Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 611 Edgewater is a two storey Colonial Revival home with a rectangular floor plan set on a brick foundation. The walls are wood shingles and the gabled roof has asphalt shingles.. There is an enclosed front porch with narrow single pane windows; the windows on the house are double hung with aluminum storms windows. ALTERATIONS.: The front porch was enclosed with a bank of windows above the knee wall. There are replacement storm windows. A new front storm door, replacement gutters and foundation re -pointing. were approved by the Commission in February, 2004. In April, 1982 the Commission approved a new fiberglass shingled roof. The window shutters noted on the 1985 survey card have been removed. APLICATION ITEMS: New siding and windows for lead abatement. DESCRIPTION OF PROPOSED PROJECT: The homeowner wished to replace some of the windows in the home with vinyl replacement windows. The exterior of the home will be resurfaced with l Pelican Bay One Ultra -Premium Shake and Scallop Siding with vinyl Hand Split shakes to match the original. The vinyl shakes will be installed over the original wood shakes. The home owner has also submitted the results from the lead testing of the exterior of the house. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair., cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, tuck -pointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need re -pointing should not be. Re -pointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately. C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels.. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials , design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: The removal of the windows and the re -siding over the original siding with vinyl is not in keeping with the Standards adopted by Edgewater Place. The windows are not deteriorated beyond repair and the siding appears to be in good shape but with a failing paint job. The house should be stripped to the bare wood and re -painted. Staff also recognizes that this remedy is not within the economic means of the home owner. However encapsulating the house in vinyl siding may be to the detriment of the house by running the risk of moisture build up and may eventually rot the structure. Staff does not recommend approval. Lafayette St. South Bend, IN 46601 Dear Historic Preservation Commission: Enclosed is my application for a Certificate of Appropriateness along with a fifteen dollar check for the application fee. I am fortunate enough to qualify for the St. Joseph County Health Department Lead Abatement Program. They are willing to remedy my exterior lead issues by providing me with new siding and some new windows. My understanding is that they are required to follow federal regulations for Safe Work Practices and will seal the lead paint in some fashion and apply the new siding over the sealant. As a single mother with limited income I am thrilled for this assistance because I would not be able to pay for this work to be done on my own. I am concerned about lead exposure in my children. My 5 -year-old son, David, in particular has had rising blood lead levels over the years. On 11/08/07 David's blood lead levels were 8 ug/dL. Although this is below the 10 ug/dL level that is considered "lead -poisoned" it is higher than his blood test on 05/08/06 which was 5 ug/dL, which was higher than a test that he had previous to that. I feel that I can have some control over the lead exposure inside my home by "wet dusting" and easier repair work that I can do myself but I feel I have no control over the lead exposure to my children outside without this new siding from the Lead Abatement Program. An interesting note is that the highest concentration of lead in my home is on the floor in the entrance. It is suspected that this likely indicates that much of the exterior lead dust and particles from chipped paint are being tracked inside on the bottoms of my children's shoes. I haven't had any conversation with the program director, Charles McManus, or the contractor, Peter Payne, about the windows. My understanding is that the selection of the contractor was made specifically because of his experience in repairing historic homes as closely as possible to the historic guidelines. Peter is able to bring samples of materials and is planning on attending the next meeting with me for my Certificate of Appropriateness. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE This is a two storey gabled ell with an irregular floor plan situated on a brick foundation. The house has cedar shake siding with one over one double hung windows. The porch runs the full width of the house and has a shed roof with pedimented gable entry bay supported on turned wood columns. ALTERATIONS: The concrete porch floor is a replacement. The aluminum storm door and windows are also replacements and there are also some vinyl replacement windows. The garage that was attached to the rear of the house and noted on the 1932 Assessor Card was removed and replaced by an addition and porch. The two car garage in the back yard also noted on the 1932 Assessor Card was removed and replaced by the current single car garage. APLICATION ITEMS: Demolition of existing 11' x20' garage, construct new 28' x 20' garage. DESCRIPTION OF PROPOSED PROJECT: Construction of a garage in a new location per Site Plan submitted. (See exhibits A & B) Garage will be constructed five feet from a utility guide wire in the back yard at the top of a small hill overlooking the playing fields of Leeper Park West. The garage will also be situated five feet from the neighbor's fence. In discussions with the homeowner the selection of the vinyl siding will be of a wide 5 inch reveal to more closely match the cedar shake of the house; there will be vinyl cedar shake application in the gable of the garage facing the house. The colors of the vinyl will match the house. The roofing materials will match those of the house. