The exterior walls are wood clapboard with corner boards. The roof has a steeply pitched front gable, asphalt shingles; there are also shed roof dormers that contribute to the varying and projecting roofline. There are two small entry porches at either side of the center wing, the roofs are an extension of the wing roof with wood square piers at the corners. The windows are 4/1 double hung with simple lintels. There is a single leaf wood panel front door. There are brick steps and porch floors. There is a two car garage in the back. ALTERATIONS: The body of the house appears to be unaltered. The roof was replaced with COA42005-0721.-2. A garage door was installed and the flatwork, retaining wall and a fence around the yard were repaired and re -worked with COA#0403-2006. APPLICATION ITEMS: The original fence of wood recently fell down (it had been in poor repair far 8 years). 1. would like to replace it with a 6 foot metal fence which has decorative finials and allows light into the garden and views to the alley. DESCRIPTION OF PROPOSED PROJECT: The homeo«Hier wishes to replace a wood fence and install a 6 foot black aluminum fence along the rear of the property along the alley on either side of the garage. Please refer to product information and site plan attached. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencirig, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval of the new fencing as it conforms to the standards and compliments the architecture of the house. Moon Landmark or District Designation: Chapin Park Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One storey gabled —ell on across plan set upon a brick foundation. The walls are clapboard with beaded band course defining fenestration; fish -scales shingles in front and west gables; diagonal clapboard in east gable. Roof is cross gable with moulded cornice and asphalt shingles. There is a frill width front porch extending around the front and side of the center gable with a flat roof with slender wood square supports. There is lattice work under the porch. The windows are 1/1 double hung with lintels defined by continuous beaded band board. There is a ten light casement in .front and 2 wood panel front doors with wood storms and simple surrounds. There is a one storey hip garage at the rear. ALTERATIONS: There are aluminum storms over most of the windows. The porch flooring, facing board and lattice skirting was repaired in kind with COA#2006-0822; removal of 1 Red Maple and volunteer trees in the rear yard in 2009 per City Forester with COA#2009-0415. APPLICATION ITEMS: Replace deck, add pergola on back of house. Re -roof studio and re -glaze windows and paint to match colors of house. DESCRIPTION OF PROPOSED PROJECT: Replacement of deteriorating deck with a studier, slightly larger one composed of pressure treated lumber with concrete footings per diagrams submitted. The deck is not attached to the house but will have two set of stairs on its south and east side. The pergola is designed to reflect the architectural details of the front of the house and is secured to the deck per illustration submitted. It is not attached to the house. STAFF RECOMMENDATION: The project was already in progress when the homeowner was notified by a neighbor that a COA was required. The homeowner and the contractor promptly came to the Office and made application. Staff recommends approval construction of the deck with the pergola with lattice application in the rear of the house. The new deck is not visible from the street while portions of the pergola re visible from the street it does incorporate fbatures from the main house. It is not attached to the house in any way and will have flowering climbers growing on it which will eventually soften the view from the street. The re -glazing of the windows and the painting of the studio are considered routine maintenance and do not require a CO A; and as stated, any painting on the studio will match the color of the mains house. The roof has been staff approved with R.ME COA#2010-0609 as an in- kind re -roof replacement replicating the former roofing material with three tab Super Glass 25 year shingles in Rainbow Green which also matches the roofing material of the main house. The material is pressure -treated lumber. The dimensions are 12'x12'. There are two stairs on the south and east sides, of 13" treads and 5.5" risers. The pergola incorporates architectural details from the front porch and is in proportion with my small house. It will be covered %vith roses and sweet autumn clematis someday. There is a partial trellis wall on the north side of the porch/pergola that imitates the handmade front porch facing proportions, enlarged to an appropriate scale. Studio: a former garage, it was converted into a studio by former owner, the writer Frances Sherwood, from whom I bought the house in 2000. The contractor is replacing the roof with shingles that match the house. He is reglazing the windows as well. Everything will look the same as it has since I bought it. Contractor: Scott Hires, of HIRES FOR HIRE - who grew up in this neighborhood on Riverside Drive where his mother still lives - is doing the work. lie plans to attend the June 21 C of A board meeting to answer any questions on this project. THE ENVIRONMENT A. IN THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South'Bend and its location adjacent to Leeper Park and along the St. Joseph River. The district encompasses: two blocks of Riverside Drive beginning at Marion Street (from 503 Riverside Drive north) and ending at Bartlett Street; two lots on the north side of Navarre street just west of the alley behind Riverside Drive; the north side of Hammond Place; the cast side of St. Joseph Street between Hammond Place and Bartlett Street; and the south side of Bartlett Street between St. Joseph and Riverside Drive. The District contains 45 residences and their adjacent outbuildings. Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets, alleys and building setbacks shall be retained. New plant materials, fencing, walk -ways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of shade trees over twelve inches (12") diameter, conifer trees over six inches (6") in diameter or other major plant elements shall be subject to approval by the Historic Preservation Commission, Any subsequent replacement trees of any size required by the Historic Preservation Commission shall be retained. The Riverfront character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings or streets that are causing deterioration to those elements should be removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the low _ground cover and leave soil susceptible to erosion. When replacement of utility poles or power lines is necessary, consideration should be given to underground conduits or utility poles erected along property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening or closing of existing streets and alleys or by introducing now streets, alleys or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers which would alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B.—BUILDINGSII"E-,",L--i\:NTDSCAPING., &ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in firont and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. L• All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets; sand -boxes, etc. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the property. Telephone or utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas TYPICAL SITE PLAN where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends 1 & 2. Replacing cement pavers with the selected brick treatment as it will improve the look and safety of the path. Staff also recommends 3 & 4. Removal of existing trees and replacement with appropriate city approved trees, per City Foresters recommendation. Staff also recommends 5. Erecting the retaining wall with the selected blocks along the alley to improve the aesthetic of the property. The asphalt shingle roof has side gables with large hip roof dormer in from with pilasters at the corners and in the Huddle. There is a full width front porch with shingle covered square supports and solid rail. The windows are 1/1 double hung with moulded entablatures. There is a wood panel front door with single light and a wood storm door with divided light. ALTERATIONS: There are aluminum storms on the second floor. Aluminum siding covers the roof soffits and fascia. The wooden steps do not appear to be original to the house. The front concrete steps and walkway were replaced in kind with COA#2006-0724; there was a complete tear -off and re -roof with architectural shingles under COA#2006-0109A APPLICATION ITEMS: Re -paint exterior of house, replace porch steps with similar design, add black wrought iron hand rail. Add gate to west side of house. DESCRIPTION OF PROPOSED PROJECT: There are ctiurently only two wood steps leading from the walkway to the front porch. The steps are badly constructed with risers that are very steep and awkward to navigate; the homeowner wishes to replace the two steps with three wood steps. The black wrought iron hand rail or wrought iron style will be attached to the side of the square porch support and to the wood stairs. There is no handrail and one is required by South Bend Code. A wooden gate will be behind the set back of the .house between the west side of the house and the retaining wall (approximately five feet between the house and wall) to secure the backyard play area. It will be obscured by the current landscaping. Repainting the house does not require a COA. STANDARDS AND GUIDELINES: CHAPIN PARK D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Access for Handicapped or Disabled Persons, Not Recommended - Original porch details should not be replaced with materials representing a different period or style from the original. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. The walls are generally four inches to the weather painted clapboard siding with narrower boards at the second floor spandrel. The exterior exhibits outstanding carpentry. The roof is 12/12 intersecting gables with broad soffits and a plain frieze board. There is a variety of fish scale shingles in the gable and spandrels. The cut off corners were noted to lend to the distinction of the house. The windows are 1/1 double hung throughout with simple jambs and moulded wood entablature. The front door is single leaf glazed with simple jamb and moulded entablature. The storm windows appear to be original to the house. ALTERATIONS: The side porch was reconstructed after 1987. APPLICATION ITEMS: Install an 18'x 14' brick paver patio in rear of house using Pine Hall Brick in granite green set in a basket weave pattern. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to lay a brick paver 18'X14' patio in a very shady section of their backyard. The 18'X14' area will be excavated to a depth of 8 inches. The area will then be surfaced up to 6" with "53" crushed concrete and compacted; the area will then be resurfaced with 2" of finer crushed concrete and re -compacted. The granite green pavers will be set in the basket weave pattern and a polymer adhesive will be brushed in. The first storey is brick and the second storey is aluminum sided. There is an asphalt shingle covered roof with a central gable with end walls decorated to appear as a gambrel. There is a bracketed pediment entry roof over the stoop. ALTERATIONS: There are aluminum siding and storms on the second floor. The front door was replaced with COA#2007-0507. The aluminum storm door is not original. The deck and railings over the sun porch were replaced with COA#1997-0714.2. There are aluminum storms on the sun porch and two complete window replacements on the rear east side of the house. The garage door appears to be a replacement. The 12" concrete square front walkway is not original to house. APPLICATION ITEMS: Replacement of roof, removal of old