DESCRIPTION OF STRUCTURE/ SITE
Two story, rectangular floor plan, brick American Foursquare home also on a brick foundation
built by Whitcomb and Keller in 1927.. The home also has a hip roof covered in asphalt shingles
and an enclosed porch with single pane windows.
ALTERATIONS:
Our survey card, completed in 1997, notes that alterations include aluminum storm doors and
windows- and the card goes on to describe the home as "Altered: Minor".
APPLICATION ITEMS:
From the C of A application: "Sign Repair".
From the contractors information submitted with the C of A application:
1. Reset heaved foundation concrete
2. Straighten bent/damaged section of pole (lower)
3. Fabricate new non -illuminated panel with raised lettering
4. Fabricate new ornamental figure
5. Fabricate new cross bracing with banner mounting provisions
6. Paint repairs and remaining sign structure
7. Create different seasonal banners
DESCRIPTION OF PROPOSED PROJECT:
Project will straighten, repair and paint an existing sign pole on the property. An ornamental
comer/bracket feature will be fabricated for the top of the pole, as well as a non -illuminated panel
that reads; "Historic Edgewater". Below that, a seasonally inspired decorative banner will be
hung on newly added cross bracing. The banners will be made of vinyl and attached to the cross
braces with a grommet/zip tie system.
STANDARDS AND GUIDELINES:
Edgewater Place is a Rehabilitation District
(b2) Rehabilitation
Maintaining the existing character of the District, and whenever possible returning it
to its original condition. Any rehabilitation would not require the removal of all original
materials but would encourage the removal of all such materials which are incompatible with the
defined elements of preservation for the District. The design of new construction or alteration
would not require the duplication of the original
design and construction, but should be compatible with the existing structures and the District's
defined elements of preservation. The use of original materials or construction techniques would
be encouraged, but contemporary methods and materials would be acceptable when compatible.'
A. THE DISTRICT ENVIRONMENT
Required
Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches,
walkways,
streets, alleys and building setbacks shall be retained. New plant materials, fencing, walkways,
street lights, signs, and benches shall be compatible with the character of the neighborhood in
size,
scale, material and color. The riverfront character of the district shall be retained.
Prohibited
Existing relationships of buildings and their environments shall not be destroyed through
widening
existing streets, changing paving material, or by introducing inappropriately located new streets
or parking lots incompatible with the character of the neighborhood. Signs, streetlights, benches,
new plant materials, fencing, walkways, and paving materials which are out of scale or
inappropriate to the neighborhood may not be used. The erection of high walls or barriers which
would alter the relationship of the houses and the river is prohibited. In erosion control efforts to
preserve the riverbank, poured concrete, concrete slabs, concrete building blocks or other
unsightly material shall not be used. The introduction of heavy trucks or similar vehicles in the
District,
with the exception of Lincolnway, shall be prohibited.
B. BUILDING SITE, LANDSCAPING, AND ACCESSORIES
Required
Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the
properties' history and development shall be retained.
STAFF RECOMMENDATION:
Staff recommends approval of a project to improve this highly visible and significantly
deteriorated feature of the corner of LWE and Arch Avenue.
There are elements of the proposed sign however, that are disharmonious with the character of the
neighborhood. The Victorianesque bracket at the top of the proposed sign does not reflect or
represent the most prevalent architectural designs of the neighborhood. The majority of homes in
this District are American Foursquare, Gabelled Ell, Craftsman, Prairie and Bungalow; all of
which display very linear design features with almost the complete absence of gingerbread or fret
work as this bracket suggests. As a reminder, the guidelines stipulate:
New plant materials, fencing, walkways, street lights, signs, and benches shall be compatible
with the character of the neighborhood in size, scale, material and color.
Additional staff comment is provided in a letter dated June 5, 2009 and addressed to Joel Klug,
St. Joseph County Area Plan Commission. (Provided in hard copy)
There was a discussion concerning the stylist elements and height of sign as well as the repair
or replacement of sign and the desire of the property owner to keep the "grandfathered
status" of the sign in front of the property zoned as multi -use. Inge Gladieux and Cyd
DeNardi Maravolo spoke against the change in the height of the sign which they perceived as
being reduced from 18 to 8 feet and that having a sign stating Historic Edgewater is
inappropriate in front of a rental property currently used as apartments and not as a business.
It was determined that the sign's height was actually being reduced to 18 feet.
On a motion by Todd Zeiger in the form of the simplified bracket that was presented by the
applicant with a second by Jerry Niezgodski the Commissioners voted 4-0 to approve COA
2009-0615.

The meeting was called to order at approximately 12:05 by President Klusczinski.
The purpose of the meeting was in response to County Council letter dated July
1St, 2009. The letter was a general request to all County departments asking for
2010 reductions over current budget allowances at 5,10,15 and 20 percent levels.
In arriving at county budgetary reductions, decisions are to be weighed against
the department's ability to satisfy both its legislative mandates and its secondary
functions.
The statutory obligations of the HPC are vast, extending anywhere from
community education initiatives, to COA processing, budget management, local
historic sites and structures inspection, identification and research and finally as
a local agent for National Register nominations., The HPC is required to
administer the "Historic Sites and Structures Survey" for both the county and the
city. Staff members perform all of the work mentioned. At the present time the
HPC staff compliment is a full-time Executive Director, a part-time Deputy
Director and a part-time contractor (Preservation Specialist).
Consensus of the Board and Executive Director was that initial reductions will be
proposed in various 20000 and 30000 accounts with the largest cut in the
contractual services category. That would comply with 5 and 10 percent
reductions. Beyond that, however, salaries and wages for remaining staff would
be affected.
The HPC (as a Certified Local Government) is the local agency charged with
environmental 106 Reviews — for projects that utilize federal or state funding and
impact historic properties — either directly or indirectly. While it is not an
obligation that the HPC performs this duty, it is important to note that the loss of
this service would likely create significant project delays for both St. Joseph
County and the City of South Bend. And while hired consultants could perform
mandatory 106 Reviews, the cost would likely be much higher (estimated at a 1.5
to 2.0 increase).
The HPC has jurisdiction over approximately 2,500 sites and structures within St.
Joseph County and South Bend. Most of those properties are located within nine
(9) local historic districts. Board members asked the Executive Director to
compile a binder listing those properties and that the information be submitted
to County officials. In addition, the board believed that greater emphasis be
placed on the hidden cost/time savings for federal 106 review processing.