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION New construction includes any new building or structure built within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance, scale, styles and setbacks of the other buildings in the neighborhood. New work may be contemporary or may suggest motifs from historic buildings in the district. A. HEIGHT AND PROPORTION The majority of the structures in the district are two stories in height and have square or rectangular plans. There are several houses that have L- or T-shaped or rambling ground plans. There are a few single -story cottages and one - and one -and -a -half -story bungalows. The most prevalent fagade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Fagade proportion shall be established by permitting no structure with a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. - Recommended Design of new construction should be compatible in character and mood to the building or neighborhood. A Prohibited Additions that would add new height or change the existing fagade of a building, and change its scale and architectural character shall not be constructed. Not Recommended New stories should not be added nor existing stories be removed which would destroy important architectural details, features and spaces of the building. Any style or period of architecture that is incompatible with the existing should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco and wood clapboard and shingles, to aluminum, vinyl and fiberboard/composite siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color (as pertains to masonry) with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. Also, as much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Alternative or composite siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Dr. Stanley Clark home is situated on a double lot. The main house is two and a half storey with a rectangular plan set on a concrete foundation with a round tower in the front next to an off set gabled entry wing with a coat of arms above the doorway. - The walls are smooth stucco with Indiana limestone corner quoins and have end piers projecting from the corners. The roof is steeply pitched with small hipped dormers and wall dormers; it is covered in slate with copper ridges and finials and downspouts. The home has multi -paned attenuated casement windows in pairs with transoms in segmented arches at the first level all with stone sills. The side and back entry have copper - awnings. The site is formally landscaped in the front and terraced in the rear. The house is connected to a three car garage by a one storey enclosed breeze way with a steep hip roof and in the style of the house. ALTERATIONS: The breeze way was enclosed after 1943 and the door -window combination on the west side was added. The swimming pool was installed at a later date. APLICATION ITEMS: To build a 15 foot by 19.5 foot addition to the southeast corner of the existing house. The foundation will be concrete covered with stucco to match the existing house. The exterior walls will be 2'x6' with stucco painted white to match existing house. Corners will have stone quoins to match existing corners. The roof will have curved copper mansard to blend with existing roofs over east and south doors. The low sloped on top, not visible from the ground will have a membrane roof. The gutters will be half round copper to match existing. The east window will match the three sash arched casement kitchen window. The existing east kitchen window will be lowered 9-1/2", head height will more in line with the other windows. The window will be extended out 7" to provide a wider ledge on the interior. The extension will be white stucco with a curved copper roof blending with the roofs over the doors. Three existing windows that are on the south side of the kitchen and east side of the .breezeway were added or changed at some time do not match the windows in the rest of the house. We will use two new windows, one on the south side of the addition and one on the existing west side of the breezeway that a two sash wide that match the windows on the east side. The new windows will be more like the rest of the windows. The existing south wall of the kitchen will be removed and supported by a steel beam and the east wall of the existing breezeway will be partly removed. This will open the kitchen and breezeway to the new , breakfast area. Please see two sets of drawings submitted depicting before and after the proposed addition and the photographs. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Martin Brothers Contracting of Goshen to construct an addition to the rear of the home and to add a bay -type feature to an east kitchen window. All of the exterior, materials will duplicate the original Indiana limestone, smooth white stucco and copper features of the house. The windows will be custom made Marvin wood windows painted to match. The addition will be on the east side of the house and breezeway and will require the removal of the original slate roof on the east side and its replacement with a mansard roof with copper L0 features that will resemble the copper awnings over the side and back doorways. The west side of the original breezeway will have an additional window installed to allow for natural lighting of the interior stairs. There will be no other changes to the west side of the breezeway. There will be a modification of the east kitchen window to be lowered 9.5 inches and extended out seven inches creating a bay feature that will have a stucco surface and a copper roof. The original window will be re -used. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. The walls are red brick with limestone detailing. (Staff is not convinced that the material is limestone and could be concrete.) The front tower has base, buttresses and string course of Bedford stone. The roof has steep parapeted gables, slate clad with limestone like raking cornice and copper gutters and downspouts. The Battlemented square front tower projects and rises an additional storey above the main roof. The main entry in the tower is a 3 -leaf wood panel with glass transoms in an ogee limestone archivolt. There is a 3 part leaded casement unit with transoms and carved ogee crown above the main portal. The building also has a limestone cased bay window with leaded casements and surmounts. Other entries are scattered around the building and set in gabled vestibules with ogee archivolts and transoms. The remaining windows are coursed double casements with transoms set in limestone surrounds. ALTERATIONS: The original entry doors were replaced in 1996. There were additions to the school in 1947 at the southeast corner with eight larger classrooms added on to that in 1952. The flat roof of 1952 addition was replaced in 1995. In 1959 a single storey addition was built to the South of the 1947 addition. Exterior repair and maintenance of brick, masonry and limestone was performed in 1999 and again in 2004. APLICATION ITEMS: An addition to and total renovation of the existing building and site all as shown on the accompanying drawings and described in the Project Manual. The addition exterior will have finish materials and detailing matching the original building construction design. Please see attached