STATEMENT -6F SIGNIFICANCE/HISTORIC CONTEXT
The house•at 24888 Cleveland Road is a Greek Revival structure that was
rated 0/13 on the Indiana Historic Sites and Structures Survey of St.
Joseph County published in 1985. The house was built c. 1855 by A. N.
Miller from timber cut from a stand of trees that were directly behind
the current site of the house. Miller died in 1874 and the property was
eventually sold to Charles Matthews, a Michigan State Representative.
A.L. Mathews, a German Township Trustee, then inherited the farm. From
1940 to 1958 the house was vacant. It was then inherited by James Kidder,
grandson of A.L. Mathews.
The property was designated a Local Landmark by ordinance in 1975, while
still owned by the Kidder family. Included in the ordinance are the farm-
stead and approximately 33 acres of land.
PROPOSED CHANGE
The applicant proposes the replacement of the pea gravel driveway with
paving brick and the addition of a paving brick walkway from the house
to the mailbox.
STANDARDS
The Standards state that (page 3 Group B) "The Commission has the authority
to determine the architectural merits and the extent of any proposed treatment,
renovation, or addition to a historic landmark.
. .
RECOMMEDATION
The staff recommends approval of the proposal. The applicant is proposing
the significant upgrade of a site amenity in keeping with the maintenance
of the property.

DESIGNATION -- Local Landmark
STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
The Studebaker Administration Building was designed by the noted 19th century
architect Solon S. Beman. Beman worked primarily in the midwest and is most
noted as the architect and design planner of Pullman, Illinois; the planned
industrial community built for George M. Pullman, manufacturer of the Pullman
railroad car. Beman was only 27 years old when Pullman, Illinois was planned,
he went on to design buildings for Proctor and Gamble in Cincinnati. Among his
other projects was the Connecticut State Capitol.
The Studebaker Administration Building was built between 1907 and 1910.
It is a Renaissance Revival structure. The walls are of concrete and steel
faced with brick and stringcourses and keystones of limestone. The building
is four stories with rusticated base, wireglass sidelights and a concrete
monitor 15' above the roofline.
The building has been occupied by the South Bend School Corporation since
1970. In 1992 the Historic Preservation Commission recommended that the
building be made a Local Landmark by ordinance. The building which was rated
S/12 on the Indiana Sites and Structures Inventory was so designated later
that year.
PROPOSED CHANGE
The applicant proposes construction of a ramp of wood deck type material from
sidewalk level to the first floor level in order to satisfy the requirements
and standards of the American Disabilities Act. The proposed ramp is to be
located in the alley on the north side of the building and will require the
alteration of the following existing features:
1) Removal of one window sash (fixed) & glazing, stone window sill, and a section
of the masonry wall below the existing window to create a door opening for
installation of aluminum store front type door similar to the main front entry.
2) Removal of a section of the concrete retaining wall located at the edge
of the sidewalk to allow access from street level to the ramp.
3) Removal of a section of existing.concrete pavement, base, and subsoil
as required to bring alley down to sidewalk elevation. Area where pavement
is to be removed is to receive new gravel paving.
Directional signage will be installed as required by A.D.A.
STANDARDS
The standards state that (page 4, Group B, Section C,1) "Necessary structural
improvements where safety demands should be accomplished in such a way as to
cause minimal visual change to the original style and construction" and (page
4, Group B, Section C, 2) "All work shall be done in the architectural style
and in a technique compatible with that of the original structure.... A change
that adds detail of another style shall not be permitted".
RECOMMENDATIONS
The staff applauds and supports the effort of the South Bend Community
School Corporation to serve all citizens by bringing this public structure
within the requirements of the A.D.A. Although the development standards.
for landmarks do not directly address the accessibility issue, staff
interprets this concern as a life safety issue (egress).
However staff does not find the structural alteration of the window
appereature (removal of sill & wall) as necessary to accomplish access.
Furthermore, the wood pier or deck type of construction is clearly of
different style and technique than the concrete and masonry of the
historic structure. Staff therefore recommends denial of this application.
Staff further recommends waiver of fee for a subsequent application
to address the accessibility issue at this structure.
Should the commission find this application to be appropriate, staff
recommends that the owner be required to document the original conditions

STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
This Dutch Colonial Revival house was rated C/9 on the Indiana Historic Sites
and Structures Survey. It was designed by the local architect W.W. Schneider
for Charles and Stella Drummond. Built in 1903 the house has undergone major
alterations including the stripping of window detail and the subsequent appli-
cation of aluminum siding and aluminum storm windows. The Sanborn Maps (1917
& 1945) indicate that the garage was originally attached to the rear of the
house. This garage was later converted to a living space and a detatched garage
was built.
PROPOSED CHANGE
As part of an extensive kitchen remodeling the applicant proposes the removal
and replacement of a non -historic window on the rear east facade. The casement
window to be replaced measures 36}" in height by 52" in width. The proposed
replacement window measures 52" in height by 1'5" x 4 in width.
STANDARDS
The standards do not address the replacement of non -original, non -historic
windows.
RECOMMENDATION
It is the presumption of the staff, based on an inspection of the site as well
as knowledge of the house plan, that the location in question is the site of
an original window. The present window is intrusive when viewed within the
context of the remainder of the window stock. The replacement as proposed by
the applicant is more compatible with the remainder of the window stock.
Because the standards do not specifically address the present situation the
staff makes no recommendation concerning the proposal.

February 22, 1994
I. Call to Order
The meeting was called to order at 7:50 p.m. Commissioner Oxian announced
that the meeting would be a committee meeting due to the lack of a quorum.
II. Roll Call
Members present: Mr. Jed Eide, Mrs. Catherine Hostetler and Mr. John Oxian
Members absent: Mrs. Martha Choitz, Mrs. Janeanne Petrass, Ms. Lora Spaulding,
Mrs. Joann Sporleder, Ms. Jewel Van Dalsen and Mr. Jerry Wiener
Also present: Ms. Aladean DeRose, Mr. Jeff Bernard, Mr. Mark Carboneau,
Ms. Jane Murphy and Mr. Ed Talley
III. Public Hearing

Mr. Frederick read the staff report. Commissioner Eide moved to approve
the installation of the handrails as detailed in Mr. Mesecar's application.
Commissioner Hostetler seconded the motion. The motion passed unanimously.
On 2-23-94 Mr. Frederick contacted Commissioner(s) Spaulding and Van Dalsen
for their votes on this C of A application. Each cast votes in the affirmative.
The motion passed 5 to 0.
2. 1314 East Wayne (N) -- EW-LHD
Mr. Frederick read the staff report. Commissioner Eide asked the applicant
the reason for the replacement. Mr. Bernard replied thet the window replace-
ment was part of a larger finishing of the attic space as a bedroom/playroom
for his youngest son. The applicant was concerned about the operational
quality of the original windows. Commissioner Oxian asked if the replacements
would be identical to the originals. Mr. Bernard replied in the affirmative.
Commissioner Hostetler asked if the new windows would be functional.
Mr. Bernard replied in the affirmative but said that the space would be
air-conditioned. Commissioner Oxian asked the staff if the windows were
operable. Mr. Frederick replied that all were originally operable except
perhaps the window in the east facade. Commissioner Oxian asked if the new
windows would open. Mr. Bernard repiled in the affirmative. Commissioner
Eide moved to approve the application for window replacement with three
stipulations: 1) that true divided light or exterior muntins be supplied
by Andersen and installed by contractor. 2) that the applicant store the
original windows. 3) upon completion of the project the applicant will
supply the HPC with photos documenting the finished product. Commissioner.
Oxian asked about the color of the new windows. Mr. Bernard said they
would be white. Commissioner Hostetler asked about wall treatments. Mr.
Bernard said there would be extensive finishing in the attic space. Mr.
Bernard stated his willingness to store the original windows. Commissioner
Oxian emphasized the need for photo documentation of the finished product.
Mr. Frederick re -read the motion. The motion passed unanimously. On 2-23-94
Mr. Frederick contacted Commissioner(s) Spaulding and Van Dalsen for their
votes on this C of A application. Each cast votes in the affirmative. The
motion passed 5 to 0.
