CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: The Studebaker/Johnson House is a
two storey frame with a clapboard first storey and shingle second storey with an irregular
plan set upon a brick foundation. There is a prominent front gable with deep return and
shed roof side extensions. There is a porch across the front of the house with double
fluted columns and a mosaic floor and a front entry vestibule with pilasters and narrow
diamond pane sidelights. There is a three sided bay projection on the west side. The
some of the windows feature diamond panes in the transoms with one over one double
hung windows
ALTERATIONS: The original shingles in the second storey had been removed and
replaced with clapboard vinyl siding. This feature has been restored using modern
materials. The first storey clapboards are covered with vinyl siding. The diamond paned
windows in the transoms are original but the double hung windows appear to be
replacement windows. The porch details have been restored but the balustrades have
been removed and the owner has located replacements. The rear of the house appears to
have been altered to accommodate multi family use and has been modified to eliminate a
back entrance.
APPLICATION ITEMS: Add grass in the backyard. Add privacy fence in the back yard
next to alley for safety and security and for parking safety (many items have been stolen
out of the back yard) and landscaping per attached.
DISCRIPTION OF PROPOSED PROJECT: The home owner wishes to install a
privacy fence with gates per attached diagram on site plan using 5 %2" wide -6' high
pressure treated dog-eared picket fence with matching gates along the sides and back of
the house. The fencing will be installed behind the set back and will enclose the back
yead along the alley. The home owner also proposes to remove the current landscaping
features that are not original to the house and replace them with Cedar or Holly, Serena
prefers Holly, bushes along the sides of the house and the front of the porch per the
diagram and set topiary style arbor vitae at the east and west corners of the porch.

STANDARDS AND GUIDELINES:
Building Site and Landscaping:
1. Required
Major landscaping items, trees, fencing, walkways private yard lights, signs (house
numbers) and benches which reflect the property's history and development shall be
retained. Dominant land contours shall be retained. Structures such as: gazebos, patio
decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls,
fountains, fixed garden furniture, trellises and other similar structures shall be compatible
to the historic character of the site and neighborhood and inconspicuous when viewed
from a public way.
2. Recommended
New site work should be based upon actual knowledge of the past appearance of the
property found in photographs, drawings and newspapers. Plant materials and trees in
close proximity to the building that are causing deterioration to the building's historic
fabric should be removed. However, trees and plant materials that must be removed
should be immediately replaced by suitable flora. Front yard areas should not be
fenced except in cases where historic documentation would indicate such fencing
appropriate. Fencing should be in character with the building's style, materials and
scale.
STAFF RECOMMENDATION: Staff recommends approval of both the fencing
enclosing the sides and rear of the property off of the alleyway and the landscaping in the
front of the house. Both projects are in -scale and sympathetic to the architectural style of
the residence.

DESCRIPTION OF STRUCTURE/ SITE: The home is -it two storey with an irregular
floor plan set upon a brick foundation. The roof is hipped with side gables and cornice
returns and covered with asphalt shingles. The chimney is slightly offset with corbelled
brick. The exterior walls are 4 1/2" wood clapboard with frieze and moulded cornice and
corner boards There is aftill width front porch with .four slender turned spindle columns,
a concrete floor and moulded cornice. The windows are 1/1 double hung with moulded
entablatures. .
ALTERATIONS: The rear porch was enclosed and a one storey addition built onto the
rear of the house. A bay window was added to the, west side of the house. The barn noted
in. the 1987. survey card has burned. There are aluminum storm windows and a new roof.
The original wooden porch has been replaced by concrete—A second storey addition in
the rear of the house was approved by the Commission in April, 2009.
APPLICATION ITEMS:
Replace rotting picket fence in front of side yard with new wooden picket fence 4' tall,
and continue on south side of yard to attach to existing fence at -rear (on north) of yard.
See Photographs 1-3.
DISCRIPTION OF PROPOSED PROJECT: The homeowners wish replace a rotting
white picket fence along the front of the side yard with a new wood picket fence 49' ]oil(,,
4' high and then continue this wood picket fence on the south side of yard, 1.1' long 4'
high to connect with existing wood fence oil rear and north sides. This would enclose the
yard. (See Diagram A) The materials would be wood fencing, either treated or cedar in a.
style compatible with immediate neighbors. This would be most likely spaced French
Gothic just like the current front fence per attached Mertard's flyer. {See .Exhibit A)
STANDARDS AND GUIDELINES:
B—BUILDING SITE, LANDSCAPING & ACCESSORIES
This section focuses on individual properties and amenities. Building sites tend to be irregularly
shaped, of varying topography and with different setbacks with regard to plots.- Alleys are
generally behind houses. Landscape accessories like fences arc unique to each structure. Chapin
Place presents a unique situation within the district. Applications from properties that have
property lines oil Chapin Place will be considered on a case-by-case basis.
Required
Fencing, walkways, outbuildings, private yard lights, Signs (i.e. house numbers) and benches
(visible from the street) as well as trees located in a _yard or tree lawn which reflect the property's
history and development shall be retained. A tree located in Sttcl7 areas Shall only be removed if'
the removal is required due to storm damage. disease, threatened damage to a structure or for
such other reason acceptable to the I fistoric Preservation Commission. Storm damaged or
diseased trees should then be replaced with an approved species at the same or approximate
location wherever possible.
Fencing visible from the street in front of the structure shall be open (meaning spaces between the
pickets) and consistent with the historic character ofa structure enclosed.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property
found in photographs, drawings and newspapers. 'New site work should also be appropriate to
existing surrounding site elements in scale, type and appearance. Front yard areas should remain
open. (lee above for information regarding, fences.) Trees in close proximity to a building may
cause structural damage. Owners are encouraged to rernove these trees and replace (or replant)
them at a more appropriate location as soon as planting season permits and upon approval of
C of A.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways,
outbuildings or other elements before evaluating their importance to the property's history and
development, front yard areas shall not be transformed into parking lots nor paved nor
blacktopped, nor enclosed by solid fences, chain link, nor industrial..'comrnercial style fences.
The installation of'unsightly large devices, such as television satellite dishes, skylights or solar
panels. shall not be permitted in areas where they detract from the architecture of a building, are
intrusive to the public view of the building or are highly visibly front a public street, or ruled
inappropriate after Commission review.
Utility poles with high-intensity, overhead lights should be installed so that they cannot be seen
from a street. `I`lre Commission will evaluate all installations as well as any potential exceptions
resulting from special circumstances, before grantin{7 a C:` of A.
Staff Recommendation:
Staff Ikeconttttcnds approval of tlrc fence. It replicates the current style and fulfils the
requirement in the standards that the fencing in the front be open, flint is, with spaces between the
pickets.

