ADJOURNMENT I STAFF REPORT CONCERNING APPLICATION FOR A CERTIFIATE OF APPROPRIATENESS Application Number: 2002-0305 Property Location: East Wayne Street, South Bend Property Owner: Teri & Tom Evons Landmark or District Designation: Local Historic District, East Wayne Street Rating: C_ 9 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT James T. Baker, a secretary for Birdsell Manufacturing Co., and his wife, Erminie T. Baker, purchased this lot from Whitcomb & Keller in 1929, in an arrangement pursuant to which architect H.R. Stapp was employed by Whitcomb & Keller to design and build this house for the Bakers. The house was completed in 1930. Though Mr. Baker was widowed in 1948, he continued to live in this house until 1956, at which time the executor of his will, Elias Strickland, sold it to Dr. James L. Lamb for $28,000. Dr. and Mrs. Lamb lived there 11 years, and, in 1967, sold it to Harry Kevorkian.- the Public Affairs Director for WNDU-TV. Mr. Kevorkian lived there until 1987, when he sold it to Joseph C. Durfee, of Durfee Realty. Mr. Durfee resided there until 1994, when he sold to Michael Lykoudis, who sold it to its present owners three years later. The Evons have lived in this home about five years. The house was originally a rectangle on the second floor, and an L -plan on the first floor, with a sunroom on the North East comer. An aluminum sided shed roof addition, with an off - center Palladian window has been added above the sunroom by some previous owner. The original house is red brick, with a gable roof, gable returns, simple entablature and dentil row, asphalt shingles, 6/1 double hung sashes, flat arch lintels (with keystones over the downstairs front windows) cast concrete sills, wood paneled and louvered shutters with cut-out tree motif. The front door has a gable entry, arch under, entablature and dentil row in the gable rake, supported by square box columns. The back door is much more plain, though it also has a gable entry, without the arch under, and probably without the. entablature or dentil detail. It does, however, have very impressive solid wood brackets supporting the gable. The front door has a brick porch, and the back door appears to have a brick stoop. RECOMMENDATION The applicants seek to build an 181 wide by 301 long addition to the back (North - East) corner of their home. Staff recommends approval. The staff does, however, have three concerns regarding the proposal, as it is presented. Our concerns are: First, the original windowsills are cast concrete, and the new window sills are proposed to be brick. Staff recommends that the new windowsills be cast concrete like the existing ones. V Second, the existing character defining detail over and around the back door will be lost. The gabled hood is not extra special, but the brackets supporting it are. We recommend re -using them, if possible. Third, the roof of the proposed addition would cut across an upstairs window, and the proposal is to build a sort of notch in the new roof, over the new breakfast room, to accommodate the window. The notch is actually a rather clever solution, and not bad looking, in itself. However, we are not sure that it really solves the problem regarding the window, because the view of and from the window will remain obscured. We do not know whether structural constraints would allow moving the existing upstairs window several feet to the side, so that it is not blocked by roofline and chimney. If moving the Northeast upstairs window is possible, and not ruinously expensive, then we would recommend that. As a fourth point, we note that the addition is so large that it significantly alters the ration of house to lawn that was considered desirable at the time the houses here were built. However, we understand from the architect that the Evons' main purpose in proposing this addition is to acquire a room bigger than the existing dining room, living room, and sunroom, to accommodate bigger parties. Since reducing the size of the proposed addition would prevent it from accomplishing the owner's purposes, we recommend approval of the addition as requested, and also of the proposed new 18' radius quarter round patio and adjoining hot -tub area, as shown in the drawing accompanying the application, in spite of the serious reduction of remaining lawn. The fine detail of the plan presented shows the great amount of care and work that the architect and the Evans family has put into it. All building materials proposed are to match the original materials, including roofing, brick, brickwork over the windows, window openings and frames, and wooden trim, entablature, gable returns and eave troughs. Additionally, the gable end of the new addition is to have a corbelled brick chimney with two chimney pots, identical to the chimneys on either gable end of the existing house, except shorter in proportion as the addition will be shorter than the original house. The only significant difference, aside from the windowsills, is that the windows in the new wing are proposed to be placed in pairs, instead of singly. Staff finds this appropriate, because the new room is to be larger in scale than the existing rooms. The North facing French doors and outside grill/fireplace, while very different from the original, will be very lovely and appropriate. Wayne St. South Style: Colonial Year Built: 1930 PROJECT DESCRIPTION: The project consists of a 1 -story family room addition at the ground.level at the north side of the house. The total footprint of the addition is 666 sq ft. The existing house is approximately 2,380 sq ft. A portion of the addition (10 ft length) will extend from the east face of the existing house approximately X-4", and approximately 9 feet from the east fence/ property line. 21 feet of the addition will be 13 feet from the east fence/ property line. The west side of the addition will remain east of an existing wood fence, lining the east side of the existing concrete drive (see attached site plan). New construction is intended to be wood frame with brick veneer to match the existing red -flashed brick. The addition will sit on a standard spread footing with a crawlspace. Floor construction is plywood deck on wood joists. Roof construction is intended to be wood trusses, with an asphalt shingle to match the existing roof; roof slope to match existing. A portion of the roof at the east side of the addition (directly against the existing north wall) will have a "notched" flat -roof area to maintain an existing second floor bedroom window (see attached elevation drawings). New windows are intended to be aluminum clad wood double -hung window units (i.e. Pella, Marvin, Kolbe & Kolbe); exterior frame will be white to match the existing white painted windows, and upper sash is to be divided to match the existing style (6 over 1). The existing windows are wood double -hung windows, single -paned glass, and are original to the house (with the exception of the Palladian -style window at the north elevation — not original). A new rear entrance will be re-established at the north side of the house. New entrance door to match existing wood door currently used for rear entrance. In character of the colonial building form, a brick chimney will terminate the north elevation and gable roof of the addition. In May 1905, the Seth Hammond family purchased it, and rented it to Gertrude & William Nichols. The Nichols family purchased it from the Hammonds in September 1907, for $2,000, and lived there until 1920. William Nichols worked as a machinist, and was also part owner of the Auto Inn. In 1921, the property passed to Gertrude and Thomas Hayes. We are not sure, but possibly Gertrude Hayes was the daughter of Gertrude and William Nichols. Mr. Hayes was a gauge maker for the Studebaker Company. From 1950 to 1960, Bettie and Jason Harmon lived here, and worked (one or both of them) at Robertson's Department Store. In 1960, Alfreda and K.E. Gillette lived here. From that time forward, this house has been primarily a rental property. We are informed by the River Bend Liaisons that the most recent tenants apparently did a phenomenal amount of damage to the house, and that it is consequently vacant, as it requires repair before it can be lived in again. In particular, several of the windows are badly broken. RECOMMENDATION Replacement of the broken windows should be approved, and should happen immediately. The owner proposes to replace windows, eaves, and soffits. I do not know whether the proposed replacements are in-kind, or are a change. The owners and their contractor(s) are all out -of state. If, between now and the Commission Meeting, I receive information that the replacements are in-kind, then I shall immediately staff -approve them, and remove this item from the Agenda. If the proposed replacements are not in-kind, then I am presently unable to make a recommendation, lacking further information. But I do report to the Commission the Liaisons' opinion that the house is in bad condition, and that repairs should be expedited.
