Wayne Street is a two storey structure with an irregular plan set upon a concrete foundation. The exterior walls are brick. It has a slate gable roof with simple entablature and gable returns. One storey side wing with pent roof at 2nd floor line carried around house. Gable canopy entry with arch under and gable returns with brackets, brick stoop. The windows are double hung 6 over 1, brick soldier course lintels and cast concrete.sills. One storey rear enclosed porch; enclosed by vertical wood siding with flat roof, concrete slab on brick. Two car brick garage with double swinging doors with windows, slate gable roof with cornice and trim returns. ALTERATIONS: None known APPLICATION ITEMS: Replace (2) garage doors (carriage style) with (1) carriage door. No windows. Have not used for cars in 30 years (doors small). Want (1) door so is more able to be utilized for cars. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck Construction to replace the existing garage doors with a single, insulated overhead door in a style sympathetic to the existing carriage doors, trim and hardware, see style P2C. The proposed garage door will not have the windows as in existing for safety precautions. Homeowner states -that -the new -garage door-will-be,"more conducive to -being used -for our autos and more accessible by me." Discussion with Wayne Raybuck concludes that they will shore up to remove center post and trim. A new laminated beam (LVL) and framing will be installed. Framing and door will be installed;finished with trim to match original. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the replacement of the garage door, supported by the auxiliary nature of the structure and its placement toward the rear of the house. Furthermore, the carriage style of the garage door is comparable in style to that of the two original garage doors and will not detract in appearance from the surrounding structures. Olcl They have been repaired on several occasions over the past 30 yrs of living here and are now in need of replacing. We are wanting to replace with a single carriage house, insulated door so the garage is more conducive to being used for our autos and. more accessible by me. (I have hit the old ones a few times) I am enclosing a picture and the manufacturer of the requested new doors. They will be insulated with the carriage trim and hardware. I did not send a picture of existing ones as -Mr. Doolittle said he would have to take a picture again anyway. It has a rectangular plan. The low hip roof with hipped gables on each side is covered with asphalt shingles. The windows on the body of the house are double hung in various styles and include a jalousie window on the west side; the windows in the attic appear to be original with six panes horizontal in each dormer; the windows in the basement are replacement Wenco single pane. There is a full front porch with brick walls and piers with concrete flooring and steps. ALTERATIONS: The original wood shingle roof has been replaced with asphalt shingles. The screened in front porch noted on the May, 1985 survey card has been opened. The May, 1985 noted that the windows were double hung 1/1. The current windows in the house are not all 1/1; but some do appear to be original with a 6/1/2/1 configuration. COA#2000-0428 allowed for the windows in the basement to be replaced, along with a rear storm door and repairs to the front and rear porches. The trim around the basement windows was not replaced. The jalousie window is a replacement as well. The storm windows appear to be replacements. APPLICATION ITEMS: To replace old windows with new high efficiency vinyl windows. Windows to match window pattern to existing windows. Please see attached sketches and brochure. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace all of the windows with vinyl, thermo pane American Windows. American Sunspace can replicate all of the windows that are in the house. The windows would be inserted within the casing and trim work and reduce the light byl Yz inches all the way around the opening. The six pane dormer windows would be sliding windows to allow for ventilation. The four 12 pane "swing -in" wood casements would be replaced with four 12 pane "swing -out' vinyl casements. - The single pane wood "swing -in" casement in the back porch would be replaced with a single pane "swing -out" vinyl casement. The basement windows would be "hopper" windows to allow for ventilation as well. The jalousie window would be a 1/1 double hung window. The homeowner would] ike all of the windows in the rnairi body of the house to be 6/L—The non -original -storm windows would be removed. STANDARDS AND GUIDELINES: C. STAFF RECOMMENDATION. Preservation Specialist, Wayne Doolittle met on-site with the homeowner and Scott Kopinski of American Window. Wayne could only observe the windows from the exterior of the home and is of the opinion that the windows could be fixed and with the addition of better storm windows(Wayne's estimate was about $100.00 per storm window), be energy efficient. Scott Kopinski asserts that the cost of restoration would be almost the same as the cost for replacement windows. The 1985 survey card notes that the windows on the house were double hung 1l1. Currently there are several different styles and muntin patterns of wood windows in this house and perhaps the surveyor was looking at storm windows rather than the windows themselves. When the survey card was written the front porch was screened in so it is highly probable that the current windows on the front are the original one-third 313 lights over two-thirds 2 single lights. The four 12 pane windows also appear to be original to the house. The rest of the 1l1 double hung windows are probably original and the dormer windows certainly are original. The basement windows are replacement windows approved by the Commission in 2000. Staff recommends approval of replacing the replacement basement windows and the jalousie window with a double hung 111 window. The standards for Riverside Drive state that the windows can not be discarded if they can be restored in place. The walls are brick in stretcher bond with herring bone brick panels in the main fagade. The hip roof is 12/12 with large stuccoed, hipped dormers on each side all with asphalt shingles. The gutters and downspouts are, copper. There is a sunroom on the east end and a French door entry on the main fagade. The large French door style windows flank the entrance. The door is a single leaf wood frame, flanked by sidelights and a segmental transom in a recessed wood enclosure. The first floor windows are wood frame casements, the second floor has 6/1 double hung windows. There is a three car detached concrete block garage at the rear of the house. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval. Brent Thompson, City Forester, said that the Black Gum is a beautiful tree appropriate for front yards. DESCRIPTION OF PROPOSED PROJECT: An oversight on the South Bend Housing Authority's October list that was sent by email to the HPC failed to include 802 Portage. The Lead Abatement Program project to remove the current windows and 2 doors and install vinyl replacement windows and steel insulated doors was discovered in process by Wayne Doolittle, HPC Inspector. Because building permits were not pulled the project was red tagged by the Building Department while in progress. At that point 20 windows had been replaced, including 4 on the front of the house. The project is one window shy of completion and the two doors have not been exchanged. Solid 6 panel insulated steel doors are proposed for north door and south rear door, which will eliminate the window in present south rear door for security measures. CHAPIN PARK STANDARDS AND GUIDELINES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Young Property Owner: South Bend Fire Department Landmark or.Distriet Designation: Local Landmark Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One -and half storey dormer front bungalow on a square plan with an offset brick chimney set on a brick foundation with a stone string course at the base. The walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond 'brick. There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has a side gable with aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. There is a side entry with multi -pane light door. There is 'a large garage door under the porch. The windows a 1/1 double hung sashes with stone sills. There is a square bay window With shed roof on the west side. ALTERATIONS: The 1979/1990 Survey card notes that the original glazed tile roof has been removed; that aluminum siding, storm windows and doors are replacements. The windows are not original to the structure. The current wood window sashes have insert lights with a composite plastic surround that are set into aluminum tracks. APPLICATION ITEMS: Replacement of two windows. DESCRIPTION OF PROPOSED PROJECT; The City wishes to replace two windows and replace them with solid vinyl 1/1 double hung ComfortWorld 6000 windows. The first window is located on the east side of the building and has a diagonal cracked pane in the upper sash. The sashes themselves still operate but are not in stable condition. The second window is located at the south of the building in the upstairs bathroom. It has deteriorated due to poor ventilation and heavy condensation. STANDARDS AND GUIDELINES: Group B Standards: A. Maintenance: The maintenance, of any historical structure or site shall in, no way involve any direct physical change except for the general'tleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all truc'ures or sites. B. Treatment: Treatment shall be defin as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the =proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change -in mass. A modification which involves the removal ofa part of the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure: Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material: Addtions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood: all wood trim should conform with existing trim in shape and size. b. Siding materials: the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff does not recommend the installation of the vinyl replacement windows. It recommends the installation of wood sash packs or inserts. One storey side wing with pent roof at 2"d floor line carried around house. Gable canopy entry with arch under and gable returns with brackets, brick stoop. The windows are double hung 6 over 1, brick soldier course lintels and cast concrete sills. One storey rear enclosed porch, enclosed by vertical wood siding with flat roof, concrete slab on brick. Two car brick garage with double swinging doors with windows, slate gable roof with cornice and trim returns. ALTERATIONS: None known APPLICATION ITEMS: Replace (2) garage doors (carriage style) with (1) carriage door. No windows. Have not used for cars in 30 years (doors small). Want (1) door so is more able to be utilized for cars. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Raybuck Construction to replace the existing garage doors with a single, insulated overhead door in a style sympathetic to the existing carriage doors, trim and hardware, see style P2C. The proposed garage door will not have the windows as in existing for safety precautions. Homeowner states that the new garage door will be, "more conducive to being used for our autos and more accessible by me." Discussion with Wayne Raybuck concludes that they will shore up to remove center post and trim. A new laminated beam (LVL) and framing will be installed. Framing and door will be installed finished with trim to match original. EAST WAYNE STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the replacement of the garage door, supported by the auxiliary nature of the structure and its placement toward the rear of the house. Furthermore, the carriage style of the garage door is comparable in style to that of the two original garage doors and will not detract in appearance from the surrounding structures. It has a rectangular plan. The low hip roof with hipped gables on each side is covered with asphalt shingles. The windows on the body of the house are double hung in various styles and include a jalousie window on the west side; the windows in the attic appear to be original with six panes horizontal in each dormer; the windows in the basement are replacement Wenco single pane. There is a full front porch with brick walls and piers with concrete flooring and steps. ALTERATIONS: The original wood shingle roof has been replaced with asphalt shingles. The screened in front porch noted on the May, 1985 survey card has been opened. The May, 1985 noted that the windows were double hung 1/1. The current windows in the house are not all 1/1; but some do appear to be original with a 6/1/2/1 configuration. COA#2000-0428 allowed for the windows in the basement to be replaced, along with a rear storm door and repairs to the front and rear porches. The trim around the basement windows was not replaced. The jalousie window is a replacement as well. The storm windows appear to be replacements. APPLICATION ITEMS: To replace old windows with new high efficiency vinyl windows. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace all of the windows with vinyl, thermo pane American Windows. American Sunspace can replicate all of the windows that are in the house. The windows would be inserted within the casing and trim work and reduce the light byl '/z inches all the way around the opening. The six pane dormer windows would be sliding windows to allow for ventilation. The four 12 pane "swing -in" wood casements would be replaced with four 12 pane "swing -out' vinyl casements. The single pane wood "swing -in" casement in the back porch would be replaced with a single pane "swing -out' vinyl casement. The basement windows would be "hopper" windows to allow for ventilation as well. The jalousie window would be a 1/1 double hung window. The homeowner would like all of the windows in the main body of the house to be 6/1. The non -original storm windows would be removed. RIVERSIDE DRIVE STANDARDS AND GUIDELINES: C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Preservation Specialist, Wayne Doolittle met on-site with the homeowner and Scott Kopinski of American Window. Wayne could only observe the windows from the exterior of the home and is of the opinion that the windows could be fixed and with the addition of better M storm windows(Wayne's estimate was about $100.00 per storm window), be energy efficient. Scott Kopinski asserts that the cost of restoration would be almost the same as the cost for replacement windows. The 1985 survey card notes that the windows on the house were double hung 1/1. Currently there are several different styles and muntin patterns of wood windows in this house and perhaps the surveyor was looking at storm windows rather than the windows themselves. When the survey card was written the front porch was screened in so it is highly probable that the current windows on the front are the original one- third 3/3 lights over two-thirds 2 single lights. The four 12 pane windows also appear to be original to the house. The rest of the 1/1 double hung windows are probably original and the dormer windows certainly are original. The basement windows are replacement windows approved by the Commission in 2000. Staff recommends approval of replacing the replacement basement windows and the jalousie window with a double hung 1/1 window. The standards for Riverside Drive state that the windows can not be discarded if they can be restored in place. COA 2009-1204 was withdrawn by homeowner. Homeowner signed waiver to be heard on January's Agenda. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: December 8, 2009 Application Number: 2009-1207 Property Location: 1055 Riverside Drive Architectural Style/Date/Architect or Builder: Prairie/1926/Gerber & Haley Property Owner: Charles Leone Landmark or District Designation: Riverside Drive Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The house at 1055 Riverside Drive is a two and a half storey brick square structure set upon a brick foundation. The walls are brick in stretcher bond with herring bone brick panels in the main fagade. The hip roof is 12/12 with large stuccoed, hipped dormers on each side all with asphalt shingles. The gutters and downspouts are copper. There is a sunroom on the east end and a French door entry on the main fagade. The large French door style windows flank the entrance. The door is a single leaf wood frame, flanked by sidelights and a segmental transom in a recessed wood enclosure. The first floor windows are wood frame casements, the second floor has 6/1 double hung windows. There is a three car detached concrete block garage at the rear of the house. ALTERATIONS: The wooden exterior storms were installed over the leaded glass sidelights of the front entrance in 1986. The aluminum storm doors noted on the 1977 survey card were replaced in 2000 with COA 2000-0627-2. The surface of the driveway was replaced with concrete brick with COA#2006-0726. There have been various, approved changes to the landscaping over the course of the decades; dying front yard trees were removed in 1988. APPLICATION ITEMS: Placement of a new tree, a black gum (Nyssa Sylvatica) in the front yard of the property at the tree line, per the attached site plan. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to plant a black gum tree in the corner of the front yard by the drive way and sidewalk. RIVERSIDE DRIVE STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties 4 include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval. Brent Thompson, City Forester, said that the Black Gum is a beautiful tree appropriate for front yards. The tree will be near the location of a tree that was removed in 1988. The exterior walls are aluminum sided. It has a side gabled roof with a front gabled bracketed dormer with bellcast. Roof is of asphalt shingles. The windows are double hung 1 over 1 vinyl replacement windows. There is a metal awning over the dormer windows. A brick chimney is on southeast side. Full width integrated porch, enclosed with screens, flared brick piers. ALTERATIONS: Vinyl replacement windows (in which are being requested with this COA), attached 2 storey garage, aluminum siding, COA#2007-0827A re -roof and replacement of gutters (note: presently there are no gutters on the house other that above the front porch entry steps). �1 APPLICATION ITEMS: Remove/replace current windows and two doors windows to be vinyl replacement style. Doors