Note to Commission Members:
Two new matters have arisen, both regarding previously issued Certificates
of Appropriateness. The owners have discovered, in the course of the
renovations previously authorized, that additional work is needed, beyond
that which was before you previously. If the Commission feels sufficiently
informed to approve these without discussion, you could put them at the top
of the agenda; if they require discussion, they could go after the other two C
of As.
A Motion to amend the agenda would be in order, to add
1. 2002-0603; 411 West Northshore Drive; Lucy & Bob Jones.
Replace artificial siding and restore original trim detail.
A letter from Mr. Jones arrived late Thursday, so it and a
recommendation from me were in your packets.

Mr. Cochrain called me Friday. I recommend approval, as the
existing storm door is totally unhistoric, and any replacement
would probably be equally or more historic in character than the
existing.
Staff suggests that it is also in order to shower the Cochrain family with
congratulations and praise for restoring a significant amount of unique and
lovely original detail to the eaves of the house and to a porch that had been
completely aluminum covered for many years. Kil Architecture and Van
Overberghe Builders have done excellent work for them, and it probably
was not cheap. A drawing of the restoration plan, and photos of the house
are attached.

CONCERNING APPLICATION FOR A
CERTIFIATE OF APPROPRIATENESS

Rating: Technically "non-contributing" because, having been built in 1953, it was less than 50
years old at the time of the most recent survey, and thus could not couldn't be "historic" under the
rules.
STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
This house is a very interesting and distinctive example of 1950s modern architecture, although
unfortunately the name of the architect is unknown to the Commission. It is in excellent, and mostly
unaltered condition. It is a two-story frame house with a somewhat irregular plan defined by large strong
rectangles. The nine bay facade is separated by plain pilasters. The roof is flat, with modillions on the
overhang. The first floor windows are large single pane rectangles, and the second floor windows are
awning -type, set in threes. The facade is brick and wood. The site is slightly raised, apparently by
architectural design, to accentuate the shape and profile of the house. Staff would be fascinated to know
whether the original architect specified or recommended other specific landscape design elements, because
that was often the case with higher quality homes of this style and period.
In 1953, two sisters, Hedwige and Clara Makielski, built this house, and lived together here, using two
addresses: 1217 East Wayne North for Clara, and 1219 East Wayne North for Hedwige. After 1958, they
both used 1217, probably just for simplicity, as there was no change to the structure.
Hedwige and Clara were two of eleven children (four girls and six boys) born to Elizabeth and Alexander
Makielski. Hedwige worked as a nurse, and Clara: worked as a secretary for the Alexis Coquillard General
Insurance Co. Hedwige lived here until her death in 1956, and Clara until her death in 1985. They left the
house to another sister, Theophila, who in 1991 sold it to the present owners, Margaret & John Scanlon.
PROPOSAL:
The owners are seeking to turn a 12' by 12' room on the back of the house into a 16' by 30' master
bedroom suite, to include a bathroom, walk-in closet, and bedroom with access by double doors to an
attached deck. I understand that the primary purpose is to make the house more accessible for use by
handicapped or elderly persons, in case that should ever be necessary. The proposal is to replicate or match
the existing roof, eaves, siding, and all windows except the bathroom window, which would be glass block.
The proposal would also require removal of a few bushes and some trees that are already storm -damaged.
The shrubbery to be removed is likely not part of any original plan, as it surrounds a later addition.
RECOMMENDATION -
Staff recommends approval of the Application, as shown in the attached drawings, with the conditions that:
(a) the roof, eaves, gutters, and siding match or replicate that originally used on the house, (b) that the doors
and all windows except the bathroom have the same shape, size, and exterior dimensions as those used in
the original construction.
Staff further suggests that, if the owners could locate landscape specifications or suggestions from the
original architect, it might be very rewarding to consult them when replacing the shrubbery and damaged
trees.

STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFIATE OF APPROPRIATENESS

STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
The noted architect Ernest W. Young designed and built this house in 1925, for Walter E.
Bryan. It is a period revival house, with elements of both the Spanish Renaissance and Italian
Renaissance styles, and is essentially unaltered. The fagade is stucco, in three bays, with casement
windows capped by semicircular lights on the first storey. There are decorative iron rails and
brackets on the second storey. The roof is flat, built up asphalt, and there is a tile pent roof with a
wide eave and broad decorative brackets. A low stucco parapet wall with a tile cap tops the pent
roof. The owners of this house are to be congratulated on the fact that all important character
defining elements of this exceptionally graceful house remain intact after 77 years.
PROPOSAL
The owners are seeking (1) to remove loose deteriorated plaster, and replace it in kind, with plaster
of the same type and appearance, and (2) to add a pre -finished galvanized steel coping cap over
the existing tile parapet cap.
RECOMMENDATION
Plaster repair, or replacement of missing plaster with the same article, is basic minimum
maintenance, requiring no special permission. Staff has recommended to the contractor that they
proceed with that repair at their own and the owners' convenience.
The installation of the steel cap is a more difficult matter. The proposed steel cap would have
essentially the same dimensions as the existing tile cap, but would be continuous, and would not
retain the appearance of individual blocks on top of the parapet. The unique roof line is one of the
most characteristic and notable elements of this house's design, and the the edging on the parapet
adds both to its visual interest and its character. On the other hand, the tile has evidently been
repaired a number of times, and any failure of the parapet cap is not good for the underlying
plaster stucco.
Note that on a neighboring house, built by a different architect in the Mission Revival style, HPC
apparently approved the use of a steel parapet cap in a situation where the entire exterior was so
badly deteriorated that it was entirely replaced with a new exterior insulation & finish system.
As of the writing of this Report, the HPC Architectural Historian, Joann Sporleder, is unavailable
for consultation as to the availability of options for retaining the tiled appearance of the parapet
cap, while maintaining or improving its performance. Staff therefore recommends that this
question be referred to her, and that the tile be retained uncovered only if our architect can offer
suggestions as to how that might be made practical for the homeowner. Otherwise, I would
recommend approving the Application to cover the parapet cap as requested.

The homeowners, Lucy and Bob Jones, submitted this Application June 3, and the
HPC granted it, as applied for, with certain conditions, June 18, 2002: In the process of
construction, matters have arisen which make it advisable to replace all the existing aluminum
siding on the house, and to simultaneously take the opportunity either to restore original
detail, or to install new architectural detail that would resemble the original more closely than
the existing. Much original detail was covered when the house was aluminum sided.
Additionally, the owners seek to install more modern ventilation, which is needed to
accommodate the modern heating and insulation now in the house.
The homeowner's very helpful letter provides all the additional detail and explanation
you need, so I will not repeat it here.
Much of what the homeowner seeks would ordinarily be matters that could be staff
approved. However, as we understand the Open Meetings Act, staff may not unilaterally
modify a C of A granted by the Commission at a public meeting, without bringing it again to
the Commission's attention at another public meeting.
RECOMMENDATION
Staff recommends the issuance of a second Certificate of Appropriateness, approving all
new items listed in this amendment to the original Application, specifically:
(1) Removal of the existing white aluminum siding, and replacement with
white vinyl siding having a 5" or a 6" reveal;
(2) Installation of trim around all windows to replicate the original brick
mold as near as possible;
(3) Install wood trim corner boards at the house corners, similar to those
originally there;
(4) Add a frieze board under the eaves of the house similar to that originally
existing;
(5) Add vents under the eaves on the front and back of the house to create
airflow in the attic pursuant to architect recommendations.
(6) All approvals and conditions in the Certificate of Appropriateness issued
June 18 remain in effect.

Dear Karen,
Thanks for taking the time to speak with me on Tuesday about the ongoing construction
project on our home at 411 W. North Shore Drive. As I mentioned to you, we discovered that
the exterior walls have no insulation. We were planning to lift up four rows of aluminum siding
on the exterior of the house in order to drill holes and fill the exterior walls with cellulose
insulation. We were originally led to believe that the siding could be reattached without
difficulty, Our insulation contractor and our general contractor recently met to discuss that
procedure, however, and they just informed us that they do not believe they can do a satisfactory
job of replacing those rows once the insulating is finished, There will be dents and dimples and
some of the siding may have to be held in place by small pin nails, all of which will look
unsightly. I spent quite a bit of time since I spoke with you discussing our options with architect
David Sassano and our general contractor, Edward Hinz. We now have a proposed course of
action for which we seek your approval.
We propose to remove the existing white aluminum siding and replace it with white vinyl
siding, including new trim, that will more closely replicate the original look of the house. The
house originally had simple 14p siding with a 6" reveal, trimmed with comer boards on the edges
of the house, brick mold around the windows, and a frieze board under the eaves. The current
aluminum siding is larger (8" reveal) and covers all of the original trim except for the window
sills. The vinyl siding that most closely matches the original has a S" reveal (it is apparently not
available in 6"). We will add trim to all windows on the house, including the addition, to
replicate the original brick mold as near as possible. We will also add wood trim on the corners
of the house and a frieze board under the eaves. And, as we previously agreed, we will add sills
to the new windows, keep the existing shutters, replace the missing shutters on the east wall of
the house, and repaint the shutters to restore their original green color,
Finally, as we discussed on the phone, we plan to add vents to the eaves on the front and
back of the house to create essential air flow in the attic, which is currently ventilated only by a
�— ridge vent.

