Foundation is concrete, exterior walls are brick with vertical siding applied to front. Roof is flat with a stepped parapet in front. There is a projecting cornice that spans the front facadc. ALTERATIONS: Vertical vinyl siding applied to front, solid panel replacement door in front, front windows removed and/or covered over with siding. APPLICATION ITEMS: I -lave a sign put up on the building. See attachment for details. Replace back door and have a gate added to the chain link style* fence. DESCRIPTION OF PROPOSED PROJECT: Tenant is proposing a sign for the building that will represent the business. Neighborhood is zoned mixed use. According to the Building Department guidelines, size cannot exceed 10% of the area of the facade, in this case 33 square feet. The proposed sign is 4' x 6', 24 square feet. Sign will be a digital print on hard vinyl. Sign will attach to structure with screws. South Bend Fire Department Notice of Violation and Order report requests that a new back door be installed because the current wood door is rotted. Staff does not have details at this time as a contractor has not been hired. In addition, the reports requests that a gate be added to back fence. Building owner suggests removing a portion of the gate rather than adding a gate. Project is pending a letter of support from the owner. CHAPIN PARK STANDARDS AND GUIDELINES: 1. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING & ACCESSORIES Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Prohibited The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. STAFF RECOMMENDATION: Pending pennission from the owner, staff recommends approval of the proposed sign as it is appropriate to the building, respecting the size, scale and design of the building Nvith the existing alterations, however, staff did not take exact measures at the parapet to ensure this size would fit. Staff recommends removing a portion of the chain link fence. There is a tall brick chimney on the west side. The exterior walls are covered with wood shingle siding and the cross gable roof is covered with fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 411 wood windows may be original to the enclosure noted in the 1933 on the Assessor's Card. The entry door may be original to the house, ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and that there was an addition to the front of the house. It also notes that there was wood siding which was covered alter 1949 with the current siding application. The roof has been replaced with a COA approved on November 11, 1981 with Owens Corning Fiberglass shingles. The flat roof surface is covered with rolled aluminum roof ng. APPLICATION ITEMS: 6' X 12' addition to northwest corner of home per attached illustration and description submitted. DESCRIPTION OF PROPOSED PROJECT: Mr. Brunson proposes to construct an addition to the rear of his house. There will be a new concrete foundation poured (this house does not have a frill basement) and new framing. The existing siding will be salvaged and reused to cover the exterior walls. A window will be salvaged from the exterior wall at the site of the new construction and placed in the new exterior wall. The extended flat roof will be covered with rolled aluminum roofing and tie into the current roofing materials. STANDARDS AND GUIDELINES: Edtewater Place: TII. NEW CONSTRUCTION A. .EIGHT AND .PROPORTION The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few single story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the . district. The building height shall be no greater that that of the tallest existing structure and no less than that of the lowest existing; structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. -Recommended Contemporary designs should be compatible in character and snood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. —Not Recommended W ew stories should not be added, nor should existing stories be removed, which would destroy important architectural details, .features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING h'IA'ITRIALS IN NEW CONSTRUCTION Wall materials in the district range from brick, clapboard, shingles and masonry to aluminum siding. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of. that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size And style and with the materials of other buildings in the district.' Prohibited Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF REC{?MMENDATION: Staff recommends approval as the project conforms to the standards and guidelines for Edgewater Place for new construction. The owner is also proposing to re -use current materials on the exterior with the intent that it will not stand out as new construction. The new construction will not be visible from the street as it will be situated in a vacant corner of the house. Roof is a side gambrel with major dormer along front, all covered in asphalt shingles. Porch features 4 heavy scaled Doric columns supporting a simple eave of low slope porch roof. Front door is a single leaf glazed wood panel door with multi light side lights. Windows are 6/6 double hung. There is a semicircular headed fan opening in attic gables. Basement windows are glass block. ALTERATIONS: Aluminum storm windows and door. Aluminum siding. Some replacement windows. APPLICATION ITEMS: Replace 2 rear (South) and 1 rear (East) windows with double hung white