APPLICATION ITEMS: The Project is called River Crossing No. 5 Improvements. It will install a new sewer line under the St. Joseph River between Riverside Drive and Northshore Boulevard using a micro bore system technique that will not interfere with the river bank or tree line. When the project is completed (antici- pated four and one half months construction) the only visible sign will be a new 48" man -hole cover in the green space about 10' from Riverside Drive. Any curbing will be replaced with concrete curbing. There may be one tree near the curb that may need to be replaced. The Department of Public Works has contacted the city forester for recommendations and a planting schedule. Riverside Drive Guidelines: I The Environment A. The District Environment: Required: Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways, streets, alleys and building set backs shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Recommended: Whenever possible, the original features should be restored. (Full text is attached.) RECOMMENDATION: Staff recommends approval of the project. It will not visibly alter to any great degree the green space elements along Riverside Drive. The Department of Public Works has contacted the City Forester for his recommendations to return the site to its original state. This project will create a redundant system to the current pipeline that takes 60-70% of South Bend's sewage to the treatment plant plus will alleviate some of the odor issues in Leeper Park and on Northshore Boulevard. Hostetler: Two representatives from Public Works are here. Klusczinski: Would you gentlemen like to make a presentation? Durr: Catherine did an excellent job describing the project, but sure. My name is Jason Durr; I'm the Assistant City Engineer. Rob Nichols, also an engineer for the City is here. I recently received a copy of an updated schedule from our consultants; I'd like to pass that out. Turns out when we met last that the schedule was a little ambitious and now we're looking to be the end of Decemberfor construction to be complete. As Catherine mentioned, this is a new sewer that's going underneath the river, just off the Angela bridge near our current existing river crossing. You guys have probably all passed this intersection and Northshore and Angela and seen this concrete structure at the corner here. The new structure will actually go just to the south of it. The existing structures head works can not be utilized nor the tail works due to the size of it and the structural integrity. If we were to start drilling more holes into it, there'd be some concern with that. We're actually intercepting the flow just south of both of those structures providing the ability to also utilize either one of the runs at any time. So they're both going to have the capacity to take on the entire flow, so we can basically put into service the new line and finally do an inspection of the existing line. Right now, it's the only line that crosses the river at this point, and as Catherine mentioned its got 60-70% of the city'sflow low so if this were to fait we'd be in pretty big trouble. We'd have to bypass pump and all kinds of stuff until we could get this fixed. We are using a newer technology with micro -tunneling. The circles that you see here are only the shafts that are going to be 20 ft diameter and about 40 ft deep. These will not be the manhole sizes that you'll see out there, we won't have 20ft manholes, and it will be a standard manhole lid that you'll see. This one actually will probably kicked out a little further so this one might actually be out in the roadway so that we can get a better angle coming into here. We've been talking about that a little more and how to keep it off the bank. Brent Thompson, the forester, we decided, we put in a $10,000 landscaping allowance to replace anything that we might damage, and he seemed to think that amount would be plenty to restore any trees or grass area that we might disturb. One unique situation and one that we have to be very careful of is that there is an aquifer under the river and it is under pressure. We actually have to dewater that aquifer in order to do our micro -tunneling. If we weren't able to dewater it and relieve the pressure, there's a chance that we could blow the aquifer and allow a larger river of water to come up to the surface, so its kind of unique for this situation. You don't think of another river underneath the river but it's there. Chase: Does it go inline with the river? Durr: Pretty close. It's about the same route. It's an artesian aquifer. Ujdak: What's the size of the pipe that you're putting in? Durr: 48 inch. Ujdak: 48? Durr: Yes, and that will be in a casing. Ujdak: Concrete? Durr: Steel probably. Steel casing with either a plastic HDPE piping or something to that effect that would go inside the casing. Ujdak: And the sewer that comes in that it will be connected to, how big is that? Durr: This ends up being a 96... or a 90 and it ends up being a 96 just a little bit further up the road. Ujdak: And the flow is to your right? Durr: No, itflows this direction. Hostetler: To the sewage plant. Durr: It ends up catching the interceptor and then it runs straight up Riverside Drive to the plant. Ujdak: How much of South Bend goes through there? Durr: Well a good portion. Because 60-70% of the flow so, just at Leeper Park there's a crossing'there and that takes a good section of the city comes across and actually comes to 7 Northshore and there's an 84 inch