OWNER — Michele Gelfman DESIGNATION — LHD-RB RATING — Contributing C/9 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This house was built by developers Hammond & Whitcomb in 1914 and rented to John & Bessie Herdman until 1919. In 1920 the house was sold to Nelly Elizabeth Metzgar and her family. Mrs. Metzgar, the widow of Edward Metzgar, had four children, Elizabeth, Anna, Delos and Wilbert. The Metzgar women resided at this address together. Miss Elizabeth and Miss Anna were elementary school teachers. Anna passed away in 1920 and her mother, Mrs Metzgar followed in 1926 leaving the house to her daughter, Elizabeth. Miss Metzgar continued to reside in this house until 1936, when she converted the house into a rental. She owned the house until 1945 she sold the house to Nathaniel & Dorothy Bessell and moved to Texas. Mr. Bessell was an investment broker, he rented the house to Alex & Barbara Fredrick Jr. He sold the house to Mr. & Mrs. Fredrick in 1949 who in turn sold it the same day to John & Jenny Williams. Mr. Williams was a projectionist at the State Theatre, they resided here until 1974 when the house was sold to Florence Fidler, widow of Clifford Fidler. She lived in the house until 1993 when it was sold to the current owner, Michele Gelfman. PROPOSED CHANGE Applicant is proposing to remove a side deck and replace it with an enclosed addition that would extend the roof line to meet the existing roof line. STANDARDS The Preservation Guidelines for River Bend Historic District state: b) ....The Guidelines for the River Bend District follow the Rehabilitation Model.... III. New Construction III.A. Required Additions to existing buildings shall be related in height and proportion to the existing structure. III. A. Prohibited Additions that would add new height or change the existing facade of a building and change its scale and architectural character may not be constructed. CERTIFICATE OF APPROPRIATENESS STAFF REPORT STANDARDS III.B. Required Materials used on an addition to an existing structure shall relate to the existing or original materials of the structure.' As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. III.B. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. RECOMMENDATION Staff finds no adverse effects with the new construction, toward the existing structures. The proposed change adheres to, without violation, any of the standards in section III, A or B, as proposed in architectural drawings. Call to Order John Oxian, president of the commission, brought the meeting to order at 7:30 p.m. II. Roll Call Commission members present were: John Oxian, Joann Sporleder, Catherine Hostetler, Adrian Fine, Ron Zmyslo and Janeanne Petrass. Commission staff present was: Ed Talley, acting director, Rhonda Saunders, administrative assistant, and Aladean DeRose, consul. Also attending the meeting were: Don Sporleder, Katherine Coussens, Greg Cronkright and Mr. Cieplinski. III. Public Hearing A. Certificate of Appropriateness Applications 1. 1998-1027 - 533 River Avenue, roof vent. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Mr. Cieplinski, was present. Mr. Cieplinski presented the Commission with an example of the type of roof vent he wanted to install and how it would work. He also noted that only three vents would be installed over the peaks of the dormers rather then the proposed five vents. There was some discussion over how the vents would be installed and how they would operate. Mr. Oxian asked if the attic had any windows. Mr. Cieplinski stated that there were windows in the attic, however, they are inoperable. Mr. Oxian noted that his attic windows were also fixed, but, he was able to make them operable which allowed for better ventilation. Mr. Fine moved to approve the application as presented with the exception that three vents rather then five vents be installed. Mrs. Hostetler seconded the motion. The motion passed unanimously. 2. 1998-1105 - 552 River Avenue, alterations to garage doors. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Mr. Cronkright, were present. Mrs. Hostetler moved to approve the application as recommended by Staff. Mrs. Petrass seconded the motion. Mr. Oxian asked if the garage door was going to be on a railing. Mr. Cronkright stated that it would be on a sliding barn track. Mrs. Sporleder stated the door handle would have to be moved to allow the door to slide. Mr. Cronkright stated that the handle would be moved to the other side of the door. The motion passed unanimously. 3. 1998-1105-2 - 552 River Avenue, replacement of side storm door. Mr. Talley presented the staff report and circulated photographs. Mrs. Choitz moved to approve the application as submitted. Mrs. Hostetler seconded the motion. Mrs. Sporleder asked if the door behind the storm door was the original door. Mr. Cronkright stated that he believes it to be the original door. Mrs. Sporleder stated that she does not believe the existing storm door was original to the house. The motion passed unanimously. 4. 1998-1106 - 107 W. North Shore Drive, construction of two stall garage addition. Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, Mrs. Coussens, was present. There was some discussion over how the new garage would connect to the existing garage and whether or not the window located in the east wall would have to be removed. Mr. Oxian asked if the east wall of the existing garage was to be removed. The owner stated that the wall would remain, however, a door would be cut into it to connect the two garages. Mr. Oxian asked if the window would be moved to the east wall of the new garage. Mrs. Coussens stated that she did not want to install a window because of the difficulty she has experienced with break ins. There was some discussion over the size of the garage. Mr. Oxian asked if the new garage would have overhanging doors. Mrs. Coussens stated that it would. He also asked if the owner wanted to install vinyl siding over the new garage or clap board. Mrs. Coussens stated that she would prefer to install vinyl siding. Mrs. Sporleder corrected an error in the staff report that stated that the existing garage had a gable roof when in fact it has a hipped roof. There was some discussion over the roof specifications and the installation of a window in the east wall. Mr. Talley noted that he has also experienced problems with windows in garages that sit on alleys. He stated that he has installed aluminum conduit on the interior of the window to give better protection with out being visible from the outside. Mrs. Sporleder moved to approve the application as proposed using vinyl siding to match the existing garage and the reinstallation of the east window into the new addition. Mrs. Petrass seconded the motion. Mr. Fine asked if the existing retaining wall would separate the garages or would they connect over the retaining wall. The owner stated that retaining wall would separate the garages and that the new garage would be shorter in height then the existing garage. There was some discussion over the inconsistency of the roof lines and the confusion over how the buildings would connect. Mrs. Sporleder amended her motion giving final design approval to the director upon his review of more accurate drawings and prints which need to include an equal roof pitch and sidewalls. The motion, as amended, passed unanimously. B. Local Landmark 1. 1636 Lincolnway West -second reading Mr. Talley presented the staff report and circulated photographs. He noted that there is owner consent for the landmarking of this property. Mr. Oxian noted that the owner would also like to have the building placed on the National Register, however, the building does not qualify on its own but may be excepted if the owner of Drewery Brewery agrees to have his brewery nominated with the Hoosier Brewery. 2 Mr. Oxian also noted that the bottling factory is located across the street from the brewery. He went on to state that the offices for the brewery were eventually moved across the street to the bottling plant and that the ice house was located next store to the brewery on what is now a vacant lot. Mr. Oxian further noted that the Polar Ice and Fuel Company is still in existence today. There was some discussion over past occupants of the building such as the Lauer Company and Harley Davidson Dealership. There was some discussion over the Inwood family, another past owner of the complex. Mr. Zmyslo asked when the commercial store front was added to the building. Mr. Oxian stated that the the White Company began the construction of the addition and the Lauer Paint Company completed it. There was some discussion over what the new space was used for. Mr. Zmyslo asked where the basket detailing that was refered to in the staff report was located on the building. There was some discussion over the windows that were bricked up and that the current owner has opened a few of them. Mrs. Sporleder stated that the staff report needs to be clearer in its description of the new store front, particularly its date (1960's) and that it was added to an earlier addition which contained the breweries original offices that were located in a one story brick out cropping on the east corner of the building. Mrs. Sporleder reiterated Mr. Zmyslo's question regarding the where abouts of the basket handled arcades. She further requested that the architectural description portion of the staff report be rewritten in normal architectural terms. There was some discussion over what a basket handled arcade was. Mrs. Choitz moved to send the corrected proposed local landmark at 1636 Lincolnway West to the Common Council for designation as a local landmark. Mrs. Sporleder seconded the motion. The motion passed unanimously. III. Regular Business A. Approval of Minutes 1. October 19, 1998 Mr. Talley noted that on page six of the minutes, top paragraph, fourth line from the bottom the last word should be Peat not Pete. Mrs. Hostetler noted that on page six, just under the previous correction it states that she moved for a motion and seconded it, when in fact she only moved for the motion and did not second it. Mrs. Hostetler moved to approve the minutes as corrected. Mrs. Choitz seconded the motion. The motion passed unanimously. B. Treasurer's Report Mr. Oxian asked if there were any questions or comments regarding the Treasurer's Report. There were none. Mrs. Petrass moved to approve the report. Mr. Fine seconded the motion. The motion passed unanimously. C. Correspondence (see attachment) Mr. Oxian asked for comments. There were none. ki D. Committee Reports 1. Historic Districts Mr. Oxian noted that North St. Joseph Street and Taylors Field proposed local historic districts both passed unanimously. He also noted that a meeting has been set up for January 11, 1999 at 7:30pm to begin the process of forming guidelines for the Taylors Field Local Historic District. Mr. Fine asked what committee would be in charge of this meeting. Mr. Oxian stated that the District Committee would be handling the meeting. Mr. Oxian stated that he wants the staff to start on the proposed Cushing Street local historic district. He also noted that the Commission has received approval from the Common Council for this proposed district which will make its passage easier. 