Edward Tally, Director Historic Preservation Commission of South Bend and St. Joseph County 227 West Jefferson South Bend, Indiana 46601 Dear Mr. Tally, I _ -- I am writing to clarify Memorial's relationship to the Near Northwest Neighborhand association as it relates to housing rehabilitation and project work in the 500 and 600 blocLs of St. Joseph. Street. There are a number of properties already in the possession ofNT'N annd they, wrth some support 67om-Memorial, are undertaldna work at these locations. - Two properties that Memorial owns, 512 and 520 St. Joseph, are being rehabilitated at - Memorial's a pense. Project work at these residences is being managed by ."JNN. At the 524 St. Joseph Street property, -the a cisting structure, pertduag necesmry-approval, is planned for demolition with the property to be deeded over to i�NIAI for future developm;rtt. We are happy to have NNY. and the Historic Preservation Commission as -partners in maintaining and protecting the residential communities surrounding the Memorial Campus. We recc anize that the health of these surrounding neighborboods, is directly related to the health of Memorial and want to do all we can to make our neighborhood a safe, vibrant, and richly diverse community. Three of -these houses are owned by the Near Northwest Neighborhood Inc.,. and three are owned by Memorial Hospital. These are the homes initially involved in the Riverbend initiative a cooperative effort between the N.N.N. and Memorial Hospital. We are acting as contract manager for the renovation of four of these homes; two hopefully will be demolished. These are the two that you and John Oxian formerly inspected, a duplex 508/510 and a single house at 512. Both are in serious disrepair and not within a reasonable financial framework for repair._ The N.N.N. owns 508/510 and Memorial Hospital owns 512. The houses that will need certificates of appropriateness for exterior renovation are 612 and 610, owned by the N.N.N. and 512 and 520 owned by Memorial. _ We have included -the materials requested -and a check for $18.00 to cover processing. Please let -us know if there is any other information you require. It is our understanding that these applications will be discussed at the July HPC meeting, at which we will be present to discuss this project. We are hoping for a timely consideration as now that we are able to proceed we are anxious to do so, and so are the neighbors. We took a group of neighbors on a tour which included MPC Board member Catherine Hostetler and they appeared enthusiastic with our work proposal. Thank you for your time and consideration. One of my first major projects is the Underground Railroad coming through St. Joseph County. I have made contacts in Boston, D.C., Indianapolis, New York, and Michigan City. I have done major research in the St. Joseph Public Library with the help of the History and Genealogy Department. I have also collaborated with IUSB history professor, Dr. Monica Tetzlaff on ideas about my research. I have talked to Alex Rakowski and Steve Kennedy, who are part of Freedom Trails, an organization concentrating on the Underground Railroad in Indiana. I am waiting on some materials from Alex Rakowski who is the regional coordinator of the Northwest Indiana Freedom Trails. I have had a meeting with Mary Renshaw, head of the Northern Indiana Center of History. I have had a chance to gather research by getting information at the Center. I have gotten reliable information about the first African-American barber, James Washington and his establishment I was able to locate in the downtown area but the structure is no longer standing. I have done research in the Recorder's Office as well as - _ - newspapers on microfilm in the Public Library ofSt. Joseph County. I plan on also — - looking up materials in the Indiana University of South Bend library. I am working on some of the main characters of the Underground Railroad and the whereabouts of their burials. I am working on that situation with Ms. Toni Cook who is with the Cemetery Commission/Genealogical Society. Another project I am currently working on the opinion of how the African- American community feels about making the Engman Natatorium a historical landmark. OI have interviewed several and intend on interviewing more key members of the community on their point of view. I also intend on helping and assisting Mr. Talley with the Powell Cabin project throughout my internship. The goal of my internship is to show the community that there is diversity in St. Joseph County and there is significant history of African-Americans that helped build this