asphalt roof, replacing with architectural shingles. Replacement of 3 tab to an arch. Shingle. Complete tear off and replacement.. DESCRIPTION OF PROPOSED PROJECT: This project is a complete tear off of all roofing inaterials and the 3 tab asphalt shingles and re -roofing with architectural. shingles. STANDARDS AND GUIDELINES: EDGENVATER B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, the and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. -- _-- Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. STAFF RECOMMENDATION: The Office was called with a report from a neighbor that work was in progress without a COA or building permit. Staff immediately followed up on the report and the homeo«ner and contractor came in and applied for the COA that day. Work was not stopped on this LO project because of weather considerations. Walking tour of Edgewater Place LHD with Elicia Dadlow noted that house at 521 River needed extensive exterior rehabilitation. May 24 Attended a Special Meeting of the HPC for reconsideration of COA 2010- 0503D for a privacy fence at 712 Forest; a six foot privacy fence with gates was approved. Participated in the annual Rotary Golf Outing fundraiser for the Down Town South Bend Rotary Charitable Foundation because I am the current Director of that Foundation. This Foundation has contributed close to a million dollars for local student scholarships and philanthropic awards to local not for profits. May 26 On site visits to Kroc Center site where Gary Cornwell (ccornwell@vahoo.com; 269 687 1379, cell 269 8615465) was digging in the 1880 former neighborhoods' privies and unearthing bottles and dinnerware and Sons of Israel where IUSB Anthropology class was digging at 4 different areas looking for artifacts under the guidance of James M VanderVeen ( imvander@iusb.edu 574 529 4618). Both are willing to make presentations concerning their work. On site 106 documentation for 1134 and 1141 Cleveland Avenue for grants. Met with Tim Wall from Ken Herceg & Associates about work that the County is planning on doing at the 1898 Court House Dome collar and flat roofs. Suggested that Tim contact Sla Tile and Ziolkowski for recommendations for re -pointing the limestone and terra cotta rather than use latex caulk proposed by the company John Embrickson contacted. John also wants to cover the low, flat roofs (not visible from the street) with an energy efficient white plastic material because there are some water issues. I suggested that they do a tear off to determine where the problems were originating (which could also be from the dome's collar not being pointed in 1996) rather than covering over a potential problem. May 27 On site visit with Wayne and Elicia to 1336 E Wayne S. and Horvath Masonry concerning the brickwork repair/replacement on the porch and sidewalk; pictures of original brick for RME for work. Staff toured E. Wayne, Edgewater and parts of Taylor's Field. Documented 521 River for Code inspection request. Contacted Marco Mariani about the disrepair of the awning at the former Ehninger Florists. His response was that the owner wasn't interested in putting any money in the building and was aware of the DTSB facade grant program. The same situation for the building next to WNIT Herman and Goetz are aware of the DTSB facade grant program but refuse to do anything. June 1 On site 803 Forest for RME for an in-kind chimney replacement of a non - original brick chimney. Also viewed landmark on 803 W. Washington St for any progress on exterior landscaping plus windows and screens. Windows and screens are still a mess, there are sheets still handing in windows for curtains; but the front yard has had stones put in where the cars were making a mud pit. More complaints about Share the Road signs in Riverside Drive. Forwarded the info up to Chris Dressel and he will bring it up at the public works meeting with Gary Gilot and Carl Littrell this week to see if double sided signs could be put in Shetterley Park rather than in people's yards. ALTERATIONS: The body of the house appears to be unaltered. The roof was replaced with COA#2005-0721-2. A garage door was installed and the flatwork, retaining wall and a fence around the yard were repaired and re -worked with COA#0403-2006. APPLICATION ITEMS: The original fence of wood recently fell down (it had been in poor repair for 8 years). I would like to replace it with a 6 foot metal fence which has decorative finials and allows light into the garden and views to the alley. There is a one storey hip garage at the rear. ALTERATIONS: There are aluminum storms over most of the windows. The porch flooring, facing board and lattice skirting was repaired in kind with COA#2006-0822; removal of 1 Red Maple and volunteer trees in the rear yard in 2009 per City Forester with COA#2009-0415. 2 APPLICATION ITEMS: Replace deck, add pergola on back of house. IN THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend and its location adjacent to Leeper Park and along the St. Joseph River. The district encompasses: two blocks of Riverside Drive beginning at Marion Street (from 503 Riverside Drive north) and ending at Bartlett Street; two lots on the north side of Navarre street just west of the alley behind Riverside Drive; the north side of Hammond Place; the east side of St. Joseph Street between Hammond Place and Bartlett Street; and the south side of Bartlett Street between St. Joseph and Riverside Drive. The District contains 45 residences and their adjacent outbuildings. Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets, alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of shade trees over twelve inches (12") diameter, conifer trees over six inches (6") in diameter or other major plant elements shall be subject to approval by the Historic Preservation Commission. Any subsequent replacement trees of any size required by the Historic Preservation Commission shall be retained. The Riverfront character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings or streets that are causing deterioration to those elements should be removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and leave soil 0 susceptible to erosion. When replacement of utility poles or power lines is necessary, consideration should be given to underground conduits or utility poles erected along property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening or closing of existing streets and alleys or by introducing new streets, alleys or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers which would alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B. BUILDING SITE, LANDSCAPING, & ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. There is a wood panel front door with single light and a wood storm door with divided light. ALTERATIONS: There are aluminum storms on the second floor. Aluminum siding covers the roof soffits and fascia. The wooden steps do not appear to be original to the house. The front concrete steps and walkway were replaced in kind with COA#2006-0724; there was a complete tear -off and re -roof with architectural shingles under COA#2006-0109A APPLICATION ITEMS: Re -paint exterior of house, replace porch steps with similar design, add black wrought iron hand rail. Add gate to west side of house. DESCRIPTION OF PROPOSED PROJECT: There are currently only two wood steps leading from the walkway to the front porch. The steps are badly constructed with risers that are very steep and awkward to navigate; the homeowner wishes to replace the two steps with three wood steps. The black wrought iron hand rail or wrought iron style will be attached to the side of the square porch support and to the wood stairs. There is no handrail and one is required by South Fiend Code. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: June 9, 2010 Application Number: 2010-0607A Property Location: 853 Forest Architectural Style/Date/Architect or Builder: Gabled ell/1892 Property Owner: Mary and Steven Prince Landmark or District Designation: Local Landmark in Chapin Park NR/LHD Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: This landmark is a two storey frame house set upon an irregular brick foundation. The walls are generally four inches to the weather painted clapboard siding with narrower boards at the second floor spandrel. The exterior exhibits outstanding carpentry. The roof is 12/12 intersecting gables with broad soffits and a plain frieze board. There is a variety of fish scale shingles in the gable and spandrels. The cut off corners were noted to lend to the distinction of the house. The windows are 1/1 double hung throughout with simple jambs and moulded wood entablature. The front door is single leaf glazed with simple jamb and moulded entablature. The storm windows appear to be original to the house. ALTERATIONS: The side porch was reconstructed after 1987. APPLICATION ITEMS: Install an 18'x14' brick paver patio in rear of house using Pine Hall Brick in granite green set in a basket weave pattern. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to lay a brick paver 18'X14' patio in a very shady section of their backyard. The 18'X14' area will be excavated to a depth of 8 inches. The area will then be surfaced up to 6" with "53" crushed concrete and compacted; the area will then be resurfaced with 2" of finer crushed concrete and re -compacted. The granite green pavers will be set in the 7 basket weave pattern and a polymer adhesive will be brushed in. This patio will be at a corner of the back yard close to the house and it will not be visible from the street. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard arf.as should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval of the patio as it conforms to the standards of the district and will not detract in anyway from the architectural features of this land -marked home. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: June 10, 2010 Application Number: 2010-0607B Property Location: 814 Arch Architectural Style/Date/Architect or Builder: Dutch Colonial/1920 Property Owner: Gerald Kania, Jr. and Hyun-Soon Lee-Kania Landmark or District Designation: Edgewater Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey Dutch Colonial with a rectangular plan set upon a pour concrete foundation with brick veneer. The first storey is brick and the second storey is aluminum sided. There is an asphalt shingle covered roof with a central gable with end walls decorated to appear as a gambrel. There is a bracketed pediment entry roof over the stoop. ALTERATIONS: There are aluminum siding and storms on the second floor. The front door was replaced with COA#2007-0507. The aluminum storm door is not original. The deck and railings over the sun porch were replaced with COA#1997-0714.2. There are aluminum storms on the sun porch and two complete window replacements on the rear east side of the house. The garage door appears to be a replacement. The 12" concrete square front walkway is not original to house. APPLICATION ITEMS: Replacement of roof, removal of old asphalt roof, replacing with architectural shingles. Replacement of 3 tab to an arch. Shingle. Complete tear off and replacement.. DESCRIPTION OF PROPOSED PROJECT: This project is a complete tear off of all roofing materials and the 3 tab asphalt shingles and re -roofing with architectural shingles. STANDARDS AND GUIDELINES: EDGEWATER B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. STAFF RECOMMENDATION: The Office was called with a report from a neighbor that work was in progress without a COA or building permit. Staff immediately followed up on the report and the homeowner and contractor came in and applied for the COA that day. Work was not stopped on this project because of weather considerations. Staff recommends approval of the re -roof with architectural asphalt shingles since these shingles would mimic the original wood shingles which were still in place in the late 1940s as noted on the Assessor's Card.
