ORDINANCE NO. 8.3s5-" 93 AN ORDINANCE APPROPRIATING $566,447 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1993, TO BE ADMINISTERED THROUGH THE DEPARTMENT OF ECONOMIC DEVELOPMENT. Statement of Purpose and Intent: The government of the City of South Bend, in partnership with the City' s private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Department of Economic Development anticipates receiving, for Program Year 1993, approval from the United States Department of Housing and Urban Development to expend an additional $434, 000 in the execution of certain housing rehabilitation/assistance, public improvement, neighborhood development, and public service activities. In addition, the City through the Department of Economic Development has received $107,447 in excess program income from 1992 activities, and is projecting an additional $25,000 in current year program income, all of which will be used for these activities. In order to implement the aforementioned activities, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $566,447 is hereby appropriated for the program year starting January 1, 1993, from the City of South Bend' s Community Development Block Grant Fund (Program Year 1993) . The appropriation shall be used as approved by the United States Department of Housing and Urban Development under Title Twenty-four (24) of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1993 . Kernan, Mayor Office of the Mayor January 19, 1993 South Bend Common Council Fourth Floor Council Chambers 400 County-City Building South Bend, IN 46601 Dear Council Members: Over the past several months we have discussed with the City Council the development and implementation of a major, long term neighborhood revitalization program. Two important aspects of our discussion focused on the need to develop strong, on-going and affirmative partnerships with neighborhood organizations and community institutions. A second aspect involved the development of a comprehensive neighborhood effort that addressed both the physical and human sides of neighborhood revitalization. We are now prepared to begin a phased implementation of our neighborhood revitalization program. We are launching phase one of what we are calling the Good Neighbors/Good Neighborhoods initiative with the attached supplemental appropriation of federal Community Development Block Grant funds. To kick off Good Neighbors/Good Neighborhoods, we are requesting the following: • Emergency Housing Repair Program - $75,000 • Christmas in April - $80,000 • Colfax Youth Center - $50,000 • Neighborhood Public Safety Programs - $200,000 • Neighborhood Partnership Funds - $161,447 On November 23, 1992, the Council appropriated $2,994,000 of CDBG funds -- over seventy-five (75) percent of those funds were targeted to neighborhood and housing programs. At that time we committed to and the Council agreed, in principle, to focus any additional funds on neighborhood improvement efforts. County-City Building • South Bend, Indiana 46601 • 219/284-9261 • Telefax 219/284-9892 • I am pleased to say that the City of South Bend will receive an additional $566,447 of federal Community Development funds for 1993. The additional funds include $434,000 of new CDBG funds and $132,477 of additional program income earned by various CDBG funded programs and projects. We are proposing that one hundred (100) percent of the additional funds be committed to phase one of the Good Neighbors/Good Neighborhoods initiative. PROPOSED APPROPRIATION (1) Emergency Housing Repair Program - $75,000 This additional appropriation would be added to the $75,000 of CDBG funds already appropriated by the Council. With a total of $150,000, the City, acting through its Bureau of Housing, would do emergency repairs for immediate health and safety situations for lower income and elderly home owners in the community. (2) Christmas in April - $80,000 This additional appropriation of$80,000 would increase the City's 1993 commitment to Christmas in April to $100,000. This would enable the program to undertake its planned, full-scale program of over 50 housing rehabilitation projects in the Southeast Neighborhood. These funds, coupled with the donated talent, time, material and private funds will result in approximately $750,000 of housing rehabilitation in the Southeast Neighborhood. (3) Colfax Youth Center - $50,000 The City Administration and Council have already committed $50,000 of 1993 CDBG funds in the form of a challenge grant to South Bend Heritage for the Colfax Youth Center. This additional appropriation of federal CDBG Funds would bring the City's commitment to $100,000. South Bend Heritage plans to raise another $700,000 - $800,000 of non-CDBG funds to acquire, rehabilitate and expand the old Werntz Hardware Building into a community education, recreation and training complex for young residents of our inner-city neighborhoods. (4) Neighborhood Public Safety Programs - $200,000 We are also proposing for the first time to use federal Community Development funds to expand and enhance our neighborhood public safety programs. This proposal has two components: (a) Expanded Neighborhood Watch Program - $100,000 Approximately $100,000 of CDBG Funds would be committed to an expanded Neighborhood Watch program. This will allow for the addition of two uniformed officers to build a stronger and expanded Neighborhood Watch program. A key part of our efforts to reduce crime in our neighborhoods is a more efficient and effective crime prevention partnership with neighborhood residents. In addition to personnel costs, the funds would be used for other activities that support the neighborhood watch program. (b) Special Neighborhood Patrol Program - $100,000 We are proposing an additional $100,000 of overtime funds to allow the Police Department to increase its special, directed neighborhood patrol efforts in targeted city neighborhoods. As long as the use of the funds meet the federal regulations, we are proposing that the funds be used for additional foot patrol, special drug house efforts, and related neighborhood patrol activities. (5) Neighborhood Partnership Funds - $161,447 As of November 1993, the Administration and Council have appropriated $267,514 for the new neighborhood partnership fund. With this additional $161,447 we will have $428,961 to use in conjunction with phase two of the Good Neighbors/Good Neighborhoods initiative ---the new partnership center program -- that will be launched and announced later this week. Each partnership center advisory board will develop a block by block neighborhood improvement program for the immediate area around each partnership center. The neighborhood partnership funds will be used for public improvements and housing rehabilitation activities to implement the individual neighborhood plans in conjunction with the neighborhood partnership centers program. This supplemental appropriation of$566,447 of federal Community Development Block Grant funds coupled with the funds appropriated in November 1992 will allow the community to initiate an aggressive neighborhood improvement program for 1993. I thank the City Council for its continued advice and support as we develop and implement the next phase of the Good Neighbors/Good Neighborhoods initiative and respectfully request your positive consideration of this proposed appropriation.