DESCRIPTION OF STRUCTURE/ SITE: The original two storey house was constructed on a T -plan
and set upon a brick foundation with basement windows at the side and rear. There is a gable roof with
cross gable covered with asphalt shingles, The second floor overhangs at the cross gable over a large bay
window with casement windows and upper light fixed transoms. The first storey facade has stone facing;
tile. second storey has wood siding covered with aluminum. There is a large brick chimney on the side at
the cross gable near the concrete entry. All of the windows are the original metal casement windows.
AI.,TERATIONS: There is a rear one storey gable 1951 addition attached to a Year 1 % storey gable
remodeled garage. The aluminum siding has been applied to the original wood siding and the wood
shutters have been replaced with aluminum. The aluminum storm door is a replacement.
APPLICATION I'T'EMS: Replacement of all windows throughout entire home. Windows are made of
a wood .Frame with a metal sash and trim. This product will be an exact replica of the pre-existing
windows. The Quaker window is our preference with the Pella being 2 " choice. Both windows come
with the metal lattice as shown by the Pella sample.
DESCRIPTION OF PROPOSED PROJECT: Replace deteriorated metal casement windows with
Quaker or Pella exterior aluminum clad wood windows that will exactly replicate the muntin patterns of
the original casements. The muntins will be exterior, dimensional. A full size sample of the type of
replacement window is in the Office and will be at the meeting.
STANDARDS AND GUIDF..I..INES: Fast Wayne Street:
C. WINDOWS ANDDOORS
Window and door frames are of -wood or steel (some casements) or in the case of brick strtrctures,'stone sills and
brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of
wood or aluminum.
Required
Original windows acid doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the
original.
.Recommended
'Wood frame storm windows and doors painted to match the original should be used but should not damage existing
frames. If new sashes or doors are instilled, the existing or original materials, design, and hardware should be used.
When metal storm doors are used, they should be painted. anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can he restored and re -used in place. New
NN-Mdow and door openings which would alter the scale and proportion of the building shall not be introduced.

Inappropriate new window and door features such as aluminum insulating glass combinations that require removal
of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal. vinyl. or fiberglass should not be used if they would detract from
the existing character or appearance of the building.
STAFF RECONUMENDATION:
The staffhad inspected these windows in 2007 from the interior anti the exterior. There was considerable
deterioration. See photographs Series 1. The appearances of most of the windows have been cosmetically

improved with paint and some have been permanently closed, but are still deteriorated. See Photographs Series

2. Staff recommends approval of the window replacements for the entire house. The lJPC has routinely
approved replacement ofeasement windows in the East Wayne District even when the windows are not
deteriorated beyond repair. The current windows are in very bad shape and the replacement windows will be
an improvement to the house.

DESCRIPTION OF STRUCTURE/ SITE
Two story, rectangular floor plan, wood fame construction with limestone first story. Side gabled roof with gable
returns and simple entablature. The roof is covered with asphalt shingles, 8/8 double hung sash windows with
ornamental louvered shutters. On the south of the home, there is a one story porch wing with flat roof and diamond
pattered wood railing. Porch wing fagade has plain entablature and plain pilasters, enclosed with sliding glass
doors and pergola. Attached two car garage is on the south end of the home.
ALTERATION'S:
The survey card, updated in 1998, notes "major" alterations to this .home including: aluminum, storm door and
windows, enclosed south porch wing, and siding.
C of A 2002-0522 was approved for the removal of "existing gray asphalt 3 -tab shingles from roof of home and
garage and replacement with light `shake wood brown' color asphalt architectural shingles on roof and garage."
APPLICATION ITEMS:
Kitchen addition with porch. Kitchen addition will add 248' to the house: 8'x31' enclosed, plus a covered porch of
about 7'x20' *. Siding will match existing; wood shingle and limestone; the balance of shingles and stone will be
determined in part by the cost of reusing existing stone and/or cost of new stone. New windows will match
existing.

3''x 2O ". Measurements were double checked and veriijied as draivings are to scale: 114 " : 1 'O ".
DESCRIPTION OF PROPOSED PROJECT:
Kitchen addition to be built on the northwest corner of the home, essentially reclaiming 14' 10" of width (for the
addition, plus and additional 5' of porch space) and 3 P of length of the current backyard for living; space. (Figure
1) The addition will be one story, the foundation of which will be limestone, and the exterior walls will be wood
shingles matching the existing facades in materials and appearance, and replicating the pattern of limestone topped
by wood shingles already extant. (Figure 2 and see photographs also) If possible, existing stone (removed from
rear fagade to accommodate the addition) will be re -used. Addition is essentially a "backwards L" and wraps the
northwest corner of the home, ending approximately 1' short of the north face of the existing garage. (Figure 3) The
new roof (minimum slope of and diamond patterned railing (to replicate existing) will be concealed frons
view on Jacob Street by the gable of the existing garage. Square pilasters and columns on the proposed addition
will match, in shape and style, the existing pilasters on the enclosed porch on the south .face of the home. Copper
gutters and downspouts will be added, as currently exist on the home. Windows will be divided lite, either 6 over 6
or 8 pane divided light window slio«n on West Elevation of plans. (Manufacturer not specified.) Addition will
necessitate the addition of a new door to the garage that opens out to the north. The door will be added; the existing
window on north face of garage will not be removed or altered. All doors will also contain divided lites.
(Manufacturer not specified.)
A new porch is also proposed, the dimensions of which are 5'x20' on the north of the addition detailed above. Of
that, 4' will be visible from Jacob Street, extending beyond the existing garage. The roof of the proposed addition
it
will extend over the porch and will be supported by (2) 12x 12 square columns. (Figure 4) Extant concrete pad will
be covered by the porch portion of the addition which will also include a concrete step up to enter the home. The
rise is not sufficient to require a hand rail.

