It has a gable roof with dormers covered with three tab asphalt shingles. The dormers have wood shingles in the gables. The walls are wood clapboard with corner -boards, base trim and moulded cornice. There is a full -width front porch with wood Doric columns. The porch has a wooden porch floor and ceiling. The windows are 1/1 double hung on the first floor; small 4/1 casement windows on the southwest corner and 16/1 on the second floor. The windows have aluminum storms. ALTERATIONS: The aluminum storm windows and the asphalt roof are not original to the house. APPLICATION ITEMS: Tear -Off and shingle DESCRIPTION OF PROPOSED PROJECT: The current roofing is leaking due to an improperly installed asphalt shingle roof. The proposal is to do a complete tear off and repair of the decking install flashing and to re -roof the entire house with architectural Timberline Shingles. The contractor will also replace deteriorated moulding. STANDARDS AND GUIDELINES: B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gabled, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl- and aluminum -sided houses are covered with the same materials. Required The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffit, brackets and gables should not be covered or enclosed when adding siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the complete tear off and re -roof with architectural or dimensional asphalt shingles as these will imitate the look of the wood shake roofing materials used in the 1890s. On a motion by Jerry Niezgodski with a second by Todd Zeiger COA 2010-0929 was approved with a unanimous vote of 4-0. It has a cross gable roof with moulded cornice at the rake and art -lock asphalt shingles. The porch has a gabled entrance vestibule. The windows are 1/1 double hung but with iron rail on the second floor front and side windows and appear to be original. Some of the windows have aluminum storms while others appear to have original storms. ALTERATIONS: The limestone was installed over the wood siding in 1943. The front porch was modified in the 1940s from a full width to its current configuration with a stone wall and patio to the side of the gabled vestibule entrance. The art -lock asphalt shingles are not original to the house. The aluminum storm windows and doors are not original to the house. Gutter Replacement DESCRIPTION OF PROPOSED PROTECT: Advanced Roofing will do a complete tear off of the current asphalt shingles and re -roof with the Timberline Architectural shingles. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. There is a small shed dormer on the central gable. The windows are nine -light casements in the front with 3 light transoms. The bay has 9/1 double bung windows. The front door is a wood panel door from the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are some original wood storm xvindaws and aluminum storm windows. ALTERATIONS: The fagade of the house was remodeled into a cottage style from a T plan with curved side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 with 9/1 windows, The original wood roofing; shingles have been replaced with asphalt shingles. The metal awing over the front entrance noted in the 1987 survey card has been removed. The aluminum storm windows are modem additions.. APPLICATION ITEMS: Tear off existing 3 tab and replace with "architectural" overlay roofing shingles. Also would.like to use ridge vent if possible. DESCRIPTION OF PROPOSED PRO.IECT: A complete tear off and re -roof with architectural shingles and with the installation of a ridge vent for ventilation from the attic spaces. Architectural Style/Date/Architect or Builder: Dutch Colonial Revival t1927/11.R.Stapp Property Oivner: Kristine and Daniel Hatcher Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE,: The house at 1733 E. Wayne is a 2 storey frame construction with a large front shed dormer set on a rectangular floor plan situated on a comer lot. It has a gambrel roof with asphalt shingles and has molded trim on the rake board, The windows are 6/6 double hung. The entry is a single gable canopy with open arch under, entablature and cornice details, supported by square box columns with lattice Work and a brick stoop. (See ce photograph #1) ALTERATIONS.: The garage 18 x 20 was built in 1949.1Replacement siding (aluminum) was noted on the 1987 survey card also as Altered, Major. The open porch on the north east comer of the house was enclosed in 1995 (COA#1995-1130); a 700 square foot addition was added to the north side of the house in 2000 (COA# 2000-0821). The two center windows on the second storey above the entry's gable are replacement windows. There are aluminum storm windows on the front windows. The louvered shutters noted on the 1987 survey card are no longer there. APPLICATION ITEMS: Please see attached proposal and site plans. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to enclose the yard with a six foot privacy fence with a side gate on the south side in order to shield the side exterior entrance to the .basement and the relocated heat pump. They also wish to pour a new sidewalk and patio area at the West side of the house which will be located directly behind the proposed fence. The fence will have plantings in front of it to soften the visual impact from the street. They also wish to install stepping stones across the front yard from the gate to the main walkway, STANDARDS AND GUIDELINES: East Wayne Street; B. BUILDING SITES LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to tbe'front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, While a few are accessed from the alley. There are also afew homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches Which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, nets walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale;- type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines for East Wayne Street. The site is situated on the corner of Wayne and Greenlawn. We also wish to increase the height of the fenceline from its current 3' height to the maximum allowable 6* height under South Bend building codes. We will match