Stapp for Whitcomb and Keller Property Owner: Elizabeth and Mark Adey Landmark or District Designation: East Wayne Street Rating: - Contributing DESCRIPTION OF STRUCTURE/ SITE: 1216 E. Wayne North is a two storey frame home with a brick fagade and an irregular floor plan set on a matching brick. foundation. There is a gable roof with gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have brick soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif. The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric columns. ALTERATIONS: There is a rear one storey 8'x12' addition with a shed roof that was built in 1955. The brick is slightly different than that of the house. There appears to be some window openings that were re- configured and bricked in. The survey card noted aluminum storm windows and some replacement windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and —were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair work to porch, in-kind window replacement, garage roof and rear fencing. Removal of 1955 addition and replaced with new one storey addition 12'8"x 30'8" in materials to match the original house. Replaced replacement casement windows from 1955 re -model to match windows in the addition per COA 2009- 0601D. APPLICATION ITEMS: Living Room: Originally the house had two doors exiting the living room to the side porch, one on each side of the fireplace. One of the doors has been bricked over on the exterior and made into a shelf area on the interior. (Probably one during the 1950's remodel.) The remaining door is in poor shape and needs to be replaced. Work to be done: Replacement of existing door and return of "missing" door. New doors will match rear entry door. Second Floor Bedroom: Work to be done, replacement of entry door and storm. Exterior door leads to covered porch roof and is in really poor shape. Currently the door is held together with a metal plate on the lower portion. The storm door has been sealed shut from the exterior due to the `Breeze" it allowed into the bedroom. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to restore the south doorway leading to the porch from the living room and install a fifteen light, wood frame door. They also wish to remove the `Dutch Door" on the north side and replace it with a fifteen light, wood frame door. The framing on the current door would remain and be duplicated on the south exterior doorway. There will be no storm doors. .The deteriorated second storey door would be replaced with a fifteen light, wood frame replica and the storm door would be a full view storm door with muntins to match interior door. (Please see photographs provided by the homeowner and Staff.) STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the living room doors. The homeowners are returning an original feature, the bricked -in south door to the west facade of the house. There is no documentation that the current Dutch Door is original to this house. The proposed 15 light, wood frame door is in a style that is sympathetic to Colonial Rival architecture and will match the door that the Commission approved for the addition in COA#2009- 0601D. The second storey doors are deteriorated and ill fitting. The storm door is permanently screwed into the jamb; a metal plate is securing the base of the interior door to keep it stable. The proposed replacement interior door in an in-kind replacement; the proposed storm door replacement will match the muntin pattern of the interior door and improve the aesthetics of the west fagade by eliminating the mismatched muntin patterns of the interior door and the storm door. Wayne is a 2 Yz storey frame construction with rusticated, yellow brick veneer set upon a concrete foundation. The gable roof has a steep slope with moulded raking trim and returns; it covered with asphalt shingles. The windows are casement style replacement windows with storms. The wood clapboard infill under the windows of the enclosed side porch are covered with vinyl siding. There is a multi -paned picture window flanked by four side -lights with a brick header sill. There are paired six -light casement windows with wrought iron below directly above the bellcast gable roof over the entry. The entry has timber columns, brick corbelled brackets and a brick stoop with turned balustrades. There is a'shed dormer at the west side over the enclosed side porch with replacement casement style windows. There is a two car brick gara ge with gable roof and asphalt shingles at the side of the house toward the rear. ALTERATIONS: The 1987 survey card notes that the house has had major alterations. The brick fagades, porches features and roofs over the front and side entrances and the wood front door appear to be original to the structure. The original roof was asphalt shingle and has been replaced. The side porch was constructed an open porch and enclosed before 1949. All of the windows have been replaced with vinyl windows with storm windows. All of the wood clapboard has been covered with vinyl of the same width as the original - clapboard. Staff has not been able to located COAs for the windows or the siding. The garage may not be original to the house as the location is not the same as the -1932 Assessor's Card APPLICATION ITEMS: Replace roof with GAF Timberline 30 yr. Architectural style shingles. DESCRIPTION OF PROPOSED PROJECT.: '111is is a complete tear off and re -roof of the asphalt shingles and application of architectural style shingles to the roof. There is a dumpster on site to contain debris and haul it away. STANDARDS AND GUIDELINES: East Wavne Street: B. RoOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias )V1tfi gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replacedwith new material that matches as closely as possible the original. in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period, Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the replacement asphalt shingle roofing material as it is appropriate to the architectural style of the house. Paula Elliott Landmark or District Designation: Local Landmark Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey Italianate has a rectangular floor plan with bearing wall construction set upon a stone foundation with