CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: The home at 1126 E. Wayne Street is a two
storey structure with an irregular plan set upon a concrete foundation. The exterior walls
are brick. It has a slate gable roof with simple entablature and gable returns. One storey
side wing'with pent roof at 2nd floor line carried around house. Gable canopy entry with
arch under and gable returns with brackets, brick stoop. The windows are double hung 6
over 1, brick soldier course lintels and cast concrete sills. One storey rear enclosed
porch, enclosed by vertical wood siding with flat roof, concrete slab on brick. Two car
brick garage with double swinging doors with windows, slate gable roof with wood
cornice and trim returns. Center, support also of wood.
ALTERATIONS: None known
APPLICATION ITEMS: Replace (2) garage doors (carriage style) with (1) carriage
door. No windows. Have not used for cars in 30 years (doors small). Want (1) door so
is more able to be utilized for cars.
DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck
Construction to replace the existing garage doors with a single, insulated overhead door
in a style sympathetic to the existing carriage doors, trim and hardware, see style P2C.
The proposed garage door will not have the windows as in existing for safety precautions.
Homeowner states that the new garage door will be, "more conducive to being used for
our autos and more accessible by me." Discussion with Wayne Raybuck concludes that
they will shore up to remove center post and trim. A new laminated beam (LVL) and
framing will be installed. Framing and door will be installed; finished with trim to match
original.
STANDARDS AND GUIDELINES:
H. EXISTING STRUCTURES
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick
structures, stone sills and brick lintels. Where metal or vinyl siding has been applied,
window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters,
decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they
shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but
should not damage existing frames. If new sashes or doors are installed, the existing or
original materials, design, and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored
and re -used in place. New window and door openings which would alter the scale and
proportion of the building shall not be introduced. Inappropriate new window and door
features such as aluminum insulating glass combinations that require removal of the
original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used
if they would detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the replacement of the
garage door, supported by the auxiliary nature of the structure and its placement toward
the rear of the house. Furthermore, the carriage style of the garage door is comparable in
style to that of the two original garage doors and will not detract in appearance from the
surrounding structures.

DESCRIPTION OF STRUCTURE/ SITE: The house located at 908 Leland is a 2
storey wood frame gabled -ell with an irregular plan set upon a brick foundation. The
walls are 4 %2" wood clapboard with frieze and moulded cornice. The roof is a cross
gable with asphalt shingles. The porch is located in the corner between the front gable
and south wing; it has 2 wood column supports with simple balustrade. The windows are
double hung 1/1 with moulded entablatures; the doors have wide moulded entablatures.
ALTERATIONS: The house has been vinyl sided and has replacement storm windows
and doors;"the original pine exterior trim is no longer visible and is probably removed.
The first storey window shutters photographed in 1987 have not been replaced. It was
noted in August 1949 that the original wood shingle roof was replaced or covered with
asphalt shingles. In 1932 the home was remodeled into a 2 family dwelling and in 1949
it housed 3 families. The garage attached at the rear of the house was removed prior to
the 1940sand replaced with a detached concrete block two car garage before 1949. In
August, 2009 a report from Code Enforcement indicated that a new front porch deck,
steps and guardrail were installed along with a re -constructed set of rear steps to the
second floor. There was also a newly reconstructed pressboard covering of the exterior
access to the basement.
APPLICATION ITEMS: Turn 3 unit house into single family. Remove upstairs
outside door and put siding over hole. Also, remove stirs (outside) leading up to the
door.
DISCRIPTION OF PROPOSED PROJECT: The owner wishes to remove the non-
conforming outside door (upstairs) and repair opening using 4'x 8' sheet of plywood and
2"x 4" studs. The outside will be finished off with siding that matches the rest of the
house: After that the stairs that are outside which are leading to the upstairs door will be
removed. The house will then be restored to single family occupancy.
STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES AND STEPS
Most houses in the district have either an open or enclosed porch across the front. Most porches
have either hip or gabled roofs or are covered by the main roof of the house.
Required
When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including
handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by
replicas of the same design or by a design more in keeping with the historic period of the
structure. _ _
Porches and additions reflecting later architectural styles and which are important to the
building's historical integrity shall be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner
that does not alter the architectural or historical character of the building.
Prohibited
Front porches, stoops, patios and steps that are important to the building's style and development
shall not be altered or removed; if in need of replacement, see above Required section. See also
Section IV B. Access for Handicapped or Disabled Persons.
Not Recommended
Original porch details should not be replaced with materials representing a different period or
style from the original.
STAFF RECOMMENDATION: Staff recommends approval of the removal of the non-
conforming (Code) exterior rear door and stairs and the application of the match siding in order to
comply with Code Enforcement's mandate to return to single family after the house lost its
grandfathered multi family status.

