Adjournment • • • ?VA. f�J�4 VV\ Lg, -f-0, P I : 3d a CERTIFICATE OF APPROPRIATENESS STAFF REPORT • APPLICATION -- 1996-1024B PROPERTY -- 1319 East Wayne Street North South Bend, IN OWNER -- Michelle & Gabriel Shakour DESIGNATION -- East Wayne Street Local Historic District RATING -- Contributing (5-11) STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This H. R. Stapp designed Tudor Revival style house was built in 1927. The first occupants were Homer A. Robinson, vice-president of Whitcomb & Keller, the developers of.Sunnymede and his wife, Bessie who was the sister of Fred Keller. Mrs. Robinson died in 1930 and the following year the property was sold to J. Bruce Gafil, president of Gafil Oil Company and his wife and Clara. The house was purchased from her estate in 1960 by Martin and Shirley Weishaar who sold the property to Charles and Moira Geoffrion in 1984. PROPOSED CHANGE The owners propose to construct a section of privacy fence along the west • property line of the rear yard. STANDARDS The Preservation Guidelines and Standards for the East'Wayne Street Local Historic District state:' I.B.2 Recommended New site work should be based upon.actual knowledge of the past appearance of the property found in photographs, drawings,, and newspapers.New site work should also be appropriate to the existing surrounding site elements in scale, type and appearance.... RECOMMENDATION The proposed fence will close the rear yard of this property to the rear yard of the westerly neighbor creating a narrow space along the side of the applicant's garage. Portions of this fence,had already been installed at the time of Staff's visit to the site. The proposed fencing is composed of closely placed six foot 1X6 boards with a "dog-ear" top. This fence conforms to the existing fence along the applicants east property line. The rear property line is presently defined by.split-rail stockade fencing. Though there is no evidence of previous fencing at the proposed location. rear yard privacy fences are not uncommon in the district and the proposed material is consistent with other fencing at this same yard. Staff recommends approval of this application. DBD • 11/13/96 • 513 Harrison Avenue (1010 Palmongle Court) HISTORICAL CONTEXT This property is located approximately one-half block off of Lincolnway West which is the twentieth Century name for the Michigan road which was opened in the early 1830's as the first connecting road between Lake Michigan and the Ohio River. This lot was platted in 1898, the same year that the Colfax school was constructed directly across Harrison Avenue. The building presently being considered was constructed in 1905. It was unusually situated on the lot, being sited at near the rear at the intersection of two alleys, one of which is named Palmongle Court. The address given by the assessor for this building is variously 1010 Palmongle Court, 511 1/2 Harrison Street and 513 Harrison Street. In 1921, the front portion of the lot.was filled in with the construction of a two -flat -with a three -bay garage occupying the space between the buildings. The first resident known to reside at this address was Almond (Almon D. ?) Palmiter, a millwright and later master mechanic at Studebaker, who is listed there as Almon D. Palmiter in the 1912 City Directory. The 1906 directory shows him residing at 731 North Scott Street. Although this date is a one year later than the construction date given by the assessor's card, it is conceivable that the house was built for him or otherwise maintained in the family as a mason by the name of M. B. Palmiter was listed at 529 Ohio Street during this whole period. Doyle Palmiter is also listed as a mason in'the 1912 directory residing at 807 Allen Street. From the unusual masonry features of • the building, the personal connection with these masons is inferred. ARCHITECTURAL DESCRIPTION This house is a two-story foursquare type constructed entirely in split -rock faced concrete block with very unique ornamental features including water table and mid -story stringcourse articulated with an egg and dart motif cast into the concrete units. Window openings are articulated with cast sills and headers embellished with animal faces at each end of the header. The plan deviates from the usual foursquare with a beveled corner at the left front and a bay extending at a 45 degree angle flanking the one story covered front porch which is also constructed in the split -faced block. RECOMMENDATION Based on the HPC Local Landmarks Criteria, the building at 637 South Lafayette has been recommended by the Landmarks Committee of the Historic Preservation Commission as a Local Historic. Landmark. The building meets the criteria in at least two areas. 