Rating: Technically "non-contributing" because, having been built in 1953, it was less than 50
years old at the time of the most recent survey, and thus could not couldn't be "historic" under the
rules.
STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
This house is a very interesting and distinctive example of 1950s modern architecture, although
unfortunately the name of the architect is unknown to the Commission. It is in excellent, and mostly
unaltered condition. It is a two-story frame house with a somewhat irregular plan defined by large strong
rectangles. The nine bay facade is separated by plain pilasters. The roof is flat, with modillions on the
overhang. The first floor windows are large single pane rectangles, and the second floor windows are
awning -type, set in threes. The facade is brick and wood. The site is slightly raised, apparently by
architectural design, to accentuate the shape and profile of the house. Staff would be fascinated to know
whether the original architect specified or recommended other specific landscape design elements, because
that was often the case with higher quality homes of this style and period.
In 1953, two sisters, Hedwige and Clara Makielski, built this house, and lived together here, using two
addresses: 1217 East Wayne North for Clara, and 1219 East Wayne North for Hedwige. After 1958, they
both used 1217, probably just for simplicity, as there was no change to the structure.
Hedwige and Clara were two of eleven children (four girls and six boys) born to Elizabeth and Alexander
Makielski. Hedwige worked as a nurse, and Clara worked as a secretary for the Alexis Coquillard General
Insurance Co. Hedwige lived here until her death in 1956, and Clara until her death in 1985. They left the
house to another sister, Theophila, who in 1991 sold it to the present owners, Margaret & John Scanlon.

The owners are seeking to turn a 12' by 12' room on the back of the house into a 16' by 30' master
bedroom suite, to include a bathroom, walk-in closet, and bedroom with access by double doors to an
attached deck. I understand that the primary purpose is to make the house more accessible for use by
handicapped or elderly persons, in case that should ever be necessary. The proposal is to replicate or match
the existing roof, eaves, siding, and all windows except the bathroom window, which would be glass block.
The proposal would also require removal of a few bushes and some trees that are already storm -damaged.
The shrubbery to be removed is likely not part of any original plan, as it surrounds a later addition.
RECOMMENDATION
Staff recommends approval of the Application, as shown in the attached drawings, with the conditions that:
(a) the roof, eaves, gutters, and siding match or replicate that originally used on the house, (b) that the doors
and all windows except the bathroom have the same shape, size, and exterior dimensions as those used in
the original construction. 0
Staff further suggests that, if the owners could locate landscape specifications or suggestions from the
original architect, it might be very rewarding to consult them when replacing the shrubbery and damaged
trees.

CERTIFIATE OF APPROPRIATENESS

STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
The noted architect Ernest W. Young designed and built this house in 1925, for Walter E.
Bryan. It is a period revival house, with elements of both the Spanish Renaissance and Italian
Renaissance styles, and is essentially unaltered. The fagade is stucco, in three bays, with casement
windows capped by semicircular lights on the first storey. There are decorative iron rails and
brackets on the second storey. The roof is flat, built up asphalt, and there is a tile pent roof with a
wide eave and broad decorative brackets. A low stucco parapet wall with a tile cap tops the pent
roof. The owners of this house are to be congratulated on the fact that all important character
defining elements of this exceptionally graceful house remain intact after 77 years.
PROPOSAL
The owners are seeking (1) to remove loose deteriorated plaster, and replace it in kind, with plaster
of the same type and appearance, and (2) to add a pre -finished galvanized steel coping cap over
the existing tile parapet cap.
RECOMMENDATION
Plaster repair, or replacement of missing plaster with the same article, is basic minimum
maintenance, requiring no special permission. Staff has recommended to the contractor that they
proceed with that repair at their own and the owners' convenience.
The installation of the steel cap is a more difficult matter. The proposed steel cap would have
essentially the same dimensions as the existing tile cap, but would be continuous, and would not
retain the appearance of individual blocks on top of the parapet. The unique roof line is one of the
most characteristic and notable elements of this house's design, and the tile edging on the parapet
adds both to its visual interest and its character. On the other hand, the tile has evidently been
repaired a number of times, and any failure of the parapet cap is not good for the underlying
plaster stucco.
Note that on a neighboring house, built by a different architect in the Mission Revival style, HPC
apparently approved the use of a steel parapet cap in a situation where the entire exterior was so
badly deteriorated that it was entirely replaced with a new exterior insulation & finish system.
As of the writing of this Report, the HPC Architectural Historian, Joann Sporleder, is unavailable
for consultation as to the availability of options for retaining the tiled appearance of the parapet
cap, while maintaining or improving its performance. Staff therefore recommends that this
question be referred to her, and that the tile be retained uncovered only if our architect can offer
suggestions as to how that might be made practical for the homeowner. Otherwise, I would
recommend approving the Application to cover the parapet cap as requested.

Staff respectfully recommends to the landmark Committee, and to the Commission, that
this property should not be designated a local historic landmark at this time.
The Nelson and Son Dairy, when it was in operation, was a very typical, and historically
very interesting example of local family operated industry and farming. Nelson & Son
glass milk bottles from the early 1900s are much prized by antique dealers. As the visitor
to our September 3, 2002 meeting stated, the Nelson family were — and are — a well
regarded, industrious family with several members still residing in and contributing to
South Bend.
The structure of the original dairy, however, is small, difficult to see from any public
street, and has been significantly altered, so that it now appears more like an ordinary
two -car garage, than like a dairy.
We have discussed this matter with Mr. Oakley, who first proposed landmark status for
this structure, and we believe that he also is in agreement that, while recognition of the
important contributions of family farm and industry to South Bend is a good idea,
landmark designation for this structure is not the best means for accomplishing that
recognition.

