by water issues since the 1830s. There is currently evidence of mold but no testing has been done. Staff recommends that the owner be in contact with City Engineer, Carl Littrell regarding a disconnect from City sewers and possibly removing water more efficiently from the property. Based on owners discussion with Carl, if this cannot be done, with the ongoing water issues that may not be able to be resolved, staff would be inclined to recommend approval of the proposed project because the structure has been so compromised and its integrity will continue to deteriorate. After a lengthy discussion between the homeowner and the Commissioners the Homeowner signed a Waiver of Statutory Limit and on a motion by Todd Zeiger with a second by Sandy Rossow COA#2010-0907A was Continued with a unanimous vote 7-0. The gabled roof has asphalt shingles. There is an enclosed entry porch. The windows are 3 vertical sash/1 double hung with moulded crown trim. There is an attached garage and wood deck at the rear of the house. ALTERATIONS: The Assessor's Card states the date of this house as 1885, so there have been both modifications and additions to the original structure. The addition of the two bays were noted in the 1949 assessment. There is aluminum siding on the porch at the rear side of the house. The garage and the porch were noted in the 1932 assessment. The wood deck noted on the 2005 survey is a modern addition. The roof on the house is an architectural asphalt shingle replacement of asphalt shingles. APPLICATION ITEMS: Tree fell on the house/garage. Work is to demolish/rebuild garage. Repair exterior. Remove aluminum siding on porch and replace with cedar to match. DESCRIPTION OF PROPOSED PROJECT: The applicants propose to rebuild the attached garage and rear deck. With the siding materials salvaged from the demolished garage they propose to replace the aluminum siding on the porch and use the remainder to do repairs on the body of the house. They have discussed the change in the dimensions with Mark Lyons, Building Department and it meets City Code. They propose to construct an Ultra Deck Fusion wood free standing 11x14 rear deck. The enlarged garage will tie into the original house. It will be a wood frame construction on a new concrete pad with a gable roof re -roofed in asphalt shingles to match the architectural shingles on the main body of the house. The wood siding will also match the siding on the main body of the house. The porch door will be replaced with a steel security door and the garage door will be a solid raised panel overhead door. All per product information, site plan and drawings attached. STANDARDS AND GUIDELINES: CHAPIN PARK: III. NEW CONSTRUCTION New construction includes any new building or structure built within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed 7 considering the appearance, scale, styles and setbacks of the other buildings in the neighborhood. New work may be contemporary or may suggest motifs from historic buildings in the district. A. HEIGHT AND PROPORTION The majority of the structures in the district are two stories in height and have square or rectangular plans. There are several houses that have L- or T-shaped or rambling ground plans. There are a few single -story cottages and one- and one -and -a -half -story bungalows. The most prevalent fagade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Fagade proportion shall be established by permitting no structure with a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Design of new construction should be compatible in character and mood to the building or neighborhood. Prohibited Additions that would add new height or change the existing fagade of a building, and change its scale and architectural character shall not be constructed. Not Recommended New stories should not be added nor existing stories be removed which would destroy important architectural details, features and spaces of the building. Any style or period of architecture that is incompatible with the existing should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco and wood clapboard and shingles, to aluminum, vinyl and fiberboard/composite siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color (as pertains to masonry) with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. Also, as much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Alternative or composite siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than the foundations. STAFF RECOMMENDATION: Staff recommends approval. The owners' proposal will restore what was lost in the wind storm and up grade the rear elevation considerably. The materials chosen will replicate those on the main body of the house. The re -roofing N. of the garage with asphalt shingles to match the house will extend across the rear of the house. Staff has no objection to the use of solid steel security doors off the porch and on the garage as they face a dark and overgrown alleyway. Clapboard walls with corner boards and frieze at rake. Roof is a cross gable with extension of central gable and is finished in asphalt shingles. There is an enclosed corner porch