1.) Its character, interest and value as part of the development , heritage, or culture of the city of South Bend, St. Joseph County, the state of Indiana , or the United States of America. 1.) Its.embodiment of elements of architectural design, detail, materials, or • craftsmanship which represents an architectural characteristic or innovation. 2.) Its suitability for preservation. • The building fulfills criteria #1 as an example of a single family housing unit located at the rear of a lot and oriented to the alley, a situation especially common in the northwest neighborhood of South Bend and increasingly becoming rare and endangered. The building fulfills criteria #2 as an example of a single family house constructed entirely of concrete block molded t replicate split faced stone. Although this material was commonly employed in foundations for frame buildings, -relatively few structures used this material so extensively. If the supposition that the building was constructed one or both masons by the name Palmiter, it may have been conceived as a demonstration for the employment of these materials. The other precast'concrete decorative features are also very unique. The building is. rated Significant 11 in the Indiana Historic Sites and Structures Survey. The building fulfills criteria #3 by the integrity of its original construction with only minor alterations. DBD 11/13/96 • 0 1631 Lincolnway West • HISTORICAL CONTEXT This property is located on Lincolnway West which is the twentieth Century name for the Michigan road which was opened in the early 1830's as the first connecting road between Lake Michigan and the Ohio River. This lot was platted in 1904. However,'the assessor's records indicate no structures constructed in that year and only a few in 1905 and 1906. The South Bend Brewing Association Brewery directly across the street was constructed in 1905. The building presently being.' considered was constructed in the first wave of major development of Augustine's Addition in 1907. - The first resident known to reside at this address was Wm. If Wenrick, a foreman at Singer. ARCHITECTURAL DESCRIPTION This house is a two-story foursquare type constructed entirely in split -rock faced concrete block with a pyramidal roof which features an attic gable to the front and east sides. These gable walls are finished in stucco/half timber effect. A one story covered front porch .which is also constructed in the split -faced block including the porch knee -wall and piers which support tuscan columns. RECOMMENDATION Based on the HPC Local Landmarks Criteria, the building at 1631 Lincolnway • West has been recommended by the Landmarks Committee "of the Historic Preservation Commission as a Local Historic Landmark. The building meets the criteria in at least two areas. 1.) Its character, interest and value as part of the development , heritage, or culture of .the city of South Bend, St. Joseph County, the state of Indiana , or the United States of America. 1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural' characteristic or innovation. 2.) Its suitability for preservation. The building fulfills criteria #1 as an example of a single family horsing among the earliest to be constructed on this section of Licolnway West one of the major growth corridors of the.city. The building "fulfills criteria #2 as an example of a single family house constructed entirely of concrete block molded to replicate split faced stone. Although this material was commonly employed in foundations for frame buildings, relatively few structures used this material so extensively. The building is rated Contributing/10 in the Indiana Historic Sites and Structures Survey. This rating should be reconsidered due to the rarity of its construction method. The building fulfills criteria #3 by the integrity of its original construction with only minor alterations. • DBD 11/13/96 Regular Monthly Meeting 7:30 p.m. Monday October 21, 1996 MINUTES OF THE REGULAR MEETING of the HISTORIC PRESERVATION COMMISSION County Commissioner's Conference Room 7th Floor County—City Building I. Call to Order .John Oxian, president of the commission, brought the meeting to order at 7:35 p.m. II. Roll Call Commission members present were: John Borkowski, Martha Choitz, Adrian Fine, John Oxian, J. Edward Talley, & Jerry Wiener. Commission staff present was: David Duvall, director, and Aladean DeRose, counsel. Also attending the meeting were: Becky Emmons of the South Bend Tribune, Linda Fritschner, Shay Shannon, Julia DesLauriers, Charles Leone, Brian Crumlish, Terry S. Miller, and Don Sporleder. III. Public Hearing A. Certificates of Appropriateness 1) 1996-0911, 1215 East Wayne Street — Replacement of first story windows . Mr. Duvall presented the Staff Report and distributed photographs including follow—up as built photographs of the second story windows previously approved. Mrs. Choitz moved that the commission approve the application. Mr. Borkowski seconded the motion. The motion passed unanimously 2) 1996-0916, 1091 Riverside Drive — Replacement of existing wood shingle with new composition shingle. Mr. Duvall presented the Staff Report and 'distributed photographs. He noted that the owner, Mr. Crumlish, was present. Mr.