I. CALL TO ORDER

II. PUBLIC HEARING
A. CERTIFICATES OF APPROPRIATENESS
1. 2002-0925; 1217 East Wayne Street North; build 30' x 16'
addition behind the house.
KAREN HAMMOND-NASH: Staff recommends approval of the application, as shown
in the attached drawings, with the following conditions:
A. The roof, eaves, gutters, and siding match or replicate that siding originally used
r d,
on the house.
B. That the doors and all windows except the bathroom have the same shape,
size, and exterior dimensions as those used in the original construction.
Staff further suggests that, if the owners could locate landscape specifications or
suggestions from the original architect, it might be very rewarding to consult them when
replacing the shrubbery and damaged trees.
JOHN SCANLON: My contractor, Terry Gennicks, is here as well with all of his plans
and he would be happy to answer any questions that you may have that I am not able to
answer.
We are going to be taking off the enclosed back porch, which is now being used as a
sun -room, and replace it with a larger room. This room addition will be large enough to
add both a bathroom and a first floor bedroom suite.
With our architect we have attempted to entirely replicate the facing of the brick that
can bi� seen from the street so that it will look just exactly like an extension of the present
east side of the house. I will now let my architect Terry Gennicks answer any further
questions that the commission may have about this project.
The contractor, Terry Gennicks, then proceeded to answer questions that commission
members had about the following items:
1. What style and type of brick that are going to be used for the foundation wall of
the room addition? (contractor brought in a sample brick for members to look
at).
2. The type, style, and location of the windows that are to be installed in the room
addition. (brochures and pictures of the windows were made available for
members to look at).
3. What type and style of windows are to be used in the bathroom area? (glass block
style will be installed for privacy).
4. The type and style of siding that will be installed on the room addition.
5. What type and style of doors are to be installed?
66. What trees or shrubbery if any will have to be removed in order for this room
addition to be built?
7. What types of trees and shrubbery will be replanted once the room addition is
completed?
CATHERINE HOSTETLER: I would like to make a motion that we accept application
2002-0925 as recommended by staff with the following guidelines:
1. That vertical siding will be installed on the addition.
2. That the landscape specifications be as described by the architect.
3. Crab-apple, weeping willow, arborvitae are to be replanted to replace the trees
and shrubbery that will be removed.
GERALD UJDAK: Seconds the motion and the motion carries unanimously.
2. 2002-1002; 219 West Shore Drive; add pre -finished galvanized
steel coping over existing tile parapet cap.
KAREN HAMMOND-NASH: The owners are seeking to do the following:
(1) To remove loose deteriorated plaster, and replace it in kind, with plaster of the
same type and appearance.
(2) To add a pre -finished galvanized steel coping cap over the existing tile parapet
cap.
The staff recommendation is that plaster repair, or replacement of missing plaster with
the same article, is basic minimum maintenance, requiring no special permission. Staff
has recommended to the contractor that they proceed with that repair at their own and the
owner's convenience.
The installation of the steel cap is a more difficult matter. The proposed steel cap
would have essentially the same dimensions as the existing the cap, but would be
continuous, and would not retain the appearance of individual blocks on top of the
parapet. The unique roof line is one of the most characteristic and notable elements of
this house's design. The tile edging on the parapet adds both to its visual interest and its
character. On the other hand, the the has evidently been repaired a number of times, and
any failure of the parapet cap is not good for the underlying plaster stucco.
Staff notes that on a neighboring house, built by a different architect in the Mission
Revival style, HPC apparently approved the use of a steel parapet cap in a situation where
the entire exterior was so badly deteriorated that it was entirely replaced with a new
exterior insulation and finish system.
As of the writing of this report, the HPC Architectural Historian, Joann Sporleder, is
unavailable for consultation as to the availability of options for retaining the tiled
appearance of the parapet cap, while maintaining or improving its performance. Staff
therefore recommends that this question be referred to her, and that the tile be retained
uncovered only if aur architect can offer suggestions as to how that might be made
practical for the homeowner. Otherwise, I would recommend approving the application
to cover the parapet cap as requested.
GARY VAN OVERBERGHE: I am the contractor for Van Overberghe Builders, Inc. I
am here on behalf of Winifred Wyatt, the homeowner of 219 West North Shore Drive.
The residence has been having some water leakage problems inside of the walls of
residence. The cap that is presently on there now is a glazed stone. I have had a few
people do some research to try and find a glazed stone that is available in this particular
size and style and they have not been able to find one that will work other than limestone,
which is porous and allows water to transfer through it.
So we propose to cover the existing stone with a twenty-four galvanized pre -finished
cap and an.EIFS system will also be installed. There is substantial damage to the wall
above the roof line. We will remove any loose material and repair it. The best way to
prevent moisture from getting through is to have the stone covered with this galvanized
cap. - They also noted the look of the mortar joints. If necessary, I will paint a mortar joint
onto the galvanized area so that it gives the appearance of a mortar joint. If in the future
anybody happens to find this glazed stone is available and if the home owner would like
to change it we are not planning on removing the original glazed stone that is currently
there now. I have a drawing, a cross-section of what the cap is going to look like and
how it is going to be installed over the existing glazed stone.
As on the drawing, the sub -straight of this particular wall is red clay tile in the
middle and above the red clay tile is the actual cement plaster that is on the house now.
With the new EIFS system we plan to remove all of the loose sections of cement plaster
that have been water damaged and then we will apply a new one -inch Styrofoam EIFS
system where all of the joints are sealed and a top coating. The entire upper wall will be
an entire new one -inch Styrofoam EIFS system that is coated that gives it the same
appearance and the same color and it has the high impact coating on top of it to help
protect the system from being damaged. After we have installed this EIFS system we
will then put the galvanized cap over the glazed stone that is already there.
The only difference you will see in the appearance of this wall is that there will be no
mortar joints visible. If it becomes necessary we can paint a half-inch gray line on every
two feet of cement around the perimeter to resemble the mortar joint lines of the wall.
If this work is not done now the deterioration is going to get worse and there is
evidence that the damage is actually going inside the residence.
There was further discussion where Crary Van Overberghe answered other specific
questions that commission members had about the work that is to be done on the
residence.
JOANN SPORLEDER: On application 2002-10021 recommend that staff s
recommendation of the following:
1. Using a galvanized coping cap with a one -inch extension in the front to maintain
the shadow line.
2. That vertical mortar joint lines will be painted on the wall to�replicate the
appearance of the the and the color being used will match as closely as possible.

