Oxian RE: Certificate of Appropriateness Application 2004-0501-2 North Pumping Station in Leeper Park at 830 North Michigan Street The Waterworks Department asks that this matter be removed from today's agenda, for at least 60 days, or until a new or amended proposal is submitted. a The security and anti -vandalism requirements for public water supply facilities and reservoirs are being substantially reconsidered on every level on account of anti -terrorism concerns. For this reason, the Waterworks Department is contemplating a comprehensive range of security measures, which will probably not include a traditional gate. The new security measures will most likely include speed -bumps at either end of the driveway (just inside the sidewalks), a pavement -mounted retractable barrier at the corner or the drive way (where we were considering a gate), infra -red or night -vision cameras on motion sensors, and also possibly n -ground landscape/security lights also on motion sensors, attached to video security cameras. , While it is too bad that these times seem to require such security measures, you will note that most of them are at best invisible, and at worst visually unobtrusive. In addition to the traffic control that we have been discussing around the North Pumping Station, the Waterworks will be submitting a new Application to include the reservoir in Leeper Park as well. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 06/10/04 Application Number: Property Location: 2004-0501-2 830 N Michigan Street Property Owner: City of South Bend Landmark or District Designation: Local Landmark in Leeper Park (Local Landmark), Leeper Park National Register District Rating: Outstanding/ 13 STATEMENT OF SIGNIFICANCEIHISTORIC CONTEXT, In the previous staff report, staff noted the importance of the views and vistas of the significant character defining features in East Leeper Park, especially the views of the North Pumping Station. the Leeper Park standards state that these views and vistas shall be preserved. Staff recommended security and traffic control options that would limit any affects on these views and vistas, including traffic access control gates, speed bumps, etc. The Commission granted tentative approval of "a gate, not chain link" at the May 17 meeting, and asked the applicant to submit visual documentation of the potential gates for review at the June 21 meeting. APPLICATION ITEMS: Amended to include a 6' tall by 21' wide aluminum concave spear double swing gate with cross bracing. RECOMMENDATION To preserve the views and vistas of the North Pumping Station and provide appropriate traffic control and security, staff would still recommend an access control gate with a lift arm for the drive north of the station. The access control gate has several advantages over a double swing gate: Greater convenience for the Water Works' staff and visitors. - The Water Works staff would not need to open and close a 21' double swing gate every time a visitor needed to enter the parking lot; the arm could be raised remotely. - Staff could enter and exit the parking lot from Michigan Street but unwanted vehicles would not gain access. Lower cost of replacement of broken parts (one arm vs. one swing gate). Minimal visual obstruction of the park and the building. A few companies fabricate a more pleasing and less utilitarian housing for the gate's mechanical and electrical systems. Retractable bollards and road block flaps would also fulfill the security needs and the preservation standards. The Water Works office sent copies of product information of available fence gate types. The pictures, unfortunately, depict only 4 feet tall and 4 feet wide gates. About five 4 -foot panels would be needed for the 21' long gate or two 10 -foot panels. The potential gates types veer toward severity of design with sharp lines, spears, and cross bracing that evoke the gates of medieval castles rather than entrance to the drive of a classical civic uildmg. -here are fence gates available that -would be more appropriate to the North Pumping Station. The rolled channel gates reflect the curve of the domes or the arches over the North Pumping Station's windows. Some gates have small decorative circles that reflect the small stone medallions near the entranceway. Hammond -Nash, Director June 7, 2004 Mr. Lincoln Johnson 1154 Lincoln way East South Bend, IN RE: Application 2004-0602 Dear Mr. Johnson: We were delighted to see your application for work to be done on your lovely and di- lapidated carriage house. The carriage houses in the Lincoln Way east local historic district are local treasures, and yours is particularly lovely in design. The first item in your application listed scraping and washing the siding, replacing lost or damaged boards in kind, with boards of the same dimension and shape, priming with oil primer, and painting with latex paint. This sort of maintenance and painting does not require any HPC approval. So go right ahead! The choice of primer and paint type and color