B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures.
Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as
well as clay tiles.. Residences in most cases have wood fascias with gutters and downspouts. The
facias of some vinyl or metal sided houses are covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the
roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets,
chimneys, cresting and weather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made r
to retain materials such as slate, tile, and other unique materials not commonly found in new construction.

Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as
possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary
adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The
roof shall not be stripped of architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl
siding to a building.
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and
brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of
wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the
original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing
frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used.
When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New
window and door openings which would alter the scale and proportion of the building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that require removal
of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from
the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the repairs, the installation of the soffit
vents and the replacement side door and storm door system.

6. Clean up and remove all debris from site.
7. Secure necessary permits.
Please Note: This work must be presented to the Historical Preservation Committee for

out an application for changing of material to be used on the overhangs.

Scope of Work: Contractor shall furnish all labor and material necessary to comply with this
contract, including the attached specifications and the designated plans, if required. The
foregoing documents, together with any other documents specifically identified in the paragraphs
below shall be referred to collectively as the contract documents, and shall constitute the entire
agreement between the parties.
Assurance of Financing: Buyer represents and warrants to contractor that it now has or will
have within thirty (30) days from the date of this contract cash on hand, or a firm commitment
for a mortgage loan, in an amount sufficient to pay the entire purchase price and all of buyer's
other obligations under this contract, and that it will furnish written evidence thereof to the
contractor. In the absence of such written evidence, contractor shall have a discretion to delay
construction or cancel this contract and refund the down payment. - Buyer hereby authorizes it's
mortgage lender to make payments directly to contractor.
Payment of Purchase Price: Buyer agrees to pay contractor the balance of the purchase price
and all other monies due under this contract under substantial completion of the work. The
making of final payment by buyer shall constitute a waiver of all claims by buyer against
contractor, except only those arising from unsettled liens, or agreed punch list items.
Changes: Changes in the contract documents are to be made only by written change orders,
signed by buyer and approved by contractor. The cost of any changes shall be added to or
subtracted from the purchase price as appropriate.
Allowances: Dollar amounts designated as allowances are understood to be the contractor's
estimate of the cost of the items indicated. If the contractor's actual cost exceeds the
allowance, the amount of the excess shall be added to the purchase price. If the contractor's
actual cost is less than the allowance, the difference shall be deducted from the purchase price.
Exclusive Warranty: Contractor warrants all materials and workmanship for a period of (1) year
from the date of closing. Contractor's obligation shall be limited to repair or replacement, in
contractor's discretion, of the defect or complaint. This is the sole and exclusive warranty given
by the contractor.
Permits: Contractor will furnish any applicable building permits and health permits.
Insurance: Contractor will provide Builder's Liability Insurance, Builder's Risk Insurance, and
Workman's Compensation Insurance for it's employees, and any other insurance required by
law.

DESCRIPTION OF STRUCTURE/ SITE
The Rosencrans House is a 2.5 story Colonial Revival house of a rectangular plan. The foundation is brick, and the
facades are wood shingles with corner boards, wide frieze boards and comer blocks. The gabled roof is covered
with asphalt shingles, and a pedimented entry portico leads into the house. Windows are 6 over 1 double hung
wood flame windows, and a tall round arched window tops the entry.
ALTERATIONS:
The survey card on this property, last updated in 1998, lists aluminum storm windows as the only visible alteration.
The card categorizes the house as "Altered: Minor".
APPLICATION ITEMS:
Replace tin roof on porch with rubber membrane. In kind replacement of damaged soffit and fascia and ornamental
railing on east porch.
DESCRIPTION OF PROPOSED PROJECT:
Applicant wishes to remove tin roof of the east porch of the house. The tin will be replaced by a rubber membrane.
(Manufacturer information not provided.) Repair/replacement of water damaged to the soffit and fascia will be
made with in-kind materials (wood) and repainted (Ex 1, 1:2). The ornamental railing (Ex 2) above will also be
replaced in-kind in the same pattern and painted as well.
STANDARDS AND GUIDELINES:
Riverside Drive is a Rehabilitation District:
(b2) Rehabilitation
Maintaining the existing character of the district, and whenever possible returning it to its original condition. Any
rehabilitation would not require the removal of all non -original materials but would encourage the removal of all
such materials which are incompatible with the defined elements of preservation for the district. The design of new
construction or alteration would not require the duplication of the original design and construction, but should be
compatible with the existing structures and the district's defined elements of preservation. The use of original
materials or construction techniques would be encouraged, but contemporary methods and materials would be
acceptable when compatible.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented
through repair, cleaning and painting. The existing or original architectural detail around windows, porches,
doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated
beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when
necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation
of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture
compatible in composition, color and texture shall be used.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare
by adding architectural features or large unsightly f fixtures, or by using materials inappropriate to the
style of the house. The roof shall not be stripped of architectural features important to its character.
Required
Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and
roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated
beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's
historical integrity, shall be retained.
STAFF RECOMMENDATION:
Staff recommends approval. The change in roofing material will not be visible from the street, nor will it alter the
essential character of the roof as is prohibited by the citation above. Rehabilitation guidelines state that duplication
of the original design and construction is not required, and that contemporary methods and materials would be
acceptable when compatible. The rubber membrane will better project the porch and associated features from
future damage and thus should be considered compatible. Repairs and replacement of the wooden architectural
features will be made in kind and thereby conform to the cited standards and guidelines as well.