3. 2002-0603; 411 West North Shore Drive; replace artificial
siding and restore original trim detail.
KAREN HAMMOND-NASH: The homeowners, Lucy and Bob Jones, submitted this
application June 3`d, and which the HPC granted it, as applied for, with certain
conditions, on June 18, 2002.
In the process of construction, matters have arisen which make it advisable to replace
all of the existing aluminum siding on the house, and to simultaneously take the
opportunity either to restore the original detail, or to install new architectural detail that
would resemble the original more closely than the existing one does. Much original
detail was covered when the house was aluminum sided.
Additionally, the owners seek to install more modern ventilation, which is needed to
accommodate the modern heating and insulation now in the house.
The homeowner's very helpful letter provides all the additional detail and explanation
you need, so I will not repeat it here.
Much of what the homeowner seeks would ordinarily be matters that could be staff
approved. However, as we understand the Open Meetings Act, staff may not unilaterally
modify a C of A granted by the commission at a public meeting, without bringing it again
to the commission's attention at another public meeting.
Staff recommends the issuance of a second Certificate of Appropriateness, approving
all new items listed in this amendment to the original application, specifically the
following:
1. Removal of the existing white aluminum siding, and replacement with white vinyl
siding having a five inch or a six inch reveal.
2. Installation of trim around all windows to replicate the original brick mold as near
as possible.
3. Install wood trim corner boards at the house corners, similar to those originally
there.
4. Add a frieze board under the eaves of the house similar to that originally existing.
5. Add vents under the eaves on the front and back of the house to create airflow in
the attic pursuant to architect recommendations.
6. All approvals and conditions in the Certificate of Appropriateness issued June 18
remain in effect.
BOB JONES: We have removed some of the siding from around one of the side
windows on the house to examine what was there and we found some narrow wooden
brick mold siding. We have also found some corner boards on one side of the house
when we removed some of the siding from that area.
We have not removed any siding yet from the front of the house so we are not sure
how much of the original trim we will still find. When we remove the rest of the siding if
we do find any original trim we will use it and if there is any wood trim missing we will
have it replicated and replaced on the house. If for some reason all or most of the
original trim is missing then we will try and replicate the trim as close as possible to what
we think would have been on the house at that time.
We did remove some of the aluminum siding which is eight inches wide from the
house and were able to see the original siding underneath which is only six inches wide.
We have been advised by both our architect and our builder that it is not a good idea to
put such wide siding on the seams because the seams become more obvious and they do
not fit as well. Our builders looked around and found that so far the closest he can come
to the original reveal is five inches. The builder is going to keep looking to see if we can
find a closer match than the five inch reveal.
We are going to remove the shutters that are on the house and when we are finished
we are going to reinstall them onto the house. There is also one set of shutters missing
from the house. We later found this pair of missing shutters in the attic and we are trying
to determine if we can repair them or if they are beyond repair. We are still planning on
reinstalling this pair of shutters back onto the house either by repairing the old pair of
shutters or having the pair of shutters replicated if possible. We also want to repaint this
pair of shutters to closely match the original color of the shutter that we have already
found.
MARTHA CHOITZ: I move that we approve application 2002-0603 with the
recommendations that are listed on the Certificate of Appropriateness dated October 19th
That this application form be added to the original Certificate of Appropriateness that
was filed earlier.
JOANN SPORLEDER: Seconds the motion and the motion carries unanimously.
4. 2002-0701; 519 Edgewater Drive; replace aluminum storm door.
KAREN HAMMOND-NASH: This is an application that was originally approved in
July. Mr. and Mrs. Cochrain are seeking to amend that application by the addition of a
replacement screen door.
BILL COCHRAIN: I have some photographs of the screen door we propose to replace.
I have also brought a brochure showing different screen doors. We have circled a few
screen doors that we are considering to use as a replacement for the one we presently
have now.
The screen doors that are presently there now date back to the 1960's; but, they are
not consistent with our ambitions for making the house look as nice as it can. We
thought it would also be nice to replace the front two doors.
A discussion was then held where Bill Cochrain answered other detailed questions from
commission members about the type and style of screen doors that he wishes to have
installed at his residence.
JOHN OXIAN: I will make a motion that the front door be replaced exactly the way that
it shows in the brochure. That the back door should have some horizontal paneling and
that the glass opening is left according to the recommendation of the architect Gregg Kil.
JOANN SPORLEDER: Seconds the motion and the motion carries unanimously.
B. LOCAL LANDMARKS, second reading
1. 602 Euclid Avenue, South Bend, Former Nelson & Son
Dairy, 1906-1918.
JOHN OXIAN: The dairy on Euclid Avenue will be the first dairy we will be making
into a landmark, since we were unable to make the outstanding dairy on South Main
Street into a landmark. This dairy on Euclid is also a very significant dairy and Gene
Oakley will give us a lot more detail on the history of this dairy.
KAREN HAMMOND-NASH: Actually Gene Oakley has withdrawn his
recommendation that this dairy be made into a landmark given the alterations given to the
structure.