is up to your own and your contractor's best judgment, as is the choice between paint and stain, which you might prefer for the upper shingle -style clapboards. I would suggest that you move forward with that as soon as convenient for yourself and your contractor. Also, enclosed with this letter is a Staff Approval for the tear off of the existing roofs (Amanda said she counted at least four, and there might be more), and replacement with the roof style of your choice. As we discussed last summer, when the Standards and Maintenance Committee held a meeting at your house, that the excess weight of the extra roofs on your car- riage house are doing it no good at all, and the faster you remove them, the better for your in- vestment in the property. When the weight is removed, it is likely that the walls will shift a bit, which could, conceivably, break windows, and affect the siding in places. Therefore, even though your application suggests that you plan to roof done AFTER you have the siding fixed, I suggest that you have the roof fixed BEFORE the siding and windows are fixed. Either way, however, you have permission to do both. You also have a free choice as to the type of shingles you may choose to install. The rule is that you must have something at least as historically correct as what is on there now, and the existing roof is not historic. We do, however, recommend that you do one of two things with the shingles: either match the diamond shaped shingles used on the roof of the main house, or else ask your con- tractor, in the process of tearing off the old roof, to determine what the original roofing looked like, and replicate that appearance. Lincoln Johnson June 7, 2004 Page 2 The guttering and downspouts will require Commission approval at the June 21 meeting. We see no evidence of original gutters or downspouts on this carnage house. However, that may simply be because they were removed too long ago for the marks to remain. Your contractors concern regarding water damage to the foundation and to the siding, especially along the bell -curve of the upper story, are significant concerns. We note that the main house has two different types of gutters: half -round, painted to accent the soffit lines, on the upper story, and more modern looking ogee on the sides of the porch roof. Ogee -shaped gutters were originally designed to mimic the look of carved wooden cornice molding. In contemporary use, it rarely has the scale and weight to do that effectively., and, given the unique shape of your eaves, probably would not do so effectively on your roof. Therefore, staff will recommend to you and to the Commission that the Commission approve the use of aluminum half -round gutters, and coordinating downspouts, on your carriage house. They are available in a variety of factory -finished paint colors, or you may paint them a color of your choice. I expect the Commission to be absolutely overjoyed that this beautiful and interesting structure, the condition of which has been a worry to them for so long, is at last receiving the tender loving care which it deserves. The other two, 605 Edgewater and 726 Arch, are practically twins. 525 Edgewater has a particular design where the roof eaves flow into the porch ceiling, which creates a very nice line between the first and second story. The home's wood shake siding, tongue and groove eaves and porch ceiling, and wood porch header are exposed. APPLICATION ITEMS: A.) Add pitch to front porch roof, and install asphalt 3 -tab shingles to new roof, B.) Replace rear flat roofing material with membrane rolled roofing material; C.) Remove small mulberry tree behind garage; replace Dutch lap siding in-kind or as close as possible APPLICABLE STANDARDS (Edgewater Local Historic District) Required. Existing or original porches and steps, including hand rails, balusters, columns, brackets, tiles and roof decorations shall be retained or replaced with replicas of the same design and materials when deteriorated beyond repair (Pg 35). Prohibited: Porches and steps that are important to the building's style and development may not be altered or removed. (Pg 35). Plant material and trees in close proximity to buildings, sidewalks, or streets that are causing deterioration to those elements should be removed (Pg 28). RECOMMENDATION To improve water drainage with the least amount of visual alteration of the lines of the porch and to retain the illusion that the porch has a flat roof, staff recommends constructing a hipped porch roof. The reconstructed roof would terminate four inches above the existing roof at the point where the porch meets the house. The roof pitch would then be about 1/4" rise to 1' run and the roof would be able to shed water. Membrane roofing would be required for this roof pitch. The addition of a shed or pent roof with asphalt 3 -tab shingles would dramatically change the design and character of this porch, the character of the rooflines, and the character of this house. Staff recommends against a pitch change