with decorative trellis work over roof and square paneled Doric supports at corner. Porch windows are 8 light casement. Openings consist of 6/1 double hung windows with moulded entablature on front first storey and 1/1 paired double hung with label moulding on second storey front. Elaborate engaged pediment with square Doric supports and entablature surround front door along with a wood decorative arched fanlight. ALTERATIONS: None documented on 1987 survey card. APPLICATION ITEMS: Rubber roof over flat roof and Tamko designer 30 year shingles over 3&1 old shingles. K -style gutters to replace existing K -style gutters. DESCRIPTION OF PROPOSED PROJECT: Owners are applying to install rubber on flat front porch roof over the metal roof currently installed. Also applying to install asphalt architectural shingles over the 3 tab shingles currently on the gabled portion of the roof. According to contractor, there is only one roof underneath and they will not be doing a complete tear off. Steel flashings will be reworked and replaced in-kind where needed. Owner also wishes to replace the current K -style gutters with in-kind. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gabled, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl- and aluminum -sided houses are covered with the same materials. Required The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, the and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffit, brackets and gables should not be covered or enclosed when adding siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the installation of rubber over the flat roof as it will not be noticeable from the street. Staff recommends approval of replacement asphalt architectural shingles as it is appropriate to the style of the house. Gutters will be replaced in-kind. In discussion with the homeowner, the Commissioners advised that care be taken to identify areas of leakage since this would be a re -roof over the current roof. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: September 14, 2010 Application Number: 2010-0914A Property Location: 720 West Washington Architectural Style/Date/Architect or Builder: 1850 -Federal/ I- House/Jonathan Webb Property Owner: Neil Gilbert and Marianne Surges Landmark or District Designation: Local Landmark in West Washington NR District Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE : The Bartlett House is a 2 storey yellow common bond brick residence with an attic set upon a rectangular foundation with a gable roof with cedar shingles, sloping soffits, hanging K -style gutters. The windows are 6/6 wood double hung windows throughout except for the double French doors over the entry porch balcony and the fixed 3/3 and 2/2 windows in the 1929 wood addition. The windows on the main house have iron lintels and pediments with wooden louvered shutters. The front entry is supported by paired square wood classical columns engaged 10 piers with decorated balcony balustrade. The front doorway has glazed sidelights and transom under a shaped wood lintel surrounding a single leaf wood panel door. ALTERATIONS: The original kitchen wing was tarn down by Sara Bartlett in 1899. The new, smaller addition containing a kitchen, dining room and two upstairs bedrooms was built at the rear in1926. The Cedar shake roof was applied in 1985 with COA approved onl9August. The storm windows and doors appear to be modern. APPLICATION ITEMS: Re -roofing; replacement of non –original cedar shingles with architectural asphalt new shingles; complete tear off of 25 year old roof. DESCRIPTION OF PROPOSED PROJECT. The homeowner proposes to remove the deteriorating 25 year cedar shake roofing and replace it with Certainteed landmark Architectural Shingles in Burnt Siena approved by Design Review. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. 11 b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff recommends the approval of the re -roof with the asphalt architectural shingles as they conform to the standards for the local landmarks. There is no mention in our files as to the original fabric of the roofing. We do know that in the 1932 Assessor's records there was an asbestos roof which was replaced by 1949 with asphalt shingles. The 1986 DNR Survey Card notes a composition shingle roof, possibly from a 1975 Case Study cited on the Survey Card, while the Commission approved the application of the Cedar Shakes on 1985. The asphalt architectural shingles in the application will complement the Federal style of the house. It has a three bay facade with 6/6 upper level and 9/9 lower level double hung windows and louvered shutters. The front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the west side with board and batten siding and 9/9 double hung windows. ALTERATIONS: The windows are replacement windows. APPLICATION ITEMS: 6 Vinyl Replacement Windows DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 6 replacement windows 2 in the living room on the west side, 3 in the master bed room 2 on the south side and 1 one the west and 1 in the upstairs hall on the east side with vinyl double hung windows to match. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required 12 Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the replacement windows to match previously approved replacement windows. On a motion by David Steinhauer with a second by Linda Riley COA#2010-0909 was approved with a unanimous vote 7-0. Catherine Hostetler then read the Preservation Specialist's Report on COA 2010-0802A concerning window replacement at 812 Golden in the Riverside Drive LHD entertained by the Commission on August 16, 2010. Report on 812 Golden: I visited with Kennedy Kafatia at his home at 812 Golden on August 23, 2010. Mr. Kafatia believed he needed to change his windows after being told so by a window salesman. We looked at all of his first floor windows. .The windows at one time had wood storm windows. When the siding was installed the contractor removed all the window hangers and used screws to fasten three wood storms to the front of the house. I am not sure how well those storms work. Several windows had no storms and others had old triple tracks of questionable quality. We then looked at a window of the second floor landing. It is the largest in the home and had no storm window. Mr. Kafatia told me that all of the second floor windows were no different than the first floor. .That indicated to me that they are in good shape. There is one window on the third floor that faces the street. Pieces of the frame are missing that area allowing rain into the home. The home owner showed me a repair that was done to a wall directly below the window. The window is also missing a meeting rail. It is doubtful that the window would survive removal. The room will be a bedroom. IN Recommendations: Most of the windows are tight and the remaining can be tightened. New aluminum double track storm windows should be installed on the first and second floor. The third floor window should be replaced. Wayne Doolittle Preservation Specialist After a discussion the Commissioners voted 7-0 to deny COA#2010-0802A on a motion by Todd Zeiger with a second by Sandra Rossow. The rationale for the vote to deny are as follows: Todd Zeiger: The windows can be rehabilitated; Sandy Rossow: The windows are repairable; Timothy Klusczinski: The homeowner offered only the replacement option to the Commission and not an option to rehabilitate the windows; Linda Riley: The windows should be rehabilitated; David Steinhauer: The windows can be rehabilitated; Lynn Patrick: The windows are suitable for rehabilitation; Jerry Niesgodski: The homeowner was absent and the guidelines state rehabilitation if not deteriorated beyond repair. On a separate motion by Todd Zeiger with a second by Dave Steinhauer the Commissioners voted 7-0 to allow the homeowner to apply for a COA to replace the third storey front window with a double hung window without being charge the $15.00 application fee. The Staff would approve this COA and then bring it to be ratified at the 18 October Commission meeting. Hearing of Visitors: There were no visitors that wished to be heard. REGULAR BUSINESS The Minutes of the August 16, 2010 and August 25, 2010 meeting were accepted by consensus. The August Location Report was accepted. The Staff Reports from the Director and the Assistant Director and her Workshop Budget Spreadsheet were distributed along with the Correspondence File. Catherine also distributed the memo from Carl Littrell responding to the HPC concerns about the Lafayette brick street being re -paved with asphalt. The concern stemmed from the Commission's desire to preserve brick streets and from communications from former Director Ed Talley and past President John Oxian that a MOU between the Public Works Department and HPC to preserve brick streets in lieu of land -marking all of them (1995- 1996). Catherine distributed the minute from December 16, 1996 alluding to a South Bend policy to preserve and repair brick streets. Mr. Oxian nor Mr. Talley could produce a written policy. Neither HPC nor could Public Works locate one in their files or archives;; there is only a statement in the City Code leaving the preservation of brick streets to the City Engineer which has not changed since the 1970s. 14 The bricks removed from Lafayette would be palletized for future use in repairs in historic neighborhoods and on secondary roads. Lafayette would be paved to accommodate Memorial Hospital's ambulance traffic. The Commissioners decided to have a table at the NNN's Arts Cafe on November 7, 2010. There was a report from Legal. Larry stated that the Commission must take official action on Commissioners Steinhauer and Zeiger determination for the window replacement options at 66984 Pine Road, a Local Landmark, in COA# 2010-0802. Therefore President Timothy Klusczinski moved that pursuant to this Commission's delegation of authority granted to Commissioners Zeiger and Steinhauer to review and make a determination of the appropriateness of COA #2010-0802, to adopt, confirm and ratify the unanimous decision made by Commissioners Zeiger and Steinhauer to approve COA 2010-0802. The motion was seconded by Jerry Niesgodski and approved with a unanimous vote. 7-0 There was no President's Report.