community to make it what it is today. The United Brethren Church rented the property as a parsonage. Seth then sold the property to the Phillipine Ackerman in 1911 who then sold it to Rudolph Ackerman in 1917. They owned the property until 1945. Jacob and Philippine Ackerman were from Germany and had three children while they lived in the eastern United States. Mr. Ackerman was a dyer for M. W. Manufacturing Company. The City Directory shows them as living through both of their deaths, as well as living at 201 East Navarre at the same time. More than likely they lived in one and rented out the other. Mrs. Ackerman moved from 201 East Navarre to 610 North St. Joseph Street in 1928 after Mr. Ackerman passed away. Her son Herman moved into 201 East Navarre. Mrs. Ackerman passed on in 1934 at which time her other son Rudolph moved into the house. He was a prominent member of the Democratic Party. Twice he was the district Chairman. He was also an examiner and receiver for banks. Rudolph never married and left the house the only surviving sibling, Emma. Emma lived at 201 East Navarre and rented the 601 North St. Joseph Street residence to John Owens. Emma died in 1953, she also never married, thus leaving the house at 601 North St. Joseph Street to a group of individuals, perhaps distant relatives. The inheritance group was led by Josephine Werkman who sold the house to C. Horvath in 1955 for Eight -thousand - Page: 1 Statement of Significance & Historic Context Continued: dollars. Mr. Horvath lived in the house until his death when he left the house to his son Mark. Mark Horvath sold the house to Patricia Horvath in 1990. She then sold it to Memorial Hospital in 1993 who then gave it to the Near -Northwest Neighborhood, Inc. in 1977. Hastings. The Jorgensen's built and occupied the house. Andrew was a bricklayer. He died in 1934, leaving his wife to live in the home until her death in 1939. Upon her death the home was sold in a sheriffs sale that same year. H.O.L.C. purchased the house at some point then sold it to Central Life Insurance Company in 1950. Two years later it was then sold to Charles and Mary Slocum. Mary was the daughter of the Jorgenson. They first took residence in this house as of 1941. Although the date of their departure from this residence is unknown, it was past 1960. In 1970 the owner is listed as Mary Bolinger Bunyan, wife of Clair Edward Bunyan who is the owner of the Leesburg Lumber Company. Mrs. Bunyan owned the home until just prior to her death in 1987. She sold it to Carl Culp who owned the house through 1997 when he sold it to Memorial Health Systems. The house was moved across the street in 1998 to the present street address of 612 North St. Joseph Street. The house is now under the ownership of the Near Northwest Neighborhood, Inc. Mr. Hicks then built this house between 1904 and 1907 when he sold it to William Moschell for two -thousand four hundred -dollars. Mr. Moschell was associated with Vernon Clothing Company. He was a prominent member of the community and an active member of the Masonic Order. He and his family lived in the house until 1909 when they then moved to Lafayette, Indiana. A year later, in 1910 Mr. Moschell transferred the house into his wife's name. He then died a year later at the age of 48. The surviving wife, Anna Eliza owned the house until 1917 when she gave it to her son Chancellor who owned it until 1919 when he sold it to George M & Grace Longfellow. Mr. Longfellow was an automobile mechanic. He and his wife lived in the house through 1922 after which they began renting the house. The property was rental for the next thirty-six years. In December of 1958 following the death of Mr. Longfellow, the widow Grace sold the home to Edward J. Billings who continued to use the house as rental property. Mr. Hammond sold the house to a real estate person by the name of Elihu Mendenhall in September 1904 along with lot number 52 in the Hamond & Whitcomb Addition for six thousand -one -hundred -fifteen - dollars. Mr. Mendenhall then sold the house in December of 1904 to Christian Soens for two - thousand -seven -hundred -dollars. Mr. Soens was born in Wisconsin in 1852 and came to South Bend in 1891 where he married Anna C. Jenniches in 1896. Mr. Soens was a sewer contractor and a brick manufacturer. This house was used by him as a rental. Mr. Soens died in 1934 at the age of 82. His widow died in 1938 while residing in Wisconsin. It is unclear as to how the property or when the property was sold to Edwin P. and Marion Moore, but the Moores did sell the house in 1929 to Dr. Ira T. Hull. Dr, Hull was a South Bend