Moon Landmark or District Designation: Chapin Park Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One storey gabled —ell on a cross plan set upon a brick foundation. The walls are clapboard with beaded band course defining fenestration; fish -scales shingles in front and west gables; diagonal clapboard in east gable. Roof is cross gable with moulded cornice and asphalt shingles. There is a full width front porch extending around the front and side of the center gable with a flat roof with slender wood square supports. There is lattice work under the porch. The windows are 1/1 double hung with lintels defined by continuous beaded band board. There is a ten light casement in front and 2 wood panel front doors with wood storms and simple surrounds. There is a one storey hip garage at the rear. ALTERATIONS: There are aluminum storms over most of the windows. The porch flooring, facing board and lattice skirting was repaired in kind with COA#2006-0822; removal of 1 Red Maple and volunteer trees in the rear yard in 2009 per City Forester with COA#2009-0415. A new rear deck with pergola was installed with COA#2010-0604. APPLICATION ITEMS: One wooden garden shed, not visible from the street from any angle, handmade by artist, Gary White, owner of Carpenter Gothic. DESCRIPTION OF PROPOSED PROJECT: The homeowner would like to install a 4'x4' cedar clapboard shed with a slant roof progressing from 8' in height at the rear to 7' in the front. It will have double wooden doors and a tin roof per drawings submitted. It will be located in the rear of the home tucked in between the kitchen addition and back of the house per site plan submitted. STANDARDS AND GUIDELINES: C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guidelines STAFF RECOMMENDATION: Staff recommends approval of the construction of the garden shed at the rear of the home it will not be visible from the street and it conforms to the standards and guidelines. June 14, 2010 To the Historic Preservation Commission: Please include this small garden shed project on the agenda to be certified appropriate, if need be. Here is the written description, accompanied by a sketch. One wooden garden shed, not visible from the street from any angle, handmade by artist Gary White, owner of Carpenter Gothic. Dimensions: 4x4' base, the slant roof is 8' in rear, 7' in front. The shed has center - opening double door in front. Materials: cedar clapboard, unpainted to weather like the deck and fence, and a grey tin roof. The shed will be placed on a plywood floor over 4x4 foundation in a nook beside the back kitchen addition built 20 years ago. The neighbor's fence and the house totally obscure the corner from view; only the owners in the backyard will be able to enjoy White's work. Stapp for Whitcomb and Keller Property Owner: Myrna and Robert Wolosin Landmark or District Designation: East Wayne Street Rating:Contributing DESCRIPTION OF STRUJCTURE/ SITE: This is a 2 storey frame house faced in brick and half timbering and stucco in a T plan with hip roof covered in asphalt shingles. The house has 6/1 and 616 double hung windows,. brick soldier course lintel, brick header course sills. There is a large front bay window and the entry has a recessed round archway with brick tabbing door surround set in a gable front. 'Dere is a pent roof across the front facade at the first floor lintel line. There is an oriel window above the front door. ALTERATIONS: The windows on the second floor were replaced by Pella windows "with COA 2003-0808-2. The windows on the first floor were replaced by Pella windows with COA 2004-0131 APPLICA'T'ION ITEMS: Replace existing roof with dimensional shingles. See attached proposal; comply with building code. DESCRIPTION OF PROPOSED PROJECT: Remove all old shingles, clean up and haul away. Install new drip -edge to all of home, install new ice and water shield to all eaves and valleys; then install #301b roofing felt to rest of roof. Then install new torch down roofing to both flat areas on home. Also install new brown flashing to upper flat roof to match drip edge. Install new 30 year fiberglass shingles to all of home. Note this job will require scaffolding to protect gutters and landscaping. There is a S year guarantee on all of DLH Construction's workmanship. Job site is to be kept clean at all times. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering tivhich is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the stricture; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. .Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. Landmark or District Designation: Chapin Park Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The 2 1/2 storey frame house has an irregular plan and is set upon a brick foundation. It has a hipped roof with gabled donner projections covered in asphalt shingles. The walls are wood clapboard with Greek Revival edge -boards on the south bay with large wooden cornice below the eaves and decorative shingles in the front gable. There is a large porch on the west fagade, with dentilled wooden cornice, turned balustrades, round wood columns and the entrance articulated with a broken pediment. The windows are wood double hung 1/1 Nvith wood frames, wooden entablature head and plain jamb and sills. ALTERATIONS: The windows in the kitchen are replacement vinyl windows. The 3 leaded glass windows in transom of the bay and the matching dining room window were stolen in early 2006 and replaced with plain glass. The front stairs are not original to the house. There are some aluminum storm `windows. The storm doors are missing. APPLICATION ITEMS: We will be restoring and replicating the wooden exterior features including, the porch railing based on the survey card photograph. We will repair in kind all exterior trim including trim around the windows and doors where it is