111. NEW CONSTRUCTION'
A. IIEIGIIT AND PROPORTION
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the
district. The building height shall be no greater than that of the tallest existing structure and no less than that of the
lowest existing structure of the same type in the same block, Facade proportions shall be established by permitting
no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings
shall he related in he{ght andproportion to the existing structure.
Reconiniended
Contentporarj� designs should he compatible in character and mood to the building or neighborhood.
B. BUILDING MATERIALS
Required
Exterior materials used oil a newstructure shall be compatible in scale, lecture and color with adjacent
structures. ilfaferiaLv used oil an addition to an existing structure shall relate to the exisdnq or original
materials of that structure. As much of the original structure as possible shall be rctained so that the
addition Could be removed without damage to the basic structure and appearance of the building.
D. ENTRANCES, PORCHES AND STEPS
Most houses in the district have small open porches at the main entrance. &oops and sinall patios also are in
ei,idence. Of those porches that have roofs, inan}, hmc either hip or gable roofs or are covered by the main roof
of the house. Columned porticos, porches with broken pediments or turrets, and other porch form,; characteristic of
the Period Revival styles are also found in the district.
STAFF REC01IMENDATION:
Staff recommends approval. The proposed addition is compliant vvith the standards and guidelines of the E. Wayne
historic district. Existing materials and motifs will be replicated. Moreover, only 4' of the new porch will be
visible from Jacob Street on the north west comer of the home. Of that 4', materials and details will be as required
above: everior materials used on a new structure shall be compatible in scale, favure and color with adjacent
structures. .1faterials used on all addition to an e-visting structure shall relate to the e-Visting or original
inaterials qj'that structure.
Staff also recorninends inclusion of manufacturers details on such features as doors and windows be included in the

DESCRIPTION OF STRUCTURE/ SITE
Two story rectangular floor plan American Foursquare/Prairie style home built by Hammond and Whitcomb in
1911 as a rental property. In 1920, the home was sold to Whitcomb and Keller who continued to use it as a rental
property. The house has a brick foundation, and is a wood frame structure with wood clapboards and frieze. The
roof is a medium pitch hip roof covered in asphalt shingles.
The lot is irregularly shaped as shown in the aerial photograph and district map (Figures 1 and 2) and sits on an
elevated site above the St. Joseph River.
ALTERATIONS:
The 1998 survey card lists the home as `unaltered" and there is no evidence to suggest otherwise.
C of A 2007-0604 was staff approved for the following: "repair cedar siding, rebuild wooden screens and storms,
repair front porch roof, scrape and paint porch surface, repair porch, replace hand rails, extend gutters and
downspouts; in kind repair and replacement of rear porch, replace rotting basement windows with aluminum of
same style."
APPLICATION ITEMS:
Replace badly damaged wire fence that surrounds backyard only with 6' cedar fence of very good quality with two
gates to make safe play area for child.
DESCRIPTION OF PROPOSED PROJECT:
Removal of damaged metal fence that runs along north and south property line, intersected at the widest easterly
line of the lot behind the home (Figure 3). Replacement with 6' high, dog eared, cedar fence (Figure 4), twice
coated with weather resistant stain, placed along the exact same line as current. Please note that the manufacturer
listed on Figure 3 is not necessarily that which the contractor, J.D. Holm and Sons, will choose to install- but is
provided as reference only to illustrate the appearance of the fence.
STANDARDS AND GUIDELINES:
B. BUILDING SITE, LANDSCAPING, & ACCESSORIES
Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The
majority of structures have been erected on a single lot..Many of the properties include a garage located at the
rear of the property accessed from unpaved alleys running behind the property
The district has a compact layout. Large homes are constructed on small lots while smaller homes,
such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas
or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude
will be allowed in the application of the adopted standards in the rear of the properties, in .
_order to accommodate the individual preferences of thepropeny owners in the treatment of these
backyard areas.

reflect the properties' history and development shall be retained

DESCRIPTION OF STRUCTURE/ SITE: 1216 E. Wayne North is a two storey frame home with a
brick faeade and an irregular floor plan set on a matching brick foundation. There is a gable roof with
gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a
multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have brick
soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif.
The front entry has gable roof with round arch under supported by brackets and smooth Doric columns;
the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof
supported by smooth Doric columns.
ALTERATIONS: There is a rear one storey 8'x12' addition with a shed roof that was built in 1955. The
brick is slightly different than that of the house. There appears to be some window openings that were re-
configured and bricked in. The survey card noted aluminum storm windows and some replacement,
windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and
were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair
work to porch, in-kind window replacement, garage roof and rear fencing.
APPLICATION ITEMS: Proposed Work (Architect: Bill Lamie) 1. The removal/demolition of the
1955 addition to the rear of the house. (a) pictures attached. 2. On the rear of the house the construction
of a new one story 12'8" by 30'8" addition, it will almost span the width of the read of the house. (Offset
slightly on each end). The new construction will be brick with casement windows and pilasters at the
corners. The roof of the new construction will be flat in appearance. A portico roof will cover the rear
entry. (a). East Elevation attached, (b) south elevation attached, (c) floor plan attached, (d) separate plans
for portico roof over rear entry attached. 3. Construction materials: (a) Brick/Mortar-nearest possible
match to the original brick on the house, (b) Windows -casement windows with dimensional divided
lights: similar to other historic homes in the neighborhood -Marvin brand -documentation attached, (c)
portico columns -composite material that will match the columns on the covered porch on the west side of
the house. See South Elevation and Portico Plans, (d) Door -6 divided lights over a smooth panel -custom
designed Marvin Luminary collection door, (E) lighting -historically correct colonial revival lighting in the
ceiling of the portico. 4. Replacement: if necessary the double hung window at the center of rear of the
house will be shortened and replaced. (it is over the currently rear entry -see photo) (a) there is a
possibility that the roof of the new construction will interfere with this window, (b) the light provided by
this window is vital to the interior of the home, (c) if it is necessary to replace it, the new, shorter window
will be placed in the same area, it will have the soldiered brick, etc.
Proposed Work II: (Architect Bill Lamie) 1. Request for replacement of casement windows on the east
side of the house. 2. These windows are not original to the house, probably 1955 with remodel of
kitchen. 3. The windows were not properly maintained by the previous owners and were painted shut
many times. 4. Casement windows with divided lights, will match the windows in the new portion of the
house -Marvin brand. `
DESCRIPTION OF PROPOSED PROJECT: The home owners wish to remove a 1955 addition and
replace it with a new larger addition across the entire back of the house with portico style porch entry.
The proposed addition will use materials that match the original materials of the house, i.e. brick, and
incorporate features of the house, i.e. Doric columns, and the neighborhood, i.e. modern casement
windows in the new construction.
STANDARDS AND GUIDELINES: East Wavne Street:
III. NEW CONSTRUCTION
New construction includes any new building or structure constructed within the boundaries of the historic district,
or any new addition to an existing building. New construction should be designed considering the appearance of the
other buildings in the neighborhood.
A. HEIGHT AND PROPORTION
The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There
are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width
ratio.
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the
district. The building height shall be no greater than that of the tallest existing structure and no less than that of the
lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting
no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings
shall be related in height and proportion to the existing structure.
Recommended
Contemporary designs should be compatible in character and mood to the building or neighborhood.
Prohibited
Additions may not be constructed that would change the existing facade of a building, alter its scale
or architectural character, or add new height.
Not Recommended
New stories should not be added, nor should existing stories be removed, which would destroy
important architectural details, features or spaces of the building. Any style or period of architecture
that is incompatible with what exists should not be permitted in the new additions.
B. BUILDING MATERIALS
Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and
metal and vinyl siding.
Required
Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent
structures. Materials used on an addition to an existing structure shall relate to the existing or original
materials of that structure. As much of the original structure as possible shall be retained so that the
addition could be removed without damage to the basic structure and appearance of the building.
Recommended
Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible
with the original size and style and with the materials of other buildings in the district.
Prohibited
Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall
not be used.
Not Recommended
Glass blocks should not be used. Concrete block should not be used for anything other than
foundations.
STAFF RECOMMENDATION:
Staff recommends approval of the addition and of the replacement windows. The rear addition to the home is
suited in both style and materials as well as scale to the original architecture of the house. The requested
replacement windows are replacing a non -original 1955 replacement window system in the kitchen and are
compatible with the other windows in the house.