2. Historic Landmarks Mr. Oxian stated that the three houses on Jefferson Street and Franklin Street passed. He asked if the houses are a part of the West Washington National Register Historic District. Mrs. Saunders stated that she would have to research it. Mr. Oxian stated that if they do fall into the district then the staff should send the owner tax credit information. 3. Standards & Maintenance None. E. Staff Reports 1. CofA Staff Approvals (see attachment) 2. Legal Mrs. DeRose stated that she has prepared two ordinances that would alter the Municipal Code allowing for the adoption of Annexed County landmarks into City landmarks and the introduction of interim protection of proposed landmarks. Mr. Oxian asked if the ordinance and needed letters have been sent down in time for the Councils November 23rd meeting. Mr. Talley stated that the necessary information has been sent. There was some discussion over how soon these ordinance could be put into place. 3. Miscellaneous Activities and Grants Mr. Talley asked if the Commission was clear on the fact that the restoration of the sidewalks in Leeper Park, as shown in the approved Leeper Park Plan, have been drawn up and are going to be constructed by the Parks Department. There was more discussion over the fact that the sidewalk project has already been approved by the Commission and that the play ground equipment would be moved across the street from the school. Mrs. Sporleder asked about the plans to extend the sidewalk under the Leeper Bridge. Mr. Talley stated that plans do not exist for that particular project as of yet. Mr. Oxian noted that there were corrections on the North St. Joseph Street Guidelines. He submitted his corrections to the staff and noted that any other corrections should be submitted to the staff as soon as possible. 4 There was more discussion over which parts of the Leeper Park sidewalks were going to be installed. Mr. Talley noted that the staff has proposed that the old street lights, which will be removed from East Wayne Street be installed into Leeper Park, per their original location as depicted in the Works Progress Administration maps of 1938. V. Old Business Mr. Oxian proposed that Mr. Talley be appointed the Commissions permanent director. He noted that he had asked Steve Kennedy from the State Historic Preservation Office, to give his input on this topic. Mr. Kennedy sent a letter to Mr. Oxian commending Mr. Talley in his efficiency and professional manner. Mrs. Sporleder asked if the Commission was legally required to advertise the position. Mr. Talley stated that according to the St. Joseph County Handbook, a vacancy occuring in a department may be filled by promoting a willing and qualified individual from with in that department without having to advertise the position. Mr. Oxian stated that when he asked the County Personnel Director if a position has to be advertised, the director stated that a position may be filled from with in, with, out having to advertise it. He further noted that the Commission only recommends Mr. Talley to become the permanent director and the Common Council makes the final decision. Mrs. DeRose stated that she would like to discuss this issue with the County Attorney, because, according to City guidelines an individual must be apart of the departments staff for the no advertising rule to apply and that taking a member from a Commission is not really promoting from with in. Mr. Oxian stated that according to County Personnel Mr. Talley would qualify as a promotion from with in, but, he would have to resign his position on the Commission. Mrs. Sporleder asked if Mr. Talley meets the necessary qualifications for the job. Mr. Oxian stated that according to the Commissions qualifications Mr. Talley does meet them. Mr. Talley stated that he has been assured by the State Historic Preservation Office, the County Commissioners and the County Personnel Department that he has the necessary qualifications for the job. Mrs. Choitz asked if the Commission is working toward getting the Director a living wage. Mr. Oxian stated that a meeting will be held after January first to discuss this issue. Mrs. Hostetler moved to nominate Mr. Talley as permanent director of the Commission. Mr. Fine seconded the motion. The motion passed unanimously. Mr. Talley noted all the changes in the physical appearance of the office. Mr. Oxian stated that he wanted to appoint a nominating committee, making Jerry Wiener the Chairman and placing Janeanne Petrass as a committee member. V. New Business Mrs. Hostetler stated that the Christmas party would be held after the December 21 st meeting at her house. Mr. Oxian asked why the staff has circulated maps of the East Race to the Commission. Mr. Talley stated that the maps were passed out to keep the Commission members abreast of the staffs activities. He further noted that the maps were submitted to the State Historic Preservation Office on October 14th and are awaiting final acceptance. 