The wide aluminum siding has recently been removed to expose the original clapboard siding, and the shadow of a belt course dividing the first and second floors on the exterior. Windows are 1 over 1 double hung. A projecting cornice line sits just below the asphalt shingled roof. A front and side porch are covered by hip roofs on gabled wood supports, also shingled with asphalt shingles. The home was modified in 1942 into four apartments, and the above mentioned front porch was added in 1951, replacing a much more elaborate original porch. ALTERATIONS: Circa 1951 the original front porch was replaced with the existing front porch. When aluminum sided, the belt course was removed to more uniformly apply the siding. The date of the siding application is unknown. An addition was made to the back of the house, date unknown, but possibly when modified into apartments in 1942. Our survey card, created in 2005, lists the home simply as "Altered". The original siding was repaired, replaced and painted in July -August 2009. The kitchen windows retained their modified size to accommodate modern -kitchen counters. APPLICATION ITEMS: I would like to move the exiting chain link fence to allow a car to enter the garage from the alley. DESCRIPTION OF PROPOSED PROJECT: The.current four foot high chain link fence is placed in such a way that there is no vehicular access to the one car garage behind the house. The owner requests permission to remove a portion of the current chain link fence (please see diagram of site plan) and place a chain link fence in a new position allowing for access to the garage from the alley between Forest and Leland Avenues. Originally there was a spur alley off of Forest to the immediate south of the house; but it has since been vacated and access to the garage is now restricted to the remaining rear alley which is currently blocked by the fence. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is .required due to storm damage, disease, threatened damage to a structure or for such other reason —acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be —replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street, The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval. The location modification requested is in the rear of the house, there will not be a change in the material of the fencing and it will allow use and access to the garage. Nota Bene: Originally there was a spur alley that ran from Forest through to Leland between 847 and the house immediately to the south. This alley is intact and in use on the Leland side to this day. However, the Forest side was closed and vacated at some point in the last 20 or so years. Edgewater Place Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This home is a two storey American foursquare set on a brick foundation. The walls are the -original clapboard and features narrower clapboard on the second storey above the molded string course. There are corner boards on all sides of the first storey. There is a hipped roof with hip roof dormers covered with asphalt shingles. The 4/4 windows in the dormers appear to be original. The wood windows on the body of the house are original and are 8/1 on the first storey and 6/1 on the second. There is a full length front porch set upon brick with tall, large brick square columns that extend above the porch roof line and are on either side of the front.porch. The porch has wooden railings and balustrades. ALTERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. A 6 foot privacy fence between 553 and 549 River at the alley was erected in 1990. The two car frame garage appears to have been constructed after 1932. APPLICATION ITEMS: I would like to put new aluminum, double hung storm windows on all windows on my house to replace the dilapidated originals that remain and those which have been lost. See attached brochure for more information on windows. I investigated new wood storms and refurbishing the old ones and cannot afford the prices. DESCRIPTION OF PROPOSED PROJECT: The homeowner requests new double hung aluminum storm windows manufactured by National Pride as illustrated in the brochure provided. There are currently only three storm windows on the house and a collection of badly deteriorated storm windows in the garage. Preservation Specialist Wayne Doolittle performed an on -sight investigation and determined that the remaining storm windows in the garage have deteriorated very badly and have been stored in a deteriorating garage that has left them exposed to the elements for years. The home owner will repair the wood storm windows for the non-operable windows on the front porch and the one on the northeast corner of the first floor. He will also attempt to salvage and restore the best ones from the remaining storms in the garage. The homeowner priced restored wood storms with aluminum inserts at $250.00 an opening versus the National Pride cost of $100.00 per opening the all aluminum double hung storm window system.. STANDARDS AND GUIDELINES: Edgewater Place: C. WINDOWS AND DOORS Window and door frames are, in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or.original. Recommended vy Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval. This home has remained unaltered with most of its original, permanent exterior features intact. All of these original features will remain intact as the three storms windows that will be restored are in highly visible first floor locations. The current homeowner is also willing to sort through the remaining storm windows in the garage and salvage what he can and install them. The proposed replacements will replicate the original form of the double hung storm windows and will not compromise the original windows or framing. There is nothing in this COA application that would prevent a homeowner from installing wood storm windows in the future. The original double hung windows are good repair. All but the front windows facing the covered porch were without any storms. What remains of the original wooden storm windows have for years been stored in the homes garage. Until the current home owner repaired the garage roof, the stored windows have been open to the elements and have deteriorated by varying degrees. The homeowner stated he will try and save an as yet undetermined number of the windows. He will replace others with aluminum storms. Marquette School was discussed briefly. Also attended Lunch and Learn Series at the St. Joseph County Library. January 29 Michiana History Group luncheon at the Jewish Federation, the William Street Schul was a topic of interest. Attended the Restore Michiana committee meeting. February 1 Personal Day to make arrangements for son's wedding rehearsal dinner. February 3 Reviewed 1 Grant 106 Reviews with Preservation Specialist for City of South Bend. Meeting at the Conservatories with new ad hoc Executive Committee members. February 4 Attended the Lunch and Learn Series: Economic Development Current and Future Projects (Don Inks and WNIT). Meeting with Natalie Kline and Lynda Simon of the Questor Group at the Conservatories concerning a possible gift from a matching grant for the Conservatories. February 5 On sight tour of 612 Portage with CPI, Inc. Followed up with Mike Dyszkiewicz, Director of Parks Maintenance with answers to his questions about the direction the BSSB is going with regards to the Conservatories and the Master plans