of over four inches, would not recommend shingle roofing for the front porch, and recommends salvaging the ceiling material or replacing with like boards where deterioration is beyond repair. back porch roof project is an in-kind replacement with rolled roofing material. IN mulberry tree is growing next to the garage and may in a few years grow into the garage. Staff recommends approval of the tree removal and siding replacement with boards to closely match. The porch is now sheathed in aluminum; the metal porch posts are punching through the aluminum because the header beams have deteriorated. APPLICATION ITEMS: B.) Replace 1950s metal porch posts with wood columns and wood railing for the steps. RECOMMENDATION The owners hope to restore the character of the front porch with wood columns. It is highly likely this house originally had wood columns. The family has lived in the house since 1941, and they recall the porch columns. They have not yet found a picture showing them. Staff recommends approval, as the wood columns are more appropriate to the character of this Dutch Colonial Revival house than the 1950s metal posts. The columns will restore the a bit of the homes original Colonial character. To provide accessibility to the porch, a simple but nicely crafted wood railing would be an appropriate replacement for the metal railing. Wood columns and a metal railing would look stylistically confusing. Staff recommends approval. If the porch roof pitch needs to be raised, it could be hipped just enough (4") to shed water without affecting the main porch roof and the character of the house. Staff recommends membrane roof material for the front porch to replace the existing roll roof. A membrane roof would be more watertight than asphalt shingles and would not be visible from the street. Built in 1909 for the Gelbrich family. In 1994, the HPC approved removal of a stone patio, and installation of a brick patio, and rear yard privacy fence. In 1998, the HPC approved removal of some yews, and planting of holly and spruce bushes. APPLICATION ITEMS: 1. Remove part of the back wall of the house, and build a 1 -story kitchen addition, 13' deep by 13'6" wide, on the site of the existing brick patio; 2. Relocate existing brick patio next to the addition; 3. New brick or stone pathway from new patio to garage; 4. Install low voltage landscape lighting. RECOMMENDATIONS Removing a significant portion of the exterior wall of a balloon -frame American foursquare house can be a big deal, but we trust that the structural issues can be addressed here. It appears from the materials submitted that the new stucco walls and wood trim proposed would match the existing, and therefore would fit the historic character of the neighborhood. Also, the shingles and steel half -round eaves troughs and downspouts and the pitch of the proposed roof appear to match that of the front porch. The only really serious concerns that staff has regarding the proposed addition are the following: (1) the depth of the eaves overhang should, if at all possible, match that of the main house and the front porch, (2) the windows should be similar in shape, dimension, and design to the other windows used in the house, and (3), the new hand railing on the proposed new back stoop and steps should be wooden, designed to reflect the architectural style of the house trim and front porch features. Staff would like to note that while retention and re -use of existing doors is strongly encouraged, and occasionally required when original or character -defining doors remain, it is not at all required, and is entirely the owners'_ option, when the -existing door -is not at all historic. If the owners wish to retain their imitation wrought -iron security screen door, that is fine; however, if the owners wished to replace it, staff would recommend HPC approval of any other door of their choice. The box bay window proposed for the east side of the addition appears similar is shape and function, but significantly different in appearance from the existing bay window on the East side of the house. The existing bay has slanted, as opposed to right- angled sides, and the bay shape is carried up the wall to the roofline. Since the proposed Marvin window is available with angled sides, staff recommends that the proposed bay window match the existing in design. The proposed "garden window", or miniature greenhouse proposed for the back wall above the sink is completely modern in style and character, and would project out the back wall about 18" or 19", by 5 feet wide, or about the depth and width of a large filing cabinet. While a freestanding miniature greenhouse could certainly fit the historic character of the district, staff cannot recommend approval of this proposed window unit. Staff recommends instead that a window, or set of windows, reflective of the style of windows used elsewhere in the house is considered. ` In summary, as to item 1, staff recommends approval of the proposed addition, upon condition that (a) the weight of the second story walls be adequately supported, (b) the materials used for walls, trim, roofing, and eaves trough systems be as specified in the Application materials, (c) the depth of the eaves overhang match that of the main house and the front porch, (d) the windows be similar in shape, dimension, and design to the other windows used in the house, and (e), the new hand railing on the proposed new back stoop and steps be wooden, and reflect the architectural style of the house trim and front porch features, and (f) that the existing screen door be retained or replaced at the owners' option. As to items 2,3, and 4, staff recommends approval of the patio move, the new path, and the new lighting, as described in the Application, with the condition that the new lighting be directed in such a fashion as not to disturb or offend the . neighbors. Hammond -Nash RE: Leeper park Tree Trimming Application Today, June 10, I received your Application for limbing-up the trees in Leeper Park 6", for the Leeper Park Art Fair June 26 and 27. The next meting of the Historic Preservation Commission is Monday, June 21, at 7:30 p.m., on the 7th floor of the County -City Building. Technically, the deadline for submitting Applications is the first Monday of the month, which was June 2, but I begged permission to include you on this month's agenda anyhow, since a hearing next month would do you no good at all. If I recall correctly, you submitted a similar Application last year, and there wasn't time for it to be heard at a regular meeting, so the Landmark Committee that year directed me to tell you that they would schedule an emergency special meeting if you wished, but that the odds of the application being considered fairly were fairly slim. If a tree branch is diseased or broken, or for some reason needs to be taken off or trimmed FOR THE SAKE OF THE TREE, then you may go ahead and do that as a matter of routine maintenance. However, the HPC, as a matter of policy, discourages making permanent changes to important landscape features such as trees, for the sake of temporary events such as two-day fairs. Hopefully, tents and booth can just be shifted into locations that accommodate the trees, without cutting and reshaping them just for the sake of the event. Are you replacing all of the floorboards in the porch? PATRICK LYNCH: We are going to try and save as much as we can. The caps are in good shape. The shafts are in fairly good shape and just need to be touched up some. However, the bases are rotted. We will replace the porch boards only where it is necessary. The damage is confined to certain areas of the porch. The edges of the porch near the entrance have been damaged. JOANN SPORLEDER: Can you buy new bases without having to buy the columns? PATRICK LYNCH: Well, actually you have to buy the cap and the base. JOHN OXIAN: If we approve this then I would recommend that our inspector and Julie see what you are planning on installing first before hand. Kathy Hardy, Friends of Marquette School KATHY HARDY: I live at 15444 Miami Trail, Rolling Prairie, Indiana. I am a teacher at Marquette School, and I have recently learned there might be a possibility of demolition. We were concerned about this, as is Digger Phelps. We contacted Karen Hammond -Nash about the school. I have a petition with lots of signatures from ' community members, former students, former parents, who, would very much like to see the building remain standing and remain in good use for the community. It is very important to the neighborhood. The building is in excellent shape for a building that was built in 1936. An addition was built in 1951. South Bend Rotary recently donated a few hundred thousand dollars to renovate the building with paint, and carpet. The roof was repaired in 1996. Recently, $90,000.00 dollars was spent to renovate the school's bathrooms on the first floor. JOHN OXIAN: Do you want us to start the procedures to put it up for first reading for next month? KATHY HARDY: Yes, we would. JOHN OXIAN: If we put this up for first reading and second reading, then we would like to have you come again to support this. STAFF REPORT CONCERNING 1313 LISTON STREET FIRE DAMAGED LOCAL LANDMARK Monday, June 14, 2004 On Friday, June 11, 2004, the owner of 1313 Liston, Cheryl King, delivered the information requested by the Standards & Maintenance Committee. Staff issued a Certificate of Appropriateness to replace the attic window's glass, install a vinyl double hung window to replace the fire damaged double hung window on the front fagade, temporarily install a square double hung window for insurance purposes in place of the fixed diamond pane window, and rebuild any damaged or missing wood storm windows and screens. (The owner wishes to install the storm windows over the vinyl windows to retain the look of the home and decrease energy loss.) The owner and staff will research rebuilding the fixed diamond pane window. It was a small treasure damaged by the fire and smashed by the