Young Property Owner: South Bend Fire Department Landmark or District Designation:' Local Landmark " Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One and .half storey dormer front bungalow on a square plan with an'offset brick chimney set on a brick foundation with a stone string course at the base. The walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond brick. There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has aside gable with aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. There is a side entry with multi -pane light door. There is a large garage door tinder the porch. The windows a 1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the west side. ALTERATIONS: The 1.979/1990 Survey card notes that the original glazed tile roof has been removed; that aluminum siding, stone windows and doors are replacements. The windows are not original to the structure. The current woodwindow sashes have insert lights with a composite plastic surround that are set into aluminum tracks. Two windows have been replaced with inserts, one on the first floor east side and the other in the upstairs bathroom on the south side with COA 2009-1214. APPLICATION ITEMS: Install 20 wood double .hung insert windows. Sherwood Replacement Windows. DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace the remaining non - original twenty windows with 20 wood double hung inserts. The windows will replicate the 1 /1 double hung windows and fit inside the existing frames. The all wood brickmold will be wrapped with white PVC coil to match current brickmold. STANDARDS AND GUIDELINES: Group B Standards: A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical change except .for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structures or sites. B: Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve. a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in. its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. - C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass. A modification which involves the removal of a part of -the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark- and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure: Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material: Addtions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood: all wood trim should conform with existing trim in shape and size. b. Siding materials: the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff recommends the approval of the wood inserts to replace the non - original windows as inserts will conform with what the Commission has approved in the past, replicate the current window pattern and not alter the structure, i.e, remove original window frames, of this landmark Application 1;01z.... A RME COA was issued for the in-kind replacement of the three 5' limestone steps in the front and for the in-kind re -build of the landing and steps on the northtivest side of the front fagade and the re -use of the handrail. On the recommendation ofMiramontes Tree Service Staff issued an RME COA for the removal of dying maple tree on the Carol side of Monroe School and an invasive elm at the west side of the rear parking lot. There is a full width open front porch. Roof is asphalt shingles. This house is built on a bluff. ALTERATIONS: House has vinyl replacement siding. Most windows on the house have been replaced and aluminum storms have been added. Porch columns are replaced with metal; porch floor, stairs and rails are replacement. Shutters have been applied to front windows. Front door is a replacement. There are two small additions to the rear. APPLICATION ITEMS: Prepare land for new construction. See attached. DESCRIPTION OF PROPOSED PROJECT,: The Schohl's are proposing to demolish the house that their family has owned for more than 50 years. The property is currently a multi -family unit that they rent out. The attached note from the owner states that "over the last 40 years there has been constant water problems causing the foundation to settle, mold, mildew, and rusting of metal support beams." Included in the note is a list of what owners have done to try to remedy the ongoing water issue; current quotes from various contractors to remediate the issue along with a quote from a demolition contractor. The owner reported that all three houses to the North of this property have water problems in the basement as well. The owner would like to remove the house from the site so that the vacant property could be developed. During the site visit, staff observed that in the front, the house is settling in both directions, causing the windows to slope in either direction. There is evidence of the porch settling as well. Staff observed the obvious settling in the basement. The owner showed us the cistern that was installed in the side yard to the North of the house that collects water piped from the rear yard and travels to the street to be released into the City sewer. This was part of the owner's previous efforts to remedy the water problems. Maintenance of the cistern requires periodic climbing down into the cavernous manhole to clean the "pudding -like gunk" out so that the water can proceed to the City sewer. Staff observed the flow of water into the cistern was a fairly good amount, considering there had been no rainfall in nearly one week. The walls in the cistern have a deep red, iron -like build up on them. Upon staff investigation for this report, it was discovered that this property sits on the exact location of where the Kankakee Mill Race, a man-made canal dug in the 1830s, was terminated at the St. Joseph River. A four storey grist mill stood from 1837 until the Race failed in the 1850s. After 1885 the land was the site of the Christian Soen's Brick and Drying Yards. Staff spoke with Carl Littrell, City Engineer to get his perspective on the location of the property in relation to the past use of the site. Carl reported that the soil is clay and was mined for bricks. The brickyard had built a series of canals