5 Mr. Talley stated that a draft of the contract the Commission will extend to the Westerly Group for the resurvey of the County is also at the State office awaiting approval. He further stated that he hopes to have the resurvey under way before Christmas. Mr. Talley reported that Mr. Oxian has had a discussion with Jerry Hartman, a property owner in Edgewater Place Historic District, who has had a severe fire in his building and wishes to rebuild. Mr. Oxian stated that the property in question was the used car lot on Lincolnway East and that the property owner wanted to reconstruct. Mr. Oxian also noted that the owner would more than likely be submitting plans to the Commission in the new year. Mr. Talley stated that he will be meeting with the E. Wayne Street liaison committee on Wednesday, at their request, at which time the staff should be able to deliver to them their new guidelines. He also noted all the problems he is having with the construction project at the North Pump Station, including the fact that the Commission did not see or approve 80% of the actual project.There was some discussion over the contracting of the project and how the Board of Water Works was not incharge of this project. Mr. Talley noted that if things do not change then he will stop the construction because they have violated the Certificate of Appropriateness pertaining to the necessity of the Commission's director meeting with contract winners. He further noted that he has sent a letter to Lou Powell stating that a meeting is required and needs to be set up or the project will be red tagged. VI. Hearing of Visitors Mr. Sporleder stated that there will be another phone status conference for Blake Gardens on November 17 at 11:00am in MACOG conference room. He further noted that the Historic Preservation Commission should contact MACOG to discuss alternative funding through TEA - 21 funds. Mr. Talley interjected that he has repeatedly requested such information and is not receiving any cooperation from the director of MACOG in regards to that topic. He further noted Sandy, the director of MACOG, went before the County Commissioners last week complaining about the Historic Preservation Commission office getting painted and that she wants our space. During which the County Commissioner's told her if she could find the Historic Preservation Commission a new home then they will discuss it, until then the answer is no. Mr. Talley further discussed how the MACOG director was feeding miss information to other departments about historically designated property. There was some discussion over 106 Reviews. VII. REVIEW The following is a listing of activities for this office over the past thirty days.(12-16-98) Meeting with Madison Center - Met with Jack Roberts, Executive Director of the Madison Center Hospital complex regarding the demolition and construction project for his corporation. The meeting was amicable and the establishment of goodwill between our organizations was initiated. Jack requested information regarding the reconstruction of the covered foot bridge which spanned the St. Joseph River in the early 1800's. This request was forwarded to Don Sporleder who has done the research and holds blueprints of the proposed project. Mr. Roberts also instructed his architect Dean R- Bergman, A.I.A., of Mathews - Purucker - Anella, Inc to contact this office for review and a working relationship during the course of the construction project. We met and discussed several items. The proposed "green space" and walking trail was the basic topic of the discussions. John Friedline discussions - A tour of the old Singer Buildings that are slated for demolition was conducted. Permission was also obtained for the photographing of the interior and exterior of these building prior to their demise. John also notified this office and we in turn notified the affected parties that brick and timbers from this site will be made available to the architect for the walkway and green space areas to be constructed. East Wayne Street Meeting - A most wonderful and friendly meeting was held at the home of Mr. and Mrs. James Hasse in the East Wayne Street Local Historic District at 7 pm on the 18th of November. The new guidelines books were delivered and there was discussion on several topics which are or will be affecting that district. The time was most pleasurable. North Pumping Station Tour (Studebaker & NIHS Museums) - This office called together the administrators of these two fine institutions to view the interior of the North Pumping Station prior to reconstruction. Many of the items which are slated to be removed from this facility will be taken by one or the other institution for display. An agreement by the Board of Public Works for the installation of smoke detectors within the Pierre Navarre cabin was reached with NIHS and Studebaker working with the Dept. of Water Works for creation of PAGE 1 framed pictures and minor displays to show their appreciation for the donation of items and to create displays within the building to perpetuate the history of the facility. I was pleased and greatly relieved that we will finally have fire detection ability for the cabin which has been a gamble all of these years, especially when one remembers the former Powell cabin. North