Commissioners .via e-mail; completed approved COA forms and mailed to homeowners;
contacted Maintenance, Housekeeping and Public Works with 2010 meeting schedule and
that HPC will use Conference Room 1308; contacted David Fazio with change request to
COA in Permit System to include Routine Maintenance Exclusion option
December 23 E-mailed legal counsel concerning 2010 Preservation Specialist contract; Staff
given tour of Copshaholm, Dom Robotnika and the Lincoln Exhibit by David Bainbridge
December 24-25 Office Closed
December 28-29 Began reorganizing the Land -mark files into the new lateral file; began
preparing year end reports and statistics to be used in CLG Reports and reports to the City
and County
December 30 Submitted year end payroll, purchase orders and fees; compiled information
from files for inquiry for potential purchaser of 701 Pennsylvania, on-site visit to Ryan
Dvorak's newly finished exterior and porch restoration, drove through Riverside and turned
1001 Hudson into the building department for work without permit.
December 31 E-mailed Marco Mariani and Stan Molenda for additional information on
interior of 701 Pennsylvania; submitted draft of December HPC minutes and amended By.-

y-Laws to Mayor's Office and City Clerk
January 1 Office Closed
January 4 _ Began the reorganization of the Office files.
January 5 Completed the Commission Data Project for the National Alliance of
Preservation Commissions; continued with the reorganization of the Office files; 2009 year
and budget reconciliation with Auditor's Office. Contacted David Steinhauser concerning
supplying resume for Commissioners if he was still considering selection as Architectural
'Historian.
January 6 The death of Martha Lewis left me the only Officer of the BSSB with check
writing capabilities to pay Conservatory Director; met with Ann Puzzello concerning
Conservatories and Marquette School as a future Montessori Intermediate Center creating a
Marquette Montessori campus from pre-school through grade 8; spoke with Phil St. Claire
and coordinated responses for anticipated questions; met with various community leaders
and state and national political liaisons concerning BSSB activities after Martha's death;
conducted meeting of BSSB with Heidi Gray and Greg Leyes to secure BSSB property at
Martha Lewis' residence and to secure the Conservatories against the coming cold and snow.
Met with William Coleman, an independent architect, who had expressed an interest in the
Architectural Historian position in the past and is still considering it.
January 7 Attended Realtor Class at Northern Indiana Center for History and spoke
briefly about HPC Office as a resource center, historic districts and district standards and
guidelines. Spoke with Mayor Luecke concerning BSSB and assuring him that the work will
go on. Attended the Lunch and Learn lecture at SB Library sponsored by Community and
Economic Development & HLFI. Met with Edgewater Liaison, Sandy Wilson and emailed
HPC meeting schedule. Contacted Mike Dyszkiewicz concerning cracks in glass and areas
of disrepair that need to be addressed at the Conservatories.
January 12 Presented at the St. Joseph County Council for the land -marking of St. Paul's
Cemetery. The land -marking passed unanimously.
January 13 Completed Staff Report for January meeting; attended Lunch and Learn at
St. Joseph County Library on the History of Studebaker and Oliver.
January 14 Mailed out Commissioners' meeting packets. Submitted payroll for staff.
January 18 Office closed for Martin Luther King Holiday.
January 19 Followed up on CJ Cunningham's emailed 106 report on the Adams Road
Round About. Reviewed and signed 106 reports for City demolitions and grants.
January 20 Discussion with Randy Ray about moving the Sons of Israel Synagogue to a
northern location on William Street. Discussion with Sean Coleman, St. Joseph County
Treasurer concerning the Rushton's inclusion on County's Tax Sale listing.
January 21 Attended presentation by Jeff Gibney concerning the "strategic plans" for
various projects around the downtown, TIF Districts and the zoning overlay needed for
Ignition Park; the renewed interest in the LaSalle Hotel as apartments to condo
development. Attended Lunch and Learn presentation by Assistant Director concerning the
development of neighborhoods around the Studebaker and Oliver plants. Reviewed the tax