letters dated November 6, 2008 and copies of selected pages from Building Renderings. DESCRIPTION OF PROPOSED PROJECT: Construct an 17,500 square foot addition that will abut the south elevation of the 1942 classroom addition and the east elevation of the 1959 addition. This addition will replicate the design elements of the original 1930 school in color and modem materials. Remove all of the steel sash windows in the main and second levels and replace with either Wausau Heritage Series, Traco 590 Sercies, Graham 7600 Series or Moduline Renaissance 32E Series. The replacement windows will replicate mutin pattern and look of original windows. The leaded glass diamond pane windows in the gables and tower will be removed and replaced with replicas featuring the original caming pattern: If an original window caming pattern was removed it will be restored. The original slate roof system will be removed down to the concrete decking and given a new support system for the installation of a synthetic material resembling slate manufactured by either DaVinci, EcoStar or Inspire. This will be installed on all roofs except the flat roofs. Remove original wood doors and replace with aluminum replicas. Restore and repair brick and limestone -like surfaces.; recoat limestone -like surfaces with a natural limestone colored coating. Create a new visitor parking lot in front of tower entrance. The new parking lot will be surfaced with asphalt. Some of the copper downspouts and gutters will be restored and copper flashings replaced. Locations are not clear. Some gutter and downspouts will be replaced by aluminum. Locations are not clear. Replace sidewalks with new. Remove original stairs to .1 DEFINITIONS Shall—Defined as an.expression of something that is mandatory or must be done. Should—Defined as an expression of obligation, something that ought to be done but that is open to compromise. Required—Defined as work which shall be done in a restoration or rehabilitation project in order to restore or maintain the original or existing character of the structure or site. Recommended—Defined as work which should be done to help restore or maintain the original or existing character of the structure of site. Prohibited—Defined as work which shall not be permitted in a restoration or rehabilitation project because it may have a negative impact on the original or existing character of the structure or site. The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. V b, siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark, poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should a make of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Siens No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Buildina Site and LandscaWnp, (These standards apply to both A and B) 1. Reauired Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. Lafayette Boulevard South Bend, IN. 46601 RE: Project Description Brief Addition and Renovations to Monroe School Building South Bend, Indiana Commission Members: An addition to and renovation of the Monroe School Building is planned. The renovation work will include interior and exterior building and site improvements. This is contained in detail on the Construction Drawings submitted with the Certificate of Appropriateness application. The addition is approximately 17,500 SF and will create an enclosed circulation flow for the main floor level. This addition will abut the south elevation of the 1942 classroom addition and the east elevation of the 1959 building addition. The exterior fagade of the new addition will include design elements of the original 1930 building such as: • Parallel tall walls on two of the elevations topped with a gable profile at steep pitch replicating the original north facade of the 1930 building. • Steep pitched roofs covered with synthetic slate shingles replicating the original building steep roof areas. • Masonry detailing on the exterior facade reflecting the original building design elements. • Masonry materials and colors to compliment the original building. The addition is designed to compliment and maintain the architectural character and style of the original school building construction. The addition will maintain a discernable break to distinguish the different eras of construction. The building exterior/fagade renovation work includes fenestration replacement, entrance system replacement, masonry restoration and repairs, and roof and gutter drainage system replacement. In detail this work is as follows: Replacement of the windows on the main and second levels of the building with thermally broken window units with insulated glass. The site lines and window profiles replicate the steel sash windows of the 1930 building. The lead caming pattern will be retained with the new window installations and where the caming pattern has been removed from the original design, it will be returned in the original diamond pattern for the project. Wood doors are being replaced with aluminum entry doors to update the building egress requirements, but configured to match the original door assembly appearance 1120 $ HEM ARCHITECTS, INC 107 N. This is intended to be picked up and completed as part of this overall construction package. Restoration will include removal of deteriorated brick units, patching and repair of limestone base and opening surrounds, and repair deteriorated coping. • The coating system currently on the limestone material is going to be removed and a new coating system installed with a color selection more appropriate for the original limestone material. • The sloped shingled roof areas visually show deflection two ways in the roof planes; this is a result of the precast deck panels deflecting. The shingles will be removed; a light -weight structural overbuild will be installed to straighten and provide a uniform deck surface for installation for synthetic slate shingles replicating the original slate. • The copper flashings gutter and downspout system is going to be replaced with the roof work. This exterior restoration and renovation is part of renovating the building to provide weather tightness and energy conservation as well as permitting building occupants to naturally ventilate the classrooms and other educational spaces of the building. The site renovation and construction work includes providing a parking lot, a visitor drive parking area, an enclosed playground for the Pre-school and First Grade students, and an improved separation of vehicular, bus and pedestrian traffic on the building site. Key points to this renovation include: Visitor drive parking area in the current north lawn area of the