This letter is written in opposition to the proposed redevelopment of the property
located at the corner of Hillcrest and Angela in South Bend, Indiana.
The older structure on this property, the Smith House, a Colonial Revival, was
built in 1892. It has an "N" rating, meaning that the property did not quite merit an
"outstanding" rating but still is above average in its importance. Further research may
reveal that the property is eligible for National Register listing. This property is located
within the proposed Northshore Triangle Historic District, which abuts the existing West
North Shore Historic District.
Many of the homes in this proposed historic district were designed by Ernest
Young, a_student of Frank Lloyd Wright. Further research may indicate that the Smith
House was also designed by Mr. Young. This property clearly has great historical and
architectural relevance and may be suitable for designation.
The property is completely surrounded by single family residential zoning.
Construction of an intensive multi -family development would have a negative impact
upon the historic nature and significance of the neighborhood.
For these reasons, the Historic Preservation Commission of South Bend and St.
Joseph County is opposed to the redevelopment of this property.

June 10 Arranged for Sadie at the Archives for the Center for History to
research our files for County Schools. Met with Jack Plennert and Melanie of ADG
concerning proposed repair or replacement of doors at Jefferson School, a local
landmark, also discussed the possible restoration of the fan transom and doors on the
north entry of the front facade. Called David Piser to remind him of the Synagogue
presentation, he verified that the Michiana Jewish Historic Society included the
information in its newsletter.
June 11 Spoke with Robert Nevel about his June 16 presentation and called
Randy Ray to up -date him and to urge support for this presentation from his
membership. Reviewed request to landmark St. Paul's Lutheran Cemetery at 15697
New Road as a County Landmark.

DESCRIPTION OF STRUCTURE/ SITE: The Studebaker/Johnson House is a two storey
frame with a clapboard first storey and shingle second storey with an irregular plan set upon a
brick foundation. There is a prominent front gable with deep return and shed roof side
extensions. There is a porch across the front of the house with double fluted columns and a
mosaic floor and a front entry vestibule with pilasters and narrow diamond pane side lights.
- There is a three sided bay projection on the west side. The some of the windows feature diamond
panes in the transoms with one over one double hung windows
ALTERATIONS: The original shingles in the second storey had been removed and replaced
with clapboard vinyl siding. This feature has been restored using modern materials. The first
storey clapboards are covered with vinyl siding. The diamond paned windows in the transoms
are original but the double hung windows appear to be replacement windows. The porch details
have been restored but the balustrades have been removed and the owner has located
replacements. The rear of the house appears to have been altered to accommodate multi family
use and has been modified to eliminate a back entrance.

APPLICATION ITEMS: Add grass in the backyard. Add privacy fence in the back yard next to
alley for safety and security and for parking safety (many items have been stolen out of the back
yard) and landscaping per attached.
DISCRIPTION OF PROPOSED PROJECT: The home owner wishes to install a privacy
fence with gates per attached diagram on site plan using 5 %2" wide -6' high pressure treated dog-
eared picket fence with matching gates along the sides and back of the house. The fencing will be
installed behind the set back and will enclose the back yard along the alley. The home owner also
proposes to remove the current landscaping features that are not original to the house and replace
them with Cedar or Holly, Serena prefers Holly, bushes along the sides of the house and the front
of the porch per the diagram and set topiary style arbor vitae at the east and west corners of the
porch.
STANDARDS AND GUIDELINES:
Building Site and Landscaping:
1. Required
Major landscaping items, trees, fencing, walkways private yard lights, signs (house numbers) and
benches which reflect the property's history and development shall be retained.. Dominant land
contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits,
swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture,
trellises and other similar structures shall be compatible to the historic character of the site and
neighborhood and inconspicuous when viewed from a public way.
2. Recommended
New site work should be based upon actual knowledge of the past appearance of the property
found in photographs, drawings and newspapers. Plant materials and trees in close proximity
to the building that are causing deterioration to the building's historic fabric should be
removed. However, trees and plant materials that must be removed should be immediately
replaced by suitable flora. Front yard areas should not be fenced except in cases where
historic documentation would indicate such fencing appropriate. Fencing should be in
character with the building's style, materials and scale.
STAFF RECOMMENDATION: Staff recommends approval of both the fencing enclosing the
sides and rear of the property off of the alleyway and the landscaping in the front of the house.
Both projects are in -scale and sympathetic to the architectural style of the residence.