dentist for twenty-five years and he lived in this house until 1950. He did rent out half the house on occasion prior to his relocating to Boonville, Indiana. His niece and her husband Mr. & Mrs. Othal Dows were tenants at the time of his move. The Dows may have been left with the estate following Dr. Hulls death, because they lived in the house the rest of their lives. Mr. Keltner sold the lot plus the new house he recently constructed on that lot to Josiah Keltner for two -thousand -five -hundred -dollars in August of 1904. Josiah Keltner rented out the house until 1907 when he sold it to Dora Schafer for two -thousand -six -hundred -dollars. Miss Schafer was born in Plymouth, Indiana in 1884 and eventually married Clarence Brown. She rented the house out until 1921 when the house was sold to Benjamin Fetter for seven -thousand -dollars. Mr. Fetter sold the house one month later to business mogul Samual M. Robinson. Mr. Robinson sold the house one year later to the Workingmen's Building & Loan Association, who then sold it to Mary Snapp, the year was 1925. Mrs. Snapp was the widow of C. C. Snapp. She lived in the house until 1927 when it was then sold to James Godshalk. During his one year ownership the house was vacant. He then divided the Lot. The western half contained the house which was sold to Lulu M. Gemberling in 1928. Miss Gemberling was born in Ohio in 1878, she came to South Bend by way of Three Rivers, Michigan where she taught school. In South Bend she owned and operated a beauty salon and rented out the house. She owned the house until 1942 when it was sold to Hoy & Jeannie Carroll. Mr. Carroll was employed in the maintenance department of the Tower Building. They lived in the house until 1949 when they moved to Arizona. OWNER — WILLIAM & DIANE CORBETT DESIGNATION — LHD-RSD RATING — Contributing S/12 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT Calvin K. & Etta Clauer purchased lot two of Wetzstein's Riverside Heights Subdivision in 1912 from Mentor Wetzstein. In 1913 a five -thousand -dollar mortgage was taken out with the American Trust Company and W. W. Schneider, a well known South Bend architect was commissioned to design and to build a residence on the lot. Schneider designed the interesting Romantic Revival residence, the rear of which overlooks the St. Joseph River. Steeply pitched gable roofs, a parapet gable, front bay window which extends two stories and leaded glass throughout are all romantic details drawn from many sources to create a visually rich facade. The entry was highlighted with additional eclectic details, an arched hood supported by two stuccoed columns. Mr. Clauer was a jeweler with a downtown business. - Mrs. Clauer continued to reside in the home after her husband's death which occurred in 1914. She then married David H. Berglund in 1921. The Berglunds sold the residence in 1927 to Karl L. Herrmann, an engineer for the Studebaker Corporation. In 1944, George E. Stoll, an assistant General Manager for the Bendix Aviation Corporation began residing in the the house. He & his wife Marjorie purchased the property in 1946 from the Herrmanns. In 1961, Roland & Barbara Sylvester purchased the home. It was then sold in 1968 to David P. and Pauline R. Koehler. In 1977, William and Diane Corbett bought the residence and are the current owners. PROPOSED CHANGE Applicant is proposing to change the pitch of a small rear flat roof to roughly a 3/12 pitch to stop the deterioration which is caused by snow and rain which is held against the roof and the first vertical intersection of the second floor addition. The moisture problems are also causing rot and ants. The applicant also wishes to change the pitch of the second floor addition to conform to the same pitch as the rest of the home tieing this into the original second floor as indicated in the photographs. This will them conform all additions to the pitch and roof line angles of the original house. Since then I have peen gradually working on projects that will add to the usability and appearance bf the house and property. One of the changes I am planning to make is to reconstruct the stone -wall that once surrounded the frdnt porch when the house stood at the city reservoir. The original WPA-built wall was destroyed in preparation for moving the house. It has always been my intention to eventually replace it with something that looks as closely as possible like the old wall. I Attached are basic plans from J. & N. Stone ,of Wakarusa for this new wall'. I plan to be present at the Commission's July 19 meeting to answer questions anq to show pictures of the porch area as it