a brick fagade that is painted white. There is a flat or very slightly pitched roof with cornice board and double brackets. All windows are round arch; there are six pane windows on the second storey and 1/3x2/3 on the first, all with shutters. The central entrance has double wood raised panel doors with a fanlight and an arched brick surround. There is a brick chimney centered on the south side of the house. The house is set back from US 31 and has a central circular, paved drive that is landscaped with shrubbery and trees. There are older out buildings of undetermined date on the site: a milk house and animal shelter and well house towards the rear as well as modern buildings: a house and garage at the rear of the property and a garage on the west side of the Italianate house. ALTERATIONS: The 1975 survey card notes that a small porch was removed. The location was not noted. The bank barn burned in 1985. . APPLICATION ITEMS: Place monument sign list tenants. DESCRIPTION OF PROPOSED PROJECT: Per illustration provided, the painted aluminum sign would be placed between brick pillars positioned east and west and situated at the north of the circular drive entrance near US 31 South. The finish on brick pillars would mimic the main fagade of the house. The sign would not be illuminated. STANDARDS AND GUIDELINES: Group.B Standards: B. Treatment: treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing. Glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, A Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. F. Signs: No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. STAFF RECOMMENDATION: Staff recommends approval as it falls within the Class B Standards for local landmarks. The sign will be situated east and west on the north side of the site close to US31 South and will not negatively impact the front fagade of the landmark. Wayne North is a two storey frame home with a brick fagade and an irregular floor plan set on a matching brick foundation. There is a gable roof with gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have. brick soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif. The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric columns. ALTERATIONS: There is a rear one storey 8'x12' addition with a shed roof that was built in 1955. The brick is slightly different than that of the house. There appears to be some window openings that were re- configured and bricked in. The survey card noted aluminum storm windows and some replacement windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair work to porch, in-kind window replacement, garage roof and rear fencing. Removal of 1955 addition and replaced with new one storey addition 12'8"x 30'8" in materials to match the original house. Replaced replacement casement windows from 1955 re -model to match windows in the addition per COA 2009-0601D. APPLICATION ITEMS: Living Room: Originally the house had two doors exiting the living room to the side porch, one on each side of the fireplace. One of the doors has been bricked over on the exterior and made into a shelf area on the interior. (Probably one during the 1950's remodel.) The remaining door is in poor shape and needs to be replaced. Work to be done: Replacement of existing door and return of "missing" door. New doors will match rear entry door. Second Floor Bedroom: Work to be done, replacement of entry door and storm. Exterior door leads to covered porch roof and is in really poor shape. Currently the door is held together with a metal plate on the lower portion. The storm door has been sealed shut from the exterior due to the "Breeze" it allowed into the bedroom. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to restore the south doorway leading to the porch from the living room and install a fifteen light, wood frame door. They also wish to remove the `Dutch Door" on the north side and replace it with a fifteen light, wood frame door. The framing on the current door would remain and be duplicated on the south exterior doorway. There will be no storm doors. The deteriorated second storey door would be replaced with a fifteen light, wood frame replica and the storm door would be a full view storm door with muntins to match interior door. (Please see photographs provided by the homeowner and Staff.) STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the living room doors. The homeowners are returning an original feature, the bricked -in south door to the west facade of the house. There is no documentation that the current Dutch Door is original to this house. The proposed 15 light, wood frame door is in a style that is sympathetic to Colonial Rival architecture and will match the door that the Commission approved for the addition in COA#2009-0601D. The second storey doors are deteriorated and ill fitting. The storm door is permanently screwed into the jamb; a metal plate is securing the base of the interior door to keep it stable. The proposed replacement interior door in an in-kind replacement; the proposed storm door replacement will match the muntin pattern of the interior door and improve the aesthetics of the west fagade by eliminating the mismatched muntin patterns of the interior door and the storm door. The wood clapboard infill under the windows of the enclosed side porch are covered with vinyl siding. There is a multi -paned picture window flanked by four side -lights with a brick header sill. There are paired six -light casement windows with wrought iron below directly above the bellcast gable roof over the entry. The entry has timber columns, brick corbelled brackets and a brick stoop with turned balustrades. There is a shed dormer at the west side over the enclosed side porch with replacement casement style windows. There is a two car brick garage with gable roof and asphalt shingles at the side of the house toward the rear. ALTERATIONS: The 1987 survey card notes that the house has had major alterations. The brick fagades, porches features and roofs over the front and side entrances and the wood front door appear to be original to the structure. The original roof was asphalt shingle and has been replaced. The side porch was constructed an open porch and enclosed before 1949. All of the windows have