DESCRIPTION OF STRUCTURE/ SITE: The house at 1733 E. Wayne is a 2 storey frame
construction with a large front shed dormer set on a rectangular floor plan situated on a corner lot. It has a
gambrel roof with asphalt shingles and has molded trim on the rake board. The windows are 6/6 double
hung. The entry is a single gable canopy with open arch under, entablature and cornice details, supported
by square box columns with lattice work and a brick stoop.
ALTERATIONS: The garage 18 x 20 was built in 1949. Replacement siding (aluminum) was noted on
the 1987 survey card also as Altered, Major. The open porch on the north east corner of the house was
enclosed in 1995 (COA#1995-1130); a 700 square foot addition was added to the north side of the house
in 2000 (COA# 2000-0821). The two center windows on the second storey above the entry's gable are
replacement windows. There are aluminum storm windows on the front windows. The louvered shutters
noted on the 1987 survey card are no longer there.
APPLICATION ITEMS: Replace 2 downstairs and 2 upstairs windows with more energy-efficient
windows as close to the original construction as possible. All four windows face Wayne Street.
DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely replace the four
front windows with Pella Architect Double Hung 6/6. These windows are aluminum clad pine with
insulated low E Standard glass.
STANDARDS AND GUIDELINES: East Wavne Street:

Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and
brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of
wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the
original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing
frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used.
When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New
window and door openings which would alter the scale and proportion of the building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that require removal
of the original windows and doors shall not be installed.-

Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from
the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff has met with the homeowners on site concerning this project. It
is the Staff s opinion that the original windows can be repaired and restored as they are not deteriorated
beyond repair. The homeowners' preference is to install new.

DESCRIPTION OF STRUCTURE/ SITE
The Gelz House is a rectangular plan Free Classic style home built in 1896 on Lot 35 of Chapin Place. The wide
aluminum siding has recently been removed to expose the original clapboard siding, and the shadow of a belt
course dividing the first and second floors on the exterior. Windows are 1 over 1 double hung. A projecting cornice
line sits just below the asphalt shingled roof. A front and side porch are covered by hip roofs on gabled wood
supports, also shingled with asphalt shingles. The home was modified in 1942 into four apartments, and the above
mentioned front porch was added in 1951, replacing a much more elaborate original porch.
ALTERATIONS:
Circa 1951 the original front porch (Ex 1) was replaced with the existing front porch. When aluminum sided, the
belt course was removed to more uniformly apply the siding. The date of the siding application is unknown. An
addition was made to the back of the house, date unknown, but possibly when modified into apartments in 1942.
Our survey card, created in 2005, lists the home simply as "Altered".
APPLICATION ITEMS:
Repair and replacement of original siding, see attached. Further information provided in hard copy from applicant
and summarized in "description of proposed project".
DESCRIPTION OF PROPOSED PROJECT:
A recent unveiling revealed original features, and the shadow of original features previously concealed under the
aluminum siding. The applicant is seeking to restore the original exterior appearance of the house, save rebuilding
the original porch (Ex 1). The restoration includes the replacement of the three dimensional belt course that
delineates the first and second floors. This will be constructed of wood as was the original. (Though the applicant
checked "Replacement- not in-kind" a phone call to the applicant confirmed what is written the extended
information about the project that "All exterior work is to be done with wood clapboard and wood shingles to
match the original." — AHM) This feature is marginally visible in the historic photograph (Ex 1), but there is a
portion on the back of the home that was never removed. This will serve as the model for the replacement. The
sills on the recently exposed gable vents will be replaced with in kind materials and any other rotted clap boards
will be replaced in kind. Any shingles that need to be replaced, particularly on the south gable of the home will be -
replaced with in kind materials. The project will also return clapboards to match the originals to the bottom of two
previously altered windows on the north side of the property. A solid panel was added to alter the original window
openings when smaller windows were installed. (Ex 2) This was not visible until the unveiling. Returning the
window openings to the original size is impractical due to the installation of a kitchen counter at the shorter height.
Wooden clapboards, equal to the dimension of the originals, will replace the extant solid panels.
STANDARDS AND GUIDELINES:
Chapin Park is a Rehabilitation District:
(b2) Rehabilitation
Maintaining the existing character of the district, and whenever possible returning it to its original condition. Any
rehabilitation would not require the removal of all non -original materials but would encourage the removal of all
such materials which are incompatible with the defined elements of preservation for the district. The design of new
construction or alteration would not require the duplication of the original design and construction, but should be
compatible with the existing structures and the district's defined elements of preservation. The use of original
materials or construction techniques would be encouraged, but contemporary methods and materials would be
acceptable when compatible.
And Restoration is "Encouraged":
(b I) Restoration
Maintaining the original or unimpaired character of the district as it was at the time of construction. Any restoration
done must return the structure to its original state. Authenticity of a restoration would require the removal of
incompatible exterior elements and the replacement of all damaged or deteriorated elements with replicas of
the same design and materials. New construction shall conform to the guidelines for defined elements of
preservation regarding height, proportion and building materials. A Certificate of Appropriateness (CoA) applicant
shall be responsible for documenting the authenticity of the proposed work to the satisfaction of the commission.
Required
Original exterior building materials shall be retained when possible. Deterioration of wood materials
shall be prevented through repair., cleaning, and painting. The existing architectural detail around windows,
porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when
deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, tuck pointed,
repaired and properly cleaned when necessary. Masonry and stucco shall be cleaned only when necessary to halt
deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e.
low pressure water and soft, natural bristle brushes. When repairing stucco, stucco mixture shall be used.
Recommended
Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used
when it is the only feasible alternative to maintaining or replacing the original surface material. When used over
wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to
retain the original trim around windows, doors, cornices, gables, eaves, and other architectural features. Ample
ventilation must be afforded the structure when aluminum or vinyl siding has been installed, in order to prevent
increased deterioration of the structure from moisture or insects.
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the
original.
STAFF RECOMMENDATION:
Staff recommends approval. This project meets the preservation guidelines as described for a "Rehabilitation"
District and further meets the guidelines of the encouraged "Restoration" district. The proposed work also meets
the standards cited above. Non -original, incompatible elements have been removed and in-kind repair or
replacement is planned for the architectural features revealed upon the removal of the aluminum siding.