building. The drive is situated approximately half way between the street right-of-way and the main entry door to the building. This will return the original main entrance on the north elevation as the main entrance to the building in lieu of the currently used northwest entry door as the school entrance. Refer to the rendering included with the submittal package. There are approximately 3-4 trees in the north lawn area that have reached their life cycle and/or have shown deterioration/disease and short life span remaining. Some of these trees have been identified to the School district for removal/replacement by the city forester. These trees are going to be removed and replaced with in-kind trees appropriate for this climate and to enhance the elevation of the building by providing appealing sightlines from the right-of-way. This information is contained on drawing Sheet C-2.0 of the Construction Drawing set. Additionally, two pine trees, on a building corner, have severely overgrown the front elevation of the building and have covered some architectural detailing. We plan to have those trees removed and will return a detailed birdhouse, which is visually obstructed in the current condition of the trees, along with the limestone panels and reliefs to full view from the Donmoyer Avenue. The concrete walk and steps currently leading from the north entry down to Donmoyer Avenue are going to be removed. The walk will be re -configured to meet current handicap standards and provide access entry for visitors to the building utilizing the new front parking area. This will return the original front doors of the building to active use. The existing stone -walled courtyard along the front elevation will be retained in place. Repairs will be made where necessary replicating the original stone construction. The existing stone courtyard on the east elevation of the current building will be retained including the stone arch and iron gates. A portion of this courtyard will be utilized for a building generator location and transformer location; however they will not be impacting the stone wall as viewed from the Fellows Street right- of-way. Be it noted that for each tree removed in the project, at least one tree in-kind will be planted on site within close proximity to the original tree location with the exception of the two pine trees that are at the building corner. • The landscaping on the west elevation around the handicap ramp and planting beds is going to be cleaned up. The trees that are diseased/dead are going to be removed and new plantings will be installed along the building and in the beds. This also is shown on Sheet L-1.0 of the construction drawings. • Deteriorated sidewalks are going to be replaced. Some sidewalks are going to be re -aligned for improved site circulation and to accommodate the appropriate handicap slopes for the run of the walks. This information can be reviewed on Sheets C-2.0 and C-4.0. • The enclosed. courtyard will contain a playground with structures for the Kindergarten and First Grade students. The current south parking lot will be turned into a playground with soft and hard surfaces and contain play structures as well as gathering spaces and a play court. The new service courtyard on the east side of the building directly east of the proposed addition, will be constructed of the same materials as on the fagade of the building addition so as not to conflict with the historic courtyard adjacent to it. This was a directive suggested by the Historic Commission Executive Director. • The new southeast parent parking area is beyond the scope of the historic content of the building site, however it should be noted that care in design and landscaping has been included with this area so as to make it complimentary to the overall school campus. The site improvements and repairs are a result of providing a better safety separation between vehicular, bus and student foot traffic, also upgrading and "cleaning up" overgrown and end -of - lifecycle plantings from the original building or over the last 70 years of school occupancy for this site and all is designed to maintain the integrity of the original school design and appearance in its historic context. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 711 Forest is a two storey house with an irregular floor plan on a brick foundation with a polygonal tower at the corner between the central and south gables. It is situated on a large triangular corner lot at the intersection of Portage and Forest. The lot is extensively landscaped. ALTERATIONS: The house was listed as a duplex in 1932. Prior to 1949 the large side porch was removed along with the front porch across the front door. By 2005 the house had vinyl siding. APLICATION ITEMS: Install a maximum 5' high fence round the property at 711 Forest (per attached site plan A). The fencing will be an architectural steel custom made wrought iron fence with a black matte powder coated finish. The end post will be 2"x2" (16 gauge steel) post with a ball cap with 3 channels running horizontally 1 '/a"x 1"x 1/8" with spindles bars that will be %2" x %2" solid bar with rotating finials representing a ball and spear style. (See attached diagram B) There will be 3 walk though gates with locks and 1 double 5' gate with lock. All fence post will be cemented into the ground during installation. The fence will be 75% open completed DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely enclose their landscaped yard with a decorative five foot tall black wrought iron style fence with four gates. (Refer to copy of product brochure) STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION:, Staff recommends approval. It is not known whether or not this property ever had a fence. However, fences completely enclosing yards are not uncommon in the Chapin Park District especially along Navarre and Park Avenues. The style of the fence compliments both the architecture and the landscaping of the home and will not detract from the site. (See photos #1-5) In my discussion with the homeowner they are aware that they will need to apply for a variance. The homeowners were present and reviewed their project with the Commissioners. It was the consensus of the Commission to entertain a motion that would allow for this fence in this specific instance because of the size and location of the property; and only under the circumstance that it was not setting a precedent for the Chapin Park District for yards to be completely enclosed with a fence. On a motion by Lynn Patrick with a second by Mary Jane Chase the COA #2008- 1009 was approved with that stipulation by a vote of 6 in favor and I against. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: October 10. 2008 Application Number: 2008-1009B Property Location: 319 La Monte Terrace Architectural Style/Date/Architect or Builder: QueenAnne/1907 Property Owner: John -Paul Augeri Landmark or District Designation: Chapin Park N.R. / L.H.D. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 319 La Monte is a two storey frame house with an irregular floor plan on a brick foundation with a polygonal dormer along with front and side gables. The house has a wide soffit overhand with moulded cornice. There is a full front porch with moulded entablature and engaged square wood Doric supports at comers only set on brick piers. The house is situated on a narrow, shallow lot close to neighboring homes on either side ALTERATIONS: The house has aluminum siding. There are replacement storm windows. The concrete front porch is not original to the house and has wrought irons railings and columns. The handrail for the front steps was installed in 2007. APLICATION ITEMS: 1. A storage shed in the rear consisting of an 8 Y2 x 11 foot wooden shed with aluminum siding (the house already has aluminum siding). 2. A wooden picket fence 4 feet tall along the east side of the property (wooden stockade fences already exist on the north and west side property lines). 3. A four foot wooded deck attached along the rear of the house with steps leading down each side. DESCRIPTION OF PROPOSED PROJECT: #I.The homeowner would like to install a ready to assemble shed in the rear of the house set on concrete block footings with a wooden floor. See photos #1 & 2. #2. To install a standard stock wooden picket fence along the side yard with the posts set in concrete. See site plan -right side. #3 To install a four foot wide wood deck along the rear of the house. The deck would butt up 2 against the house; it would not be attached to the house. It will be made from standard stock pressure treated wood with stock railings around the deck and stock hand rails along the steps. See site plan and photographs #3-6 STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION: Staff recommends approval of items 1-3. The shed and deck will not be visible from the street since the house sits on a higher elevation than the side walk and both of these items will be in the rear of the house. The standard four foot picket fence, along the side of the house would not be very noticeable from the street given the higher elevation. Catherine Hostetler read an e-mail from the homeowner in England authorizing Pat Kepschull, his mother, to represent him on this and future projects. The Commissioners and Ms. Kepschull then discussed the details of the three components of the COA. On a motion by Lynn Patrick with a second by Linda Riley the Commission voted 7-0 in favor of COA#2008-100913 as submitted. LANDMARKS: The Commissioners discussed the letter written by Diane Wrobel- Illes requesting that the HPC consider land -marking the home at 53081 Olive Road which is next to her land -marked home. It was decided that the Commission not entertain land -marking at this juncture but that it would remain open to discussion with Diane Wrobel-Illes and other interested parties. Lynn Patrick volunteered to contact Diane Wrobel-Illes. REGULAR BUSINESS: The minutes for the Septmeber15, 2008 meeting were unanimously approved on a motion by Todd Zeiger with a second by David Sassano. Catherine Hostetler and Larry Meteiver were requested to continue to work on reducing the time staff spent on the Minutes by reducing the amount of verbatim content. The Treasurer's Report aka Department Location Report was accepted. In response to the Commissioners' inquiry concerning the on-going 2009 budget process for the department, Catherine Hostetler distributed the October 16, 2008 Memo from Mark Dobson, President of the County Commissioners. The text is attached as Exhibit A. President Klusczinski opined that now would be a good time to forge partnerships to highlight the City and County for Heritage Tourism under the Preserve America programs since the return is $19.00 for every $1.00 invested. He also wished to have the tenures of retired Commissioners Choitz and Ujdak recognized. The Director's Report was submitted. The text is attached as Exhibit B. In response to an inquiry concerning Monroe School David Sassano, Architectural Historian, reported that he had met with Ken Hebard and requested photographs of the slate roof for analysis by an expert in Pennsylvania. He gave his opinion as to the pros and cons of the various options for the slate roof repair and replacement. Ica He did the same for the windows. He conceded that boils down to a matter of top of the line replacements versus effectiveness of the maintainability of the original fabric of the school. Mr. Sassano intends to write a report which would support the Commission's due diligence concerning the slate roof and also the windows. Legal Counsel, Larry Meteiver, followed up from the September meeting with Resolution 08-02. This would allow for the Hearing of Visitors to be moved up on the Commission's Agenda from item VI as currently stipulated in the by-laws to become Item III in order to encourage input from the Local Historic Districts' Liaisons. On a Motion by Linda Riley with a second by Mary Jane Chase the Resolution 08- 02 was adopted with a vote of 6 in favor and I opposed. Another discussion of the efforts to reduce the length of time by the staff to prepare the minutes as well as the content of the minutes ensued. Catherine Hostetler and Larry Meteiver will continue work together to pare back the time spent on the minutes and length of minutes based on the suggestions given by the Commissioners. In this discussion it was noted that on occasion a verbatim minute may actually save staff time. The President's Report consisted of a brief description of the October Window Workshop he participated in with Preservation Specialist, Wayne Doolittle on October 18 & 19. We appreciate the time spent Monday discussing the 2009 budget. We also advised that we would need to schedule a series of meetings over the next 3 - 4 days to finalize the departmental budgets. However, we realize that doing so at this point is premature. HEA1001 has created some real challenges/opportunities for us all. The significant change in this legislation is that the property tax pool for each governing body Is inter -related. And, each entity's ability to raise revenue through the property tax levy is capped by the community's rate of growth. One of the Intentions of the legislation was to foster greater cooperation among the