looks now and as it originally did. While this stone work will not exactly replicate in materials or appearance the original WPA will, I hope you will find it to be architecturally compatible and an improvement in the historical appearance of the home.' It is also my intention in 2000 to add the wood trellice-porch structure that snood o the wall and around the front door. This system will warn the citizens of a tornado in St. Joseph County. We will test the sirens twice monthly with one test (first Thursday of the month at 11:30 AM) being a full audible test. The second test (third Thursday of the month) will be a silent test. The siren is a rotating siren that is installed on a 60' concrete pate that is set 15' into the groundl The concrete pole was used instead of wood to prevent future maintenance problems. Wood poles will twist over time and pull the wires array front the unit and cause malfunction. The poles and the sired unit are a pleasing calor (beige). 'Due to St. Joseph County's susceptibility to the devastating effects of tornadoes -this system is essential for the safety of the citizens of St. Joseph County. The project is expected to be installed by the end ofNovember 1999. Call to Order John Oxian, president of the commission, brought the meeting to order at 7:30 p.m. II. Roll Call Commission members present were: John Oxian, Joann Sporleder, Martha Choitz, Catherine Hostetler, Keri Gallagher, Richard Helmus and Ron Zmylso. Commission staff present was: Ed Talley, director and Aladean DeRose, consul. Also attending the meeting were: Alex Regnery, Pamela Bickel, Scott Samuel, Rolanda Hughes, Don Sporleder and Joseph Rubin. III. Public Hearing Mr. Oxian asked if the application concerning the Crowfoot property at 61601 Bremen Highway has been taken care of. Mr. Talley stated that the application will be dealt with as a staff approval. Mrs. Sporleder asked if the Commission needed to do anything in the way of noting this decision. Mr. Talley stated that the only reason he placed the application in the monthly packets was do to the fact that the Crowfoot sign was visible at the end of the barn and he wanted to make sure it would not be lost when the siding was replaced. Mr. Talley went on to note that after some discussion with Mr. Oxian it was decided that the application should be a staff approval. A. Certificate of Appropriateness Applications 1. 1999-0601 - 1307 East Wayne Street, re -roof. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Pamela Bickel, was present. Ms. Bickel, stated that several of the asbestos tiles on the roof of the house are in need of replacement. She further stated that her contractor, Scott Samuel, has found some existing tiles that can be reused and he has located a manufacturer of a very similar tile, thus, making the request an in-kind replacement. The owner went on to note that she wanted to replace the existing gutters with the same style gutter. There was some discussion over how the gutters will be hung and if the straps should be located under the tiles. There was some more discussion over how to write the Certificate of Appropriateness for the gutter replacement that would ensure that the straps are placed under the shingles. Mrs. Sporleder moved to approve the replacement of the damaged roof tiles with a fiber tile that was submitted to the Commission by the applicant and that the gutters be replaced in-kind, making sure the straps are not visible. Mr. Helmus seconded the motion. The motion passed unanimously. 2. 1999-0603 - 1095 Riverside Drive, replace basement windows. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Mr. Regnery, was present. There was a discussion over of the sample photos the owner had submitted. Mrs. Choitz asked if all the basement windows were going to be replaced. Mr. Regnery stated that he did want to replace all six existing basement windows. Mr. Talley brought up the fact that the owner of 1115 Riverside Drive, had submitted an application to remove his basement windows, replacing them with glass block, which was placed into committee for further review. Mr. Oxian stated that Mr. Regnery's basement window information should be passed aloung to the owner of 1115 Riverside Drive as an alternative to his glass block suggestion. Mr. Talley asked if Mr. Regnery would allow the Commission to share his product literature with his neighbor. Mr. Regnery stated that he did not have a problem with that. Mrs. Hostetler moved to approve the application as presented. Mrs. Choitz seconded the motion. The motion passed unanimously. 3. 1999-0609 A&B - 1158 Lincolnway East, sign & installation if central air unit. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Mr. Rubin, was present. Mr. Rubin stated that the air conditioning unit would be located in the rear of the house along the southwest corner and would only be visible from the back. Mr. Talley recommended that a hole in the basement wall, for the units copper tubing, be created with a hammer drill through the foundation and not through the wood portion of the house. He further noted that the hole should be caulked on both sides and that there be certain sound buffers installed around the unit such as plants and/or the existing privacy fence. Mr. Zmylso asked why the staff was recommending such installation. Mr. Talley stated that going through the foundatin would cause less problems with the structure in the future. Ms. Gallagher asked if Mr. Rubin was in the process of purchasing the property. He stated that he was in the process of purchasing the property. Mr. Talley noted that the reason the Commission was questioning his ownership is that a Certificate of Appropraitness can only be issued to the owner of the property. Mrs. Sporleder interjected that maybe the Certificate should state that it will only go into affect when the purchase of the property is complete. Mrs. DeRose stated that the motion should be made on the condition that Mr. Rubin becomes the recorded owner of the property. Mrs. Sporleder asked if the sign would be lighted. Mr. Rubin stated that it would be. Mrs. Sporleder asked where the lights would be located. Mr. Rubin stated that the lights would be ground level in front of the sign. Mr. Talley circulated a drawing indicating where the landscape lights would be located. Mrs. Hostetler moved to approve the application as recommended by staff with the condition that Mr. Rubin becomes the recorded owner. Ms. Gallagher seconded the motion. The motion passed unanimously. There was some discussion over how Mr. Rubin should prove his ownership. It was decided that if Mr. Rubin submitted a copy of the title change to the Commission the request would be satisfied. 2 II. Historic Landmarks Mr. Oxian noted that there were several properties waiting to go before the Council. 3. Standards and Maintenance Mr. Oxian reiterated that the information about basement windows which was submitted by Mr. Regnery should be sent to the owner of 1115 Riverside. Mr. Talley concurred. E.Staff Reports 1. CofA Staff Approvals Mr. Oxian asked if anyone had any questions concerning the staff approved Certificates of Appropriateness. Mr. Talley asked if it would be alright in the future to only recommend that gutter straps be placed underneath all roofing shingles. Mrs. Choitz stated that gutter straps belong under the shingles. There was collective agreement among the Commissioners concerning such a recommendation. 2. Legal Mrs. DeRose noted that she liked the revised Certificate of Appropriateness form. Mr. Talley reported that the County Council was requesting a recommendation concerning Dragoon Trail. Mr. Oxian stated that the concern over the area is that the Commission had previously designated two undefined lots as landmarks by resolution. The owner of this land currently wishes to sell one of the lots but cannot do so with out the Commissions approval of such as seperation. He further noted that the Council wants to officially plat these lots and is asking the Commission to allow the lots to be split up. Mr. Oxian stated that since there was already a natural tree line which affectively isolates the landmarked school house the request should be allowed. Mr. Talley stated that at Mr. Oxian request he will send an ordinance designating the school house and the lot it sits on as a landmark, thus, making it an ordinance and seprating the two lots. There was some discussion over the fact that the school house was originally made a landmark by resolution and the legal description of the property. Mr. Talley stated that the Council has submitted to the Commission an ordinance to amend and clarify resolution R-379. There was more discussion over the lands legal description, what portion of the land is to be sold seperately and the properties key number. 3 Mrs. DeRose stated that the Commission should word the motion so it approves the seperation of lot 10 from the landmark. She also noted that further investigation should be made to determine whether or not lot 11 actually contains the landmarked school house. Mr. Oxian moved to seperate lot ten from lot eleven and that the Cook School House, on lot eleven, be landmarked by ordinance. Mrs. Sporleder seconded the motion. The motion passed unanimously. 3.