mutton sashed windows 6/6 Marvin wood double hung, exterior aluminum clad. DESCRIPTION OF PROPOSED PROJECT: The locations of proposed windows are on a back addition to the house that was converted to living space from a garage. The existing windows have been restored 4 times within the last 40 years, are letting in cold air, and are not capable of another restoration, as stated by homeowner. Homeowner proposes to install 3 Marvin window inserts, locations noted in application items. Already replaced on the house are 2 windows at the top of stairs in rear and windows on the left side in front. Replacement windows will have same muntin (grille) pattern as existing windows. Grilles are snap in from the interior and are removable. Materials are clad exterior with wood interior. No wrap will be used on exterior. Existing storm .windows will remain on. Light visibility will decrease by approximately 1 inch on each side. EDGEWATER STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. _ _ W7 Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends replacement of 3 windows. These windows are not original to the house, only to the addition. Furthermore, windows are in the rear and side of house, not visible from the street and will retain a uniform appearance to the rest of the house as the existing storm windows will remain on. The bridge construction method relied on bands of several metal arch rings aligned evenly with the protection of a concrete shell. Rough faced cut stone comprises the facing of the structure. ALTERATIONS: COA#2003-0616 allowed for the replacement of the original, deteriorated approach railings with railings of identical shape size, dimensions and design as the existing except that for NHTSA standards new rails will be 12" deep (wide) instead of 9", the piers will be 18" wide and the distance between elongated oval openings in the rail will be 18" on center instead of 12" on center. Openings in both the approach and the guard rail shall be elongated ovals as in existing rail. Conduit and wiring for restored historic lighting is permitted. APPLICATION ITEMS: Roadway Improvements adjacent to District. DESCRIPTION OF PROPOSED PROJECT; The city will be upgrading the lights on the Angela Street Bridge. This work was approved by Historic Preservation in June 2003 under the permit application 2003-0616. The Certificate of Appropriateness has been included in the information Package. (Exhibit A) The City of South Bend proposed to install a total of eight lights on the Bridge: 2 at each end and 4 in the middle where the arches come together on existing pillars. (Photos 1&2) The Main Street -A luminaires will be set upon 12 foot Leesburg straight fluted shafts. (Exhibit B) STANDARDS AND GUIDELINES: Group B Standards: A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structures or sites. B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass. A modification which involves the removal of a part of the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure: Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material: Addtions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood: all wood trim should conform with existing trim in shape and size. b. Siding materials: the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff recommends approval of the restoration of historical lighting to the Bridge recommended and permitted in COA 2003-0616. The selection of the Main Street -A and Leesburg fluted shafts compliment the architecture of the Bridge and the street light styles in the area. RIVERSIDE DRIVE: DESCRIPTION OF SITE: Northwestern and Northeastern edge of the Riverside Drive Local Historic District that includes a narrow eastern strip of Brown Field Park bordering Riverside Drive and the land between Angela Boulevard to the crest of the hill between the St. Joseph River and Riverside Drive. APPLICATION ITEMS: For this PROJECT, The City will be installing a new trunk storm sewer down Diamond Avenue to improve drainage and to remove storm water from the combined sewer system. During the design process we asked the engineers to do some traffic and lighting and pedestrian/bicycle facilities upgrades. The following work will be performed in the Riverside Historic district (Exhibit C&D): 1. Install a roundabout at the intersection of Riverside/Angela. This will reduce pedestrian -auto conflicts. 2. The roundabout will move the Riverside/Angela intersection away from the bridge over the St. Joseph River, improving the sight distance and to create a valuable public park space along the river. Riverside will be shifted to the west to align with the new roundabout. 3. We are planning on installing a multi -path extension up the hill to Shetterly Park in the future. 