Palko Landmark or District Designation: Chapin Park LHD Rating: Omitted in 2005 Survey DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick foundation. The walls are wood clapboard on the first storey with wood shingle on the second storey and in the gable. The roof is cross gable with cornice returns and a dormer which breaks the roof line on wing. The roof is covered with dimensional asphalt shingles. The windows are 1/1 double hung with moulded entablatures. There is a corner porch between the central gable and wing with square wood supports on brick piers with a simple balustrade and moulded cornice. ALTERATIONS: The home was restored to a single family residence from three apartments; and completely rehabbed inside and outside with the removal of all non- contributing additions and alterations. There was 4x8 2008 addition to create an new rear entry and a redesign of the back hip roof to accommodate the addition. The east side windows were reconfigured to two shorter double windows, the bathroom window was removed and replaced with a higher window. Three square windows were installed in the north wall of the dining room and the kitchen window on the north wall was shortened. Glass bock was installed in the basement windows. APPLICATION ITEMS: Constructing a pre- fabricated storage shed. Please see attached documentation with letter DISCRIPTION OF PROPOSED PROJECT: The homeowners wish to place a prefabricated "Rubbermaid Roughneck resin storage building, 7x7x7 at the rear of their property per site plan and photographs submitted. It will be free standing. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. The shed's footprint would need to be approximately 7' x 7' and it would be placed at the rear of the property. We bought the rubbermaid storage shed a month ago and it is perfect for our small backyard. I looks like a little cottage. My neighbor assembled it and it took him 8 hours. He built a plywood platform to set it on for proper drainage and it is very sturdy and roomy. We use it to store our patio furniture, grill and tools in. I am very pleased with this product. Yes No View All Reviews Report Inappropriate Content Rubbermaid 4 of 14/2 r STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: July 28, 2010 Application Number: 2010 -0723 Property Location: 944 Riverside Drive Architectural Style/Date /Architect or Builder: Dutch Colonial Revival/1903 Property Owner: David Betson and Jennifer Warlick Landmark or District Designation: Riverside Drive LHD /Chapin Park NR Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 %Z storey frame house has an irregular plan and is set upon a stone foundation. It has a gambrel roof with gabled returns and a gabled dormer projection covered in asphalt shingles. The walls are Aluminum sided. The windows appear to be original 3/1 on the second floor and multi -paned on the first floor all with aluminum storms. There is an open porch with stone pillars, piers and knee walls and wooden arches above the openings. ALTERATIONS: The house is aluminum sided. The Aluminum was removed from the porch and the wood porch features restored along with the addition of porch gutters with COA #2004 - 0702 -2. An Oak tree was removed with COA #2004 -0629. The house was re- roofed with a staff approval on 7/18/91. All 93 windows have aluminum storm windows. APPLICATION ITEMS: Remove non - original aluminum siding on 2nd floor this year (first floor at later time), repair and restore roof to original Dutch Colonial and completely tear off and re -roof with Landmark shingles on gables of dormers. Will use the existing wood shakes /clapboards if in good repair but if not will restore /replace with appropriate (similar) fiber cement product to match original siding. Remove hickory tree in side yard which has died. Will not replace because the area already has a significant number of trees. Remove dogwood in southeast corner of lot that is dead/dying and replace with other suitable tree or shrub. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to remove the aluminum siding application on the second floor to restore the original Dutch Colonial roofline and the original wood siding features on the second floor walls. He proposes restoring the wood siding if it is possible or replacing it with a fiber cement board (Certainteed siding material and roofing materials) to match the original. He is also considering the possibility of using all wood siding replacements. He really won't be able to determine which route to take until the siding is removed and the original surface evaluated. He also proposed a complete tear off and re -roof with architectural shingles of the entire roofing system. The homeowners wish to remove dead and dying trees in the yard but replace only the dogwood with a tree or .shrub in the southeast corner of the yard. STANDARDS AND GUIDELINES: B. BUILDING SITE LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. _ Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high - intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high - intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the district include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding has been applied over the original surface. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner should contact the Historic Preservation Commission of South Bend and St. Joseph County which is located in the County /City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Re- pointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need re- pointing should not be re- pointed. B. ROOFS ANDROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the re -roof , mimics the original shake roof, and the tree removals and the replanting of a tree or shrub in the front. Staff recommends the Preservation Specialist work with the contractor and the homeowner once the siding is removed to determine which replacement option should be chosen. ZM x.4 4 Y STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: July 28, 2010 Application Number: 2010 -0726 Property Location: 536 River Architectural Style/Date /Architect or Builder: Bungalow /1920 Property Owner: Dale Kokot Landmark or District Designation: Edgewater Rating: Non - Contributing DESCRIPTION OF STRUCTURE/ SITE: One and half storey bungalow on a rectangular plan with side brick chimney. It has two gabled front dormers set on a steep gabled roof that are covered with three tab asphalt shingles. Exterior walls are covered with aluminum and the windows have aluminum storms. The front door and double hung windows appear to be original with varying upper sash muntin patterns over one. The full length front porch has perma -stone knee walls and half columns and square wood supports for porch roof over northwest half of porch. ALTERATIONS: Aluminum storm windows were replaced in 1991. The 1932 Assessor Card notes that the exterior walls were stucco and that the roof had wood shakes. The aluminum siding was added and the roofing material has changed from wood shakes to asphalt shingles. APPLICATION ITEMS: Replacing roof. Complete tear off and re -roof using architectural shingles. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to have Advanced Roofing tear off the existing roof down to the decking and completely install a new roofing system using architectural shingles. The foundation material has a thin coat of concrete. The roof is a high pitched gable with asphalt shingles. It also has a narrow scroll cut fascia and a plain bracket at the eave line. The windows have stone lintels and sills and double hung windows. The first floor windows have blind transoms painted blue above 1/1 double hung wood windows. There is a small open front porch with a gable roof, square posts round arch ceiling and a wood floor. There is a fan-light above the door in a semi circular brick arch over the front entrance that is obscured by the added gable roof porch. ALTERATIONS: The original tall windows have been replaced with 1/1 double hung wood windows with transoms within the original openings. The glass transoms are painted blue to obscure the floor joists of the second floor that was added to the interior to create additional living space when the school house was converted into a residence; and to conceal and the wadded up newspaper "insulation" The second floor windows are all vinyl windows. The front door with sidelights is a replacement. A basement window has been altered with a wood insert and dryer vent. The bathroom window in the rear of the house is a replacement. APPLICATION ITEMS: 18 Double Hung Replacement Windows. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to replace the replacement windows in his converted schoolhouse with premium Hawthorne white vinyl 1/1 double hung windows per specifications submitted. The transom area will be covered with a raised window panel from Fypon constructed of urethane foam created by mixing isocyanate and resin and moulded under pressure. Please see product information. The Contractor proposes to remove the existing window sashes leaving the main frame and interior trim of the current windows, and remove the storm windows and transom sashes. Once the transom sashes are exposed the box sill will be insulated with fiberglass batts and sheathing installed to prepare for the Fypon product installation. Once the installation is complete the exterior frames will be wrapped with white Alcoa aluminum. The homeowner has met with Steve Schoberg about repairing the windows but Mr. Schoberg would not have an estimate available until the week of 9August. Mr. Swank will present that information to the Commission at the meeting. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material— Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: The windows in the converted school house are not original to the structure. The windows on the first floor have been replaced at least once and the windows on the second floor were added when the school was converted to a dwelling. Staff recommends approval of the vinyl replacement windows on the second floor and in the rear on the first floor. The first floor windows with the transoms are problematic because of the floor joist is in the transom section of the windows which blocks the removal of the transom without destroying the transoms. The transom sections of these windows are very poorly insulated. The use of the white raised panel is an appropriate solution to this problem as it will cover the insulation and sheathing and achieve the look of what is there now. The white trim will match the rest of the trim on the house when the Swanks re -paint the house. The walls are aluminum sided. The some of the upper floor windows and the front fagade windows appear to be original 1/1. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge- shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The roof was replaced in 2007 with COA 2007 -0316. The storm door is not original and the front porch decking and balustrade are treated wood replacements. The lattice under the porch appears to be a vinyl replacement product. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The steel security door at the rear of the house is a replacement. The garage appears to be original. APPLICATION ITEMS: 8 Double Hung Replacement Windows. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to install vinyl replacement windows on all of the second floor windows plus a glass block in the closet window that is somewhat visible to the street. Except for the glass block application in a closet for additional privacy the windows will 1/1 double hung. STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. _ Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: The on -sight exterior inspection by Staff and the Preservation Specialist were unable to determine if all of the windows were in as bad of a state of disrepair as the west bedroom. Champion has provided pictures of the interior rather than have Staff disturb his wife who is convalescing. With the exception of window in the attic, it appears from the pictures provided that the windows are not deteriorated beyond repair and could be repaired, per Preservation Specialist. Regarding the closet window, Champion Windows does make a double hung window with "obscure glass" that may be an option for the closet if it is not cost prohibitive rather than glass block. There is very little of the original fabric of this house remaining, windows have been altered and vinyl windows have already been installed at various locations throughout the structure. If vinyl windows are approved for this home then staff would recommend reconsideration of the "Contributing" rating for this house in the Riverside District. Staff recommends replacement of third storey window and repair of other original windows. State Theatre has been turned over to a NPO, Opera La Salle, by the City for 5 years in consideration for improvements and upkeep. Took part in an interior on -site tour with Juan Carlos and Ezra of Opera LaSalle, Jenifer Hren, Elicia and a representative from E1CO- restoration project. Indiana Landmarks is writing a grant for a study of the restoration by Opera LaSalle. Ezra and Juan Carlos returned with Staff to the Office for additional research and information on the building. He provided a 2006 COA to replace the doors but never did the project. Since the current replacement door is fiberglass and he is proposing a wood one superior to the steel door approved in 2006, staff suggested that he be prepared to request a COA under New Business at the 16 August meeting. Followed up with Carl Littrell from Public Works on the Riverside Drive Angela Project presented to the Commission in November, 2009. Carl said that proposal is what they have decided to do. This includes an open stream and pond in front of Steel Warehouse; a roundabout on Riverside Drive and Angela and reconfiguring the parking for Brownfield park along Angela. He also said that they had secured a $93,000.00 Highway Safety Improvement Program grant for the lights on the Angela Bridge. He would like the Commission to choose and approve a design, preferably from current designs in stock. He would be making a presentation for approval of COAs for both of these projects in October or November. He may be prepared for the lights as early as September. The walls are wood clapboard on the first storey with wood shingle on the second storey and in the gable. The roof is cross gable with cornice returns and a dormer which breaks the roof line on wing. The roof is covered with dimensional asphalt shingles. The windows are 1/1 double hung with moulded entablatures. There is a corner porch between the central gable and wing with square wood supports on brick piers with a simple balustrade and moulded cornice. ALTERATIONS: The home was restored to a single family residence from three apartments; and completely rehabbed inside and outside with the removal of all non - contributing additions and alterations. There was 4x8 2008 addition to create an new rear entry and a redesign of the back hip roof to accommodate the addition. The east side windows were reconfigured to two shorter double windows, the bathroom window was removed and replaced with a higher window. Three square windows were installed in the north wall of the dining room and the kitchen window on the north wall was shortened. Glass bock was installed in the basement windows. APPLICATION ITEMS: Constructing a pre- fabricated storage shed. Please see attached documentation with letter DISCRIPTION OF PROPOSED PROJECT: The homeowners wish to place a prefabricated "Rubbermaid Roughneck resin storage building, 7x7x7 at the rear of their property per site plan and photographs submitted. It will be free standing. STANDARDS AND GUIDELINES: Chapin Park Local Historic District Guidebook C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guidelines and standards. STAFF RECOMMENDATION: Staff recommends approval of the free standing shed located at the rear of the property in the approximate location of the demolished one car garage noted on the 1932 Assessor Card. On a motion by Linda Riley with a second by Jerry Niezgodski Vote: 4 -0 COA 2010 -0720 was approved with a unanimous vote STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: July 28, 2010 Application Number: 2010 -0723 Property Location: 944 Riverside Drive Architectural Style/Date /Architect or Builder: Dutch Colonial Revival /1903 Property Owner: David Betson and Jennifer Warlick Landmark or District Designation: Riverside Drive LHD /Chapin Park NR Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 %s storey frame house has an irregular plan and is set upon a stone foundation. It has a