Description of Work:
847 Forest Avenue is a wood frame single family home in Chapin Park.
The two layers of non -original siding that obscured its original exterior were
removed on June 27, 2009. I would like to restore the original exterior.
This restoration will include the reinstallation of the small hip bell -curve that
decorated or marked the juncture between the first and second floor. The face of
the flared bell -curve hip will be built to match the dimensions of the existing crown
molding seen at the back of the house where the original was never removed.
The sills will be replaced on the gable vents and all rotten boards will be replaced.
In addition, anywhere shingles need to be replaced including where the gable meets
the roof on the south side of the house, shingles of the correct proportions and
materials will be used in the replacement.
The restoration will also include the shortening of two old window frames on the
north side of the house and the reconstruction of these frames to fit the existing
windows. At one point in the past the original window frames were altered to fit
new windows in the room that has become the kitchen. Because of the elevation of
the counter top the exterior windows were then made shorter at that time. Thus,
today the replacement windows are about a third shorter than the original frame
which still exists on the exterior. My proposed amendment is designed to mask the
insertion of the shorter windows which must continue to exist at their present size
because the kitchen counter top is still in place behind them in the interior.

The Rosencrans House is a 2.5 story Colonial Revival house of a rectangular plan. The foundation is brick, and the
facades are wood shingles with corner boards, wide frieze boards and corner blocks. The gabled roof is covered
with asphalt shingles, and a pedimented entry portico leads into the house. Windows are 6 over 1 double hung
wood frame windows, and a tall round arched window tops the entry.
ALTERATIONS:
The survey card on this property, last updated in 1998, lists aluminum storm windows as the only visible alteration.
The card categorizes the house as "Altered: Minor".
APPLICATION ITEMS:
Replace tin roof on porch with rubber membrane. In kind replacement of damaged soffit and fascia and ornamental
railing on east porch.
DESCRIPTION OF PROPOSED PROJECT:
Applicant wishes to remove tin roof of the east porch of the house. The tin will be replaced by a rubber membrane.
(Manufacturer information not provided.) Repair/replacement of water damaged to the soffit and fascia will be
made with in-kind materials (wood) and repainted (Ex 1, 1:2). The ornamental railing (Ex 2) above will also be
replaced in-kind in the same pattern and painted as well.

roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated
beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's
historical integrity, shall be retained.
STAFF RECOMMENDATION:
Staff recommends approval. The change in roofing material will not be visible from the street, nor will it alter the
essential character of the roof as is prohibited by the citation above. Rehabilitation guidelines state that duplication
of the original design and construction is not required, and that contemporary methods and materials would be
acceptable when compatible. The rubber membrane will better project the porch and associated features from
future damage and thus should be considered compatible. Repairs and replacement of the wooden architectural
features will be made in kind and thereby conform to the cited standards and guidelines as well.

DESCRIPTION OF STRUCTURE/ SITE: 1704 E. Wayne is a two storey frame home with a brick
faeade on the first storey and vinyl "clapboard". siding on the second storey and the remaining three sides
of the house.. The house has a rectangular plan. The gable roof is covered with asphalt shingles and
simple raking trim. The first storey has a large front picture window with double 4 light casements in
wood frames with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side
brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a
concrete stoop. There is one storey gable roof side wing. There is a detached garage with siding and a
gable roof with asphalt shingles...
ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding
on the three sides of the house and second storey on the front of the house as well as the vinyl wrapping
of all of the windows have been added.
APPLICATION ITEMS: 15 solid vinyl replacement windows (15 openings). We are not modifying.
any openings. Large picture is NOT included. • The grids/muntins will be colonial style, nothing matches
our current pattern nor can we get anything to match per contractor. The goal of the project -is to: 1.
Increase the individual 5 sq ft opening of the windows (Fire Hazard for the second floor). The windows
are not easy to open, the storms and screens are held into place by 4 screws that require pliers and a
screwdriver to remove. The steel bar in the middle of the window doesn't allow for a larger person to exit
quickly. 2. Reduce mold, mildew and moisture on the window pane, sill, jamb and head surrounding
interior walls. 3. Insulate windows to increase energy savings and lower heating and cooling bills. 4.
Not modify current window openings. 5. Make an Eco -Friendly choice with a vinyl product. Because
vinyl never needs to be painted, it helps eliminate paint, stain and other maintenance -related products
form entering the waste stream or releasing volatile organic compounds into the atmosphere. Also, vinyl
resin is derived largely from common salt- a sustainable and abundant natural resource. Source: "A Clear

DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely replace all of the
metal casement windows in the home with solid vinyl double hung windows from Richards Building
Supply Company to approximate the muntin pattern of the original windows. Insulate the jambs, install 13
new double hung window units, install 1 new pre mulled combination DH -P -DA Window Unit to be 25-
50-25; Install l new twin, premulled double hung window unit; all new window units to have colonial
muntins, both lights, excluding only picture window units; install new wood blind stops to inside; re -wrap
all outside casings and sills with new aluminum. The proposed windows will have flat muntins between
the panes of glass.
STANDARDS AND GUIDELINES: East Wavne Street:

brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of
wood or aluminum.

When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings
are used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New
window and door openings which would alter the scale and proportion of the building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that require removal
of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from
the existing character or appearance of the building.
STAFF RECOMMENDATION: The casement steel windows have clearly deteriorated on the interior.
The Preservation Specialist 'feels that the casements windows could be re -conditioned and fitted with
invisible interior storms. Staff does not recommend approval of the application as presented. Staff has
reservations concerning the proposed replacement option because it does not replicate the original
windows. The RBS supplier has stated that any muntin and mullion pattern can be reproduced. Staff
recommends that the homeowner investigate this option with RBS.