- Crumlish presented the application. He noted that the wood shingle was nt original but had been installed by him at an earlier date and that they had not worn well. He also noted that the original wood shingle remained beneath and that this material was marked as having been from British Columbia. Mr.Fine moved for approval of the application. Mr. Talley seconded the motion. The .motion passed unanimously. 3) 1996-1001, 1230 East Wayne Street — Addition of a second story dormer Mr. Duvall presented the Staff Report and distributed photographs. He noted that the owner, Mr. Miller, was present. Mr. Miller stated that he had nothing to add to Mr. Duvall ' s comments.' He agreed with the staff recommendation to replicate the dovecoat in the new dormer. Mrs. Choitz moved for approval of the application. Mr. Talley seconded the motion. The motion passed unanimously. 4)-.1996-1001-2 — 639 River Avenue — Installation of gutter system Mr. Duvall presented the Staff Report and distributed photographs. He noted that the gutters had already been installed as indicated in the photographs. Mr. Oxian moved for denial of the application noting that the house had apparently never had guttering. Fie further noted that the owner had installed the guttering under duress from the Department of Code Enforcement which had directed the Owner to complete the work before a date which proceeded this meeting. Mr. Talley seconded the motion. In the ensuing discussion, it was � '11 • determined that as the guttering had already been installed, a denial would cause continued and yet greater hardship to the owner. Mr. Oxian then amended his motion to approve the application with the stipulation that this approval not be construed to indicate that the Department of Code En;orcement may require inappropriate alterations. Mr. Talley suggested that the first motion stand for a vote and proceed from that result. Mrs. DeRose suggested that if the commission's concern is with code enforcement's lack of understanding of preservation concerns regarding the installation of inappropriate alterations, that she contact, its director to better cultivate such an understanding and seek latitude in the future regarding such alterations to designated structures. Mr. Oxian withdrew his original motion and repeated his substitute motion to approve. Mrs. Choitz called the question. The' motion passed unanimously with the exception of Mr. Oxian abstaining. 5) 1996-1002, 1055 Riverside Drive — Replacement of existing fired clay tile walkway with concrete pavers of the same general design and appearance. Mr. Duvall presented the'Staff Report and distributed photographs. He noted that the owner, Mr. Leone, was present. Mr. .Leone presented the application. He noted that the original material had been installed with cementeous grout which had failed in freeze/thaw cycles as had the tile paving. He noted that the new material will be laid on compacted sand which his architect indicates should be more forgiving. Mr. Talley moved for approval of the application. Mr.Fine seconded the motion. The motion passed unanimously. • IV. Regular Business Mr. Oxian indicated his desire t o move the hearing of visitors to this point in the agenda for the purpose of hearing several residents of the River Bend District who were in attendance. Hearing no opposition the commission so heard the concern of this group as follows:, Ms. Delauriers introduced this concern regarding the environmental effects of the newlyconstructed Madison Children's Hospital immediately across the St. Joseph River from this district. In summary, the residents are disturbed by the outdoor lighting of this facility and mechanical noise which is especially and increasingly annoying' in the evening and night. The group is. also concerned for the future visual impact which might result from removal of foliage from the riverbank areas. Attempts to communicate their concerns to the management of the hospital had met with what they felt to be evasive and defensive and condescending response leading them to believe the facility management to be unconcerned about the affect of'the facility on its community neighbors. Written correspondence was submitted in evidence of this. She also noted that Don Fozo, the Building Commissioner, had