rotten. There will also be a complete tear -off and re -roof with dimensional/architectural shingles. DESCRIPTION OF PROPOSED PROJECT. Chapin Park Inc. proposes to restore the balustrade that has been removed and discarded prior to the organization taking control of the house. The balusters were turned and Chapin Park Inc., will use stock turned balusters and upper rails. The also propose to repair, replace and restore in-kind were necessary all of the wood trim around the windows and doors. Chapin Park, Inc. also proposes to re -roof the house in compliance with City Code and use architectural or dimensional asphalt shingles. Chapin Park Inc. is basing their restoration on the information in 1977 survey card and the 1987 survey photograph. STANDARDS AND GUIDELINES: B. It has a hipped roof with cross gables covered in asphalt shingles. The walls are wood clapboard and covered with replacement siding. There is a large porch with round fluted columns and a front bay. There was lattice below the porch. The windows are 1/1 replacement double hung; there a several original 1/1 double hung windows that are in die front that are deteriorated. There is no trim around the windows. The survey card on this house was dated 2005. ALTERATIONS: The original fabric of the house has been covered with replacement siding. The front porch columns are aluminum replacements. Most of the windows are replacements. All of the doors are replacements. The wood rear deck is not original to the house and was replaced in-kind along with a rear door and storm and a basement window with COA#2010-0618 APPLICATION ITEMS: New Porch railing, replace porch decking. New Roof from 3 -Tab to Architectural. See attached documents. DESCRIPTION OF PROPOSED PROJECT: The porch decking will be removed and new -footings will be poured so that the porch deck will drain away from the house. The porch deck will be replaced with tongue and grove material of pressure treated pine, cedar and Douglas fir. A new balustrade of pressure treated pine, cedar and Douglas fir will be installed and the porch steps reconfigured from the side to the front per illustration provided. The steps will be concrete. A complete tear off of the 3 -tab asphalt shingles and decking with re -roof with 30 year architectural asphalt shingles by Owens Coming is proposed. STANDARDS AND GUIDELINES: B. Wayne South has a 2 storey frame construction that is faced with stucco on an irregular plan with an irregular plan. The house has a gabled roof with front cross gable, simple raking trim and asphalt shingles. There is also a one storcy shed roof section at the rear adjacent to a l storey flat roof rear addition. The windows are 6/6 double hung sash windows with shutters, there is a arched entry doorway with multi -pane glass side windows. There is a diamond pane Window above the entry. There is a 2 car, 2 door brick garage with metal casement windows and gable roof with asphalt shingles. AL'T'ERATIONS: The shutters appear to be plastic or vinyl. The rear addition was constructed prior to 1986. The large side kitchen windows are not original. The two smaller windows in the rear of the kitchen area are not original. The side door on the garage is a hollow core interior door that is not original. The garage doors do not appear to be original. The back yard patio area is probably not original neither is the light post at the rear of the yard. APPLICATION ITEMS: Please see attached itemized listing of items .for Landscaping, Garage and House. DESCRIPTION OF PROPOSED PROJECT. Landscaping: The owner wishes to remove the overgrown and over planted landscaping around the entire house and replace Mark Temple's landscaping scheme per diagram submitted. Cover the current cement patio with either brick or stone. Replace a wood east side yard fence with a wrought iron fence with a gate to match or resemble wrought iron gate on west, rear side of house between the garage and house. (See photos) Garage: Restore or replace in-kind garage windows. Replace non original hollow core side door with steel, paneled security door; restore or replace door frames of side door and garage doorway. Add gutters to the garage. Tuck point brick facades as needed. Home: The homeowners have contracted with Schoberg Restorations to restore all of the original windows, replace six non -original windows (three in kitchen, three in addition), with six Wood windows to match the 6/6 double hung originals. This will reduce the number ofwindows on the addition to two and by enlarging the vertical opening and reducing the horizontal opening on the east side of the addition. In-kind replacement of deteriorating brick porch and tuck point all areas of foundation and fireplace as needed. Replace all gutters with new traditional (half round) gutters. Repair soffits and replace alumimun With Wood. Remove all plastic shutters; some may be replaced at a later date with wood. Remove aluminum trim around out side of all windows and restore original materials and paint. Add three outdoor lights, two in rear (See Product information) and one near side door (Homeowner will provide image at meeting) and replace post light in back yard. (See photos) Repair -restore improperly installed roof cap ventilation and unclog driveway drain. STANDARDS AND GUIDELINES: East Wavne Street:, B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage. usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughlare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the house,-, conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways. private yard lights, signs (house number-,) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walk-Nvay. Recommended Neu, site work- should be based upon actual knowledge of the past appearance of the property found in photographs. drawings and newspapers. New site work should