JOHN OXIAN: Despite what Gene Oakley says I still recommend that this be made into
a landmark.
There was further discussion between commission members as to whether this dairy
should be made into a landmark.
MARTHA CHOITZ: I recommend that we send it down to the Common Council.
DIANE WROBEL-ILES: Seconds the motion and the motion passes unanimously.
Gerald Ujdak and Joann Sporleder both voted against the motion.
2. 1021 Portage Avenue; South Bend, Axtell House, built 1905
KAREN HAMMOND-NASH: The homeowners report and the favorable
recommendation from the staff and the Landmark Commission was reported to the
commission at the last monthly meeting. There are copies of these documents available
for any commission member who wishes to review them.
CATHERINE HOSTETLER: I move that we send 1021 Portage Avenue, the Axtell
House, down to the Common Council.
MARY JANE CHASE: Seconds the motion and the motion passes unanimously.
C. HEARING OF VISITORS
1. Ted Foti, regarding proposed landscape designs affecting Leeper
Park.
TED FOTI: I wanted to share with you some of the thoughts that the firm that has been
employed by the city has for doing the downtown area. Memorial has been secured to do
the landscaping for our campus. Memorial has even pro -offered to try and help make
improvements to Leeper Park..
In fact the firm has even calculated what this project will cost. For several years now
we have been concerned with the condition of the park. There are several different areas
of the park that have deteriorated quite considerably. Memorial hopes to succeed in
trying to revive some interest in making improvements to Leeper Park. Memorial is
willing to contribute $50,000.00 dollars to help with the improvements that need to be
done.
Memorial has even met with a task force that was co-chaired by Mr. Oxian and Mr.
Sinclair on a couple of different occasions. The thought process during these meetings
with the task force was that we would use the $50,000.00 dollars as seed money and then
try and find other corporate interests in the community that would be willing to match the
$50,000.00 dollars. In turn we would continue to do this until we had sufficient enough
funds to make substantial repairs to Leeper Park.
We have come up with a list for the area that is referred to as Leeper Park West. This
list basically covers a variety of items such as top soil, seedlings, electrical and historical
lighting, benches, paths, etc. We have estimated that the total of these various items
would cost around $555,000.00 dollars.
We then looked at the area that is referred to as Leeper Park East. This area is by far
the most deteriorated by way of foliage because it is not being maintained on a regular
basis. We estimated that to make improvements in this area of the park would cost
$303,000.00 dollars. Memorial estimates that the total for the whole project would cost
$853.000.00 dollars. If you put a contingency in and add a few more items, we then
estimate that the total cost will be $1,000,001.00 dollars.
The reason Memorial is willing to donate $50,000.00 dollars is because we would
like to see improvements made in Leeper Park, since we believe that this park has a great
setting and has the potential to be one of the nicest parks in the city.
Memorial has spent $240,000,000.00 dollars in the last four years on new buildings.
Even though we have some nice buildings, our campus still has a lot to be desired. Since
our hospital campus does not have any kind of signature or character to it, we decided
that improvements needed to be made to enhance its appearance. The instructions that
we gave this particular firm was to make the campus resemble a park setting. We want
the hospital to look like it is sitting in the middle of a park.
I have brought before the commission tonight a drawing that illustrates what this firm
suggests the hospital do with the border lines of its campus. The estimated cost for this
project is $1,000,005.00 dollars. I have not yet presented any of this information to our
board or committees as of yet. Due to the cost that is involved, I suspect that this project
will have to be completed over a period of time. I first would like our people to put their
final stamp of approval on this project. After we have this final stamp of approval we
will then proceed to make improvements to the campus and to the area based on what you
see here in our illustration.