proposed by Greg Kil and Kathy Schuth. CERTIFICATE OF APPROPRIATENESS STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 8 February 2010 Application Number: 2010-0202 Property Location: 553 River Architectural Style/Date/Architect or Builder: American Foursquare /I922/Whitcomb&Keller Property Owner: Steven Kurtz Landmark or District Designation: Edgewater Place Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This home is a two storey American foursquare set on a brick foundation. The walls are the original clapboard and features narrower clapboard on the second storey above the molded string course. There are corner boards on all sides of the first storey. There is a hipped roof with hip roof dormers covered with asphalt shingles. The 4/4 windows in the dormers appear to be original. The wood windows on the body of the house are original and are 8/1 on the first storey and 6/1 on the second. There is a full length front porch set upon brick with tall, large brick square columns that extend above the porch roof line and are on either side of the front porch. The porch has wooden railings and balustrades. ALTERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. A 6 foot privacy fence between 553 and 549 River at the alley was erected in 1990. The two car frame garage appears to have been constructed after 1932. APPLICATION ITEMS: I would like to put new aluminum, double hung storm windows on all windows on my house to replace the dilapidated originals that remain and those which have been lost. See attached brochure for more information on windows. I investigated new wood storms and refurbishing the old ones and cannot afford the prices. DESCRIPTION OF PROPOSED PROJECT: The homeowner requests new double hung aluminum storm windows manufactured by National Pride as illustrated in the brochure provided. There are currently only three storm windows on the house and a collection of badly deteriorated storm windows in the garage. Preservation Specialist Wayne Doolittle performed an on -sight investigation and determined that the remaining storm windows in the garage have deteriorated very badly and have been stored in a deteriorating garage that has left them exposed to the elements for years. The home owner will repair the wood storm windows for the non-operable windows on the front porch and the one on the northeast corner of the first floor. He will also attempt to salvage and restore the best ones from the remaining storms in the garage. The homeowner priced restored wood storms with aluminum inserts at $250.00 an opening versus the National Pride cost of $100.00 per opening the all aluminum double hung storm window system. STANDARDS AND GUIDELINES: Edeewater Place: C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.. In some cases where aluminum siding has been applied window trim has been covered. About half of the. structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re- used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval. This home has remained unaltered with most of its original, permanent exterior features intact. All of these original features will remain intact as the three storms windows that will be restored are in highly visible first floor locations. The current homeowner is also willing to sort through the remaining storm windows in the garage and salvage what he can and install them. The proposed replacements will replicate the original form of the double hung storm windows and will not compromise the original windows or framing. There is nothing in this COA application that would prevent a homeowner from installing wood storm windows in the future. On a motion by Jerry Niezgodski with a second by Linda Riley Vote: 4-0 COA 2010-0202 was approved with a unanimous vote STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: February 9, 2010 Application Number: 2010-0205 Property Location: 847 Forest Avenue Architectural Style/Date: Free Classic/1896 Property Owner: Joan Downs District Designation: Chapin Park Rating: Contributing 2 DESCRIPTION OF STRUCTURE/ SITE The Gelz House is a rectangular plan Free Classic style home built in 1896 on Lot 35 of Chapin Place. The wide aluminum siding has recently been removed to expose the original clapboard siding, and the shadow of a belt course dividing the first and second floors on the exterior. Windows are 1 over 1 double hung. A projecting cornice line sits just below the asphalt shingled roof. A front and side porch are covered by hip roofs on gabled wood supports, also shingled with asphalt shingles. The home was modified in 1942 into four apartments, and the above mentioned front porch was added in 1951, replacing a much more elaborate. original porch. ALTERATIONS: Circa 1951 the original front porch was replaced with the existing front porch. When aluminum sided, the belt course was removed to more uniformly apply the siding. The date of the siding application is unknown. An addition was made to the back of the house, date unknown, but possibly when modified into apartments in 1942. Our survey card, created in 2005, lists the home simply as "Altered". The original siding was repaired and replaced, the bell flare was restored, and the house painted in July -August 2009. The kitchen windows retained their modified size to accommodate modern kitchen counters. APPLICATION ITEMS: I would like to move the exiting chain link fence to allow a car to enter the garage from the alley. DESCRIPTION OF PROPOSED PROJECT: The current four foot high chain link fence is placed in such a way that there is no vehicular access to the one car garage behind the house. The owner requests permission to remove a portion of the current chain link fence (please see diagram of site plan) and place a chain link fence in a new position allowing for access to the garage from the alley between Forest and Leland Avenues. Originally there was a spur alley off of Forest to the immediate south of the house; but it has since been vacated and access to the garage is now restricted to the remaining rear alley which is currently blocked by the fence. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all 3 installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval. The location modification requested is in the rear of the house, there will not be a change in the material of the fencing and it will allow use and access to the garage. Since I graduated from college in 1992, 1 have worked for two firms with a wide experience of different projects, of which over 75% of those projects involved renovations of existing buildings. Two notable and recent projects that I have been involved with in the South Bend area are the South Bend Civic Theatre (renovation of the original Church of Christ Scientist) and the renovation and rehabilitation of the historic American Trust Bank at 101 West Washington Street, now known as American Trust Place. The latter project's exterior rehabilitation involved a thorough review and approval process through the Historic Preservation Division of the Department of Natural Resources, both at the State and National levels. I have lived in the Historic Riverside Neighborhood in South Bend for 8 years, and now reside in Kessler Park in the historic landmark at 1840 Kessler Blvd. I am familiar with the approval process for projects within our historic neighborhoods, both from living in these areas as well as working on several residential projects.