gambrel roof with gabled returns and a gabled dormer projection covered in asphalt shingles. The walls are Aluminum sided. The windows appear to be original 3/1 on the second floor and multi -paned on the first floor all with aluminum storms. There is an open porch with stone pillars, piers and knee walls and wooden arches above the openings. ALTERATIONS: The house is aluminum sided. The Aluminum was removed from the porch and the wood porch features restored along with the addition of porch gutters with COA #2004 - 0702 -2. An Oak tree was removed with COA#2004 -0629. The house was re- roofed with a staff approval on 7/18/91. All 93 windows have aluminum storm windows. APPLICATION ITEMS: Remove non - original aluminum siding on 2" floor this year (first floor at later time), repair and restore roof to original Dutch Colonial and completely tear off and re -roof with Landmark shingles on gables of dormers. Will use the existing wood shakes/clapboards if in good repair but if not will restore /replace with appropriate (similar) fiber cement product to match original siding. Remove hickory tree in side yard which has died. Will not replace because the area already has a significant number of trees. Remove dogwood in southeast comer of lot that is dead/dying and replace with other suitable tree or shrub. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to remove the aluminum siding application on the second floor to restore the original Dutch Colonial roofline and the original wood siding features on the second floor walls. He proposes restoring the wood siding if it is possible or replacing it with a fiber cement board (Certainteed siding material and roofing materials) to match the original. He is also considering the possibility of using all wood siding replacements. He really won't be able to determine which route to take until the siding is removed and the original surface evaluated. He also proposed a complete tear off and re -roof with architectural shingles of the entire roofing system. The homeowners wish to remove dead and dying trees in the yard but replace only the dogwood with a tree or shrub in the southeast comer of the yard. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately 2 replaced by suitable flora. All high - intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high- intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the district include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding has been applied over the original surface. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner should contact the Historic Preservation Commission of South Bend and St. Joseph County which is located in the County/City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Re- pointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need re- pointing should not be re- pointed. B. ROOFS ANDROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the saint material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. STAFF RECOMMENDATION: Staff recommends approval of the re -roof , mimics the original shake roof, and the tree removals and the replanting of a tree or shrub in the front. Staff recommends the Preservation Specialist work with the contractor and the homeowner once the siding is removed to determine which replacement option should be chosen. It has two gabled front dormers set on a steep gabled roof that are covered with three tab asphalt shingles. Exterior walls are covered with aluminum and the windows have aluminum storms. The front door and double hung windows appear to be original with varying upper sash muntin patterns over one. The full length front porch has perma- stone knee walls and half columns and square wood supports for porch roof over northwest half of porch. ALTERATIONS: Aluminum storm windows were replaced in 1991. The 1932 Assessor Card notes that the exterior walls were stucco and that the roof had wood shakes. The aluminum siding was added and the roofing material has changed from wood shakes to asphalt shingles. APPLICATION ITEMS: Replacing roof. Complete tear off and re -roof using architectural shingles. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to have Advanced Roofing - tear off the existing roof down to the decking and completely install a new roofing system using architectural shingles. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: August 2, 2010 Application Number: 2010 -0802 Property Location: 66984 Pine Road Architectural Style/Date /Architect or Builder: T- Plan/1901 Property Owner: Ken Swank Landmark or District Designation: Local Landmark Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This 1 '/z storey structure with orange -red brick stretcher bond walls was formerly a rural school house that was adapted as a residence. The foundation material has a thin coat of concrete. The roof is a high pitched gable with asphalt shingles. It also has a narrow scroll cut fascia and a plain bracket at the eave line. The windows have stone lintels and sills and double hung windows. The first floor windows have blind transoms painted blue above 1 /ldouble hung wood windows. There is a small open front porch with a gable roof, square posts round arch ceiling and a wood floor. There is a fan -light above the door in a semi circular brick arch over the front entrance that is obscured by the added gable roof porch. ALTERATIONS: The original tall windows have been replaced with 1/1 double hung wood windows with transoms within the original openings. The glass transoms are painted blue to obscure the floor joists of the second floor that was added to the interior to create additional living space when the school house was converted into a residence; and to conceal and the wadded up newspaper "insulation' The second floor windows are all vinyl windows. The front door with sidelights is a replacement. A basement window has been altered with a wood insert and dryer vent. The bathroom window in the rear of the house is a replacement. APPLICATION ITEMS: 18 Double Hung Replacement Windows. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to replace the replacement windows in his converted schoolhouse with premium Hawthorne white vinyl 1/1 double hung windows per specifications submitted. The transom area will be covered with a raised window panel from Fypon constructed of urethane foam created by mixing isocyanate and resin and moulded under pressure. Please see product information. The Contractor proposes to remove the existing window sashes leaving the main frame and interior trim of the current windows, and remove the storm windows and transom sashes. Once the transom sashes are exposed the box sill will be insulated with fiberglass batts and sheathing installed to prepare for the Fypon product installation. Once the installation is complete the exterior frames will be wrapped with white Alcoa aluminum. The homeowner has met with Steve Schoberg about repairing the windows but Mr. Schoberg would not have an estimate available until the week of 9August. Mr. Swank will present that information to the Commission at the meeting. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure— Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: The windows in the converted school house are not original to the structure. The windows on the first floor have been replaced at least once and the windows on the second floor were added when the school was converted to a dwelling. Staff recommends approval of the vinyl replacement windows on the second floor and in the rear on the first floor. The first floor windows with the transoms are problematic because of the floor joist is in the transom section of the windows which blocks the removal of the transom without destroying the transoms. The transom sections of these windows are very poorly insulated. The use of the white raised panel is an appropriate solution to this problem as it will cover the insulation and sheathing and achieve the look of what is there now. The white trim will match the rest of the trim on the house when the Swanks re -paint the house. Staff is withholding recommending the approval of the vinyl replacement windows in the windows with the transoms until the Schoberg estimate is evaluated. On a motion by Linda Riley to approve application as presented. Motion dies for lack of a second. It has a high hip roof with a gable projection on the main fagade and it is covered in asphalt shingles. The walls are aluminum sided. The some of the upper floor windows and the front fagade windows appear to be original 1 /1. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge- shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The roof was replaced in 2007 with COA 2007 -0316. The storm door is not original and the front porch decking and balustrade are treated wood replacements. The lattice under the porch appears to be a vinyl replacement product. The south kitchen window has been reduced in size and replaced with a modem vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The steel security door at the rear of the house is a replacement. The garage appears to be original. APPLICATION ITEMS: 8 Double Hung Replacement Windows. DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to install vinyl replacement windows on all of the second floor windows plus a glass block in the closet window that is somewhat visible to the street. Except for the glass block application in a closet for additional privacy the windows will 1/1 double hung. STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: The on -sight exterior inspection by Staff and the Preservation Specialist were unable to determine if all of the windows were in as bad of a state of disrepair as the west bedroom. Champion has provided pictures of the interior rather than have Staff disturb his wife who is convalescing. With the exception of window in the attic, it appears from the pictures provided that the windows are not deteriorated beyond repair and could be repaired, per Preservation Specialist. Regarding the closet window, Champion Windows does make a double hung window with "obscure glass" that may be an option for the closet if it is not cost prohibitive rather than glass block. There is very little of the original fabric of this house remaining, windows have been altered and vinyl windows have already been installed at various locations throughout the structure. If vinyl windows are approved for this home then staff would recommend reconsideration of the "Contributing" rating for this house in the Riverside District. Staff recommends replacement of third storey window and repair of other original windows. On a motion by Linda Riley to approve application as presented to replace 8 double hung windows. It has a gambrel roof with gabled returns and a gabled dormer projection covered in asphalt shingles. The walls are Aluminum sided. The windows appear to be original 3/1 on the second floor and multi -paned on the first floor all with aluminum storms. There is an open porch with stone pillars, piers and knee walls and wooden arches above the openings. ALTERATIONS: The house is aluminum sided. The Aluminum was removed from