be appropriate to existing Surrounding site elements in scale, type - and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend fojivard beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. C. WINDOW'S AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, Sills, Shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors arc installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. Of those porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. Columned porticos, porches with broken pediments or turrets, and other porch forms characteristic of the Period Revival styles are also found in the district. Required Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stooks, patios and steps that are important to the building's style and development shall not be altered or removed. Not Recommended Original porch details should not be replaced with materials representing an earlier period or style from the original. STAFF RFCOMMENDATION. Staff recommends approval of the all of the in-kind replacement and repair work on the house and garage. The new homeowners are essentially restoring the exterior of the home and the garage to their original look. Staff recommends the approval of the landscaping scheme. The front and back. yards are very over grout and dark which obscures the architecture of the house. Mark Temple's proposal of low shrubs, plants and flowers will open up the yards and compliment the house. The two mature Maples in the tree lawn are being pruned and the Japanese Maple and Dogwood in front yard are being retained along with lilac bush in the back yard. Staff recommends the approval of the addition of gutters on the garage because the water needs to drain away from its foundation. The addition of the gutters and re -landscaping with the removal of the trees will allow more light and air into the back yard. Staff recommends approval of the replacement of the current side garage door with a metal panel security door. Staff recommends approval of the resurfacing of the concrete patio with bricks or paving stone as these materials will compliment the Tudor Revival Style of the house. Staff recommends approval of the removal of the non -original wood and .Are fencing on the east side of the rear addition and its replacement with %kTought iron fencing with a gate to match wrought iron fencing and gate on the west side of the house. Staff recommends the removal of the gutters and replacement with new half round gutters. Staff recommends approval of the three additional lights two on the rear and the replacement of the one on the side entrance of the house. The two rear fixtures will be attached to the south side of the house on either side of the doorway. Staff recommends the approval of the removal and replication of the brick front porch. Staff recommends the approval of the wood window restoration and the replacement of the sliding door with a wood door and windows in the addition with two wood windows to match the existing. Staff recommends the approval of the removal of the windows in the kitchen and their replacement with wood windows that match the existing. Staff recommends approval of the removal of the shutters. Tudor style homes did not usually have shutters and Staff would leave that as an option for the homeowner. The homeowner is undecided about the shutters and said that if some were put back on the house that they would be made of wood. There is a full width front porch extending around the front and side of the center gable with a flat roof with slender wood square supports. There is lattice work under the porch. The windows are 1/1 double hung with lintels defined by continuous beaded band board. There is a ten light casement in front and 2 wood panel front doors with wood storms and simple surrounds. There is a one storey hip garage at the rear. ALTERATIONS: There are aluminum storms over most of the windows. The porch flooring, facing board and lattice skirting was repaired in kind with COA#2006-0822; removal of I Red Maple and volunteer trees in the rear yard in 2009 per City Forester with COA#2009-0415. A new rear deck with pergola was installed with COA#2010-0604. APPLICATION ITEMS: One wooden garden shed, not visible from the street from any angle, handmade by artist, Gary White, owner of Carpenter Gothic. DESCRIPTION OF PROPOSED PROJECT: The homeowner would like to install a 4'x4' cedar clapboard shed with a slant roof progressing from 8' in height at the rear to 7' in the front. It will have double wooden doors and a tin roof per drawings submitted. It will be located in the rear of the home tucked in between the kitchen addition and back of the house per site plan submitted. STANDARDS AND GUIDELINES: C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. ALTERATIONS: The windows on the second floor were replaced by Pella windows with COA 2003-0808-2. The windows on the first floor were replaced by Pella windows with COA 2004-0131 APPLICATION ITEMS: Replace existing roof with dimensional shingles. See attached proposal; comply with building code. There is a large porch on the west fagade, with dentilled wooden cornice, turned balustrades, round wood columns and the entrance articulated with a broken pediment. The windows are wood double hung 1/1 with wood frames, wooden entablature head and plain jamb and sills. ALTERATIONS: The windows in the kitchen are replacement vinyl windows. The 3 leaded glass windows in transom of the bay and the matching dining room window were stolen in early 2006 and replaced with plain glass. The front stairs are not original to the house. There are some aluminum storm windows. The storm doors are missing. APPLICATION ITEMS: We will be restoring and replicating the wooden exterior features including the porch railing based on the survey card photograph. We will repair in kind all exterior trim