STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Number: 2000-1030 Property Location: 830 North Michigan Property Owner: City of South Bend Landmark or District Designation: LL Rating: STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT The staff is forgoing the history of this property as it has been read into the minutes numerous times over the past several months. RECOMMENDATION The Preservation Guidelines for Local Landmarks follow the Rehabilitation Model. Standards `B". The applicant is requesting to remove wells #6 and #7 from Leeper Park and Leeper Island because of pollution in the water. The abandonment procedure will return the grounds to their original state by demolishing the concrete bases and wells 2 feet below grade, covering the area with suitable backfill and hydro seeding. The applicant is further requesting to install to new wells in the locations previously approved for test wells. The new wells will be placed in such a way as to not affect any trees in the park and seeding will be done where any trenching occurs due to piping or electric services. The new wells will be the same as the old wells with one exception; they will be lower in profile. The present wells on the island have a 5 -foot vertical concrete base from ground level; the new wells will only be 4 feet tall. The concrete base will measure, 13 feet by 7 feet and 4 feet from ground level. The new well with reuse the old motors which are quieter then the new motors and the wrought iron fencing currently around the old wells will be restored and reused around the new wells. The staff has reviewed the sights and the situation regarding the failing wells and the need for new wells. The well proposed for the island will be located near the site of the original and will not cause any damage to the trees. The staff finds this request to be acceptable and recommends approval. The second well, located in the main body of the park is much more visible then the island wells and required a thorough investigation. The end result is that the existing well is contaminated and must be replaced. The area previously approved for a test well is the most suitable spot for a permanent well, nowhere else in the park is there such easy access to piping and electricity. To place the well elsewhere in the park would be as visible or more visible and would require the need to run additional piping and electricity, causing more disturbance to the park. The proposed well would not effect any trees and an original wrought iron fence would surround it. The staff recommends approval of this request with the stipulation that trees and appropriate flora be planted around the well to buffer the visual impact and any noise the well may emit. 2 -""' - I I I I I Ili 4 Historic Preservatioti Commission of South Bend and St Joseph County 227 West Jefferson Blvd. South Bend IN 46601-1834 Dear Commission review board, 2192355595 P.02/02 11-7-00 Allow me to add clarification to the application for the certificate of appropriateness in regards to the abandonment and sealing of wells #6 and #7, and the installation permanent wells 2a and 3a to be installed in,Leeper park. The abandonment procedure will be to return the grounds back to the its original state. That is, demolish the concrete base and well 2 feet below grade, covering the area with suitable backfill and hydro -seeding. Sampling of the two test wells indicated in the certificate have provided information that state, the water supply is ample and the constituents treatable. The new well placements have been devised so not to effect any trees in the park They have been laid out in the area of our existing infrastructure ensuring the least amount of detriment to the park due to excavation.Provisions have been made to, seed any trenching that may occur due to piping or electric service. The look of the new wells will be he same as the ones they replace, with one exception, they will be lower in profile, They present wells on the island have a 5 ft, vertical concrete, base from ground level, the new wells will only be 4 ft. tall.