Pumping Station Construction Project - It has become very clear that we were never fully informed of the scope of the construction project at the North Pumping Station when the COA was applied for by the Water Works Dept. In fact, we only saw about 95% of the project. In essence the former pumping station will be converted into a filtration and pumping facility. In the course of this conversion the nearly 100% intact interior of this structure will be eliminated. Most interestingly to me was the fact that there was NO mention of the historical context of the structure to be found anywhere in the specifications of the bid package, nor at the pre-bid meeting. This is in sharp contrast to the propaganda being provided by both the Board of Public Works and the Water Works Engineering Depts. The battle on this project is in progress and the attached letter will provide further data on the topic. (See letter) East Bank Interpretive Sign Project -A meeting was held at the Oyster Bar for all of those that are or have been involved in the East Bank Indiana Heritage Grant project, which now has come to the stage where signage is being selected for the walking tours that have been established for that area. There was discussion regarding funds, dues and expenses with those present at the get together, which was reminiscent of college days in the 60's and 70's. In fact about as much was accomplished as in those days. This office is working with the assistant director of the Rum Nature Center in selecting a feasible material to be used for the signs. Garry Harrington (who is the asst. director) and I have met twice since the bar ritual and continue to hone in on a selection. Final Re -Reimbursement (General Assistant Grant) - Paper work and data needed to obtain our final monies for those topics covered in the General Assistance Grant was completed, with some $1900.00 being our final figure. - - Second County Courthouse - Two meeting have been held with the architects from Ken Herceg & Associates regarding the unacceptable lighting placed on the roof of the renovated second courthouse. The meetings and direction for the outcome seem quite favorable. PAGE 2 The high pressure sodium lighting for the illumination of the cupola will be changed to metal halide having a burning temperature of 2700 -degrees Kelvin. The light fixtures will also be reduced in size since they are presently too large. Facade Easements (Southhold Restorations) -This office has received facade easements for the following properties: Wunderlich House, 322 West Marion; Cushing House, 508 West Washington; Kizer House, 803 West Washington; Cunningham House, 630 West Washington. Monies have also been received for these properties and have been placed into separate accounts under our checking account system. Awards Program - This office will also be taking on the awards program originally conducted by Southhold Restorations, Inc. Details about this project will unfold the first quarter of 1999. Brewery Nominations - Glory Jean Greiff was awarded the nomination work for the Drewry's Brewery for National Listing nomination. Mr. Oxian has further details regarding this project. Computers In The Office - An apparent hard hit against the wall of reality was realized at the St. joseph County Data Board meeting on the 15th of December. As you know one of the commission's computers died this past month and the other one which has the city and county database is in the process of going to computer heaven. In addition, the county's data center has tested all 500 some county computers for Y2K compatibility and of course found the two we recently adopted from the City of South Bend as being non -compatible. This basically means that sometime within the next twelve months this office will be completely without computers. This is disheartening not only for this office, but should sound the bell for alarm. The new re- survey for the county has just begun and there will be no hardware in which to input our new data, let alone the data we use and accumulate. According to information disseminated at the data meeting of the slightly more that 500 computers in the county, some 300 or so are not Y2K compatible, thus forcing the county to address a fiscal need of more than one-quarter million- --- -- -- dollars for computer hardware and software upgrades by 1-1-00. As you well know, this office has NO county owned hardware, thus leaving us even further in the dust. Oh -hum, what to do asked the church mouse ! PAGE 3 Endangered Historic Places -The National Trust is seeking nominations to the 1999 list of America's 11 most endangered places. These nominations are due by 1-8-98. St. Joseph County Re -survey - The contract was signed with the Westerly Group and some maps and data were transferred to them for the commencement of the re -survey of the county. The first report, was received from them, and one report will follow on the 6th of every month. This office was very pleased to have finally realized we had finally reached a first and ten situation. Season's Greetings - Rhonda and I would like to extend to each of you our best for the holiday season. Rhonda seems to be in the spirit, while I have seen enough of these things for a lifetime; besides they cost a lot of money, create a mess in the house to clean up and create a demand for boxes to save the stuff for eleven months.
