Navarre Architectural Style/Date/Architect or Builder: Free ClassicBeitner House/1903/ Remodeled in 1938 as a two family Property Owner: Justin Christensen Landmark or District Designation: Chapin Park LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The home is a 2 storey Free Classic style house with Colonial Features with an irregular plan set upon a brick foundation. There are two brick chimneys located on the side and in the rear. The original wood shingles are covered with aluminum siding and there is a projecting bay on the east side of the first storey. The roof is gabled with a cornice extension on front to form a pediment and . is covered with asphalt shingles. There are two small concrete entrance platforms with metal handrails. The windows are double hung six over six the front doorway has a segmental pediment above supported by fluted pilasters. There is a one storey three car garage with hipped roof and stucco on the walls. ALTERATIONS: Original home remodeled as a duplex in 1938 per Assessor Card; front porch removed, replacement concrete steps and entrance with metal handrail; aluminum siding, strom windows, exterior shutters and storm door added per survey card. APPLICATION ITEMS: Install a new left privacy fence facing alley. We would like to build a 6 ft privacy fence (facing the alley) made of treated lumber, dog-eared, approximately 12 feet long using 4x4 posts. DISCRIPTION OF PROPOSED PROJECT: Per site plan provided (See attached A), the homeowners wish to install a wooden dog-ear style privacy fence (See attached B) at the rear of their home between the house and the garage (See Photographs attached Q. STANDARDS AND GUIDELINES: B. BUILDING SITES LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval. Schneider Property Owner: Anne Marie Blakey Landmark or District Designation: Riverside Drive LHD &Chapin Park NR Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The home at 947 Riverside is a two storey structure with an attic area and irregular floor -plan set upon a concrete foundation. The exterior walls are clapboard aluminum siding with aluminum siding in the soffit. It has a cross gambrel roof with gable roof dormers with gable returns and asphalt shingles. There is an enclosed sun -porch on the west end with a flat pergola style roof. The windows are double hung 9 over lwith casement windows in the sun -porch. There is a single leaf wood and glass door flanked by leaded glass sidelights. There is a rounded arched door hood with large, carved brackets over the front entrance. ALTERATIONS: The original wood shingles of the exterior walls have been covered with clapboard style aluminum siding. The east side sun -porch was enclosed in 1936 and. is covered with clapboard style aluminum siding. The aluminum storm door is a replacement. The porch has been changed from a brick structure to a smaller concrete stoop with wrought iron railings. New roof was put on in 2008. APPLICATION ITEMS: Porch renovation, see attached form. Remove all siding from porch, repair fascia and repair and replace ceiling joists with rafter tails and paint. Foundation will be inspected and new concrete support pads installed if needed. If . necessary the knee walls will be rebuilt round the entire porch except for the south end which will be open in the center to allow for a staircase. ' The stair case will be made out of treated lumber with decorative colonial newel posts and handrail. Instead of taking the cedar shakes all the way to the roof system the way it was originally done there will be decorative composite columns installed that will span between the bottom of the roof system to the top of the knee wall. The outside corners of the knee wall will be designed so that they will support the weight of the roof system and distribute that load down to the foundation. The knee wall will be covered with cedar shakes from the ground up to the bottom of the 2x 12 that is resting on top of the knee wall. There will be a V4" decorative cove that will be installed where the cedar shakes terminate into the bottom of the 2 x 12 on the knee wall. The porch will be painted to match the existing house. Also replace existing wood and glass front door with a new front door and replace the stone door with a full view storm door. DISCRIPTION OF PROPOSED PROJECT; The homeowner has engaged Donat's Construction to convert the enclosed porch back to an open air porch in a style sympathetic to the Dutch Colonial and with other open air porches in the neighborhood. They used a vintage postcard of the house as a reference for this project. (See Drawings 1 and 2 and Photographs 1-6.) Aside from the roof system and the foundation there appears to be no extant materials from the original porch. Donat's Construction proposes to use load bearing, composite smooth surfaced Doric Columns to support a reconstructed roof system with exposed rafter tails. The columns will rest upon a knee wall that will be coved with vinyl or wood cedar style shakes. The side stair with balustrade will be re -installed in treated lumber and stock Colonial balustrades. The current wood and rectangular glass front door (see Photograph A) is the original. This would be removed and replaced with another style of door (see Illustration A) with an oval glass. The non original storm door would be replaced with a full view storm door painted to match the trim. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added nor should existing stories be removed which would destroy important architectural details, features, and spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco, clapboard, shingles, aluminum and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair; they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the work on the porch. The open air porch with the Doric columns will complement the colonial revival architectural style of the house, and reintroduce an original feature of the house. The proposed porch will expose original features of the exterior east wall of the house -the arched windows and the French doors - currently concealed by the enclosed porch. Staff consulted with Preservation Specialist, Wayne Doolittle concerning the removal and replacement of the original front door. It is his opinion that the door can be restored and used in place. Staff does not recommend approval of the replacement of the front door since the original can be re -used and the proposed replacement door does not resemble to original. Staff does approve of the replacement of the current storm door with a full view storm door. The original porch was an open air porch that was supported on the,outside corners by brick columns. There was a brick knee wall that surrounded the whole porch except on the south end (driveway side) which was open to allow for a stair case. We'have evidence of all this from an original picture in the.form of a postcard that was provided by the home owner. At some point in time the brick support columns have been removed and have been replaced with 2x4 lumber outside corners (similar to what would be on a typical lumber framed wall). The brick knee wall has also been removed and replaced by a wooded frame knee wall. All of the lumber was then covered with cedar shake shingles. At some point after that the porch was then closed off completely with windows and doors and then covered with aluminum siding and vertical soffit. The inside was finished with drywall and plaster which is now the current state of the porch. The homeowner would like to return the porch to its cedar shake shingle state with a few small changes. Interior: Remove all of the drywall and insulation. The original ceiling is on top of the ceiling joists and it is porch ceiling bead board. With the removal of the drywall the original ceiling joists and the bead board ceiling will be exposed. The structural integrity will be checked at this time, any rotten wood will be fixed and replaced as needed. With that the ceiling joists and bead board will the be cleaned up, patched, sanded and will be ready to paint. The wall of the house that is now inside of the porch will be cleaned up at this time a prepared for finishing. There is a 4" concrete pad that has been poured over the original pine tongue and groove floor. The Concrete will be removed and the original floor system All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices. Any alteration or deviation from the above specifications involving extra costs will be done only upon a written change order. The costs will become an extra charge over and above the estimate. This is to include but is not limited to hidden damages that are uncovered during the course of the job and additional work required by local building inspectors. All elements of this agreement are contingent upon strikes, accidents or delays beyond our control. The estimate does not Include material price increases or additional labor and materials which n—�equired should unforeseeable problems arise. If necessary the floor will be filled and sanded and prepared for stain or paint. Exterior: Remove all of the existing aluminum vertical soffit and aluminum siding from the porch. The removal of the vertical soffit will expose the original wood fascia. The fascia will be inspected and repaired as necessary and prepared for paint. At this time the decorative ends of the ceiling joists will be inspected. If there are any that are damaged or to rotten to be repaired the entire ceiling joist will be replaced and will have the same decorative end cut into it so that it will match the existing joists. The removal of the aluminum siding will expose the existing cedar shake siding which will also be removed. After the cedar shake siding has been removed the structural integrity of the knee walls and the support system for the roof will then be checked. If the support system is not adequate the necessary steps will be taken to allow for the roof system and the porch to stand. At this time, the foundation will also be inspected, if there is not adequate support under the columns in the form of concrete there will be 3'x3'x3' concrete support pads installed under both of the columns to distribute and disperse the weight of the roof system from the columns correctly. If this step is necessary there will be temporary supports installed to support the roof system. After the structural inspections have been completed construction of the porch will begin. If it is necessary, the knee walls will be rebuilt around the entire porch except for the south end which will be open