Wayne is a 1 112 storey frame construction faced with flagstone and aluminum siding with an, irregular plan. It has a front gable roof with simple rake trim covered with asphalt shingles. There is a flagstone chimricy in the center of the gable. There are two gable dormers at the front and a large shed dormer in the near. The windows are an integrated system of 2/2 double hung aluminum windows and altillihittin storms set on stone sills with louvered shutters. The stied porch roof is supported by an ornamental iron support and has a concrete stool). There is a one storey rear addition with a "greenhouse" type bay window, ALTERATIONS: The house has alumintmi siding and storm doors. The rear 14xl6 addition was added in 1959 as a screened in porch. The garage was moved further away from the house in January, 1959. The house was re -roofed in April, 2002 with COA42002-0405. APPLICATION ITEMS: Replace existing single pane aluminum windows with Marvin thermo-pane aluminum clad wood double hurig, windows. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely remove the 20 original single pane aluminum, window -storm window systern in the body of the house and replace with Marvin theri-no-pane aluminum clad wood double hung windows replicating the 2/2 muntin pattern. The wood aluminum clad windows have a wider frame and will reduce the light by 2 1/8 inches. In discussions with Mr. Derbin of Riverside Construction the original window system is composed of an inexpensive aluminum that has very little or no insulating value so the window frames become very cold the winterand very hot in the summer. STANDARDS .AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of Nvood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum, Required Original windows and doors shall be retained including saslies, lintels, sills, shutters. decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windowsand doors painted to match the original should be used but should not dainage existing frames. If new sashes or doors are installed, the existing or original materials, design, and,hardware should be used, When metal storm doors are used, they should be painted, anodized or coated to match the existing. The exterior walls are wood clapboard with corner beads. Roof is a hipped gable with asphalt shingle, molded wood fascia and a plain frieze board. The porch features a spindled .frieze. Bay window on South side has mini -mansard roof and bracketed cave. Windows are 1/1 wood double hung with label head. ALTERATIONS: Mini -mansard porch roof has been replaced with a hip roof. In-kind replacement of traditional wooden storm door-CofA 2008-0919. Foundation and basement repair-CofA 2007-1127. Replacement of corroded tin roof with new copper roof on bav window-CofA 2006-0308. Removal of current replacement concrete steps and wrouiit iron hand rails and restored the original front porch floor, wooden steps and handrails; Access steps to pre -district door added to rcar-CofA 2005-0825. APPLICATION ITEMS: (Summary -see attached letter) Replace two basement windows with glass block for security and water tightness. Existing windows are very close to the ground in the alley and house itself is close to the alley. Most problematic window has a hole in it and the metal frame has rusted. Regular flooding in the alley would cause a new" wood sash window to rot quickly and a single pane could be broken easily, allowing a person to fit through it so a bar would have to be installed across it. Regarding the idea of a window well -too close to the alley and would .risk becoming damaged, especially in the winter when cars slide around. The second window is not as deteriorated but it would probably be good if it resembled the other window. Dryer vent is currently installed in place of one of the three panes. Homeowner states that she has observed other basement windows in the neighborhood and the addition of plastic or glass plates over existing; single pane windows, in her opinion, look worse than the glass block. Honieoti mer will try to find small square glass blocks to use .as these seem historically earlier and less obtrusive. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Hcrshberger Masonry to replace the two single pane basement windows with new glass block windows. The windows proximity to the alley raises concerns of damage due to vehicle traffic, rocks through the windows, water flooding, and people breaking in. Homeowner advises that she will try to find small, square blocks as she believes they will be more sympathetic to the historic nature of the house. STANDARDS AND GUIDELINES: It. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in. most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the dis'trict have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used, When metal storm doors are used, they should be painted, anodized or coated to match the existing. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used, STAFF RECOMMENDATION: Staff recommends approval of the replacement of the existing basement windows with glass block. Existing windows are deteriorated and given the proximity to the alley where the windows undergo regular abuse due to vehicle traffic and water problems, in-kind replacement may not be the most feasible option as they too may deteriorate at an accelerated rate. When I spoke informally with Catherine I'lostetler about the ongoing foundation repair, she advised against this, and 1 understand why glass block is not historically congruent, but I think it is the best solution for the problem. The existing windows are very close to the ground in the alley and the house itself is, close to the allev. In one window, the most problematic, the middle lite of three had a crack and now has a hole,'I believe because a stone or rock from the alley was thrown against it. I've had problems with mice as a result. The frame is metal and has rusted, and I don't see how to replace the single pane. T he dimensions of the opening are 33"w x 14 "li; the frame is set in 2 �i" from the face of the brick, and its bottom is only 4" from the ground. There is often flooding in the alley, and there have been water problems along that north wall. A wooden frame sash would be liable to rot quickly. The opening is big enough that a person could fit through it if the glass were broken, so a single Trane does not seem advisable, and I would have to put a bar across it. It would also not make sense to build a window well so close to the alley; cars and SUVs come dangerously close to the shed and house as it is, and in winter vehicles slide around and get Stuck there. I would rather not have something closer to cars that could be damaged, although on the positive side it might slow a Skid. The second window, also on that side, has not deteriorated nearly as much, and in one of its three panes I have the dryer vent, so it is smaller and less attractive for entry into the house. les not urgent to replace, but eventually it would probably he good if it resembled the other window, On the south side I did replace a sash window with another sash, and I had a brick window well built to replace the old ribbed steel or aluminum one. The window was not a standard size and it cost $500, while the window well cost another $135. 1 don't see the need to follow that same practice for the two alley winclows. 1 have looked at many basement windows on lily neighborhood walks, and as far as I can tell, about half are glass block and half are sash windows. Over many single -paned titi=indol+-s people have placed plastic or glass }dates flush with the foundation wails, presumable= for safety from both people and water. I think these windows look worse than the glass block. i would try° to find small square glass blocks to use; these seem historically earlier and less obtrusive, but I have no exact knowledge. One storey side wing with pent roof at 2nd floor line carried around house. Gable canopy entry with arch under and gable returns with brackets, brick stoop. The windows are double hung 6 over 1, brick soldier course lintels and cast concrete sills. One storey rear enclosed porch, enclosed by vertical wood siding with flat roof, concrete slab on brick. Two car brick garage with double swinging doors with windows, slate gable roof with cornice and trim returns. ALTERATIONS: None known APPLICATION ITEMS; Replace (2) garage doors (carriage style) with (1) carriage door. No windows. Have not used for cars in 30 years (doors small). Want (1) door so is more able to be utilized for cars. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck Construction to replace the existing garage doors with a single, insulated overhead door in a style sympathetic to the existing carriage doors, trim and hardware, see style P2C. The proposed garage door will not have the windows as in existing, presumably for safety precautions. Wayne North has a 2 storey frame construction that is faced with brick and stucco with a rectangular plan. The house has a flared gabled roof with asbestos shingles, there is also a one storey gabled side section and a one storey flat rood section at the rear. There is a large front shed roof dormer; and front and rear gabled formers through the cornice. The windows are 6/1 double hung sash windows, there is a arched entry door with arched diamond-shaped multi -paned leaded glass side windows. ALTERATIONS: The screened -in front porch was noted as an addition on the August 1986 survey card. COA#2003-0109 Replaced 13 wood windows with Pella brand aluminum -clad wood windows: 3 double. hung windows on the east side, 1 double casement and 3 double hung on the west side and 6 rectangular double hung windows on the back of the house. Casement was replaced by a Pella casement window. Kitchen windows replaced to match windows in the rest of the home. Driveway replaced with solid drive way. APPLICATION ITEMS: Patio, seat wall, adjust slope of yard to drain away from the house, pergola. DESCRIPTION OF PROPOSED PROJECT. The homeowners are installing a wooden cedar pergola at the kitchen entry at the rear of the house. The pergola is inset between 4x4 pillars which are set in concrete and is attached to the house under the slope of the roof. The pergola is not visible from the street. The home owners are also adding landscaping features in the backyard. They are changing the grade to slope away from the house and creating a patio with an outdoor living space that includes raised stone seating and a fire pit per drawing submitted. The patio and stone seating and fire pit are being created using UNILOCK Riverstone product line. The rest of the backyard lawn is landscaped with trees, shrubbery and boulders. STANDARDS AND GUIDELINES: East Wayne Street: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Staff recommends approval of these projects. Both are in the rear of the house and not visible from the street. The scale and materials of these projects are in keeping with and complement