various governmental bodies. Unfortunately the opposite is actually true. Governmental entities are each looking at ways that they can protect their portion of the property tax levy - not only in St. Joseph County - but statewide. So, budgets are being submitted for approval at the maximum advertised rates. Thus, we have come to the conclusion that our budget must also be passed to protect our portion of the overall SIC levy. If we were to cut further, other governmental entities would receive a greater portion of our levy. So, the County Council will be enacting a Levy Protection Budget at their November 12th Council meeting. This 64 million dollar budget is reflective of the hard work you put in to try and reduce your department's expenses. It is also a balanced budget based on use of all available revenue sources. Are we done? NOI We have significant work to accomplish together. We hope that the State will certify our 2009 budget In the first quarter of next year. In the meantime we will be continuing the budgeting process. Over the next two months we will schedule inter -departmental meetings to further analyze the 2009 budget. We still believe that additional cuts will be necessary in our 2009 budget. However, it is difficult to know at what level those will be when we do not even have a 2008 certified budget. We also will be establishing the task force to look at the overall picture as indicated at the department head meeting. While we believe that our budget may be balanced for 2009, we know that 2010 will create a whole new series of challenges as the Circuit Breaker limits are decreased. It has also become apparent that our budget process has become dynamic. Historically, we had fixed Income figures that we could use to evaluate of financial status one time each year. The revenue numbers used for budgeting did not vary much from the actual revenues. The shift to Income Tax based revenue streams and the constant "shifting sands" of the State Legislature has dramatically impacted the budget process. Thank you for your hard work to date. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 611 Edgewater is a two storey Colonial Revival home with a rectangular floor plan set on a brick foundation. The walls are wood shingles and the gabled roof has asphalt shingles. There is an enclosed front porch with narrow single pane windows; the windows on the house are double hung with aluminum storms windows. ALTERATIONS: The front porch was enclosed with a bank of windows above the knee wall. There are replacement storm windows. A new front storm door, replacement gutters and foundation re -pointing were approved by the Commission in February, 2004. In April, 1982 the Commission approved a new fiberglass shingled roof. The window shutters noted on the 1985 survey card have been removed. APLICATION ITEMS: New siding and windows for lead abatement. DESCRIPTION OF PROPOSED PROJECT: The homeowner wished to replace some of the windows in the home with vinyl replacement windows. The exterior of the home will be resurfaced with Pelican Bay One Ultra -Premium Shake and Scallop Siding with vinyl Hand Split shakes to match the original. The vinyl shakes will be installed over the original wood shakes. The home owner has also submitted the results from the lead testing of the exterior of the house. STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION: The removal of the windows and the re -siding over the original siding with vinyl is not in keeping with the Standards adopted by Edgewater Place. The windows are not deteriorated beyond repair and the siding appears to be in good shape but with a failing paint job. The house should be stripped to the bare wood and re -painted. Staff also recognizes that this remedy is not within the economic means of the home owner. However encapsulating the house in vinyl siding may be to the detriment of the house by running the risk of moisture build up and may eventually rot the structure. Staff does not recommend approval. There was a discussion between the Commissioners and homeowner, Laura Mallozzi concerning the pros and cons of siding the house versus painting and why the painting of the house was not considered as an option. The COA was tabled until the December 15, 2008 meeting so the homeowner could explore that option. Laura Mallozzi signed a Waiver of n Statutory Time Period For Certificate of Appropriateness. STAFF REPORT CERTIFICATE OF APPROPRIATENESS Date: November 5. 2008 Application Number: , 2008-1103 Property Location: 734 Park Avenue Architectural Style/Date/Architect or Builder: Gabled-Ell/1890 Property Owner: Carol and John Sherman Landmark or District Designation: Chapin Park L.H.D./N.R. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey gabled ell with an irregular floor plan situated on a brick foundation. The house has cedar shake siding with one over one double hung windows. The porch runs the full width of the house and has a shed roof with pedimented gable entry bay supported on turned wood columns. 2 0 ALTERATIONS: The concrete porch floor is a replacement. The aluminum storm door and windows are also replacements and there are also some vinyl replacement windows. The garage that was attached to the rear of the house and noted on the 1932 Assessor Card was removed and replaced by an addition and porch. The two car garage in the back yard also noted on the 1932 Assessor Card was removed and replaced by the current single car garage APLICATION ITEMS: Demolition of existing 11' x20' garage, construct new 28' x 20' garage. DESCRIPTION OF PROPOSED PROJECT: Construction of a garage in a new location per Site Plan submitted. (See exhibits A & B) Garage will be constructed five feet from a utility guidewire in the back yard at the top of a small hill overlooking the playing fields of Leeper Park West. The garage will also be situated five feet from the neighbor's fence. In discussions with the homeowner the selection of the vinyl siding will be of a wide 5 inch reveal to more closely match the cedar shake of the house; there will be vinyl cedar shake application in the gable of the garage facing the house. The colors of the vinyl will match the house. The roofing materials will match those of the house. STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION: Staff recommends approval. In general the project falls within the guidelines of the Chapin Park District. However, the Preservation Specialist is concerned about the location of the new garage and that it might appear to overwhelm the neighboring yard. The homeowner and her contractor, Ed Hill of Pro Roofing and Contracting discussed the details of this project with the Commissioners and the orientation of the garage on the site. On a motion by Todd Zeiger with a second by Mary Jane Chase the Commissioners voted unanimously to approve COA#2008-1103 as presented. STAFF REPORT CERTIFICATE OF APPROPRIATENESS Date: November 6. 