visited the site but had not discerned the noise at the time of the visit. Linda Fritsel-finer also addressed the commission. She accounted her conversations with management of the hospital, Code Enforcement, and the City Attorney's office. Mr. Talley indicated that he had taken an interest in this issue upon hearing of it and has found the resistance of the Madison Hospital Management to even discuss this issue entirely out of proportion to their stated concerns. Ile indicated that his attempts to contact the management directly had failed to even realize a return telephone call. After some discussion, the president directed • Mr. Duvall to draft a letter for his signature advising Madison Hospital of the commission's concern for this issue and to be circulated to the Building, Code Enforcement, and police departments. Mr. Sporleder indicated his desire to address the issue of the Madison Center development from his concern as a member of Michiana Watershed. His interest was the impact of this development ,of the East Bank Trail. He noted that although the Madison center has granted an easement for the trail they • continued to maintain the easement inaccessible by other property rendering the path discontinuous. Mr. Oxian directed Mr. Duvall to draft a separate letter to Madison Center expressing the commission's concern for the completion of this trail or its value in stabilizing the riverbank and extending the development of the historic East Race Area. Mr. Sporleder then addressed the commission on his concern for the cooperation of ,the commission in the redevelopment of the pedestrian path beneath the Michigan Street bridge and connecting the east and west sections of Leeper Park. This path was first established in 1904 and he felt should be included in the preservation plan for Leeper Park. Mr. Talley briefly mentioned his support for this proposal and used the opportunity to discuss the preparations for the rededication of the North Pump Station on the following Thursday morning. A. Approval of Minutes 1. September 16, 1996 Mrs. Choitz moved that the August minutes be approved as corrected. Mr. Talley seconded.the motion.. The motion passed unanimously. - B. Treasurer's Report Mr. Duvall reported having received the third quarter balance sheet which he provided to the treasurer. Mr. Oxian reported that the budget committee had met with Kevin Horton, City Controller, and Don Fozo, Building Commissioner, regarding revision of the commission's fee structure with the subject extending to the possible reorganization of the place of commission administration within city/county government. C. Correspondence Mr. Duvall indicated that the office had received notification for the Indiana Humanities Council research grant program for the upcoming year. Mr. Talley indicated that he had conversed with the new owners of the Riverview & Highland cemeteries regarding their plans for improvements therein and the possible place of National Register Listing or Landmark status in their development. lie indicated that he was encouraged by the nature of the rehabilitation and improvements indicated. D. Committee Reports 1. Budget & Finance Mr. Oxian noted the meeting reported above. 3. Legal Mr. Oxian reported that the "FIve Year Ordinance" had been withdrawn at his request following assurance by the opinion of Common Council's counsel that the one year reprieve from demolition of a Local Landmark could be repeatedly requested indefinitely. Mrs. DeRose indicated that as policy this was acceptable but that in the future another u t_a ght find a differing opinion. 4. Historic Districts • Mrs. Choitz reported that the planning for Project Access was proceeding,and that the first set of meetings with district property owners had been scheduled for the following week on Tuesday and Wednesday evenings for the East Wayne Street District. Additional Guidelines books have been printed. Mr. Duvall rioted that the mailing of announcements had been accomplished with return of only four letters. Staff is seeking to identify the problems with those four addresses and to resend them. 5. Historic Landmarks Mr. Oxian reported the following status of the recommendations for designation: A) 501 West Colfax - this recommendation is still tabled. B) Leeper Park - Leeper Park is tabled. The public Hearing for this nomination is anticipated in the coming month. C) Mr. Duvall reported that the Brick Streets Local Landmark Ordinance has been prepared and submitted to the Common Council. D) Mr. Talley reported on the preparations for the dedication of WPA House at 16581 Chandler Blvd. This will occur at 10:00 a.m. on October 26. Mr. Oxian indicated that he would schedule a meeting of the Landmarks Committee during the coming month to consider the schools issue before the next meeting. 