the porch and the wood porch features restored along with the addition of porch gutters with COA #2004 - 0702 -2. An Oak tree was removed with COA #2004 -0629. The house was re- roofed with a staff approval on 7/18/91. All windows have aluminum storm windows. APPLICATION ITEMS: Replace current non - standard garage door (fiberglass) with a door that matches second set of doors (original doors that are being replaced in- kind). DESCRIPTION OF PROPOSED PROJECT: On an auxiliary structure that is detached and setback from house, original secondary carriage house doors on setback, described as 3 individual doors with raised panels and true divided 4 light windows are going to be reproduced in wood, in -kind by an Amish craftsman and installed by House Doctors of Elkhart, see RME 2010- 0810A. The wood on the original doors is deteriorating due to age and exposure to the element. For consideration on this application, homeowner has applied to replace the main carriage house door, currently a fiberglass replacement. Proposed door is an overhead, wood with raised panels and single light windows that closely resemble the secondary garage doors that are to be replaced in -kind. Legal Counsel -Larry brought up the issue of replacement features installed before property was landmarked and the distinction between when the property was landmarked and if the homeowner illegally replaced after subject to guidelines and COA process by either ignoring guidelines or doing the work after the application was denied. Existing owners, regardless of who did it could be ordered to correct the violation because they bought the property subject to the violation, which can be discovered upon inspection of public record. There are cases that support an injunction or a cease and desist order when the historic preservation ordinance is violated and there is no time limit in voicing that. If replacement was prior to the institution of the historic district than probably cannot demand that it be brought back to historic standard. Discussion of time limits. Larry will summarize this opinion and submit to commission. D. COMMITTEE REPORTS 1. Presidents Report -Tim reported that he attended the Energy Audit at CPI 612 Portage Avenue with compliments to Elicia and Jennifer for planning the workshop. Tim attended Lead Based Paint RRP Overview of Final Rule by the EPA. V. OLD BUSINESS A. Wrap up on Energy Audit — Elicia reported that Ron Zymslo offered to do an energy audit on an occupied house as a follow up to the equipment failure during the Energy Audit Workshop and suggested that HPC and Indiana Landmarks could raffle tickets to raise money. Further discussion with Legal council will be needed regarding raffle. Discussion of www.RestoreMichiana.com. B. Spigelmyer window restoration production — Elicia provided an update on project. VI. NEW BUSINESS A. State Theatre — Elicia reported on the HPF grants and Opera Lasalle's project. Elicia asked that the commission consider sponsoring the HPF grant for the State Theatre's Opera Lasalle non - profit, written by Indiana Landmarks. The grant will be less competitive due to the fact that 10% of HPF funds are required to be allocated to CLG's. Bartow Builders has submitted the following per the Commissions instructions in April, 2010 that the porch ceiling light to be a fixed fixture on the period rather than recessed and that the post lights height and style details and porch lights come back for further commission discussion under existing COA #2010- 0401 A. Bartow Builders is proposing 8 foot posts and 30x14" Acorn style lamps for the five locations in the west, north and south sides of the house. Two lamps posts will flank the walk way; two will be placed on either side of the landscaping on the south side and one will be placed on the north in front of the landscaping of the building. A sixth lamp post will be positioned in the rear of the building next to the air conditioning units this will have the same Acorn lamp but will be fixed on a ten foot post. (See product information) The proposal for the porch lighting if the installation of G flush mounted lanterns. They have selected the 9x 8.5" Westlake Cast I Light Outdoor Ceiling Mount in Black with clear glass. The tiny blue swipe on the facade view is the likely view of the roof /post from Park Ave. For the most part this is a free - standing , easily removed yard accessory that reaches about 9' at the tallest point of the midget roof (9' is also the height of our patio table umbrella). I tried to make the blue swipe bigger than it probably will be since a few placement dimensions are estimated. Anyway, I would like to present this to the Commission at the earliest opportunity. If there is a meeting for the Gatehouse on Monday, I would like to present my project then as well. I do realize that depends upon quorum however. Bartow Builders is proposing 8 foot posts and 30x14" Acorn style lamps for the five locations in the west, north and south sides of the house. Two lamps posts will flank the walk way; two will be placed on either side of the landscaping on the south side and one will be placed on the north in front of the landscaping of the building. A sixth lamp post will be positioned in the rear of the building next to the air conditioning units this will have the same Acorn lamp but will be fixed on a ten foot post. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. The fascias of some vinyl- and aluminum -sided houses are covered with the same materials. Required The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period.