DESCRIPTION OF STRUCTURE/ SITE: The home is a two storey with an irregular floor
plan set upon a brick foundation. The roof is hipped with side gables and cornice returns and
covered with asphalt shingles. The chimney is slightly offset with corbelled brick. The exterior
walls are 4 1/2" wood clapboard with frieze and molded cornice and corner boards there is a full
width front porch with four slender turned spindle columns, a concrete floor and molded cornice.
The windows are 1/1 double hung with molded entablatures.
ALTERATIONS: The rear porch was enclosed and a one storey addition built onto the rear of
the house. A bay window was added to the west side of the house. The barn noted in the 1987
survey card has burned: There are aluminum storm windows and a new roof. The original
wooden porch has been replaced by concrete. A second storey addition in the rear of the house
was approved by the Commission in April, 2009.
APPLICATION ITEMS:
Replace rotting picket fence in front of side yard with new wooden picket fence 4' tall, and
continue on south side of yard to attach to existing fence at rear (on north) of yard.
See Photographs 1-3.
DISCRIPTION OF PROPOSED PROJECT: The homeowners wish replace a rotting white
picket fence along the front of the side yard with a new wood picket fence 49' long, 4' high and
then continue this wood picket fence on the south side of yard, 11' long 4' high to connect with
existing wood fence on rear and north sides. This would enclose the yard. (See Diagram A) The
materials would be wood fencing, either treated or cedar in a style compatible with immediate
neighbors. This would be most likely spaced French Gothic just like the current front fence per
attached Menard's flyer. (See Exhibit A)
STANDARDS AND GUIDELINES:
B. BUILDING SITE, LANDSCAPING & ACCESSORIES
This section focuses on individual properties and amenities. Building sites tend to be irregularly
shaped, of varying topography and with different setbacks with regard to plots. Alleys are
generally behind houses. Landscape accessories like fences are unique to each structure. Chapin
Place presents a unique situation within the district. Applications from properties that have
property lines on Chapin Place will be considered on a case-by-case basis.
Required
Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches
(visible from the street) as well as trees located in a yard or tree lawn which reflects the
property's history and development shall be retained. A tree located in such areas shall only be
removed if the removal is required due to storm damage, disease, threatened damage to a
structure or for such other reason acceptable to the Historic Preservation Commission. Storm-
damaged
tormdamaged or diseased trees should then be replaced with an approved species at the same or
approximate location wherever possible.
Fencing visible from the street in front of the structure shall be open (meaning spaces between the
pickets) and consistent with the historic character of a structure enclosed.
RecommendedNew site work should be based upon actual knowledge of the past appearance of the property
found in photographs, drawings and newspapers. New site work should also be appropriate to
existing surrounding site elements in scale, type and appearance. Front yard areas should remain
open. (See above for information regarding fences.) Trees in close proximity to a building may
cause structural damage. Owners are encouraged to remove these trees and replace (or replant)
them at a more appropriate location as soon as planting season permits and upon approval of a
C of A.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways,
outbuildings or other elements before evaluating their importance to the property's history and
development. Front yard areas shall not be transformed into parking lots nor paved nor
blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences.
The installation of unsightly large devices, such as television satellite dishes, skylights or solar
panels, shall not be permitted in areas where they detract from the architecture of a building, are
intrusive to the public view of the building or are highly visibly from a public street, or ruled
inappropriate after Commission review.
Utility poles with high-intensity overhead lights should be installed so that they cannot be seen
from a street. The Commission will evaluate all installations as well as any potential exceptions
resulting from special circumstances, before granting a C of A.
Staff Recommendation:
Staff Recommends approval of the fence. It replicates the current style and fulfils the
requirement in the standards that the fencing in the front be open, that is, with spaces between the
pickets.
Petitioner agreed to select French Gothic style fencing, thus the C of A was amended to
reflect that selection.

DESCRIPTION OF STRUCTURE/ SITE: The original two storey house was constructed on
a T -plan and set upon a brick foundation with basement windows at the side and rear. There is a
gable roof with cross gable covered with asphalt shingles. The second floor overhangs at the
cross gable over a large bay window with casement windows and upper light fixed transoms. The
first storey facade has stone facing; the second storey has wood siding covered with aluminum.
There is a large brick chimney on the side at the cross gable near the concrete entry. All of the
windows are the original metal casement windows. - —
ALTERATIONS: There is a rear one storey gable 1951 addition attached to a rear 1 %z storey
gable remodeled garage. The aluminum siding has been applied to the original wood siding and
the wood shutters have been replaced with aluminum. The aluminum storm door is a
replacement.
APPLICATION ITEMS: Replacement of all windows throughout entire home. Windows are
made of a wood frame with a metal sash and trim. This product will be an exact replica of the
pre-existing windows. The Quaker window is our preference with the Pella being 2nd choice.
Both windows come with the metal lattice as shown by the Pella sample.
DESCRIPTION OF PROPOSED PROJECT: Replace deteriorated metal casement windows
with Quaker or Pella exterior aluminum clad wood windows that will exactly replicate the muntin
patterns of the original casements. The muntins will be exterior dimensional. A full size sample
of the type of replacement window is in the Office and will be at the meeting.
STANDARDS AND GUIDELINES: East Wavne Street:
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures,
stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been
covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative
glass, pediments,
hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim
resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should
not damage existing frames. If new sashes or doors are installed, the existing or original
materials, design, and hardware should be used. When metal storm doors are used, they should be
painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re-
used in place. New window and door openings which would alter the scale and proportion of the
building shall not be introduced. Inappropriate new window and door features such as aluminum
insulating glass combinations that require removal of the original windows and door_ s shall not be
installed.

Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they
would detract from the existing character or appearance of the building.
STAFF RECOMMENDATION:
The staff had inspected these windows in 2007 from the interior and the exterior. There was
considerable deterioration. See photographs Series 1. The appearances of most of the windows
have been cosmetically improved with paint and some have been permanently closed, but are still
deteriorated. See Photographs Series 2. Staff recommends approval of the window replacements
for the entire house. The HIPC has routinely approved replacement of casement windows in the
East Wayne District even when the windows are not deteriorated beyond repair. The current
windows are in very bad shape and the replacement windows will be an improvement to the
house.
Petitioner agreed to install the Quaker window product shown to the HPC.