Several commission members then expressed their concerns about what effect moving
Bartlett Street as shown on the proposed drawing would have on both Madison School
and the Chapin Park area.
Katherine Hostetler expressed that further discussion of this matter was best left to
Leeper Park Beautification Committee and affected neighborhood associations.
2. South Bend Community School Corporation regarding the
proposed Jefferson School expansion and renovations.
Mr. Jerry Freeman showed a proposed drawing for a capital projects work at Jefferson
School. The drawings that were presented were done by Wight, a
construction/architectural firm in Illinois. The drawings were dated October 2, 2002 and
were numbered A1.0 and A2.0.
Mr. Freeman was also asked about the restoration of the four classical urns that have
fallen or been removed from the cupola. He indicated that two of the urns still exist and
are currently in the hands of carpenters who will either restore or replicate them.
JOHN OXIAN: Recommends that the architects or designers for the school should
consult with Historic Preservation Commission in formulating their proposal for
windows, doors, and additions.
3. All others wishing to be heard
MARY WATERSON: I as well as others feel that it is essential that the local historic
newspaper file stay at the St. Joseph County Library. Historic Preservation Commission
as well as various schools, churches, government bodies, veteran's groups, and other
institutions have used our Local Historic Genealogy Room over the past years. These
articles are comprised of recorded historic events that have occurred over the years and
can not be found any where else in the world.
If these historical articles are allowed to be digitized and the hard copies put into
storage outside of the Local History Genealogy Room of our local public library our local
history could be permanently lost forever due to the following reasons:
1. Recent examples have shown that scanned photos of these newspaper clippings for
digitization were very poor and that the hard copies would have to be used for back
up in order for them to be of any use to the public.
2. The type of machine that the library has purchased will be able to scan these
,historical articles right away and then have them indexed later. The danger in doing
this is that these articles will be scanned and then moved to an outside storage area
due to the fact that there is not enough qualified personnel and funding available.
There are currently over one half million items that will need indexing and with
improper or no indexing no one will be able to find the digitized items in the
computer.
3. Due to copyright laws the hard disc will not be able to be put into the libraries
center data base or online and will be limited to only one or two computers in the
Local History room and this will turn greatly restrict public access to these files.
Also reference questions about local history will not be able to be answered in
person, by phone, or email due to lack of access to staff members. Staff members
also will not be able to answer questions in a timely manner about our community for
those individuals that email or call in that are considering moving or locating their
business to our town.
4. Non computer people may not have access to their local history, because often the
staff is too busy to train a patron in this category at the exact time that a person
comes in.
5. As technology changes will the library continue to be able to afford to continue to
rework this large project?
6. The Local Historic Clipping File will not have room temperature control with
halon. With this type of environment and with acid free paper these newspapers
clippings would have a life span of over three hundred years. If these newspaper
clippings are not maintained and stored properly they could be lost due to disarray
and heat, fire, or unqualified staff. If this were allowed to happen then thousands of
hours of work by both professionals and volunteers that has gone into the making of
our community story which has span over a one hundred -year period could be lost
forever.
Due to the fact that Historic Preservation Commission has used our Local Historic
Genealogy Room in the past on several different occasions it is our hope they will help
support us in our goal to have these newspaper clippings kept in our local library in the
same location that they are in now.