flowing throughout the yard. Ina past job testing soils, Mr. Littrell dug under several basements in this block of Riverside Drive and discovered trash, debris and water, all creating differential movements of the houses. In addition to the brickyard, the nearby location of the Water Works in Leeper Park because of the 100 or so artesian springs that have surfaced there, additional springs could be surfacing along Riverside Drive. Mr. Littrell concluded that the water problems at 503 Riverside could be explained by the past uses of site and/or due to the eternal springs in the area. In addition, the City would like to get the cistern disconnected from the City sewers and channeled into a location that would be more efficient for carrying water away from the property. Staff asked Mr. Littrell his opinion as to if the proposed vacant site would be buildable, in which he concluded that it would more than likely be buildable but that a geotechnical engineer should be consulted and knowledge about the site should be disclosed to prospective buyers. This property begins the district on the South side of Riverside Drive; although it is considered a contributing property to the district, the integrity has been altered by the addition of numerous replacement features. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Even though this building does not appear to pose a threat to public safety as the standards and guidelines state for demolition, it is evident that the property the house is situated on has been compromised by water issues since the 1830s. There is currently evidence of mold but no testing has been done. Staff recommends that the owner be in contact with City Engineer, Carl Littrell regarding a disconnect from City sewers and possibly removing water more efficiently from the property. Based on owners discussion with Carl, if this cannot be done, with the ongoing water issues that may not be able to be resolved, staff would be inclined to recommend approval of the proposed project because the structure has been so compromised and its integrity will continue to deteriorate. Commissioner Zeiger submitted a formal report of the onsite assessment performed by himself and the Indiana Landmarks Preservation Specialist, Paul Hayden. This assessment concurred with staff's recommendation. On a motion by Linda Riley with a second by Todd Zeiger Vote: 4-0 COA 2010-0907A was approved with a unanimous vote. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: November 4, 2010 Application Number: 2010-1101 Property Location: 2025 Mishawaka Firehouse #9 Architectural Style/Date/Architect or Builder: Dormer Front Bungalow/1926/Ernest W. Young Property Owner: South Bend Fire Department Landmark or District Designation: Local Landmark Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One and half storey dormer front bungalow on a square plan with an offset brick chimney set on a brick foundation with a stone string course at the base. The walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond brick. There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has a side gable with aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. There is a side entry with multi -pane light door. There is a large garage door under the porch. The windows a 1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the west side. ALTERATIONS: The 1979/1990 Survey card notes that the original glazed the roof has been removed; that aluminum siding, storm windows and doors are replacements. The windows are not original to the structure. The current wood window sashes have insert lights with a composite plastic surround that are set into aluminum tracks. Two windows have been replaced with inserts, one on the first floor east side and the other in the upstairs bathroom on the south side with COA 2009-1214. APPLICATION ITEMS: Install 20 wood double hung insert windows. SherWood Replacement Windows. DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace the remaining non -original twenty windows with 20 wood double hung inserts. The windows will replicate the 1/1 double hung windows and fit inside the existing frames. The all wood brickmold will be wrapped with white PVC coil to match current brickmold. STANDARDS AND GUIDELINES: GrouD B Standards: A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structures or sites. B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass. A modification which involves the removal of a part of the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure: Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material: Addtions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood: all wood trim should conform with existing trim in shape and size. b. Siding materials: the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff recommends the approval of the wood inserts to replace the non -original windows as inserts will conform with what the Commission has approved in the past, replicate the current window pattern and not alter the structure, i.e. remove original window frames, of this landmark On a motion by Linda Riley to continue with a second by Jerry Niezgodski Vote: 4-0 COA 2010-1101 was continued with a unanimous vote. It has a three bay fagade with 6/6 upper level and 9/9 lower level double hung windows and louvered shutters. The front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the west side with board and batten siding and 9/9 double hung windows. ALTERATIONS: All of the windows are replacement windows. APPLICATION ITEMS: 2 white vinyl double hung in the kitchen; 3 white vinyl double hung, 1 in each bathroom. Kitchen sizes 2809 %s; Baths 28x 37 %:; all 6/6 DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace 5 replacement windows 2 in the kitchen, 1 in each bathroom for a total of 3 bathroom windows with double hung vinyl windows. The windows will replicate the muntin pattern. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the replacement windows to match previously approved replacement windows.