the exterior of the home. There is a flagstone clumncy in the center of the gable. There are two gable dormers at the front and a large shed dormer in the rear-. The windows are an integrated system of 2/2 double hung aluminum windows and aluminum storms set on stone sills with louvered shutters. The shed porch roof is supported by an ornamental iron support and has a concrete stoop. There is a one storey rear addition with a "greenhouse" type bay window. ALTERATIONS: The house has aluminum siding and storm doors. The rear 14x16 addition was added in 1959 as a screened in porch. The garage was moved further away from the house in • January, 1959. The house was re -roofed in April, 2002 with COA#2002-0405. APPLICATION ITEMS: Replace existing single pane aluminum windows with Marvin thermo-pane aluminum clad wood double hung windows. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely remove the 20 original single pane aluminum window -storm window system in the body of the house and replace with Marvin thermo-pane aluminum clad wood double hung windows replicating the 2/2 muntin pattern. The wood aluminum clad windows have a wider frame and will reduce the light by 2 1/8 inches. In discussions with Mr. Derbin of Riverside Construction the original window system is composed of an inexpensive aluminum that has very little or no insulating value so the window frames become very cold the winter and very hot in the summer. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should • not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re- used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. STAFF RECOMMENDATION: This project poses some issues as the Staff has never seen a window system quite like this one. The window frames are very narrow and therefore sash light is large. Clearly the proposed double hung windows will alter the look of the house by reducing the size of the sash light and increasing the size of the frame. Interior storms would not alleviate the temperature/moisture/leaking problems with the frames. "Sash Packs" are not an option since there would be no compatible frames to insert them into. The installation of Casement Windows which have a narrower frame would alter the look of the house as well; and may increase the number of windows in each opening to two. The Office called HOPE'S Steel Windows for an estimate for a 36" x 56" steel frame window in their residential Landmark Series and was given the estimate of $3,500.00 per frame per window excluding the cost of the double pane glass. That • would give the base cost of this window replacement project at $70,000.00 excluding the cost of 2 the glass panes and installation. Staff recommends approval of` the proposed replacement windows in this non-contributing house as an economical solution to an original window system that docs not appear to have an affordable in-kind replacement option. After a brief discussion the homeowner agreed to amend the application to include an 8/8 muntin pattern for the replacement windows. Bay window on South side has muni -mansard roof and bracketed cave. Windows arc I/1 wood double hung with label head. ALTERATIONS: Mini -mansard porch roof has been replaced with a hip roof, lin-kind replacement of traditional wooden storm door-CofA 2008-0919. Foundation and basement repair-CofA 2007-1127. Replacement of corroded tin roof with new copper roof on bay window- CofA 2006-0308. Removal of current replacement concrete steps and wrought iron hand rails and restored the original front porch floor, wooden steps and handrails; Access steps to pre - district door added to rear-CofA 2005-0825. APPLICATION ITEMS: (Summary -sec attached letter) Replace two basement windows with glass block for security and water tightness. Existing windows are very close to the ground in the alley and house itself is close to the alley. Most problematic window has a hole in it and the metal frame has rusted. Regular flooding in the alley would cause a new wood sash window to rot quickly and a single pane could be broken easily, allowing a person to fit through it so a bar would have to be installed across it. Regarding the idea of a window well -too close to the alley and would risk becoming damaged, especially in the winter when cars slide around. The second window is not as deteriorated but it would probably be good if it resembled the other window. Dryer vent is currently installed in place of one of the three panes. Homeowner states that she has observed other basement windows in the neighborhood and the addition of plastic or glass plates over existing single pane windows, in her opinion, look worse than the glass block. Homeowner will try to find small square glass blocks to use as these seem historically earlier and less obtrusive. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Hershberger Masonry to replace the two single pane basement windows with new glass block windows. The • windows proximity to the alley raises concerns of damage due to vehicle traffic, rocks through the windows, water flooding, and people breaking in. Homeowner advises that she will try to find small, square blocks as she believes they will be more sympathetic to the historic nature of the house. STANDARDS AND GUIDELINES: 11. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half has wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Furthermore, if replaced with an in-kind single pane window, the homeowner has stated the need to install bars over the window for added protection, which would obstruct the window details. The two glass block windows will not be directly visible from the street, only from the alley and seem to offer the appropriate precautionary features that the homeowner is looking to obtain by replacing these windows. ALTERATIONS: None known APPLICATION ITEMS: Replace (2) garage doors (carriage style) with (1) carriage door. No windows. Have not used for cars in 30 years (doors small). Want (1) door so is more able to be utilized for cars. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck Construction to replace the existing garage doors with a single, insulated overhead door in a style sympathetic to the existing carriage doors, trim and hardware, sec style P2C. The proposed garage door will not have the windows as in existing, presumably for safety precautions. Homeowner states that the new garage door will be, "more conducive to being used for our autos and more accessible by me." STANDARDS AND GUIDELINES: 11. EXISTING STRUCTURES C. There is a large front shed roof dormer; and front and rear gabled formers through the cornice. The windows are 6/1 double hung sash windows; there is a arched entry door with arched diamond-shaped multi -paned leaded glass side windows. ALTERATIONS: The screened in front porch was noted as an addition on the August 1986 survey card. COA#2003-0109 Replaced 13 wood windows with Pella brand aluminum -clad wood windows: 3 double hung windows on the east side, 1 double casement and 3 double hung on the west side and 6 rectangular double hung windows on the back of the house. Casement was replaced by a Pella casement window. Kitchen windows replaced to match windows in the rest of • the home. Driveway replaced with solid drive way. R APPLICATION ITEMS: Patio, seat wall, adjust slope of yard to drain away from the house, pergola. DESCRIPTION OF PROPOSED PROJECT. The homeowners are installing a wooden cedar pergola at the kitchen entry at the rear of the house. The pergola is inset between 4x4 pillars which are set in concrete and is attached to the house under the slope of the roof. The pergola is not visible from the street. The home owners arc also adding landscaping features in the backyard. They are changing the grade to slope away from the house and creating a patio with an outdoor living space that includes raised stone seating and it fire pit per drawing submitted. The patio and stone seating and fire pit are being created using UNILOCK Riverstone product line. The rest of the backyard lawn is landscaped with trees, shrubbery and boulders. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a 11OUSC located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages arc accessed from straight drivexvays leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benclles which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended ® Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. 7 STAFF RECOMMENDATION: Staff recommends approval of these projects. Both are in the • rear of the house and not visible from the street. The scale and materials of these projects are in keeping with and complement the exterior of the home. On a motion by Linda Riley with a second by Lynn Patrick Vote: 5-0 COA 2009-1102A was approved as presented with a unanimous vote B. NATIONAL REGISTER NOMINATION 1. City Cemetery Elicia Dadlow-Nomination is in progress. Currently the content is being transferred from the new forms to the old form as requested by the DHPA. Amy Walker of DHPA spoke with Elicia and emailed her regarding the Statement of Significance. It will need to be expanded beyond Schuyler Colfax and pertain more to architecture and landscape architecture. C. LOCAL LANDMARKS 1. St. Paul's Lutheran Church Cemetery — Madison Twp. Larry Meteiver-HPC is working with the County Common Council rather than the City Common Council since this is a county property. The County form is different so Lary is working with that. The deadline for submission is the day before Thanksgiving. The County meets once per month rather than every two weeks as the City does. Submitted for the first reading at the December meeting; will come up for a vote at the January County Council meeting. 2. Rushton Apartments • Larry Meteiver-Submitted to City Common Council. Went to first reading November 9 and will come up again on November 23 for public hearing. III. HEARING OF VISITORS On a motion to advance HEARING OF VISITORS on agenda following COA by Todd Zeiger with a second by Lynn Patrick Vote: 5-0 Department of Public Works -Riverside Drive Presentation Carl Littrel along with Gary Gilot presented the Diamond Avenue Trunk Storm Sewer Outfall that will potentially take place on Riverside Drive and Angela Boulevard near the Brownfield Park. The park is not in the Riverside Drive Local Historic District. The Angela Boulevard Bridge is a Local Landmark. The only area that the HPC would be concerned with is the riverside of Riverside Drive along the West bank of the St. Joseph River. L IV. REGULAR BUSINESS A. Historic Preservation Commission President's Report — November 16th, 2009 iilEr IORANDUM 10/06 5:00 PM -6:58 PM: IIPC Work Session for Resolution 09-02 (as proposed). General discussion over topics related to Commission/Staff procedures regarding COA applications and management. Members Present: Timothy Klusczinski- President, David Sassano, Linda Riley, and Lynn Patrick (late arrival). Members Absent: Todd Zeigcr, Sandy Rossow and Jerry Niezgodski. Staff