the current western privacy fencing materials and design as closely as possible. We will extend the current sidewalk from its current terminus southward to the new fenceline, and build a matching concrete pad/patio at the south end of the side yard for seating and mechanical equipment. Finally, we will emplace a"stepping stone" path to join the new gate with the main walk%vay and plant a burning bush in front of the new fence to match the south -facing fenceline on the cast side of the house. Our goal will be to minimize the visual impact of a privacy fence by softening it with the burning bush and other appropriate plantings. RATIONALES: 1) Security - The house has an exterior stairwell to the basement, and is both visible and accessible by merely stepping over the existing 3' privacy fence and jumping onto the stairwell steps. A full 6' privacy fence will restrict viewing of the stairwell and block easy access onto the stairs. Crime has been a real concern on Sunnyside the last couple of summers, and a secure stairwell will enable us — and future owners — to breathe easier. 2) Functionality — We wish to relocate our heat pump — a $6,000 investment — to the side Yard because kvc are clearing the current heat pump location for affiture proposed greenhouse addition. With copper prices currently very high, and copper theft on the rise, concealment of the heat pump is a paramount concern. A new concrete pad/patio will be poured (with .footings) for the heat pump to rest upon, and we will use the remainder of the patio for seating and/or plantings. 3.) Aesthetics —'Hie current 3" privacy fence does not match the 6' eastern fence. and as a result our fenceline from the south looks lopsided, which we believe detrimentally impacts curbside appeal. We think a matching fence on both sides of the house will be more appealing and inviting, combined with matching landscaping on the west side. The lower level is divided into two store fronts with plate glass windows and perma-stone facades, the second storey is divided into two apartments with an entrance LaMonte and an entrance at the side yard between 628 and 632 Portage. The second storey is covered with vinyl siding. There is a separate covered entry into each store with aluminum and glass doors. There is a front gable bay area with a central window that has been covered in vinyl siding and two gabled dormers on the south of the roof. The roof is hipped with three tab asphalt shingles. The windows are aluminum and doors at the sides are metal security doors. ALTERATIONS: The building's store fronts were remodeled .in 1952 and 1955. The doors, windows, siding and roofing materials are not original to the structure. APPLICATION ITEMS: Demolish Building. Outlived the usefulness of a commercial building. No parking available. We will level the building and landscape, minimally with grass. DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant lot. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. This is a non-contributing 4,856 square foot (excludes basement) commercial/residential building that had a fire on the second floor in 2010 that has caused extensive damage to the roof system and the structure. Per the insurance company there is no access permitted to the second floor or the damaged half of first floor. This building is situated at an angle on the corner of LaMonte and Portage; there are no dedicated parking spaces for either the tenets or commercial interests and their patrons. A variance for the required 5 spaces for a commercial structure was declined in 2010. In 1902 there was enough foot traffic in addition to mass transit from the surrounding neighborhoods to sustain both commercial concerns; that is not the situation today. The building is not viable raider the current Code as a commercial structure as it lacks the necessary parking, or as a residential structure as it also lacks the required second floor emergency egress. The estimated rehabilitation costs from the owners' insurance company is about $201,000.00 which is more than double the structure's assessed value on the tax roles of $94,600.00. This is a large structure on a very small, awkward comer lot in what is now a residential area that no longer supports a mixed use. Soffit vents and gutters will be replaced in kind. STANDARDS AND GUIDELINES: B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt and asbestos. - Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Roof covering which is deteriorated beyond repair should be replaced with new material which matches the original as closely as possible in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure. When necessary, gutters and downspouts shall be maintained or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare such as adding architectural features or large unsightly fixtures, or using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Responded to a call at 710 Park Avenue that a large tree was being removed in the backyard. Kevin's Tree Service was taking down a storm damaged locust tree that was struck by lightening and threatening to fall on the house. The entry is a single gable canopy with open arch under, entablature and cornice details, supported by square box columns with lattice work and a brick stoop. (See photograph #1) ALTERATIONS: The garage 18 x 20 was built in 1949. Replacement siding (aluminum) was noted on the 1987 survey card also as Altered, Major. The open porch on the north east corner of the house was enclosed in 1995 (COA#1995-1130); a 700 square foot addition was added to the north side of the house in 2000 (COA# 2000-0821). The two center windows on the second storey above the entry's gable are replacement windows. There are aluminum storm windows on the front windows. The louvered shutters noted on the 1987 survey card are no longer there. APPLICATION ITEMS: Please see attached proposal and site plans. DESCRIPTION OF PROPOSED PROTECT: The homeowners wish to enclose the yard with a six foot privacy fence with a side gate on the south side in order to shield the side exterior entrance to the basement and the relocated heat