there and that comes into here also, so you're picking up two very large sewers that are coming into this river crossing. Ujdak: How old is the one that it's going to feed into. Durr: This one is probably 50 years old, it was built when the wastewater treatment plant was built. Otherwise before hand they used to just have this here and it just sent it into the river. Ujdak: Yes, I remember, only too well. And the one that's on the extreme left, that was put in at the same time? " Durr: That's the interceptor and yeah, that was the same time, around the 1950's. Klusczinski: Jason, do we have a 1 oft footprint on the cover that will be in the grassy area? Is that probably accurate... from? Durr: It's a 20 ft diameter, both of these shafts are 20 ft diameter. Klusczinski: Right, and here's an access port to it at ground level, right? Durr: Yes, there will be an access port, I didn't bring the detail, but it will be just your standard, casting sanitary/sewer manhole cover. Klusczinski: Oh I'm sorry, 48 inch, right? Is that accurate? Durr: This one's actually a 22 inch and I didn't bring the detail. Hostetler: The other ones are there on the chair. Klusczinski: I had a quick question for Catherine, does this impact in any way the Northshore historic district? Hostetler: None. Klusczinski: Ok. Durr: Actually it's a standard sanitary sewer, non drain manhole with lockable cover, and a standard manhole is usually a 22 inch. Klusczinski: Are there any other Commissioners with questions for the petitioner? Ujdak: How deep under the river are you going to be? Durr: At least 20 feet. Ujdak: 20 feet below? Durr: Oh, probably about 18-20 feet, underneath the river bottom. Ujdak: That should be easy material to go through. Durr: We hope. We did a lot ofgeo-tech exploration there, but when you're making a hole this big, you might not hit a boulder that's this big just to the side of it. But with the micro-tunneling it's a little more forgiving. Ujdak: When Memorial Hospital was going through one of its many additions 50 years ago, they found a boulder in the basement, it almost broke the crane to get it out, and it's now on the corner of Twykenham... Durr: I know where it is. Ujdak: That came from Memorial Hospital. Chase: I'd hate to move it. Ujdak: Show you how fast the glacier ran. That it could move something like that. Sunnyside Property Owner: Emee and Robert Miller District Designation: E. Wayne Street Local Historic District Rating: Contributing STATEMENT OF SIGNIFICANCEMISTORIC CONTEXT: The Colonial Revival at 334 Sunnyside was built in 1948 by Whitcomb and Keller Inc., for J. Benson & Elsie Ball. Mr. Ball was a division manager with I&M Electric Company. In 1949 the Balls added a connecting breezeway and garage to their house. The Balls lived in the house until 1950 when they sold it to Indiana Franklin Realty, Inc., which rented the house out for the next 15 years. The Miller's purchased the house in 1992. APPLICATION ITEMS: David Sassano has designed an addition (Exhibits A&B) which will be incorporated into the current footprint (Exhibit C)of the house but will extend the south elevation of the non - original 1949 garage addition by 40 feet. It will extend 11 feet to the east off of the 1949 breezeway addition. The breezeway had been altered into an enclosed two story addition to the house prior to 1986. The proposed new work will also include a screened in porch facing Wayne Street, in addition to the extension of the kitchen to the east, adding a family room to the southeast and will result in a new garage entrance facing the south alley. The south alley will then become the driveway. The materials to be used will be wood siding on the exposed areas and matching synthetic materials on the east (non exposed) facades. Removed siding and windows will be reused in the new construction. New windows and siding will match the existing. The Millers are also reapplying for a porch with an architectural pediment and pilasters for the front door previously approved by the Commission because the COA has expired. (Exhibit D) East Wayne Street Standards: III. New Construction New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. Height and Proportion Required: The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the districts. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Fagade proportions shall be established by permitting no structure with a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. B Building Materials Required: Exterior materials used on a new structure shall be compatible in scale, texture, color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as [possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. (Full text of the Standards is attached) RECOMMENDATION: Staff recommends approval. The Miller's have been consulting with the Commission for over two years on this project. The Standards and Maintenance Committee along with the Staff met with the Miller's in January, 2005 and approved of the concept of this addition to this house. The Millers have engaged an architect that has designed an addition that is appropriate in size and scale to the 0 house. The new materials will match the original construction. The porch over the front door compliments the architectural style of the house. Hostetler: The homeowner, Mr. Miller is here this evening. Miller: I don't have much to add, thank you Catherine. My wife Emee sends her regrets, she's at a school function tonight. A couple of points just of accuracy. Klusczinski: Can