DESCRIPTION OF STRUCTURE/ SITE
Two story, rectangular floor plan, wood frame construction with limestone first story. Side
gabled roof with gable returns and simple entablature. The roof is covered with asphalt shingles,
8/8 double hung sash windows with ornamental louvered shutters. On the south of the home,
there is a one story porch wing with flat roof and diamond pattered wood railing. Porch wing
fagade has plain entablature and plain pilasters, enclosed with sliding glass doors and pergola.
Attached two car garage is on the south end of the home.
ALTERATIONS:
The survey card, updated in 1998, notes "major" alterations to this home including: aluminum
storm door and windows, enclosed south porch wing, and siding.
C of A 2002-0522 was approved for the removal of "existing gray asphalt 3 -tab shingles from
roof of home and garage and replacement with light `shake wood brown' color asphalt
architectural shingles on roof and garage."
APPLICATION ITEMS:
Kitchen addition with porch. Kitchen addition will add 248' to the house: 8'x31' enclosed, plus a
covered porch of about 7'x20' *. Siding will match existing wood shingle and limestone; the
balance of shingles and stone will be determined in part by the cost of reusing existing stone
and/or cost of new stone. New windows will match existing.
* Upon examination of the submitted plans, it was noted that the dimensions of the proposed
porch are actually 5 x20". Measurements were double checked and verified as drawings are to
scale: % " : I '-0 ".
DESCRIPTION OF PROPOSED PROJECT:
Kitchen addition to be built on the northwest corner of the home, essentially reclaiming 14' 10"
of width (for the addition, plus and additional 5' of porch space) and 31' of length of the current
backyard for living space. (Figure 1) The addition will be one story, the foundation of which will
be limestone, and the exterior walls will be wood shingles matching the existing facades in
materials and appearance, and replicating the pattern of limestone topped bywood shingles
already extant. (Figure 2 and see photographs also) If possible, existing stone (removed from rear
fagade to accommodate the addition) will be re -used. Addition is essentially a "backwards L" and
wraps the northwest corner of the home, ending approximately 1' short of the north face of the
existing garage. (Figure 3) The new roof (minimum slope of/4" Al) and diamond patterned railing
(to replicate existing) will be concealed from view on Jacob Street by the gable of the existing
garage. Square pilasters and columns on the proposed addition will match, in shape and style, the
existing pilasters on the enclosed porch on the south face of the home. Copper gutters and
downspouts will be added, as currently exist on the home. Windows will be divided lite, either 6
over 6 or 8 pane divided light window shown on West Elevation of plans. (Manufacturer not
specified.) Addition will necessitate the addition of a new door to the garage that opens out to the
north. The door will be added; the existing window on north face of garage will not be removed
or altered. All doors will also contain divided liter. (Manufacturer not specified.)
A new porch is also proposed, the dimensions of which are 5'x20' on the north of the addition
detailed above. Of that, 4' will be visible from Jacob Street, extending beyond the existing
garage. The roof of the proposed addition will extend over the porch and will be supported by (2)
12x12 square columns. (Figure 4) Extant concrete pad will be covered by the porch portion of
the addition which will also include a concrete step up to enter the home. The rise is not
sufficient to require a hand rail.
STANDARDS AND GUIDELINES:
Standards and guidelines most relevant to the application being considered appear in bold
italics.
III. NEW CONSTRUCTION
A. HEIGHT AND PROPORTION
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent
buildings in the
district. The building height shall be no greater than that of the tallest existing structure and no
less than that of the lowest existing structure of the same type in the same block. Facade

D. ENTRANCES, PORCHES AND STEPS
Most houses in the district have small open porches at the main entrance. Stoops and small patios
also are in evidence. Of those porches that have roofs, many have either hip or gable roofs or
are covered by the main roof of the house. Columned porticos, porches with broken pediments or
turrets, and other porch forms characteristic of the Period Revival styles are also found in the
district.
STAFF RECOMMENDATION:
Staff recommends approval. The proposed addition is compliant with the standards and
guidelines of the E. Wayne historic district. Existing materials and motifs will be replicated.
Moreover, only 4' of the new porch will be visible from Jacob Street on the north west corner of
the home. Of that 4', materials and details will be as required above: exterior materials used on
a new structure shall be compatible in scale, texture and color with adjacent
structures. Materials used on an addition to an existing structure shall relate to the existing or
original materials of that structure.
Staff also recommends inclusion of manufacturers details on such features as doors and windows
be included in the final (possibly amended) version of C of A 2009-0601B as voted on by the
Commission.

DESCRIPTION OF STRUCTURE/ SITE
Two story rectangular floor plan American Foursquare/Prairie style home built by Hammond and
Whitcomb in 1911 as a rental property. In 1920, the home was sold to Whitcomb and Keller who
continued to use it as a rental property. The house has a brick foundation, and is a wood frame
structure with wood clapboards and frieze. The roof is a medium pitch hip roof covered in
asphalt shingles.
The lot is irregularly shaped as shown in the aerial photograph and district map,(Figures 1 and 2)
and sits on an elevated site above the St. Joseph River.
ALTERATIONS:
The 1998 survey card lists the home as "unaltered" and there is no evidence to suggest otherwise.
C of A 2007-0604 was staff approved for the following: "repair cedar siding, rebuild wooden
screens and storms, repair front porch roof, scrape and paint porch surface, repair porch, replace
hand rails, extend gutters and downspouts; in kind repair and replacement of rear porch, replace
rotting basement windows with aluminum of same style."
APPLICATION ITEMS:
Replace badly damaged wire fence that surrounds backyard only with 6' cedar fence of very good
quality with two gates to make safe play area for child.
DESCRIPTION OF PROPOSED PROJECT:
Removal of damaged metal fence that runs along north and south property line, intersected at the
widest easterly line of the lot behind the home (Figure 3). Replacement with 6' high, dog eared,
cedar fence (Figure 4), twice coated with weather resistant stain, placed along the exact same line
as current. Please note that the manufacturer listed on Figure 3 is not necessarily that which the
contractor, J.D. Holm and Sons, will choose to install- but is provided as reference only to
illustrate the appearance of the fence.
STANDARDS AND GUIDELINES:

Those properties facing the river on Riverside Drive generally have sloping front lawns and flat
back yards. The majority of structures have been erected on a single lot. Many of the properties
include a garage located at the
rear of the property accessed from unpaved alleys running behind the property
The district has a compact layout. Large homes are constructed on small lots while smaller
homes,
such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard
areas
or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater
latitude will be allowed in the application of the adopted standards in the rear of the properties,
in order to accommodate the individual preferences of the property owners in the treatment of
these backyard areas.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which
reflect the properties' history and development shall be retained.
STAFF RECOMMENDATION:

DESCRIPTION OF STRUCTURE/ SITE: 1216 E. Wayne North is a two storey frame home
with a brick fagade and an irregular floor plan set on a matching brick foundation. There is a
gable roof with gable returns with cornice molding and an eyebrow dormer. The roofing is
asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1
double hung windows that have brick soldier course lintels and brick header course sills; some
with paneled wood shutters with a tree motif. The front entry has gable roof with round arch
under supported by brackets and smooth Doric columns; the front door is rounded with simple
wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric
columns.
ALTERATIONS: There is a rear one storey 8'x12' addition with a shed roof that was built in
1955. The brick is slightly different than that of the house. There appears to be some window
openings that were re -configured and bricked in. The survey card noted aluminum storm
windows and some replacement windows. The side porch is open and no longer has screens noted
in the August, 1986 survey card and were removed sometime after 1995. There are COAs (2004-
9) in file for in kind replacement and repair work to porch, in-kind window replacement, garage
roof and rear fencing.
APPLICATION ITEMS: Proposed Work (Architect: Bill Lamie) 1. The removal/demolition
of the 1955 addition to the rear of the house. (a) pictures attached. 2. On the rear of the house
the construction of a new one story 12'8" by 30'8" addition, it will almost span the width of the
read of the house. (Offset slightly on each end). The new construction will be brick with
casement windows and pilasters at the corners. The roof of the new construction will be flat in
appearance. A portico roof will cover the rear entry. (a). East Elevation attached, (b) south
elevation attached, (c) floor plan attached, (d) separate plans for portico roof over rear entry
attached. 3. Construction materials: (a) Brick/Mortar-nearest possible match to the original brick

window at the center of rear of the house will be shortened and replaced. (it is over the currently

with this window, (b) the light provided by this window is vital to the interior of the home, (c) if
it is necessary to replace it, the new, shorter window will be placed in the same area, it will have
the soldiered brick, etc.