Casement windows adapted the English tra-

leaded cames for residential use. Rolled steel

June 16 Historic Preservation and Northern Indiana Center For History
sponsored and hosted Robert Nevel's Lecture " A Synagogue Speaks" concerning the
architectural style of the Sons of Israel Synagogue at the NICH. The event was very
attended by over 60 people.
June 18 - BSSB Executive Committee meeting at 9:00.
June 19 Delivered HPC District Brochures to Chamber of Commerce. Meeting
with Gene Bamber concerning addition to home next door in the East Wayne LHD.
June 22 SJC Department Head meeting on various forms of Harassment
presented by HR and Perspectives. 3:30 Committee meeting for the Common Council
introducing ordinances for two landmarks. 7:00 Common Council presentation for the
Ordinances creating local landmarks at 305 S. Eddy and 113 South Laurel.
June 23 9:00 Botanical Society and the Parks Department meeting concerning the
Conservatories. 3:00 meeting with Hebard and Hebard at Monroe School concerning
the coloring and window treatment.
June 24 drafts of monthly meeting to Mayor and City Clerk. 106 Reviews.
June 26 Participated in Golf Outing for SJC Commissioner, Dave Thomas.

restore/repair the doors on Jefferson School's w est fagade.
July 3 On sight inspection of Jefferson School Doors. Met with Superintendent
James Kapsa concerning proposed work on the doors and also the installation of a
plaque on the wall of school's south side flower garden commemorating Maurice
Tulchinski. The plaque must be installed with the screws affixed to the mortar and not
the bricks.
July 6 Meeting with Chuck Bulot and James Markle concerning the solid vinyl
fence in the lot next to JMS Building that the Day Care received a variance. The fence is
to be not connected to the building and the lot is not part of the JMS land -marking.
Processed COA applications. Reviewed data for Budget 2010.
July 7 Met with Robert Odynski of Foegley Landscape, Inc at the Potawatomi
Conservatories to lay out scope of work to be performed. 2010 Budget Preparation.

DESCRIPTION OF STRUCTURE/ SITE:
This residence was built in 1966 for Emil and Virginia Havel. It is a two storey frame
construction with a flat rusticated stone fagade on an irregular plan with a low gable roof covered
with asphalt shingles. -There is a flat rusticated stone chimney. A one storey front flat roof section
extends out to cover open porch supported by simple wood box columns over a concrete slab.
The windows are large single pane. There is a two car garage with board and batten siding and
asphalt shingled roof attached to the rear of house by a one storey gable roof connector.
ALTERATIONS:
The gable connector to the garage was noted as an addition on the 1986 survey card. The roof on
the house and garage was replaced in 2006 (COA#2006 1214A); the storm doors on the front of
the house are replacements COA#2007-0517; the roof on the porch and breeze way were replaced
along with repairs to the moulding, soffit, gutters and fascia board COA# 2008-0917.
APPLICATION ITEMS:
See attached; plus replacement of side entry door and addition of screen and storm door to side
entry door. (side entry door is not visible from street. Pictures of doors attached. Per Attached:
Fascia and Soffit Replacement: 1.Remove and save all gutters from home. Re -install upon
completion of fascia and soffit work. 2. Cut a 6' opening in existing plywood soffits to allow air
flow to attic. This to be done to all eave sides. 3. Install aluminum triple 4" white center vent
soffit and custom bent fascias to entire home. Color to be white.4. Install custom bent capping to
front porch beam. 5. Replace rusted gutter on rear of garage. 6. Cleanup and remove all debris
from site. 7. Secure necessary permits.
DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the side
entry door with a metal clad 6 panel solid door and replace a storm door with a self -storing
Courtyard aluminum storm door. There is also the proposed installation of the aluminum soffit
vest and the capping of the porch beam. The rest of the proposed work is the repair or in-kind
replacement of gutters.
STANDARDS AND GUIDELINES: East Wayne Street:
B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures.
Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles,
as well as clay tiles.. Residences in most cases have wood fascias with gutters and downspouts.
The facia of some vinyl or metal sided houses are covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which
give the roof its essential character shall be retained, including dormer windows, cupolas,
cornices, brackets, chimneys, cresting and weather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort
should be made to retain materials such as slate, tile, and other unique materials not commonly
found in new construction. Roof covering which is deteriorated beyond repair should be replaced
with new material that matches as closely as possible the original in composition, size, shape,
color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent
deterioration of the structure; they should be maintained whenever possible or replaced with a
style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the
thoroughfare by adding architectural features or large unsightly fixtures, or by using materials
inappropriate to the style of the house. The roof shall not be stripped of architectural features
important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding
metal or vinyl siding to a building.
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures,
stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been
covered. Storm windows are of wood or aluminum.

Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative
glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced
with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should
not damage existing frames. If new sashes or doors are installed, the existing or original
materials, design, and hardware should be used. When metal storm doors are used, they should be
painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re-
used in place. New window and door openings which would alter the scale and proportion of the
building shall not be introduced.
Inappropriate new window and door features such as aluminum insulating glass combinations that
require removal of the original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they
would detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the repairs, the installation of
the soffit vents and the replacement side door and storm door system.

DESCRIPTION OF STRUCTURE/ SITE
The Rosencrans House is a 2.5 story Colonial Revival house of a rectangular plan. The
foundation is brick, and the facades are wood shingles with corner boards, wide frieze boards and
corner blocks. The gabled roof is covered with asphalt shingles, and a pedimented entry portico
leads into the house. Windows are 6 over 1 double hung wood frame windows, and a tall round
arched window tops the. entry.
ALTERATIONS:
The survey card on this property, last updated in 1998, lists aluminum storm windows as the only
visible alteration. The card categorizes the house as "Altered: Minor".