firefighters. We hope it can be restored to match the large picture window. Luckily, the roof will not need to be replaced at this time. As I understand their concern, the widening of Olive Road would require the removal of their brick mailbox and would change the historic relationship of the old school house and its Civil War era brick fence to Olive Road. The relationship of historic buildings to a roadway is also of great concern to the Indiana Department of Natural Resources and the Office of the Secretary of the Interior. In March 2003, the County Council passed an ordinance to designate 53117 Olive Road, the Old German Township School, a local historic landmark. The landmark ordinance includes the school house, the Civil War era brick fence, and the property legally known as 165' by 165' MID PT E SIDE NW NW 30 38 2E. The landmark ordinance applied to the property preserva- tion standards and procedures for the review of projects that propose to change the exterior of buildings, objects, and the property. Were the road project to change the above property and its historic relationship to Olive Road, review by the Historic Preservation Commission and a Certificate of Appropriateness would be needed. Enclosed is an application form for a Certificate of Appropriateness. In general, the Commission accepts applications for a Certificate of Appropriateness from the property owner; however, in this case the Commission would accept an application from the contractor, or from the right-of-way holder. Hammond -Nash, Director I first want to mention my appreciation for your communications with regard to this project as well as your patience. After reviewing the specifications and the plans submitted to the Historic Preservation Commission for the Dunham Street Model Block Initiative in the Saint Casimir National Register District, many of the proposed specifications detail in-kind improvements to the streetscape. The specifications and plans for the replacement of the sidewalks, curbs, driveway aprons, and sidewalk wheelchairibike ramps are suitable for the neighborhood as they retain Dunham Street's current streetscape design. The specifications for removing the asphalt along the curbs and relaying any removed brick in order to replace the curbs and improve drainage would be suitable; however, the City may wish to research the ad- vantages of uncovering the brick streets in this neighborhood and especially on Dunham Street. Though the upfront costs of restoring brick streets are generally more expensive than asphalt paving, brick streets have a longer lifespan and are less expensive in the long run than milling and re -applying asphalt. Brick streets also reduce traffic speeds by three or four miles per hours, and they enhance the appearance of a neighborhood. They give a neighborhood style and distinction that could be used as a tool to improve neighborhood pride. While the addition of hedge maples and lilac trees in the tree lawn would increase the foliage in the neighborhood, trees that have a longer lifespan and that reach a taller mature height would better frame the houses and the streetscape rather than obscure them. I enclosed a brief summary of the neighborhood's distinctive features, which cover its layout and the notable architectural elements of individual homes. This document should provide you with a foundation for the conservation of the residences' distinctive features. If I can be of any further assistance, do let me know. KAREN-HAMMOND-NASH:- (See staff report attached to C of A). - The -owner -was riot present. Amanda Cragen, the owner's contractor, was present and spoke on his behalf. AMANDA CRAGEN: On the existing windows, I would like to replace the broken panes of glass, remove the existing panes, clean them and re -glaze. Three windows are 1 boarded up. The two that are in the back facing the railroad tracks, I am going to leave boarded up. The one on the second story, that you can kind of see from the house, I am going to take the plywood off and I am going to rebuild a window; it's going to be a fixed picture window. There is a similar window to that on the same side, a little bit higher on the dormer. The owner would also like to install half round gutters. LYNN PATRICK: Did the house originally have the ogee shaped gutters?' AMANDA CRAGEN: I am not sure what it originally had. The carriage house has no gutters right now and the house has ogee gutters around the whole house. JOANN SPORLEDER: Why do they want to put gutters on the carriage house if it didn't originally have gutters? AMANDA CRAGEN: The second floor of the carriage house is sided with cedar shake and it has a bell curve. The overhang of the carriage house is very small, and this allows the water to come down and drain right on top of the cedar shake. Joann Sporleder stated that if gutters are not well maintained they will continue to rot the roof. She also said that since there was no indication that gutters were ever on there before; she would strongly recommend leaving the carriage house in its original condition. JOANN SPORLEDER: I will make a motion that we approve re -painting the two rear boarded -up windows and rebuilding and re -glazing the other three windows. I also recommend that the commission deny the installation of the gutters as there is no evidence that the carriage house originally had gutters nor ever had gutters. MARY JANE CHASE: Seconds the motion. It passes unanimously 3. 