in the center to allow for a staircase. The staircase will be made out of treated lumber with decorative colonial newel posts and handrail. The stair system will be painted to match the rest of the porch. The top of the knee wall will be finished with a treated 2x12 ( or smaller) board which will be painted to match the rest of the porch. At this point there will be a temporary support system installed that will hold the roof in place and the outside corners that support the roof system will be removed. Instead of taking the cedar shakes all the way to the roof system the way it was originally done there will be decorative composite columns installed that will span between the bottom of the roof system and the top of the knee wall. The outside corners of the knee wall will be designed so that they will support the weight of the roof system and distribute that load down to the foundation. After the columns have been installed and fastened into place the temporary support system will be removed. The knee wall will then be covered with cedar shakes from the ground up to the bottom of 2x12 that is resting on top of the knee wall. There will be V4" decorative cove that will be installed where the cedar shakes terminate into the bottom of the 2x12 on the knee wall. The necessary steps will then be taken to prepare the shakes for paint and will be painted to match the rest of the house. All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices. Contributing DESCRIPTION OF STRUCTURE/ SITE: This two storey Dutch Colonial Revival ' home has a rectangular plan set upon a brick and concrete foundation. The exterior walls are clapboard and the flared gable roof with full shed dormer is covered with asphalt shingles. There is an off center brick chimney with corbelled top. There is a balcony over the front porch with balustrade. The front porch is open with square posts with balustrade. The windows are double hung 8 over 1. There are 2 single leaf multi -pane French style doors leading to balcony. The house is on a very small and irregularly shaped lot on the corner of Bronson and Edgewater (See Exhibit A). ALTERATIONS: Two skylights in the eastern exposure of the roof, front porch rebuilt with new decking and rails to match style of house in 2006; there are some aluminum storm windows and an aluminum storm door Picket fence added in 1996 with commission approval. Changes in landscaping: removal of stone wall near side basement door and approved dead tree removals. APPLICATION ITEMS: Replace chain link fence with white vinyl privacy fence. DISCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace a non contributing chain link fence at the rear of their property with a vinyl privacy fence (See Exhibit B and photographs) -4). This will compliment the white picket fence surrounding the side and front yards. STANDARDS AND GUIDELINES: B. BUILDING SITE. LANDSCAPING. AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the .front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway. STAFF RECOMMENDATION: Staff recommends approval. Wayne Street LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey frame Colonial Revival home with a rectangular plan, flared gable asphalt shingle roof with three gable inset dormers at the front. The porch roof extended from the main roof supported by square box columns with mold trim as capital. There is a central entry with sidelights. There is a two car garage wing with molded trim cornice, wood balustrade on the flat roof. ALTERATIONS: Enclosed arched area at rear garage was noted on survey card. Raised deck added in rear of house off of rear arched porch. Removal of 4 non- conforming pine trees in front of house and 1 deciduous tree in tree lawn approved by Commission September, 15, 2008. Addition of rear bay area on second storey approved by Commission in November 17, 2008. APPLICATION ITEMS: Renovation of kitchen to include the replacement of existing rear entry porch (demolition) with a new +/- 80 square foot interior dining porch/mud room. *.Note: New dining porch to re -use existing footing/foundation wall of existing basement access door bulkhead. DISCRIPTION OF PROPOSED PROJECT: Per drawings and photographs provided by the homeowners (Drawings 1-4 and photos 14) this project will remove/demolish non - original rear porch and composite wood platform to the original footings and basement door bulkhead foundation wall. The basement door and entry no longer exist. They then propose to construct an enclosed dining area addition within that footprint. The exterior will be clad in cedar shingles to match the original house with cedar pilasters and entablature details to match the pilasters at the front porch. Flat roof extension with integral gutter to match existing with all exterior trim at box cornice to match existing. Install new Marvin Wood ultimate double hung cottage style windows 6/9 with simulated divided lites and wood screen to match existing and a Marvin Wood Ultimate out -swing French Door all per.specs provided in Spec pages 1-7. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF RECOMMENDATION: Staff recommends approval. The proposed addition will be sympathetic to the architectural style of the home. The addition will match the exterior materials of the house in form and replicate the siding, trim and roofing treatments of the original house. Historic Preservation Commission President's Report —'May 18th, 2009 04/27: Monroe School site investigation for projects pursuant to CoA #2008- 1106. John Arndt, Hebard & Hebard proposed anew window option following the meeting in November 2008. Installation appears to be more difficult than originally anticipated. As a result, the reveal (on the replacement option) may be reduced. Removal of existing windows is an additional variable for installation of new varieties. No,new examples were installed for assessment. Architects selected a light brown extrusion to blend with existing brick and assimilated limestone coating. However, it was agreed that a paint analysis of existing window units would be a better attempt at historic accuracy than an arbitrary color choice. The HPC is to provide the names of contractors that perform color investigation. • 05/01: Meeting with Mary Jesse (and joined by Amy Minnick) for an update on the HPC brochure concept and for final comments on related portfolio materials. • 05/06 9:00am: Meeting with Legal Representative Larry Meteiver to discuss board Open Door Law considerations, the use of standing committees, enforcement beyond the building dept $500 rule, and Fagade/Easement duty. • 05/11 2:30pm: Meeting with Chuck Bulot of the South Bend & St. Joseph County, Building Department. The windows are double hung six over six the front doorway has a segmental pediment above supported by fluted pilasters. There is a one storey three car garage with hipped roof and stucco on the walls. ALTERATIONS: Original home remodeled as a duplex in 1938 per Assessor Card; front porch removed, replacement concrete steps and entrance with metal handrail; aluminum siding, storm windows, exterior shutters and storm door added per survey card. APPLICATION ITEMS: Install a new left privacy fence facing alley. We would like to build a 6 ft privacy fence (facing the alley) made of treated lumber, dog-eared, approximately 12 feet long using 4x4 posts. DISCRIPTION OF PROPOSED PROJECT: Per site plan provided (See attached A), the homeowners wish to install a wooden dog-ear style privacy fence (See attached B) at the rear of their home between the house and the garage (See Photographs attached Q. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. The exterior walls are clapboard aluminum siding with aluminum siding in the soffit. It has a cross gambrel roof with gable roof dormers with gable returns and asphalt shingles. There is an enclosed sun -porch on the west end with a flat pergola style roof. The windows are double hung 9 over lwith casement windows in the sun -porch. There is a single leaf wood and glass door flanked by leaded glass sidelights. There is a rounded arched door hood with large, carved brackets over the front entrance. ALTERATIONS: The original wood shingles of the exterior walls have been covered with clapboard style aluminum siding. The east side sun -porch was enclosed in 1936 and is covered with clapboard style aluminum siding. The aluminum storm door is a replacement. The porch has been changed from a brick structure to a smaller concrete stoop with wrought iron railings. New roof was put on in 2008. APPLICATION ITEMS: Porch renovation, see attached form. 3 -- --- - - ---- - -- ---- -- - - ---- 1. Remove all siding from porch, repair fascia and repair and replace ceiling joists with---- rafter ith---rafter tails and paint. 2. Foundation will be inspected and new concrete support pads installed if needed. If necessary the knee walls will be rebuilt round the entire porch except for the south end which will be open in the center to allow for a staircase. 3. The stair case will be made out of treated lumber with decorative colonial newel posts and handrail. 4. Instead of taking the cedar slakes (smooth) shingles all the way to the roof system the way it was originally done there will be decorative composite columns installed that will span between the bottom of the roof system to the top of the knee wall. The outside corners of the knee wall will be designed so that they will support the weight of the roof system and distribute that load down to the foundation. 5. The knee wall will be covered with cedar shakes (smooth) shingles from the ground up to the bottom of the 2x12 that is resting on top of the knee wall. 6. There will be a'/4" decorative cove that will be installed where the cedar shakes terminate into the bottom of the 2 x 12 on the knee wall. The porch arill b3 paintedto mateh the existing house. 7. The porch will be clad with cedar shingles left natural, not painted. 8.. Also replace existing wood and glass front door with a new front door and replace the storm door with a full view storm door. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Donat's Construction to convert the enclosed porch back to an open air porch in a style sympathetic to the Dutch Colonial and with other open air porches in the neighborhood. They used a vintage postcard of the house as a reference for this project. (See Drawings 1 and 2 and Photographs 1-6.) Aside from the roof system and the foundation there appears to be no extant materials from the original porch. Donat's Construction proposes to use load bearing, composite smooth surfaced Doric Columns to support a reconstructed roof system with exposed rafter tails. The columns will rest upon a knee wall that will be coved with vinyl or wood cedar style shakes. The side stair with balustrade will be re -installed in treated lumber and stock Colonial balustrades. The current wood and rectangular glass front door (see Photograph A) is the original. This would be removed and replaced with another style of door (see Illustration A) with an oval glass. The non original storm door would be replaced with a full view storm door painted to match the trim. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions 4 to -existing buildings shall be related in height and proportion to the existing structure. --- Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added nor should existing stories be removed which would destroy important architectural details, features, and spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco, clapboard, shingles, aluminum and vinyl siding. . Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door 5 features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the work on the porch. The open air porch with the Doric columns will complement the colonial revival architectural style of the house, and reintroduce an original feature of the house. The proposed porch will expose original features of the exterior east wall of the house -the arched windows and the French doors - currently concealed by the enclosed porch. Staff consulted with Preservation Specialist, Wayne Doolittle concerning the removal and replacement of the original front door. It is his opinion that the door can be restorgd and used in place. Staff does not recommend approval of the replacement of the front door since the original can be re -used and the proposed replacement door does not resemble to original. Staff does approve of the replacement of the current storm door with a full view storm door. The exterior walls are clapboard and the flared gable roof with full shed dormer is covered with asphalt shingles. There is an off center brick chimney with corbelled top. There is a balcony over the front porch with balustrade. The front porch is open with square posts with balustrade. The windows are double hung 8 over 1. There are 2 single leaf multi -pane French style doors leading to balcony. The house is on a very small and irregularly shaped lot on the corner of Bronson and Edgewater (See Exhibit A). ALTERATIONS: Two skylights in the eastern exposure of the roof; front porch rebuilt with new decking and rails to match style of house in 2006; there are some aluminum storm windows and an aluminum storm door Picket fence added in 1996 with commission approval. Changes in landscaping: removal of stone wall near side basement door and approved dead tree removals. 2 APPLICATION ITEMS: Replace chain link fence with white vinyl privacy fence. Petitioners confirmed that fence will be 6' in height. DESCRIPTION OF PROPOSED PROJECT:. The homeowners wish to replace a non contributing chain link fence at the rear of their property with a vinyl privacy fence (See Exhibit B and photographs 1 -4). This will compliment the white picket fence surrounding the side and front yards. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING. AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform set back line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Raised deck added in rear of house off of rear arched porch. Removal of 4 non -conforming pine trees in front of house and 1 deciduous tree in tree lawn approved by Commission September, 15, 2008. Addition of rear bay area on second storey approved by Commission in November 17, 2008. APPLICATION ITEMS: Renovation of kitchen to include the replacement of existing rear entry porch (demolition) with a new +/- 80 square foot interior dining porch/mud room. * Note: New dining porch to re -use existing footing/foundation wall of existing basement access door bulkhead. President's Report — May 18th, 2009 04/27: Monroe School site investigation for projects pursuant to CoA #2008-1106. John Arndt, Hebard & Hebard proposed a new window option following the meeting in November 2008. Installation appears to be more difficult than originally anticipated. As a result, the reveal (on the replacement option) may be reduced. Removal of existing windows is an additional variable for installation of new varieties. No new examples were installed for assessment. Architects selected a light brown extrusion to blend with existing brick and assimilated limestone coating. However, it was agreed that a paint analysis of existing window units would be a better attempt at historic accuracy than an arbitrary color choice. The HPC is to provide the names of contractors that perform color investigation. • 05/01: Meeting with Mary Jesse (and joined by Amy Minnick) for an update on the HPC brochure concept and for final comments on related portfolio materials. • 05/06 9:00am: Meeting with Legal Representative Larry Meteiver to discuss board Open Door Law considerations, the use of standing committees, enforcement beyond the building dept $500 rule, and Fagade/Easement duty. • 05/11 2:30pm: Meeting with Chuck Bulot of the South Bend & St. Joseph County Building Department.