APPLICATION ITEMS:
Replace tin roof on porch with rubber membrane. In kind replacement of damaged soffit and

DESCRIPTION OF PROPOSED PROJECT:
Applicant wishes to remove tin roof of the east porch of the house. The tin will be replaced by a
rubber membrane. (Manufacturer information not provided.) Repair/replacement of water
damaged to the soffit and fascia will be made with in-kind materials (wood) and repainted (Ex 1,
1:2). The ornamental railing (Ex 2) above will also be replaced in-kind in the same pattern and
painted as well.
STANDARDS AND GUIDELINES:

Maintaining the existing character of the district, and whenever possible returning it to its original
condition. Any rehabilitation would not require the removal of all non -original materials but
would encourage the removal of all such materials which are incompatible with the defined
elements of preservation for the district. The design of new construction or alteration would not
require the duplication of the original design and construction, but should be compatible with the
existing structures and the district's defined elements of preservation. The use of original
materials or construction techniques would be encouraged, but contemporary methods and
materials would be acceptable when compatible.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be
prevented through repair, cleaning and painting. The existing or original architectural detail
around windows, porches, doors and eaves should be retained or replaced by replicas of the
same design and materials when deteriorated beyond repair. Masonry including brick,
limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt
deterioration or to remove stains, and shall be done with a method acceptable for the preservation
of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco,
stucco mixture compatible in composition, color and texture shall be used.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the
thoroughfare by adding architectural features or large unsightly fixtures, or by using materials
inappropriate to the style of the house. The roof shall not be stripped of architectural features
important to its character.
Required
Existing or original porches, stoops, patios and steps, including handrails, balusters, columns,
brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design
and materials when deteriorated beyond repair. Porches and additions reflecting later
architectural styles and which are important to the building's historical integrity, shall be retained.
STAFF RECOMMENDATION:
Staff recommends approval. The change in roofing material will not be visible from the street,
nor will it alter the essential character of the roof as is prohibited by the citation above.
Rehabilitation guidelines state that duplication of the original design and construction is not

required, and that contemporary methods and materials would be acceptable when compatible.
The rubber membrane will better project the porch and associated features from future damage
and thus should be considered compatible. Repairs and replacement of the wooden architectural
features will be made in kind and thereby conform to the cited standards and guidelines as well.

DESCRIPTION OF STRUCTURE/ SITE:
The house at 1733 E. Wayne is a 2 storey frame construction with a large front shed dormer set
on a rectangular floor plan situated on a corner lot. It has a gambrel roof with asphalt shingles
and has molded trim on the rake board. The windows are 6/6 double hung. The entry is a single
gable canopy with open arch under, entablature and cornice details, supported by square box
columns with lattice work and a brick stoop.
ALTERATIONS:
The garage 18 x 20 was built in 1949. Replacement siding (aluminum) was noted on the 1987
survey card also as Altered, Major. The open porch on the north east corner of the house was
enclosed in 1995 (COA#1995-1130); a 700 square foot addition was added to the north side of
the house in 2000 (COA# 2000-0821). The two center windows on the second storey above the
entry's gable are replacement windows. There are aluminum storm windows on the front
windows. The louvered shutters noted on the 1987 survey card are no longer there.
APPLICATION ITEMS:
Replace 2 downstairs and 2 upstairs windows with more energy-efficient windows as close to the
original construction as possible. All four windows face Wayne Street.
DESCRIPTION OF PROPOSED PROJECT:
The homeowners wish to completely replace the four front windows with Pella Architect Double
Hung 6/6. These windows are aluminum clad pine with insulated low E Standard glass.

Wood frame storm windows and doors painted to match the original should be used but should
not damage existing frames. If new sashes or doors are installed, the existing or original
materials, design, and hardware should be used. When metal storm doors are used, they should be
painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re-
used in place. New window and door openings which would alter the scale and proportion of the,
building shall not be introduced. Inappropriate new window and door features such as aluminum .
insulating glass combinations that require removal of the original windows and doors shall not be
installed.

Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they
would detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff has met with the homeowners on site concerning this
project. It is the Staff's opinion that the original windows can be repaired and restored as they are
not deteriorated beyond repair. The homeowners' preference is to install new.

DESCRIPTION OF STRUCTURE/ SITE
The Gelz House is a rectangular plan Free Classic style home built in 1896 on Lot 35 of Chapin
Place. The wide aluminum siding has recently been removed to expose the original clapboard
siding, and the shadow of a belt course dividing the first and second floors on the exterior.
Windows are 1 over 1 double hung. A projecting cornice line sits just below the asphalt shingled
roof. A front and side porch are covered by hip roofs on gabled wood supports, also shingled
with asphalt shingles. The home was modified in 1942 into four apartments, and the above
mentioned front porch was added in 1951, replacing a much more elaborate original porch.
ALTERATIONS:
Circa 1951 the original front porch (Ex 1) was replaced with the existing front porch. When
aluminum sided, the belt course was removed to more uniformly apply the siding. The date of
the siding application is unknown. An addition was made to the back of the house, date
unknown, but possibly when modified into apartments in 1942. Our survey card, created in 2005,
lists the home simply as "Altered".
APPLICATION ITEMS:
Repair and replacement of original siding, see attached. Further information provided in hard
copy from applicant and summarized in "description of proposed project".
DESCRIPTION OF PROPOSED PROJECT:
A recent unveiling revealed original features, and the shadow of original features previously
concealed under the aluminum siding. The applicant is seeking to restore the original exterior
appearance of the house, save rebuilding the original porch (Ex 1). The restoration includes the
replacement of the three dimensional belt course that delineates the first and second floors. This
will be constructed of wood as was the original. (Though the applicant checked "Replacement -
not in-kind" a phone call to the applicant confirmed what is written the extended information
about the project that "All exterior work is to be done with wood clapboard and wood shingles to
match the original." — AHM) This feature is marginally visible in the historic photograph (Ex 1),
but there is a portion on the back of the home that was never removed. This will serve as the
model for the replacement. The sills on the recently exposed gable vents will be replaced with in

kind materials and any other rotted clap boards will be replaced in kind. Any shingles that need
to be replaced, particularly on the south gable of the home, will be replaced with in kind
materials. The project will also return clapboards to match the originals to the bottom of two
previously altered windows on the north side of the property. A solid panel was added to alter the
original window openings when smaller windows were installed. (Ex 2) This was not visible
until the unveiling. Returning the window openings to the original size is impractical due to the
installation of a kitchen counter at the shorter height. Wooden clapboards, equal to the dimension
of the originals, will replace the extant solid panels.