2004-0063; 525 Edgewater Drive; Change porch roof, mulberry tree. KAREN HAMMOND-NASH: (See staff report attached to C of A). JOANN SPORLEDER: I will make a motion to approve the removal of the mulberry tree, the replacement of the Dutch -lap siding boards on the garage as necessary; and to table Part A, changing the pitch of the front porch; because, more technical information and plans are needed. DOUGLAS TURNOCK: The owners would like to have six by six square posts. What I will probably do is try and add a little more detail and trim to the columns to make it fit the era of the neighborhood. KAREN HAMMOND-NASH: We can include your drawing in our file and say that we have approved it to look like that. JOANN SPORLEDER: For application 2004-0604 (b), 605 Edgewater Drive, the application is to replace the metal columns with six by six wood columns and a wood railing; which will be similar to those in the neighborhood; the bottom railing of which will not be above the base of the columns. VIRGINIA O'HAIR: Seconds the motion and it passes unanimously. 5. 2004-0604-2; 1069 Riverside Drive; rear addition and patio. KAREN HAMMOND-NASH: (See staff report attached to C of A). The owner is present. JOHN OXIAN: What type of lighting are you proposing to install? Before the Commission makes a decision on the lights, we should see what you are planning to install. CHRISTOPHER HARTZ: I have not picked out lighting fixtures yet, but I would like to install a contemporary craftsman style light. We are also planning to remove the window; it's a modern retro -fit fixed window. On the side of the addition where the entry will be, we are planning on building a box bay window with a bench seat. We would also like to add a garden window to the south side, which will face the tree. My intention is to keep the screen door; it's in good shape. KAREN HAMMOND-NASH: Staff has some concern over the modern style of the ._proposed windows; -which are more fully described by the information that was -submitted- _ with the application. I have copied this information and put it in your meeting packets. The application is for a boxed bay window on the east side. While the boxed bay window described in the application is a very nice window in deed; staff notes that the house has an existing bay window of a somewhat different style and would recommend 3 that the bay window be installed in a fashion to match the one existing on the east side of the house. DIANE WROBEL-ILLES: I will make a motion to approve this application with the condition that the bay window be modified in plan as recommended by staff and with tentative approval of the lighting upon the submission of a lighting plan to staff. MARY JANE CHASE: Seconds the motion and it passes. Joann Sporleder abstains. 7. 2004-0610; Leeper Park; limb -up trees for Art Fair KAREN HAMMOND-NASH: Regarding the application from the City Forester, some commission members may recall this as an almost annual problem; the city forester is bugged by various artist groups who want him to limb -up the trees in Leeper Park so that they can put their tents and booths in straight lines. JOHN OXIAN: We did turn down a similar application last. LYNN PATRICK: I will make a motion to deny the application and I make a suggestion that the Art Fair arrange their booths similar to last year's arrangement. WAYNE DOOLITTLE: The South Bend painter's union did a beautiful restoration of the highway historic marker located on US31 at Johnson Road. They fully stripped off the peeling layers of paint and meticulously applied two coats of fresh paint. Mary Jane Chase made a motion to send a resolution of thanks and recognition of their spirit of civic volunteerism to the painter union's apprentices who helped with the sign. (See enclosed letter in meeting packet). 5 IV. OLD BUSINESS 1. Commission member training: Schedule meeting for CAMP participants to share new information. Martha Choitz and Julie Schutte attended the recent CAMP program hel& at Fort Benjamin Harrison. The training sessions discussed the legal background for local preservation commissions and the review process. They scheduled a meeting to discuss training methods for the entire Commission. 2. Discuss and adopt bylaws regarding HPC procedures, pursuant to recommendations of the Committee of the Whole, Exec. Session held May 27. Lynn Patrick brought in another draft of the bylaws for commission members to look over. V. NEW BUSINESS 1. Employee Compensation: year end and 2005 salaries_ JOANN SPORLEDER: I move that bonus information be sent to through the proper authorities.