5. Standards & Maintenance Mr. Fine announced that this committee will meet at the HLFI office on Friday November 8 at 2:00 p.m. to discuss the Leeper Island wall -requirements. 6. Personnel Mr. Duvall reported that Melody's daughter had a baby last week. E. Staff Reports 1) Staff Approvals Mr. Duvall reported no C of A Staff approvals during the period. • 2) DHPA Grants a) Regarding the DHPA Grant status, Mr. Duvall reported that the National Register nominations have been forward to the SHPO for consideration by the State Review Board on Wednesday October 23. He planned to attend this meeting. The elaboration of the.conclusions for the Economic Benefits Study is still in process. Mr. Oxian asked whether preliminary information was being provided to anyone.�Mr. Duvall indicated that the data had been sent to Donovan Rypkema, the consultant from Washington D.C. who 'had donated his consulting time and met with him and Mr. Leader earlier in the year. Mr. Oxian chastised Mr. Duvall for releasing this material without the approval of the commission. Mr. Duvall stated that he had been clear in his earlier reports that he was sharing this information with Mr. Rypkema and was not aware that this presented any problem. b. The Requests for Proposals have been distributed for the 1996-1997 DHPA grant cycle projects. c. Mr. Duvall indicated that the DHPA grant cycle applications are due at the end of this month. lie is preparing that application for the following activities: Ro-survey of the County. Leeper Park Preservation Plan Publication of revised district guidelines books He stated that he was open to suggestions for additional activities to be included in this application. Mr. Talley suggested Highland & Riverview Cemeteries. Mr. Duvall reminded the commission that churches and cemeteries were specifically excluded from National Register unless they met special criteria for importance. Mr. Talley suggested that in this case, the planned landscape consideration may pertain. Mr. Duvall acknowledged this possibility and indicated that he would explore I • this possibility. Mr. Oxian indicated that the Local Historic Districts should be re -surveyed, especially regarding the ratings of the buildings. Mr. Duvall suggested that keeping this work in house would be advisable. 3.. Legal Mrs. DeRose had no additional report beyond the issues discussed above. V. Old Business Mrs. Choitz suggested that some fund-raising activities'should be pursued. Mr. Oxian suggested that after the fall election, exploration of new funding sources may be more effective. The issue of South Bend Schools was discussed with the general conclusion that all eligibly rated public school buildings should eventually be established as Landmarks but that they should be individually nominated. Mr. Oxian indicated, that the Landmarks Committee would meet during the coming month to consider the priority of these nominations. VI. New Business No new business was considered. VII. Hearing of Visitors Mr. Sporleder next addressed the commission on his concern for the landscape feature commonly known as the Blake Gardens which lay behind the recently demolished Howard Johnson Motor Lodge at'.Cleveland Road and Dixie Way. This parcel has been recently submitted for development to the Area Plan Commission requesting plan approval for development of two hotels and two restaurants. The proposed plan indicates the intention to fill significant areas along Juday Creek which would entail covering the gardens area. He noted that this area is adjacent to abandoned rail right-of-way which probably will eventually be developed for bike/pedestrian transit. This area could constitute a park amenity for this trail. South Bend, IN 46601 Re: Local Landmark Proposal for 201 N. Michigan Dear Mr. Duvall: • The South Bend Redevelopment Commission has considered the Historic Preservation Commission's interest in designating the Palais Royale building at 201 N. Michigan a Local Landmark and has asked that I inform you that they are opposed to such designation at this time. The renovation of the Palais Royale will be done with great attention to historical detail. In fact, the architect for the project is actively involved in Historic Preservation with the State of Minnesota. The Redevelopment Commission does not feel that this designation is warranted at this time and objects to yet another agency having to review plans for the building as there is widespread community involvement in the review of the plans. The Redevelopment Commission is willing to designate the building a Local Landmark once the renovation is complete and asks that you not proceed with this designation at this time. Sincerely, Ann E.