the east side of the house. 2. These windows are not original to the house, probably 1955 with
remodel of kitchen. 3. The windows were not properly maintained by the previous owners and
were painted shut many times. 4. Casement windows with divided lights, will match the
windows in the new portion of the house -Marvin brand. _ -
DESCRIPTION OF PROPOSED PROJECT: The home owners wish to remove a 1955
addition and replace it with a new larger addition across the entire back of the house with portico
style porch entry. The proposed addition will use materials that match the original materials of
the house, i.e. brick, and incorporate features of the house, i.e. Doric columns, and the
neighborhood, i.e. modern casement windows in the new construction.
STANDARDS AND GUIDELINES: East Wavne Street:
III. NEW CONSTRUCTION
New construction includes any new building or structure constructed within the boundaries of the
historic district, or any new addition to an existing building. New construction should be designed
considering the appearance of the other buildings in the neighborhood.
A. HEIGHT AND PROPORTION
The majority of structures in the district are two stories high and are square, rectangular, or
irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions
are between a 1:1 and a 1:2 height -to -width ratio.
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent
buildings in the
district. The building height shall be no greater than that of the tallest existing structure and no
less than that of the lowest existing structure of the same type in the same block. Facade
proportions shall be established by permitting no structure with a facade wider or narrower than
those existing in the same block. Additions to existing buildings shall be related in height and
proportion to the existing structure.

Commissioner Riley raised the matter of a staff approved C of A for a roof in the
1300 block of E. Wayne St N. Several Commissioners commented that they
were concerned that a C of A was issued for work that is not in kind that will
result in a significant and highly visible change to a property in a local historic
district.
Commissioners also voiced concerns that the approval could antagonize other
home owners that had to go before the HPC, when this petitioner did not.

A discussion ensued on the specifics of this application and decision to staff
approve. An "emergency" situation for the petitioner was given as the reason for
the staff approval. Commissioner Riley lives across the street from the address in
question and reported that work had just began, meaning approximately 7-8
weeks had lapsed between the receipt of the application and the start of work.
The Commission charged Commissioner Zeiger (Chair) and the Legal Affairs
Committee to review C of A policies with respect to staff authority and
emergency procedures.

5. Legal Counsel
Counsel discussed the matter of Cushing Manor on West Washington St. as it relates
to the fagade easement held on that property, property lines, and other zoning
matters.
Counsel distributed a draft of a letter to be signed by President Klusczinski opposing
the re -zoning of a site that abuts the West North Shore LHD. Commissioners
reviewed the content, and made no changes. Counsel will complete the
correspondence for President Klusczinski's signature.
D. COMMITTEE REPORTS
President's Report
There are two CLG Training opportunities in the works... (1) With Lynn
Patrick's assistance, I am helping to put together a presentation on Lead Abatement and
Safety that could take place during a regularly scheduled HPC meeting. The speaker will
be Becky Carpenter of the Indiana Dept. of Environmental Management. The goal will
be to make it preservation -friendly. More information as we work through the planning.
(2) Next, and largely with the Assistance of State Representative, Ryan Dvorak, I have
been in contact with Heather Willis Neal, Indiana State Public Access Counselor on Open
Door Law. The Counselor has agreed to make a presentation on Open Door Law for
this agency. I appreciate the efforts of all persons involved; especially the Counselor for
making a personal visit to this community. HLFI is helping to promote the event to other
local Commissions. I will extend invitations to other local government officials not
directly affiliated.with preservation. We are fortunate to have the help of the Public
Access Counselor. I intend to make the most of it. The presentation will likely be a
lunchtime event in late July. Two dates, the 20th and 27th are being considered.
(3) There will be a House Unveiling in the Chapin Park Historic District on Saturday,
June 27th at 8:00am. All are invited to attend. Lots of volunteers are needed.
(4) It was brought to my attention that the newly installed point -of -interest kiosks in
downtown South Bend do not promote the Chapin Park Historic District as having both a
National Register and Local district status. It seems that Chapin Park was left out. I
promised several individuals that I would look into this and ask for corrections. I
appreciate the staffs help. Chapin Park is passionately engaged in all aspects of
community preservation, local history and cultural heritage. It is important for the City to
take advantage of that benefit.

The meeting was called to order at approximately 3:05 by President Klusczinski.
The Commissioners were asked to consider the color options presented by
Hebard and Hebard based on the paint analysis, copies of which were e-mailed
to the Commissioners. The analysis indicated that the oldest color was a dark
blue gray; but also under consideration were a dark bronze and a flat black
finish. Included in the discussion was the shade of limestone coating to be used
on the window surrounds and other cast concrete architectural features of the
school.
After a detailed discussion by all interested parties concerning color and window
profile, upon a motion by Todd Zeiger with a second by Lynn Patrick the
Commissioners voted unanimously to . approve the charcoal gray finish and
replacement windows by Grahm. Architectural Products subject to comparative
profile -drawing s of the proposed window replacement to the original window
by Hebard & Hebard via -e-mail befoneThursday, 25 June 2009.
The Commissioners then evaluated the color palate mix of the reproduction slate
with John Arndt and Ken Hebard. It was decided that Hebard & Hebard would
provide a mock up for Commission app ' roval based on the percentages of greens,
beige and brown, purple and red slates against a light to medium gray field
slates tentatively agreed upon by the HPC and Hebard and Hebard in a studied
random pattern.
The meeting adjourned at approximately 3:55.