Present: Catherine Hostetler - Director and Larry Meteiver-Legal Counsel. o David Sassano raised several issues related to COA management, improving public perception thru the application process, enforcement thereof and staff checklist forms used to determine if a COA was required or not (i.e. dead tree removal). o Linda Riley recalled scenarios relating COA procedures to projects inside the East Wayne Street Historic District and also raised the topic of permission for dead tree removal. o Lynn Patrick was concerned that adopting new Staff procedures could be perceived as an admission to problems and questioned the formality of adopting policy by `resolution." She wanted the HPC to consider leaving well enough, alone. o Larry Meteivcr cautioned that a board resolution is the preferred form for changes in departmental policy and shouldn't be seen as anything more than standard procedure. "It's just a Robert's Rules thing... No big deal." o Timothy Klusczinski remarked that new procedures in the COA process serve our need for continual improvement. A further benefit of policy would avoid common pitfalls and disagreements that arise during public meetings. Consistent policy keeps everyone on the same page and will help our department process COAs more efficiently. Klusczinski proposed minor changes for language in the current draft.. In response to a COA for dead tree removal (raised by Commissioners Sassano and Riley), Khtsczinski stated that it is less critical for tree removal per se, than as a fnechanisnt to guarantee that replacement trees be re planted, as recommended by district Guidebooks and common sense. The tree canopy is an important feature of the historic • thoroughfare. The COA is currently the only mechanism for projects including tree management. Klusczinski did not have any immediate concern over HPC staff's management of tree removal (and replanting) in accordance with South Bend City Forester recommendations. ■ Speaking to HPC enforcement ability, there is a growing need that penalties be assessed for construction projects that defy district/property standards —esp. conducted without permits and certificates. The power to levy fines has been proposed in the past. ■ It is important to consider the opinions of Commission members that could not attend this session. o Catherine Hostetler commented that as far as COA procedures, "Absolutely! We need something." Catherine shared an in-depth COA process plan from the City of Indianapolis. Both Larry Meteiver and Timothy Klusczinski requested the link to that resource. Special note: David Sassano - Architectural Historian revealed that this would be his final meeting with the HPC since he would be relocating to Washington D.C. for job opportunities. All members thanked Commissioner Sassano for his time and service with the HPC and in the broader interest of local preservation. He will be sorely missed. The search for a replacement Architectural Historian will begin immediately. • V. OLD BUSINESS A. COA#2009-0803 510 River On a motion by Todd Zeiger with a second by Linda Riley Vote: 4-0* *Commissioner Patrick excused herself and assumed the role of petitioner in this matter The handrail component of COA 2009-0803 was approved as previously presented with a unanimous vote. Public hearing was previously held regarding the entire COA. B. Resolution 09-02 Report After a discussion the Commissioners agreed to strike language regarding PowerPoint slides as Chairman requested being removed, as well as digital pictures on page three -to simply discussing images instead. On a motion made by Todd Zeiger with a second by Tim Klusczinski Vote: 3-0-2 abstentions Resolution 09-02 approved Also per discussion, COA document will stand as our only document to the public, whereas staff procedure will remain the same only to make a harder call as to what "in-kind" really is. Discussion on Commission to define "in-kind" and to determine language for what it is that staff approves. Workshops, Restore Alichiana and Southhold Awards 2010 Commission is entertaining the notion of doing any or all of these things. It is tentative and Tim doesn't have any problem with proceeding. Discussion will be continued next month. B. 2010 Nominating Committee Lynn to Chair the Committee. The plan is to meet for a Special Meeting. VII. ADJOURNMENT On a motion by Linda Riley with a second by Jerry Niczgodski the meeting adjourned at 8:47 p.m. Vote: 5-0 Attest: Linda Riley, Secretary C7 Date 11 Linda Riley, David Sassano and Todd Zeiger met with SBCSC John Strauss and Mike Szymanski, Construction Central, Inc's John Painter and Nick Coter, Ziolkowski's Brad Dennis and John Arndt of Hebard and Hebard at Monroe School at approximately 2:30 on July 23, 2009. The Commissioner's reviewed the color selections for the limestone coating and concluded that the SW 7037 was the closest match to the precast limestone being used on the addition. They also reviewed a large slate sampler and also concluded that what was presented was a very close simulation to what was currently on the roof. David Sassano thought that the lighter color was perhaps too stark of a contrast, and suggested that the use of the lighter color be left up to the owner and the architect. John Arndt stated that the downspouts and the guttering would all be copper. The Commissioners would like to make their recommendations to a Special Meeting on Monday if a quorum can be reached so that the orders for the materials can be placed.