4. Signage, lighting and pavement markings will be improved. (Drawings 1-3) DESCRIPTION OF PROTECT: The proposed Roundabout will cause for the reconfiguration to the northwest of Riverside Drive on the fringe of Riverside Drives LHD. It will create on the east side of Riverside Drive additional land to construct a 10 foot wide concrete pathway to connect with the current River Walk/Bike Path on the north side of Angela Boulevard. This Pathway will begin at the newly configured intersection and terminate toward the top of the hill near an overgrown grouping of volunteer trees (that are proposed to be removed). The work proposed for the area in Brown Field Park will have an impact the actual district boundaries by moving a short section of Riverside Drive through the Park area on the northwest and with the addition of two street lights on the east side of the Park along Riverside Drive. (Exhibits D&E) I. THE ENVIRONMENT RIVERSIDE DRIVE LHD GUIDELINES A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend and by its intimate relationship with the St. Joseph River. The district encompasses the seven blocks of Riverside Drive which follow the river front from Lafayette Street to the east to Angela Boulevard to the west. For a portion of that route, there is a row of houses facing the river from across Riverside Drive, while in another portion, residence are situated on both sides of the 2 M+ street, with some properties abutting the river and others located across the drive. The district also includes homes located on Hudson and Golden Streets, between the drive and the alley defining the southern boundary of the district, as well as three separate park areas which lie adjacent to the river's edge: a portion of Leeper Park to the East; all of Shetterly Park in the middle and a portion of Brownfield Part to the West. Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways streets alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Light sources must have spectral Distribution in all color ranges. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix) or a suitable replacement which closely duplicates the standard in size, shape, style and appearance, i.e., Herwig Lighting Company standard or similar. Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Tree and landscaping elements that must be removed for one reason or another shall be immediately replaced by suitable flora. The river front neighborhood character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. If erosion control efforts become necessary to preserve the riverbank, they should involve processes and materials consistent with the natural beauty of the banks. Large, deep-rooted trees and shrubs as well as fast spreading ground cover should be used when planting for erosion control. As much natural vegetation as possible should be preserved. If large shrubs become unsightly, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of.the low ground cover and leave soil more susceptible to erosion. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, Streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. STAFF RECOMMENDATION: Staff recommends approval of the project. The reconfiguration of Riverside Drive will impact an area of Brown Field Park that is currently part of a hillock that is not used for pedestrians or recreation. It will not adversely impact any architectural features in the Riverside Drive Local Historic District. The new roundabout and change to Riverside Drive will create additional pathways to the current River Walk and create a safer intersection with more visibility and pedestrian safety. The proposed 10 foot concrete pathway is located in the same area as a footpath and will not involve the removal of any significant trees. (Photot#3) The lighting style of the Main Street -B set on Barrington posts proposed for Brown Field Park attempts to imitate the Cutter lamp style found in the Riverside Drive LHD. I might add to his letter that the tree is leaning against as very pretty ni ' aple in. our back yard (indeed, if not for one of the branches of the maple that acts as as support. the tree would have fallen over onto our roof long ago). When this tree does fall over, which it will eventually do because it is growing at an angle rather than straight up, it is likely to take the maple with it. I want to preserve the maple. The tree we are taking down is a scrub tree. The arborist thinks it is a. gumwood: in any event, it is neither a, maple nor an oak like the, other trees in our yard and hei&borbood. I think our COA also asked for permission to trim a few maple branches that have started to reach our roof as well. North Shore and other neighborhood concerns. 14 December Office supply inventory to prepare requisition for balance of 2010 Office Supply Funds. Spoke with John Machowiak about the window replacement option for Fire House #9 and arranged to meet with Jesse Starke of BEE Window on 15 December. 15 December On site visit to Fire House #9 met with Chief Andy Petrie, John Machowiak at 1:30 and Jesse Starke (he was an hour late!) at 2:30 to see the proposed replacement window. Since John signed the continuation for COA#2010-1101 and the BEE Window Anderson option appeared to be acceptable we will put it on the Agenda for the 20 December meeting, both Jesse and John will be there. Returned John Freidline's phone call and left a message on his voice mail. 16 December On site visit to Local Land Marked Fire Station #4 1240 Thomas for Code Hearing at 1:30. Attended Code hearing and met David Stevens who holds a problematic deed to the building. 