EXTERIOR AREAS INVESTIGATED
1. Metal Windows
METHOD OF INVESTIGATION
Investigation was conducted by removing samples from different painted surfaces for on and off
site microscopic inspections. The instrument used was a binocular microscope with I0x to 100x
magnifications.
The location and number of samples collected was determined by the various architectural
details that may contain color changes within a decorative multi -color scheme. Extensive
samples were collected to obtain the cleanest and brightest samples possible to assure
representative sampling and color identification.
ESTABLISHING A PAINT CHRONOLOGY
The chronology consists of a sequence of paint layers listed by ge neral color names, including
any physical characteristics that distinguish that layer from another. The chronology is not of a
single sample but represents the paint sequence of one surface, as compiled from two or more
samples from that surface. The chronology may include the point at which any additions or
alterations were made to the object being investigated.
The chronology is arranged horizontally for the purpose of correlating different details of the
object being investigated. The left-hand numerical column represents the layer count for each
object. A numerical listing represents a single paint layer or a compound paint treatment. I f a
paint treatment consists of more than one application process (layers), each is listed by the same
number plus a letter; i.e. 1 a. for a prime coat, 1 b. for a base coat and 1 c. for a finish coat.
In the paint chronology, color names (grayish -brown, yellow-brown, light brown etc.) are
general terms used only to distinguish differences between adjacent paint layers within the layer
sequence while being viewed under magnification. These are not accurate color identifications.

IDENTIFICATION OF PAINT COLORS
Not all paint layers listed in a general chronology are identified beyond a general color name.
Color identification by Munsell notation was limited to paint layers representing the fust
-- decorative -treatment. -
The identified paint layers were prepared under the microscope by removing subsequent paint
layers and visible surface deterioration with asurgeon scalpel. The paint samples were exposed
to ultraviolet light for a limited period to reverse any darkening due to being over -painted. Oil
based coatings have a tendency to darken and yellow when not exposed to daylight for extended
periods.
Color identification was done under natural daylight and controlled color corrected artificial
light' and visually matching samples to the Munsell Color System=. Identified colors are named
according to the National Bureau of Standards, Color, Universal Language and Dictionary of
Color Names, U.S. Dept. of Commerce, NBS Publication 440.
The Munsell Color System consists of 1600 different colors of opaque pigmented films on cast -
coated paper. Munsell Color System identifies color numerically, in terms of three attributes:
Hue (color), Value (dark 2 to light 9) and Chroma (gray 1 to bright 14).

Artificial light sources are used to help identify metamerism and to aid in refining color
matching paint samples to color system chips. The artificial light sources consist of quartz
halogen, fiber optic illuminators with blue -daylight filters.

SUMMARY
About 22 paint samples were taken from various locations that represent the original building's
construction date of 1930 and the subsequent addition dates of 1947_ and 1952. The results in
this report are based on evidence found by site investigation, studio and lab analysis. In addition
to the microscopic investigation, a UV light was used to help determine the paint layer
chronology of the windows. The sampling was concentrated on areas that have the most layers
of paint and are generally protected from the elements of weather. The conditions of the finishes
were about the same throughout the areas. The majority of the surfaces are showing signs of
severe cracking and deterioration.
The severe cracking can be attributed to the excessive build-up of paint layers that have been
applied throughout the years. The thick buildup of oil paint continues to oxidiz a and cross-link
over time, resulting in gradual shrinkage of the surface finishes.
In addition, as time goes by, the early paint finishes lose their elasticity. When newer coatings
are applied, there is a difference in the expansion and contraction characteristics between the old
and new. Since the newer paint layers are usually stronger than the binders in the older paint
layers, the expansion and contraction of the surfaces can eventuall y pull the layers of paint apart
over time. If a new paint coating is applied directly over the cracking paint, it may also fail to
adhere to the unstable finishes and deteriorated substrates. In this situation, it is highly advisable
for a thorough restoration of the surfaces in question.
On most of the samples, the substrates and early coatings showed signs of deterioration . Many
samples showed deterioration below the original and subsequent layers. However, a limited
chronology of the windows was established and the original historical finishes were determined.
The original 1930 color scheme used on the windows was a dark blue -gray. The chronology of
the paint layers indicate the gray color scheme was used for at least three decorative periods.
The chronology for the 1947 & 1952 periods correlate with the original 1930 period and prove
that the gray color scheme was used at least to the 1952 period. After the 1952 gray period, the
color scheme was changed to a dark brown. According to the evidence discovered and analyzed,
the interpretation of the original 1930 decorative scheme of the exterior metal windows is as
follows:
• Metal Windows: All metal surfaces were originally painted a dark blue -gray in an
oil-based medium.
• The coatings appear to have been a gloss finish.
• A color match for the original color is Benjamin Moore: #2127-30, Gravel Gray.

RECOMMENDATIONS FOR CORRECT COLOR MATCHING
1. Use the paint manufactures that are specified.
Every paint manufacturer has proprietary color mixing systems. One color from one
manufacture may or may not be accurately reproduced from another paint manufacturer's
color system.
2. Give the painting contractor the color name and reference numbers and have the contractor
submit draw -downs of the colors for approval.
3. Visually check to see if the draw -downs match the samples provided with the report.
It is important to use draw -downs because a color reference from one fan deck or color card
may not necessarily match the same color reference from another. Color samples can be
made from different batch lots and different batch lots can have variations in their color
samples. In addition, it is important to check the colors outside under natural daylight. This
will insure the proper lighting conditions.
4. If the draw -downs do not match, ask for corrections and re -submittal of new draw -downs.
5. If no changes are needed, approve the draw -downs and request that a site sample be
prepared.
The sample should be done in-situ on the substrate it is intended to be on and checked under
daylight conditions. The size should be a minimum of 12" x 12" This is the final
checkpoint to determine the accuracy of the color match.
6. When the colors are approved, request the paint formulation for future reference and use.

The meeting was called to order at approximately 3:05 by President Klusczinski.
The Commissioners were asked to consider the color options presented by
Hebard and Hebard based on the paint analysis, co6f ,,,h;,1, Virk-_LC %:-11LCt!1CL4—
The analysis indicated that the oldest color was a dark
blue gray, but also under consideration were a dark bronze and a flat black
finish. Included in the discussion was the shade of limestone coating to be used
on the window surrounds and other cast concrete architectural features -of the
school.
After a detailed discussion by all interested parties concerning color and window
profile, upon a motion by Todd Zeiger.with a second by Lynn Patrick the
Commissioners voted unanimously to approve the charcoal gray finish and
replacement windows by Grahm Architectural Products subject to comparative
profile .drawings .of the proposed window rep lacement to the original window
by Hebard & Hebard via e-mail before Thursday, 25 June 2009.
The Commissioners then evaluated the color palate mix of the reproduction slate
with John Arndt and Ken Hebard. It was decided that Hebard & Hebard would
provide a mock up for Commission approval based on the percentages of greens,
beige and brown, purple and red slates against a light . to medium gray field
slates tentatively agreed upon by the HPC and Hebard and Hebard in a studied
random pattern.