Maintaining the original or unimpaired character of the district as it was at the time of
construction. Any restoration done must return the structure to its original state. Authenticity of a
restoration would require the removal of incompatible exterior elements and the replacement of
all damaged or deteriorated elements with replicas of
the same design and materials. New construction shall conform to the guidelines for defined
elements of preservation regarding height, proportion and building materials. A Certificate of
Appropriateness (CoA) applicant shall be responsible for documenting the authenticity of the .
proposed work to the satisfaction of the commission.
Required
Original exterior building materials shall be retained when possible. Deterioration of wood
materials shall be prevented through repair., cleaning, and painting. The existing architectural
detail around windows, porches, doors, and eaves should be retained or replaced by replicas of
the same design and materials when deteriorated beyond repair. Masonry, including brick and
stucco structures, shall be maintained, tuck pointed, repaired and properly cleaned when
necessary. Masonry and stucco shall be cleaned only when necessary to halt deterioration or to
remove stains and shall be done in a method acceptable for the preservation of the surface: i.e.
low pressure water and soft, natural bristle brushes. When repairing stucco, stucco mixture shall
be used.
Recommended
Whenever possible, the original building materials should be restored. Aluminum or vinyl
siding may be used when it is the only feasible alternative to maintaining or replacing the original
surface material. When used over wood surfaces, this siding should be the same size and style as
the original wood. Every effort should be made to retain the original trim around windows,
doors, cornices, gables, eaves, and other architectural features. Ample ventilation must be
afforded the structure when aluminum or vinyl siding has been installed, in order to prevent
increased deterioration of the structure from moisture or insects.
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative
glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced
with units and trim resembling the original.
STAFF RECOMMENDATION:
Staff recommends approval. This project meets the preservation guidelines as described for a
"Rehabilitation" District and further meets the guidelines of the encouraged "Restoration"
district. The proposed work also meets the standards cited above. Non -original, incompatible
elements have been removed and in-kind repair or replacement is planned for the architectural
features revealed upon the removal of the aluminum siding.

1704 E. Wayne is a two storey frame home with a brick facade on the first storey and vinyl
"clapboard" siding on the second storey and the remaining three sides of the house.. The house
has a rectangular plan. The gable roof is covered with asphalt shingles and simple raking'trim.
The first storey has a large front picture window with double 4 light casements in wood frames
with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side brick
chimney. The entry has a shed canopy supported by turned wood columns and railings set upon
a concrete stoop. There is one storey gable roof side wing. There is a detached garage with .
siding and a gable roof with asphalt shingles ...
ALTERATIONS:
The wrought iron posts and railings have been replaced with wood. The vinyl siding on the three
sides of the house and second storey on the front of the house as well as the vinyl wrapping of all
of the windows have been added.
APPLICATION ITEMS:
15 solid vinyl replacement windows (15 openings). We are not modifying any openings. Large
picture is NOT included. The grids/muntins will be colonial style, nothing matches our current
pattern nor can we get anything to match per contractor. The goal of the project is to: 1. Increase
0
the individual 5 sq ft opening of the windows (Fire Hazard for the second floor). The windows
are not easy to open, the storms and screens are held into place by 4 screws that require pliers and
a screwdriver to remove. The steel bar in the middle of the window doesn't allow for a larger
person to exit quickly. 2. Reduce mold, mildew and moisture on the window pane, sill, jamb and
head surrounding interior walls. 3. Insulate windows to increase energy savings and lower
heating and cooling bills. 4. Not modify current window openings. 5. Make an Eco -Friendly
choice with a vinyl product. Because vinyl never needs to be painted, it helps eliminate paint,
stain and other maintenance -related products from entering the waste stream or releasing volatile
organic compounds into the atmosphere. Also, vinyl resin is derived largely from common salt- a
sustainable and abundant natural resource.

The homeowners wish to completely replace all of the metal casement windows in the home with
solid vinyl double hung windows from Richards Building Supply Company to approximate the
muntin pattern of the original windows. Insulate the jambs, install 13 new double hung window
units, install 1 new pre mulled combination DH -P -DA Window Unit to be 25-50-25; Install 1 new
twin, premulled double hung window unit; all new window units to have colonial muntins, both
lights, excluding only picture window units; install new wood blind stops to inside; re -wrap all
outside casings and sills with new aluminum. The proposed windows will have flat muntins
between the panes of glass.

STAFF RECOMMENDATION: The casement steel windows have clearly deteriorated on the
interior. The Preservation Specialist feels that the casements windows could be re -conditioned

and fitted with invisible interior storms. Staff does not recommend approval of the application as
presented. Staff has reservations concerning the proposed replacement option because it does not
replicate the original windows. The RBS supplier has stated that any muntin and mullion pattern
can be reproduced. Staff recommends that the homeowner investigate this option with RBS.
Petitioners are seeking to replace windows due to interior deterioration and moisture issues and
also to solve a potential problem with egress from the second floor in case of emergency. (The
current casement windows are not up to current code, and may not offer sufficient clearance for
escape in case of fire, etc.) Commissioner Sassano, upon review of the provided brochure,
cautioned the petitioner that it didn't appear that the window model of choice would solve the
egress matter. It appeared that only one half of the "slider" window model they'd selected could
be entirely removed in an emergency. Petitioners were under the impression that both sides could
be removed, but could not be sure; thus it was suggested and agreed to that the C of A application
should be continued for further investigation. Petitioners signed required paperwork for
continuation.
At the request of the Petitioners, the C of A application was continued (waiver signed).
Commissioners voted to amend the printed agenda in order to accommodate a C of A
application that was filed after the published deadline. The C of A has been distributed to
the Commission members prior to the meeting.