you'state your name for the record, please? Miller: Robert B. Miller, resident and homeowner. Musczinski: Thank you. Miller: The address is 344 S. Sunnyside, I did see a typo on the first line of this. Hostetler: Thank you. Miller: We are planning to extend an addition, we'd like to go 11 ft. behind our house towards our east set back. We'll come pretty close. to the set back, but not over. And, 20 ft to the south of our current wall toward the alley, which violated the 25ft set back, but we petitioned for a variance of that and that was approved in November to an 18 ft setback. I know that in the statement here it says "the garage addition by 40 ft ", uh which is not. I think it's a little ambiguous, there was no garage addition there is a breezeway addition and it goes beyond that by 40 ft, but its 20 ft longer than the current length of the house. I have been told by our builder that removing siding and recycling that siding is not very likely to be successful, so obviously we'll be using new siding- other than that, that's what we need to do in the way of an addition. Klusczinski: Mr. Miller, do you have a copy of the variance that you would also be willing to submit for our file? Miller: I'm not sure exactly what that document looks like, I have a set back diagram, and I may have it with me. Hostetler: I know that they did apply for a variance, and that it was approved. Miller: I have to check my file Klusczinski: Ok. Miller: I probably have it. And the porch that was approved several years ago, I'm going to say that it was close to 8 years ago ... I have a little better diagram of that if you'd like to see it. I don't know if I have enough copies for everyone. This has another view on it. Riley: Could you explain this porch? I think that you said that you were going to put pillars on it? Hostetler: Pilasters. Miller: No pillars. It's really nothing more than a portico. A roof awning over the door. Actually the front door and our entire entrance way needs to be replaced, all the wood is rotted. R faces west and so it takes all the rain, sun and there is no cornice on the house. It has a very shallow cornice, and so we need something over that door. Klusczinski: Are there any other questions for the petitioner? Riley: Just one other question. You made a point in your presentation. What are you going to do with the shingles... are you going to remove them? Miller: The existing house is cedar wood siding. We'd like to keep that. Riley: You're going to keep that? Miller: Our contractor says that the odds of success in removing that and reusing it are not very high. So, we'll just be buying new cedar siding. Catherine informed the Commission about an error discovered by the city regarding the $25,000 grant provided to the HPC by the City of South Bend. This "discovery" means the HPC budget will be reduced by $25,000. C. STAFF REPORTS 1. Correspondence Director Hostetler apprised the Commission on recent correspondence with The Lester Brock's of Oregon, owners of The Birdsell House, 511 W. Colfax Avenue. HPC correspondence conveyed our concern to them (via email) of the continuing deterioration of their local landmark. Commissioners share that concern and to that end, requested that staff draft a letter to The Brock's regarding said concerns to be sent via certified or registered mail as our Minimum Maintenance Standards prescribe. Letter will be drafted by Director Hostetler and sent as soon as possible. President's Report — Tim Klusczinski President Klusczinski commended staff on their efforts and hard work regarding City Celebration. 2. Landmarks Committee — Chair, Linda Riley Chairwoman Riley will be calling all committee members to arrange a visit to Marquette School and also a meeting to determine a course of action. Meeting scheduled for March 7, 2007 at 9am in the HPC Offices. Meeting will be posted to comply with Indiana Sunshine requirements. 3. Southhold Awards Breakfast — Catherine Hostetler Committee/staff have been in contact with the staff of the Palais regarding menus and other details for the upcoming Southhold Awards breakfast scheduled for May 5, 2007. Information is expected in the next few days about pricing for the breakfast which should be in the $10-12 range for a plated breakfast. It may be necessary to raise the rate charged to attendees, but that will depend on our hard costs and other details. That information will be available shortly. IV. OLD BUSINESS President Klusczinski asked the Commission if anyone recalled approving the Advisory Board letter draft at the January meeting. As no one recalled the vote, and it was not recorded in the minutes, Counsel suggested that another motion and vote be taken. Staff will be responsible for preparing and mailing out the approved draft to those on the list of prospective Advisory Board members. NEW BUSINESS President Klusczinski requested that Director Hostetler please schedule a meeting with the relevant parties to attempt to solve the chronic email problem experienced by HPC. Some emails aren't received, others aren't sent properly or expediently, and some that are sent are received as spam and don't truly reach the intended recipient. Director Hostetler agreed to contact the county and city computer staffs to find a solution. A prospective new Commissioner was introduced by Vice President Patrick. Ms. Annette Ernst is a resident of St. Joseph County and was present at the meeting. She was welcomed by the Commission and had a brief conversation with Commissioners.