2008 Application Number: 2008-1105 Property Location: 1242 E. Jefferson Architectural Style/Date/Architect or Builder: French Eclectic/1927/Austin&Shambleau Property Owner: Leo J. McKeran Landmark or District Designation: E. Wayne Street L.H.D. Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Dr. Stanley Clark home is situated on a double lot. The main house is two and a half storey with a rectangular plan set on a concrete foundation with a round tower in the front next to an off set gabled entry wing with a coat of arms above the doorway. The walls are smooth stucco with Indiana limestone corner quoins and have end piers projecting from the corners. The roof is steeply pitched with small hipped dormers and wall dormers; it is covered in slate with copper ridges and finials and downspouts. The home has multi -paned attenuated 3 casement windows in pairs with transoms in segmented arches at the first level all with stone sills. The side and back entry have copper awnings. The site is formally landscaped in the front and terraced in the rear. The house is connected to a three car garage by a one storey enclosed breeze way with a steep hip roof and in the style of the house. ALTERATIONS: The breeze way was enclosed after 1943 and the door -window combination on the west side was added. The swimming pool was installed at a later date. APLICATION ITEMS: To build a 15 foot by 19.5 foot addition to the southeast corner of the existing house. The foundation will be concrete covered with stucco to match the existing house. The exterior walls will be 2'x6' with stucco painted white to match existing house. Corners will have stone quoins to match existing corners. The roof will have curved copper mansard to blend with existing roofs over east and south doors. The low sloped on top, not visible from the ground will have a membrane roof. The gutters will be half round copper to match existing. The east window will match the three sash arched casement kitchen window. The existing east kitchen window will be lowered 9-1/2", head height will more in line with the other windows. The window will be extended out 7" to provide a wider ledge on the interior. The extension will be white stucco with a curved copper roof blending with the roofs over the doors. Three existing windows that are on the south side of the kitchen and east side of the breezeway were added or changed at some time do not match the windows in the rest of the house. We will use two.new windows, one on the south side of the addition and one on the existing west side of the breezeway that a two sash wide ISI that match the windows on the east side. The new windows will be more like the rest of the windows. The existing south wall of the kitchen will be removed and supported by a steel beam and the east wall of the existing breezeway will be partly removed. This will open the kitchen and breezeway to the new breakfast area. Please see two sets of drawings submitted depicting before and after the proposed addition and the photographs. DESCRIPTION OF PROPOSED PROJECT: The homeowner has engaged Martin Brothers Contracting of Goshen to construct an addition to the rear of the home and to add a bay -type feature to an east kitchen window. All of the exterior materials will duplicate the original Indiana limestone, smooth white stucco and copper features of the house. The windows will be custom made Marvin wood windows painted to match. The addition will be on the east side of the house and breezeway and will require the removal of the original slate roof on the east side and its replacement with a mansard roof with copper features that will resemble the copper awnings over the side and back doorways. The west side of the original breezeway will have an additional window installed to allow for natural lighting of the interior stairs. There will be no other changes to the west side of the breezeway. There will be a modification of the east kitchen window to be lowered 9.5 inches and extended out seven inches creating a bay feature that will have a stucco surface and a copper roof. The original window will be re -used. STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION: Staff recommends approval of these application items. The projects proposed are in keeping with the standards adopted by the East Wayne Street District in both style and materials. The addition will not be noticeable from the street and will impact the east side of the breezeway which already has had modifications. The changes 19 proposed for the kitchen window will reuse the original window and will not have a noticeable impact on the fagade facing the street. Mr. Nelson Martin of Martin Brothers represented the homeowner and clarified that the only slate that will be removed on the east side of the breeze way will be for the mansard roof. He also clarified the re -positioning of the air conditioning unit. On a motion by Linda Riley with a second by Mary Jane Chase the Commission unanimously approved COA#2008-1105. STAFF REPORT CERTIFICATE OF APPROPRIATENESS Date: November 6, 2008 Application Number: 2008-1106 Property Location: 312 East Donmoyer Architectural Style/Date/Architect or Builder: Collegiate Gothic/1931/c1950/Freyermuth&Maurer Property Owner: School City of South Bend Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The original 2 %2 storey school was built in 1931 on an irregular plan and set on a stone foundation. The walls are red brick with limestone detailing. (Staff is not convinced that the material is limestone and could be concrete.) The front tower has base, buttresses and string course of Bedford stone. The roof has steep parapeted gables, slate clad with limestone like raking cornice and copper gutters and downspouts. The Battlemented square front tower projects and rises an additional storey above the main roof. The main entry in the tower is a 3 -leaf wood panel with glass transoms in an ogee limestone archivolt. There is a 3 part leaded casement unit with transoms and carved ogee crown above the main portal. The building also has a limestone cased bay window with leaded casements and surmounts. Other entries are scattered around the building and set in gabled vestibules with ogee archivolts and transoms. The remaining windows are coursed double casements with transoms set in limestone surrounds. ALTERATIONS: The original entry doors were replaced