pump. They also wish to pour a new sidewalk and patio area at the west side of the house which will be located directly behind the proposed fence. The fence will have plantings in front of it to soften the visual impact from the street. They also wish to install stepping stones across the front yard from the gate to the main walkway. STANDARDS AND GUIDELINES: East Wavne Street: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. The second storey is covered with vinyl siding. There is a separate covered entry into each store with aluminum and glass doors. There is a front gable bay area with a central window that has been covered in vinyl siding and two gabled dormers on the south of the roof. The roof is hipped with three tab asphalt shingles. The windows are aluminum and doors at the sides are metal security doors. ALTERATIONS: The building's store fronts were remodeled in 1952 and 1955. The doors, windows, siding and roofing materials are not original to the structure. APPLICATION ITEMS: Demolish Building. Outlived the usefulness of a commercial building. No parking available. We will level the building and landscape, minimally with grass. DESCRIPTION OF PROPOSED PROTECT. Demolition of the building then landscaping the vacant lot. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. This is a non-contributing 4,856 square foot (excludes basement) commercial/residential building that had a fire on the second floor in 2010 that has caused extensive damage to the roof system and the structure. Per the insurance company there is no access permitted to the second floor or the damaged half of first floor. This building is situated at an angle on the corner of LaMonte and Portage; there are no dedicated parking spaces for either the tenets or commercial interests and their patrons. A variance for the required 5 spaces for a commercial structure was declined in 2010. In 1902 there was enough foot traffic in addition to mass transit from the surrounding neighborhoods to sustain both commercial concerns; that is not the situation today. The building is not viable under the current Code as a commercial structure as it lacks the necessary parking, or as a residential structure as it also lacks the required second floor emergency egress. The estimated rehabilitation costs from the owners' insurance company is about $201,000.00 which is more than double the structure's assessed value on the tax roles of $94,600.00. This is a large structure on a very small, awkward corner lot in what is now a residential area that no longer supports a mixed use. Between 25-30 residents of the Chapin Park neighborhood plus several Community Leaders were present for this COA. All of the public comments from the neighborhood supported the demolition of the structure. The comments of Derek Dieter, President of the Common Council, Councilman for the Chapin Park District and a Police Officer, also supported the demolition of the structure because it was the site of numerous drug deals, loitering and other illegal activities. Mr. Gary Salustro modified his application to include a $1500. landscaping provision and agreed to maintain the site upon demolition. Linda Riley moved to accept the amendment, Seconded by Lynn Patrick and a unanimous vote of 5.0 in favor. On a motion by Linda Riley with a second by Sandra Rossow COA#2010.1004A was approved as amended with a unanimous vote 5.0 At the request of the homeowner, COA #2010.0907A was tabled and continued until the November 15, 2010 meeting. Excerpt from Minutes of September 20. 2010: STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 09.07.2010 Application Number: 2010.0907A Property Location: 503 Riverside Drive Architectural Style/Date/Architect or Builder: Four Square/1907 Property Owner: Dorothy Schohl Larry Schohl, Power of Attorney Landmark or District Designation: River Bend Rating:Contributing I DESCRIPTION OF STRUCTURE/ SITE: Two storey house with square plan on block foundation. There is a full width open front porch. Roof is asphalt shingles. This house is built on a bluff. ALTERATIONS: House has vinyl replacement siding. Most windows on the house have been replaced and aluminum storms have been added. Porch columns are replaced with metal; porch floor, stairs and rails are replacement. Shutters have been applied to front windows. Front door is a replacement. There are two small additions to the rear. APPLICATION ITEMS: Prepare land for new construction. See attached. DESCRIPTION OF PROPOSED PROTECT: The Schohl's are proposing to demolish the house that their family has owned for more than 50 years. The property is currently a multi -family unit that they rent out. The attached note from the owner states that "over the last 40 years there has been constant water problems causing the foundation to settle, mold, mildew, and rusting of metal support beams." Included in the note is a list of what owners have done to try to remedy the ongoing water issue; current quotes from various contractors to remediate the issue along with a quote from a demolition contractor. The owner reported that all three houses to the North of this property have water problems in the basement as well. The owner would like to remove the house from the site so that the vacant property could be developed. During the site visit, staff observed that in the front, the house is settling in both directions, causing the windows to slope in either direction. There is evidence of the porch settling as well. Staff observed the obvious settling in the basement. The owner showed us the cistern that was installed in the side yard to the North of the house that collects water piped from the rear yard and travels to the street to be released into the City sewer. This was part of the owner's previous efforts to remedy the water problems. Maintenance of the cistern requires periodic climbing down into the cavernous manhole to clean the "pudding - like gunk" out so that the water can proceed to the City sewer. Staff observed the flow of water into the cistern was a fairly good amount, considering there had been no rainfall in nearly one week. The walls