will be steel insulated doors. DESCRIPTION OF PROPOSED PROJECT: An oversight on the South Bend Housing Authority's October list that was sent by email to the HPC failed to include 802 Portage. The Lead Abatement Program project to remove the current windows and 2 doors and install vinyl replacement windows and steel insulated doors was discovered in process by Wayne Doolittle, HPC Inspector. Because building permits were not pulled the project was red tagged by the Building Department while in progress. At that point 20 windows had been replaced, including 4 on the front of the house. The project is one window shy of completion and the two doors have not been exchanged. Solid 6 panel insulated steel doors are proposed for north door and south rear door, which will eliminate the window in present south rear door for security measures. STAFF RECOMMENDATION: Staff has no recommendation for the replacement windows as the project is nearly complete and we have no documentation as to what existed prior to the beginning of the project for lead abatement. Staff recommends approval of the two deteriorating doors that are probably not original to the house. Wayne is a two storey frame home with a brick fagade on the first storey and vinyl "clapboard" siding on the second storey and the remaining three sides of the house. The house has a rectangular plan. The gable roof is covered with asphalt shingles and simple raking trim. The first storey has a large front picture window with double 4 light casements in wood frames with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a concrete stoop. There is one storey gable roof side wing. There is a detached garage with siding and a gable roof with asphalt shingles. ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding on the three sides of the house and second storey on the front of the house as well as the vinyl wrapping of all of the windows have been added. All of the windows, except the picture window, have been replaced with COA#2009-0706C. APPLICATION ITEMS: 1. Replace front entry door with wood exterior door. 2. Replace in-kind back west entry door with wood exterior door. DESCRIPTION OF PROPOSED PROJECT: The goal of the project is to: 1) Replace the front door with a wood raised panel exterior door with a center window (see attached picture) In place currently is an interior hollow wood core door with center window. This is an interior door that was made -to -fit to the opening prior to 1987.2) Replace back west exterior wood door with an exterior raised vertical panel wood door on the bottom half and a double pane insulated glass, no mullions, mini blinds inside the glass on the top half (see attached picture),In place currently is an exterior wood door with raised horizontal panels in the bottom half and a single pane glass in the top half. Both doors and 36 inches wide but shorter than a standard 80 inch door. EAST WAYNE STREET STANDARDS AND GUIDELINES: C. Young Property Owner: South Bend Fire Department Landmark or District Designation: Local Landmark Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: One and half storey dormer front bungalow on a square plan with an offset brick chimney set on a brick foundation with a stone string course at the base. The walls have aluminum siding at the second storey, the rest of the exterior walls are stretcher bond brick. There is a two storey tower with a flat roof at the rear. The asphalt shingled roof has a side gable with aluminum sided knee braces and large front and rear gable dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side lights. There is a side entry with multi -pane light door. There is a large garage door under the porch. The windows a 1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the west side. ALTERATIONS: The 1979/1990 Survey card notes that the original glazed tile roof has been removed; that aluminum siding, storm windows and doors are replacements. The windows are not original to the structure. The current wood window sashes have insert lights with a composite plastic surround that are set into aluminum tracks. APPLICATION ITEMS: Replacement of two windows. DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace two windows and replace them with solid vinyl 1/1 double hung ComfortWorld 6000 windows. The first window is located on the east side of the building and has a diagonal cracked pane in the upper sash. The sashes themselves still operate but are not in stable condition. The second window is located at the south of the building in the upstairs bathroom. It has deteriorated due to poor ventilation and heavy condensation. LOCAL LANDMARK STANDARDS AND GUIDELINES: Group B Standards: A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structures or sites. B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass. A modification which involves the removal of a part of the landmark should be considered under demolition. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure: Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material: Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. Wood: all wood trim should conform with existing trim in shape and size. b. Siding materials: the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. STAFF RECOMMENDATION: Staff does not recommend the installation of the vinyl replacement windows. It recommends the installation of wood sash packs or inserts. Petitioner amended COA 2009-1214, substituting wood sash packs or inserts in place of the proposed vinyl replacement window. One other point of order pertaining to President asking what representative capacity was of two individuals representing COA 2009-1207A is that when we have the COA filled out, there is a place for owner/contractor signature and generally owner signs; We can have situations where contractor signs on behalf of owner allowing authority to represent owner at Commission meetings. We can make the case that instead of tearing it down, use that money they have set aside for demolition to be used for rehab. Catherine Hostetler proposed that after they make LaSalle High School back into a high school, move LaSalle Academy to Marquette so it would feed from the age group coming out of the Montessori school.