DESCRIPTION OF STRUCTURE/ SITE
The house at 909 Riverside Drive is Colonial Revival in style, and was built in 1909 by Ennis R
Austin of the notable firm of Austin and Shambleau. It is a two story, rectangular floor plan
house of stucco walls and a side gable roof with chimneys on both sides and a shed roof and
second floor dormers. The windows are double hung, nine over one, and the house also has an
attached garage.
ALTERATIONS:
The survey card, updated in 1998, lists the house in "Excellent" condition and "Unaltered".
Information on previous C of A's applied for and completed follows:
1995-0425 — Replace 18 year old metal playset with wooden playlet called Eagle's Nest Tower
with two swings.

1995-0915 — Reconstruction of stone retaining walls, re -using original stone material.
1995-1102 — In-kind replacement of nailer blocking and cove moulding at second story plant
boxes.
2001-0515 — Replace existing slate on lower section of NW roof with Majestic Slate, a synthetic
material designed to look like slate. Install ice shield and flashing as needed.
2002-0708 — Removal of rotten ancillary building (potting shed), and extension of cypress fence
in its place.
2004-0501— Essentially a re -issue of the C of A above, as work was not completed at the time
(07/08/2002).
APPLICATION ITEMS:
Replacing broken slate roof with new composite slate and ice and water shield on east side lower
level. In 2001, replaced lower level on west side (with same product). Will now match.
DESCRIPTION OF PROPOSED PROJECT:
Extant red slate tiles will be removed from the east side of the lower roof, with the intent of
replacing said slate with Majestic Eco Star Synthetic Slate. The contractor will first install
appropriate ice and water shield and then install the faux slate tiles. The tiles are 10'x18', and are
"Stone Red" in color.
STANDARDS AND GUIDELINES:

Whenever possible, the original shape and materials of the roof shall be restored. Particular
effort should be made to retain materials such as slate, tile, and other unique materials not
commonly found in new construction. Roof covering which is deteriorated beyond repair
should be replaced with new material that matches as closely as possible the original in
composition, size, shape, color and texture. Gutters and downspouts are often a necessary
adjunct in order to prevent deterioration of the structure; they should be maintained whenever
possible or replaced with a style comparable and suitable to the architectural period.
STAFF RECOMMENDATION:
Staff recommends approval. The faux slate material replicates the original slate in size,
application and appearance. Additionally, there is precedent for this product already on this
particular structure.

06/23: HPC Special Meeting at the request of John Arndt and Ken Hebard (Hebard and
Hebard Architects) over the Monroe School Project. The HPC was provided color
samples (resulting from a previous paint analysis). Commission agreed to color match
best resembling the original charcoal trim color. Current replacement window profiles
and slate color were also discussed. Hebard and Hebard will provide architectural
renderings of the window units and will mock up a demo board for artificial slate color.

Linda Riley, David Sassano and Todd Zeiger met with SBCSC John Strauss and
Mike Szymanski, Construction Central, Inc's John Painter and Nick Coter,
Ziolkowski's Brad Dennis and John Arndt of Hebard and Hebard at Monroe School
at approximately 2:30 on July 23, 2009.
The Commissioner's reviewed the color selections for the limestone coating and
concluded that the SW 7037 was the closest match to the precast limestone
being used on the addition. They also reviewed a large slate sampler and also
concluded that what was presented was a very close simulation to what was
currently on the roof. David Sassano thought that the lighter color was perhaps
too stark of a contrast, and suggested that the use of the lighter color be left up
to the owner and the architect. John Arndt stated that the downspouts and the
guttering would all be copper.
The Commissioners would like to make their recommendations to a Special
Meeting on Monday if a quorum can be reached so that the orders for the
materials can be placed.

President Klusczinski called the meeting to order at 1:16 p.m.
Members attending: Jerry Niezgodski, Lynn Patrick, Linda Riley, Timothy Klusczinski, Todd Zeiger
Staff attending: Catherine Hostetler
The purpose of the meeting was to review the displays that Todd Zeiger, David Sassano and
Linda Riley observed on-site at Monroe school on July 23, 2009 with members of the School
Corporation and the architectural firm; and to render decision regarding those, including: the slate
sample presented, the SW 7037 option for the coating of limestone, and the slate blue option on
the windows. Color photographs depicting those displays were presented for consideration.
Commission Zeiger verified that the photographs accurately reflect what was presented at that site visit
except for a window shown in a photo which represents the color choice, but not the specific window
choice. Commissioner Zeiger also verified that the consensus of those that conducted the site visit was that
the color choices were appropriate and, in the case of the limestone coating, the color choice was is more
reflective of genuine limestone rather than the stark white color which is extant. At the site visit, the '
architectural firm distributed the line drawings of the windows as requested. Director Hostetler emailed
those drawings and hard copies were distributed.
Motion to approve "Gravel Gray, #2127-30* of the Benjamin Moore Color Preview Line:

*Commissioner Zeiger asked that the minutes reflect that this color choice is the result of the paint analysis
done by the School Corporation, and that this color best matches what was identified as the historic color
on the building.
Motion to approve the masonry coating for the base pre -cast concrete and around the windows `Balance(d)
Beige', #SW 7037 manufactured by Sherwin Williams:

Motion to approve faux slate `recipe' or pattern/percentage/mixture as presented while communicating a
preference to the architect that the HPC preference is to remove the off white slates and replace them with
light gray:

As of this meeting, the HPC is still waiting for a report on the scientific analysis of the charcoal gray paint
chip.