1240 Thomas was boarded up when it was land marked in 1999 and has fallen into disrepair especially after a 2007 fire destroyed all of the wood flooring and most of the roof. Mr. Stevens was given until 13 June 2011 to make repairs, obtain clear tide and perform the continued maintenance on the structure required by Code. Spoke with John Freidline about his concerns with non -conforming use at 410-412 N. William Street in the Chapin Park LHD; he has two options prove that it was continuously occupied as a multi family since May, 2004 or turn it into a single family residence. Freidline did have the same conversation with Building Commissioner Charles Bulot and may turn the issue of to his attorney, Mr. Wertheimer. ALTERATIONS: Vertical vinyl siding applied to front, solid panel replacement door in front, front windows removed and/or covered over with siding. APPLICATION ITEMS: Have a sign put up on the building. See attachment for details. Replace back door and have a gate added to the chain link style fence. DESCRIPTION OF PROPOSED PROJECT: Tenant is proposing a sign for the building that will represent the business. Neighborhood is zoned mixed use. There is a tall brick chimney on the west side. The exterior walls are covered with wood shingle siding and the cross gable roof is covered with fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 4/1 wood windows may be original to the enclosure noted in the 1933 on the Assessor's Card. The entry door may be original to the house. ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and that there was an addition to the front of the house. It also notes that there was wood siding which was covered after 1949 with the current siding application. The roof has been replaced with a COA approved on November 17, 1987 with Owens Coming Fiberglass shingles. The flat roof surface is covered with rolled aluminum roofing. APPLICATION ITEMS: 6' X 12' addition to northwest corner of home per attached illustration and description submitted. DESCRIPTION OF PROPOSED PROJECT: Mr. Brunson proposes to construct an addition to the rear of his house. There will be a new concrete foundation poured (this house does not have a full basement) and new framing. The existing siding will be salvaged and reused to cover the exterior walls. A window will be salvaged from the exterior wall at the site of the new construction and placed in the new exterior wall. HEIGHT AND PROPORTION The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few single story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater that that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. The selection of the Main Street -A and Leesburg fluted shafts compliment the architecture of the Bridge and the street light styles in the area. RIVERSIDE DRIVE: DESCRIPTION OF SITE: Northwestern and Northeastern edge of the Riverside Drive Local Historic District that includes a narrow eastern strip of Brown Field Park bordering Riverside Drive and the land between Angela Boulevard to the crest of the hill between the St. Joseph River and Riverside Drive. APPLICATION ITEMS: For this PROJECT, The City will be installing a new trunk storm sewer down Diamond Avenue to improve drainage and to remove storm water from the combined sewer system. During the design process we asked the engineers to do some traffic and lighting and pedestrian/bicycle facilities upgrades. The following work will be performed in the Riverside Historic district (Exhibit C&D): 1. Install a roundabout at the intersection of Riverside/Angela. This will reduce pedestrian -auto conflicts. 2. The roundabout will move the Riverside/Angela intersection away from the bridge over the St. Joseph River, improving the sight distance and to create a valuable public park space along the river. Riverside will be shifted to the west to align with the new roundabout. 3. We are planning on installing a multi -path extension up the hill to Shetterly Park in the future. 4. Signage, lighting and pavement markings will be improved. (Drawings 1-3) DESCRIPTION OF PROJECT: The proposed Roundabout will cause for the reconfiguration to the northwest of Riverside Drive on the fringe of Riverside Drives LHD. It will create on the east side of Riverside Drive additional land to construct a 10 foot wide concrete pathway to connect with the current River Walk/Bike Path on the north side of Angela Boulevard. This Pathway will begin at the newly configured intersection and terminate toward the top of the hill near an overgrown grouping of volunteer trees (that are proposed to be removed). The work proposed for the area in Brown Field Park will have an impact the actual district boundaries by moving a short section of Riverside Drive through the Park area on the northwest and with the addition of two street lights on the east side of the Park along Riverside Drive. (Exhibits D&E) 1. THE ENVIRONMENT RIVERSIDE DRIVE LHD GUIDELINES A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend and by its intimate relationship with the St. Joseph River. The district encompasses the seven blocks of Riverside Drive which follow the river front from Lafayette Street to the east to Angela Boulevard to the west. For a portion of that route, there is a row of houses facing the river from across Riverside Drive, while in another portion, residence are situated on both sides of the street, with some properties abutting the river and others located across the drive. The district also includes homes located on Hudson and Golden Streets, between the drive and the alley defining the southern boundary of the district, as well as three separate park areas which lie adjacent to the river's edge: a portion of Leeper Park to the East; all of Shetterly Park in the middle and a portion of Brownfield Part to the West. Required Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways streets alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illumination Engineering Society. Light sources must have spectral Distribution in all color ranges. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix) or a suitable replacement which closely duplicates the standard in size, shape, style and appearance, i.e., Herwig Lighting Company standard or similar. Streetlights should be placed so that adequate illumination is afforded all sections of the public sidewalks. Tree and landscaping elements that must be removed for one reason or another shall be immediately replaced by suitable flora. The river front neighborhood character of the district shall be retained. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. If erosion control efforts become necessary to preserve the riverbank, they should involve processes and materials consistent with the natural beauty of the banks. Large, deep-rooted trees and shrubs as well as fast spreading ground cover should be used when planting for erosion control. As much natural vegetation as possible should be preserved. If large shrubs become unsightly, they should be cut back and allowed to rejuvenate. Dead and diseased material should be may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass. A modification which involves the removal of a part of the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. The bridge construction method relied on bands of several metal arch rings aligned evenly with the protection of a concrete shell. Rough faced cut stone comprises the facing of the structure. ALTERATIONS: COA#2003-0616 allowed for the replacement of the original, deteriorated approach railings with railings of identical shape size, dimensions and design as the existing except that for NHTSA standards new rails will be 12" deep (wide) instead of 9", the piers will be 18" wide and the distance between elongated oval openings in the rail will be 18" on center instead of 12" on center. Openings in both the approach and the guard rail shall be elongated ovals as in existing rail. Conduit and wiring for restored historic lighting is permitted. APPLICATION ITEMS: Roadway Improvements adjacent to District. DESCRIPTION OF PROPOSED PROJECT: The city will be upgrading the lights on the Angela Street Bridge. This work was approved by Historic Preservation in June 2003 under the permit application 2003-0616. The Certificate of Appropriateness has been included in the information Package. (Exhibit A) The City of South Bend proposed to install a total of eight lights on the Bridge: 2 at each end and 4 in the middle where the arches come together on existing pillars. (Photos 1&2) The Main Street -A luminaires will be set upon 12 foot Leesburg straight fluted shafts. (Exhibit B) STANDARDS AND GUIDELINES: Grout) B Standards: A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structures or sites. B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. C. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and leave soil more susceptible to erosion. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, Streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The reconfiguration of Riverside Drive will impact an area of Brown Field Park that is currently part of a hillock that is not used for pedestrians or recreation. It will not adversely impact any architectural features in the Riverside Drive Local Historic District. The new roundabout and change to Riverside Drive will create additional pathways to the current River Walk and create a safer intersection with more visibility and pedestrian safety. The proposed 10 foot concrete pathway is located in the same area as a footpath and will not involve the removal of any significant trees. (Photot#3) The lighting style of the Main Street -B set on Barrington posts proposed for Brown Field Park attempts to imitate the Cutter lamp style found in the Riverside Drive LHD. The walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond brick. There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has a side gable with aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. There is a side entry with multi -pane light door. There is a large garage door under the porch. The windows a 1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the west side. ALTERATIONS: The 1979/1990 Survey card notes that the original glazed tile roof has been removed; that aluminum siding, storm windows and doors are replacements. The windows are not original to the structure. The current wood window sashes have insert lights with a composite plastic surround that are set into aluminum tracks. Two windows have been replaced with inserts, one on the first floor east side and the other in the upstairs bathroom on the south side with COA 2009-1214. APPLICATION ITEMS: Install 21 Renewal Anderson double hung, double tilt back, fibrex window systems, white in & white out. DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace the remaining non -original twenty-one windows with 21 fibrex (a composite wood and vinyl product) double hung insert systems that are to be custom built to replicate the current windows and fit inside the existing frames. The insert windows will have screens and storms and will not alter the interior trims or alter the appearance of the exterior trim. The windows will replicate the 1/1 double hung windows.