newspaper clipping file in the local history genealogy room at the St. Joseph County
Public Library.

III. REGULAR BUSINESS
A. APPROVAL OF MINUTES
JOHN OXIAN: There are three sets of minutes completed. Look them over and if there
are any corrections that need to be made let us know.

B. TREASURER'S REPORT
MARY JANE CHASE: The current treasurer's report I have covers from January 1,
2002, to August 31, 2002. I don not have any further updates on this. There are
questions I had because the director and the assistant director might come to a system that
would be a combination of when Karen was assistant director and then there was no one.
The reason it is divided up into these separate categories is because that is the way
they do the numbering system and it is easier to keep with the city. I do have a few
questions regarding some of the items that are on the treasurer's report that do not have
some kind of figure in them either current or year to date. One example is that there is no
amount recorded at all for the gas and mileage that has been used by Inspector Wayne
Doolittle's car. Another example covers the time period when Karen used to be our
assistant director and then later became our director and this in turn left the position of
assistant director vacant.
When I talked to Mr. John Lanz I told him that I wanted to talk to him and find out
why various items had not been paid and Mr. Lanz told me that there were two ladies I
could talk with in Accounts Payable. So then I called and talked to the two ladies in
Accounts Payable and they told me that there was nothing they could do for me other
than send me a schedule of what the deadlines are for the bills that need to be paid and
when the bills will be paid. After my conversation with these two ladies in Accounts
Payable I did receive the schedule that they spoke to me about.
JOHN OXIAN: From now on I want all bills and receipts turned into Mary Jane from the
staff so that Mary Jane can maintain accurate records for our commission. I also want
Mary Jane to have access to all information that is important to the treasurer's report. I
also want this information all brought up to date within the next two weeks so that this
information can properly be presented at our next meeting. The reason I want this done
is because our commission is going to have to encumber money and Mary Jane has to
know that for next year. This has to be done by the first of December or it will be too
late. So I expect this to be done by no later than the first of November.
C. LEGAL REPORT
1. Leeper Park Settlement status
2. Enforcement status of Franklin Street apartments
3. Status of 117 West North Shore drive
THOMAS BODNAR: In regards to the matter about the Leeper Park Settlement it was
discussed at our last commission meeting that we have an executive meeting on this
matter and it was unanimously approved by the board to do so and the meeting is set for
November 60', at 4:30.
Code Enforcement has set an initial hearing on November 7`h, for the Franklin Street
apartment buildings. There will be a new code enforcement office at this meeting and
John Oxian would like staff members to be present at this hearing also.
D. STAFF REPORTS
1. Director's Reports: C. of A. Approvals; Correspondence
KAREN HAMMOND-NASH: There have been several Certificates of Appropriateness
approved; they are as follows:
1. 938 Riverside Drive; to replace a damaged wood paneled garage door and to
replace the concrete driveway with bricks that have been salvaged from Navarre
Street with the stipulation that the paved area might be reduced, but not
increased.
2. 1138 East Wayne Street South; to remove a damaged concrete patio walk and to
have it replaced with a brick walk that is made out of concrete. The walk will
continue to maintain the same outline as the original walk and patio.
3. 635 Lincoln Way East; to replace shingles on the front of the house by using pre -
tab black shingles left over from the re -roof of the back of the house some years
ago. To install continuous aluminum gutters on the rest of the house matching the
aluminum gutters previously installed. To continue the installation of the fence
that was approved in July, 2001, with the same conditions applied to the previous
C. of A. Specifically that the fence be concealed from the neighbors and the
roadway by plantings.
4. 1305 Kessler Place (a local landmark); staff renewed a C. of A. for a new garage.
The original C. of A. had been issued as part of an agreement with the owner that
if the owner agreed to give his consent that the house be declared a landmark that
the commission would consent to a new garage. The C. of A. needs to be re-
issued, because more than a year has passed since the original C. of A. was
issued and it was staff approved because there have been no violations.
2. Inspector's Report
WAYNE DOOLITTLE: I have an update on 117 West North Shore Drive. I talked to
the painter who has been contracted to paint the house and he turned out to be the son of
the people who own the house. He said he would not be able to finish the painting this
year of the trim because he is running out of season to do it, but he said that he should be
able to get the main part of the house done by then. Right now there are two -and -one-
half walls done on the house and they look very good. Some of the wood we had looked
at a couple of weeks ago had been repaired and is now in excellent shape.
He had no idea what he would do with the balustrades that are sitting in the backyard.
He knows that these balustrades either have to be repaired or replaced. I sent him a
recommendation for a company I found that replicates balustrades and spindles. They
were also planning painting part of the house different colors when they can get around to
it, but first they have to strip all of the paint. They are planning on using paint on the
wood trim and not stain. Overall the house looks very good and the garage will be done
by the end of this week.
IV. OLD BUSINESS
A. Schedule Committee meeting on Chapin Park Historic District
Standards.
KAREN HAMMOND-NASH: A committee meeting set for Wednesday, October 23`d,
at 4:30 p.m.
B. Leeper Park riverbank protection; U.S. Army Corp of Engineers
Approval.
KAREN HAMMOND-NASH: I distributed to commission members a copy of the
memorandum sent to the Historic District liaison most concerned with this matter and a
copy of the findings from the U.S. Army Corp of Engineers regarding the project the
commission approved eighteen months ago and then re -approved two months ago
regarding the erosion control in Leeper Park. For the commission's better information I
have some photographs available for anyone who would like to look at them.
V. NEW BUSINESS `
A. Assistant Director Position Posting
JOHN OXIAN: We are planning on advertising for the Assistant Director's position.
Even though we have already had some individuals apply for this position, I still think
that we should post the position for Assistant Director publicly.

B. Urban Land Institute recommendations regarding the Studebaker
Buildings.
JOHN OXIAN: I sent Karen to the Urban Land Institute recommendations regarding the
Studebaker Buildings because I went to see John Hunt on a different matter and he
mentioned to me that they were having this Urban Land Institute in town and they were
going to make a presentation at the Marriott the next day. I was not going to be able to
attend this presentation, so I asked Karen if she would go instead.