including trim around the windows and doors where it is rotten. There will also be a complete tear -off and re -roof with dimensional/architectural shingles. DESCRIPTION OF PROPOSED PROJECT. Chapin Park Inc. proposes to restore the balustrade that has been removed and discarded prior to the organization taking control of the house. The front porch columns are aluminum replacements. Most of the windows are replacements. All of the doors are replacements. The wood rear deck is not original to the house and was replaced in-kind along with a rear door and stone and a basement window with COA#2010-0618 APPLICATION ITEMS: New Porch railing, replace porch decking. New Roof from 3 -Tab to Architectural. See attached documents. DESCRIPTION OF PROPOSED PROJECT: The porch decking will be removed and new footings will be poured so that the porch deck will drain away from the house. The windows are 6/6 double hung sash windows with shutters, there is a arched entry doorway with multi -pane glass side windows. There is a diamond pane window above the entry. There is a 2 car, 2 door brick garage with metal casement windows and gable roof with asphalt shingles. ALTERATIONS: The shutters appear to be plastic or vinyl. The rear addition was constructed prior to 1986. The large side kitchen windows are not original. The two smaller windows in the rear of the kitchen area are not original. The side door on the garage is a hollow core interior door that is not original. The garage doors do not appear to be original. The back yard patio area is probably not original neither is the light post at the rear of the yard. APPLICATION ITEMS: Please see attached itemized listing of items for Landscaping, Garage and House. DESCRIPTION OF PROPOSED PROJECT. Landscaping: The owner wishes to remove the overgrown and over planted landscaping around the entire house and replace Mark Temple's landscaping scheme per diagram submitted. Cover the current cement patio with either brick or stone. Replace a wood east side yard fence with a wrought iron fence with a gate to match or resemble wrought iron gate on west, rear side of house between the garage and house. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. STAFF RECOMMENDATION: Staff recommends approval of the all of the in-kind replacement and repair work on the house and garage. The new homeowners are essentially restoring the exterior of the home and the garage to their original look. Staff recommends the approval of the landscaping scheme. The front and back yards are very over grown and dark which obscures the architecture of the house. Mark Temple's proposal of low shrubs, plants and flowers will open up the yards and compliment the house. The two mature Maples in the tree lawn are being pruned and the Japanese Maple and Dogwood in front yard are being retained along with lilac bush in the back yard. Staff recommends the approval of the addition of gutters on the garage because the water needs to drain away from its foundation. The addition of the gutters and re -landscaping with the removal of the trees will allow more light and air into the back yard. Staff recommends approval of the replacement of the current side garage door with a metal panel security door. Staff recommends approval of the resurfacing of the concrete patio with bricks or paving stone as these materials will compliment the Tudor Revival Style of the house. Staff recommends approval of the removal of the non - original wood and wire fencing on the east side of the rear addition and its replacement with wrought iron fencing with a gate to match wrought iron fencing and gate on the west side of the house. Staff recommends the removal of the gutters and replacement with new half round gutters. Staff recommends approval of the three additional lights two on the rear and the replacement of the one on the side entrance of the house. The two rear fixtures will be attached to the south side of the house on either side of the doorway. Staff recommends the approval of the removal and replication of the brick front porch. Staff recommends the approval of the wood window restoration and the replacement of the sliding door with a wood door and windows in the addition with two wood windows to match the existing. Staff recommends the approval of the removal of the windows in the kitchen and their replacement with wood windows that match the existing. Staff recommends approval of the removal of the shutters. Tudor style homes did not usually have shutters and Staff would leave that as an option for the homeowner. The homeowner is undecided about the shutters and said that if some were put back on the house that they would be made of wood. Aluminum siding covers the roof soffits and fascia. The wooden steps do not appear to be original to the house. The front concrete steps and walkway were replaced in kind with COA#2006-0724; there was a complete tear -off and re -roof with architectural shingles under COA#2006- 0 1 09A. New steps and side fence with gate were approved with COA#2010-0607 APPLICATION ITEMS: 1. Install central air with compressor unit on west side of house. Per diagram submitted. 2. Some houses have one or two window air conditioners. Required Required mechanical systems shall be placed in areas that will result in the least possible alteration of the structural integrity and physical appearance of the building. Recommended Solar collectors and TV dishes should be placed in the rear of the property and shielded by shrubbery and landscaping. Window air conditioners and exhaust fans should be installed at the rear or an inconspicuous side window. Original lighting fixtures should be utilized whenever possible. Prohibited Holes shall not be cut through walls or roofs in areas that can be seen from the street to accommodate air conditioners or other mechanical equipment.