sale listsing- several properties in W. Washington N.R. district 501 W. Washington
(Rushton) and 609-11-613 W. Washington were identified.
January 22 Re -proofed the final Location Report for 2009 for errors. Met with Jill and
Tom LaFountain, Paul Brenner at lunch concerning the Conservatories and potential new
board members. Began reconciliation of Special Gifts Location Report. Reviewed and
signed 106 reports for City grants.
January 25 Submitted Memo requesting carry forward of the balances in the Special
Gifts Budget; on site 106 Reviews of two grant prospects; reviewed and signed off on 4106
reports for grants.
Assistant Director's Report
HPC Meeting 01.25.2010
1. City Cemetery National Register Nomination
Organized and condensed file; Reviewed what needs to be done; Begin
gathering additional research.
2. Lunch and Learn Lecture
Weekly meetings with Sue Solmos; Continuing to put the lecture
material together
Attend 01.14.09 presentation by Center for History, Andy Beckman &
Dave Bainbridge-Studebakers and Olivers.
01.21.10 Present on the Neighborhoods the Studebakers & Olivers Built
3. 2010 Commission Courier
Continue to edit content of newsletter; Troubleshooting and emailing to
400+ people
4. Attend "Sell South Bend" 01.07.10 class for realtors at the Center for History
with speeches by Mayor Steve & Sue Solmos, City of South Bend, lecture by
Marilyn Thompson, Center for History and presentation on Industrial History of
South Bend by Travis, Center for History. Attend "SSB" 01.14.10 at the Morris
Performing Arts Center with presentations by several groups. Attend "SSB"
01.21.10 at the Airport with presentation by Jeff Gibney of SB C&ED, the
Chamber of Commerce, and the Airport managers.
5. Restore Michiana/Southold event
Initial meeting with Paul Hayden and Jennifer of HLFI to discuss past
events and possibilities for 2010 event. Send out email inviting all to
attend a committee meeting. Reserve library room. Cancel library room.
Calling on other possible venues.
Developing a tentative RM schedule, including possible speakers and
vendors.
—2nd planning meeting included Tim Klusczinski, Jennifer and myself.
Sent an email recapping what we discussed. Contacted DTSB to inquire
on sponsoring EcoFest.
6. Attend Center for History "Voyages Gallery" on the lower level to capture the
spirit of the history of South Bend and past industry.
7. Met with President of Near Westside Neighborhood Association, Noreen
Deane -Moran to learn more of what they do and then hood boundaries.
8. Reviewing files of past Restore Michiana and Southhold Awards.
9. Review past grant applications to determine our eligibility for funding for
Indiana's Preservation Conference in April. Begin the grant procedure.

DESCRIPTION OF STRUCTURE/ SITE: The home at 1126 E. Wayne Street is a two storey structure
with an irregular plan set upon a concrete foundation. The exterior walls are brick. It has a slate gable roof
with simple entablature and gable returns. One storey side wing with pent roof at 2nd floor line carried
around house. Gable canopy entry with arch under and gable returns with brackets, brick stoop. The
windows are double hung 6 over 1, brick soldier course lintels and cast concrete sills. One storey rear
enclosed porch, enclosed by vertical wood siding with flat roof, concrete slab on brick. Two car brick
garage with double swinging doors with windows, slate gable roof with cornice and trim returns.
ALTERATIONS: None known
APPLICATION ITEMS: Replace (2) garage doors (carriage style) with (1) carriage door. No windows.
Have not used for cars in 30 years (doors small). Want (1) door so is more able to be utilized for cars.
DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck Construction to
replace the existing garage doors with a single, insulated overhead door in a style sympathetic to the
existing carriage doors, trim and hardware, see style P2C. The proposed garage door will not have the
windows as in existing for safety precautions. Homeowner states that the new garage door will be, "more
conducive to being used for our autos and more accessible by me." Discussion with Wayne Raybuck
concludes that they will shore up to remove center post and trim. A new laminated beam (LVL) and
framing will be installed. Framing and door will be installed finished with trim to match original.

Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone
sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm
windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass,
pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and
trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage
existing frames. If' new sashes or doors are installed, the existing or original materials, design, and
hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to
match the existing. When awnings are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in
place. New window and door openings which would alter the scale and proportion of the building shall not
be introduced. Inappropriate new window and door features such as aluminum insulating glass
combinations that require removal of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would
detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the replacement of the garage door,
supported by the auxiliary nature of the structure and its placement toward the rear of the house.
Furthermore, the carriage style of the garage door is comparable in style to that of the two original garage
doors and will not detract in appearance from the surrounding structures.

DESCRIPTION OF STRUCTURE/ SITE: The house located at 908 Leland is a 2 storey wood frame
gabled -ell with an irregular plan set upon a brick foundation. The walls are 4 !/2" wood clapboard with
frieze and moulded cornice. The roof is a cross gable with asphalt shingles. The porch is located in the
corner between the front gable and south wing; it has 2 wood column supports with simple balustrade. The
windows are double hung 1/1 with moulded entablatures; the doors have wide moulded entablatures.
ALTERATIONS: The house has been vinyl sided and has replacement storm windows and doors; the
original pine exterior trim is no longer visible and is probably removed. The first storey window shutters
photographed in 1987 have not been replaced. It was noted in August 1949 that the original wood shingle
roof was replaced or covered with asphalt shingles. In 1932 the home was remodeled into a 2 family
dwelling and in 1949 it housed 3 families. The garage attached at the rear of the house was removed prior
to the 1940s and replaced with a detached concrete block two car garage before 1949. In August, 2009 a
report from Code Enforcement indicated that a new front porch deck, steps and guardrail were installed
along with a re -constructed set of rear steps to the second floor. There was also a newly reconstructed
pressboard covering of the exterior access to the basement.
APPLICATION ITEMS: Turn 3 unit house into single family. Remove upstairs outside door and put
siding over hole. Also, remove stairs (outside) leading up to the door.
DESCRIPTION OF PROPOSED PROJECT: The owner wishes to remove the non -conforming outside
door (upstairs) and repair opening using 4'x 8' sheet of plywood and 2"x 4" studs. The outside will be
finished off with siding that matches the rest of the house. After that the stairs that are outside which are
leading to the upstairs door will be removed. The house will then be restored to single family occupancy.
STANDARDS AND GUIDELINES:
D. ENTRANCES, PORCHES AND STEPS
Most houses in the district have either an open or enclosed porch across the front. Most porches have either
hip or gabled roofs or are covered by the main roof of the house.
Required
When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails,
balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same
design or by a design more in keeping with the historic period of the structure. Porches and additions
reflecting later architectural styles and which are important to the building's historical integrity shall be
retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does
not alter the architectural or historical character of the building.
Prohibited
Front porches, stoops, patios and steps that are important to the building's style and development shall not
be altered or removed; if in need of replacement, see above Reauired section. See also Section IV B.
Access for Handicapped or Disabled Persons.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style from
the original.
STAFF RECOMMENDATION: Staff recommends approval of the removal of the non -conforming (Code)
exterior rear door and stairs and the application of the match siding in order to comply with Code
Enforcement's mandate to return to single family after the house lost its grandfathered multi family status.

A. Architectural Historian
There are two potential candidates but they have not been interviewed. Some interest on
whether the Commission can capture both of them; One as Architectural Historian,
another to fill a vacancy, dependant on political affiliation.
B. Restore/Southhold Event
Catherine Hostetler and Tim Klusczinski explained the preliminary meeting of the Event
and invited everyone to join at Friday January 29 2pm meeting.