been replaced with vinyl windows with storm windows. All of the wood clapboard has been covered with vinyl of the same width as the original clapboard. Staff has not been able to located COAs for the windows or the siding. The garage may not be original to the house as the location is not the same as the 1932 Assessor's Card APPLICATION ITEMS: Replace roof with GAF Timberline 30 yr. Architectural style shingles. DESCRIPTION OF PROPOSED PROJECT: This is a complete tear off and re -roof of the asphalt shingles and application of architectural style shingles to the roof. There is a dumpster on site to contain debris and haul it away. STANDARDS AND GUIDELINES: East Wavne Street: B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the replacement asphalt shingle roofing material as it is appropriate to the architectural style of the house. Staff would also recommend that the Commission re-evaluate the rating. No Motion COA 2010-0303 No action was taken. The COA was neither approved nor denied. The Director was instructed to write to the contractor about the necessity of applying for a COA and the necessary permits before commencing any project in a Local District. Copies of this letter were to be sent to Code and the Building Department. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: March 4, 2010 Application Number: 2010-0304 Property Location: 61191 US 31 South Architectural Style/Date/Architect or Builder: Italianate Cube/1866 Property Owner: Paula Elliott Landmark or District Designation: Local Landmark Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey Italianate has a rectangular floor plan with bearing wall construction set upon a stone foundation with a brick fagade that is painted white. There is a flat or very slightly pitched roof with cornice board and double brackets. All windows are round arch; there are six pane windows on the second storey and 1/3x2/3 on the first, all with shutters. The central entrance has double wood raised panel doors with a fanlight and an arched brick surround. There is a brick chimney centered on the south side of the house. The house is set back from US 31 and has a central circular, paved drive that is landscaped with shrubbery and trees. There are older out buildings of undetermined date on the site: a milk house and animal shelter and well house towards the rear as well as modern buildings: a house and garage at the rear of the property and a garage on the west side of the Italianate house. ALTERATIONS: The 1975 survey card notes that a small porch was removed. The location was not noted. The bank barn burned in 1985. APPLICATION ITEMS: Place monument sign list tenants. DESCRIPTION OF PROPOSED PROJECT: Per illustration provided, the painted aluminum sign would be placed between brick pillars positioned east and west and situated at the north of the circular drive entrance near US 31 South. The finish on brick pillars would mimic the main fagade of the house. The sign would not be illuminated. STANDARDS AND GUIDELINES: Group B Standards: B. Treatment: treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing. Glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, A Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. F. Signs: No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. STAFF RECOMMENDATION: Staff recommends approval as it falls within the Class B Standards for local landmarks. The sign will be situated east and west on the north side of the site close to US31 South and will not negatively impact the front fagade of the landmark. The finish on the sign's pillars reflect the front fagade. David Faulkner Landmark or District Designation: Chapin Park LHD/NR Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: This two storey Tudor Revival has a rectangular plan with appendages on the side and the rear of the house. It is set upon a concrete foundation with red brick common bond and decorative brickwork and half timber and stucco exterior walls. The roof has a central hip with gable ended front, box gutters, narrow overhand with molded cornice and slate shingles. There are casement windows with head sill and jambs of the second floor as part of the timber decoration, the lower level windows have plain jambs with soldier course heads. There are brick chimneys on either side with chimney pots. The front entrance is a partially enclosed porch with a 3/4 stucco wall and turned wood baluster columns; a boxed bay window is positioned above porch. There is a cut stone balustrade around the side terrace. ALTERATIONS: 2003-2005 The current owners replaced the slate roof, installed copper gutters and finials. The original French doors leading to the terrace have been removed and replaced by a fixed picture window. APPLICATION ITEMS:: Removal of old, original(?) screen door front and back door and replace with energy efficient storm door. Full view glass storm door on front. Will store old, original (?) door in basement. Back door is replacing aluminum replacement door. 3/o divided light storm. DESCRIPTION OF PROPOSED PROJECT: Mr. Faulkner wishes to replace the front screen door with an Anderson full view storm door with insulating glass, custom sized to fit the 42"x80" opening. It will also have a full screen insert for summer. See attached documentation. The current wooden screen door is, according to Preservation Specialist, very rickety. It does not have storm window inserts. He also wishes to replace the non -original rear door aluminum door with a % divided light EMCO 300 Series storm per attached documentation. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited 5 Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval of the replacement doors in the front and the rear of the home. The current screened door may or may not be original to the house and the homeowner will store it in the basement. A storm door for the front does not exist. The proposed replacement storm door is a full view design that the Commission has approved in the past because it is unobtrusive and allows the original wood door to be seen and appreciated. The rear door replacement of a replacement aluminum door is a more appropriate alternative to what is there and it will not be visible from any street or thoroughfare.