in 1996. There were additions to the school in 1947 at the southeast corner with eight larger classrooms added on to that in 1952. The flat roof of 1952 addition was replaced in 1995. In 1959 a single storey addition was built to the South of the 1947 addition. Exterior repair and maintenance of brick, masonry and limestone was performed in 1999 and again in 2004. APLICATION ITEMS: An addition to and total renovation of the existing building and site all as shown on the accompanying drawings and described in the Project Manual. The addition exterior will have finish materials and detailing matching the original building construction design. Please see attached letters dated November 6, 2008 and copies of selected pages from Building Renderings. DESCRIPTION OF PROPOSED PROJECT: Construct an 17,500 square foot addition that will abut the south elevation of the 1942 classroom addition and the east elevation of the 1959 addition. This addition will replicate the design elements of the original 1930 school in color and modern materials. Remove all of the steel sash windows in the main and second levels and replace with either Wausau Heritage Series, Traco 590 Series, Graham 7600 Series or Moduline Renaissance 32E Series. The replacement windows will replicate muntin pattern and look of original windows. The leaded glass diamond pane windows in the gables and tower will be removed and replaced with replicas featuring the original carving pattern. If an original window caming pattern was removed it will be restored. The original slate roof system will be removed down to the concrete decking and given a new support system for the installation of a synthetic material resembling slate manufactured by either DaVinci, EcoStar or Inspire. This will be installed on all roofs except the flat roofs. Remove original wood doors and replace with aluminum replicas. Restore and repair brick and limestone -like surfaces; recoat limestone -like surfaces with a natural limestone colored coating. Create a new visitor parking lot in front of tower entrance. The new parking lot will be surfaced with asphalt. Some of the copper downspouts and gutters will be restored and copper flashings replaced. Locations are not clear. Some gutter and downspouts will be replaced by aluminum. Locations are not clear. Replace sidewalks with new. Remove original stairs to tower entry and replace with ramps leading to new visitor parking lot. Create drives into and out of parking lot and remove all trees and shrubbery in the front, lawn and tree lawn of the school. New trees and shrubbery will be planted per Sheet L- 10. The limestone walled courtyard in the front of the school will be repaired and refurbished. The small stone court yard with iron gates at the east elevation will be retained and used for the placement of mechanical systems. The current south parking lot will be changed into play ground areas. STANDARDS AND GUIDELINES: Group B. Standards. Reading was waived by President Klusczinski. STAFF RECOMMENDATION: Staff recommends approval of the repairs to the building and sidewalks, exterior concrete ramps and the removal and replacement of the trees and shrubbery. It recommends approval of the new addition. Staff will not make a recommendation concerning the roof or windows since it was only presented with information for one roof manufacturer and for two window manufacturers. Staff cannot make a determination on the parking area since some renderings show 15 orl6 spaces and other drawings show 13 spaces. John Arndt of Hebard and Hebard led the Power Point presentation of the proposed new addition and exterior changes to Monroe School. Ken and Richard Hebard also answered the questions raised by the Commissioners. Ken Hebard clarified that the proposed parking lot in the front of the school totaled 15 spaces and included 2 for handicapped. President Klusczinski then declared that the chair would entertain a motion to approve Application 2008-1106 for 312 E. Donmoyer with the following contingencies: that the color palette for the slate, windows, the aluminum including flashing and other masonry coatings as well as the front parking surface and the tree location to that front fagade be subject to consideration by n the Standards and Maintenance Committee or by the Board at a later date. On a motion by Mary Jane Chase with a second by Jerry Niezgodski the Commissioners unanimously approved COA#2008-1106 with the contingencies noted. There was a request by Todd Zeiger that if it was possible to salvage parts of the casement windows that he knew of people that would be interested in re -using them in steel window restoration projects. It has an enclosed porch in the front with single pane windows. It has two entrances and wood double hung 1/1 windows. It has a hipped roof with asphalt shingles. ALTERATIONS: The front porch was enclosed. There are aluminum storm windows and storm doors that have been added. In 2003 landscaping projects were approved to remove invasive trees. New eaves and downspouts were installed in 2003. APLICATION ITEMS: Foundation Planting; Elm planted in Tree Lawn. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to transplant some Hostas and shrubbery to the perimeter of 717 Lincoln Way East and place an Elm tree in the tree lawn. See photographs attached. STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. STAFF RECOMMENDATION: Staff recommends approval. After a brief discussion there was a Motion by Linda Riley and a second by Todd Zeiger to approve COA 2008-1107 as submitted. The motion was unanimous approved. APPLICATION ITEMS: Convert existing alcove on 2°d floor stair hall to a full bath. Alteration includes +/- 19 square foot of new cantilevered space to accommodate 5'-0 bath tub. Cantilevered bump -out on rear/east elevation. DISCRIPTION OF PROPOSED PROJECT: Per drawings and photographs provided by the homeowners the bump -out constructed on the rear east second floor elevation will extend out about 21 %z inches from the house. The new window will be a Marvin wood window that will match the existing windows; and the bump -out will be clad in painted cedar shingles to match existing. The roof at the extension will match the existing pitch of the roof and will use asphalt shingles to match existing. STANDARDS AND GUIDELINES: President Klusczinski waived the reading. STAFF RECOMMENDATION: Staff recommends approval. The extension of the bumped - out area is located in the rear of the structure and will not be noticeable from the street. It will blend in with architecture of the house in form and replicate the siding, window and roofing treatments of the original house.
