ADJOURNMENT `"'MISS00,V,*s or o N m c Staff Report Addendum February 13, 2009 611 Edgewater Place COA #2008-1030 I met with Peter Payne, the Program Manager -Lead Hazard Grant, concerning the questions raised by the Commissioners from the January 26, 2009 meeting. 1. The Commissioners want to know if the entire house is being considered for vinyl ,siding and if the dollar amount allotted will be enough to do'the entire house? The amount of funding available is $24,999.00 and Mr. Payne stated that is enough to do the entire house and the garage. 2. Are all of the painted surfaces going to be clad in vinyl and by what method will the vinyl be attached to the house? The soffit, fascia, window frames, trim and frieze board will be wrapped in aluminum. The vinyl cedar shake siding will be nailed over % inch Styrofoam insulation to the body of the house. The siding will be fitted around the windows and doors using 1 inch wide j - channels. Please see brochure. 3. What are the locations of the windows to be replaced and what will the replacements look like. All of the first floor windows are to be replaced with Vinyl Craft Windows 900 Series that will replicate the original muffin patterns. This will include the 16 single lite casement windows on the front porch, the four 6 over 1 double hung windows on the interior wall of the enclosed front porch and the rest of the windows on the first floor: West side: 2 side by side 6 lite windows; 1 divided window 25% top/75% bottom; Rear West 1 over 1. East side: 2 6 over 1 double hung windows that appear to be replacements; Rear East 2 side by side single lite windows. Product brochure enclosed. 4. Is there a contract? The roof has side gables with intersecting front hip and a front gable dormer. There are entry porches to either side of the front with Doric column supports and wood balustrades, stairs and floors. There is a four stall concrete block garage in rear of home with tile coping on parapet that appears to have been built at a later date. ALTERATIONS: The house was divided into two apartments in 1908. The windows are JenWeld replacement windows. There are no windows in the garage and only one garage stall has a door. APPLICATION ITEMS: Code Enforcement Demolition of garage ordered on February 26, 2009. DISCRIPTION OF PROPOSED PROJECT: Demolish deteriorated and vandalised garage. STANDARDS AND GUIDELINES: V.GENERAL A.. Buildings in the district should not be demolished except where a building poses a threat to the public safety and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. The non -original and non- contributing garage is deteriorated with a failing roof system. It has been open to the elements for a number of years and used alternately as a dumping area and shelter for vagrants. Turned in fees for the month of January. Researched progress club for Robert Nevel. Television interview with Troy Kehoe, WSBT, on the subject of the WPA/New Deal projects in general and in South Bend. In particular. January 31 met with Robert Nevel, an architect from Chicago. He is planning an architectural tour of south bend for Stanley Clark School. We hada 3 hour walking tour of South Bend from West Washington to the East Race that included the Sons of Israel Synagogue. February 2 met with Karen Schwenk at the Federal Court House with information she requested on the Pythian building and the court house. Sent letters to Pete Mullen and Andrew Kostielney on the work of the hpc and the restore michiana events. February 4 continued to follow up with Charles Mc Mannis and Peter Payne on 611 Edgewater. February 5 completed listing of boxes removed from archives that will not be returned to archives. Researched home at 313 W. Front Street in New Carlisle. February 6 assisted Derek Dieter and Ann Puzzello in selecting photographs from our archives for possible display in the city council offices. February 9 met with Connie Tooley and mark Mc Donald of Pioneer Construction concerning proposed work on 514 W. La Salle, a local landmark. February 10 meeting with Terry DeRosa, director of the zoo, Bob Monroe, grower at the Potawatomie conservatories, Martha Lewis, president of the BSSB concerning the conservatories and the work that needs to be completed based on Bob Monroe's "to-do" list for the winter months. Presented at the County Council meeting on the line item change for the compensation method of the assistant director. The ordinance was unanimously approved. February 18 researched former Studebaker home "Sunnyside" for Good Shepherd Montessori School. Continued researched for successor firm to Maurer and Maurer as well as information on Indiana Lumber and Manufacturing Company. February 19 continued with research projects and followed up with James Turnwald of MACOG on stimulus package input. Followed up with rink on postage costs for newsletter. Assistant Director's Report HPC Meeting —02/23/2009 • Created.Restore Mlchiana mailing brochure, approved proof and gave go- ahead to mail. • Ordered catering for In -Service Day. • Spoke with Allie's and Chocolate Cafd regarding boxed lunches. • Assembled vendor list and mailed vendor letters. • Sent out confirmations to speakers. • Continued to receive reservations for In -Service day — 42 as of 2/23. • Confirmed room reservation for "Get Plastered with Paul". • Completed prospectus for HP Education Grant for 2009-2010. • Met with DTSB regarding future projects. • Compiled a list of downtown architectural information and historic, locations for upcoming walking tour brochure being produced by DTSB. • Met with Lincoln Highway Assoc planning committee to discuss 2009 national conference. . • Researched and supplied photograph of Howard Park gate for the Center for History. • Received and forwarded RM rental agreement with St. Joe HS. • Visited St. Joe to finalize rental details. • Supplied bag stuffers,to: Home Depot, Martin's, the Builder's Store, Hill's True Value. • Proofed and submitted water bill information to the City of South Bend. • Worked on City Cemetery National Register nomination. • Conferred with City Controller Catherine Fanello regarding City Cemetery Trust fund appropriation for a preservation plan. • Provided program information for HLFI. • Attended Sustainability lecture by Don Rykema at ND. MINUTES OF A MEETING OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & ST. JOSEPH COUNTY February 23, 2009 13'h Floor Conference Room County City Building South Bend, IN 46601 President Klusczinski called the meeting to order at 7:00 Members Present: Timothy S. Klusczinski, David Sassano, Lynn Patrick, Jerry Niezgodski and Linda Riley I Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director; Amy Minnick, Assistant Director Members Absent: Todd Zeiger and Mary Jane Chase Members of the Public: Peter Payne and Stan Molenda PUBLIC HEARING: Certificate of Appropriateness 2008-1030 At the request of President Klusczinski, Director Hostetler reviewed the details of COA #2008-1030 for 611 Edgewater in Edgewater Place LHD. Peter Payne of the Lead Hazard Grant Program for the South Bend Housing Authority represented the owner, Laura Mallozzi. Peter restated the reasons for the vinyl replacement windows and siding application noting that vinyl siding was considered a permanent solution, i.e. would last at least 20 years. David Sassano inquired as to why bids for complete paint removal to the bare wood and re -painting the house were not considered since it would remove the lead completely. Peter responded that he would be willing to check the HUD requirements and ask for bids for a complete removal of the paint and the re -painting of the house; but expressed reservations about the permanence of a paint job that in his opinion would only last 5-10 years. A discussion concerning the exact treatment of the windows ensued during which Mr. Payne said that the replacement windows would be inserted into the current frames and that doing so would change the look and size of the window openings. David Sassano suggested either replacing the sashes with wooden sashes or stripping the sashes and repainting them. Mr. Payne said that he would cost that out as well to see if the applications recommended by the Commissioners fell within his grant guidelines, which also includes work on the interior of the house. On a motion by jetty Niezgodski to continue COA# 2008-1030 with a second by Linda Riley the Commissioners vote unanimously to table the COA until the next meeting. Certificate of Appropriateness #2009-0211 Director Hostetler read the COA application and finding of facts for 612-614 South Carroll of Taylor's Field LHD into the record. The application is for the demolition of the garage per Code Enforcement of South Bend. Chief Inspector Molenda represented the Department of Code Enforcement and explained the need for the demolition. After a discussion of the situation in Taylor's Field and the on going problems with this property, President IUusczinski called for a motion. On a motion by Lynn Patrick with a second by Linda Riley the commission voted 5-0 in favor of the demolition of the garage in the back of the house. REGULAR BUSINESS The Minutes of the January 26, 2009 meeting were approved by acclamation The Budget Location report was accepted without questions. The Correspondence folder was passed to the Commissioners. The Director's Report was submitted for the record with copies to the Commissioners. The Assistant Director's Report was submitted for the record and copies given to the Commissioners. Also, the information for the National Preservation Institute Conference on Cemetery Preservation being held in South Bend on September 15-16 was given to the Commissioners. Additional discussion between Staff and Commissioners touched on topics concerning the Gate at Howard Park, Sunnyside Mansion and the Conservatories at Potawatomi Park. There was no report from Legal Counsel. In the President's Report, President lUusczinski remarked that he is working with Mary Jesse of Notre Dame on an HPC image and graphics project. Assistant Director, Amy Minnick updated the Commissioners on Restore Michiana 2009 and her concerns that in spite the quintupling of the PR, she only had 14 confirmed reservations and only 5 vendors. She felt that the event may have to be cancelled. However, the In -Service scheduled for March 13 is going to be well attended with 44 reservations to date. On a motion by President Klusczinski with a second by Linda Riley the Commission voted unanimously to permit Staff to make the decision to cancel Restore Michiana. 2009.