in the cistern have a deep red, iron -like build up on them. Upon staff investigation for this report, it was discovered that this property sits on the exact location of where the Kankakee Mill Race, a man-made canal dug in the 1830s, was terminated at the St. Joseph River. A four storey grist mill stood from 1837 until the Race failed in the 1850s. After 1885 the land was the site of the Christian Soen's Brick and Drying Yards. Staff spoke with Carl Littrell, City Engineer to get his perspective on the location of the property in relation to the past use of the site. Carl reported that the soil is clay and was mined for bricks. The brickyard had built a series of canals flowing throughout the yard. In a past job testing soils, Mr. Littrell dug under several basements in this block of Riverside Drive and discovered trash, debris and water, all creating differential movements of the houses. In addition to the brickyard, the nearby location of the Water Works in Leeper Park because of the 100 or so artesian springs that have surfaced there, 10 additional springs could be surfacing along Riverside Drive. Mr. Littrell concluded that the water problems at 503 Riverside could be explained by the past uses of site and/or due to the eternal springs in the area. In addition, the City would like to get the cistern disconnected from the City sewers and channeled into a location that would be more efficient for carrying water away from the property. Staff asked Mr. Littrell his opinion as to if the proposed vacant site would be buildable, in which he concluded that it would more than likely be buildable but that a geotechnical engineer should be consulted and knowledge about the site should be disclosed to prospective buyers. This property begins the district on the South side of Riverside Drive; although it is considered a contributing property to the district, the integrity has been altered by the addition of numerous replacement features. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Even though this building does not appear to pose a threat to public safety as the standards and guidelines state for demolition, it is evident that the property the house is situated on has been compromised by water issues since the 1830s. There is currently evidence of mold but no testing has been done. Staff recommends that the owner be in contact with City Engineer, Carl Littrell regarding a disconnect from City sewers and possibly removing water more efficiently from the property. Based on owners discussion with Carl, if this cannot be done, with the ongoing water issues that may not be able to be resolved, staff would be inclined to recommend approval of the proposed project because the structure has been so compromised and its integrity will continue to deteriorate. After a lengthy discussion between the homeowner and the Commissioners the Homeowner signed a Waiver of Statutory Limit and on a motion by Todd Zeiger with a second by Sandy Rossow COA#2010.0907A was Continued with a unanimous vote 7.0. The Commissioners were then encouraged to meet with the property owner and tour the site. Hearing of Visitors: There were no visitors at this time. 11 REGULAR BUSINESS The Minutes of the September 20, 2010 and October 1, 2010 were accepted by consensus. The September Location Report was accepted. The Staff Report from the Director was distributed along with the Correspondence File. Catherine Hostetler requested the Commissioners' approval for closing the Office on Friday, October 22 so that she could attend the Traditional Building Exhibition at Navy Pier in Chicago during the time Wayne Doolittle was at the Preservation Trades Conference in Kentucky and Assistant Director Elicia Dadlow was still on maternity leave. It was agreed that she should attend. The Staff will bear all costs of transportation, admission and meals. The Routine Maintenance Exclusion Reports were included in the mailed packets and there were no questions for Staff. Legal Counsel cautioned the Commissioners about questioning homeowner applicants about the colors used in their project. Catherine elaborated that when our Standards and Guidelines were originally adopted that they specifically omitted color because of all of the law suits over color experienced by the first historic preservation commissions on the east coast. Counsel thought that it would be best if the Commission steered clear of issues about color so the Commission could not be perceived as pressuring an applicant to choose Commissioners' preference for color during a public meeting. COMMITTEE REPORTS Timothy Klusczinski as his President's Report submitted his attendance at two of the Lunch and Learn Series presented by Todd Zeiger on September 24 and October 1. He recommended the Lunch and Learn Series to the Commissioners as insightful and interesting. It is held at WNIT's new downtown studio on Thursdays. OLD BUSINESS There was no action on the Continued COA#2010-0802A for a window replacement at 812 Golden. NEW BUSINESS President Klusczinski initiated a discussion concerning the use of asphalt architectural shingles in place of the asphalt 3 -tab shingles. It was stated that the architectural shingle was becoming the roofing material of choice because of its durability and aesthetics. Counsel Meteiver concurred that the replacement of asphalt 3 -tab shingles with asphalt architectural shingles could in this instance be delegated to the Staff for In-kind approval in order to expedite the homeowner's roofing projects on a timely basis. On a motion by Linda Riley with a second by David Steinhauer the Commissioners voted unanimously 5.0 to grant the Staff administrative approval for asphalt architectural shingles as in-kind replacement roofing material for 3 -Tab asphalt shingles. There was a brief discussion about participation in the November 7, 2010 Arts Cafe. HPC will be sharing a booth with the City and Wayne Doolittle will provide the HPC with the IN use of one of his tables. Lynn Patrick will be there. David Steinhauer expressed an interest as well. Catherine Hostetler said that she could be there for a limited time.
